水庫簡介
察(cha)爾森(sen)水庫位于嫩江支流洮兒河中游內蒙古科(ke)爾沁右(you)翼前旗境內,距(ju)烏蘭浩特(te)市32km,是一座以灌溉、防洪為主,結合(he)發(fa)電、養魚、旅游等綜(zong)合(he)利用的大型水利樞紐。壩址以上(shang)流域面積(ji)為7780平方(fang)(fang)公里,多年平均徑(jing)流量8.3億立方(fang)(fang)米 。
水(shui)(shui)(shui)(shui)庫(ku)(ku)大(da)壩(ba)工(gong)程按500年一(yi)遇洪(hong)(hong)水(shui)(shui)(shui)(shui)設計,10000年一(yi)遇洪(hong)(hong)水(shui)(shui)(shui)(shui)校核,由壤土(tu)心(xin)墻壩(ba)、溢洪(hong)(hong)道、輸水(shui)(shui)(shui)(shui)洞和發電站四部(bu)分組成(cheng),基礎(chu)處理(li)采用混(hun)凝土(tu)防(fang)滲(shen)墻。水(shui)(shui)(shui)(shui)庫(ku)(ku)設計總庫(ku)(ku)容12.53億立方米、最大(da)壩(ba)高40m、壩(ba)長1712m、最大(da)泄流量(liang)3500 立方米/秒,總裝機12.8mw。水(shui)(shui)(shui)(shui)庫(ku)(ku)建成(cheng)后使(shi)洮兒(er)河干流防(fang)洪(hong)(hong)能(neng)力提高到(dao)20年一(yi)遇洪(hong)(hong)水(shui)(shui)(shui)(shui)標準,防(fang)洪(hong)(hong)保護面(mian)積(ji)700萬畝;設計灌溉供水(shui)(shui)(shui)(shui)能(neng)力5.09億立方米,灌溉面(mian)積(ji)為(wei)主(zhu),99.69萬畝,其中(zhong)水(shui)(shui)(shui)(shui)田54.6萬畝;年平均發電量(liang)2664萬kw.h;水(shui)(shui)(shui)(shui)庫(ku)(ku)可利用養殖水(shui)(shui)(shui)(shui)面(mian)7萬畝。
歷史
察爾森(sen)(sen)鎮又是震驚(jing)(jing)中(zhong)(zhong)外(wai)的(de)“中(zhong)(zhong)村(cun)(cun)事(shi)件”發生地(di),以史實(shi)向世人揭示了日(ri)寇侵華(hua)的(de)內幕。1931年6月,日(ri)本(ben)帝國(guo)參謀(mou)省情報員(yuan)中(zhong)(zhong)村(cun)(cun)震太郎大(da)尉等到察爾森(sen)(sen)刺探軍事(shi)情報,被東(dong)北(bei)(bei)軍興(xing)安屯墾公署上校軍務(wu)處長(chang)兼第三團(tuan)團(tuan)長(chang)關(guan)玉(yu)衡下令處決、焚尸(shi)。日(ri)本(ben)特務(wu)機關(guan)采用種(zhong)種(zhong)辦法得知中(zhong)(zhong)村(cun)(cun)被處死的(de)詳情。日(ri)本(ben)內閣就(jiu)“中(zhong)(zhong)村(cun)(cun)事(shi)件”進行(xing)專門(men)討論,并對中(zhong)(zhong)國(guo)政府進行(xing)威(wei)脅。就(jiu)在9月17日(ri),日(ri)本(ben)公使(shi)重光葵還想中(zhong)(zhong)外(wai)發表聲明(ming),說(shuo)(shuo)因為“中(zhong)(zhong)村(cun)(cun)事(shi)件”而“盛傳日(ri)本(ben)軍隊有動(dong)(dong)(dong)員(yuan)計(ji)劃說(shuo)(shuo)全系(xi)無稽之談(tan)”,目的(de)是以此(ci)麻痹(bi)中(zhong)(zhong)國(guo)當(dang)局。24小時之后(hou),日(ri)本(ben)軍隊就(jiu)突然向東(dong)北(bei)(bei)軍駐(zhu)地(di)沈陽北(bei)(bei)大(da)營發動(dong)(dong)(dong)襲擊,炮轟沈陽城,發動(dong)(dong)(dong)了震驚(jing)(jing)中(zhong)(zhong)外(wai)的(de)九(jiu)一(yi)八事(shi)變(bian)。
