作用
水(shui)(shui)(shui)布(bu)(bu)埡(wu)水(shui)(shui)(shui)利樞紐(niu)(niu)工程由長(chang)(chang)江(jiang)水(shui)(shui)(shui)利委員會長(chang)(chang)江(jiang)勘測(ce)規(gui)劃設計(ji)研究院勘測(ce)、設計(ji),壩址位于巴東(dong)縣(xian)境內,上距恩施市117km,下(xia)距隔河巖(yan)水(shui)(shui)(shui)利樞紐(niu)(niu)92km,是(shi)清(qing)江(jiang)梯(ti)級開發(fa)的龍頭樞紐(niu)(niu)。水(shui)(shui)(shui)庫(ku)(ku)正(zheng)常蓄水(shui)(shui)(shui)位400m,相應庫(ku)(ku)容43.12億立(li)方米,總(zong)45.8億立(li)方米庫(ku)(ku)容,裝機容量(liang)1600MW,是(shi)以發(fa)電(dian)(dian)、防洪(hong)、航運為主,并兼顧其他的水(shui)(shui)(shui)利樞紐(niu)(niu)工程。據初步測(ce)算,水(shui)(shui)(shui)布(bu)(bu)埡(wu)電(dian)(dian)站(zhan)投產后,將(jiang)顯著(zhu)增加(jia)清(qing)江(jiang)下(xia)游(you)(you)已(yi)建(jian)隔河巖(yan)和(he)高壩洲兩座電(dian)(dian)站(zhan)的調峰調頻(pin)能力,屆(jie)時清(qing)江(jiang)流域的3座電(dian)(dian)站(zhan)(水(shui)(shui)(shui)布(bu)(bu)埡(wu)、隔河巖(yan)、高壩洲)將(jiang)可(ke)(ke)承(cheng)擔華中(zhong)電(dian)(dian)網10%左右的調峰任務,清(qing)江(jiang)流域成(cheng)(cheng)為華中(zhong)電(dian)(dian)網清(qing)潔、可(ke)(ke)靠的調峰調頻(pin)電(dian)(dian)源基地。水(shui)(shui)(shui)布(bu)(bu)埡(wu)水(shui)(shui)(shui)庫(ku)(ku)是(shi)長(chang)(chang)江(jiang)中(zhong)下(xia)游(you)(you)防洪(hong)體系的重要組成(cheng)(cheng)部(bu)分,水(shui)(shui)(shui)布(bu)(bu)埡(wu)水(shui)(shui)(shui)庫(ku)(ku)預留的5億立(li)方米防洪(hong)庫(ku)(ku)容與隔河巖(yan)水(shui)(shui)(shui)庫(ku)(ku)已(yi)預留的5億立(li)方米防洪(hong)庫(ku)(ku)容聯合調度(du)運行,可(ke)(ke)有(you)效(xiao)減輕荊江(jiang)河段的防洪(hong)壓力,提高長(chang)(chang)江(jiang)中(zhong)下(xia)游(you)(you)地區(qu)的防洪(hong)標準(zhun)。

水(shui)(shui)布(bu)(bu)埡水(shui)(shui)利(li)樞(shu)紐工(gong)程(cheng)(cheng)(cheng)(cheng)為一等(deng)(deng)大型(xing)水(shui)(shui)利(li)水(shui)(shui)電工(gong)程(cheng)(cheng)(cheng)(cheng)。主體建筑物有(you)(you):混(hun)(hun)凝(ning)土面板(ban)(ban)(ban)(ban)堆(dui)石(shi)壩(ba)、河岸式(shi)溢洪道(dao)、右岸地下(xia)(xia)式(shi)電站廠房和放空洞(dong)等(deng)(deng)。水(shui)(shui)布(bu)(bu)埡水(shui)(shui)利(li)樞(shu)紐混(hun)(hun)凝(ning)土面板(ban)(ban)(ban)(ban)堆(dui)石(shi)壩(ba)為目前世界上(shang)最高(gao)的面板(ban)(ban)(ban)(ban)壩(ba),壩(ba)頂(ding)高(gao)程(cheng)(cheng)(cheng)(cheng)409m,壩(ba)軸線長660m,最大壩(ba)高(gao)233m,壩(ba)頂(ding)寬(kuan)12m。大壩(ba)上(shang)游壩(ba)坡1:1.4,下(xia)(xia)游平(ping)(ping)均壩(ba)坡1:1.4。大壩(ba)填(tian)筑量(liang)包括上(shang)游鋪蓋在內共1526萬立方米(mi)。面板(ban)(ban)(ban)(ban)厚(hou)0.3m-1.1m,受壓區(qu)(qu)面板(ban)(ban)(ban)(ban)寬(kuan)16.0m,受拉區(qu)(qu)寬(kuan)8.0m,面板(ban)(ban)(ban)(ban)面積13.84萬平(ping)(ping)方米(mi)。趾板(ban)(ban)(ban)(ban)采用(yong)壩(ba)前設(she)標(biao)準(zhun)板(ban)(ban)(ban)(ban),下(xia)(xia)接防(fang)滲板(ban)(ban)(ban)(ban)的結(jie)構型(xing)式(shi),標(biao)準(zhun)板(ban)(ban)(ban)(ban)寬(kuan)6m-8m,厚(hou)0.6m-1.2m。防(fang)滲板(ban)(ban)(ban)(ban)寬(kuan)4m-12m,趾板(ban)(ban)(ban)(ban)與基巖間(jian)設(she)有(you)(you)錨筋聯接。周邊縫結(jie)構在高(gao)程(cheng)(cheng)(cheng)(cheng)275m以(yi)下(xia)(xia)采用(yong)底、中(zhong)、頂(ding)三道(dao)止水(shui)(shui),高(gao)程(cheng)(cheng)(cheng)(cheng)275m以(yi)上(shang)取(qu)消中(zhong)部止水(shui)(shui),設(she)底、頂(ding)兩道(dao)止水(shui)(shui);面板(ban)(ban)(ban)(ban)垂直縫設(she)有(you)(you)底、頂(ding)兩道(dao)止水(shui)(shui)。
環境
河岸(an)式溢洪道布置在左岸(an),由引水(shui)渠、控制段、泄槽段(含(han)挑流鼻坎)和(he)(he)下(xia)游防(fang)沖段組(zu)成(cheng)。下(xia)游防(fang)沖段采用(yong)防(fang)淘墻的結(jie)構(gou)型式。放空洞(dong)(dong)(dong)布置在右岸(an),其主要(yao)作用(yong)為水(shui)庫放空,中、后(hou)期導(dao)流和(he)(he)施工(gong)期向(xiang)下(xia)游供水(shui)等(deng)。由引水(shui)渠、有壓(ya)洞(dong)(dong)(dong)(含(han)喇叭口(kou))、事故檢修閘(zha)門井、工(gong)作閘(zha)門室、無(wu)壓(ya)洞(dong)(dong)(dong)、交通(tong)洞(dong)(dong)(dong)、通(tong)氣洞(dong)(dong)(dong)以及(ji)出口(kou)段(含(han)挑流鼻坎)等(deng)組(zu)成(cheng)。有壓(ya)洞(dong)(dong)(dong)長(chang)530.24m,洞(dong)(dong)(dong)徑(jing)11.0m-9.0m。無(wu)壓(ya)洞(dong)(dong)(dong)段長(chang)532.63m,底(di)板坡(po)度為i=0.2-0.055,洞(dong)(dong)(dong)室凈空尺寸(cun)為7.2m×12.0m,為城門洞(dong)(dong)(dong)型。
引水(shui)(shui)(shui)式地下電站(zhan),布置(zhi)于壩址(zhi)NE30°河段(duan)的右岸山(shan)體(ti)內(nei),電站(zhan)安(an)裝(zhuang)4臺(tai)混流式水(shui)(shui)(shui)輪發電機組,單機容(rong)量400MW,總裝(zhuang)機容(rong)量1600MW。保證(zheng)出力310MW,每年平(ping)(ping)均發電量39.2×108KW·H。電站(zhan)建筑物包括:引水(shui)(shui)(shui)渠、進水(shui)(shui)(shui)口、引水(shui)(shui)(shui)隧洞(dong)(dong)、主廠房、安(an)裝(zhuang)場(chang)、母線洞(dong)(dong)、尾水(shui)(shui)(shui)洞(dong)(dong)、尾水(shui)(shui)(shui)平(ping)(ping)臺(tai)、尾水(shui)(shui)(shui)渠、500kV變電所、交通洞(dong)(dong)、通風(feng)洞(dong)(dong)和廠外排水(shui)(shui)(shui)洞(dong)(dong)等(deng)。引水(shui)(shui)(shui)隧洞(dong)(dong)采用一機一洞(dong)(dong),平(ping)(ping)均長387.9m,圓形斷(duan)面(mian)內(nei)徑(jing)為8.5m-6.9m;地下廠房尺寸為168.5m×23m×67m(長×寬×高(gao)),裝(zhuang)機高(gao)程187.2m;尾水(shui)(shui)(shui)洞(dong)(dong)亦采用一機一洞(dong)(dong),平(ping)(ping)均長313.18m,圓形斷(duan)面(mian)內(nei)徑(jing)為11.3m。

水布埡水利(li)樞紐兩岸地(di)形陡峻(jun),庫首近壩地(di)段(duan)及(ji)壩區環境地(di)質問(wen)題比較(jiao)復雜,壩址(zhi)區環境地(di)質條件較(jiao)差,有(you)較(jiao)多(duo)的(de)危(wei)巖體廣泛分布,在這種地(di)形地(di)質條件下,修(xiu)建(jian)230多(duo)米高的(de)大壩,長江委設計院進行了多(duo)項專(zhuan)題研究,主要有(you):
研究
砼面(mian)板堆石壩與心墻堆石壩兩種壩型的(de)比選(xuan)研究(jiu)
國外已有多座200m-300m左右的心(xin)墻(qiang)堆石壩(ba)(ba)建設經驗,在中國建設227m的高心(xin)墻(qiang)堆石壩(ba)(ba)還屬首次,通過(guo)大(da)量(liang)的筑壩(ba)(ba)材料室內試(shi)驗,現(xian)場碾(nian)壓試(shi)驗以及壩(ba)(ba)體應力應變(bian),水力劈裂和(he)滲流控制等分析研究論(lun)證,在采取適當工程措施后技(ji)術上是可行(xing)的。
砼面(mian)(mian)板(ban)(ban)堆(dui)石(shi)壩在國內均有較快發展,但(dan)要(yao)修(xiu)建當今世(shi)界(jie)最高的(de)233m的(de)砼面(mian)(mian)板(ban)(ban)堆(dui)石(shi)壩具有一定(ding)的(de)難度(du),通過筑壩材料(liao)特(te)性(xing),堆(dui)石(shi)體(ti)變形控制(zhi),壩體(ti)應力(li)應變分析,面(mian)(mian)板(ban)(ban)砼的(de)防裂與耐(nai)久性(xing),周邊縫的(de)止(zhi)水材料(liao)和結構型式等(deng)研究表明,在采取(qu)適當的(de)工(gong)程措(cuo)施后技術上(shang)是(shi)可(ke)行的(de)。
滑坡治理
庫首近(jin)壩(ba)地段(duan)大壩(ba)上(shang)游河(he)段(duan)9km范圍內(nei)分布有(you)18個滑(hua)(hua)(hua)坡(po)(po)組成的(de)滑(hua)(hua)(hua)坡(po)(po)群體,總方(fang)(fang)(fang)量8342萬立(li)方(fang)(fang)(fang)米(mi),5個危巖(yan)體總方(fang)(fang)(fang)量357萬 立(li)方(fang)(fang)(fang)米(mi),1個穩定性差的(de)斜坡(po)(po),方(fang)(fang)(fang)量為(wei)385萬立(li)方(fang)(fang)(fang)米(mi)。壩(ba)后滑(hua)(hua)(hua)坡(po)(po),在大壩(ba)下(xia)(xia)游分布有(you)大巖(yan)淌(tang)、馬(ma)巖(yan)灣、臺子(zi)上(shang)、古樹包四個大滑(hua)(hua)(hua)坡(po)(po),設計(ji)研究(jiu)分別采用開挖減載,地下(xia)(xia)地表排水(shui),前緣護坡(po)(po)、抗滑(hua)(hua)(hua)支擋等措(cuo)施。右岸(an)峽口馬(ma)崖高陡自然邊坡(po)(po),坡(po)(po)高達360余米(mi),巖(yan)性為(wei)上(shang)硬(ying)下(xia)(xia)軟(ruan),且上(shang)部硬(ying)巖(yan)中(zhong)還夾(jia)(jia)有(you)多層軟(ruan)弱夾(jia)(jia)層,處理措(cuo)施為(wei)卸荷開挖,邊坡(po)(po)錨固,坡(po)(po)面噴護,排水(shui)坡(po)(po)腳護岸(an)等。
軟巖成洞問題
由于壩型為(wei)當地材料壩,故(gu)地下洞室相對較多,壩址區巖(yan)(yan)(yan)(yan)體中的(de)軟層甚多,如泥(ni)盆系寫經寺組,二迭系馬鞍組與(yu)棲霞組─極薄層含泥(ni)質生物碎屑灰巖(yan)(yan)(yan)(yan)、泥(ni)巖(yan)(yan)(yan)(yan)、泥(ni)灰巖(yan)(yan)(yan)(yan)及(ji)頁巖(yan)(yan)(yan)(yan)等均屬(shu)軟巖(yan)(yan)(yan)(yan)。軟巖(yan)(yan)(yan)(yan)大多遭受了(le)不同程度的(de)剪切破壞,工程性狀(zhuang)較差,加之產狀(zhuang)平緩,軟巖(yan)(yan)(yan)(yan)成洞問題突出(chu)。
志(zhi)留系(xi)強(qiang)風化頁(ye)巖作為防滲材(cai)料的問(wen)題(ti)
志留系(xi)砂頁巖具有明顯的垂直風(feng)(feng)化分(fen)(fen)帶(dai)(dai)性,風(feng)(feng)化程度劃分(fen)(fen)為全風(feng)(feng)化帶(dai)(dai),強風(feng)(feng)化上帶(dai)(dai)、下帶(dai)(dai)、弱風(feng)(feng)化及微(wei)風(feng)(feng)化帶(dai)(dai)。經研(yan)究全風(feng)(feng)化帶(dai)(dai)可直接作為防滲材料(liao)上壩,而(er)強風(feng)(feng)化下帶(dai)(dai)及弱、微(wei)風(feng)(feng)化帶(dai)(dai)不能作為防滲材料(liao)。
消能型式研究
溢洪(hong)道(dao)下游(you)消(xiao)能區位于壩址(zhi)峽谷出口大崖沱深潭,左(zuo)有(you)大巖(yan)淌(tang)滑(hua)坡(po),右(you)有(you)馬(ma)崖高陡(dou)邊坡(po)和馬(ma)巖(yan)灣滑(hua)坡(po),河(he)床巖(yan)層(ceng)主要是(shi)泥盆(pen)系上統(tong)寫經寺(si)組和志(zhi)留系砂頁巖(yan),抗沖能力(li)低(di),而(er)本工(gong)程泄洪(hong)量(liang)大,萬年一遇時最大下泄流量(liang)達18280立(li)方(fang)(fang)米(mi)/秒(miao),相應(ying)單寬流量(liang)為181 立(li)方(fang)(fang)米(mi)/秒(miao),汛期(qi)水頭在(zai)171m-180m以(yi)上,經計算、試驗(yan)、分(fen)析綜合考(kao)慮,最后(hou)選擇(ze)分(fen)區陡(dou)槽接窄縫式排坎消(xiao)能方(fang)(fang)案,消(xiao)能區保護采(cai)用防淘墻(qiang)方(fang)(fang)案。
歷史發展

根(gen)據壩址處的地(di)形地(di)質條件、水文特(te)征和樞紐總體布(bu)(bu)置,以(yi)及面(mian)板堆石壩的施工(gong)(gong)特(te)點,施工(gong)(gong)導流(liu)采用(yong)圍堰一次攔斷河(he)床,隧洞導流(liu),枯水期(qi)(qi)圍堰擋水,汛(xun)期(qi)(qi)淹沒基坑的方式。工(gong)(gong)程(cheng)(cheng)計劃總工(gong)(gong)期(qi)(qi)8.5年。2000年以(yi)前為(wei)籌建(jian)(jian)期(qi)(qi),2001年-2002年為(wei)施工(gong)(gong)準(zhun)備期(qi)(qi)。2003年-2007年為(wei)主體工(gong)(gong)程(cheng)(cheng)施工(gong)(gong)期(qi)(qi),2007年7月-2009年6月底為(wei)工(gong)(gong)程(cheng)(cheng)完建(jian)(jian)期(qi)(qi)。2002年10月26日,水布(bu)(bu)埡水電(dian)站(zhan)在充分準(zhun)備下完成各項施工(gong)(gong)形象進度(du),成功實(shi)施截流(liu)。
勘測設計概況
