烏(wu)(wu)魯木齊——塔城航(hang)班往返(fan)航(hang)線(xian)由南(nan)方航(hang)空公(gong)司(si)(si)新疆(jiang)公(gong)司(si)(si)執行(xing),每周4班,但是(shi)從(cong)2011年5月開始(shi),南(nan)方航(hang)空公(gong)司(si)(si)旗下的ATR-72全面(mian)退出新疆(jiang)市場,而南(nan)方航(hang)空公(gong)司(si)(si)也(ye)不再執行(xing)烏(wu)(wu)魯木齊——塔城航(hang)班,改為由海南(nan)航(hang)空公(gong)司(si)(si)及旗下的天津航(hang)空公(gong)司(si)(si)執行(xing),機型也(ye)從(cong)原來的ATR-72渦漿支(zhi)線(xian)飛(fei)機改為ERJ-145噴氣式支(zhi)線(xian)客(ke)機,每天一班。

機場事故

塔(ta)城(cheng)(cheng)(cheng)機(ji)(ji)(ji)場是(shi)(shi)(shi)新(xin)疆(jiang)“八五(wu)”期間重(zhong)點建(jian)(jian)設項(xiang)目之一,由(you)國家和(he)自(zi)(zi)治(zhi)區(qu)投資(zi)近(jin)8000萬元(yuan),1992年(nian)(nian)(nian)(nian)7月(yue)動工(gong)(gong)(gong)興建(jian)(jian)。跑(pao)(pao)道(dao)(dao)全長(chang)2400米(mi)、寬45米(mi), 原設計起降機(ji)(ji)(ji)型(xing)為(wei)(wei)波(bo)音(yin)737噴氣(qi)式客(ke)機(ji)(ji)(ji)。機(ji)(ji)(ji)場正式通(tong)(tong)航(hang)至(zhi)1996年(nian)(nian)(nian)(nian)3月(yue)就發現跑(pao)(pao)道(dao)(dao)有質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)問題(ti),航(hang)班停(ting)飛。1997年(nian)(nian)(nian)(nian)10月(yue)勘察咨詢報告(gao)顯示,跑(pao)(pao)道(dao)(dao)表面存在(zai)混凝土表面起皮、剝落、孔(kong)洞、坑槽、網狀和(he)貫通(tong)(tong)裂縫等(deng)(deng)嚴重(zhong)問題(ti)。以跑(pao)(pao)道(dao)(dao)坑洞為(wei)(wei)例,最大的(de)(de)(de)(de)一處(chu)直(zhi)徑15厘米(mi),深度9厘米(mi),致使(shi)原設計機(ji)(ji)(ji)型(xing)無法起降,只(zhi)能起降螺旋式小型(xing)客(ke)機(ji)(ji)(ji)。報告(gao)分(fen)(fen)析認(ren)為(wei)(wei),引起這(zhe)些問題(ti)的(de)(de)(de)(de)原因主要是(shi)(shi)(shi)施工(gong)(gong)(gong)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)問題(ti)。 承攬塔(ta)城(cheng)(cheng)(cheng)機(ji)(ji)(ji)場跑(pao)(pao)道(dao)(dao)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)的(de)(de)(de)(de)是(shi)(shi)(shi)新(xin)疆(jiang)農墾建(jian)(jian)安公(gong)司(si)和(he)新(xin)疆(jiang)機(ji)(ji)(ji)械化工(gong)(gong)(gong)程(cheng)(cheng)(cheng)公(gong)司(si)。這(zhe)兩家公(gong)司(si)都(dou)有一級(ji)施工(gong)(gong)(gong)資(zi)質(zhi)(zhi)(zhi)(zhi),前(qian)者(zhe)攬活后就直(zhi)接分(fen)(fen)給了兩個(ge)二級(ji)施工(gong)(gong)(gong)資(zi)質(zhi)(zhi)(zhi)(zhi)單(dan)位(wei),并未(wei)認(ren)真履行(xing)總(zong)承包(bao)單(dan)位(wei)的(de)(de)(de)(de)職責(ze);而后者(zhe)也將(jiang)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)分(fen)(fen)別(bie)轉包(bao)給福建(jian)(jian)省蒲田市(shi)市(shi)政公(gong)司(si)和(he)湖(hu)南省湘鄉市(shi)第(di)三建(jian)(jian)筑公(gong)司(si)。在(zai)1993年(nian)(nian)(nian)(nian)搶工(gong)(gong)(gong)期期間, 還使(shi)用(yong)了塔(ta)城(cheng)(cheng)(cheng)地區(qu)建(jian)(jian)筑公(gong)司(si)等(deng)(deng)3個(ge)單(dan)位(wei)和(he)一個(ge)個(ge)體包(bao)工(gong)(gong)(gong)隊的(de)(de)(de)(de)民工(gong)(gong)(gong),而上述(shu)直(zhi)接進行(xing)施工(gong)(gong)(gong)的(de)(de)(de)(de)單(dan)位(wei)均不具備機(ji)(ji)(ji)場跑(pao)(pao)道(dao)(dao)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)施工(gong)(gong)(gong)的(de)(de)(de)(de)資(zi)質(zhi)(zhi)(zhi)(zhi)。另(ling)外,這(zhe)兩家公(gong)司(si)都(dou)在(zai)施工(gong)(gong)(gong)中使(shi)用(yong)了不符合質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)標準的(de)(de)(de)(de)建(jian)(jian)筑材料。就是(shi)(shi)(shi)這(zhe)樣一個(ge)“豆腐(fu)渣”工(gong)(gong)(gong)程(cheng)(cheng)(cheng),卻在(zai)1994年(nian)(nian)(nian)(nian)9月(yue)竣工(gong)(gong)(gong)后,通(tong)(tong)過(guo)了由(you)施工(gong)(gong)(gong)企業自(zi)(zi)評(ping)的(de)(de)(de)(de)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)等(deng)(deng)級(ji)合格(ge),塔(ta)城(cheng)(cheng)(cheng)地區(qu)質(zhi)(zhi)(zhi)(zhi)監(jian)站核定(ding)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)等(deng)(deng)級(ji)合格(ge),1994年(nian)(nian)(nian)(nian)10月(yue)通(tong)(tong)過(guo)自(zi)(zi)治(zhi)區(qu)驗收(shou),1994年(nian)(nian)(nian)(nian)11月(yue)通(tong)(tong)過(guo)國家驗收(shou),質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)等(deng)(deng)級(ji)均為(wei)(wei)合格(ge)。工(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)責(ze)任事(shi)故(gu)發生后,引起了自(zi)(zi)治(zhi)區(qu)黨委、政府和(he)國家民航(hang)總(zong)局(ju)的(de)(de)(de)(de)高度重(zhong)視,并組(zu)(zu)成聯合調(diao)(diao)查(cha)組(zu)(zu)進行(xing)專題(ti)調(diao)(diao)查(cha),認(ren)定(ding)此項(xiang)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)屬(shu)于一級(ji)重(zhong)大質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)事(shi)故(gu),隨后自(zi)(zi)治(zhi)區(qu)紀檢(jian)委對(dui)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)建(jian)(jian)設項(xiang)目指揮部有關人(ren)員存在(zai)的(de)(de)(de)(de)經(jing)濟問題(ti)進行(xing)了立(li)案(an)調(diao)(diao)查(cha),并將(jiang)涉及經(jing)濟犯(fan)罪(zui)的(de)(de)(de)(de)4名有關人(ren)員移交檢(jian)察機(ji)(ji)(ji)關。4名犯(fan)罪(zui)嫌(xian)疑人(ren)已(yi)被逮捕,其(qi)中有2名處(chu)級(ji)干部。

航空保安

2010年7月30日至8月1日,中國民用(yong)航(hang)(hang)空新疆(jiang)地(di)區管理局(ju)(ju)(簡(jian)稱“民航(hang)(hang)新疆(jiang)管理局(ju)(ju)”)航(hang)(hang)空保(bao)(bao)安審(shen)(shen)計組根(gen)據審(shen)(shen)計工作計劃(hua)對(dui)塔城(cheng)機場(chang)進行了航(hang)(hang)空保(bao)(bao)安后(hou)續審(shen)(shen)計。最終,塔城(cheng)機場(chang)順利通過了航(hang)(hang)空保(bao)(bao)安后(hou)續審(shen)(shen)計。

民航(hang)(hang)新疆管(guan)理局(ju)(ju)航(hang)(hang)空(kong)(kong)保(bao)(bao)安(an)(an)(an)(an)審(shen)(shen)(shen)計(ji)組(zu)通過(guo)文件查(cha)(cha)閱、現(xian)場(chang)(chang)(chang)觀察(cha)以及交流(liu)討(tao)論相結(jie)合的(de)方法,對照塔(ta)(ta)城機(ji)場(chang)(chang)(chang)航(hang)(hang)空(kong)(kong)保(bao)(bao)安(an)(an)(an)(an)審(shen)(shen)(shen)計(ji)報告,對機(ji)場(chang)(chang)(chang)近一(yi)年來的(de)整(zheng)(zheng)改(gai)(gai)(gai)情況(kuang)進行了核查(cha)(cha)。通過(guo)對10條整(zheng)(zheng)改(gai)(gai)(gai)項目全(quan)面客觀的(de)檢查(cha)(cha)和評(ping)估,審(shen)(shen)(shen)計(ji)組(zu)最(zui)后(hou)(hou)(hou)一(yi)致(zhi)認為,塔(ta)(ta)城機(ji)場(chang)(chang)(chang)的(de)航(hang)(hang)空(kong)(kong)保(bao)(bao)安(an)(an)(an)(an)審(shen)(shen)(shen)計(ji)整(zheng)(zheng)改(gai)(gai)(gai)工作總(zong)體(ti)實施情況(kuang)良好,基本完成了審(shen)(shen)(shen)計(ji)報告提出的(de)各項整(zheng)(zheng)改(gai)(gai)(gai)項目,機(ji)場(chang)(chang)(chang)的(de)航(hang)(hang)空(kong)(kong)保(bao)(bao)安(an)(an)(an)(an)整(zheng)(zheng)體(ti)水(shui)平得到了較大(da)提升。依照《國(guo)家民用航(hang)(hang)空(kong)(kong)安(an)(an)(an)(an)全(quan)保(bao)(bao)衛規劃》、《國(guo)家民用航(hang)(hang)空(kong)(kong)保(bao)(bao)安(an)(an)(an)(an)審(shen)(shen)(shen)計(ji)規則》,審(shen)(shen)(shen)計(ji)組(zu)對塔(ta)(ta)城機(ji)場(chang)(chang)(chang)航(hang)(hang)空(kong)(kong)保(bao)(bao)安(an)(an)(an)(an)后(hou)(hou)(hou)續審(shen)(shen)(shen)計(ji)的(de)結(jie)論定(ding)為“符(fu)合”。后(hou)(hou)(hou)續審(shen)(shen)(shen)計(ji)報告將由(you)民航(hang)(hang)新疆管(guan)理局(ju)(ju)審(shen)(shen)(shen)定(ding)批準后(hou)(hou)(hou),向中(zhong)國(guo)民用航(hang)(hang)空(kong)(kong)局(ju)(ju)(Civil Aviation Administration of China,簡稱“民航(hang)(hang)局(ju)(ju)”)上報審(shen)(shen)(shen)計(ji)結(jie)果,建(jian)議民航(hang)(hang)局(ju)(ju)向塔(ta)(ta)城機(ji)場(chang)(chang)(chang)頒發通過(guo)航(hang)(hang)空(kong)(kong)保(bao)(bao)安(an)(an)(an)(an)審(shen)(shen)(shen)計(ji)的(de)證書和牌匾。
