福(fu)建省(sheng)古田溪水力發(fa)電(dian)廠(chang)是一個一廠(chang)多(duo)站集中(zhong)管理的國有中(zhong)型(xing)發(fa)電(dian)企業。全廠(chang)由4個梯級電(dian)站、8臺機(ji)組(zu)組(zu)成,總裝機(ji)容量(liang)為32.4萬千瓦,多(duo)年平(ping)均(jun)發(fa)電(dian)量(liang)八億多(duo)千瓦時,在福(fu)建電(dian)網中(zhong)擔負著調(diao)峰、調(diao)頻、調(diao)壓和事故備用任務(wu)。廠(chang)部設在距古田縣城東(dong)郊(jiao)5公里(li)的半坑亭,其所屬場、站分布在古田、閩清(qing)兩(liang)縣,綿延30余公里(li)。
基本概況
古(gu)田(tian)一(yi)(yi)級水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)站(zhan)(zhan),是(shi)新(xin)中(zhong)(zhong)國(guo)建設(she)的第(di)一(yi)(yi)座梯(ti)級水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)站(zhan)(zhan)(但不是(shi)我國(guo)第(di)一(yi)(yi)座梯(ti)級電(dian)(dian)(dian)站(zhan)(zhan),我國(guo)第(di)一(yi)(yi)座梯(ti)級電(dian)(dian)(dian)站(zhan)(zhan)是(shi)位(wei)于四川長壽縣龍(long)(long)溪河上(shang)(shang)的下清淵硐(dong)水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)站(zhan)(zhan),簡稱(cheng)“下硐(dong)水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)站(zhan)(zhan)”,于1939年(nian)10月(yue)開(kai)工,1948年(nian)3月(yue)建成投產。龍(long)(long)溪河梯(ti)級水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)開(kai)發是(shi)我國(guo)水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)梯(ti)級開(kai)發的肇始,共有獅(shi)子灘、上(shang)(shang)硐(dong)、回龍(long)(long)寨(zhai)和(he)下硐(dong)水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)站(zhan)(zhan)四級) 。位(wei)于福建省(sheng)古(gu)田(tian)縣境內古(gu)田(tian)溪上(shang)(shang)。電(dian)(dian)(dian)站(zhan)(zhan)引水(shui)(shui)(shui)(shui)隧洞長1920米(mi),洞徑4.4米(mi),地(di)下廠(chang)房長59.6米(mi),寬12.5米(mi),南29.5米(mi)。它也是(shi)新(xin)中(zhong)(zhong)國(guo)首座地(di)下廠(chang)房水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)站(zhan)(zhan)。安(an)裝有2臺6000千(qian)瓦(wa)(wa)、4臺1.25萬(wan)于瓦(wa)(wa)水(shui)(shui)(shui)(shui)輪發電(dian)(dian)(dian)機(ji)組(zu),第(di)一(yi)(yi)臺6000千(qian)瓦(wa)(wa)機(ji)組(zu)于1956年(nian)3月(yue)投入(ru)運(yun)行。
福(fu)建(jian)省古田(tian)(tian)溪水力發電(dian)(dian)廠是一個(ge)一廠四站集中管理的(de)國有中型發電(dian)(dian)企業(ye)。全廠由(you)4個(ge)梯級電(dian)(dian)站(12臺機(ji)組)組成,原總裝機(ji)容(rong)(rong)量25.9萬(wan)千(qian)瓦(wa)。經近(jin)幾(ji)年來對(dui)機(ji)組的(de)增(zeng)容(rong)(rong)改造(zao),現總裝機(ji)容(rong)(rong)量已達27.6萬(wan)千(qian)瓦(wa),設計(ji)多(duo)年平均發電(dian)(dian)量7.41億(yi)千(qian)瓦(wa)時,在(zai)福(fu)建(jian)電(dian)(dian)網中擔(dan)負(fu)著調峰、調頻、調壓和事故備用任務。廠部設在(zai)古田(tian)(tian)縣半坑亭,距(ju)離古田(tian)(tian)縣城關6公(gong)里。其(qi)所屬場(chang)、站分布在(zai)古田(tian)(tian)、閩清兩縣,綿延近(jin)40公(gong)里。
素有“北(bei)有豐滿,南有古(gu)田(tian)”之稱(cheng)的(de)古(gu)田(tian)溪水(shui)(shui)電(dian)(dian)(dian)廠(chang)(chang)是(shi)(shi)新中國(guo)建設的(de)第(di)一座地(di)下(xia)水(shui)(shui)力(li)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)廠(chang)(chang)(但(dan)不(bu)是(shi)(shi)我(wo)國(guo)第(di)一座地(di)下(xia)水(shui)(shui)力(li)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)廠(chang)(chang),1939年(nian)-1945年(nian)建成于貴州省桐梓縣的(de)天門(men)河(he)水(shui)(shui)力(li)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)廠(chang)(chang)是(shi)(shi)我(wo)國(guo)第(di)一座地(di)下(xia)水(shui)(shui)力(li)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)廠(chang)(chang),也是(shi)(shi)我(wo)國(guo)最早采用調(diao)速(su)裝(zhuang)置的(de)水(shui)(shui)力(li)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)廠(chang)(chang)) 。其一級(ji)地(di)下(xia)廠(chang)(chang)房一期主體(ti)工程于1951年(nian)3月開工,1956年(nian)3月一級(ji)電(dian)(dian)(dian)站(zhan)(zhan)一期兩臺機(ji)組投(tou)產(chan),至1973年(nian)12月各梯級(ji)電(dian)(dian)(dian)站(zhan)(zhan)12臺機(ji)組全(quan)部投(tou)產(chan)。四座結構(gou)迥異的(de)水(shui)(shui)力(li)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)站(zhan)(zhan)宛如(ru)四顆璀璨明珠鑲嵌(qian)在九曲十(shi)(shi)八彎的(de)古(gu)田(tian)溪畔(pan)。四十(shi)(shi)多(duo)年(nian)來,培養和(he)輸送了數以千計的(de)工程技術人(ren)(ren)員、生(sheng)產(chan)骨干和(he)管(guan)理人(ren)(ren)才,積(ji)累了豐富的(de)電(dian)(dian)(dian)力(li)安全(quan)生(sheng)產(chan)和(he)流(liu)域梯級(ji)電(dian)(dian)(dian)站(zhan)(zhan)管(guan)理的(de)經驗,為福建社會(hui)經濟的(de)發(fa)(fa)(fa)(fa)展和(he)電(dian)(dian)(dian)力(li)的(de)騰飛作出了重大貢獻(xian),被(bei)譽為“福建的(de)水(shui)(shui)電(dian)(dian)(dian)搖籃”。
發展

建設史話
上(shang)世紀50年代初,新生的(de)共和國(guo)(guo)百廢(fei)待興,中(zhong)央在制定第一個(ge)五年計劃時,將古(gu)田(tian)溪(xi)梯級水(shui)(shui)(shui)電(dian)站列為(wei)全國(guo)(guo)第“101”個(ge)重點建設工程。從此,地(di)處(chu)福建偏(pian)僻山(shan)區的(de)古(gu)田(tian)縣名揚全國(guo)(guo),成為(wei)國(guo)(guo)人矚目的(de)水(shui)(shui)(shui)電(dian)大縣。古(gu)田(tian)溪(xi)水(shui)(shui)(shui)電(dian)站開(kai)發建設前后歷經(jing)20多年,是(shi)中(zhong)國(guo)(guo)歷史上(shang)建設工期最長的(de)水(shui)(shui)(shui)電(dian)站。它不僅為(wei)我國(guo)(guo)建設梯級水(shui)(shui)(shui)電(dian)站積累了(le)豐富經(jing)驗,而且(qie)為(wei)國(guo)(guo)內和越南及(ji)非洲一些國(guo)(guo)家(jia)培養了(le)大批(pi)水(shui)(shui)(shui)電(dian)建設和管理人才,故(gu)被(bei)譽為(wei)新中(zhong)國(guo)(guo)水(shui)(shui)(shui)電(dian)人才的(de)搖籃。
古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)發(fa)(fa)(fa)(fa)源于屏(ping)南縣(xian),分東(dong)溪(xi)(xi)(xi)(xi)(xi)、北溪(xi)(xi)(xi)(xi)(xi)兩條支流,流經(jing)(jing)古(gu)(gu)(gu)田(tian)(tian)(tian)、閩(min)清(桔林鄉),最后(hou)由(you)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)口匯入閩(min)江,全長(chang)90公(gong)里(li)(li),流域面積1799平(ping)方公(gong)里(li)(li)。古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)量(liang)充足,而且河床陡峭,僅從(cong)縣(xian)城(cheng)(cheng)至水(shui)(shui)(shui)(shui)(shui)(shui)(shui)口這一(yi)(yi)段落差(cha)(cha)就(jiu)達300米(mi)(mi)(mi)(mi)(mi),其中(zhong)尤以(yi)龍亭(ting)瀑布最出(chu)名,具有開發(fa)(fa)(fa)(fa)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)電(dian)的(de)許(xu)多優(you)越條件。早在(zai)民國(guo)十七年(nian)(1928年(nian))4月(yue)(yue),福(fu)(fu)建(jian)(jian)(jian)(jian)省(sheng)建(jian)(jian)(jian)(jian)設(she)廳(ting)就(jiu)派(pai)人(ren)到(dao)古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)勘(kan)(kan)測(ce)(ce),測(ce)(ce)得(de)流量(liang)為(wei)33立(li)方米(mi)(mi)(mi)(mi)(mi)/秒。1933年(nian)3月(yue)(yue),建(jian)(jian)(jian)(jian)設(she)廳(ting)又派(pai)技正(zheng)陳體榮前(qian)來復(fu)勘(kan)(kan)。兩次枯水(shui)(shui)(shui)(shui)(shui)(shui)(shui)期(qi)(qi)測(ce)(ce)得(de)古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)流量(liang)都相當可觀。1937年(nian)1月(yue)(yue),建(jian)(jian)(jian)(jian)設(she)廳(ting)撥款(kuan)(kuan)在(zai)曹洋(yang)村(cun)建(jian)(jian)(jian)(jian)立(li)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)文(wen)站(zhan)(zhan)(zhan),詳(xiang)(xiang)細收集當地(di)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)文(wen)資料(liao)。日軍占領(ling)福(fu)(fu)州后(hou),曹洋(yang)溪(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)文(wen)站(zhan)(zhan)(zhan)被迫關閉。抗戰勝利后(hou),1946年(nian)建(jian)(jian)(jian)(jian)設(she)廳(ting)再(zai)次派(pai)人(ren)自古(gu)(gu)(gu)田(tian)(tian)(tian)至水(shui)(shui)(shui)(shui)(shui)(shui)(shui)口沿溪(xi)(xi)(xi)(xi)(xi)做(zuo)詳(xiang)(xiang)細勘(kan)(kan)測(ce)(ce)。中(zhong)華民國(guo)中(zhong)央(yang)政府資源委(wei)員(yuan)會全國(guo)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)力(li)(li)發(fa)(fa)(fa)(fa)電(dian)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)(zong)(zong)處也派(pai)徐樹(shu)勛(xun)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師來古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)復(fu)勘(kan)(kan)。是年(nian)底,徐樹(shu)勛(xun)主持完(wan)成(cheng)(cheng)了《復(fu)勘(kan)(kan)古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)力(li)(li)意見(jian)書》報告。次年(nian)春,徐又編寫出(chu)《古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)第一(yi)(yi)段水(shui)(shui)(shui)(shui)(shui)(shui)(shui)力(li)(li)發(fa)(fa)(fa)(fa)電(dian)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)計(ji)劃(hua)》,提出(chu)“分段設(she)廠(chang)(chang)、分期(qi)(qi)開發(fa)(fa)(fa)(fa)、三(san)級(ji)發(fa)(fa)(fa)(fa)電(dian)”的(de)總(zong)(zong)(zong)(zong)體構(gou)想(xiang)(xiang),三(san)個電(dian)站(zhan)(zhan)(zhan)總(zong)(zong)(zong)(zong)裝(zhuang)(zhuang)(zhuang)機容(rong)量(liang)6萬(wan)(wan)(wan)余(yu)千(qian)瓦(wa),分兩期(qi)(qi)建(jian)(jian)(jian)(jian)設(she),先完(wan)成(cheng)(cheng)一(yi)(yi)級(ji)電(dian)站(zhan)(zhan)(zhan)建(jian)(jian)(jian)(jian)設(she)。1947年(nian)5月(yue)(yue),水(shui)(shui)(shui)(shui)(shui)(shui)(shui)電(dian)總(zong)(zong)(zong)(zong)處正(zheng)式決定(ding)開發(fa)(fa)(fa)(fa)古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi),并派(pai)勘(kan)(kan)測(ce)(ce)隊會同福(fu)(fu)建(jian)(jian)(jian)(jian)省(sheng)建(jian)(jian)(jian)(jian)設(she)廳(ting)完(wan)成(cheng)(cheng)前(qian)期(qi)(qi)的(de)各項籌備(bei)工(gong)(gong)(gong)(gong)作(zuo)。經(jing)(jing)過近(jin)一(yi)(yi)年(nian)的(de)測(ce)(ce)繪,1948年(nian)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)電(dian)總(zong)(zong)(zong)(zong)處曹承慰(wei)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師用(yong)(yong)英語編寫出(chu)《古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)力(li)(li)開發(fa)(fa)(fa)(fa)規劃(hua)報告》。是年(nian)7月(yue)(yue),水(shui)(shui)(shui)(shui)(shui)(shui)(shui)電(dian)總(zong)(zong)(zong)(zong)處成(cheng)(cheng)立(li)“古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)力(li)(li)發(fa)(fa)(fa)(fa)電(dian)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處”,任命覃修典為(wei)主任、陳寶復(fu)為(wei)副主任。該(gai)處依據(ju)曹承慰(wei)編寫的(de)《古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)力(li)(li)開發(fa)(fa)(fa)(fa)規劃(hua)報告》,制定(ding)出(chu)《古(gu)(gu)(gu)田(tian)(tian)(tian)溪(xi)(xi)(xi)(xi)(xi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)力(li)(li)發(fa)(fa)(fa)(fa)電(dian)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)計(ji)劃(hua)》,計(ji)劃(hua)將一(yi)(yi)級(ji)電(dian)站(zhan)(zhan)(zhan)大(da)壩(ba)(ba)建(jian)(jian)(jian)(jian)在(zai)龜瀨,壩(ba)(ba)高20米(mi)(mi)(mi)(mi)(mi)、水(shui)(shui)(shui)(shui)(shui)(shui)(shui)庫(ku)庫(ku)容(rong)量(liang)256萬(wan)(wan)(wan)立(li)方米(mi)(mi)(mi)(mi)(mi)(不淹(yan)沒縣(xian)城(cheng)(cheng))、最大(da)泄(xie)洪(hong)量(liang)3000立(li)方米(mi)(mi)(mi)(mi)(mi)/秒,以(yi)直徑4.5米(mi)(mi)(mi)(mi)(mi)、長(chang)1.8公(gong)里(li)(li)的(de)隧(sui)(sui)(sui)洞(dong)穿越縣(xian)城(cheng)(cheng)六保尾塔山(下峰(feng)塔),引水(shui)(shui)(shui)(shui)(sh 1949年(nian)(nian)(nian)6月(yue)(yue),中國(guo)人(ren)(ren)民(min)解放(fang)軍(jun)進(jin)(jin)(jin)(jin)(jin)軍(jun)福(fu)建(jian)(jian)。6月(yue)(yue)19日(ri),經黨(dang)中央(yang)批準,在(zai)蘇州(zhou)成(cheng)立(li)。新(xin)的(de)(de)(de)(de)福(fu)建(jian)(jian)省委(wei)。新(xin)任(ren)省委(wei)書(shu)記張(zhang)鼎(ding)丞在(zai)新(xin)省委(wei)成(cheng)立(li)大會上,決定(ding)(ding)福(fu)建(jian)(jian)一(yi)(yi)(yi)解放(fang)就盡快(kuai)開(kai)發古(gu)(gu)田(tian)溪水(shui)(shui)(shui)力(li)資(zi)源。1949年(nian)(nian)(nian)6月(yue)(yue)14日(ri),古(gu)(gu)田(tian)解放(fang)。沒過(guo)多(duo)久,覃修(xiu)典(dian)就派(pai)陳寶復(fu)到建(jian)(jian)甌與華(hua)東(dong)(dong)野戰軍(jun)軍(jun)管(guan)(guan)(guan)(guan)會取得聯系,商洽古(gu)(gu)田(tian)溪水(shui)(shui)(shui)力(li)發電(dian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)接(jie)(jie)受軍(jun)管(guan)(guan)(guan)(guan)事宜。8月(yue)(yue),軍(jun)管(guan)(guan)(guan)(guan)會派(pai)軍(jun)代表梁東(dong)(dong)初(chu)(chu)接(jie)(jie)管(guan)(guan)(guan)(guan)該(gai)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu),將(jiang)其歸屬(shu)福(fu)建(jian)(jian)省實(shi)業(ye)廳,覃修(xiu)典(dian)、陳寶復(fu)按原職留任(ren),其他(ta)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)技術(shu)人(ren)(ren)員一(yi)(yi)(yi)概留用(yong),繼續進(jin)(jin)(jin)(jin)(jin)行工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)前期施(shi)(shi)(shi)工(gong)(gong)(gong)。省里隨即(ji)陸續撥款開(kai)發古(gu)(gu)田(tian)溪。1949年(nian)(nian)(nian)10月(yue)(yue)1日(ri),中華(hua)人(ren)(ren)民(min)共和(he)國(guo)成(cheng)立(li),喉嚨(long)漈(ji)水(shui)(shui)(shui)電(dian)站開(kai)工(gong)(gong)(gong)建(jian)(jian)設(she),修(xiu)筑堆石壩,以(yi)木管(guan)(guan)(guan)(guan)引水(shui)(shui)(shui)發電(dian)。華(hua)東(dong)(dong)軍(jun)管(guan)(guan)(guan)(guan)會將(jiang)甘肅(su)天水(shui)(shui)(shui)電(dian)廠解放(fang)前夕從美(mei)國(guo)購(gou)進(jin)(jin)(jin)(jin)(jin)的(de)(de)(de)(de)2臺(tai)美(mei)制臥式水(shui)(shui)(shui)輪發電(dian)機先轉撥給喉嚨(long)漈(ji)水(shui)(shui)(shui)電(dian)站使用(yong)。1950年(nian)(nian)(nian)8月(yue)(yue),省工(gong)(gong)(gong)業(ye)廳廳長(chang)劉(liu)裕民(min)帶領(ling)古(gu)(gu)田(tian)溪水(shui)(shui)(shui)電(dian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)負責人(ren)(ren)到北京出(chu)席全國(guo)第一(yi)(yi)(yi)次(ci)水(shui)(shui)(shui)力(li)發電(dian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)會議(yi)。這次(ci)會議(yi)原則同(tong)意開(kai)發古(gu)(gu)田(tian)溪水(shui)(shui)(shui)力(li)資(zi)源的(de)(de)(de)(de)計劃(hua),并將(jiang)方(fang)案(an)報燃料工(gong)(gong)(gong)業(ye)部(bu)(bu)水(shui)(shui)(shui)電(dian)局審批。會議(yi)結(jie)束后,古(gu)(gu)田(tian)溪水(shui)(shui)(shui)電(dian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)立(li)即(ji)成(cheng)立(li)設(she)計室,對1948年(nian)(nian)(nian)制訂的(de)(de)(de)(de)開(kai)發計劃(hua)作局部(bu)(bu)調整,重(zhong)新(xin)制定(ding)(ding)一(yi)(yi)(yi)級電(dian)站的(de)(de)(de)(de)初(chu)(chu)步方(fang)案(an)。1950年(nian)(nian)(nian)4月(yue)(yue),喉嚨(long)漈(ji)水(shui)(shui)(shui)電(dian)站建(jian)(jian)成(cheng)發電(dian)。年(nian)(nian)(nian)底,進(jin)(jin)(jin)(jin)(jin)廠區(qu)、壩區(qu)的(de)(de)(de)(de)公路(lu)及工(gong)(gong)(gong)房等施(shi)(shi)(shi)工(gong)(gong)(gong)配套設(she)施(shi)(shi)(shi)基本完成(cheng),具備了一(yi)(yi)(yi)級電(dian)站的(de)(de)(de)(de)開(kai)工(gong)(gong)(gong)條件。1951年(nian)(nian)(nian)初(chu)(chu),一(yi)(yi)(yi)級電(dian)站的(de)(de)(de)(de)技術(shu)設(she)計和(he)施(shi)(shi)(shi)工(gong)(gong)(gong)方(fang)案(an)全部(bu)(bu)完成(cheng),并獲國(guo)家水(shui)(shui)(shui)電(dian)總局批準。1951年(nian)(nian)(nian)3月(yue)(yue)1日(ri),主體工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)引水(shui)(shui)(shui)隧洞(dong)破(po)土(tu)動工(gong)(gong)(gong),施(shi)(shi)(shi)工(gong)(gong)(gong)采(cai)用(yong)兩(liang)頭(tou)(tou)并進(jin)(jin)(jin)(jin)(jin)的(de)(de)(de)(de)方(fang)法。當時(shi),工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)開(kai)挖隧洞(dong)的(de)(de)(de)(de)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)技術(shu)力(li)量很薄弱,只有部(bu)(bu)隊派(pai)來的(de)(de)(de)(de)一(yi)(yi)(yi)名(ming)風鉆(zhan)工(gong)(gong)(gong)和(he)10多(duo)名(ming)解放(fang)前從事過(guo)采(cai)煤的(de)(de)(de)(de)礦工(gong)(gong)(gong)。工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)就以(yi)這些人(ren)(ren)為骨干,對其他(ta)工(gong)(gong)(gong)人(ren)(ren)進(jin)(jin)(jin)(jin)(jin)行現(xian)場培訓,邊學習邊實(shi)踐,讓工(gong)(gong)(gong)人(ren)(ren)們迅速掌(zhang)握各種施(shi)(shi)(shi)工(gong)(gong)(gong)技術(shu)。工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)處(chu)還注意勞(lao)保安(an)全,要求工(gong)(gong)(gong)人(ren)(ren)采(cai)用(yong)濕式施(shi)(shi)(shi)工(gong)(gong)(gong)法,以(yi)防止(zhi)矽肺(fei)病。工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)進(jin)(jin)(jin)(jin)(jin)度從初(chu)(chu)期平均(jun)月(yue)(yue)掘進(jin)(jin)(jin)(jin)(jin)12米(mi)(mi),到1952年(nian)(nian)(nian)9月(yue)(yue)創(chuang)造出(chu)月(yue)(yue)掘進(jin)(jin)(jin)(jin)(jin)202米(mi)(mi)的(de)(de)(de)(de)最(zui)高記錄,進(jin)(jin)(jin)(jin)(jin)度提高了近20倍(bei)。是年(nian)(nian)(nian)11月(yue)(yue),省委(wei)書(shu)記張(zhang)鼎(ding)丞、省長(chang)方(fang)毅、副省長(chang)陳紹寬等領(ling)導連(lian)夜(ye)趕到古(gu)(gu)田(tian)溪水(shui)(shui)(shui)電(dian)站工(gong)(gong)(gong)地視(shi)察,給工(gong)(gong)(gong)人(ren)(ren)和(he)技術(shu)人(ren)(ren)員以(yi)極大鼓(gu)舞。當月(yue)(yue)25日(ri),終于提前挖通了當時(shi)全國(guo)最(zui)長(chang)的(de)(de)(de)(de)隧洞(dong)。經儀器測量,兩(liang)頭(tou)(tou)對接(jie)(jie)處(chu)垂(chui)直(zhi)偏差(cha)7厘(li)米(mi)(mi)、水(shui)(shui)(shui)平偏差(cha)2至3厘(li)米(mi)(mi)。
1952年(nian)(nian)(nian)7月20日,古(gu)(gu)(gu)(gu)田(tian)(tian)縣(xian)暴發特大山洪,城關被(bei)洪水(shui)淹沒10個(ge)小時(shi),全縣(xian)受(shou)災(zai)1.37萬(wan)戶,死13人(ren)、傷82人(ren),是(shi)古(gu)(gu)(gu)(gu)田(tian)(tian)有史以來(lai)最大的(de)(de)一(yi)(yi)次洪災(zai)。龜瀨洪峰泄流量(liang)達到(dao)4200立(li)方(fang)(fang)(fang)米/秒(miao),大大超過原(yuan)設(she)(she)(she)計(ji)最大泄洪量(liang),正在施工的(de)(de)主隧洞進口(kou)段也進了(le)水(shui),工程(cheng)一(yi)(yi)度(du)被(bei)迫停工。此次洪災(zai),迫使古(gu)(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)電(dian)站工程(cheng)決(jue)策(ce)者重(zhong)(zhong)(zhong)新(xin)考(kao)慮(lv)原(yuan)方(fang)(fang)(fang)案(an)(an)(an)。經過復(fu)核(he),專家(jia)們(men)發現(xian)原(yuan)有的(de)(de)水(shui)文資料(liao)不(bu)全,梯(ti)級開發總(zong)體(ti)規劃(hua)不(bu)合理,設(she)(she)(she)計(ji)也存(cun)在問題。于是(shi),決(jue)定重(zhong)(zhong)(zhong)新(xin)修(xiu)(xiu)改(gai)古(gu)(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)力(li)開發計(ji)劃(hua)和(he)設(she)(she)(she)計(ji)方(fang)(fang)(fang)案(an)(an)(an)。1952年(nian)(nian)(nian)11月,完成了(le)工程(cheng)設(she)(she)(she)計(ji)方(fang)(fang)(fang)案(an)(an)(an)的(de)(de)修(xiu)(xiu)改(gai)任務。修(xiu)(xiu)改(gai)后的(de)(de)設(she)(she)(she)計(ji)方(fang)(fang)(fang)案(an)(an)(an)為,一(yi)(yi)級電(dian)站裝機(ji)容(rong)量(liang)5.4萬(wan)千瓦、二(er)級4萬(wan)千瓦、三級6萬(wan)千瓦,以增大發電(dian)用(yong)水(shui)和(he)泄洪量(liang)。1952年(nian)(nian)(nian)底,古(gu)(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)電(dian)站被(bei)列入國家(jia)第(di)一(yi)(yi)個(ge)五年(nian)(nian)(nian)計(ji)劃(hua)重(zhong)(zhong)(zhong)點項目。1953年(nian)(nian)(nian),華(hua)東勘(kan)測(ce)設(she)(she)(she)計(ji)局(同年(nian)(nian)(nian)改(gai)為設(she)(she)(she)計(ji)院(yuan)(yuan))與福建(jian)省(sheng)農林(lin)廳水(shui)利(li)局聯合增設(she)(she)(she)水(shui)文站,復(fu)勘(kan)古(gu)(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)文資料(liao),重(zhong)(zhong)(zhong)新(xin)繪制地形圖。復(fu)勘(kan)結果(guo)證實,原(yuan)規劃(hua)建(jian)兩個(ge)水(shui)庫的(de)(de)調(diao)節性(xing)能(neng)不(bu)足,水(shui)力(li)資源得(de)不(bu)到(dao)充(chong)分利(li)用(yong),且(qie)一(yi)(yi)級大壩(ba)與廠(chang)房(fang)都不(bu)夠(gou)安全,更不(bu)能(neng)解除(chu)沿溪(xi)(xi)人(ren)民遭受(shou)的(de)(de)洪澇之苦,故必須(xu)對(dui)原(yuan)設(she)(she)(she)計(ji)方(fang)(fang)(fang)案(an)(an)(an)再(zai)作修(xiu)(xiu)改(gai)。這(zhe)時(shi),還有一(yi)(yi)件(jian)事提醒(xing)了(le)決(jue)策(ce)者,那就是(shi)半坑亭工地曾(ceng)遭到(dao)臺灣國民黨飛機(ji)機(ji)槍(qiang)掃射。出于安全考(kao)慮(lv),梁靈光副(fu)省(sheng)長(chang)提議(yi)將原(yuan)設(she)(she)(she)計(ji)的(de)(de)半坑亭露天廠(chang)房(fang)改(gai)為地下(xia)廠(chang)房(fang),以防止敵機(ji)空襲。這(zhe)一(yi)(yi)建(jian)議(yi)很快得(de)到(dao)上級有關部(bu)門批準。1953年(nian)(nian)(nian)5月,完成地下(xia)廠(chang)房(fang)的(de)(de)初(chu)步設(she)(she)(she)計(ji)。在此期間(jian),援(yuan)華(hua)的(de)(de)蘇聯專家(jia)葛發利(li)列茲、庫茨涅(nie)佐夫等(deng)先(xian)后到(dao)古(gu)(gu)(gu)(gu)田(tian)(tian)考(kao)察,對(dui)古(gu)(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)水(shui)電(dian)站建(jian)設(she)(she)(she)進行(xing)技(ji)術(shu)指導。1954年(nian)(nian)(nian),由梁靈光副(fu)省(sheng)長(chang)和(he)華(hua)東勘(kan)測(ce)設(she)(she)(she)計(ji)院(yuan)(yuan)院(yuan)(yuan)長(chang)韓寓吾、總(zong)工程(cheng)師馬君壽、總(zong)設(she)(she)(she)計(ji)師鄒思(si)遠等(deng)9人(ren)組成“古(gu)(gu)(gu)(gu)田(tian)(tian)溪(xi)(xi)電(dian)站壩(ba)址選擇委員會”,負責各(ge)梯(ti)級電(dian)站的(de)(de)壩(ba)址定位(wei)、溢洪方(fang)(fang)(fang)案(an)(an)(an)和(he)廠(chang)房(fang)布局的(de)(de)設(she)(she)(she)計(ji)。1956年(nian)(nian)(nian)秋,出臺了(le)新(xin)的(de)(de)設(she)(she)(she)計(ji)方(fang)(fang)(fang)案(an)(an)(an):
一(yi)級電站(zhan)建(jian)壩龜(gui)瀨,采用寬縫重力壩,壩高71米(mi)(mi)、壩長(chang)412米(mi)(mi)、泄(xie)洪量3190立方(fang)米(mi)(mi)/秒;水(shui)庫(ku)(ku)最高水(shui)位海(hai)拔(ba)382米(mi)(mi)、總庫(ku)(ku)容6.42億立方(fang)米(mi)(mi)、面(mian)積37.65平方(fang)公里,為(wei)不完(wan)全多年(nian)調節(jie)水(shui)庫(ku)(ku),取代原(yuan)計劃修(xiu)建(jian)的兩座支流水(shui)庫(ku)(ku)和龜(gui)瀨的低水(shui)壩;仍從龜(gui)瀨原(yuan)先設(she)計的隧洞引(yin)水(shui)至半坑亭地下(xia)廠房(高29.5米(mi)(mi)、長(chang)83米(mi)(mi)、寬12.5米(mi)(mi),裝(zhuang)機6臺共6.23萬千瓦)發電,落差(cha)94.7米(mi)(mi)、平均(jun)流量44.2立方(fang)米(mi)(mi)/秒;變電站(zhan)(裝(zhuang)3臺主變壓(ya)器(qi))占地7000平方(fang)米(mi)(mi)。一(yi)級電站(zhan)整個工程概(gai)算8338萬元。
二(er)級電(dian)站(zhan)建(jian)(jian)壩(ba)(ba)(ba)龍亭,為鋼筋混凝(ning)土(tu)平(ping)板壩(ba)(ba)(ba),壩(ba)(ba)(ba)高(gao)(gao)43.5米(mi)、長208.5米(mi),為日(ri)調(diao)節型水(shui)庫(ku),泄洪量(liang)(liang)3300立(li)方(fang)米(mi)/秒;引水(shui)隧洞(dong)內徑(jing)6.4米(mi)、長5294米(mi)、落(luo)差(cha)(cha)125.5米(mi)、平(ping)均流量(liang)(liang)51.7立(li)方(fang)米(mi)/秒;廠房(裝機2臺共13萬千(qian)瓦)設閩清后洋村(cun);變電(dian)站(zhan)建(jian)(jian)在(zai)廠房頂部左(zuo)側山(shan)間,占地8000平(ping)方(fang)米(mi)。二(er)級電(dian)站(zhan)工程(cheng)概算6870萬元。為了需要,把(ba)原來設計的三級電(dian)站(zhan)“一壩(ba)(ba)(ba)一洞(dong)”方(fang)案改為分三、四兩級開發,新(xin)的三級電(dian)站(zhan)大壩(ba)(ba)(ba)建(jian)(jian)在(zai)閩清高(gao)(gao)洋,采(cai)用混凝(ning)土(tu)平(ping)板壩(ba)(ba)(ba),壩(ba)(ba)(ba)高(gao)(gao)43米(mi)、長225米(mi)、泄洪量(liang)(liang)4320立(li)方(fang)米(mi)/秒、落(luo)差(cha)(cha)32.3米(mi);廠房裝機2臺共3.3萬千(qian)瓦;變電(dian)站(zhan)建(jian)(jian)在(zai)壩(ba)(ba)(ba)頭,占地400多(duo)平(ping)方(fang)米(mi)。三級電(dian)站(zhan)工程(cheng)概算2330萬元。
1965年11月5日,水(shui)電(dian)(dian)總(zong)局(ju)、華東(dong)勘測設(she)計院、閩江水(shui)電(dian)(dian)工(gong)程(cheng)局(ju)、省(sheng)建(jian)委、省(sheng)水(shui)電(dian)(dian)廳(ting)和古田溪水(shui)電(dian)(dian)站(zhan)代表在四(si)級電(dian)(dian)站(zhan)工(gong)地(di)會審,確定四(si)級電(dian)(dian)站(zhan)大壩建(jian)在閩清縣桔林公社寶湖頭(今(jin)馬(ma)坑村附(fu)近(jin)),采(cai)(cai)用(yong)(yong)混凝土寬縫重力壩,壩高45米、長234.85米、泄洪(hong)量(liang)4420立方(fang)米/秒、落(luo)差33.1米;廠(chang)房(fang)裝(zhuang)機2臺共3.4萬千瓦(wa);變電(dian)(dian)站(zhan)采(cai)(cai)用(yong)(yong)壩間(jian)開關站(zhan),利用(yong)(yong)副(fu)廠(chang)房(fang)上端(duan)空間(jian)位置布設(she)。四(si)級電(dian)(dian)站(zhan)工(gong)程(cheng)概算2814萬元。
四座梯級(ji)電站(zhan)總(zong)裝機容量25.9萬千瓦(wa)、總(zong)概(gai)算20352萬元。
1975年,申報建設(she)五(wu)級(ji)電(dian)站(zhan)(zhan),后(hou)因水(shui)口水(shui)電(dian)站(zhan)(zhan)建設(she)已列(lie)入國家計(ji)劃,水(shui)口庫區形成后(hou)將淹沒五(wu)級(ji)電(dian)站(zhan)(zhan)廠房,五(wu)級(ji)電(dian)站(zhan)(zhan)方案被取(qu)消(xiao)。
1952年古(gu)田發(fa)(fa)生(sheng)特大洪水后,由(you)于全流域(yu)開發(fa)(fa)規劃要作重大修改,在(zai)一級(ji)電站大壩(ba)尚未(wei)建(jian)成前,為(wei)了盡早投產發(fa)(fa)電,緩解全省大中(zhong)城市缺(que)電狀(zhuang)況,上級(ji)決(jue)定(ding)先臨(lin)時(shi)在(zai)龜瀨建(jian)一座高6米(mi)(mi)、長(chang)176.5米(mi)(mi)的(de)臨(lin)時(shi)木框填石壩(ba),攔斷全部低水河床,安(an)裝2臺6000千瓦水輪機組,利用(yong)徑(jing)流作簡易發(fa)(fa)電,等(deng)到二(er)期工程階(jie)段再建(jian)永久性大壩(ba)。
1954年(nian),古田(tian)溪水(shui)電(dian)(dian)(dian)(dian)(dian)站(zhan)劃歸燃料工(gong)(gong)業部(bu)(bu)管理,各項工(gong)(gong)程進度明顯加(jia)(jia)快,當年(nian)底一期(qi)工(gong)(gong)程全部(bu)(bu)竣(jun)工(gong)(gong)。1955年(nian),由(you)哈爾濱電(dian)(dian)(dian)(dian)(dian)機(ji)(ji)廠制造的(de)2臺6000千瓦水(shui)輪(lun)發(fa)電(dian)(dian)(dian)(dian)(dian)機(ji)(ji)安裝完畢,其它配套(tao)設(she)備也陸續(xu)安裝到位(wei)。1956年(nian)2月,由(you)電(dian)(dian)(dian)(dian)(dian)力工(gong)(gong)業部(bu)(bu)水(shui)電(dian)(dian)(dian)(dian)(dian)總局(ju)副(fu)(fu)(fu)(fu)局(ju)長(chang)沈信祥為主任(ren)、武漢電(dian)(dian)(dian)(dian)(dian)管局(ju)副(fu)(fu)(fu)(fu)局(ju)長(chang)趙(zhao)墨(mo)軒(xuan)為副(fu)(fu)(fu)(fu)主任(ren),福建省(sheng)(sheng)副(fu)(fu)(fu)(fu)省(sheng)(sheng)長(chang)梁靈(ling)光、施工(gong)(gong)單位(wei)101工(gong)(gong)程處(chu)負責人(ren)和工(gong)(gong)程師賈鏞(yong)、李景沆、蔡文元以(yi)及(ji)蘇聯專家(jia)葛發(fa)利列茲、庫茨涅佐(zuo)夫等(deng)為委員(yuan)(yuan)的(de)古田(tian)溪水(shui)電(dian)(dian)(dian)(dian)(dian)站(zhan)驗收(shou)委員(yuan)(yuan)會,對古田(tian)溪一級電(dian)(dian)(dian)(dian)(dian)站(zhan)一期(qi)工(gong)(gong)程進行(xing)驗收(shou)。1956年(nian)3月7日,正(zheng)式舉行(xing)投產發(fa)電(dian)(dian)(dian)(dian)(dian)剪彩儀式。省(sheng)(sheng)委副(fu)(fu)(fu)(fu)書(shu)記江一真、魏金水(shui),副(fu)(fu)(fu)(fu)省(sheng)(sheng)長(chang)陳(chen)紹(shao)寬,福建省(sheng)(sheng)軍區副(fu)(fu)(fu)(fu)司(si)令(ling)員(yuan)(yuan)劉永(yong)生,電(dian)(dian)(dian)(dian)(dian)力工(gong)(gong)業部(bu)(bu)代表胡易之,蘇聯專家(jia)亞爾馬(ma)爾金以(yi)及(ji)各有關部(bu)(bu)門負責人(ren)200余人(ren)與水(shui)電(dian)(dian)(dian)(dian)(dian)站(zhan)建設(she)者2000余人(ren)一同參加(jia)(jia)慶典(dian),由(you)陳(chen)紹(shao)寬副(fu)(fu)(fu)(fu)省(sheng)(sheng)長(chang)剪彩。
梯級水電站
古(gu)田溪梯級水(shui)電(dian)站(zhan)(zhan)從(cong)1951年(nian)3月一級電(dian)站(zhan)(zhan)主體工程引(yin)水(shui)隧洞破(po)土(tu)動工,到1973年(nian)12月三(san)級電(dian)站(zhan)(zhan)最后一臺機(ji)組(zu)并網(wang)發電(dian),工程歷時22年(nian),總裝(zhuang)機(ji)容(rong)(rong)量25.9萬(wan)千瓦、總造(zao)價(jia)18324萬(wan)元(yuan)(比(bi)概(gai)算低2028萬(wan)元(yuan)),平均每千瓦造(zao)價(jia)707.49元(yuan)。這4座水(shui)電(dian)站(zhan)(zhan),基本(ben)上是我(wo)國(guo)自行設計、施工、制造(zao)和(he)安裝(zhuang)設備的,是我(wo)國(guo)社(she)會主義建(jian)設初期(qi)水(shui)電(dian)建(jian)設的一個典型縮影。4個梯級電(dian)站(zhan)(zhan)共有(you)12臺機(ji)組(zu),裝(zhuang)機(ji)容(rong)(rong)量25.9萬(wan)千瓦,多年(nian)年(nian)均總發電(dian)量10.27億度,總值6675萬(wan)元(yuan)。其一、二級電(dian)站(zhan)(zhan)屬古(gu)田境(jing)內,三(san)、四(si)級電(dian)站(zhan)(zhan)在(zai)閩清縣境(jing)內。
一級電站
一(yi)級電(dian)站(zhan)隧洞(dong)引(yin)(yin)水(shui)(shui)式電(dian)站(zhan)。位(wei)于距新城5公里處的半坑亭。1951年3月動工(gong),一(yi)期工(gong)程于1956年竣(jun)工(gong),建臨時木框填石壩(ba),長(chang)176.5米(mi)(mi),高(gao)6米(mi)(mi),攔斷全部(bu)低水(shui)(shui)河床,以徑(jing)(jing)流作簡易發電(dian),地下廠房長(chang)83米(mi)(mi),寬(kuan)(kuan)12.5米(mi)(mi),高(gao)29.5米(mi)(mi),可容(rong)6臺(tai)機(ji)組,首期裝(zhuang)機(ji)2臺(tai)1.2萬千(qian)瓦。1956年3月1日投產(chan)發電(dian)供福州市。二期工(gong)程1957年1月動工(gong),1960年8月竣(jun)工(gong)。在龜山建有(you)長(chang)412米(mi)(mi),高(gao)71米(mi)(mi)的混(hun)凝土(tu)寬(kuan)(kuan)縫重(zhong)力壩(ba),形成古田水(shui)(shui)庫。二期裝(zhuang)機(ji)增至(zhi)6臺(tai)機(ji)組,裝(zhuang)機(ji)容(rong)量6.2萬千(qian)瓦。1960年8月發電(dian)供福州、南平和三明(ming)等(deng)地。該級電(dian)站(zhan)地下建筑(zhu)還有(you)引(yin)(yin)水(shui)(shui)隧洞(dong),長(chang)1758米(mi)(mi),內徑(jing)(jing)4.4米(mi)(mi);調壓井深(shen)80米(mi)(mi),直徑(jing)(jing)11.9米(mi)(mi)。
一級電站一期(qi)工程(cheng)竣(jun)工后,101工程(cheng)處移師廣東、廣西、云南等(deng)省,參加兩廣等(deng)地區(qu)大型
水(shui)(shui)電站建(jian)設,閩江水(shui)(shui)電工(gong)(gong)程(cheng)(cheng)局接手一(yi)級電站二期(qi)工(gong)(gong)程(cheng)(cheng)以及下游(you)各梯級電站的(de)施(shi)(shi)工(gong)(gong)。1957年8月,一(yi)級電站二期(qi)工(gong)(gong)程(cheng)(cheng)的(de)龜瀨大(da)壩(ba)(ba)、地(di)下廠房以及附屬配套(tao)工(gong)(gong)程(cheng)(cheng)(高頭嶺土壩(ba)(ba)、進(jin)水(shui)(shui)口建(jian)筑(zhu)、調壓井、油開關及饋線布設等)全面(mian)開工(gong)(gong),大(da)壩(ba)(ba)施(shi)(shi)工(gong)(gong)導(dao)流采(cai)用(yong)木(mu)籠圍堰分期(qi)引流。二期(qi)工(gong)(gong)程(cheng)(cheng)建(jian)設期(qi)間,適逢全國搞(gao)“大(da)躍進(jin)”,為(wei)(wei)了(le)追求日(ri)新月異的(de)高速度,大(da)壩(ba)(ba)澆筑(zhu)采(cai)用(yong)兩(liang)岸(an)同時施(shi)(shi)工(gong)(gong),不斷(duan)刷新工(gong)(gong)程(cheng)(cheng)記錄(lu)(lu),曾創下月澆注(zhu)混凝土8.73萬立(li)方米及日(ri)澆注(zhu)7284立(li)方米的(de)當時全國最高記錄(lu)(lu)。為(wei)(wei)了(le)減小兩(liang)岸(an)破碎性(xing)地(di)質對大(da)壩(ba)(ba)的(de)影響(xiang),將壩(ba)(ba)軸線靠右岸(an)向上游(you)折7°,左岸(an)向下游(you)折14°。大(da)壩(ba)(ba)提前(qian)于1959年6月8日(ri)封(feng)孔(kong)蓄水(shui)(shui)。10月,3號機組(zu)投產。1960年8月,4號、5號、6號機組(zu)相繼并網發電,一(yi)級電站所有工(gong)(gong)程(cheng)(cheng)全部竣工(gong)(gong),6臺機組(zu)(均為(wei)(wei)哈爾濱制造)總容量6.2萬千瓦,實(shi)際造價(jia)7534萬元,比概算低804萬元。
二級電站
二級電(dian)站(zhan)為(wei)隧洞(dong)引(yin)水式(shi)電(dian)站(zhan)。壩(ba)址在龍亭(ting),發(fa)電(dian)廠設閩(min)清縣后洋。1958年(nian)動工,1969年(nian)大(da)(da)壩(ba)竣工,壩(ba)為(wei)溢流式(shi)鋼(gang)筋混凝土平板壩(ba),長(chang)208.5米,最大(da)(da)壩(ba)高43.5米。引(yin)水隧洞(dong)長(chang)5249米,內徑6.4米,引(yin)水式(shi)地面廠房(fang)長(chang)51米,寬19.6米,高36.9米,裝機2臺13萬千瓦,多年(nian)年(nian)均發(fa)電(dian)量3.47億(yi)度。系梯級電(dian)站(zhan)中裝機容量最大(da)(da)的電(dian)站(zhan)。
二(er)級(ji)(ji)電(dian)站(zhan)于1958年(nian)9月(yue)開始建設。由(you)于二(er)級(ji)(ji)電(dian)站(zhan)壩區與廠(chang)區相距14公(gong)里,閩江(jiang)水(shui)電(dian)工(gong)(gong)(gong)程(cheng)局將指(zhi)揮(hui)部(bu)設閩清后洋大隊。工(gong)(gong)(gong)程(cheng)分壩區和廠(chang)區兩處同時(shi)施工(gong)(gong)(gong),引水(shui)隧洞仍以(yi)人(ren)工(gong)(gong)(gong)開挖為主,輔以(yi)必(bi)要的輕型機械,大壩施工(gong)(gong)(gong)導(dao)流采用分散導(dao)流方(fang)式。施工(gong)(gong)(gong)期(qi)間(jian),由(you)于遇上三(san)年(nian)經(jing)濟困難時(shi)期(qi),工(gong)(gong)(gong)程(cheng)資(zi)金不能及(ji)時(shi)到位,工(gong)(gong)(gong)期(qi)被(bei)拖(tuo)延。1962年(nian)5月(yue),二(er)級(ji)(ji)電(dian)站(zhan)大壩建成蓄(xu)水(shui),其它工(gong)(gong)(gong)程(cheng)卻被(bei)迫停(ting)工(gong)(gong)(gong)。1965年(nian)復工(gong)(gong)(gong)時(shi),二(er)級(ji)(ji)電(dian)站(zhan)工(gong)(gong)(gong)地還接待200多名越南(北(bei)越)青年(nian)學習開挖隧洞和水(shui)電(dian)工(gong)(gong)(gong)程(cheng)技(ji)術。1966年(nian)以(yi)后,受“文革”干(gan)擾(rao),第一臺機組延至1969年(nian)3月(yue)投產發電(dian),二(er)級(ji)(ji)電(dian)站(zhan)工(gong)(gong)(gong)程(cheng)直(zhi)到1973年(nian)才全部(bu)竣(jun)工(gong)(gong)(gong)。二(er)級(ji)(ji)電(dian)站(zhan)工(gong)(gong)(gong)程(cheng)實際(ji)造價(jia)6220萬(wan)元,比(bi)概算低650萬(wan)元。
三級電站
三級電(dian)(dian)站(zhan)為壩(ba)后式電(dian)(dian)站(zhan)。位于閩清縣高洋。1958年(nian)(nian)9月動工(gong),1965~1973年(nian)(nian)先(xian)后裝機2臺,容量3.3萬(wan)千瓦,多年(nian)(nian)年(nian)(nian)均發電(dian)(dian)量1.14億度。
于(yu)1958年(nian)5月(yue)動工,第(di)一臺(tai)1.6萬(wan)千(qian)(qian)瓦機組(zu)于(yu)1961年(nian)12月(yue)3日安裝完(wan)畢。由于(yu)工程設(she)計和設(she)備安裝出現問題,該發電機組(zu)到(dao)1965年(nian)8月(yue)才通過驗收,9月(yue)并網發電;第(di)二臺(tai)1.7萬(wan)千(qian)(qian)瓦機組(zu)于(yu)1973年(nian)12月(yue)投入使用。三級電站實際造價2160萬(wan)元(yuan)(yuan),比概算低170萬(wan)元(yuan)(yuan)。
四級電站
四級電站為壩后(hou)式電站。位于閩清寶湖。1965年動工,1971~1972年先后(hou)裝(zhuang)機2臺,容量(liang)(liang)3.4萬千瓦(wa),多(duo)年年均(jun)發電量(liang)(liang)為1.24億(yi)度。
四級電站于1958年(nian)開工,1960年(nian)因國家(jia)經濟困難被迫停(ting)建,直到(dao)1965年(nian)才復工。1971年(nian)5月,第(di)一臺機組(zu)建成發電;1972年(nian)12月,第(di)2臺機組(zu)投(tou)產(chan)。四級電站實際造價2410萬元(yuan),比概算低404萬元(yuan)。
