概述
陜南(nan)漢(han)江流域出(chu)現了一(yi)(yi)次大范圍、高(gao)強度(du)降水(shui)(shui)(shui)(shui)(shui)過程。降雨引(yin)起(qi)江漢(han)干支流漲水(shui)(shui)(shui)(shui)(shui),漢(han)江安(an)康(kang)水(shui)(shui)(shui)(shui)(shui)庫(ku)入庫(ku)洪峰達到(dao)50年一(yi)(yi)遇(yu),安(an)康(kang)水(shui)(shui)(shui)(shui)(shui)庫(ku)迎來建庫(ku)后最大入庫(ku)洪水(shui)(shui)(shui)(shui)(shui)。洪水(shui)(shui)(shui)(shui)(shui)過程峰高(gao)量(liang)大,安(an)康(kang)水(shui)(shui)(shui)(shui)(shui)庫(ku)充分發揮大型(xing)水(shui)(shui)(shui)(shui)(shui)庫(ku)攔洪、錯峰、削峰作(zuo)用(yong),取得了顯著防洪減(jian)災效益(yi)。
科學調度發揮顯著防洪減災效益
按照省、市防指多次會商研究的(de)(de)調(diao)(diao)度方案(an),安(an)康(kang)(kang)(kang)水(shui)庫(ku)(ku)在漲水(shui)時(shi)(shi)提前預(yu)泄騰(teng)出防洪(hong)(hong)(hong)(hong)(hong)(hong)庫(ku)(ku)容、在洪(hong)(hong)(hong)(hong)(hong)(hong)峰(feng)段(duan)控制(zhi)下(xia)(xia)泄量(liang)(liang),為下(xia)(xia)游(you)抗洪(hong)(hong)(hong)(hong)(hong)(hong)搶(qiang)險救災創造了(le)(le)(le)有利條件。經(jing)初步分析計算,這(zhe)次漢江(jiang)安(an)康(kang)(kang)(kang)段(duan)特大(da)洪(hong)(hong)(hong)(hong)(hong)(hong)水(shui)期(qi)間(jian),通過(guo)對安(an)康(kang)(kang)(kang)水(shui)庫(ku)(ku)及時(shi)(shi)、合理調(diao)(diao)度,實現(xian)了(le)(le)(le)三個方面的(de)(de)減(jian)災效果。一是(shi)(shi)通過(guo)削峰(feng)調(diao)(diao)節將可(ke)能進入(ru)安(an)康(kang)(kang)(kang)城區河段(duan)的(de)(de)25537秒立米(mi)洪(hong)(hong)(hong)(hong)(hong)(hong)峰(feng)流量(liang)(liang),削減(jian)至19178秒立米(mi),削峰(feng)6359秒立米(mi),降低下(xia)(xia)游(you)安(an)康(kang)(kang)(kang)站(zhan)洪(hong)(hong)(hong)(hong)(hong)(hong)峰(feng)水(shui)位達3.9米(mi),避免了(le)(le)(le)漢江(jiang)安(an)康(kang)(kang)(kang)城區南北兩岸(an)和下(xia)(xia)游(you)旬陽、白河縣城發生慘(can)重損失(shi)。二是(shi)(shi)通過(guo)錯(cuo)峰(feng)調(diao)(diao)節將安(an)康(kang)(kang)(kang)站(zhan)最大(da)洪(hong)(hong)(hong)(hong)(hong)(hong)峰(feng)流量(liang)(liang)出現(xian)時(shi)(shi)間(jian),由18日18時(shi)(shi)推遲至18日23時(shi)(shi),滯后5小時(shi)(shi),為安(an)康(kang)(kang)(kang)東(dong)壩片區3萬余(yu)名群眾全部安(an)全撤離贏(ying)得寶貴時(shi)(shi)間(jian)。三是(shi)(shi)通過(guo)水(shui)庫(ku)(ku)攔(lan)洪(hong)(hong)(hong)(hong)(hong)(hong)作(zuo)用將洪(hong)(hong)(hong)(hong)(hong)(hong)水(shui)總量(liang)(liang)的(de)(de)28.7%,近5.36億立方米(mi)洪(hong)(hong)(hong)(hong)(hong)(hong)水(shui)攔(lan)蓄在庫(ku)(ku)內,減(jian)小了(le)(le)(le)進入(ru)下(xia)(xia)游(you)河道(dao)洪(hong)(hong)(hong)(hong)(hong)(hong)水(shui)總量(liang)(liang),有利于下(xia)(xia)游(you)洪(hong)(hong)(hong)(hong)(hong)(hong)水(shui)平穩通過(guo),起到減(jian)少堤防臨洪(hong)(hong)(hong)(hong)(hong)(hong)壓力的(de)(de)作(zuo)用。
通過對安康(kang)水庫(ku)的科(ke)學調度,優化了(le)天然形態下的洪(hong)水形態,給漢江安康(kang)段防洪(hong)搶(qiang)險工(gong)作(zuo)帶來了(le)有(you)效保障(zhang)與轉變,防洪(hong)減災作(zuo)用顯著(zhu)。
目前,水庫(ku)壩(ba)體穩(wen)定,運行良好。
