硬件設施
塔城民航機場位于塔城市東,距市中心28.5公里。該機場飛行區級為3C,可起降ATR-72、新舟60、ERJ-145等中小型支線客機及波音737、空客A320等中型客機。
可起(qi)降ATR-72型以下客機。塔(ta)(ta)(ta)城民航(hang)(hang)機場可起(qi)降波音737等(deng)中(zhong)型客機,外(wai)運經巴克圖國家二(er)級(ji)公路(lu)直(zhi)(zhi)通哈(ha)薩克斯(si)坦(tan)謝米(mi)州等(deng)地,譽(yu)稱“中(zhong)亞商貿走廊”。南(nan)航(hang)(hang)新疆公司執行烏(wu)魯木齊—塔(ta)(ta)(ta)城航(hang)(hang)班(ban),每周4班(ban)。塔(ta)(ta)(ta)城民航(hang)(hang)機場外(wai)運經巴克圖國家二(er)級(ji)公路(lu)直(zhi)(zhi)通哈(ha)薩克斯(si)坦(tan)謝米(mi)州等(deng)地,譽(yu)稱“中(zhong)亞商貿走廊”。
航空航線
烏魯木齊(qi)——塔城航班(ban)往返航線由(you)南(nan)(nan)方航空(kong)(kong)公司(si)新(xin)疆(jiang)公司(si)執行(xing),每周4班(ban),但是從(cong)2011年5月開(kai)始,南(nan)(nan)方航空(kong)(kong)公司(si)旗下的(de)ATR-72全面退出新(xin)疆(jiang)市場,而南(nan)(nan)方航空(kong)(kong)公司(si)也不(bu)再執行(xing)烏魯木齊(qi)——塔城航班(ban),改為由(you)海(hai)南(nan)(nan)航空(kong)(kong)公司(si)及旗下的(de)天(tian)津航空(kong)(kong)公司(si)執行(xing),機(ji)型也從(cong)原來的(de)ATR-72渦(wo)漿(jiang)支線飛機(ji)改為ERJ-145噴氣(qi)式支線客機(ji),每天(tian)一班(ban)。
機場事故
塔城(cheng)機(ji)(ji)(ji)場(chang)(chang)是(shi)新疆(jiang)(jiang)“八(ba)五”期間重(zhong)點建(jian)設(she)項目之一(yi)(yi),由(you)國(guo)家和(he)(he)(he)自(zi)治(zhi)區(qu)(qu)(qu)投(tou)資(zi)(zi)近8000萬元,1992年(nian)(nian)7月(yue)動工(gong)(gong)(gong)(gong)(gong)(gong)興(xing)建(jian)。跑道(dao)(dao)全長(chang)2400米(mi)、寬45米(mi), 原設(she)計(ji)起(qi)(qi)降機(ji)(ji)(ji)型為波音737噴氣(qi)式客機(ji)(ji)(ji)。機(ji)(ji)(ji)場(chang)(chang)正式通航(hang)至1996年(nian)(nian)3月(yue)就(jiu)發(fa)(fa)現跑道(dao)(dao)有(you)質(zhi)(zhi)(zhi)(zhi)量(liang)問(wen)(wen)(wen)題(ti)(ti)(ti),航(hang)班停飛。1997年(nian)(nian)10月(yue)勘察(cha)咨詢報(bao)告顯示,跑道(dao)(dao)表面存(cun)在(zai)(zai)混凝土(tu)表面起(qi)(qi)皮、剝(bo)落、孔洞(dong)(dong)、坑槽(cao)、網狀和(he)(he)(he)貫通裂(lie)縫等嚴重(zhong)問(wen)(wen)(wen)題(ti)(ti)(ti)。以跑道(dao)(dao)坑洞(dong)(dong)為例(li),最(zui)大的(de)一(yi)(yi)處(chu)直(zhi)徑15厘米(mi),深度(du)9厘米(mi),致使(shi)原設(she)計(ji)機(ji)(ji)(ji)型無法起(qi)(qi)降,只能(neng)起(qi)(qi)降螺旋式小型客機(ji)(ji)(ji)。報(bao)告分析認為,引起(qi)(qi)這些問(wen)(wen)(wen)題(ti)(ti)(ti)的(de)原因主要(yao)是(shi)施工(gong)(gong)(gong)(gong)(gong)(gong)質(zhi)(zhi)(zhi)(zhi)量(liang)問(wen)(wen)(wen)題(ti)(ti)(ti)。 承攬(lan)塔城(cheng)機(ji)(ji)(ji)場(chang)(chang)跑道(dao)(dao)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)的(de)是(shi)新疆(jiang)(jiang)農墾建(jian)安(an)公(gong)司和(he)(he)(he)新疆(jiang)(jiang)機(ji)(ji)(ji)械(xie)化工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)公(gong)司。這兩家公(gong)司都(dou)有(you)一(yi)(yi)級(ji)(ji)施工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)質(zhi)(zhi)(zhi)(zhi),前者攬(lan)活后(hou)就(jiu)直(zhi)接分給了(le)(le)兩個(ge)二(er)級(ji)(ji)施工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)質(zhi)(zhi)(zhi)(zhi)單(dan)位(wei),并未認真履行總承包單(dan)位(wei)的(de)職責;而后(hou)者也將工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)分別轉包給福建(jian)省蒲(pu)田市(shi)市(shi)政(zheng)公(gong)司和(he)(he)(he)湖南省湘鄉市(shi)第三(san)建(jian)筑(zhu)公(gong)司。在(zai)(zai)1993年(nian)(nian)搶工(gong)(gong)(gong)(gong)(gong)(gong)期期間, 還使(shi)用了(le)(le)塔城(cheng)地(di)區(qu)(qu)(qu)建(jian)筑(zhu)公(gong)司等3個(ge)單(dan)位(wei)和(he)(he)(he)一(yi)(yi)個(ge)個(ge)體包工(gong)(gong)(gong)(gong)(gong)(gong)隊(dui)的(de)民工(gong)(gong)(gong)(gong)(gong)(gong),而上述直(zhi)接進行施工(gong)(gong)(gong)(gong)(gong)(gong)的(de)單(dan)位(wei)均不(bu)(bu)具備機(ji)(ji)(ji)場(chang)(chang)跑道(dao)(dao)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)施工(gong)(gong)(gong)(gong)(gong)(gong)的(de)資(zi)(zi)質(zhi)(zhi)(zhi)(zhi)。另外,這兩家公(gong)司都(dou)在(zai)(zai)施工(gong)(gong)(gong)(gong)(gong)(gong)中使(shi)用了(le)(le)不(bu)(bu)符合(he)質(zhi)(zhi)(zhi)(zhi)量(liang)標(biao)準的(de)建(jian)筑(zhu)材料(liao)。就(jiu)是(shi)這樣一(yi)(yi)個(ge)“豆腐渣”工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng),卻在(zai)(zai)1994年(nian)(nian)9月(yue)竣工(gong)(gong)(gong)(gong)(gong)(gong)后(hou),通過(guo)了(le)(le)由(you)施工(gong)(gong)(gong)(gong)(gong)(gong)企(qi)業(ye)自(zi)評(ping)的(de)質(zhi)(zhi)(zhi)(zhi)量(liang)等級(ji)(ji)合(he)格(ge),塔城(cheng)地(di)區(qu)(qu)(qu)質(zhi)(zhi)(zhi)(zhi)監站核定質(zhi)(zhi)(zhi)(zhi)量(liang)等級(ji)(ji)合(he)格(ge),1994年(nian)(nian)10月(yue)通過(guo)自(zi)治(zhi)區(qu)(qu)(qu)驗收,1994年(nian)(nian)11月(yue)通過(guo)國(guo)家驗收,質(zhi)(zhi)(zhi)(zhi)量(liang)等級(ji)(ji)均為合(he)格(ge)。工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)量(liang)責任事故(gu)發(fa)(fa)生后(hou),引起(qi)(qi)了(le)(le)自(zi)治(zhi)區(qu)(qu)(qu)黨委、政(zheng)府和(he)(he)(he)國(guo)家民航(hang)總局(ju)的(de)高度(du)重(zhong)視,并組成(cheng)聯(lian)合(he)調查(cha)(cha)組進行專(zhuan)題(ti)(ti)(ti)調查(cha)(cha),認定此項工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)屬(shu)于一(yi)(yi)級(ji)(ji)重(zhong)大質(zhi)(zhi)(zhi)(zhi)量(liang)事故(gu),隨后(hou)自(zi)治(zhi)區(qu)(qu)(qu)紀檢委對(dui)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)建(jian)設(she)項目指揮部有(you)關(guan)人(ren)員存(cun)在(zai)(zai)的(de)經(jing)濟問(wen)(wen)(wen)題(ti)(ti)(ti)進行了(le)(le)立(li)案調查(cha)(cha),并將涉及經(jing)濟犯罪的(de)4名有(you)關(guan)人(ren)員移(yi)交檢察(cha)機(ji)(ji)(ji)關(guan)。4名犯罪嫌疑人(ren)已被逮捕(bu),其中有(you)2名處(chu)級(ji)(ji)干(gan)部。
航空保安
2010年7月(yue)30日至8月(yue)1日,中國民(min)用航(hang)空(kong)(kong)新疆地(di)區管理局(簡稱(cheng)“民(min)航(hang)新疆管理局”)航(hang)空(kong)(kong)保安審(shen)計組根據審(shen)計工(gong)作計劃對塔(ta)城機(ji)場進行了航(hang)空(kong)(kong)保安后續審(shen)計。最終,塔(ta)城機(ji)場順利通過了航(hang)空(kong)(kong)保安后續審(shen)計。
民(min)航(hang)(hang)(hang)(hang)新疆管理局航(hang)(hang)(hang)(hang)空(kong)(kong)(kong)保(bao)(bao)安審(shen)(shen)(shen)(shen)計(ji)組通過文件查(cha)(cha)閱、現場(chang)觀察以及交流討論(lun)相結合的方法,對(dui)(dui)照塔(ta)城機(ji)(ji)場(chang)航(hang)(hang)(hang)(hang)空(kong)(kong)(kong)保(bao)(bao)安審(shen)(shen)(shen)(shen)計(ji)報告,對(dui)(dui)機(ji)(ji)場(chang)近一年(nian)來(lai)的整(zheng)(zheng)(zheng)改情況(kuang)進行(xing)了核查(cha)(cha)。通過對(dui)(dui)10條整(zheng)(zheng)(zheng)改項(xiang)目全面(mian)客觀的檢查(cha)(cha)和評估(gu),審(shen)(shen)(shen)(shen)計(ji)組最后一致認為(wei),塔(ta)城機(ji)(ji)場(chang)的航(hang)(hang)(hang)(hang)空(kong)(kong)(kong)保(bao)(bao)安審(shen)(shen)(shen)(shen)計(ji)整(zheng)(zheng)(zheng)改工作總(zong)體實施情況(kuang)良好,基本(ben)完(wan)成了審(shen)(shen)(shen)(shen)計(ji)報告提出的各項(xiang)整(zheng)(zheng)(zheng)改項(xiang)目,機(ji)(ji)場(chang)的航(hang)(hang)(hang)(hang)空(kong)(kong)(kong)保(bao)(bao)安整(zheng)(zheng)(zheng)體水平得(de)到了較大提升。依照《國(guo)家(jia)民(min)用(yong)航(hang)(hang)(hang)(hang)空(kong)(kong)(kong)安全保(bao)(bao)衛規劃》、《國(guo)家(jia)民(min)用(yong)航(hang)(hang)(hang)(hang)空(kong)(kong)(kong)保(bao)(bao)安審(shen)(shen)(shen)(shen)計(ji)規則》,審(shen)(shen)(shen)(shen)計(ji)組對(dui)(dui)塔(ta)城機(ji)(ji)場(chang)航(hang)(hang)(hang)(hang)空(kong)(kong)(kong)保(bao)(bao)安后續審(shen)(shen)(shen)(shen)計(ji)的結論(lun)定為(wei)“符合”。后續審(shen)(shen)(shen)(shen)計(ji)報告將由民(min)航(hang)(hang)(hang)(hang)新疆管理局審(shen)(shen)(shen)(shen)定批準后,向中國(guo)民(min)用(yong)航(hang)(hang)(hang)(hang)空(kong)(kong)(kong)局(Civil Aviation Administration of China,簡稱“民(min)航(hang)(hang)(hang)(hang)局”)上報審(shen)(shen)(shen)(shen)計(ji)結果,建議民(min)航(hang)(hang)(hang)(hang)局向塔(ta)城機(ji)(ji)場(chang)頒發通過航(hang)(hang)(hang)(hang)空(kong)(kong)(kong)保(bao)(bao)安審(shen)(shen)(shen)(shen)計(ji)的證(zheng)書和牌匾(bian)。
