溫(wen)泉(quan)水(shui)(shui)(shui)庫(ku)于1987年(nian)經(jing)國(guo)(guo)家(jia)計委批準立項,并于同年(nian)完(wan)成(cheng)工(gong)(gong)(gong)程的(de)可行性(xing)研究,由(you)青(qing)海(hai)省(sheng)(sheng)水(shui)(shui)(shui)電勘測設計院設計、青(qing)海(hai)省(sheng)(sheng)水(shui)(shui)(shui)電工(gong)(gong)(gong)程局施工(gong)(gong)(gong)。建設單位為(wei)青(qing)海(hai)省(sheng)(sheng)小(xiao)干溝電廠籌(chou)建處(chu),后根(gen)據工(gong)(gong)(gong)作(zuo)的(de)性(xing)質及需要先后更名(ming)為(wei)青(qing)海(hai)省(sheng)(sheng)格爾(er)(er)木水(shui)(shui)(shui)利電力公司(si)、青(qing)海(hai)省(sheng)(sheng)格爾(er)(er)木河水(shui)(shui)(shui)電綜合開發公司(si)、青(qing)海(hai)省(sheng)(sheng)水(shui)(shui)(shui)利廳格爾(er)(er)木溫(wen)泉(quan)水(shui)(shui)(shui)庫(ku)管理處(chu),負責該工(gong)(gong)(gong)程的(de)資金籌(chou)措、建設、管理等工(gong)(gong)(gong)作(zuo)。溫(wen)泉(quan)水(shui)(shui)(shui)庫(ku)于1991年(nian)8月開工(gong)(gong)(gong)建設;1993年(nian)8月開始蓄水(shui)(shui)(shui);1996年(nian)年(nian)底全部竣(jun)工(gong)(gong)(gong);1997年(nian)10月通(tong)過國(guo)(guo)家(jia)驗收。
溫泉水(shui)(shui)(shui)(shui)庫(ku)(ku)工(gong)程(cheng)(cheng)由大(da)壩、放水(shui)(shui)(shui)(shui)洞、溢(yi)洪(hong)(hong)(hong)道三大(da)建(jian)筑組成(cheng),大(da)壩為(wei)(wei)(wei)(wei)復合土工(gong)膜(mo)防(fang)滲斜墻砂礫石壩壩型,壩頂高程(cheng)(cheng)3960.8m,最大(da)壩高17.5m,主壩長880m,頂寬8m,總(zong)庫(ku)(ku)容(rong)為(wei)(wei)(wei)(wei)2.55億(yi)立方(fang)米(mi),興利庫(ku)(ku)容(rong)1.5億(yi)立方(fang)米(mi),防(fang)洪(hong)(hong)(hong)庫(ku)(ku)容(rong)0.75億(yi)立方(fang)米(mi),設計洪(hong)(hong)(hong)水(shui)(shui)(shui)(shui)位(wei)為(wei)(wei)(wei)(wei)3957.4m,校核(he)洪(hong)(hong)(hong)水(shui)(shui)(shui)(shui)位(wei)為(wei)(wei)(wei)(wei)3958.16m,正常蓄水(shui)(shui)(shui)(shui)位(wei)為(wei)(wei)(wei)(wei)3956.40m,防(fang)洪(hong)(hong)(hong)限制水(shui)(shui)(shui)(shui)位(wei)為(wei)(wei)(wei)(wei)3956.0m,死水(shui)(shui)(shui)(shui)位(wei)為(wei)(wei)(wei)(wei)3951.7m,回水(shui)(shui)(shui)(shui)長度為(wei)(wei)(wei)(wei)16KM。泄(xie)洪(hong)(hong)(hong)設施為(wei)(wei)(wei)(wei)側(ce)槽式無閘門控制溢(yi)洪(hong)(hong)(hong)道,放水(shui)(shui)(shui)(shui)洞為(wei)(wei)(wei)(wei)最大(da)可泄(xie)27立方(fang)米(mi)/s的城門洞型無壓(ya)隧洞。水(shui)(shui)(shui)(shui)庫(ku)(ku)調蓄按100年(nian)一(yi)遇設計,2000年(nian)一(yi)遇洪(hong)(hong)(hong)水(shui)(shui)(shui)(shui)校核(he),地震設防(fang)裂度為(wei)(wei)(wei)(wei)8度,工(gong)程(cheng)(cheng)總(zong)投(tou)資為(wei)(wei)(wei)(wei)3980.7萬元。
格爾木轄區屬大陸(lu)高原氣候,少雨、多風、干旱(han),降雨量年(nian)平(ping)均僅41.5毫(hao)米(mi)。1至(zhi)6月份,格爾木市區降水(shui)量達49.0mm,與2009年(nian)同期相比(bi)偏多263%,與30年(nian)平(ping)均值比(bi)較偏多220%。
其中(zhong)6月6日過程降水量為27.8毫米,達到大雨強度,較(jiao)同期歷史極值偏多2.7倍,創1961年以來(lai)歷史最多極值。
溫泉水庫位于格爾木市東南127km的格爾木河支流雪水河上,海拔3960.8m,為格爾木河上的重要水利樞紐工程。該水庫總庫容量2.55億立方米,防洪庫容量0.75億立方米,設計防洪水位為(wei)3957.4米,正常(chang)蓄水水位3956.4米。該水庫存(cun)水主河(he)流為(wei)格爾木河(he),途經(jing)大干(gan)溝(gou)、小干(gan)溝(gou)、乃吉里、南山口四(si)梯級電站(zhan),流域面積(ji)9374平方千米。
溫泉水庫工程具有以下特點
1、海拔最(zui)高(3960.8m)、氣溫最(zui)低(零(ling)下(xia)40℃ );
2、抗震設防裂度最(zui)高(8度);
3、主(zhu)壩最長(880m);
4、庫容最(zui)大(2.55億立(li)方米);
5、引進新技(ji)術最多:
(1)采用(yong)振沖(chong)碎石置換(huan)樁處(chu)理液化地基;
(2)采用(yong)高壓擺噴(pen)水泥漿修筑(zhu)壩前地下(xia)防滲墻(qiang);
(3)采(cai)用(yong)PVC復合土工(gong)膜做壩面防滲體。
溫泉水庫管理處簡介
溫泉水(shui)(shui)(shui)(shui)庫(ku)管理處(chu)是2000年12月經水(shui)(shui)(shui)(shui)利廳(ting)黨組批(pi)準成立(li)的(de)(de)(de),批(pi)準文(wen)號(hao)為(wei)(青水(shui)(shui)(shui)(shui)黨字[2000]第054號(hao)),2001年4月份人(ren)員(yuan)全(quan)部到位,現(xian)有職(zhi)(zhi)(zhi)工(gong)(gong)(gong)25人(ren),目前,大中專以上文(wen)憑的(de)(de)(de)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)占(zhan)全(quan)部職(zhi)(zhi)(zhi)工(gong)(gong)(gong)的(de)(de)(de)48%,取得中級職(zhi)(zhi)(zhi)稱(cheng)的(de)(de)(de)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)占(zhan)全(quan)部職(zhi)(zhi)(zhi)工(gong)(gong)(gong)的(de)(de)(de)12%,初(chu)級職(zhi)(zhi)(zhi)稱(cheng)的(de)(de)(de)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)占(zhan)全(quan)部職(zhi)(zhi)(zhi)工(gong)(gong)(gong)的(de)(de)(de)32%。水(shui)(shui)(shui)(shui)庫(ku)管理處(chu)在(zai)省水(shui)(shui)(shui)(shui)利廳(ting)的(de)(de)(de)領導下,負責溫泉水(shui)(shui)(shui)(shui)庫(ku)的(de)(de)(de)日常運(yun)行管理、維修(xiu)及水(shui)(shui)(shui)(shui)庫(ku)安(an)全(quan)度汛(xun)工(gong)(gong)(gong)作(zuo)。為(wei)下游各梯(ti)級電站提供水(shui)(shui)(shui)(shui)力(li)保障(zhang)的(de)(de)(de)同時,兼顧格爾木河的(de)(de)(de)防(fang)汛(xun)任務及青藏公路、青藏鐵路、蘭(lan)西(xi)拉(la)(la)通(tong)訊(xun)光纜、格拉(la)(la)輸(shu)油管道等重要交通(tong)、通(tong)訊(xun)設(she)施的(de)(de)(de)防(fang)洪(hong)保障(zhang)作(zuo)用。溫泉水(shui)(shui)(shui)(shui)庫(ku)管理處(chu)根據(ju)自身工(gong)(gong)(gong)作(zuo)特點,合(he)理設(she)置機構,配備人(ren)員(yuan),現(xian)設(she)綜合(he)辦公室、生(sheng)產運(yun)行科、多種經營科三個科室。
溫泉水庫自一九九三(san)年八月蓄水以來,充(chong)分(fen)發揮(hui)了(le)其(qi)應有功能,在(zai)防(fang)(fang)洪(hong)方(fang)面及時攔洪(hong)錯峰,削減(jian)洪(hong)水流量,有效(xiao)減(jian)輕了(le)下(xia)游格爾木地區的(de)(de)防(fang)(fang)洪(hong)壓力(li),為格爾木市(shi)的(de)(de)防(fang)(fang)洪(hong)工作起到了(le)積(ji)極的(de)(de)作用。水庫年平均蓄放水1.2億立方(fang)米,顯示了(le)其(qi)巨大的(de)(de)社會效(xiao)益和經濟效(xiao)益。
