三(san)里坪水電(dian)站位于(yu)湖北(bei)省房縣(xian)五臺龍潭峪三(san)里坪,是南(nan)河(he)十三(san)個梯級(ji)電(dian)站中的(de)(de)(de)第四級(ji),以(yi)防(fang)洪、發電(dian)為主,兼顧防(fang)洪、航運、水產養殖、灌(guan)溉、旅游等綜合效益(yi)的(de)(de)(de)國家大二型水利水電(dian)樞紐(niu)工程(cheng),是南(nan)河(he)干流的(de)(de)(de)第一座較大的(de)(de)(de)中型水電(dian)站工程(cheng)。電(dian)站總(zong)裝機容量為70MW(2× 35MW),設計多年平(ping)均年發電(dian)量為1.8億kW×h;水庫正常(chang)蓄水位416m,相應庫容為4.99億m;大壩(ba)最(zui)大壩(ba)高141m,是國內目前已建(jian)和(he)在建(jian)壩(ba)高最(zui)高的(de)(de)(de)碾(nian)壓(ya)混凝(ning)土雙曲拱(gong)壩(ba) 。
基本情況
2004年(nian)(nian)8月(yue),國家(jia)發(fa)(fa)(fa)(fa)展(zhan)(zhan)和改革委(wei)員會以發(fa)(fa)(fa)(fa)改農經[2004]1800號文(wen)批復(fu)了該工程(cheng)(cheng)可行(xing)性研究報告;2006年(nian)(nian),國家(jia)發(fa)(fa)(fa)(fa)展(zhan)(zhan)和改革委(wei)員會以發(fa)(fa)(fa)(fa)改投資[2006]1337號文(wen),核定(ding)該工程(cheng)(cheng)初(chu)步(bu)設(she)計概(gai)算;2007年(nian)(nian)10月(yue)湖(hu)(hu)北省水(shui)(shui)(shui)(shui)利(li)(li)廳以鄂水(shui)(shui)(shui)(shui)利(li)(li)電(dian)(dian)(dian)復(fu)[2007]253號文(wen)批復(fu)了該工程(cheng)(cheng)的(de)初(chu)步(bu)設(she)計報告。湖(hu)(hu)北省以鄂水(shui)(shui)(shui)(shui)利(li)(li)建復(fu)(2008)72號文(wen)下達《關(guan)于房縣(xian)三里坪水(shui)(shui)(shui)(shui)利(li)(li)水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)樞紐工程(cheng)(cheng)開(kai)工的(de)批復(fu)》。2006年(nian)(nian)4月(yue),前期工程(cheng)(cheng)開(kai)始(shi)施(shi)工,2009年(nian)(nian)6月(yue)主體工程(cheng)(cheng)開(kai)始(shi)施(shi)工,2010年(nian)(nian)5月(yue)13日,大壩混(hun)凝土開(kai)始(shi)澆筑,工程(cheng)(cheng)計劃2013年(nian)(nian)7月(yue)首臺水(shui)(shui)(shui)(shui)輪發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)機組投產發(fa)(fa)(fa)(fa)電(dian)(dian)(dian),2013年(nian)(nian)10月(yue)第(di)2臺水(shui)(shui)(shui)(shui)輪發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)機組投產發(fa)(fa)(fa)(fa)電(dian)(dian)(dian),工程(cheng)(cheng)完工。
地理位置
三(san)里坪水(shui)電(dian)站位(wei)于湖(hu)北省房(fang)縣(xian)境內,壩址位(wei)于在漢江中游一級(ji)支流(liu)南河(he)中段三(san)里坪村下游約1.3km的(de)鏈子崖處,距房(fang)縣(xian)縣(xian)城近50km、至河(he)口129km,是南河(he)流(liu)域干流(liu)梯級(ji)開發中的(de)骨干工(gong)程(cheng),大(da)(da)壩正常(chang)蓄水(shui)位(wei)416.0m,相應庫容(rong)(rong)(rong)(rong)4.72億m3,調節庫容(rong)(rong)(rong)(rong)2.11億m3,本工(gong)程(cheng)是以防洪、發電(dian)為主(zhu),兼(jian)有灌(guan)溉、水(shui)庫養(yang)殖(zhi)、庫區航運等綜合效益的(de)水(shui)利樞紐工(gong)程(cheng)。地下電(dian)站廠房(fang)裝(zhuang)有2臺混流(liu)式水(shui)輪發電(dian)機(ji)(ji)組,額定單機(ji)(ji)容(rong)(rong)(rong)(rong)量(liang)為35MW,額定總(zong)裝(zhuang)機(ji)(ji)容(rong)(rong)(rong)(rong)量(liang)為70MW;最(zui)大(da)(da)單機(ji)(ji)容(rong)(rong)(rong)(rong)量(liang)為40MW,最(zui)大(da)(da)總(zong)裝(zhuang)機(ji)(ji)容(rong)(rong)(rong)(rong)量(liang)為80MW;年設(she)(she)計發電(dian)量(liang)1.83億千瓦時(shi)(shi),年設(she)(she)計發電(dian)利用小(xiao)(xiao)時(shi)(shi)數(shu)2620小(xiao)(xiao)時(shi)(shi),保證出力1.24萬千瓦。
運作方式
在非汛(xun)期利(li)用上庫(ku)(ku)的調節能(neng)力進行(xing)日調節運(yun)用;在主汛(xun)期和秋汛(xun)期水庫(ku)(ku)以下游(you)防洪安全為(wei)主,當(dang)入庫(ku)(ku)流量滿足電站(zhan)(zhan)發(fa)電需要時充分發(fa)揮調峰作用,當(dang)電站(zhan)(zhan)來水流量較小,電站(zhan)(zhan)將(jiang)按保證出力發(fa)電,盡可能(neng)保持(chi)水庫(ku)(ku)在高水位運(yun)行(xing)。
水利(li)樞紐由(you)碾壓混凝(ning)土雙(shuang)曲拱壩(ba)、泄洪(hong)消能(neng)建(jian)筑物(wu)、引水式(shi)地下電站廠房組成。攔河(he)大壩(ba)最大壩(ba)高(gao)141.00m,壩(ba)軸線長284.62m,壩(ba)頂高(gao)程420m,河(he)床建(jian)基面高(gao)程279m。
地下廠(chang)房(fang)(fang)位于大壩右岸(an)山(shan)體(ti)內,廠(chang)房(fang)(fang)采用中部式。電站主要(yao)建(jian)筑(zhu)物由進水(shui)(shui)口、引(yin)水(shui)(shui)隧洞及壓力鋼管、主廠(chang)房(fang)(fang)洞室群(含主副廠(chang)房(fang)(fang)、安(an)裝場、母(mu)線洞)、尾水(shui)(shui)隧洞、尾水(shui)(shui)閘門井、尾水(shui)(shui)渠(qu)、交(jiao)通洞、出線洞及地面(mian)開(kai)關站等組(zu)成。
電氣主接線
電站發電機(ji)和(he)主(zhu)變壓器(qi)組(zu)合方式采用(yong)一(yi)機(ji)一(yi)變單元接(jie)線(xian),110KV(GIS開(kai)關站)出線(xian)一(yi)回,110KV電壓側采用(yong)單母接(jie)線(xian)。
接入系統
以一回110KV線(xian)路接(jie)入房縣220KV開(kai)關站,線(xian)路總長30.5km。
廠用電系統
400V廠用(yong)電(dian)(dian)I段、II段分別經兩臺(tai)容量(liang)為(wei)1250KVA;電(dian)(dian)壓(ya)為(wei)10.5±2X.2.5%/0.4KV干式變壓(ya)器接入1#、2#發(fa)電(dian)(dian)機(ji)(ji)10.5kv母(mu)(mu)線(xian),;備用(yong)電(dian)(dian)源由(you)青峰變電(dian)(dian)站經10KV線(xian)路供(gong)電(dian)(dian)通(tong)過一臺(tai)容量(liang)為(wei)800KVA電(dian)(dian)壓(ya)為(wei)10.5±2X.2.5%/0.4KV干式變壓(ya)器接入400VII段,廠內(nei)500KW柴(chai)油發(fa)電(dian)(dian)機(ji)(ji)作(zuo)為(wei)后(hou)備電(dian)(dian)源接入400VI段;400V分為(wei)兩段,加(jia)設(she)母(mu)(mu)聯(lian)開關采(cai)(cai)用(yong)南京自動化公司備自投裝置實現自動投切;壩區(qu)采(cai)(cai)用(yong)250kW柴(chai)油發(fa)電(dian)(dian)機(ji)(ji)作(zuo)為(wei)應(ying)急供(gong)電(dian)(dian)電(dian)(dian)源。
控制方式
電站采(cai)用南(nan)京南(nan)瑞集團生產的(de)(de)計算機監控(kong)(kong)(kong)(kong)系統實現全廠(chang)生產設備集中監測監控(kong)(kong)(kong)(kong),電站控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)分(fen)為三(san)(san)層(ceng):現地(di)(di)控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)、廠(chang)站控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)和(he)調度控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)。控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)調節方(fang)(fang)式(shi)的(de)(de)優先級(ji)從高到(dao)低為:現地(di)(di)控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)、主站控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)、調度控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)級(ji)。在主站控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)方(fang)(fang)式(shi)下,現地(di)(di)控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)單元只(zhi)接(jie)受通過廠(chang)站級(ji)(中控(kong)(kong)(kong)(kong)室(shi))人機接(jie)口設備發布的(de)(de)控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)及調節命令(ling)。調度級(ji)只(zhi)能(neng)采(cai)集、監視來自三(san)(san)里(li)坪(ping)水電站的(de)(de)運行信(xin)息和(he)數據,不能(neng)直接(jie)對電站的(de)(de)控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)對象進行遠方(fang)(fang)控(kong)(kong)(kong)(kong)制(zhi)(zhi)(zhi)(zhi)(zhi)與操作(zuo)。
調度方式
三里坪(ping)水電站由湖北(bei)省(sheng)電力調(diao)度(du)通信中心調(diao)度(du)。
電站建設(she)單位為湖北能源集團房縣水利水電發(fa)展有限公司(業(ye)主),設(she)計單位為長江水利委員(yuan)會(hui)長江勘測規(gui)劃設(she)計研(yan)究院,主要(yao)施工單位中國水電十五局。
