機場事故

塔城(cheng)機(ji)場是(shi)(shi)新(xin)疆“八五”期間重點(dian)建(jian)(jian)(jian)設(she)項目(mu)之一(yi),由(you)國家(jia)和(he)(he)自治(zhi)區(qu)投資近8000萬(wan)元,1992年7月動工(gong)(gong)(gong)(gong)(gong)興建(jian)(jian)(jian)。跑(pao)道(dao)(dao)全長2400米(mi)(mi)、寬(kuan)45米(mi)(mi), 原(yuan)設(she)計(ji)起(qi)降機(ji)型(xing)為波音737噴氣式客機(ji)。機(ji)場正式通(tong)(tong)(tong)航至1996年3月就發現跑(pao)道(dao)(dao)有質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)問(wen)題(ti),航班(ban)停飛。1997年10月勘察(cha)咨(zi)詢(xun)報告顯示,跑(pao)道(dao)(dao)表(biao)面存在(zai)(zai)混凝土表(biao)面起(qi)皮、剝落、孔洞、坑槽、網狀(zhuang)和(he)(he)貫(guan)通(tong)(tong)(tong)裂縫等嚴重問(wen)題(ti)。以(yi)跑(pao)道(dao)(dao)坑洞為例,最大的(de)(de)(de)一(yi)處直(zhi)(zhi)徑(jing)15厘(li)米(mi)(mi),深(shen)度9厘(li)米(mi)(mi),致使原(yuan)設(she)計(ji)機(ji)型(xing)無法(fa)起(qi)降,只(zhi)能起(qi)降螺(luo)旋式小型(xing)客機(ji)。報告分(fen)(fen)析(xi)認為,引(yin)起(qi)這(zhe)些(xie)問(wen)題(ti)的(de)(de)(de)原(yuan)因(yin)主要是(shi)(shi)施工(gong)(gong)(gong)(gong)(gong)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)問(wen)題(ti)。 承攬塔城(cheng)機(ji)場跑(pao)道(dao)(dao)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)的(de)(de)(de)是(shi)(shi)新(xin)疆農墾(ken)建(jian)(jian)(jian)安公(gong)司(si)和(he)(he)新(xin)疆機(ji)械化工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)公(gong)司(si)。這(zhe)兩家(jia)公(gong)司(si)都有一(yi)級(ji)(ji)施工(gong)(gong)(gong)(gong)(gong)資質(zhi)(zhi)(zhi)(zhi),前者攬活后就直(zhi)(zhi)接分(fen)(fen)給了(le)(le)兩個(ge)二級(ji)(ji)施工(gong)(gong)(gong)(gong)(gong)資質(zhi)(zhi)(zhi)(zhi)單(dan)(dan)(dan)位,并(bing)未認真履行總(zong)承包單(dan)(dan)(dan)位的(de)(de)(de)職責(ze);而后者也將(jiang)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)分(fen)(fen)別轉(zhuan)包給福(fu)建(jian)(jian)(jian)省蒲(pu)田市(shi)市(shi)政公(gong)司(si)和(he)(he)湖南省湘鄉市(shi)第三建(jian)(jian)(jian)筑(zhu)公(gong)司(si)。在(zai)(zai)1993年搶工(gong)(gong)(gong)(gong)(gong)期期間, 還使用(yong)了(le)(le)塔城(cheng)地區(qu)建(jian)(jian)(jian)筑(zhu)公(gong)司(si)等3個(ge)單(dan)(dan)(dan)位和(he)(he)一(yi)個(ge)個(ge)體包工(gong)(gong)(gong)(gong)(gong)隊的(de)(de)(de)民(min)工(gong)(gong)(gong)(gong)(gong),而上(shang)述直(zhi)(zhi)接進行施工(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)單(dan)(dan)(dan)位均(jun)不具備(bei)機(ji)場跑(pao)道(dao)(dao)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)施工(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)資質(zhi)(zhi)(zhi)(zhi)。另外,這(zhe)兩家(jia)公(gong)司(si)都在(zai)(zai)施工(gong)(gong)(gong)(gong)(gong)中使用(yong)了(le)(le)不符合質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)標準的(de)(de)(de)建(jian)(jian)(jian)筑(zhu)材料(liao)。就是(shi)(shi)這(zhe)樣一(yi)個(ge)“豆腐(fu)渣”工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng),卻在(zai)(zai)1994年9月竣工(gong)(gong)(gong)(gong)(gong)后,通(tong)(tong)(tong)過(guo)了(le)(le)由(you)施工(gong)(gong)(gong)(gong)(gong)企業自評的(de)(de)(de)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)等級(ji)(ji)合格(ge),塔城(cheng)地區(qu)質(zhi)(zhi)(zhi)(zhi)監站核定(ding)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)等級(ji)(ji)合格(ge),1994年10月通(tong)(tong)(tong)過(guo)自治(zhi)區(qu)驗收,1994年11月通(tong)(tong)(tong)過(guo)國家(jia)驗收,質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)等級(ji)(ji)均(jun)為合格(ge)。工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)責(ze)任事故(gu)發生后,引(yin)起(qi)了(le)(le)自治(zhi)區(qu)黨委、政府和(he)(he)國家(jia)民(min)航總(zong)局的(de)(de)(de)高度重視,并(bing)組(zu)(zu)成聯合調查組(zu)(zu)進行專題(ti)調查,認定(ding)此項工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)屬于一(yi)級(ji)(ji)重大質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)事故(gu),隨后自治(zhi)區(qu)紀檢委對工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)建(jian)(jian)(jian)設(she)項目(mu)指揮部有關人(ren)員存在(zai)(zai)的(de)(de)(de)經濟(ji)(ji)問(wen)題(ti)進行了(le)(le)立案調查,并(bing)將(jiang)涉及(ji)經濟(ji)(ji)犯罪(zui)的(de)(de)(de)4名有關人(ren)員移交檢察(cha)機(ji)關。4名犯罪(zui)嫌(xian)疑(yi)人(ren)已被逮(dai)捕,其中有2名處級(ji)(ji)干部。

航空保安

2010年7月30日至8月1日,中國民(min)用航(hang)空新(xin)疆地區管理局(簡稱(cheng)“民(min)航(hang)新(xin)疆管理局”)航(hang)空保安(an)審(shen)計組根據審(shen)計工作計劃對(dui)塔(ta)城機場進行了(le)航(hang)空保安(an)后(hou)續審(shen)計。最終,塔(ta)城機場順(shun)利(li)通過了(le)航(hang)空保安(an)后(hou)續審(shen)計。

民(min)航(hang)(hang)(hang)新疆管(guan)理局(ju)航(hang)(hang)(hang)空(kong)(kong)保安(an)(an)審(shen)計(ji)(ji)(ji)(ji)(ji)(ji)組通(tong)過文件(jian)查閱、現場(chang)(chang)觀察以及交流(liu)討論相結合的(de)(de)方法(fa),對(dui)照塔(ta)城機(ji)(ji)場(chang)(chang)航(hang)(hang)(hang)空(kong)(kong)保安(an)(an)審(shen)計(ji)(ji)(ji)(ji)(ji)(ji)報(bao)告(gao),對(dui)機(ji)(ji)場(chang)(chang)近(jin)一(yi)(yi)年來(lai)的(de)(de)整改(gai)情(qing)況進(jin)行了核(he)查。通(tong)過對(dui)10條整改(gai)項目全(quan)面(mian)客觀的(de)(de)檢查和(he)評估,審(shen)計(ji)(ji)(ji)(ji)(ji)(ji)組最后一(yi)(yi)致認(ren)為,塔(ta)城機(ji)(ji)場(chang)(chang)的(de)(de)航(hang)(hang)(hang)空(kong)(kong)保安(an)(an)審(shen)計(ji)(ji)(ji)(ji)(ji)(ji)整改(gai)工(gong)作總(zong)體實(shi)施情(qing)況良好,基本完成(cheng)了審(shen)計(ji)(ji)(ji)(ji)(ji)(ji)報(bao)告(gao)提(ti)出的(de)(de)各項整改(gai)項目,機(ji)(ji)場(chang)(chang)的(de)(de)航(hang)(hang)(hang)空(kong)(kong)保安(an)(an)整體水平得到了較(jiao)大提(ti)升。依照《國家民(min)用(yong)航(hang)(hang)(hang)空(kong)(kong)安(an)(an)全(quan)保衛規劃(hua)》、《國家民(min)用(yong)航(hang)(hang)(hang)空(kong)(kong)保安(an)(an)審(shen)計(ji)(ji)(ji)(ji)(ji)(ji)規則》,審(shen)計(ji)(ji)(ji)(ji)(ji)(ji)組對(dui)塔(ta)城機(ji)(ji)場(chang)(chang)航(hang)(hang)(hang)空(kong)(kong)保安(an)(an)后續審(shen)計(ji)(ji)(ji)(ji)(ji)(ji)的(de)(de)結論定(ding)為“符合”。后續審(shen)計(ji)(ji)(ji)(ji)(ji)(ji)報(bao)告(gao)將由民(min)航(hang)(hang)(hang)新疆管(guan)理局(ju)審(shen)定(ding)批準(zhun)后,向中國民(min)用(yong)航(hang)(hang)(hang)空(kong)(kong)局(ju)(Civil Aviation Administration of China,簡稱“民(min)航(hang)(hang)(hang)局(ju)”)上報(bao)審(shen)計(ji)(ji)(ji)(ji)(ji)(ji)結果,建議民(min)航(hang)(hang)(hang)局(ju)向塔(ta)城機(ji)(ji)場(chang)(chang)頒發通(tong)過航(hang)(hang)(hang)空(kong)(kong)保安(an)(an)審(shen)計(ji)(ji)(ji)(ji)(ji)(ji)的(de)(de)證書(shu)和(he)牌匾(bian)。
