硬件設施
塔城民航機場位于塔城市東,距市中心28.5公里。該機場飛行區級為3C,可起降ATR-72、新舟60、ERJ-145等中小型支線客機及波音737、空客A320等中型客機。
可起降ATR-72型以下客機(ji)。塔城(cheng)民航(hang)(hang)(hang)(hang)機(ji)場(chang)可起降波音737等(deng)中(zhong)型客機(ji),外(wai)運經(jing)巴克(ke)(ke)圖國家二級(ji)公路直通(tong)哈薩(sa)(sa)克(ke)(ke)斯(si)(si)坦謝米州(zhou)等(deng)地(di)(di),譽(yu)稱(cheng)(cheng)“中(zhong)亞(ya)商貿走廊”。南航(hang)(hang)(hang)(hang)新疆(jiang)公司執(zhi)行烏魯木齊(qi)—塔城(cheng)航(hang)(hang)(hang)(hang)班,每周4班。塔城(cheng)民航(hang)(hang)(hang)(hang)機(ji)場(chang)外(wai)運經(jing)巴克(ke)(ke)圖國家二級(ji)公路直通(tong)哈薩(sa)(sa)克(ke)(ke)斯(si)(si)坦謝米州(zhou)等(deng)地(di)(di),譽(yu)稱(cheng)(cheng)“中(zhong)亞(ya)商貿走廊”。
航空航線
烏(wu)魯(lu)木(mu)齊——塔城(cheng)航(hang)(hang)班往返航(hang)(hang)線由南方(fang)航(hang)(hang)空(kong)(kong)公司(si)(si)新疆公司(si)(si)執行(xing),每(mei)周4班,但是從2011年(nian)5月開始,南方(fang)航(hang)(hang)空(kong)(kong)公司(si)(si)旗下的ATR-72全面退出新疆市(shi)場,而南方(fang)航(hang)(hang)空(kong)(kong)公司(si)(si)也不(bu)再執行(xing)烏(wu)魯(lu)木(mu)齊——塔城(cheng)航(hang)(hang)班,改(gai)為(wei)由海南航(hang)(hang)空(kong)(kong)公司(si)(si)及旗下的天(tian)津航(hang)(hang)空(kong)(kong)公司(si)(si)執行(xing),機(ji)型也從原來的ATR-72渦漿支(zhi)線飛機(ji)改(gai)為(wei)ERJ-145噴氣(qi)式(shi)支(zhi)線客(ke)機(ji),每(mei)天(tian)一(yi)班。
機場事故
塔(ta)(ta)城(cheng)機(ji)(ji)場(chang)是(shi)(shi)新(xin)疆(jiang)“八五”期間(jian)重點建(jian)(jian)設(she)項(xiang)目之一,由(you)國(guo)家和(he)自(zi)(zi)治(zhi)區投資近(jin)8000萬元,1992年(nian)(nian)7月(yue)動(dong)工(gong)(gong)興建(jian)(jian)。跑(pao)道(dao)(dao)(dao)全長2400米、寬45米, 原(yuan)(yuan)(yuan)設(she)計(ji)起(qi)(qi)降機(ji)(ji)型(xing)為波音737噴氣式客(ke)機(ji)(ji)。機(ji)(ji)場(chang)正式通(tong)航(hang)(hang)至(zhi)1996年(nian)(nian)3月(yue)就(jiu)發現跑(pao)道(dao)(dao)(dao)有(you)(you)(you)質(zhi)量(liang)問(wen)題(ti)(ti),航(hang)(hang)班停飛。1997年(nian)(nian)10月(yue)勘察咨詢報告(gao)顯示,跑(pao)道(dao)(dao)(dao)表(biao)面(mian)存在(zai)混凝(ning)土表(biao)面(mian)起(qi)(qi)皮、剝落(luo)、孔洞(dong)、坑槽、網(wang)狀和(he)貫(guan)通(tong)裂縫等(deng)(deng)嚴重問(wen)題(ti)(ti)。以跑(pao)道(dao)(dao)(dao)坑洞(dong)為例,最大(da)的(de)(de)(de)(de)(de)(de)(de)一處(chu)直徑15厘(li)米,深度9厘(li)米,致(zhi)使(shi)原(yuan)(yuan)(yuan)設(she)計(ji)機(ji)(ji)型(xing)無法起(qi)(qi)降,只能(neng)起(qi)(qi)降螺旋式小型(xing)客(ke)機(ji)(ji)。報告(gao)分(fen)析(xi)認為,引起(qi)(qi)這些(xie)問(wen)題(ti)(ti)的(de)(de)(de)(de)(de)(de)(de)原(yuan)(yuan)(yuan)因主(zhu)要是(shi)(shi)施工(gong)(gong)質(zhi)量(liang)問(wen)題(ti)(ti)。 承攬塔(ta)(ta)城(cheng)機(ji)(ji)場(chang)跑(pao)道(dao)(dao)(dao)工(gong)(gong)程的(de)(de)(de)(de)(de)(de)(de)是(shi)(shi)新(xin)疆(jiang)農墾建(jian)(jian)安公(gong)(gong)(gong)司和(he)新(xin)疆(jiang)機(ji)(ji)械化工(gong)(gong)程公(gong)(gong)(gong)司。這兩(liang)(liang)家公(gong)(gong)(gong)司都(dou)有(you)(you)(you)一級(ji)(ji)施工(gong)(gong)資質(zhi),前者(zhe)攬活后(hou)就(jiu)直接(jie)分(fen)給了(le)兩(liang)(liang)個(ge)二級(ji)(ji)施工(gong)(gong)資質(zhi)單位,并未認真履行總(zong)承包(bao)(bao)單位的(de)(de)(de)(de)(de)(de)(de)職(zhi)責;而(er)后(hou)者(zhe)也(ye)將(jiang)工(gong)(gong)程分(fen)別轉(zhuan)包(bao)(bao)給福建(jian)(jian)省(sheng)蒲田(tian)市市政(zheng)公(gong)(gong)(gong)司和(he)湖南省(sheng)湘鄉市第三(san)建(jian)(jian)筑(zhu)公(gong)(gong)(gong)司。在(zai)1993年(nian)(nian)搶工(gong)(gong)期期間(jian), 還使(shi)用(yong)了(le)塔(ta)(ta)城(cheng)地區建(jian)(jian)筑(zhu)公(gong)(gong)(gong)司等(deng)(deng)3個(ge)單位和(he)一個(ge)個(ge)體包(bao)(bao)工(gong)(gong)隊的(de)(de)(de)(de)(de)(de)(de)民工(gong)(gong),而(er)上述直接(jie)進行施工(gong)(gong)的(de)(de)(de)(de)(de)(de)(de)單位均不具備(bei)機(ji)(ji)場(chang)跑(pao)道(dao)(dao)(dao)工(gong)(gong)程施工(gong)(gong)的(de)(de)(de)(de)(de)(de)(de)資質(zhi)。另外,這兩(liang)(liang)家公(gong)(gong)(gong)司都(dou)在(zai)施工(gong)(gong)中使(shi)用(yong)了(le)不符合(he)質(zhi)量(liang)標準的(de)(de)(de)(de)(de)(de)(de)建(jian)(jian)筑(zhu)材料。就(jiu)是(shi)(shi)這樣(yang)一個(ge)“豆腐渣”工(gong)(gong)程,卻在(zai)1994年(nian)(nian)9月(yue)竣(jun)工(gong)(gong)后(hou),通(tong)過了(le)由(you)施工(gong)(gong)企(qi)業(ye)自(zi)(zi)評(ping)的(de)(de)(de)(de)(de)(de)(de)質(zhi)量(liang)等(deng)(deng)級(ji)(ji)合(he)格(ge),塔(ta)(ta)城(cheng)地區質(zhi)監站核定(ding)質(zhi)量(liang)等(deng)(deng)級(ji)(ji)合(he)格(ge),1994年(nian)(nian)10月(yue)通(tong)過自(zi)(zi)治(zhi)區驗(yan)收(shou)(shou),1994年(nian)(nian)11月(yue)通(tong)過國(guo)家驗(yan)收(shou)(shou),質(zhi)量(liang)等(deng)(deng)級(ji)(ji)均為合(he)格(ge)。工(gong)(gong)程質(zhi)量(liang)責任事故(gu)(gu)發生后(hou),引起(qi)(qi)了(le)自(zi)(zi)治(zhi)區黨委、政(zheng)府(fu)和(he)國(guo)家民航(hang)(hang)總(zong)局的(de)(de)(de)(de)(de)(de)(de)高度重視(shi),并組成聯合(he)調查組進行專題(ti)(ti)調查,認定(ding)此(ci)項(xiang)工(gong)(gong)程屬于一級(ji)(ji)重大(da)質(zhi)量(liang)事故(gu)(gu),隨后(hou)自(zi)(zi)治(zhi)區紀(ji)檢(jian)委對工(gong)(gong)程建(jian)(jian)設(she)項(xiang)目指揮部(bu)有(you)(you)(you)關人員存在(zai)的(de)(de)(de)(de)(de)(de)(de)經濟問(wen)題(ti)(ti)進行了(le)立案調查,并將(jiang)涉(she)及經濟犯罪的(de)(de)(de)(de)(de)(de)(de)4名(ming)有(you)(you)(you)關人員移(yi)交檢(jian)察機(ji)(ji)關。4名(ming)犯罪嫌疑(yi)人已被(bei)逮捕,其中有(you)(you)(you)2名(ming)處(chu)級(ji)(ji)干部(bu)。
航空保安
2010年(nian)7月30日至8月1日,中國(guo)民用航(hang)空新疆地區管理(li)局(ju)(簡稱“民航(hang)新疆管理(li)局(ju)”)航(hang)空保(bao)安審計(ji)組根據(ju)審計(ji)工作計(ji)劃(hua)對塔(ta)城機場進行了航(hang)空保(bao)安后續(xu)審計(ji)。最終(zhong),塔(ta)城機場順(shun)利通(tong)過了航(hang)空保(bao)安后續(xu)審計(ji)。
民航(hang)(hang)(hang)新(xin)疆(jiang)管理局(ju)航(hang)(hang)(hang)空(kong)(kong)(kong)(kong)(kong)保(bao)(bao)(bao)安(an)(an)審(shen)(shen)計(ji)(ji)(ji)(ji)(ji)組通(tong)過文(wen)件查閱(yue)、現場(chang)(chang)觀(guan)察以及交流討論(lun)相結(jie)(jie)合的(de)(de)(de)(de)方法,對(dui)(dui)照塔(ta)城機(ji)(ji)場(chang)(chang)航(hang)(hang)(hang)空(kong)(kong)(kong)(kong)(kong)保(bao)(bao)(bao)安(an)(an)審(shen)(shen)計(ji)(ji)(ji)(ji)(ji)報(bao)告(gao),對(dui)(dui)機(ji)(ji)場(chang)(chang)近一(yi)年(nian)來的(de)(de)(de)(de)整改(gai)(gai)情(qing)況進行了核查。通(tong)過對(dui)(dui)10條整改(gai)(gai)項(xiang)目全面客(ke)觀(guan)的(de)(de)(de)(de)檢查和評估,審(shen)(shen)計(ji)(ji)(ji)(ji)(ji)組最后(hou)一(yi)致(zhi)認為,塔(ta)城機(ji)(ji)場(chang)(chang)的(de)(de)(de)(de)航(hang)(hang)(hang)空(kong)(kong)(kong)(kong)(kong)保(bao)(bao)(bao)安(an)(an)審(shen)(shen)計(ji)(ji)(ji)(ji)(ji)整改(gai)(gai)工作總體實施情(qing)況良好,基(ji)本完成了審(shen)(shen)計(ji)(ji)(ji)(ji)(ji)報(bao)告(gao)提出的(de)(de)(de)(de)各項(xiang)整改(gai)(gai)項(xiang)目,機(ji)(ji)場(chang)(chang)的(de)(de)(de)(de)航(hang)(hang)(hang)空(kong)(kong)(kong)(kong)(kong)保(bao)(bao)(bao)安(an)(an)整體水平得(de)到了較大提升(sheng)。依(yi)照《國(guo)家民用(yong)航(hang)(hang)(hang)空(kong)(kong)(kong)(kong)(kong)安(an)(an)全保(bao)(bao)(bao)衛規劃》、《國(guo)家民用(yong)航(hang)(hang)(hang)空(kong)(kong)(kong)(kong)(kong)保(bao)(bao)(bao)安(an)(an)審(shen)(shen)計(ji)(ji)(ji)(ji)(ji)規則》,審(shen)(shen)計(ji)(ji)(ji)(ji)(ji)組對(dui)(dui)塔(ta)城機(ji)(ji)場(chang)(chang)航(hang)(hang)(hang)空(kong)(kong)(kong)(kong)(kong)保(bao)(bao)(bao)安(an)(an)后(hou)續審(shen)(shen)計(ji)(ji)(ji)(ji)(ji)的(de)(de)(de)(de)結(jie)(jie)論(lun)定(ding)為“符合”。后(hou)續審(shen)(shen)計(ji)(ji)(ji)(ji)(ji)報(bao)告(gao)將(jiang)由(you)民航(hang)(hang)(hang)新(xin)疆(jiang)管理局(ju)審(shen)(shen)定(ding)批準后(hou),向(xiang)中(zhong)國(guo)民用(yong)航(hang)(hang)(hang)空(kong)(kong)(kong)(kong)(kong)局(ju)(Civil Aviation Administration of China,簡稱(cheng)“民航(hang)(hang)(hang)局(ju)”)上(shang)報(bao)審(shen)(shen)計(ji)(ji)(ji)(ji)(ji)結(jie)(jie)果,建議民航(hang)(hang)(hang)局(ju)向(xiang)塔(ta)城機(ji)(ji)場(chang)(chang)頒發通(tong)過航(hang)(hang)(hang)空(kong)(kong)(kong)(kong)(kong)保(bao)(bao)(bao)安(an)(an)審(shen)(shen)計(ji)(ji)(ji)(ji)(ji)的(de)(de)(de)(de)證書和牌匾。
