山(shan)西(xi)晉(jin)中(zhong)國(guo)家農業高新技(ji)術產業示(shi)范(fan)(fan)(fan)(fan)區(qu)總面(mian)(mian)積(ji)106.49平方(fang)(fang)公里(li),四(si)至(zhi)(zhi)范(fan)(fan)(fan)(fan)圍(wei):東(dong)至(zhi)(zhi)太(tai)(tai)太(tai)(tai)路(lu)、太(tai)(tai)谷縣(xian)(xian)城,南(nan)至(zhi)(zhi)太(tai)(tai)谷縣(xian)(xian)山(shan)區(qu),西(xi)至(zhi)(zhi)太(tai)(tai)谷縣(xian)(xian)縣(xian)(xian)界,北至(zhi)(zhi)太(tai)(tai)谷縣(xian)(xian)水秀(xiu)鄉(xiang)南(nan)郭(guo)村。其中(zhong)規(gui)(gui)劃(hua)建設(she)用地面(mian)(mian)積(ji)3.11平方(fang)(fang)公里(li),分三個區(qu)塊。區(qu)塊一規(gui)(gui)劃(hua)面(mian)(mian)積(ji)0.35平方(fang)(fang)公里(li),四(si)至(zhi)(zhi)范(fan)(fan)(fan)(fan)圍(wei):東(dong)至(zhi)(zhi)108國(guo)道,南(nan)至(zhi)(zhi)西(xi)付井(jing)(jing)村地,西(xi)至(zhi)(zhi)北付井(jing)(jing)村地,北至(zhi)(zhi)箕城西(xi)街。區(qu)塊二(er)規(gui)(gui)劃(hua)面(mian)(mian)積(ji)1.97平方(fang)(fang)公里(li),四(si)至(zhi)(zhi)范(fan)(fan)(fan)(fan)圍(wei):東(dong)至(zhi)(zhi)108國(guo)道,南(nan)至(zhi)(zhi)108國(guo)道,西(xi)至(zhi)(zhi)巨鑫(xin)現代農業示(shi)范(fan)(fan)(fan)(fan)園,北至(zhi)(zhi)曹莊(zhuang)村地、西(xi)付井(jing)(jing)村地。區(qu)塊三規(gui)(gui)劃(hua)面(mian)(mian)積(ji)0.79平方(fang)(fang)公里(li),四(si)至(zhi)(zhi)范(fan)(fan)(fan)(fan)圍(wei):東(dong)至(zhi)(zhi)農谷大道,南(nan)至(zhi)(zhi)北洸村莊(zhuang)南(nan)側,西(xi)至(zhi)(zhi)北洸村地,北至(zhi)(zhi)南(nan)同蒲鐵(tie)路(lu)。具體以界址點坐(zuo)標控制,界址點坐(zuo)標由科技(ji)部(bu)、自(zi)然資源部(bu)負責發布。
山西晉(jin)中(zhong)國(guo)家農(nong)(nong)業(ye)(ye)(ye)(ye)高新(xin)技(ji)術產業(ye)(ye)(ye)(ye)示(shi)(shi)范(fan)(fan)區要以(yi)習近平新(xin)時代中(zhong)國(guo)特(te)色(se)社會(hui)主(zhu)義思想為指(zhi)導,深入貫徹黨的十(shi)九(jiu)大和(he)十(shi)九(jiu)屆二中(zhong)、三(san)中(zhong)、四中(zhong)全會(hui)精神,按照黨中(zhong)央、國(guo)務(wu)院決策部署,全面(mian)實施創(chuang)新(xin)驅(qu)動發(fa)展戰(zhan)(zhan)略和(he)鄉村振興戰(zhan)(zhan)略,以(yi)有機旱作(zuo)農(nong)(nong)業(ye)(ye)(ye)(ye)為主(zhu)題(ti),以(yi)農(nong)(nong)副(fu)食品加(jia)工為主(zhu)導產業(ye)(ye)(ye)(ye),努力建設全國(guo)健康(kang)食品和(he)功能(neng)農(nong)(nong)業(ye)(ye)(ye)(ye)綜合(he)示(shi)(shi)范(fan)(fan)區、科(ke)技(ji)產業(ye)(ye)(ye)(ye)孵化(hua)示(shi)(shi)范(fan)(fan)區、特(te)色(se)農(nong)(nong)產品優(you)勢區、農(nong)(nong)產品加(jia)工物流集散區,在北(bei)方旱作(zuo)農(nong)(nong)業(ye)(ye)(ye)(ye)區農(nong)(nong)業(ye)(ye)(ye)(ye)提質增效、做(zuo)大特(te)優(you)農(nong)(nong)產品、做(zuo)優(you)設施農(nong)(nong)業(ye)(ye)(ye)(ye)、做(zuo)強現代農(nong)(nong)業(ye)(ye)(ye)(ye)服務(wu)業(ye)(ye)(ye)(ye)等方面(mian)探索(suo)示(shi)(shi)范(fan)(fan),努力創(chuang)造出可復制(zhi)、可推(tui)廣的經驗(yan)。
2016年11月11日,省政府(fu)第136次常(chang)務會通過山(shan)西農谷(gu)建設(she)初設(she)方案,山(shan)西農谷(gu)上升為省級(ji)戰略(lve);
2017年4月12日(ri),山西農谷管委會揭牌,完成了規(gui)劃(hua)編制、機(ji)構組(zu)建、投融(rong)資(zi)平臺搭建等(deng)頂層設計;
2017年6月,習近平總書記(ji)視察山西時(shi)指出,有機旱作是(shi)山西農(nong)業(ye)的一大傳統技術特(te)色(se)。要(yao)堅持走有機旱作農(nong)業(ye)的路子,完善(shan)有機旱作農(nong)業(ye)技術體系,使有機旱作農(nong)業(ye)成(cheng)為我(wo)國(guo)現代農(nong)業(ye)的重要(yao)品(pin)牌;
2017年9月(yue),國發(fa)42號(hao)文(wen)件提出(chu)“要打造山西(xi)農谷(gu)綜(zong)合性、專(zhuan)業性科創中(zhong)心”,為山西(xi)農谷(gu)建設進(jin)一步指明了方向;
2018年5月(yue)4日(ri),太谷省級農業(ye)高新技術產業(ye)示范區(qu)獲批,列(lie)入開發區(qu)管理序列(lie);
2019年11月18日,國(guo)務院批復同意建(jian)設(she)山(shan)西晉中國(guo)家(jia)農業高(gao)新技術產業示范區(qu),山(shan)西農谷站在國(guo)家(jia)層面加快(kuai)發展。

搞好一個論壇
按(an)照省(sheng)委、省(sheng)政府提(ti)出(chu)的(de)將(jiang)太谷(gu)(gu)論(lun)壇辦(ban)成“國(guo)(guo)際性、永久性”論(lun)壇的(de)指示精(jing)神,結(jie)合全省(sheng)打造(zao)農(nong)(nong)產品精(jing)深加工(gong)“十大產業集(ji)群”的(de)要求,按(an)市(shi)場(chang)化辦(ban)會(hui)運營模式(shi),從2020年5月(yue)至9月(yue)舉辦(ban)中國(guo)(guo)鄉(xiang)村(cun)(cun)振興主論(lun)壇和茶(cha)品、藥品、功能(休閑)食(shi)品、釀品“4品”產業分論(lun)壇。由山(shan)西(xi)(xi)農(nong)(nong)谷(gu)(gu)和山(shan)西(xi)(xi)凱嘉能源集(ji)團(tuan)合作(zuo),聯合山(shan)西(xi)(xi)農(nong)(nong)大和中國(guo)(guo)鄉(xiang)建院(yuan)李昌平(ping)團(tuan)隊(dui),以民辦(ban)非企業形式(shi)組建鄉(xiang)村(cun)(cun)調查(cha)研究(jiu)院(yuan)承辦(ban),確保(bao)做成品牌,集(ji)聚(ju)人(ren)氣,持續(xu)提(ti)升山(shan)西(xi)(xi)農(nong)(nong)谷(gu)(gu)知名度和影響力。首期將(jiang)陽(yang)邑村(cun)(cun)和山(shan)西(xi)(xi)農(nong)(nong)谷(gu)(gu)的(de)2個村(cun)(cun)納(na)入全市(shi)改(gai)革(ge)(ge)試點,市(shi)財政單列1000萬元鄉(xiang)村(cun)(cun)改(gai)革(ge)(ge)發展基(ji)金,作(zuo)為農(nong)(nong)村(cun)(cun)改(gai)革(ge)(ge)引道資金,在實現(xian)市(shi)場(chang)化辦(ban)會(hui)辦(ban)展的(de)基(ji)礎上,形成一批高質(zhi)量的(de)農(nong)(nong)村(cun)(cun)改(gai)革(ge)(ge)成果。
辦好月月展銷
為(wei)深入(ru)貫徹落實省(sheng)委、省(sheng)政(zheng)府提(ti)出(chu)的(de)山西農谷“月(yue)月(yue)有活動、月(yue)月(yue)有展銷(xiao)”的(de)精神,經過大量前(qian)期對(dui)接(jie),共謀劃展銷(xiao)會十二場(chang)。一月(yue)份舉辦(ban)年貨展銷(xiao)會,首屆展銷(xiao)會已成功舉辦(ban),展期10天,首次采用市場(chang)化運作模式(shi),吸(xi)引419家商戶和企業參與展銷(xiao),累計(ji)接(jie)待(dai)群眾(zhong)8萬余人次,現場(chang)交(jiao)易金(jin)額達到500萬元左右。
打造七品產業
踐行省(sheng)委、省(sheng)政府培(pei)育壯(zhuang)大“十(shi)大產(chan)業(ye)集群”的戰略決策和創新(xin)理(li)念,實施形成金(jin)磚五谷有(you)機(ji)雜糧功能(neng)食品,海玉功能(neng)食品,南方黑(hei)五類系列飲品、美和居高端(duan)醋釀品等產(chan)業(ye),加快(kuai)形成產(chan)業(ye)集群。
