三里坪(ping)水電(dian)站(zhan)(zhan)位于湖北省房縣(xian)五臺(tai)龍潭峪(yu)三里坪(ping),是(shi)南河(he)十三個梯(ti)級電(dian)站(zhan)(zhan)中的(de)(de)第(di)四級,以防洪、發電(dian)為主,兼顧防洪、航(hang)運、水產養殖、灌(guan)溉、旅游等綜合(he)效益的(de)(de)國家(jia)大(da)二型(xing)水利水電(dian)樞紐(niu)工程(cheng),是(shi)南河(he)干(gan)流(liu)的(de)(de)第(di)一座較大(da)的(de)(de)中型(xing)水電(dian)站(zhan)(zhan)工程(cheng)。電(dian)站(zhan)(zhan)總裝機容(rong)量(liang)為70MW(2× 35MW),設計多年平均年發電(dian)量(liang)為1.8億kW×h;水庫正常蓄水位416m,相應庫容(rong)為4.99億m;大(da)壩最大(da)壩高141m,是(shi)國內目前已建和(he)在建壩高最高的(de)(de)碾壓混凝土雙(shuang)曲拱壩 。
基本情況
2004年(nian)(nian)(nian)8月(yue)(yue),國家發(fa)(fa)展和改(gai)革委員會以(yi)發(fa)(fa)改(gai)農(nong)經[2004]1800號文批(pi)復了該工(gong)(gong)(gong)(gong)程(cheng)可行性研究(jiu)報(bao)告(gao);2006年(nian)(nian)(nian),國家發(fa)(fa)展和改(gai)革委員會以(yi)發(fa)(fa)改(gai)投資[2006]1337號文,核定該工(gong)(gong)(gong)(gong)程(cheng)初步設計概算;2007年(nian)(nian)(nian)10月(yue)(yue)湖北省水(shui)(shui)利(li)(li)廳(ting)以(yi)鄂水(shui)(shui)利(li)(li)電(dian)復[2007]253號文批(pi)復了該工(gong)(gong)(gong)(gong)程(cheng)的初步設計報(bao)告(gao)。湖北省以(yi)鄂水(shui)(shui)利(li)(li)建復(2008)72號文下達《關于房(fang)縣三里坪(ping)水(shui)(shui)利(li)(li)水(shui)(shui)電(dian)樞紐工(gong)(gong)(gong)(gong)程(cheng)開工(gong)(gong)(gong)(gong)的批(pi)復》。2006年(nian)(nian)(nian)4月(yue)(yue),前期(qi)工(gong)(gong)(gong)(gong)程(cheng)開始(shi)施工(gong)(gong)(gong)(gong),2009年(nian)(nian)(nian)6月(yue)(yue)主體工(gong)(gong)(gong)(gong)程(cheng)開始(shi)施工(gong)(gong)(gong)(gong),2010年(nian)(nian)(nian)5月(yue)(yue)13日,大壩混凝土開始(shi)澆筑,工(gong)(gong)(gong)(gong)程(cheng)計劃2013年(nian)(nian)(nian)7月(yue)(yue)首臺水(shui)(shui)輪發(fa)(fa)電(dian)機(ji)組(zu)投產(chan)發(fa)(fa)電(dian),2013年(nian)(nian)(nian)10月(yue)(yue)第2臺水(shui)(shui)輪發(fa)(fa)電(dian)機(ji)組(zu)投產(chan)發(fa)(fa)電(dian),工(gong)(gong)(gong)(gong)程(cheng)完工(gong)(gong)(gong)(gong)。
地理位置
三里坪水電站位于湖(hu)北省房(fang)縣(xian)境內(nei),壩(ba)(ba)址位于在漢江中游一級(ji)支流南(nan)河中段三里坪村下(xia)(xia)游約1.3km的鏈子崖處,距(ju)房(fang)縣(xian)縣(xian)城近50km、至河口129km,是(shi)南(nan)河流域干(gan)流梯(ti)級(ji)開發(fa)中的骨干(gan)工程,大(da)(da)壩(ba)(ba)正(zheng)常蓄水位416.0m,相應庫(ku)容4.72億(yi)(yi)m3,調節庫(ku)容2.11億(yi)(yi)m3,本工程是(shi)以(yi)防洪(hong)、發(fa)電為主,兼(jian)有(you)灌溉(gai)、水庫(ku)養殖、庫(ku)區航運等綜合效益(yi)的水利(li)樞(shu)紐工程。地(di)下(xia)(xia)電站廠房(fang)裝(zhuang)(zhuang)有(you)2臺混流式水輪發(fa)電機(ji)組(zu),額(e)定單機(ji)容量(liang)為35MW,額(e)定總(zong)裝(zhuang)(zhuang)機(ji)容量(liang)為70MW;最大(da)(da)單機(ji)容量(liang)為40MW,最大(da)(da)總(zong)裝(zhuang)(zhuang)機(ji)容量(liang)為80MW;年設計(ji)發(fa)電量(liang)1.83億(yi)(yi)千(qian)瓦時,年設計(ji)發(fa)電利(li)用小時數(shu)2620小時,保證出力1.24萬千(qian)瓦。
運作方式
在非(fei)汛期利(li)用(yong)上庫的調(diao)節(jie)(jie)能(neng)力進行日調(diao)節(jie)(jie)運(yun)用(yong);在主(zhu)汛期和秋汛期水庫以下游防洪安全(quan)為主(zhu),當入(ru)庫流量(liang)滿足電站(zhan)發電需要時充分發揮調(diao)峰作用(yong),當電站(zhan)來水流量(liang)較小,電站(zhan)將按保(bao)證出力發電,盡(jin)可能(neng)保(bao)持水庫在高水位運(yun)行。
水利(li)樞紐由(you)碾(nian)壓混凝土雙曲(qu)拱(gong)壩、泄洪消能建筑物(wu)、引水式地下電(dian)站(zhan)廠房(fang)組(zu)成。攔(lan)河大(da)壩最大(da)壩高141.00m,壩軸線長284.62m,壩頂(ding)高程420m,河床建基(ji)面高程279m。
地下廠(chang)房(fang)(fang)位于(yu)大壩右岸山體(ti)內,廠(chang)房(fang)(fang)采用中(zhong)部式(shi)。電站主(zhu)要建筑物由進(jin)水口(kou)、引水隧洞(dong)及壓力鋼管、主(zhu)廠(chang)房(fang)(fang)洞(dong)室群(含主(zhu)副廠(chang)房(fang)(fang)、安裝(zhuang)場、母線洞(dong))、尾水隧洞(dong)、尾水閘門井(jing)、尾水渠(qu)、交通洞(dong)、出線洞(dong)及地面開關站等組成(cheng)。
電氣主接線
電(dian)站(zhan)發(fa)電(dian)機(ji)和主變(bian)壓(ya)器組合(he)方式(shi)采用一(yi)機(ji)一(yi)變(bian)單(dan)元接線(xian),110KV(GIS開關站(zhan))出線(xian)一(yi)回,110KV電(dian)壓(ya)側采用單(dan)母接線(xian)。
接入系統
以一回110KV線路(lu)接入房縣220KV開關(guan)站(zhan),線路(lu)總長30.5km。
廠用電系統
400V廠(chang)用電(dian)(dian)(dian)I段(duan)(duan)、II段(duan)(duan)分別經(jing)兩(liang)(liang)臺容量為(wei)(wei)1250KVA;電(dian)(dian)(dian)壓為(wei)(wei)10.5±2X.2.5%/0.4KV干式變(bian)壓器接(jie)入(ru)(ru)1#、2#發(fa)(fa)電(dian)(dian)(dian)機(ji)10.5kv母線,;備用電(dian)(dian)(dian)源(yuan)由青峰(feng)變(bian)電(dian)(dian)(dian)站(zhan)經(jing)10KV線路(lu)供電(dian)(dian)(dian)通過一臺容量為(wei)(wei)800KVA電(dian)(dian)(dian)壓為(wei)(wei)10.5±2X.2.5%/0.4KV干式變(bian)壓器接(jie)入(ru)(ru)400VII段(duan)(duan),廠(chang)內500KW柴油發(fa)(fa)電(dian)(dian)(dian)機(ji)作(zuo)為(wei)(wei)后備電(dian)(dian)(dian)源(yuan)接(jie)入(ru)(ru)400VI段(duan)(duan);400V分為(wei)(wei)兩(liang)(liang)段(duan)(duan),加(jia)設母聯開關(guan)采(cai)用南京自(zi)(zi)動化(hua)公司(si)備自(zi)(zi)投(tou)裝置實現自(zi)(zi)動投(tou)切(qie);壩區采(cai)用250kW柴油發(fa)(fa)電(dian)(dian)(dian)機(ji)作(zuo)為(wei)(wei)應(ying)急供電(dian)(dian)(dian)電(dian)(dian)(dian)源(yuan)。
控制方式
電(dian)站(zhan)(zhan)采(cai)用南(nan)京(jing)南(nan)瑞集(ji)(ji)團生產(chan)的計算機監(jian)(jian)控(kong)(kong)(kong)(kong)系(xi)統(tong)實現全廠生產(chan)設備集(ji)(ji)中監(jian)(jian)測監(jian)(jian)控(kong)(kong)(kong)(kong),電(dian)站(zhan)(zhan)控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)分(fen)為三(san)層:現地控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)、廠站(zhan)(zhan)控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)和(he)調度控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)。控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)調節方式(shi)的優先級(ji)從(cong)高(gao)到(dao)低為:現地控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)、主(zhu)站(zhan)(zhan)控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)、調度控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)。在主(zhu)站(zhan)(zhan)控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)方式(shi)下,現地控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)單元只接(jie)受通過廠站(zhan)(zhan)級(ji)(中控(kong)(kong)(kong)(kong)室)人(ren)機接(jie)口設備發布(bu)的控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)及(ji)調節命令。調度級(ji)只能采(cai)集(ji)(ji)、監(jian)(jian)視(shi)來自(zi)三(san)里坪水電(dian)站(zhan)(zhan)的運(yun)行信息和(he)數據,不能直接(jie)對(dui)電(dian)站(zhan)(zhan)的控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)對(dui)象進行遠方控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)與操作。
調度方式
三里坪(ping)水電站(zhan)由湖北(bei)省(sheng)電力(li)調(diao)度(du)通信中(zhong)心(xin)調(diao)度(du)。
電站建設(she)單(dan)位(wei)為(wei)湖北能源(yuan)集(ji)團房縣水(shui)(shui)利水(shui)(shui)電發展有(you)限公司(業主),設(she)計單(dan)位(wei)為(wei)長(chang)江水(shui)(shui)利委員會長(chang)江勘測(ce)規劃設(she)計研(yan)究(jiu)院,主要施工單(dan)位(wei)中國(guo)水(shui)(shui)電十五局。
