福(fu)建(jian)省(sheng)古田溪水力發(fa)電廠(chang)是一個一廠(chang)多(duo)站集中(zhong)管理(li)的國有中(zhong)型(xing)發(fa)電企業。全廠(chang)由(you)4個梯(ti)級電站、8臺(tai)機(ji)組組成,總裝機(ji)容量為32.4萬(wan)千(qian)瓦(wa),多(duo)年平均發(fa)電量八億多(duo)千(qian)瓦(wa)時(shi),在(zai)(zai)福(fu)建(jian)電網中(zhong)擔負著(zhu)調(diao)(diao)峰(feng)、調(diao)(diao)頻、調(diao)(diao)壓和事故備用任(ren)務。廠(chang)部設在(zai)(zai)距古田縣城東郊5公里的半坑亭,其所屬(shu)場、站分布(bu)在(zai)(zai)古田、閩清兩(liang)縣,綿(mian)延(yan)30余公里。
基本概況
古田一級(ji)(ji)(ji)(ji)水(shui)(shui)電站(zhan),是新中國(guo)(guo)(guo)(guo)建設的(de)第(di)一座(zuo)(zuo)(zuo)梯級(ji)(ji)(ji)(ji)水(shui)(shui)電站(zhan)(但不是我國(guo)(guo)(guo)(guo)第(di)一座(zuo)(zuo)(zuo)梯級(ji)(ji)(ji)(ji)電站(zhan),我國(guo)(guo)(guo)(guo)第(di)一座(zuo)(zuo)(zuo)梯級(ji)(ji)(ji)(ji)電站(zhan)是位(wei)于四(si)川(chuan)長(chang)(chang)壽縣龍(long)溪(xi)河上(shang)的(de)下清淵硐水(shui)(shui)電站(zhan),簡稱“下硐水(shui)(shui)電站(zhan)”,于1939年10月開(kai)(kai)工,1948年3月建成投產。龍(long)溪(xi)河梯級(ji)(ji)(ji)(ji)水(shui)(shui)電開(kai)(kai)發是我國(guo)(guo)(guo)(guo)水(shui)(shui)電梯級(ji)(ji)(ji)(ji)開(kai)(kai)發的(de)肇始,共有(you)獅子灘(tan)、上(shang)硐、回(hui)龍(long)寨和(he)下硐水(shui)(shui)電站(zhan)四(si)級(ji)(ji)(ji)(ji)) 。位(wei)于福建省古田縣境內古田溪(xi)上(shang)。電站(zhan)引水(shui)(shui)隧洞長(chang)(chang)1920米(mi),洞徑(jing)4.4米(mi),地下廠房長(chang)(chang)59.6米(mi),寬12.5米(mi),南(nan)29.5米(mi)。它也是新中國(guo)(guo)(guo)(guo)首座(zuo)(zuo)(zuo)地下廠房水(shui)(shui)電站(zhan)。安裝(zhuang)有(you)2臺(tai)6000千(qian)瓦(wa)(wa)、4臺(tai)1.25萬于瓦(wa)(wa)水(shui)(shui)輪(lun)發電機(ji)組,第(di)一臺(tai)6000千(qian)瓦(wa)(wa)機(ji)組于1956年3月投入運行。
福(fu)建省古(gu)(gu)田溪水力發(fa)電廠是一(yi)個一(yi)廠四(si)站集中管理的國有中型發(fa)電企業。全(quan)廠由(you)4個梯級電站(12臺機(ji)組)組成,原總裝機(ji)容量25.9萬千(qian)瓦。經(jing)近幾年(nian)來對機(ji)組的增(zeng)容改造,現總裝機(ji)容量已達27.6萬千(qian)瓦,設(she)計多年(nian)平(ping)均發(fa)電量7.41億千(qian)瓦時,在(zai)福(fu)建電網中擔負(fu)著調(diao)峰、調(diao)頻、調(diao)壓和事(shi)故備用任(ren)務(wu)。廠部設(she)在(zai)古(gu)(gu)田縣半坑亭,距(ju)離古(gu)(gu)田縣城關6公(gong)(gong)里。其所(suo)屬(shu)場、站分布在(zai)古(gu)(gu)田、閩清兩縣,綿延近40公(gong)(gong)里。
素有(you)(you)“北有(you)(you)豐滿,南(nan)有(you)(you)古(gu)田”之稱的(de)古(gu)田溪水(shui)電(dian)(dian)(dian)廠(chang)是(shi)新中(zhong)國建(jian)設(she)的(de)第一座地(di)(di)下(xia)水(shui)力(li)(li)發(fa)(fa)電(dian)(dian)(dian)廠(chang)(但不是(shi)我國第一座地(di)(di)下(xia)水(shui)力(li)(li)發(fa)(fa)電(dian)(dian)(dian)廠(chang),1939年-1945年建(jian)成于(yu)貴州省(sheng)桐梓縣的(de)天門河水(shui)力(li)(li)發(fa)(fa)電(dian)(dian)(dian)廠(chang)是(shi)我國第一座地(di)(di)下(xia)水(shui)力(li)(li)發(fa)(fa)電(dian)(dian)(dian)廠(chang),也(ye)是(shi)我國最早采(cai)用調速裝置的(de)水(shui)力(li)(li)發(fa)(fa)電(dian)(dian)(dian)廠(chang)) 。其(qi)一級地(di)(di)下(xia)廠(chang)房一期主體工(gong)程于(yu)1951年3月(yue)開工(gong),1956年3月(yue)一級電(dian)(dian)(dian)站(zhan)一期兩臺(tai)機(ji)組投產(chan),至1973年12月(yue)各梯級電(dian)(dian)(dian)站(zhan)12臺(tai)機(ji)組全部投產(chan)。四座結構迥異(yi)的(de)水(shui)力(li)(li)發(fa)(fa)電(dian)(dian)(dian)站(zhan)宛(wan)如四顆璀璨明珠鑲嵌在(zai)九曲十八彎的(de)古(gu)田溪畔。四十多年來,培養(yang)和(he)輸送了數以千(qian)計的(de)工(gong)程技術(shu)人(ren)員、生產(chan)骨干和(he)管(guan)理人(ren)才,積累了豐富的(de)電(dian)(dian)(dian)力(li)(li)安全生產(chan)和(he)流域(yu)梯級電(dian)(dian)(dian)站(zhan)管(guan)理的(de)經驗(yan),為(wei)福建(jian)社(she)會經濟的(de)發(fa)(fa)展和(he)電(dian)(dian)(dian)力(li)(li)的(de)騰飛作出了重大(da)貢(gong)獻,被譽為(wei)“福建(jian)的(de)水(shui)電(dian)(dian)(dian)搖籃”。
發展

建設史話
上世紀50年代初,新生的(de)共和(he)(he)國(guo)(guo)(guo)百廢待興,中央在制(zhi)定第一個(ge)五(wu)年計劃時,將古(gu)田(tian)(tian)溪梯級水(shui)電(dian)(dian)(dian)站(zhan)列為全國(guo)(guo)(guo)第“101”個(ge)重點建(jian)(jian)設工(gong)程。從(cong)此(ci),地處福建(jian)(jian)偏(pian)僻(pi)山區的(de)古(gu)田(tian)(tian)縣名(ming)揚全國(guo)(guo)(guo),成為國(guo)(guo)(guo)人(ren)(ren)矚目的(de)水(shui)電(dian)(dian)(dian)大縣。古(gu)田(tian)(tian)溪水(shui)電(dian)(dian)(dian)站(zhan)開發(fa)建(jian)(jian)設前后歷經(jing)(jing)20多(duo)年,是中國(guo)(guo)(guo)歷史上建(jian)(jian)設工(gong)期(qi)最(zui)長(chang)的(de)水(shui)電(dian)(dian)(dian)站(zhan)。它不僅為我國(guo)(guo)(guo)建(jian)(jian)設梯級水(shui)電(dian)(dian)(dian)站(zhan)積(ji)累(lei)了豐富(fu)經(jing)(jing)驗,而且為國(guo)(guo)(guo)內(nei)和(he)(he)越南及非洲一些國(guo)(guo)(guo)家培養了大批水(shui)電(dian)(dian)(dian)建(jian)(jian)設和(he)(he)管理人(ren)(ren)才(cai),故(gu)被譽為新中國(guo)(guo)(guo)水(shui)電(dian)(dian)(dian)人(ren)(ren)才(cai)的(de)搖籃。
古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)發(fa)(fa)源于屏(ping)南縣(xian)(xian)(xian),分(fen)東(dong)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)、北溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)兩(liang)條(tiao)支(zhi)流(liu),流(liu)經(jing)(jing)古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)、閩清(桔林(lin)(lin)鄉),最(zui)后(hou)(hou)由(you)水(shui)(shui)(shui)(shui)(shui)口(kou)匯入閩江(jiang),全(quan)長(chang)90公里,流(liu)域面積1799平方公里。古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)充(chong)足,而且河床陡峭(qiao),僅從縣(xian)(xian)(xian)城(cheng)至(zhi)(zhi)水(shui)(shui)(shui)(shui)(shui)口(kou)這(zhe)一(yi)(yi)(yi)段落差(cha)(cha)就達300米(mi)(mi)(mi),其中尤以(yi)龍亭瀑布最(zui)出名,具有開(kai)發(fa)(fa)水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)的(de)許多優越條(tiao)件。早(zao)在(zai)民(min)國(guo)(guo)(guo)十七年(nian)(nian)(1928年(nian)(nian))4月,福建(jian)(jian)(jian)省(sheng)(sheng)(sheng)建(jian)(jian)(jian)設(she)(she)(she)廳(ting)就派人到(dao)(dao)古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)勘(kan)測(ce),測(ce)得流(liu)量(liang)(liang)為(wei)33立(li)(li)方米(mi)(mi)(mi)/秒。1933年(nian)(nian)3月,建(jian)(jian)(jian)設(she)(she)(she)廳(ting)又派技(ji)(ji)正陳體(ti)榮(rong)前(qian)來(lai)復(fu)勘(kan)。兩(liang)次枯水(shui)(shui)(shui)(shui)(shui)期測(ce)得古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)流(liu)量(liang)(liang)都相(xiang)當(dang)可觀。1937年(nian)(nian)1月,建(jian)(jian)(jian)設(she)(she)(she)廳(ting)撥(bo)款在(zai)曹洋村建(jian)(jian)(jian)立(li)(li)水(shui)(shui)(shui)(shui)(shui)文(wen)站(zhan)(zhan),詳(xiang)細收集當(dang)地水(shui)(shui)(shui)(shui)(shui)文(wen)資料。日(ri)軍占領福州(zhou)后(hou)(hou),曹洋溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)文(wen)站(zhan)(zhan)被迫關(guan)閉。抗戰勝利后(hou)(hou),1946年(nian)(nian)建(jian)(jian)(jian)設(she)(she)(she)廳(ting)再次派人自古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)至(zhi)(zhi)水(shui)(shui)(shui)(shui)(shui)口(kou)沿溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)做詳(xiang)細勘(kan)測(ce)。中華(hua)民(min)國(guo)(guo)(guo)中央政府資源委員會(hui)全(quan)國(guo)(guo)(guo)水(shui)(shui)(shui)(shui)(shui)力發(fa)(fa)電(dian)(dian)工(gong)(gong)(gong)程(cheng)(cheng)總處(chu)也派徐(xu)樹勛工(gong)(gong)(gong)程(cheng)(cheng)師(shi)來(lai)古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)復(fu)勘(kan)。是年(nian)(nian)底,徐(xu)樹勛主持完(wan)成了《復(fu)勘(kan)古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)力意見書》報告(gao)。次年(nian)(nian)春,徐(xu)又編寫出《古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)第一(yi)(yi)(yi)段水(shui)(shui)(shui)(shui)(shui)力發(fa)(fa)電(dian)(dian)工(gong)(gong)(gong)程(cheng)(cheng)計(ji)(ji)劃》,提出“分(fen)段設(she)(she)(she)廠、分(fen)期開(kai)發(fa)(fa)、三級(ji)(ji)(ji)(ji)(ji)發(fa)(fa)電(dian)(dian)”的(de)總體(ti)構想,三個電(dian)(dian)站(zhan)(zhan)總裝(zhuang)機(ji)(ji)容量(liang)(liang)6萬(wan)(wan)(wan)(wan)余(yu)千瓦(wa),分(fen)兩(liang)期建(jian)(jian)(jian)設(she)(she)(she),先(xian)完(wan)成一(yi)(yi)(yi)級(ji)(ji)(ji)(ji)(ji)電(dian)(dian)站(zhan)(zhan)建(jian)(jian)(jian)設(she)(she)(she)。1947年(nian)(nian)5月,水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)總處(chu)正式決定開(kai)發(fa)(fa)古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi),并派勘(kan)測(ce)隊會(hui)同福建(jian)(jian)(jian)省(sheng)(sheng)(sheng)建(jian)(jian)(jian)設(she)(she)(she)廳(ting)完(wan)成前(qian)期的(de)各項籌(chou)備工(gong)(gong)(gong)作。經(jing)(jing)過近一(yi)(yi)(yi)年(nian)(nian)的(de)測(ce)繪,1948年(nian)(nian)水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)總處(chu)曹承慰(wei)(wei)工(gong)(gong)(gong)程(cheng)(cheng)師(shi)用英語編寫出《古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)力開(kai)發(fa)(fa)規劃報告(gao)》。是年(nian)(nian)7月,水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)總處(chu)成立(li)(li)“古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)力發(fa)(fa)電(dian)(dian)工(gong)(gong)(gong)程(cheng)(cheng)處(chu)”,任命(ming)覃(tan)修(xiu)(xiu)典為(wei)主任、陳寶復(fu)為(wei)副主任。該處(chu)依據(ju)曹承慰(wei)(wei)編寫的(de)《古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)力開(kai)發(fa)(fa)規劃報告(gao)》,制定出《古(gu)(gu)(gu)田(tian)(tian)(tian)(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)力發(fa)(fa)電(dian)(dian)工(gong)(gong)(gong)程(cheng)(cheng)計(ji)(ji)劃》,計(ji)(ji)劃將一(yi)(yi)(yi)級(ji)(ji)(ji)(ji)(ji)電(dian)(dian)站(zhan)(zhan)大(da)壩(ba)(ba)建(jian)(jian)(jian)在(zai)龜瀨,壩(ba)(ba)高20米(mi)(mi)(mi)、水(shui)(shui)(shui)(shui)(shui)庫庫容量(liang)(liang)256萬(wan)(wan)(wan)(wan)立(li)(li)方米(mi)(mi)(mi)(不(bu)淹沒縣(xian)(xian)(xian)城(cheng))、最(zui)大(da)泄洪量(liang)(liang)3000立(li)(li)方米(mi)(mi)(mi)/秒,以(yi)直(zhi)徑(jing)4.5米(mi)(mi)(mi)、長(chang)1.8公里的(de)隧(sui)洞(dong)穿越縣(xian)(xian)(xian)城(cheng)六保尾塔(ta)山(下峰塔(ta)),引(yin)(yin)水(shui)(shui)(shui)(shui)(shui)到(dao)(dao)半坑亭廠房(fang)(fang)(內裝(zhuang)3臺(tai)1萬(wan)(wan)(wan)(wan)千瓦(wa)水(shui)(shui)(shui)(shui)(shui)輪機(ji)(ji)),落差(cha)(cha)120米(mi)(mi)(mi)。另(ling)外,在(zai)北溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)的(de)旸(yang)谷(gu)與(yu)東(dong)溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)的(de)沂(yi)洋各建(jian)(jian)(jian)一(yi)(yi)(yi)座水(shui)(shui)(shui)(shui)(shui)庫,合(he)計(ji)(ji)庫容1.5~1.6億立(li)(li)方米(mi)(mi)(mi),用以(yi)調節下游發(fa)(fa)電(dian)(dian)用水(shui)(shui)(shui)(shui)(shui);二級(ji)(ji)(ji)(ji)(ji)電(dian)(dian)站(zhan)(zhan)大(da)壩(ba)(ba)建(jian)(jian)(jian)在(zai)龍亭,壩(ba)(ba)高46米(mi)(mi)(mi),以(yi)直(zhi)經(jing)(jing)4.5米(mi)(mi)(mi)、長(chang)850米(mi)(mi)(mi)的(de)壓力隧(sui)洞(dong)引(yin)(yin)水(shui)(shui)(shui)(shui)(shui)到(dao)(dao)闇(an)林(lin)(lin)村設(she)(she)(she)廠(裝(zhuang)機(ji)(ji)2臺(tai)共(gong)3萬(wan)(wan)(wan)(wan)千瓦(wa)),落差(cha)(cha)52米(mi)(mi)(mi);三級(ji)(ji)(ji)(ji)(ji)電(dian)(dian)站(zhan)(zhan)大(da)壩(ba)(ba)建(jian)(jian)(jian)在(zai)巖頭亭下游,壩(ba)(ba)高72米(mi)(mi)(mi),以(yi)直(zhi)徑(jing)4.8米(mi)(mi)(mi)、長(chang)2.4公里隧(sui)洞(dong)引(yin)(yin)水(shui)(shui)(shui)(shui)(shui)到(dao)(dao)李家琦設(she)(she)(she)廠(裝(zhuang)機(ji)(ji)4臺(tai)共(gong)5萬(wan)(wan)(wan)(wan)千瓦(wa)),落差(cha)(cha)90米(mi)(mi)(mi)。二級(ji)(ji)(ji)(ji)(ji)、三級(ji)(ji)(ji)(ji)(ji)電(dian)(dian)站(zhan)(zhan)設(she)(she)(she)計(ji)(ji)最(zui)大(da)泄洪量(liang)(liang)均為(wei)3500立(li)(li)方米(mi)(mi)(mi)/秒。此方案工(gong)(gong)(gong)程(cheng)(cheng)費(fei)(fei)用總預(yu)算(suan)以(yi)美(mei)(mei)(mei)(mei)元(yuan)(yuan)(yuan)計(ji)(ji)算(suan):旸(yang)谷(gu)水(shui)(shui)(shui)(shui)(shui)庫221.6萬(wan)(wan)(wan)(wan)美(mei)(mei)(mei)(mei)元(yuan)(yuan)(yuan),沂(yi)洋水(shui)(shui)(shui)(shui)(shui)庫346.68萬(wan)(wan)(wan)(wan)美(mei)(mei)(mei)(mei)元(yuan)(yuan)(yuan),一(yi)(yi)(yi)級(ji)(ji)(ji)(ji)(ji)電(dian)(dian)站(zhan)(zhan)690.2萬(wan)(wan)(wan)(wan)美(mei)(mei)(mei)(mei)元(yuan)(yuan)(yuan),二級(ji)(ji)(ji)(ji)(ji)電(dian)(dian)站(zhan)(zhan)940.9萬(wan)(wan)(wan)(wan)美(mei)(mei)(mei)(mei)元(yuan)(yuan)(yuan),三級(ji)(ji)(ji)(ji)(ji)電(dian)(dian)站(zhan)(zhan)1459萬(wan)(wan)(wan)(wan)美(mei)(mei)(mei)(mei)元(yuan)(yuan)(yuan)。根據(ju)總體(ti)構想,先(xian)建(jian)(jian)(jian)一(yi)(yi)(yi)級(ji)(ji)(ji)(ji)(ji)電(dian)(dian)站(zhan)(zhan)一(yi)(yi)(yi)期工(gong)(gong)(gong)程(cheng)(cheng),主要是修(xiu)(xiu)筑進工(gong)(gong)(gong)地公路和(he)修(xiu)(xiu)建(jian)(jian)(jian)曹洋溪(xi)(xi)(xi)(xi)(xi)(xi)(xi)(xi)喉嚨(long)漈電(dian)(dian)站(zhan)(zhan)(用作施(shi)工(gong)(gong)(gong)電(dian)(dian)源)以(yi)及工(gong)(gong)(gong)房(fang)(fang)等基(ji)礎設(she)(she)(she)施(shi)。按當(dang)時的(de)匯率概算(suan),約合(he)國(guo)(guo)(guo)幣25億元(yuan)(yuan)(yuan)。其經(jing)(jing)費(fei)(fei)來(lai)源:中央行政院善后(hou)(hou)救濟總署撥(bo)助工(gong)(gong)(gong)賑糧467.04噸(dun)(折價18億元(yuan)(yuan)(yuan));省(sheng)(sheng)(sheng)建(jian)(jian)(jian)設(she)(she)(she)廳(ting)以(yi)浚河費(fei)(fei)作抵(di)押向中央信(xin)托局貸款3.5億元(yuan)(yuan)(yuan);省(sheng)(sheng)(sheng)銀行貸款3.5億元(yuan)(yuan)(yuan)。工(gong)(gong)(gong)程(cheng)(cheng)全(quan)部交給(gei)民(min)營商分(fen)項承包,由(you)工(gong)(gong)(gong)程(cheng)(cheng)處(chu)技(ji)(ji)術人員負責質量(liang)(liang)監督、驗(yan)收和(he)預(yu)決算(suan)審核。由(you)于國(guo)(guo)(guo)民(min)黨政府1948年(nian)(nian)濫發(fa)(fa)金圓券,造成國(guo)(guo)(guo)幣大(da)幅(fu)度(du)貶值,導致(zhi)工(gong)(gong)(gong)程(cheng)(cheng)經(jing)(jing)費(fei)(fei)無(wu)著落,至(zhi)(zhi)1949年(nian)(nian)2月,才(cai)修(xiu)(xiu)了縣(xian)(xian)(xian)城(cheng)到(dao)(dao)廠區、壩(ba)(ba)區的(de)10公里路基(ji),蓋了2棟土木結構工(gong)(gong)(gong)房(fang)(fang)就被迫停工(gong)(gong)(gong)。
1949年(nian)(nian)6月,中(zhong)國人(ren)(ren)民解(jie)(jie)放(fang)(fang)(fang)軍(jun)(jun)進(jin)軍(jun)(jun)福(fu)(fu)建(jian)。6月19日,經黨中(zhong)央(yang)批準,在蘇(su)州成(cheng)(cheng)(cheng)(cheng)立。新的(de)(de)(de)福(fu)(fu)建(jian)省(sheng)委。新任(ren)(ren)省(sheng)委書(shu)記張(zhang)鼎丞在新省(sheng)委成(cheng)(cheng)(cheng)(cheng)立大會(hui)(hui)(hui)上,決定福(fu)(fu)建(jian)一解(jie)(jie)放(fang)(fang)(fang)就(jiu)(jiu)盡快開(kai)發(fa)(fa)古(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)(shui)(shui)力(li)資(zi)源。1949年(nian)(nian)6月14日,古(gu)(gu)(gu)田(tian)(tian)解(jie)(jie)放(fang)(fang)(fang)。沒過多久,覃(tan)修(xiu)典就(jiu)(jiu)派陳(chen)寶復到(dao)建(jian)甌與華東野戰軍(jun)(jun)軍(jun)(jun)管會(hui)(hui)(hui)取得聯(lian)系(xi),商(shang)洽古(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)(shui)(shui)力(li)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)(chu)(chu)接受軍(jun)(jun)管事(shi)宜。8月,軍(jun)(jun)管會(hui)(hui)(hui)派軍(jun)(jun)代表梁(liang)東初(chu)(chu)(chu)接管該工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)(chu)(chu),將(jiang)其(qi)歸屬福(fu)(fu)建(jian)省(sheng)實(shi)業廳(ting),覃(tan)修(xiu)典、陳(chen)寶復按原職留任(ren)(ren),其(qi)他工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)技(ji)術(shu)人(ren)(ren)員一概留用(yong),繼續(xu)進(jin)行(xing)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)前(qian)(qian)期施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)。省(sheng)里隨即陸續(xu)撥(bo)款開(kai)發(fa)(fa)古(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)。1949年(nian)(nian)10月1日,中(zhong)華人(ren)(ren)民共和國成(cheng)(cheng)(cheng)(cheng)立,喉(hou)(hou)嚨(long)漈(ji)水(shui)(shui)(shui)電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)開(kai)工(gong)(gong)(gong)(gong)(gong)(gong)建(jian)設,修(xiu)筑堆石壩(ba),以(yi)木管引水(shui)(shui)(shui)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)。華東軍(jun)(jun)管會(hui)(hui)(hui)將(jiang)甘肅天水(shui)(shui)(shui)電(dian)(dian)(dian)(dian)(dian)廠(chang)解(jie)(jie)放(fang)(fang)(fang)前(qian)(qian)夕從美(mei)國購進(jin)的(de)(de)(de)2臺美(mei)制臥式水(shui)(shui)(shui)輪發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)機先轉撥(bo)給(gei)喉(hou)(hou)嚨(long)漈(ji)水(shui)(shui)(shui)電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)使用(yong)。1950年(nian)(nian)8月,省(sheng)工(gong)(gong)(gong)(gong)(gong)(gong)業廳(ting)廳(ting)長劉(liu)裕民帶領(ling)古(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)(shui)(shui)電(dian)(dian)(dian)(dian)(dian)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)(chu)(chu)負責人(ren)(ren)到(dao)北京出席全(quan)(quan)國第一次水(shui)(shui)(shui)力(li)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)會(hui)(hui)(hui)議(yi)。這(zhe)次會(hui)(hui)(hui)議(yi)原則同意(yi)開(kai)發(fa)(fa)古(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)(shui)(shui)力(li)資(zi)源的(de)(de)(de)計劃,并(bing)將(jiang)方(fang)(fang)案(an)報燃料工(gong)(gong)(gong)(gong)(gong)(gong)業部(bu)水(shui)(shui)(shui)電(dian)(dian)(dian)(dian)(dian)局審批。會(hui)(hui)(hui)議(yi)結(jie)束(shu)后,古(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)(shui)(shui)電(dian)(dian)(dian)(dian)(dian)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)(chu)(chu)立即成(cheng)(cheng)(cheng)(cheng)立設計室,對(dui)(dui)1948年(nian)(nian)制訂的(de)(de)(de)開(kai)發(fa)(fa)計劃作局部(bu)調整(zheng),重新制定一級電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)的(de)(de)(de)初(chu)(chu)(chu)步方(fang)(fang)案(an)。1950年(nian)(nian)4月,喉(hou)(hou)嚨(long)漈(ji)水(shui)(shui)(shui)電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)建(jian)成(cheng)(cheng)(cheng)(cheng)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)。年(nian)(nian)底,進(jin)廠(chang)區、壩(ba)區的(de)(de)(de)公(gong)路(lu)及(ji)工(gong)(gong)(gong)(gong)(gong)(gong)房等(deng)施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)配套設施(shi)(shi)基本(ben)完成(cheng)(cheng)(cheng)(cheng),具(ju)備了一級電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)的(de)(de)(de)開(kai)工(gong)(gong)(gong)(gong)(gong)(gong)條件。1951年(nian)(nian)初(chu)(chu)(chu),一級電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)的(de)(de)(de)技(ji)術(shu)設計和施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)方(fang)(fang)案(an)全(quan)(quan)部(bu)完成(cheng)(cheng)(cheng)(cheng),并(bing)獲國家水(shui)(shui)(shui)電(dian)(dian)(dian)(dian)(dian)總局批準。1951年(nian)(nian)3月1日,主(zhu)體工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)引水(shui)(shui)(shui)隧(sui)洞(dong)破土動工(gong)(gong)(gong)(gong)(gong)(gong),施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)采(cai)(cai)用(yong)兩頭并(bing)進(jin)的(de)(de)(de)方(fang)(fang)法。當(dang)(dang)時,工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)(chu)(chu)開(kai)挖隧(sui)洞(dong)的(de)(de)(de)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)技(ji)術(shu)力(li)量(liang)很薄(bo)弱(ruo),只(zhi)有部(bu)隊派來的(de)(de)(de)一名風鉆工(gong)(gong)(gong)(gong)(gong)(gong)和10多名解(jie)(jie)放(fang)(fang)(fang)前(qian)(qian)從事(shi)過采(cai)(cai)煤的(de)(de)(de)礦(kuang)工(gong)(gong)(gong)(gong)(gong)(gong)。工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)(chu)(chu)就(jiu)(jiu)以(yi)這(zhe)些人(ren)(ren)為(wei)骨(gu)干,對(dui)(dui)其(qi)他工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)進(jin)行(xing)現場培訓,邊(bian)學習邊(bian)實(shi)踐,讓工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)們迅速掌握各種施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)技(ji)術(shu)。工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)(chu)(chu)還(huan)注(zhu)意(yi)勞(lao)保(bao)安全(quan)(quan),要求工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)采(cai)(cai)用(yong)濕式施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)法,以(yi)防止矽肺病(bing)。工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)進(jin)度(du)從初(chu)(chu)(chu)期平均(jun)月掘(jue)(jue)進(jin)12米(mi)(mi),到(dao)1952年(nian)(nian)9月創造出月掘(jue)(jue)進(jin)202米(mi)(mi)的(de)(de)(de)最高記錄,進(jin)度(du)提高了近20倍。是(shi)年(nian)(nian)11月,省(sheng)委書(shu)記張(zhang)鼎丞、省(sheng)長方(fang)(fang)毅(yi)、副省(sheng)長陳(chen)紹寬(kuan)等(deng)領(ling)導連夜(ye)趕到(dao)古(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)(shui)(shui)電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)工(gong)(gong)(gong)(gong)(gong)(gong)地視察,給(gei)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)和技(ji)術(shu)人(ren)(ren)員以(yi)極(ji)大鼓(gu)舞。當(dang)(dang)月25日,終于提前(qian)(qian)挖通了當(dang)(dang)時全(quan)(quan)國最長的(de)(de)(de)隧(sui)洞(dong)。經儀器測量(liang),兩頭對(dui)(dui)接處(chu)(chu)(chu)垂(chui)直(zhi)偏(pian)差(cha)7厘(li)米(mi)(mi)、水(shui)(shui)(shui)平偏(pian)差(cha)2至3厘(li)米(mi)(mi)。
1952年(nian)7月(yue)20日,古(gu)(gu)田(tian)(tian)縣(xian)暴發(fa)(fa)特(te)大(da)山洪(hong)(hong),城關被洪(hong)(hong)水(shui)(shui)(shui)(shui)淹沒10個(ge)小時,全(quan)縣(xian)受災1.37萬(wan)戶,死13人(ren)(ren)、傷82人(ren)(ren),是(shi)(shi)古(gu)(gu)田(tian)(tian)有史以來最大(da)的(de)(de)(de)(de)一(yi)(yi)次洪(hong)(hong)災。龜瀨洪(hong)(hong)峰泄流量(liang)達到4200立方(fang)米/秒,大(da)大(da)超過原(yuan)設(she)(she)(she)計最大(da)泄洪(hong)(hong)量(liang),正在施工的(de)(de)(de)(de)主隧(sui)洞(dong)進(jin)口段也進(jin)了(le)水(shui)(shui)(shui)(shui),工程一(yi)(yi)度被迫停工。此次洪(hong)(hong)災,迫使古(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)(shui)(shui)(shui)電(dian)站(zhan)工程決策者重(zhong)(zhong)新(xin)考慮原(yuan)方(fang)案(an)。經過復核,專家們發(fa)(fa)現原(yuan)有的(de)(de)(de)(de)水(shui)(shui)(shui)(shui)文(wen)(wen)資(zi)料不(bu)(bu)全(quan),梯(ti)級開發(fa)(fa)總體規劃(hua)不(bu)(bu)合理(li),設(she)(she)(she)計也存在問題。于是(shi)(shi),決定重(zhong)(zhong)新(xin)修改(gai)(gai)古(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)(shui)(shui)(shui)力開發(fa)(fa)計劃(hua)和設(she)(she)(she)計方(fang)案(an)。1952年(nian)11月(yue),完成(cheng)了(le)工程設(she)(she)(she)計方(fang)案(an)的(de)(de)(de)(de)修改(gai)(gai)任務。修改(gai)(gai)后(hou)的(de)(de)(de)(de)設(she)(she)(she)計方(fang)案(an)為,一(yi)(yi)級電(dian)站(zhan)裝機容量(liang)5.4萬(wan)千(qian)瓦(wa)、二級4萬(wan)千(qian)瓦(wa)、三級6萬(wan)千(qian)瓦(wa),以增大(da)發(fa)(fa)電(dian)用水(shui)(shui)(shui)(shui)和泄洪(hong)(hong)量(liang)。1952年(nian)底,古(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)(shui)(shui)(shui)電(dian)站(zhan)被列(lie)入國(guo)(guo)家第(di)一(yi)(yi)個(ge)五年(nian)計劃(hua)重(zhong)(zhong)點項(xiang)目。1953年(nian),華(hua)東勘測設(she)(she)(she)計局(同年(nian)改(gai)(gai)為設(she)(she)(she)計院)與(yu)福(fu)建(jian)省農林廳水(shui)(shui)(shui)(shui)利局聯合增設(she)(she)(she)水(shui)(shui)(shui)(shui)文(wen)(wen)站(zhan),復勘古(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)(shui)(shui)(shui)文(wen)(wen)資(zi)料,重(zhong)(zhong)新(xin)繪制(zhi)地形圖(tu)。復勘結果證實,原(yuan)規劃(hua)建(jian)兩(liang)個(ge)水(shui)(shui)(shui)(shui)庫(ku)的(de)(de)(de)(de)調(diao)節性能(neng)不(bu)(bu)足,水(shui)(shui)(shui)(shui)力資(zi)源得不(bu)(bu)到充分利用,且一(yi)(yi)級大(da)壩與(yu)廠(chang)(chang)(chang)房(fang)都(dou)不(bu)(bu)夠安(an)全(quan),更不(bu)(bu)能(neng)解除沿溪(xi)(xi)人(ren)(ren)民遭受的(de)(de)(de)(de)洪(hong)(hong)澇之苦,故必須對原(yuan)設(she)(she)(she)計方(fang)案(an)再作修改(gai)(gai)。這(zhe)時,還有一(yi)(yi)件事提醒了(le)決策者,那就是(shi)(shi)半坑(keng)亭工地曾遭到臺灣國(guo)(guo)民黨飛(fei)機機槍掃射(she)。出于安(an)全(quan)考慮,梁(liang)靈光副(fu)省長提議(yi)將原(yuan)設(she)(she)(she)計的(de)(de)(de)(de)半坑(keng)亭露天廠(chang)(chang)(chang)房(fang)改(gai)(gai)為地下(xia)廠(chang)(chang)(chang)房(fang),以防止敵(di)機空襲(xi)。這(zhe)一(yi)(yi)建(jian)議(yi)很快(kuai)得到上級有關部門批準。1953年(nian)5月(yue),完成(cheng)地下(xia)廠(chang)(chang)(chang)房(fang)的(de)(de)(de)(de)初步設(she)(she)(she)計。在此期間,援華(hua)的(de)(de)(de)(de)蘇聯專家葛(ge)發(fa)(fa)利列(lie)茲(zi)、庫(ku)茨涅佐夫等先后(hou)到古(gu)(gu)田(tian)(tian)考察,對古(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)(shui)(shui)(shui)電(dian)站(zhan)建(jian)設(she)(she)(she)進(jin)行技術指(zhi)導。1954年(nian),由(you)梁(liang)靈光副(fu)省長和華(hua)東勘測設(she)(she)(she)計院院長韓寓(yu)吾、總工程師馬君(jun)壽(shou)、總設(she)(she)(she)計師鄒思遠等9人(ren)(ren)組成(cheng)“古(gu)(gu)田(tian)(tian)溪(xi)(xi)電(dian)站(zhan)壩址選擇委員會”,負責各(ge)梯(ti)級電(dian)站(zhan)的(de)(de)(de)(de)壩址定位、溢洪(hong)(hong)方(fang)案(an)和廠(chang)(chang)(chang)房(fang)布(bu)局的(de)(de)(de)(de)設(she)(she)(she)計。1956年(nian)秋(qiu),出臺了(le)新(xin)的(de)(de)(de)(de)設(she)(she)(she)計方(fang)案(an):
一級電(dian)站建壩(ba)龜(gui)瀨(lai),采用(yong)寬(kuan)縫重(zhong)力(li)壩(ba),壩(ba)高71米(mi)、壩(ba)長(chang)412米(mi)、泄洪量(liang)3190立方(fang)米(mi)/秒;水庫(ku)(ku)最高水位海(hai)拔382米(mi)、總庫(ku)(ku)容6.42億立方(fang)米(mi)、面積37.65平(ping)方(fang)公里,為不完全(quan)多年調(diao)節水庫(ku)(ku),取代原(yuan)(yuan)計劃修建的兩座支流(liu)水庫(ku)(ku)和龜(gui)瀨(lai)的低水壩(ba);仍從龜(gui)瀨(lai)原(yuan)(yuan)先設計的隧洞引水至半坑亭地(di)下廠房(高29.5米(mi)、長(chang)83米(mi)、寬(kuan)12.5米(mi),裝(zhuang)機6臺共6.23萬千(qian)瓦)發電(dian),落差94.7米(mi)、平(ping)均(jun)流(liu)量(liang)44.2立方(fang)米(mi)/秒;變電(dian)站(裝(zhuang)3臺主變壓器)占地(di)7000平(ping)方(fang)米(mi)。一級電(dian)站整個工(gong)程概算8338萬元。
二(er)級電站(zhan)(zhan)建(jian)壩(ba)龍亭(ting),為鋼筋混(hun)凝土平(ping)板壩(ba),壩(ba)高43.5米(mi)(mi)(mi)(mi)、長208.5米(mi)(mi)(mi)(mi),為日調節型水庫,泄(xie)洪(hong)量3300立方(fang)米(mi)(mi)(mi)(mi)/秒(miao);引水隧(sui)洞內徑6.4米(mi)(mi)(mi)(mi)、長5294米(mi)(mi)(mi)(mi)、落(luo)(luo)差125.5米(mi)(mi)(mi)(mi)、平(ping)均流量51.7立方(fang)米(mi)(mi)(mi)(mi)/秒(miao);廠(chang)房(裝機(ji)2臺(tai)共13萬千(qian)瓦(wa))設(she)閩清后洋(yang)村;變(bian)電站(zhan)(zhan)建(jian)在(zai)廠(chang)房頂部左側山間,占地8000平(ping)方(fang)米(mi)(mi)(mi)(mi)。二(er)級電站(zhan)(zhan)工(gong)程概(gai)(gai)算(suan)(suan)6870萬元(yuan)。為了需要,把原來設(she)計的三級電站(zhan)(zhan)“一壩(ba)一洞”方(fang)案改為分三、四兩級開(kai)發,新的三級電站(zhan)(zhan)大壩(ba)建(jian)在(zai)閩清高洋(yang),采用混(hun)凝土平(ping)板壩(ba),壩(ba)高43米(mi)(mi)(mi)(mi)、長225米(mi)(mi)(mi)(mi)、泄(xie)洪(hong)量4320立方(fang)米(mi)(mi)(mi)(mi)/秒(miao)、落(luo)(luo)差32.3米(mi)(mi)(mi)(mi);廠(chang)房裝機(ji)2臺(tai)共3.3萬千(qian)瓦(wa);變(bian)電站(zhan)(zhan)建(jian)在(zai)壩(ba)頭,占地400多平(ping)方(fang)米(mi)(mi)(mi)(mi)。三級電站(zhan)(zhan)工(gong)程概(gai)(gai)算(suan)(suan)2330萬元(yuan)。
1965年11月(yue)5日,水(shui)電(dian)(dian)(dian)(dian)總局(ju)、華東勘測設計院、閩江水(shui)電(dian)(dian)(dian)(dian)工程局(ju)、省建委、省水(shui)電(dian)(dian)(dian)(dian)廳(ting)和古田(tian)溪(xi)水(shui)電(dian)(dian)(dian)(dian)站(zhan)代(dai)表在四(si)級電(dian)(dian)(dian)(dian)站(zhan)工地會(hui)審,確定(ding)四(si)級電(dian)(dian)(dian)(dian)站(zhan)大(da)壩(ba)建在閩清縣桔(jie)林公(gong)社寶(bao)湖頭(tou)(今馬坑村附近),采用(yong)混凝土寬縫重力壩(ba),壩(ba)高45米(mi)、長(chang)234.85米(mi)、泄洪量4420立方米(mi)/秒、落(luo)差33.1米(mi);廠房(fang)裝(zhuang)機2臺共3.4萬(wan)千(qian)瓦;變電(dian)(dian)(dian)(dian)站(zhan)采用(yong)壩(ba)間(jian)(jian)開關站(zhan),利用(yong)副廠房(fang)上端空間(jian)(jian)位置布設。四(si)級電(dian)(dian)(dian)(dian)站(zhan)工程概算2814萬(wan)元。
四座梯(ti)級(ji)電站總裝機容量(liang)25.9萬千(qian)瓦、總概算(suan)20352萬元。
1975年,申報建設(she)(she)五(wu)級電(dian)站(zhan),后因水口水電(dian)站(zhan)建設(she)(she)已列入國家計劃,水口庫區形成后將淹沒(mei)五(wu)級電(dian)站(zhan)廠房(fang),五(wu)級電(dian)站(zhan)方案被(bei)取消。
1952年古田發(fa)生特(te)大洪水(shui)后,由于(yu)全(quan)(quan)流域開發(fa)規(gui)劃(hua)要作(zuo)重大修(xiu)改,在一(yi)級(ji)電(dian)(dian)站大壩尚未建(jian)成前,為了盡(jin)早投產(chan)發(fa)電(dian)(dian),緩(huan)解全(quan)(quan)省(sheng)大中(zhong)城市(shi)缺電(dian)(dian)狀(zhuang)況(kuang),上(shang)級(ji)決定先臨時(shi)在龜(gui)瀨建(jian)一(yi)座(zuo)高6米、長176.5米的(de)臨時(shi)木(mu)框填石(shi)壩,攔(lan)斷全(quan)(quan)部低水(shui)河(he)床,安裝(zhuang)2臺6000千(qian)瓦水(shui)輪機組,利用(yong)徑流作(zuo)簡易(yi)發(fa)電(dian)(dian),等到二期工程(cheng)階(jie)段再建(jian)永(yong)久性大壩。
1954年,古田(tian)溪水電(dian)(dian)站劃歸燃料工(gong)(gong)(gong)業(ye)部(bu)管(guan)理,各(ge)項工(gong)(gong)(gong)程(cheng)進(jin)度明顯加快,當年底一期(qi)工(gong)(gong)(gong)程(cheng)全部(bu)竣工(gong)(gong)(gong)。1955年,由(you)哈(ha)爾(er)濱(bin)電(dian)(dian)機廠制造的2臺6000千(qian)瓦水輪發電(dian)(dian)機安裝完畢,其它配套設備也陸續安裝到位。1956年2月,由(you)電(dian)(dian)力工(gong)(gong)(gong)業(ye)部(bu)水電(dian)(dian)總局(ju)副(fu)(fu)(fu)局(ju)長(chang)(chang)沈信(xin)祥為主(zhu)任(ren)、武漢電(dian)(dian)管(guan)局(ju)副(fu)(fu)(fu)局(ju)長(chang)(chang)趙(zhao)墨軒為副(fu)(fu)(fu)主(zhu)任(ren),福(fu)建省(sheng)副(fu)(fu)(fu)省(sheng)長(chang)(chang)梁靈(ling)光、施工(gong)(gong)(gong)單位101工(gong)(gong)(gong)程(cheng)處(chu)負責人和工(gong)(gong)(gong)程(cheng)師賈鏞、李(li)景沆、蔡文(wen)元以及蘇(su)聯專家葛發利列茲、庫(ku)茨涅佐夫等為委(wei)員(yuan)的古田(tian)溪水電(dian)(dian)站驗(yan)(yan)收(shou)(shou)委(wei)員(yuan)會,對(dui)古田(tian)溪一級(ji)電(dian)(dian)站一期(qi)工(gong)(gong)(gong)程(cheng)進(jin)行(xing)驗(yan)(yan)收(shou)(shou)。1956年3月7日,正式舉行(xing)投產發電(dian)(dian)剪彩(cai)儀(yi)式。省(sheng)委(wei)副(fu)(fu)(fu)書記江一真、魏(wei)金(jin)水,副(fu)(fu)(fu)省(sheng)長(chang)(chang)陳紹寬,福(fu)建省(sheng)軍區副(fu)(fu)(fu)司令員(yuan)劉永生,電(dian)(dian)力工(gong)(gong)(gong)業(ye)部(bu)代表胡易之(zhi),蘇(su)聯專家亞爾(er)馬爾(er)金(jin)以及各(ge)有關部(bu)門(men)負責人200余人與水電(dian)(dian)站建設者2000余人一同(tong)參(can)加慶典(dian),由(you)陳紹寬副(fu)(fu)(fu)省(sheng)長(chang)(chang)剪彩(cai)。
梯級水電站
古(gu)田溪(xi)梯(ti)級(ji)(ji)水電(dian)(dian)(dian)站從1951年(nian)(nian)3月(yue)一級(ji)(ji)電(dian)(dian)(dian)站主(zhu)體工程引(yin)水隧洞破(po)土動工,到1973年(nian)(nian)12月(yue)三(san)級(ji)(ji)電(dian)(dian)(dian)站最后(hou)一臺機組并網發電(dian)(dian)(dian),工程歷時22年(nian)(nian),總裝機容量25.9萬(wan)(wan)千(qian)(qian)瓦(wa)、總造(zao)價18324萬(wan)(wan)元(yuan)(比概算低2028萬(wan)(wan)元(yuan)),平均每千(qian)(qian)瓦(wa)造(zao)價707.49元(yuan)。這(zhe)4座水電(dian)(dian)(dian)站,基本上是我國自行設(she)計(ji)、施工、制造(zao)和(he)安裝設(she)備的,是我國社會主(zhu)義建設(she)初(chu)期水電(dian)(dian)(dian)建設(she)的一個典(dian)型縮(suo)影。4個梯(ti)級(ji)(ji)電(dian)(dian)(dian)站共(gong)有(you)12臺機組,裝機容量25.9萬(wan)(wan)千(qian)(qian)瓦(wa),多年(nian)(nian)年(nian)(nian)均總發電(dian)(dian)(dian)量10.27億度,總值6675萬(wan)(wan)元(yuan)。其一、二級(ji)(ji)電(dian)(dian)(dian)站屬古(gu)田境內,三(san)、四級(ji)(ji)電(dian)(dian)(dian)站在閩清縣境內。
一級電站
一級電(dian)站隧洞引(yin)水式電(dian)站。位于距新城5公(gong)里處的半坑亭(ting)。1951年(nian)(nian)3月(yue)動(dong)工(gong)(gong),一期(qi)工(gong)(gong)程(cheng)于1956年(nian)(nian)竣(jun)工(gong)(gong),建(jian)(jian)臨時木(mu)框填(tian)石壩(ba),長(chang)176.5米,高6米,攔斷全部低水河床,以徑流作簡易發(fa)電(dian),地(di)下廠房長(chang)83米,寬(kuan)12.5米,高29.5米,可容6臺機(ji)(ji)(ji)組(zu),首期(qi)裝(zhuang)機(ji)(ji)(ji)2臺1.2萬千瓦。1956年(nian)(nian)3月(yue)1日投(tou)產發(fa)電(dian)供福州市。二(er)期(qi)工(gong)(gong)程(cheng)1957年(nian)(nian)1月(yue)動(dong)工(gong)(gong),1960年(nian)(nian)8月(yue)竣(jun)工(gong)(gong)。在(zai)龜(gui)山建(jian)(jian)有(you)長(chang)412米,高71米的混凝(ning)土寬(kuan)縫重力壩(ba),形成古田水庫。二(er)期(qi)裝(zhuang)機(ji)(ji)(ji)增至6臺機(ji)(ji)(ji)組(zu),裝(zhuang)機(ji)(ji)(ji)容量6.2萬千瓦。1960年(nian)(nian)8月(yue)發(fa)電(dian)供福州、南(nan)平(ping)和三明(ming)等(deng)地(di)。該級電(dian)站地(di)下建(jian)(jian)筑還有(you)引(yin)水隧洞,長(chang)1758米,內徑4.4米;調壓井深80米,直(zhi)徑11.9米。
一級電(dian)站一期工(gong)程竣工(gong)后,101工(gong)程處(chu)移師廣(guang)東、廣(guang)西、云南(nan)等(deng)省(sheng),參加兩廣(guang)等(deng)地(di)區大型
水(shui)電(dian)站建(jian)設(she),閩(min)江水(shui)電(dian)工(gong)(gong)(gong)程(cheng)局接手(shou)一級(ji)電(dian)站二期(qi)工(gong)(gong)(gong)程(cheng)以及下(xia)(xia)游各(ge)梯級(ji)電(dian)站的(de)施工(gong)(gong)(gong)。1957年8月,一級(ji)電(dian)站二期(qi)工(gong)(gong)(gong)程(cheng)的(de)龜瀨大(da)壩、地下(xia)(xia)廠房以及附屬配套工(gong)(gong)(gong)程(cheng)(高頭嶺土(tu)(tu)壩、進(jin)(jin)水(shui)口建(jian)筑(zhu)、調壓井(jing)、油開關(guan)及饋線布設(she)等)全(quan)(quan)面開工(gong)(gong)(gong),大(da)壩施工(gong)(gong)(gong)導流采用木籠圍(wei)堰分期(qi)引流。二期(qi)工(gong)(gong)(gong)程(cheng)建(jian)設(she)期(qi)間,適逢全(quan)(quan)國(guo)搞“大(da)躍進(jin)(jin)”,為(wei)了(le)追求日新(xin)月異的(de)高速(su)度,大(da)壩澆(jiao)筑(zhu)采用兩(liang)(liang)岸(an)同時(shi)(shi)施工(gong)(gong)(gong),不斷刷新(xin)工(gong)(gong)(gong)程(cheng)記錄(lu),曾(ceng)創(chuang)下(xia)(xia)月澆(jiao)注混(hun)凝土(tu)(tu)8.73萬立方米及日澆(jiao)注7284立方米的(de)當時(shi)(shi)全(quan)(quan)國(guo)最高記錄(lu)。為(wei)了(le)減(jian)小兩(liang)(liang)岸(an)破碎性地質對大(da)壩的(de)影響,將壩軸(zhou)線靠右岸(an)向上游折7°,左岸(an)向下(xia)(xia)游折14°。大(da)壩提前于1959年6月8日封孔蓄(xu)水(shui)。10月,3號(hao)機(ji)組投產。1960年8月,4號(hao)、5號(hao)、6號(hao)機(ji)組相繼并網發電(dian),一級(ji)電(dian)站所有工(gong)(gong)(gong)程(cheng)全(quan)(quan)部竣工(gong)(gong)(gong),6臺(tai)機(ji)組(均為(wei)哈爾濱制造)總容量6.2萬千瓦(wa),實際造價7534萬元(yuan),比概算低804萬元(yuan)。
二級電站
二級(ji)電(dian)(dian)站為隧洞引(yin)水(shui)(shui)式(shi)電(dian)(dian)站。壩(ba)(ba)址在龍亭,發電(dian)(dian)廠(chang)設閩清(qing)縣(xian)后洋。1958年(nian)(nian)動工,1969年(nian)(nian)大壩(ba)(ba)竣工,壩(ba)(ba)為溢流式(shi)鋼(gang)筋混凝土平(ping)板壩(ba)(ba),長(chang)208.5米(mi)(mi)(mi),最(zui)大壩(ba)(ba)高43.5米(mi)(mi)(mi)。引(yin)水(shui)(shui)隧洞長(chang)5249米(mi)(mi)(mi),內徑6.4米(mi)(mi)(mi),引(yin)水(shui)(shui)式(shi)地面廠(chang)房長(chang)51米(mi)(mi)(mi),寬19.6米(mi)(mi)(mi),高36.9米(mi)(mi)(mi),裝(zhuang)機2臺(tai)13萬(wan)千瓦,多年(nian)(nian)年(nian)(nian)均發電(dian)(dian)量(liang)3.47億度(du)。系梯級(ji)電(dian)(dian)站中裝(zhuang)機容量(liang)最(zui)大的電(dian)(dian)站。
二級(ji)電(dian)(dian)站(zhan)于(yu)1958年(nian)9月(yue)開始建(jian)(jian)設。由于(yu)二級(ji)電(dian)(dian)站(zhan)壩區(qu)與廠(chang)區(qu)相距(ju)14公里,閩(min)江(jiang)水(shui)(shui)電(dian)(dian)工(gong)程(cheng)局(ju)將指揮部設閩(min)清后洋大隊(dui)。工(gong)程(cheng)分壩區(qu)和廠(chang)區(qu)兩處同時施(shi)工(gong),引(yin)水(shui)(shui)隧洞(dong)仍以(yi)人(ren)工(gong)開挖為(wei)主,輔(fu)以(yi)必要的輕型機(ji)械(xie),大壩施(shi)工(gong)導流采用分散導流方式。施(shi)工(gong)期(qi)間(jian),由于(yu)遇上三年(nian)經濟困難時期(qi),工(gong)程(cheng)資金不能及時到位,工(gong)期(qi)被拖延。1962年(nian)5月(yue),二級(ji)電(dian)(dian)站(zhan)大壩建(jian)(jian)成蓄(xu)水(shui)(shui),其它工(gong)程(cheng)卻被迫停工(gong)。1965年(nian)復(fu)工(gong)時,二級(ji)電(dian)(dian)站(zhan)工(gong)地還接待200多名(ming)越南(nan)(北(bei)越)青年(nian)學習開挖隧洞(dong)和水(shui)(shui)電(dian)(dian)工(gong)程(cheng)技(ji)術(shu)。1966年(nian)以(yi)后,受(shou)“文革(ge)”干擾,第一臺(tai)機(ji)組延至1969年(nian)3月(yue)投產(chan)發電(dian)(dian),二級(ji)電(dian)(dian)站(zhan)工(gong)程(cheng)直到1973年(nian)才全部竣工(gong)。二級(ji)電(dian)(dian)站(zhan)工(gong)程(cheng)實際(ji)造價6220萬(wan)元(yuan),比概算低650萬(wan)元(yuan)。
三級電站
三級電(dian)(dian)站(zhan)(zhan)為壩后式電(dian)(dian)站(zhan)(zhan)。位于(yu)閩清縣高洋(yang)。1958年9月動工,1965~1973年先后裝機(ji)2臺,容量(liang)(liang)3.3萬千(qian)瓦,多年年均發電(dian)(dian)量(liang)(liang)1.14億度(du)。
于1958年(nian)(nian)5月(yue)(yue)動工,第(di)一臺1.6萬(wan)(wan)千瓦機(ji)組(zu)于1961年(nian)(nian)12月(yue)(yue)3日安裝完畢(bi)。由于工程設(she)計(ji)和設(she)備安裝出現(xian)問題,該發電機(ji)組(zu)到1965年(nian)(nian)8月(yue)(yue)才通過驗收,9月(yue)(yue)并網(wang)發電;第(di)二臺1.7萬(wan)(wan)千瓦機(ji)組(zu)于1973年(nian)(nian)12月(yue)(yue)投入使用。三級電站(zhan)實際造價2160萬(wan)(wan)元,比概算低170萬(wan)(wan)元。
四級電站
四級電站(zhan)為(wei)壩(ba)后(hou)式電站(zhan)。位于閩清寶湖。1965年(nian)動工,1971~1972年(nian)先后(hou)裝機2臺,容量3.4萬千瓦(wa),多年(nian)年(nian)均發電量為(wei)1.24億(yi)度(du)。
四級電(dian)(dian)站(zhan)于(yu)1958年開工(gong),1960年因國家經濟困難被迫停建(jian),直到(dao)1965年才(cai)復工(gong)。1971年5月,第一臺(tai)機組建(jian)成發電(dian)(dian);1972年12月,第2臺(tai)機組投(tou)產。四級電(dian)(dian)站(zhan)實際造價2410萬(wan)元,比概算低404萬(wan)元。
