硬件設施
塔城民航機場位于塔城市東,距市中心28.5公里。該機場飛行區級為3C,可起降ATR-72、新舟60、ERJ-145等中小型支線客機及波音737、空客A320等中型客機。
可起降(jiang)ATR-72型以下客機(ji)。塔城(cheng)民航(hang)(hang)機(ji)場可起降(jiang)波音737等中型客機(ji),外運經巴克圖國(guo)家(jia)二(er)級公路直通哈薩(sa)克斯坦謝(xie)(xie)米州(zhou)等地,譽稱“中亞商貿(mao)走廊(lang)”。南(nan)航(hang)(hang)新疆(jiang)公司(si)執行烏魯(lu)木齊—塔城(cheng)航(hang)(hang)班(ban),每周(zhou)4班(ban)。塔城(cheng)民航(hang)(hang)機(ji)場外運經巴克圖國(guo)家(jia)二(er)級公路直通哈薩(sa)克斯坦謝(xie)(xie)米州(zhou)等地,譽稱“中亞商貿(mao)走廊(lang)”。
航空航線
烏魯木齊(qi)——塔(ta)(ta)城航班(ban)往返航線(xian)(xian)由南(nan)方(fang)航空(kong)(kong)公(gong)(gong)司(si)(si)新疆公(gong)(gong)司(si)(si)執行(xing),每(mei)周4班(ban),但是(shi)從(cong)2011年5月開始,南(nan)方(fang)航空(kong)(kong)公(gong)(gong)司(si)(si)旗下的ATR-72全面退出新疆市場,而南(nan)方(fang)航空(kong)(kong)公(gong)(gong)司(si)(si)也不(bu)再執行(xing)烏魯木齊(qi)——塔(ta)(ta)城航班(ban),改(gai)為由海南(nan)航空(kong)(kong)公(gong)(gong)司(si)(si)及(ji)旗下的天(tian)津(jin)航空(kong)(kong)公(gong)(gong)司(si)(si)執行(xing),機(ji)型也從(cong)原來的ATR-72渦漿支(zhi)線(xian)(xian)飛機(ji)改(gai)為ERJ-145噴氣式支(zhi)線(xian)(xian)客(ke)機(ji),每(mei)天(tian)一班(ban)。
機場事故
塔(ta)城(cheng)機(ji)(ji)(ji)場是新疆“八五(wu)”期(qi)間重(zhong)(zhong)點建(jian)(jian)設(she)項(xiang)目之一(yi)(yi),由國家和(he)(he)自(zi)(zi)治(zhi)區(qu)(qu)(qu)投資近8000萬元,1992年(nian)7月(yue)(yue)動工(gong)(gong)(gong)(gong)(gong)(gong)興(xing)建(jian)(jian)。跑(pao)(pao)道(dao)全長2400米、寬45米, 原(yuan)(yuan)設(she)計(ji)(ji)起(qi)(qi)降(jiang)機(ji)(ji)(ji)型為(wei)波(bo)音737噴氣式(shi)客機(ji)(ji)(ji)。機(ji)(ji)(ji)場正式(shi)通(tong)航至(zhi)1996年(nian)3月(yue)(yue)就發(fa)現跑(pao)(pao)道(dao)有(you)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)問題(ti),航班(ban)停(ting)飛。1997年(nian)10月(yue)(yue)勘察咨(zi)詢(xun)報(bao)告(gao)顯(xian)示(shi),跑(pao)(pao)道(dao)表面存在(zai)混凝(ning)土表面起(qi)(qi)皮、剝落、孔洞、坑槽(cao)、網(wang)狀和(he)(he)貫通(tong)裂縫(feng)等嚴(yan)重(zhong)(zhong)問題(ti)。以跑(pao)(pao)道(dao)坑洞為(wei)例,最大的(de)(de)(de)(de)一(yi)(yi)處(chu)直徑15厘米,深度(du)9厘米,致(zhi)使(shi)原(yuan)(yuan)設(she)計(ji)(ji)機(ji)(ji)(ji)型無(wu)法起(qi)(qi)降(jiang),只(zhi)能起(qi)(qi)降(jiang)螺旋(xuan)式(shi)小型客機(ji)(ji)(ji)。報(bao)告(gao)分析認為(wei),引(yin)起(qi)(qi)這(zhe)些問題(ti)的(de)(de)(de)(de)原(yuan)(yuan)因(yin)主要是施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)問題(ti)。 承攬塔(ta)城(cheng)機(ji)(ji)(ji)場跑(pao)(pao)道(dao)工(gong)(gong)(gong)(gong)(gong)(gong)程的(de)(de)(de)(de)是新疆農墾建(jian)(jian)安公(gong)司(si)(si)(si)(si)和(he)(he)新疆機(ji)(ji)(ji)械化工(gong)(gong)(gong)(gong)(gong)(gong)程公(gong)司(si)(si)(si)(si)。這(zhe)兩家公(gong)司(si)(si)(si)(si)都有(you)一(yi)(yi)級(ji)施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)資質(zhi)(zhi)(zhi)(zhi),前者(zhe)攬活(huo)后(hou)就直接(jie)分給了(le)兩個(ge)(ge)二級(ji)施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)資質(zhi)(zhi)(zhi)(zhi)單(dan)位,并(bing)未認真履行總(zong)承包(bao)單(dan)位的(de)(de)(de)(de)職責(ze);而后(hou)者(zhe)也將工(gong)(gong)(gong)(gong)(gong)(gong)程分別轉(zhuan)包(bao)給福建(jian)(jian)省蒲田市市政(zheng)公(gong)司(si)(si)(si)(si)和(he)(he)湖南(nan)省湘鄉市第三(san)建(jian)(jian)筑(zhu)公(gong)司(si)(si)(si)(si)。在(zai)1993年(nian)搶工(gong)(gong)(gong)(gong)(gong)(gong)期(qi)期(qi)間, 還使(shi)用(yong)了(le)塔(ta)城(cheng)地區(qu)(qu)(qu)建(jian)(jian)筑(zhu)公(gong)司(si)(si)(si)(si)等3個(ge)(ge)單(dan)位和(he)(he)一(yi)(yi)個(ge)(ge)個(ge)(ge)體(ti)包(bao)工(gong)(gong)(gong)(gong)(gong)(gong)隊的(de)(de)(de)(de)民(min)工(gong)(gong)(gong)(gong)(gong)(gong),而上述直接(jie)進行施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)(de)單(dan)位均不(bu)具備機(ji)(ji)(ji)場跑(pao)(pao)道(dao)工(gong)(gong)(gong)(gong)(gong)(gong)程施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)(de)資質(zhi)(zhi)(zhi)(zhi)。另外,這(zhe)兩家公(gong)司(si)(si)(si)(si)都在(zai)施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)中(zhong)使(shi)用(yong)了(le)不(bu)符合(he)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)標準的(de)(de)(de)(de)建(jian)(jian)筑(zhu)材料。就是這(zhe)樣一(yi)(yi)個(ge)(ge)“豆腐渣”工(gong)(gong)(gong)(gong)(gong)(gong)程,卻在(zai)1994年(nian)9月(yue)(yue)竣工(gong)(gong)(gong)(gong)(gong)(gong)后(hou),通(tong)過了(le)由施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)企業自(zi)(zi)評的(de)(de)(de)(de)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)等級(ji)合(he)格,塔(ta)城(cheng)地區(qu)(qu)(qu)質(zhi)(zhi)(zhi)(zhi)監站核定(ding)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)等級(ji)合(he)格,1994年(nian)10月(yue)(yue)通(tong)過自(zi)(zi)治(zhi)區(qu)(qu)(qu)驗收(shou),1994年(nian)11月(yue)(yue)通(tong)過國家驗收(shou),質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)等級(ji)均為(wei)合(he)格。工(gong)(gong)(gong)(gong)(gong)(gong)程質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)責(ze)任事故發(fa)生后(hou),引(yin)起(qi)(qi)了(le)自(zi)(zi)治(zhi)區(qu)(qu)(qu)黨委(wei)、政(zheng)府和(he)(he)國家民(min)航總(zong)局的(de)(de)(de)(de)高度(du)重(zhong)(zhong)視,并(bing)組成聯合(he)調查組進行專題(ti)調查,認定(ding)此項(xiang)工(gong)(gong)(gong)(gong)(gong)(gong)程屬于一(yi)(yi)級(ji)重(zhong)(zhong)大質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)事故,隨(sui)后(hou)自(zi)(zi)治(zhi)區(qu)(qu)(qu)紀(ji)檢委(wei)對工(gong)(gong)(gong)(gong)(gong)(gong)程建(jian)(jian)設(she)項(xiang)目指揮部(bu)有(you)關人(ren)員存在(zai)的(de)(de)(de)(de)經濟(ji)問題(ti)進行了(le)立案(an)調查,并(bing)將涉(she)及經濟(ji)犯(fan)(fan)罪的(de)(de)(de)(de)4名有(you)關人(ren)員移交檢察機(ji)(ji)(ji)關。4名犯(fan)(fan)罪嫌疑人(ren)已被(bei)逮捕(bu),其中(zhong)有(you)2名處(chu)級(ji)干部(bu)。
航空保安
2010年7月30日至8月1日,中(zhong)國(guo)民用航(hang)(hang)(hang)空新(xin)(xin)疆(jiang)地區管理局(ju)(簡稱“民航(hang)(hang)(hang)新(xin)(xin)疆(jiang)管理局(ju)”)航(hang)(hang)(hang)空保(bao)安審(shen)計組(zu)根據審(shen)計工作(zuo)計劃對塔(ta)城(cheng)機(ji)場進行了(le)航(hang)(hang)(hang)空保(bao)安后續審(shen)計。最(zui)終,塔(ta)城(cheng)機(ji)場順利通過了(le)航(hang)(hang)(hang)空保(bao)安后續審(shen)計。
民(min)航(hang)新疆(jiang)管理局(ju)航(hang)空(kong)(kong)(kong)保(bao)(bao)安(an)審(shen)(shen)(shen)(shen)計(ji)(ji)組通過(guo)文件查閱、現(xian)場(chang)(chang)(chang)(chang)觀察以及(ji)交流討(tao)論相結(jie)合(he)的(de)(de)方法,對(dui)照塔(ta)城(cheng)機場(chang)(chang)(chang)(chang)航(hang)空(kong)(kong)(kong)保(bao)(bao)安(an)審(shen)(shen)(shen)(shen)計(ji)(ji)報告(gao),對(dui)機場(chang)(chang)(chang)(chang)近一年來的(de)(de)整(zheng)改(gai)情(qing)況進行了核查。通過(guo)對(dui)10條整(zheng)改(gai)項(xiang)(xiang)目(mu)全(quan)面客觀的(de)(de)檢查和(he)評(ping)估,審(shen)(shen)(shen)(shen)計(ji)(ji)組最后一致認為(wei),塔(ta)城(cheng)機場(chang)(chang)(chang)(chang)的(de)(de)航(hang)空(kong)(kong)(kong)保(bao)(bao)安(an)審(shen)(shen)(shen)(shen)計(ji)(ji)整(zheng)改(gai)工作總體實(shi)施情(qing)況良好,基本完成了審(shen)(shen)(shen)(shen)計(ji)(ji)報告(gao)提出(chu)的(de)(de)各項(xiang)(xiang)整(zheng)改(gai)項(xiang)(xiang)目(mu),機場(chang)(chang)(chang)(chang)的(de)(de)航(hang)空(kong)(kong)(kong)保(bao)(bao)安(an)整(zheng)體水平得到了較大提升。依照《國(guo)家民(min)用(yong)(yong)航(hang)空(kong)(kong)(kong)安(an)全(quan)保(bao)(bao)衛(wei)規劃》、《國(guo)家民(min)用(yong)(yong)航(hang)空(kong)(kong)(kong)保(bao)(bao)安(an)審(shen)(shen)(shen)(shen)計(ji)(ji)規則》,審(shen)(shen)(shen)(shen)計(ji)(ji)組對(dui)塔(ta)城(cheng)機場(chang)(chang)(chang)(chang)航(hang)空(kong)(kong)(kong)保(bao)(bao)安(an)后續(xu)審(shen)(shen)(shen)(shen)計(ji)(ji)的(de)(de)結(jie)論定(ding)為(wei)“符(fu)合(he)”。后續(xu)審(shen)(shen)(shen)(shen)計(ji)(ji)報告(gao)將(jiang)由民(min)航(hang)新疆(jiang)管理局(ju)審(shen)(shen)(shen)(shen)定(ding)批準(zhun)后,向中(zhong)國(guo)民(min)用(yong)(yong)航(hang)空(kong)(kong)(kong)局(ju)(Civil Aviation Administration of China,簡稱“民(min)航(hang)局(ju)”)上報審(shen)(shen)(shen)(shen)計(ji)(ji)結(jie)果,建(jian)議民(min)航(hang)局(ju)向塔(ta)城(cheng)機場(chang)(chang)(chang)(chang)頒(ban)發通過(guo)航(hang)空(kong)(kong)(kong)保(bao)(bao)安(an)審(shen)(shen)(shen)(shen)計(ji)(ji)的(de)(de)證(zheng)書和(he)牌匾(bian)。
