糯(nuo)扎(zha)渡電(dian)(dian)(dian)(dian)站(zhan)位于瀾滄江下(xia)游(you)普洱市思(si)茅區(qu)和瀾滄縣交界處,是(shi)瀾滄江下(xia)游(you)水電(dian)(dian)(dian)(dian)核心工(gong)程(cheng),也(ye)是(shi)實施云(yun)電(dian)(dian)(dian)(dian)外(wai)送的(de)(de)主要電(dian)(dian)(dian)(dian)源點。電(dian)(dian)(dian)(dian)站(zhan)樞紐為心墻(qiang)堆石壩(ba)、左岸溢洪(hong)道(dao)、左岸引(yin)水發(fa)電(dian)(dian)(dian)(dian)系統等組成。糯(nuo)扎(zha)渡水庫正常蓄水位812米,心墻(qiang)堆石壩(ba)最大壩(ba)高261.5米,居同類壩(ba)型世界第(di)三。電(dian)(dian)(dian)(dian)站(zhan)總投資約(yue)611億元,年利用(yong)小(xiao)時數4088小(xiao)時,年均發(fa)電(dian)(dian)(dian)(dian)量239.12億千瓦時。作為云(yun)南省較大水電(dian)(dian)(dian)(dian)站(zhan),是(shi)實現國家資源優化配置,全(quan)國聯網目標的(de)(de)骨干工(gong)程(cheng),是(shi)實施“西電(dian)(dian)(dian)(dian)東(dong)送” 及“云(yun)電(dian)(dian)(dian)(dian)外(wai)送”戰略的(de)(de)基礎項目。
投資312億元的糯扎渡(du)水電站,按照工期安排,建(jian)設總(zong)工期為11.5年(不含籌(chou)建(jian)期), 其中施(shi)工準備期3年,主體(ti)工程施(shi)工期5.5年,完建(jian)期3年。
2012年9月(yue)6日,云南省華能糯扎渡水(shui)電站首臺機(ji)組(65萬千(qian)(qian)瓦(wa))正式投產發電,該電站共安裝9臺單機(ji)65萬千(qian)(qian)瓦(wa)機(ji)組,總裝機(ji)容量為585萬千(qian)(qian)瓦(wa),首臺機(ji)組比計(ji)劃工期(qi)提前3年投產,2014年6月(yue)26日實(shi)現(xian)全(quan)部(bu)工程(cheng)完建。
作為云(yun)南(nan)省較大水(shui)電站,糯(nuo)扎渡水(shui)電站是(shi)“西電東送”、“云(yun)電外送”的主力軍。
糯扎(zha)渡(du)電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)位于(yu)瀾滄(cang)江(jiang)下游(you)普(pu)洱(er)市思茅(mao)區(qu)和瀾滄(cang)縣交(jiao)界處,是(shi)瀾滄(cang)江(jiang)下游(you)水(shui)電(dian)(dian)(dian)(dian)(dian)核心(xin)工(gong)程,也是(shi)實施云(yun)電(dian)(dian)(dian)(dian)(dian)外送(song)(song)(song)的(de)主要電(dian)(dian)(dian)(dian)(dian)源點。電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)樞紐為心(xin)墻(qiang)堆石(shi)壩(ba)、左(zuo)岸溢洪道、左(zuo)岸引水(shui)發(fa)電(dian)(dian)(dian)(dian)(dian)系統等組(zu)成。糯扎(zha)渡(du)水(shui)庫(ku)(ku)正常(chang)蓄(xu)水(shui)位812米(mi)(mi),心(xin)墻(qiang)堆石(shi)壩(ba)最(zui)大壩(ba)高261.5米(mi)(mi),居同類壩(ba)型世界第(di)三,總庫(ku)(ku)容237.03億(yi)立(li)方米(mi)(mi),調節庫(ku)(ku)容113.35億(yi)立(li)方米(mi)(mi),相當于(yu)11個滇池的(de)蓄(xu)水(shui)量。具有多年調節能力。電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)安裝9臺65萬千(qian)瓦(wa)機組(zu),總裝機容量585萬千(qian)瓦(wa),保證出(chu)力為240萬千(qian)瓦(wa),多年平(ping)均發(fa)電(dian)(dian)(dian)(dian)(dian)量239.12億(yi)千(qian)瓦(wa)時(shi)。壩(ba)址以上流域面積14.47萬平(ping)方公里,電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)總投資312億(yi)元。糯扎(zha)渡(du)電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)是(shi)實現國家資源優化(hua)配(pei)置,全(quan)國聯網目標(biao)的(de)骨干工(gong)程,是(shi)實施“西(xi)電(dian)(dian)(dian)(dian)(dian)東送(song)(song)(song)” 及(ji)“云(yun)電(dian)(dian)(dian)(dian)(dian)外送(song)(song)(song)”戰略的(de)基(ji)礎項目。
水庫總庫容等(deng)于16個滇池
華(hua)能(neng)瀾滄江公司糯扎渡建(jian)管局(ju)副總(zong)工程(cheng)師谷(gu)濤介紹,通過幾年時間完成蓄水(shui)任務后(hou),糯扎渡電站(zhan)的水(shui)庫(ku)(ku)總(zong)庫(ku)(ku)容將達到237.03億(yi)立(li)方米(mi),相當于16個滇池。電站(zhan)水(shui)庫(ku)(ku)具有多年調節(jie)能(neng)力(li),建(jian)成后(hou)可將下游景洪市的防(fang)洪標準(zhun)由20年提高到100年。
國內首創用(yong)數字管大壩
華能糯(nuo)扎渡水(shui)(shui)電(dian)站(zhan)有6大國(guo)內技術:創新性(xing)地應(ying)用(yong)數字(zi)大壩管理系統、較早(zao)運用(yong)粘土心墻摻礫工藝、實(shi)施(shi)電(dian)站(zhan)分層取(qu)水(shui)(shui)方案、焊縫TOFD檢測技術的推廣、建成生(sheng)(sheng)物多樣性(xing)保護設施(shi)、實(shi)現(xian)生(sheng)(sheng)產廢水(shui)(shui)生(sheng)(sheng)活污水(shui)(shui)“零排放”。
創(chuang)造了8大典(dian)型成果(guo):工程(cheng)管理(li)優(you)、建設工期短(duan)、規程(cheng)規范(fan)首創(chuang)、科技創(chuang)新卓著、工程(cheng)環境(jing)友好(hao)、社會(hui)責任突出(chu)、帶動地方發展、工區平安和(he)諧。
打造綠色(se)水電示范工程
一進入華能糯扎(zha)渡水電站(zhan)(zhan)的工(gong)區就可以(yi)看到沿路的苗木,葳蕤豐茂(mao),高的有黃槐、紅花羊(yang)蹄(ti)甲、鐵刀木、高山(shan)榕、加納利海棗,低矮的有黃葉假連翹、金邊龍舌蘭、魚尾葵、散尾葵、美蕊花、紫葉莧、軟枝黃蟬,爬在(zai)地(di)上的品種就更多(duo)了。在(zai)靠山(shan)體的碎落臺(tai)上,隨處可見葉子花、蟛(peng)蜞菊(ju)、芭蕉、扶桑、絲蘭、薔薇、薜荔(li)……工(gong)區里優美的環境(jing)把電站(zhan)(zhan)裝點得格外美麗。
華(hua)能(neng)糯(nuo)扎渡(du)水電站工區包(bao)含各承包(bao)商(shang)營地(di)(di)在內(nei)(nei)的總面(mian)(mian)積(ji)約為(wei)(wei)358.56公(gong)頃,僅在占地(di)(di)27萬(wan)平(ping)方米(mi)的業主(zhu)營地(di)(di)內(nei)(nei)就有14萬(wan)平(ping)方米(mi)的綠地(di)(di)面(mian)(mian)積(ji)。迄今為(wei)(wei)止,華(hua)能(neng)糯(nuo)扎渡(du)水電站僅在生態環境保(bao)護方面(mian)(mian)就投入近7.9億元(yuan)。
為減少水庫下(xia)泄低溫(wen)(wen)水對(dui)河流(liu)生態和魚(yu)(yu)(yu)類繁殖(zhi)的(de)影(ying)響,電(dian)站(zhan)在進(jin)水口(kou)工(gong)程建設中(zhong),增加(jia)投資2.4億(yi)元采用疊梁門方式較早實施電(dian)站(zhan)分層取水方案,大大改善了下(xia)泄水溫(wen)(wen),滿足了對(dui)下(xia)游河道魚(yu)(yu)(yu)類產卵(luan)的(de)需求。同時,為有(you)(you)效保護(hu)電(dian)站(zhan)下(xia)游珍稀魚(yu)(yu)(yu)類,糯(nuo)扎渡(du)電(dian)站(zhan)有(you)(you)選擇地對(dui)中(zhong)國(guo)結魚(yu)(yu)(yu)、中(zhong)華刀鲇(nian)等魚(yu)(yu)(yu)類進(jin)行網捕過壩。 通過多重措(cuo)施,我們(men)將糯(nuo)扎渡(du)打(da)造(zao)成(cheng)為中(zhong)國(guo)的(de)綠色水電(dian)示范工(gong)程。
從效益角度看(kan),引進云(yun)南(nan)(nan)(nan)水電(dian)(dian)比在(zai)廣東建(jian)設火電(dian)(dian),每千瓦時可節約(yue)總費用1120元(1990年價格水平),并(bing)可獲得聯網錯(cuo)峰效益4.1%,區間水電(dian)(dian)跨(kua)流(liu)域補償效益4.7%—7.2%。因(yin)此開發(fa)建(jian)設糯扎渡等(deng)一批大(da)(da)型水電(dian)(dian)站(zhan)(zhan),實施“西(xi)電(dian)(dian)東送”對(dui)實現(xian)云(yun)南(nan)(nan)(nan)資源優(you)勢(shi)(shi)與(yu)東部地區經濟(ji)(ji)優(you)勢(shi)(shi)互(hu)補,減輕東部的(de)(de)(de)生態環境和煤炭運輸壓力(li),帶(dai)動地方經濟(ji)(ji)發(fa)展(zhan)都具有十分重(zhong)要(yao)的(de)(de)(de)作用和意義(yi)。同時,由于中(zhong)南(nan)(nan)(nan)半(ban)島(dao)水電(dian)(dian)發(fa)展(zhan)潛力(li)不大(da)(da),未來20年的(de)(de)(de)電(dian)(dian)力(li)需(xu)求將遠遠超過其自身現(xian)有的(de)(de)(de)發(fa)電(dian)(dian)能力(li),云(yun)南(nan)(nan)(nan)得天獨厚的(de)(de)(de)區位和水能優(you)勢(shi)(shi)決定了中(zhong)南(nan)(nan)(nan)半(ban)島(dao)五(wu)國(guo)只能向云(yun)南(nan)(nan)(nan)購(gou)電(dian)(dian)。因(yin)此,糯扎渡等(deng)一大(da)(da)批大(da)(da)型水電(dian)(dian)站(zhan)(zhan)電(dian)(dian)力(li)市(shi)場前(qian)景非常廣闊。糯扎渡電(dian)(dian)站(zhan)(zhan)建(jian)設體現(xian)了中(zhong)央(yang)實施西(xi)部大(da)(da)開發(fa)戰略的(de)(de)(de)重(zhong)點要(yao)求。它(ta)既是國(guo)家重(zhong)要(yao)的(de)(de)(de)基礎(chu)設施建(jian)設,又可以帶(dai)動云(yun)南(nan)(nan)(nan)省(sheng)特別是思茅市(shi)工(gong)業(ye)、農(nong)業(ye)、旅游業(ye)、漁業(ye)、鄉鎮企業(ye)等(deng)產業(ye)的(de)(de)(de)迅猛(meng)發(fa)展(zhan),在(zai)瀾(lan)滄江流(liu)域形(xing)成新的(de)(de)(de)經濟(ji)(ji)發(fa)展(zhan)帶(dai),把(ba)西(xi)部地區的(de)(de)(de)發(fa)展(zhan)潛力(li)轉換為現(xian)實生產力(li),把(ba)潛在(zai)市(shi)場轉化(hua)為現(xian)實市(shi)場,把(ba)資源優(you)勢(shi)(shi)轉化(hua)為經濟(ji)(ji)優(you)勢(shi)(shi)。
2015年1月9日,中(zhong)共中(zhong)央、國(guo)(guo)務院(yuan)在北(bei)京隆(long)重舉(ju)行國(guo)(guo)家科學技(ji)術獎(jiang)勵大會。依托于(yu)華能(neng)糯扎渡水電站超高(gao)心墻(qiang)堆石壩(ba)工程的“超高(gao)心墻(qiang)堆石壩(ba)關鍵技(ji)術及應用”項目獲2014年度國(guo)(guo)家科技(ji)進步二等獎(jiang)。
“超(chao)高(gao)(gao)(gao)(gao)(gao)(gao)心(xin)墻(qiang)堆(dui)(dui)(dui)石(shi)(shi)壩(ba)(ba)(ba)(ba)(ba)關(guan)鍵(jian)(jian)技(ji)(ji)術(shu)及應用”項目由(you)華(hua)能瀾滄(cang)江公(gong)(gong)司(si)、昆明勘測設(she)計(ji)研(yan)(yan)究院有(you)限公(gong)(gong)司(si)、清華(hua)大(da)(da)學等(deng)單(dan)位(wei)共(gong)同完成。糯(nuo)(nuo)扎(zha)渡水(shui)電站(zhan)壩(ba)(ba)(ba)(ba)(ba)高(gao)(gao)(gao)(gao)(gao)(gao)261.5米(mi),為世界第三(san)、中(zhong)(zhong)國(guo)(guo)第一高(gao)(gao)(gao)(gao)(gao)(gao)土石(shi)(shi)壩(ba)(ba)(ba)(ba)(ba),相(xiang)比當時我國(guo)(guo)已(yi)建最高(gao)(gao)(gao)(gao)(gao)(gao)的(de)(de)160米(mi)高(gao)(gao)(gao)(gao)(gao)(gao)小浪底大(da)(da)壩(ba)(ba)(ba)(ba)(ba),跨越了(le)100米(mi)的(de)(de)臺(tai)階,已(yi)有(you)的(de)(de)筑(zhu)(zhu)壩(ba)(ba)(ba)(ba)(ba)理論、技(ji)(ji)術(shu)儲備(bei)、建設(she)經驗、現行規(gui)范不能滿足大(da)(da)壩(ba)(ba)(ba)(ba)(ba)建設(she)的(de)(de)需求。瀾滄(cang)江公(gong)(gong)司(si)會同設(she)計(ji)、科研(yan)(yan)、施工等(deng)參建單(dan)位(wei)組成以企(qi)業為主體(ti)、產學研(yan)(yan)用相(xiang)結合的(de)(de)科研(yan)(yan)團隊,圍(wei)繞糯(nuo)(nuo)扎(zha)渡大(da)(da)壩(ba)(ba)(ba)(ba)(ba)壩(ba)(ba)(ba)(ba)(ba)體(ti)結構與材料(liao)(liao)分(fen)區、大(da)(da)壩(ba)(ba)(ba)(ba)(ba)變(bian)形(xing)及滲流控(kong)制、壩(ba)(ba)(ba)(ba)(ba)體(ti)計(ji)算(suan)分(fen)析(xi)方(fang)(fang)法(fa)、大(da)(da)壩(ba)(ba)(ba)(ba)(ba)安(an)全評(ping)價(jia)及預警等(deng)關(guan)鍵(jian)(jian)技(ji)(ji)術(shu)問題,系(xi)統(tong)地提出(chu)了(le)超(chao)高(gao)(gao)(gao)(gao)(gao)(gao)心(xin)墻(qiang)堆(dui)(dui)(dui)石(shi)(shi)壩(ba)(ba)(ba)(ba)(ba)采(cai)用人工碎石(shi)(shi)摻礫(li)土料(liao)(liao)和軟巖堆(dui)(dui)(dui)石(shi)(shi)料(liao)(liao)筑(zhu)(zhu)壩(ba)(ba)(ba)(ba)(ba)成套技(ji)(ji)術(shu),發展了(le)適合于超(chao)高(gao)(gao)(gao)(gao)(gao)(gao)心(xin)墻(qiang)堆(dui)(dui)(dui)石(shi)(shi)壩(ba)(ba)(ba)(ba)(ba)的(de)(de)壩(ba)(ba)(ba)(ba)(ba)料(liao)(liao)靜、動(dong)力本(ben)構模型和水(shui)力劈(pi)裂及裂縫計(ji)算(suan)分(fen)析(xi)方(fang)(fang)法(fa),系(xi)統(tong)提出(chu)了(le)超(chao)高(gao)(gao)(gao)(gao)(gao)(gao)心(xin)墻(qiang)堆(dui)(dui)(dui)石(shi)(shi)壩(ba)(ba)(ba)(ba)(ba)成套設(she)計(ji)準則,建立了(le)超(chao)高(gao)(gao)(gao)(gao)(gao)(gao)心(xin)墻(qiang)堆(dui)(dui)(dui)石(shi)(shi)壩(ba)(ba)(ba)(ba)(ba)安(an)全綜合評(ping)價(jia)體(ti)系(xi)。糯(nuo)(nuo)扎(zha)渡水(shui)電站(zhan)多項具有(you)中(zhong)(zhong)國(guo)(guo)自主知識產權的(de)(de)創新性成果的(de)(de)取得和應用,使我國(guo)(guo)堆(dui)(dui)(dui)石(shi)(shi)壩(ba)(ba)(ba)(ba)(ba)筑(zhu)(zhu)壩(ba)(ba)(ba)(ba)(ba)技(ji)(ji)術(shu)水(shui)平邁上了(le)一個(ge)新臺(tai)階,帶動(dong)我國(guo)(guo)300米(mi)級超(chao)高(gao)(gao)(gao)(gao)(gao)(gao)心(xin)墻(qiang)堆(dui)(dui)(dui)石(shi)(shi)壩(ba)(ba)(ba)(ba)(ba)筑(zhu)(zhu)壩(ba)(ba)(ba)(ba)(ba)技(ji)(ji)術(shu)。
國家重點工(gong)程(cheng)、瀾滄(cang)江流(liu)域規(gui)(gui)劃(hua)建設的(de)(de)(de)較大水(shui)電(dian)(dian)(dian)站——華能糯扎(zha)渡水(shui)電(dian)(dian)(dian)站2011年3月25日正式通過國家核準。華能糯扎(zha)渡水(shui)電(dian)(dian)(dian)站位于(yu)瀾滄(cang)江下(xia)(xia)游的(de)(de)(de)云南(nan)省普洱市內,是(shi)瀾滄(cang)江中下(xia)(xia)游河段梯(ti)級(ji)規(gui)(gui)劃(hua)“二(er)庫八級(ji)”中的(de)(de)(de)第五級(ji),也是(shi)瀾滄(cang)江流(liu)域工(gong)程(cheng)規(gui)(gui)模(mo)和調節庫容較大的(de)(de)(de)電(dian)(dian)(dian)站,電(dian)(dian)(dian)站總裝機容量(liang)585萬(wan)千瓦(wa)(wa),總投資約450億(yi)元,電(dian)(dian)(dian)站安(an)裝9臺65萬(wan)千瓦(wa)(wa)機組,保證出力為240萬(wan)千瓦(wa)(wa),多(duo)年平均發電(dian)(dian)(dian)量(liang)239.12億(yi)千瓦(wa)(wa)時。
華能(neng)(neng)糯(nuo)扎渡水(shui)電(dian)(dian)站(zhan)(zhan)(zhan)是“西電(dian)(dian)東(dong)送”和“云電(dian)(dian)外送”的(de)(de)關鍵性(xing)工程,也是云南省(sheng)培育以水(shui)電(dian)(dian)為主的(de)(de)電(dian)(dian)力支柱產(chan)業(ye)、建設(she)全(quan)國水(shui)電(dian)(dian)能(neng)(neng)源(yuan)基地的(de)(de)重要工程。電(dian)(dian)站(zhan)(zhan)(zhan)建成(cheng)后(hou),在取得巨大(da)經(jing)濟(ji)效益(yi)的(de)(de)同(tong)(tong)時,電(dian)(dian)站(zhan)(zhan)(zhan)節(jie)能(neng)(neng)減(jian)(jian)(jian)排(pai)(pai)(pai)效益(yi)也將得到充(chong)分體現。據測算,機組全(quan)部發電(dian)(dian)后(hou),相當于每年為國家節(jie)約956萬噸標準煤,減(jian)(jian)(jian)少(shao)二氧(yang)化碳排(pai)(pai)(pai)放(fang)1877萬噸。同(tong)(tong)時,還(huan)將減(jian)(jian)(jian)少(shao)大(da)量的(de)(de)廢水(shui)、廢渣、浮塵等污(wu)染物排(pai)(pai)(pai)放(fang)。
華能糯扎渡電站工程建設(she)設(she)計技術(shu)指(zhi)標(biao)高(gao)、地質條件復雜,根據規(gui)(gui)劃,其(qi)大壩、溢洪(hong)(hong)道(dao)、地下廠房(fang)等(deng)多項技術(shu)指(zhi)標(biao)均名(ming)列(lie)國(guo)內(nei)外(wai)前(qian)茅,摻礫黏土直心(xin)墻(qiang)堆石(shi)壩壩高(gao)在(zai)同(tong)壩型中屬亞洲(zhou)第(di)(di)一、世界第(di)(di)三(san);地下廠房(fang)是(shi)目前(qian)國(guo)內(nei)規(gui)(gui)模(mo)較(jiao)大的(de)地下廠房(fang)之一;開敞式溢洪(hong)(hong)道(dao)規(gui)(gui)模(mo)亞洲(zhou)第(di)(di)一,泄(xie)洪(hong)(hong)功率和(he)流速居世界第(di)(di)一。
華能瀾滄江(jiang)“心(xin)墻”將在2012年年底(di)將拉開(kai)維幕,是經過武警官(guan)兵日夜堅持的結晶。還有(you)高級領導的指引。
2013年(nian)12月22日16時(shi),華(hua)能糯(nuo)扎渡電(dian)站(zhan)3號機組順利通過72小(xiao)時(shi)試運行,提前9天正(zheng)式投產發電(dian)。至此,糯(nuo)扎渡電(dian)站(zhan)實現“一年(nian)四投”目(mu)標(biao),運營(ying)裝機容量(liang)達到(dao)455萬千瓦,成為華(hua)能集團公司(si)目(mu)前較大的電(dian)站(zhan)。
2014年(nian)3月30日21時30分,華能糯扎(zha)渡(du)水(shui)電(dian)站(zhan)(zhan)2號機(ji)組(zu)順利通過72小時試運行,正式(shi)并(bing)網發(fa)(fa)電(dian),投入商業運行。至此,糯扎(zha)渡(du)水(shui)電(dian)站(zhan)(zhan)已實現(xian)8臺機(ji)組(zu)并(bing)網發(fa)(fa)電(dian)。2014年(nian)6月26日,我國目前第四(si)大水(shui)電(dian)站(zhan)(zhan)——華能糯扎(zha)渡(du)水(shui)電(dian)站(zhan)(zhan)最(zui)后一臺機(ji)組(zu)正式(shi)投產發(fa)(fa)電(dian),標志著總(zong)裝機(ji)容(rong)量585萬(wan)千(qian)瓦的糯扎(zha)渡(du)水(shui)電(dian)站(zhan)(zhan)全面建成投產。
