三(san)里(li)坪水電(dian)(dian)(dian)(dian)站位于湖北省房(fang)縣(xian)五臺龍潭峪(yu)三(san)里(li)坪,是南(nan)河(he)(he)十三(san)個(ge)梯級電(dian)(dian)(dian)(dian)站中的(de)第(di)四級,以防(fang)洪(hong)、發電(dian)(dian)(dian)(dian)為(wei)(wei)主,兼顧(gu)防(fang)洪(hong)、航(hang)運、水產養殖、灌溉、旅游(you)等綜(zong)合(he)效益的(de)國家大(da)二型(xing)水利(li)水電(dian)(dian)(dian)(dian)樞紐(niu)工(gong)程,是南(nan)河(he)(he)干流的(de)第(di)一座較大(da)的(de)中型(xing)水電(dian)(dian)(dian)(dian)站工(gong)程。電(dian)(dian)(dian)(dian)站總裝機容量為(wei)(wei)70MW(2× 35MW),設計多年平均年發電(dian)(dian)(dian)(dian)量為(wei)(wei)1.8億kW×h;水庫正(zheng)常蓄水位416m,相應庫容為(wei)(wei)4.99億m;大(da)壩最(zui)大(da)壩高(gao)141m,是國內目前已建和在建壩高(gao)最(zui)高(gao)的(de)碾(nian)壓混凝土雙(shuang)曲拱壩 。
基本情況
2004年(nian)(nian)(nian)8月(yue)(yue),國家發(fa)(fa)展和改革委(wei)(wei)員會(hui)以發(fa)(fa)改農經[2004]1800號文(wen)批(pi)復(fu)了該(gai)(gai)工(gong)(gong)(gong)程(cheng)可行性研究報告;2006年(nian)(nian)(nian),國家發(fa)(fa)展和改革委(wei)(wei)員會(hui)以發(fa)(fa)改投資[2006]1337號文(wen),核定該(gai)(gai)工(gong)(gong)(gong)程(cheng)初步(bu)(bu)設計概算;2007年(nian)(nian)(nian)10月(yue)(yue)湖北(bei)省水利(li)(li)廳以鄂(e)水利(li)(li)電(dian)復(fu)[2007]253號文(wen)批(pi)復(fu)了該(gai)(gai)工(gong)(gong)(gong)程(cheng)的初步(bu)(bu)設計報告。湖北(bei)省以鄂(e)水利(li)(li)建復(fu)(2008)72號文(wen)下(xia)達《關于房縣三里坪水利(li)(li)水電(dian)樞紐工(gong)(gong)(gong)程(cheng)開工(gong)(gong)(gong)的批(pi)復(fu)》。2006年(nian)(nian)(nian)4月(yue)(yue),前期工(gong)(gong)(gong)程(cheng)開始施工(gong)(gong)(gong),2009年(nian)(nian)(nian)6月(yue)(yue)主體工(gong)(gong)(gong)程(cheng)開始施工(gong)(gong)(gong),2010年(nian)(nian)(nian)5月(yue)(yue)13日(ri),大壩混凝(ning)土開始澆筑,工(gong)(gong)(gong)程(cheng)計劃(hua)2013年(nian)(nian)(nian)7月(yue)(yue)首臺(tai)水輪發(fa)(fa)電(dian)機(ji)組(zu)投產發(fa)(fa)電(dian),2013年(nian)(nian)(nian)10月(yue)(yue)第(di)2臺(tai)水輪發(fa)(fa)電(dian)機(ji)組(zu)投產發(fa)(fa)電(dian),工(gong)(gong)(gong)程(cheng)完(wan)工(gong)(gong)(gong)。
地理位置
三(san)里坪水(shui)(shui)電站位于湖北省房(fang)縣境內,壩址位于在漢江(jiang)中游一(yi)級支流南河(he)中段三(san)里坪村下游約(yue)1.3km的鏈子崖處,距房(fang)縣縣城(cheng)近(jin)50km、至河(he)口129km,是南河(he)流域(yu)干流梯級開發(fa)中的骨(gu)干工程,大(da)(da)壩正常(chang)蓄水(shui)(shui)位416.0m,相應庫(ku)(ku)容(rong)4.72億m3,調節(jie)庫(ku)(ku)容(rong)2.11億m3,本工程是以防洪、發(fa)電為(wei)主,兼有灌溉、水(shui)(shui)庫(ku)(ku)養(yang)殖、庫(ku)(ku)區(qu)航(hang)運等(deng)綜合效益的水(shui)(shui)利樞紐工程。地(di)下電站廠房(fang)裝有2臺混流式水(shui)(shui)輪(lun)發(fa)電機(ji)(ji)(ji)組,額(e)定(ding)單機(ji)(ji)(ji)容(rong)量(liang)(liang)為(wei)35MW,額(e)定(ding)總(zong)裝機(ji)(ji)(ji)容(rong)量(liang)(liang)為(wei)70MW;最大(da)(da)單機(ji)(ji)(ji)容(rong)量(liang)(liang)為(wei)40MW,最大(da)(da)總(zong)裝機(ji)(ji)(ji)容(rong)量(liang)(liang)為(wei)80MW;年設計(ji)發(fa)電量(liang)(liang)1.83億千瓦時(shi),年設計(ji)發(fa)電利用小(xiao)(xiao)時(shi)數2620小(xiao)(xiao)時(shi),保證出力(li)1.24萬千瓦。
運作方式
在非汛期利用(yong)(yong)上庫(ku)的(de)調節能力進行日調節運用(yong)(yong);在主(zhu)汛期和秋汛期水庫(ku)以下游防洪安全為主(zhu),當入庫(ku)流(liu)量(liang)滿(man)足(zu)電(dian)(dian)站(zhan)發(fa)電(dian)(dian)需(xu)要時充分(fen)發(fa)揮調峰作用(yong)(yong),當電(dian)(dian)站(zhan)來水流(liu)量(liang)較小,電(dian)(dian)站(zhan)將(jiang)按保證出(chu)力發(fa)電(dian)(dian),盡可能保持水庫(ku)在高(gao)水位運行。
水利樞(shu)紐由碾壓混凝土(tu)雙曲拱壩(ba)(ba)、泄(xie)洪消能建筑物、引(yin)水式(shi)地下電站廠房組成。攔河(he)(he)大壩(ba)(ba)最(zui)大壩(ba)(ba)高141.00m,壩(ba)(ba)軸線長284.62m,壩(ba)(ba)頂(ding)高程420m,河(he)(he)床建基(ji)面高程279m。
地下廠(chang)房位于大壩右岸山體(ti)內,廠(chang)房采用中部式。電站主(zhu)要(yao)建筑(zhu)物(wu)由進水(shui)口(kou)、引(yin)水(shui)隧(sui)洞及壓(ya)力鋼管、主(zhu)廠(chang)房洞室(shi)群(qun)(含主(zhu)副廠(chang)房、安裝場、母線洞)、尾(wei)水(shui)隧(sui)洞、尾(wei)水(shui)閘門井、尾(wei)水(shui)渠、交通洞、出線洞及地面開(kai)關站等組成。
電氣主接線
電站發電機和主變(bian)壓器組合方式采(cai)用(yong)一機一變(bian)單(dan)元接線,110KV(GIS開(kai)關(guan)站)出線一回,110KV電壓側采(cai)用(yong)單(dan)母(mu)接線。
接入系統
以一(yi)回110KV線(xian)路接入房縣220KV開關(guan)站,線(xian)路總長30.5km。
廠用電系統
400V廠用電(dian)(dian)(dian)I段(duan)(duan)、II段(duan)(duan)分別經兩臺容量(liang)為1250KVA;電(dian)(dian)(dian)壓為10.5±2X.2.5%/0.4KV干式變(bian)壓器(qi)接入1#、2#發(fa)電(dian)(dian)(dian)機10.5kv母(mu)線,;備(bei)用電(dian)(dian)(dian)源(yuan)由青峰變(bian)電(dian)(dian)(dian)站(zhan)經10KV線路供電(dian)(dian)(dian)通(tong)過一臺容量(liang)為800KVA電(dian)(dian)(dian)壓為10.5±2X.2.5%/0.4KV干式變(bian)壓器(qi)接入400VII段(duan)(duan),廠內500KW柴油發(fa)電(dian)(dian)(dian)機作為后備(bei)電(dian)(dian)(dian)源(yuan)接入400VI段(duan)(duan);400V分為兩段(duan)(duan),加設(she)母(mu)聯開關采用南(nan)京自動化公司備(bei)自投裝置(zhi)實現自動投切;壩(ba)區采用250kW柴油發(fa)電(dian)(dian)(dian)機作為應急供電(dian)(dian)(dian)電(dian)(dian)(dian)源(yuan)。
控制方式
電(dian)站(zhan)采(cai)用南京南瑞集(ji)團生產的(de)計算機(ji)監(jian)控(kong)(kong)系統實(shi)現全廠(chang)(chang)生產設備集(ji)中(zhong)監(jian)測監(jian)控(kong)(kong),電(dian)站(zhan)控(kong)(kong)制(zhi)(zhi)(zhi)分為三(san)層:現地控(kong)(kong)制(zhi)(zhi)(zhi)級(ji)(ji)(ji)(ji)、廠(chang)(chang)站(zhan)控(kong)(kong)制(zhi)(zhi)(zhi)級(ji)(ji)(ji)(ji)和(he)調(diao)度控(kong)(kong)制(zhi)(zhi)(zhi)級(ji)(ji)(ji)(ji)。控(kong)(kong)制(zhi)(zhi)(zhi)調(diao)節方式(shi)的(de)優先(xian)級(ji)(ji)(ji)(ji)從高(gao)到低為:現地控(kong)(kong)制(zhi)(zhi)(zhi)級(ji)(ji)(ji)(ji)、主(zhu)(zhu)站(zhan)控(kong)(kong)制(zhi)(zhi)(zhi)級(ji)(ji)(ji)(ji)、調(diao)度控(kong)(kong)制(zhi)(zhi)(zhi)級(ji)(ji)(ji)(ji)。在主(zhu)(zhu)站(zhan)控(kong)(kong)制(zhi)(zhi)(zhi)方式(shi)下,現地控(kong)(kong)制(zhi)(zhi)(zhi)單(dan)元只接受通過(guo)廠(chang)(chang)站(zhan)級(ji)(ji)(ji)(ji)(中(zhong)控(kong)(kong)室)人機(ji)接口設備發布的(de)控(kong)(kong)制(zhi)(zhi)(zhi)及調(diao)節命令(ling)。調(diao)度級(ji)(ji)(ji)(ji)只能(neng)采(cai)集(ji)、監(jian)視來自(zi)三(san)里坪(ping)水電(dian)站(zhan)的(de)運行(xing)(xing)信(xin)息和(he)數(shu)據,不(bu)能(neng)直接對電(dian)站(zhan)的(de)控(kong)(kong)制(zhi)(zhi)(zhi)對象進(jin)行(xing)(xing)遠方控(kong)(kong)制(zhi)(zhi)(zhi)與操作(zuo)。
調度方式
三里坪(ping)水電(dian)站由(you)湖北(bei)省(sheng)電(dian)力調度(du)通信中心調度(du)。
