三里坪水(shui)(shui)(shui)電(dian)(dian)站位(wei)于湖北省房縣五臺龍潭峪三里坪,是(shi)南河十三個梯級電(dian)(dian)站中(zhong)的(de)第四級,以防洪、發電(dian)(dian)為(wei)(wei)主,兼顧防洪、航運、水(shui)(shui)(shui)產養殖、灌溉、旅游等綜合效益(yi)的(de)國家大二型水(shui)(shui)(shui)利水(shui)(shui)(shui)電(dian)(dian)樞紐工程,是(shi)南河干流的(de)第一座較大的(de)中(zhong)型水(shui)(shui)(shui)電(dian)(dian)站工程。電(dian)(dian)站總裝機容(rong)量為(wei)(wei)70MW(2× 35MW),設計多(duo)年平均年發電(dian)(dian)量為(wei)(wei)1.8億kW×h;水(shui)(shui)(shui)庫正(zheng)常蓄水(shui)(shui)(shui)位(wei)416m,相應庫容(rong)為(wei)(wei)4.99億m;大壩(ba)最大壩(ba)高141m,是(shi)國內目前已建(jian)和在建(jian)壩(ba)高最高的(de)碾壓(ya)混凝土雙曲拱壩(ba) 。
基本情況
2004年(nian)(nian)8月,國(guo)家發(fa)(fa)(fa)展和(he)改(gai)革(ge)委員會(hui)以(yi)(yi)發(fa)(fa)(fa)改(gai)農經[2004]1800號文批復(fu)了該工(gong)(gong)程(cheng)(cheng)(cheng)可行性研究報告(gao);2006年(nian)(nian),國(guo)家發(fa)(fa)(fa)展和(he)改(gai)革(ge)委員會(hui)以(yi)(yi)發(fa)(fa)(fa)改(gai)投資[2006]1337號文,核定該工(gong)(gong)程(cheng)(cheng)(cheng)初(chu)步(bu)設計(ji)概算;2007年(nian)(nian)10月湖北省水利(li)廳以(yi)(yi)鄂(e)水利(li)電(dian)復(fu)[2007]253號文批復(fu)了該工(gong)(gong)程(cheng)(cheng)(cheng)的初(chu)步(bu)設計(ji)報告(gao)。湖北省以(yi)(yi)鄂(e)水利(li)建復(fu)(2008)72號文下達《關于房縣三里坪水利(li)水電(dian)樞紐工(gong)(gong)程(cheng)(cheng)(cheng)開(kai)工(gong)(gong)的批復(fu)》。2006年(nian)(nian)4月,前期工(gong)(gong)程(cheng)(cheng)(cheng)開(kai)始施(shi)工(gong)(gong),2009年(nian)(nian)6月主(zhu)體工(gong)(gong)程(cheng)(cheng)(cheng)開(kai)始施(shi)工(gong)(gong),2010年(nian)(nian)5月13日,大壩混凝土開(kai)始澆筑,工(gong)(gong)程(cheng)(cheng)(cheng)計(ji)劃2013年(nian)(nian)7月首臺水輪發(fa)(fa)(fa)電(dian)機(ji)組(zu)投產發(fa)(fa)(fa)電(dian),2013年(nian)(nian)10月第2臺水輪發(fa)(fa)(fa)電(dian)機(ji)組(zu)投產發(fa)(fa)(fa)電(dian),工(gong)(gong)程(cheng)(cheng)(cheng)完工(gong)(gong)。
地理位置
三(san)里(li)坪(ping)(ping)水電(dian)站位(wei)于(yu)湖北省房縣(xian)境內,壩(ba)址(zhi)位(wei)于(yu)在漢江中(zhong)游一級支(zhi)流南(nan)河中(zhong)段三(san)里(li)坪(ping)(ping)村下游約1.3km的(de)鏈子崖處,距房縣(xian)縣(xian)城近50km、至(zhi)河口129km,是南(nan)河流域干流梯級開發(fa)中(zhong)的(de)骨干工程,大壩(ba)正常蓄水位(wei)416.0m,相應(ying)庫容(rong)4.72億(yi)(yi)m3,調(diao)節庫容(rong)2.11億(yi)(yi)m3,本(ben)工程是以(yi)防洪、發(fa)電(dian)為(wei)主,兼有灌溉、水庫養殖、庫區航運等綜合效益的(de)水利(li)樞紐工程。地下電(dian)站廠房裝(zhuang)有2臺混流式水輪(lun)發(fa)電(dian)機(ji)組,額定單機(ji)容(rong)量為(wei)35MW,額定總(zong)裝(zhuang)機(ji)容(rong)量為(wei)70MW;最大單機(ji)容(rong)量為(wei)40MW,最大總(zong)裝(zhuang)機(ji)容(rong)量為(wei)80MW;年(nian)設(she)計(ji)發(fa)電(dian)量1.83億(yi)(yi)千(qian)瓦時(shi),年(nian)設(she)計(ji)發(fa)電(dian)利(li)用小(xiao)時(shi)數2620小(xiao)時(shi),保證出(chu)力1.24萬千(qian)瓦。
運作方式
在(zai)(zai)非汛(xun)期利(li)用(yong)(yong)上庫的調節能力進行日(ri)調節運用(yong)(yong);在(zai)(zai)主(zhu)汛(xun)期和秋汛(xun)期水庫以下(xia)游(you)防洪(hong)安(an)全為主(zhu),當(dang)入庫流量(liang)(liang)滿足電(dian)站發電(dian)需要時充分發揮調峰作用(yong)(yong),當(dang)電(dian)站來水流量(liang)(liang)較小(xiao),電(dian)站將(jiang)按保證出力發電(dian),盡(jin)可(ke)能保持水庫在(zai)(zai)高水位運行。
水(shui)利樞紐(niu)由碾(nian)壓混凝土雙曲拱壩(ba)(ba)、泄洪消能建筑物、引水(shui)式地(di)下電站廠房組成。攔河(he)大壩(ba)(ba)最大壩(ba)(ba)高(gao)141.00m,壩(ba)(ba)軸線長284.62m,壩(ba)(ba)頂(ding)高(gao)程(cheng)420m,河(he)床建基面高(gao)程(cheng)279m。
地下廠(chang)房(fang)位于大(da)壩右(you)岸山體內,廠(chang)房(fang)采用(yong)中部(bu)式。電站(zhan)主要(yao)建(jian)筑物由進水(shui)口、引水(shui)隧(sui)洞(dong)(dong)及壓力(li)鋼管、主廠(chang)房(fang)洞(dong)(dong)室群(含(han)主副廠(chang)房(fang)、安裝(zhuang)場(chang)、母線洞(dong)(dong))、尾(wei)水(shui)隧(sui)洞(dong)(dong)、尾(wei)水(shui)閘門井、尾(wei)水(shui)渠、交(jiao)通洞(dong)(dong)、出線洞(dong)(dong)及地面開關站(zhan)等組成。
電氣主接線
電站(zhan)發電機和主變壓(ya)器組合方式采(cai)(cai)用一(yi)機一(yi)變單(dan)元接線,110KV(GIS開(kai)關站(zhan))出(chu)線一(yi)回,110KV電壓(ya)側采(cai)(cai)用單(dan)母接線。
接入系統
以一回110KV線(xian)(xian)路接入房縣220KV開關站(zhan),線(xian)(xian)路總長30.5km。
廠用電系統
400V廠用(yong)(yong)電(dian)(dian)(dian)(dian)I段(duan)(duan)、II段(duan)(duan)分(fen)別經(jing)兩臺容量(liang)為(wei)(wei)1250KVA;電(dian)(dian)(dian)(dian)壓為(wei)(wei)10.5±2X.2.5%/0.4KV干式(shi)變(bian)壓器接入(ru)1#、2#發(fa)電(dian)(dian)(dian)(dian)機(ji)10.5kv母線(xian)(xian),;備(bei)用(yong)(yong)電(dian)(dian)(dian)(dian)源(yuan)由青峰變(bian)電(dian)(dian)(dian)(dian)站經(jing)10KV線(xian)(xian)路供電(dian)(dian)(dian)(dian)通過(guo)一臺容量(liang)為(wei)(wei)800KVA電(dian)(dian)(dian)(dian)壓為(wei)(wei)10.5±2X.2.5%/0.4KV干式(shi)變(bian)壓器接入(ru)400VII段(duan)(duan),廠內500KW柴油發(fa)電(dian)(dian)(dian)(dian)機(ji)作為(wei)(wei)后備(bei)電(dian)(dian)(dian)(dian)源(yuan)接入(ru)400VI段(duan)(duan);400V分(fen)為(wei)(wei)兩段(duan)(duan),加設母聯開關(guan)采(cai)用(yong)(yong)南(nan)京自(zi)動化公司備(bei)自(zi)投(tou)裝置實現自(zi)動投(tou)切(qie);壩(ba)區(qu)采(cai)用(yong)(yong)250kW柴油發(fa)電(dian)(dian)(dian)(dian)機(ji)作為(wei)(wei)應急供電(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)源(yuan)。
控制方式
電站(zhan)采用南京南瑞(rui)集(ji)團生(sheng)產的(de)計算機監控(kong)(kong)(kong)(kong)系統實現(xian)全廠生(sheng)產設備集(ji)中監測監控(kong)(kong)(kong)(kong),電站(zhan)控(kong)(kong)(kong)(kong)制(zhi)分為三層:現(xian)地(di)控(kong)(kong)(kong)(kong)制(zhi)級(ji)、廠站(zhan)控(kong)(kong)(kong)(kong)制(zhi)級(ji)和調度控(kong)(kong)(kong)(kong)制(zhi)級(ji)。控(kong)(kong)(kong)(kong)制(zhi)調節方式(shi)的(de)優先級(ji)從(cong)高(gao)到(dao)低(di)為:現(xian)地(di)控(kong)(kong)(kong)(kong)制(zhi)級(ji)、主站(zhan)控(kong)(kong)(kong)(kong)制(zhi)級(ji)、調度控(kong)(kong)(kong)(kong)制(zhi)級(ji)。在主站(zhan)控(kong)(kong)(kong)(kong)制(zhi)方式(shi)下,現(xian)地(di)控(kong)(kong)(kong)(kong)制(zhi)單(dan)元只(zhi)接(jie)受通過廠站(zhan)級(ji)(中控(kong)(kong)(kong)(kong)室)人機接(jie)口(kou)設備發布的(de)控(kong)(kong)(kong)(kong)制(zhi)及調節命(ming)令。調度級(ji)只(zhi)能采集(ji)、監視(shi)來自三里坪(ping)水電站(zhan)的(de)運行信息和數據,不(bu)能直(zhi)接(jie)對電站(zhan)的(de)控(kong)(kong)(kong)(kong)制(zhi)對象進行遠方控(kong)(kong)(kong)(kong)制(zhi)與操(cao)作。
調度方式
三里(li)坪水電站由湖北(bei)省(sheng)電力(li)調(diao)度(du)通信中心調(diao)度(du)。
電站建設單(dan)位為湖北能源集團房(fang)縣水(shui)利水(shui)電發展有限公司(業主),設計單(dan)位為長江水(shui)利委員(yuan)會(hui)長江勘(kan)測規劃(hua)設計研究院,主要施(shi)工單(dan)位中(zhong)國水(shui)電十五局。
