建庫宗旨
白盆珠水(shui)(shui)(shui)(shui)(shui)庫經國家(jia)計委、國家(jia)建(jian)(jian)委及廣東省計委、建(jian)(jian)委、水(shui)(shui)(shui)(shui)(shui)利電(dian)(dian)力廳批(pi)準而興建(jian)(jian),其(qi)功能(neng)主(zhu)要是以(yi)防洪(hong)(hong)、灌(guan)溉為(wei)(wei)主(zhu),兼發電(dian)(dian)和改(gai)善西枝江(jiang)航(hang)運(yun)。總受益面積32萬畝(mu)(其(qi)中:中游10萬畝(mu),下(xia)游22萬畝(mu)),對下(xia)游兩市一(yi)縣(xian)一(yi)區(qu)(惠(hui)(hui)州(zhou)市、惠(hui)(hui)陽市、惠(hui)(hui)東縣(xian)、惠(hui)(hui)城區(qu)),惠(hui)(hui)州(zhou)機場(chang)、京九鐵路和廣汕公路起到(dao)防護(hu)作用(yong);保(bao)證(zheng)灌(guan)溉農(nong)田 17.5萬畝(mu);發電(dian)(dian)裝機12000KW×2臺,年發電(dian)(dian)量8600萬千(qian)瓦時(shi);調(diao)(diao)節下(xia)游航(hang)深,枯(ku)水(shui)(shui)(shui)(shui)(shui)期從0.4米提高至0.8米;枯(ku)水(shui)(shui)(shui)(shui)(shui)期調(diao)(diao)節下(xia)游供水(shui)(shui)(shui)(shui)(shui),保(bao)障工農(nong)業生產和居民生活用(yong)水(shui)(shui)(shui)(shui)(shui)。隨著(zhu)惠(hui)(hui)州(zhou)社會(hui)經濟的發展,水(shui)(shui)(shui)(shui)(shui)資源日益緊張,為(wei)(wei)了(le)進一(yi)步發揮白盆珠水(shui)(shui)(shui)(shui)(shui)庫的調(diao)(diao)蓄作用(yong)。2004年3月(yue),惠(hui)(hui)州(zhou)市人民政(zheng)府下(xia)發了(le)《關于(yu)調(diao)(diao)整白盆珠水(shui)(shui)(shui)(shui)(shui)庫功能(neng)的通知》(惠(hui)(hui)府函[2004]2號)。“決定將白盆珠水(shui)(shui)(shui)(shui)(shui)庫的功能(neng)由防洪(hong)(hong)、灌(guan)溉、發電(dian)(dian)、調(diao)(diao)節供水(shui)(shui)(shui)(shui)(shui)調(diao)(diao)整為(wei)(wei)以(yi)防洪(hong)(hong)、供水(shui)(shui)(shui)(shui)(shui)為(wei)(wei)主(zhu),兼顧灌(guan)溉、發電(dian)(dian)。”
集雨面積
白盆(pen)珠(zhu)水(shui)(shui)(shui)(shui)庫地(di)處西枝江(jiang)上游,西枝江(jiang)為廣東(dong)珠(zhu)江(jiang)水(shui)(shui)(shui)(shui)系東(dong)江(jiang)第(di)二支流主流全(quan)長176公(gong)(gong)里(li),從主壩至惠州東(dong)、西江(jiang)匯合處約(yue)100公(gong)(gong)里(li),流域(yu)面積(ji)(ji)4120平方(fang)公(gong)(gong)里(li)。白盆(pen)珠(zhu)水(shui)(shui)(shui)(shui)庫控制流域(yu)面積(ji)(ji)856平方(fang)公(gong)(gong)里(li),其中水(shui)(shui)(shui)(shui)庫遷賠(pei)線(xian)以下(82米高程)水(shui)(shui)(shui)(shui)淹面積(ji)(ji)49.7平方(fang)公(gong)(gong)里(li),長約(yue)35公(gong)(gong)里(li)(主壩至寶口(kou)),最寬(kuan)約(yue)5公(gong)(gong)里(li)。整個庫區有石澗、黃瑤(yao)、三坑(keng)、橫坑(keng)、馬山、寶口(kou)、高潭等近10條支流流入水(shui)(shui)(shui)(shui)庫。
水庫特征
白(bai)盆珠(zhu)水(shui)庫工程(cheng)(cheng)按500年一(yi)遇洪水(shui)標準設計,5000年一(yi)洪水(shui)校核,總庫容(rong)12.2億立(li)方米(mi)(mi)(mi)(mi)。其中(zhong)(zhong):死庫容(rong)1.9億立(li)方米(mi)(mi)(mi)(mi),有(you)(you)(you)效庫容(rong)3.85億立(li)方米(mi)(mi)(mi)(mi),調洪庫容(rong)6.45億立(li)方米(mi)(mi)(mi)(mi)。確保20年一(yi)遇(3540m3/s)洪水(shui)中(zhong)(zhong)下(xia)游(you)河道安全(quan)泄洪,有(you)(you)(you)利(li)于(yu)沿河澇區(qu)(qu)的排(pai)水(shui)。主壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)建于(yu)白(bai)盆珠(zhu)峽谷處,采(cai)用(yong)(yong)(yong)混(hun)凝土空心支(zhi)墩(dun)重(zhong)力(li)壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)結構,壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)頂(ding)高(gao)(gao)程(cheng)(cheng)88.2米(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)頂(ding)寬6.0米(mi)(mi)(mi)(mi),最大壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)高(gao)(gao)66.2米(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)頂(ding)長(chang)(chang)240米(mi)(mi)(mi)(mi)。壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)中(zhong)(zhong)設有(you)(you)(you)排(pai)洪堰閘1座(zuo)2孔,每孔凈12米(mi)(mi)(mi)(mi),堰頂(ding)高(gao)(gao)程(cheng)(cheng)73米(mi)(mi)(mi)(mi),上設9×12米(mi)(mi)(mi)(mi)弧(hu)型閘門(men),下(xia)游(you)采(cai)用(yong)(yong)(yong)溢流(liu)壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)下(xia)接長(chang)(chang)護(hu)坦梯(ti)形(xing)(xing)(xing)差動(dong)式鼻(bi)坎(kan)挑(tiao)流(liu)式消能。壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)內(nei)(nei)(nei)設置放(fang)水(shui)底孔1個,采(cai)用(yong)(yong)(yong)壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)內(nei)(nei)(nei)壓(ya)力(li)管接明(ming)渠泄水(shui)道形(xing)(xing)(xing)式。副(fu)壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)兩座(zuo)。一(yi)座(zuo)建于(yu)橫崗萬(wan)福(fu)庵(an)坳口。該壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)在(zai)1960年建筑時先是采(cai)用(yong)(yong)(yong)水(shui)中(zhong)(zhong)填土,后為輾壓(ya)填筑的方法筑至72米(mi)(mi)(mi)(mi)高(gao)(gao)程(cheng)(cheng)。復(fu)工后,將全(quan)壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)加(jia)高(gao)(gao)培厚(hou),并采(cai)用(yong)(yong)(yong)中(zhong)(zhong)心砼防滲墻加(jia)固處理。現(xian)在(zai)的壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)頂(ding)高(gao)(gao)程(cheng)(cheng)90米(mi)(mi)(mi)(mi),最大壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)高(gao)(gao)40.5米(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)頂(ding)寬8米(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)頂(ding)長(chang)(chang)278米(mi)(mi)(mi)(mi)。一(yi)座(zuo)建于(yu)條形(xing)(xing)(xing)山。該壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)為均質(zhi)土壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba),斷面尺寸(cun)與萬(wan)福(fu)庵(an)的副(fu)壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)相(xiang)同(tong),壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)頂(ding)長(chang)(chang)度為115米(mi)(mi)(mi)(mi)。壩(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)(ba)上游(you)建有(you)(you)(you)碼(ma)頭1座(zuo)。庫區(qu)(qu)內(nei)(nei)(nei)還有(you)(you)(you)平西(xi)公路改線(xian)工程(cheng)(cheng),改路線(xian)長(chang)(chang)32.88公里。
樞紐工程
樞紐工程有主壩、副壩和壩后電站。主壩為混凝土(tu)空心重力(li)壩,位于白盆珠鎮(zhen)上游1.5公里的白盆珠峽谷入(ru)口。壩頂高程88.2米(mi),長240米(mi),最大壩高66.2米(mi)。溢(yi)流壩設在(zai)偏(pian)左岸(an),分為2孔,每孔凈寬12米(mi),設12×9米(mi)弧(hu)形閘(zha)門(men)2扇(shan),下游陡坡(po)采用梯形差(cha)動式鼻坎挑流消能。
副壩(ba)(ba)為均(jun)質土(tu)壩(ba)(ba),位于主(zhu)壩(ba)(ba)東南側約(yue)4公里處。壩(ba)(ba)頂長278米(mi)(mi)(mi),壩(ba)(ba)頂高程90米(mi)(mi)(mi),最大壩(ba)(ba)高40米(mi)(mi)(mi)。沿壩(ba)(ba)軸線設混(hun)凝土(tu)防(fang)滲墻(qiang),厚0.8米(mi)(mi)(mi)。另(ling)條形山副壩(ba)(ba)在土(tu)壩(ba)(ba)右側,與(yu)土(tu)壩(ba)(ba)相(xiang)連接,頂長115米(mi)(mi)(mi)。
放水(shui)底孔設在(zai)溢流壩(ba)右側(ce),為壩(ba)內(nei)壓力(li)管段接明(ming)(ming)槽泄水(shui)道型式(shi),孔口尺(chi)寸(cun)4×4米,采用明(ming)(ming)槽鼻坎挑流消能,設有(you)弧形閘門、事(shi)故檢(jian)修(xiu)平板閘門各1扇。
壩后電站布(bu)置(zhi)于偏右(you)岸5#、6#壩段后,采用單元引水地面式廠(chang)房(fang)。引水鋼管直徑3.4米,裝(zhuang)機2臺,共2.4萬(wan)千瓦。
工程建設
設計
工(gong)程自1957年(nian)(nian)(nian)開始由廣(guang)東省水利電力勘測設(she)計院規劃(hua)設(she)計,1959年(nian)(nian)(nian)10月(yue)(yue)提(ti)交設(she)計任務書。1973年(nian)(nian)(nian)重(zhong)新(xin)編(bian)制初步設(she)計。1974年(nian)(nian)(nian)8月(yue)(yue)水電部(bu)工(gong)作組(zu)現場審查,11月(yue)(yue)批(pi)(pi)復(fu),1977年(nian)(nian)(nian)工(gong)程復(fu)建。1979年(nian)(nian)(nian),副壩(ba)填筑到72米高程,因質量差,全(quan)面停工(gong)復(fu)查。設(she)計院于1980年(nian)(nian)(nian)6月(yue)(yue)提(ti)交《西枝江水利樞(shu)紐工(gong)程土壩(ba)復(fu)查情況及加(jia)固續建方案選擇報(bao)告》,認為土壩(ba)存(cun)在質量問(wen)題必(bi)須加(jia)固。提(ti)出中(zhong)央混凝土防(fang)滲墻方案。同(tong)年(nian)(nian)(nian)8月(yue)(yue),水電部(bu)批(pi)(pi)復(fu)同(tong)意。
樞(shu)(shu)紐(niu)工(gong)(gong)程的技(ji)施設計(ji)于(yu)1977年(nian)(nian)開始(shi),1981年(nian)(nian)底完成攔河壩(ba)(ba)、土壩(ba)(ba)、電站的施工(gong)(gong)詳(xiang)圖。攔河壩(ba)(ba)樞(shu)(shu)紐(niu)工(gong)(gong)程設計(ji)獲廣東(dong)省(sheng)1987年(nian)(nian)至(zhi)1985年(nian)(nian)度設計(ji)優秀項目二等獎。
施工
工(gong)(gong)(gong)(gong)程(cheng)于1959年底由(you)(you)惠(hui)(hui)陽(yang)縣組織(zhi)民工(gong)(gong)(gong)(gong)施工(gong)(gong)(gong)(gong),1960年8月下(xia)馬(ma)停建。1977年4月復工(gong)(gong)(gong)(gong),土(tu)壩由(you)(you)惠(hui)(hui)東縣組織(zhi)民工(gong)(gong)(gong)(gong)施工(gong)(gong)(gong)(gong)。同年8月,混凝土(tu)攔河壩工(gong)(gong)(gong)(gong)程(cheng)轉由(you)(you)省水電施工(gong)(gong)(gong)(gong)隊伍(wu)施工(gong)(gong)(gong)(gong)。1980年2月土(tu)壩轉由(you)(you)惠(hui)(hui)陽(yang)地區水電隊伍(wu)施工(gong)(gong)(gong)(gong)。
主壩(ba)(ba)。1959-1960年(nian)按土(tu)(tu)壩(ba)(ba)方(fang)(fang)(fang)(fang)(fang)(fang)案施(shi)工(gong),導(dao)流(liu)工(gong)程開(kai)挖石(shi)方(fang)(fang)(fang)(fang)(fang)(fang)5萬(wan)立(li)(li)方(fang)(fang)(fang)(fang)(fang)(fang)米(mi)。1973年(nian)改(gai)為(wei)混(hun)凝(ning)土(tu)(tu)壩(ba)(ba)方(fang)(fang)(fang)(fang)(fang)(fang)案,1977年(nian)復工(gong),次年(nian)2月起澆筑(zhu)混(hun)凝(ning)土(tu)(tu)圍堰(yan),11月合攏,明渠通水(shui)。1981年(nian)11月導(dao)流(liu)明渠下(xia)閘改(gai)由4#壩(ba)(ba)段底孔導(dao)流(liu)。1984年(nian)8月混(hun)凝(ning)土(tu)(tu)攔河壩(ba)(ba)完工(gong)。完成主要工(gong)程量(含電(dian)站(zhan)):混(hun)凝(ning)土(tu)(tu)和鋼筋混(hun)凝(ning)土(tu)(tu)39.82萬(wan)立(li)(li)方(fang)(fang)(fang)(fang)(fang)(fang)米(mi);土(tu)(tu)方(fang)(fang)(fang)(fang)(fang)(fang)開(kai)挖19.54萬(wan)立(li)(li)方(fang)(fang)(fang)(fang)(fang)(fang)米(mi);石(shi)方(fang)(fang)(fang)(fang)(fang)(fang)開(kai)挖37.15萬(wan)立(li)(li)方(fang)(fang)(fang)(fang)(fang)(fang)米(mi);土(tu)(tu)方(fang)(fang)(fang)(fang)(fang)(fang)填筑(zhu)3.35萬(wan)立(li)(li)方(fang)(fang)(fang)(fang)(fang)(fang)米(mi);石(shi)方(fang)(fang)(fang)(fang)(fang)(fang)砌筑(zhu)2.15萬(wan)立(li)(li)方(fang)(fang)(fang)(fang)(fang)(fang)米(mi)。
副(fu)壩(ba)。1959-1960年(nian)(nian)采(cai)(cai)用(yong)水(shui)中填(tian)(tian)土法(fa)(fa)填(tian)(tian)筑(zhu)至69米(mi)高(gao)程(cheng)(cheng)。1977年(nian)(nian)4月(yue)至1979年(nian)(nian)2月(yue),改用(yong)碾壓(ya)法(fa)(fa)填(tian)(tian)筑(zhu)至72米(mi)高(gao)程(cheng)(cheng),由于(yu)壩(ba)身填(tian)(tian)筑(zhu)、灌(guan)溉(gai)涵管質(zhi)量(liang)低劣,停(ting)工(gong)作全面(mian)檢查。此(ci)后按設(she)計加(jia)固方(fang)(fang)(fang)(fang)案(an)施(shi)(shi)工(gong)。1981年(nian)(nian)5月(yue)至1982年(nian)(nian)11月(yue)由省水(shui)電廳機械(xie)施(shi)(shi)工(gong)公司(si)采(cai)(cai)用(yong)沖(chong)擊鉆施(shi)(shi)工(gong)的第一期混(hun)凝土防(fang)滲墻完(wan)工(gong)(至72米(mi)高(gao)程(cheng)(cheng))。后墻體加(jia)高(gao)至85米(mi)高(gao)程(cheng)(cheng),加(jia)高(gao)部(bu)分(fen)由惠陽地區水(shui)電工(gong)程(cheng)(cheng)公司(si)于(yu)1984年(nian)(nian)1月(yue)至11月(yue)采(cai)(cai)用(yong)現(xian)澆施(shi)(shi)工(gong)。至1987年(nian)(nian)10月(yue),副(fu)壩(ba)工(gong)程(cheng)(cheng)完(wan)成。主要工(gong)程(cheng)(cheng)量(liang)有土方(fang)(fang)(fang)(fang)開挖20.93萬(wan)立(li)方(fang)(fang)(fang)(fang)米(mi),填(tian)(tian)筑(zhu)49.4萬(wan)立(li)方(fang)(fang)(fang)(fang)米(mi),石方(fang)(fang)(fang)(fang)砌筑(zhu)3.14萬(wan)立(li)方(fang)(fang)(fang)(fang)米(mi),填(tian)(tian)筑(zhu)3.64萬(wan)立(li)方(fang)(fang)(fang)(fang)米(mi),混(hun)凝土1.13萬(wan)立(li)方(fang)(fang)(fang)(fang)米(mi)。
工程總投資1.93億元,其(qi)中工程費1.09億元,移民遷安(an)7854萬(wan)元,其(qi)他511萬(wan)元。庫區淹沒(mei)耕地2.34萬(wan)畝(其(qi)中水(shui)田1.84萬(wan)畝)。遷移人(ren)(ren)口2.13萬(wan)人(ren)(ren)。
工程效益
防洪(hong):減(jian)輕惠(hui)東(dong)、惠(hui)陽兩縣(xian)(區)及惠(hui)州(zhou)市和(he)惠(hui)州(zhou)機場的洪(hong)水(shui)威(wei)脅,受益農田(tian)32萬畝(mu)。水(shui)庫(ku)于(yu)1986年按設計(ji)運行,即遭遇8607號強臺(tai)風及暴雨考驗(yan),經水(shui)庫(ku)調蓄,惠(hui)東(dong)縣(xian)水(shui)位降(jiang)低1.95米,減(jian)少淹(yan)田(tian)13萬余畝(mu)。
灌溉(gai):可灌溉(gai)農田(tian)17,47萬畝(mu)。但(dan)到1987年(nian)止灌區工(gong)程尚(shang)未(wei)動工(gong)興(xing)建,故尚(shang)未(wei)發生效益(yi)。
發(fa)電(dian):1985年(nian)8月電(dian)站正式(shi)投產,至(zhi)1987年(nian)10月已發(fa)電(dian)1.63億千瓦時,為當地工(gong)農業提供了(le)電(dian)能。
