總(zong)(zong)局(ju)(ju)黨(dang)(dang)校(xiao)(xiao)(xiao)(xiao)的前身是1972年(nian)(nian)(nian)黑(hei)龍(long)(long)(long)(long)(long)江(jiang)(jiang)省(sheng)(sheng)(sheng)國營(ying)農(nong)(nong)(nong)場(chang)(chang)(chang)局(ju)(ju)在哈(ha)爾濱(bin)市香坊區(qu)建(jian)(jian)(jian)(jian)立的黑(hei)龍(long)(long)(long)(long)(long)江(jiang)(jiang)省(sheng)(sheng)(sheng)國營(ying)農(nong)(nong)(nong)場(chang)(chang)(chang)干部(bu)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)。1976年(nian)(nian)(nian),黑(hei)龍(long)(long)(long)(long)(long)江(jiang)(jiang)生產(chan)建(jian)(jian)(jian)(jian)設(she)兵團撤(che)銷,成立黑(hei)龍(long)(long)(long)(long)(long)江(jiang)(jiang)省(sheng)(sheng)(sheng)國營(ying)農(nong)(nong)(nong)場(chang)(chang)(chang)總(zong)(zong)局(ju)(ju),農(nong)(nong)(nong)場(chang)(chang)(chang)干部(bu)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)隸屬(shu)于(yu)省(sheng)(sheng)(sheng)農(nong)(nong)(nong)場(chang)(chang)(chang)總(zong)(zong)局(ju)(ju)并于(yu)1983年(nian)(nian)(nian)改為(wei)省(sheng)(sheng)(sheng)農(nong)(nong)(nong)場(chang)(chang)(chang)總(zong)(zong)局(ju)(ju)黨(dang)(dang)校(xiao)(xiao)(xiao)(xiao),1997年(nian)(nian)(nian)省(sheng)(sheng)(sheng)農(nong)(nong)(nong)場(chang)(chang)(chang)總(zong)(zong)局(ju)(ju)更(geng)名為(wei)省(sheng)(sheng)(sheng)農(nong)(nong)(nong)墾(ken)(ken)總(zong)(zong)局(ju)(ju),黨(dang)(dang)校(xiao)(xiao)(xiao)(xiao)隨之更(geng)名為(wei)農(nong)(nong)(nong)墾(ken)(ken)總(zong)(zong)局(ju)(ju)黨(dang)(dang)校(xiao)(xiao)(xiao)(xiao)。農(nong)(nong)(nong)墾(ken)(ken)教師(shi)進(jin)修學(xue)(xue)院(yuan)(yuan)的前身是黑(hei)龍(long)(long)(long)(long)(long)江(jiang)(jiang)農(nong)(nong)(nong)墾(ken)(ken)教育學(xue)(xue)院(yuan)(yuan),1982年(nian)(nian)(nian)建(jian)(jian)(jian)(jian)立,建(jian)(jian)(jian)(jian)立時就與(yu)當(dang)時的農(nong)(nong)(nong)場(chang)(chang)(chang)干部(bu)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)和(he)后來的總(zong)(zong)局(ju)(ju)黨(dang)(dang)校(xiao)(xiao)(xiao)(xiao)合(he)署辦學(xue)(xue),于(yu)1998年(nian)(nian)(nian)改為(wei)教師(shi)進(jin)修學(xue)(xue)院(yuan)(yuan)。管理干部(bu)學(xue)(xue)院(yuan)(yuan)1982年(nian)(nian)(nian)建(jian)(jian)(jian)(jian)立于(yu)黑(hei)龍(long)(long)(long)(long)(long)江(jiang)(jiang)省(sheng)(sheng)(sheng)慶安縣柳河,1993年(nian)(nian)(nian)經(jing)總(zong)(zong)局(ju)(ju)黨(dang)(dang)委決(jue)定(ding)并報省(sheng)(sheng)(sheng)政府批準(zhun),調(diao)整(zheng)到(dao)哈(ha)爾濱(bin)市,與(yu)總(zong)(zong)局(ju)(ju)黨(dang)(dang)校(xiao)(xiao)(xiao)(xiao)和(he)教育學(xue)(xue)院(yuan)(yuan)合(he)署辦學(xue)(xue)。電大和(he)農(nong)(nong)(nong)廣校(xiao)(xiao)(xiao)(xiao)1982年(nian)(nian)(nian)建(jian)(jian)(jian)(jian)立于(yu)佳木斯市,1998年(nian)(nian)(nian)經(jing)總(zong)(zong)局(ju)(ju)黨(dang)(dang)委決(jue)定(ding)并報省(sheng)(sheng)(sheng)政府批準(zhun),搬(ban)遷到(dao)哈(ha)爾濱(bin)市,與(yu)總(zong)(zong)局(ju)(ju)黨(dang)(dang)校(xiao)(xiao)(xiao)(xiao)等三校(xiao)(xiao)(xiao)(xiao)合(he)署辦學(xue)(xue)。根據五校(xiao)(xiao)(xiao)(xiao)合(he)署辦學(xue)(xue)的需要,經(jing)總(zong)(zong)局(ju)(ju)報農(nong)(nong)(nong)業部(bu)立項,在南崗區(qu)黃河路建(jian)(jian)(jian)(jian)設(she)新校(xiao)(xiao)(xiao)(xiao)區(qu),2001年(nian)(nian)(nian)底,五校(xiao)(xiao)(xiao)(xiao)搬(ban)遷到(dao)現址。
學(xue)(xue)(xue)院(yuan)(yuan)現有教(jiao)(jiao)學(xue)(xue)(xue)場所(suo)占地11400平方米,建筑18000平方米,在崗(gang)教(jiao)(jiao)職(zhi)工150人,其中專(zhuan)兼職(zhi)教(jiao)(jiao)師80人(教(jiao)(jiao)授(shou)28人,副(fu)教(jiao)(jiao)授(shou)25人)。離(li)退休人員166名。領導班子(zi)職(zhi)數5個。學(xue)(xue)(xue)院(yuan)(yuan)共設13個處級部(bu)門(men)(men)。其中辦學(xue)(xue)(xue)部(bu)門(men)(men)四個:黨校教(jiao)(jiao)育(yu)(yu)部(bu)承擔(dan)總局黨校功(gong)能,干(gan)院(yuan)(yuan)教(jiao)(jiao)育(yu)(yu)部(bu)承擔(dan)管(guan)理干(gan)部(bu)學(xue)(xue)(xue)院(yuan)(yuan)功(gong)能,教(jiao)(jiao)師進修(xiu)教(jiao)(jiao)研部(bu)承擔(dan)教(jiao)(jiao)師進修(xiu)學(xue)(xue)(xue)院(yuan)(yuan)功(gong)能,電大(da)(da)和(he)農廣校教(jiao)(jiao)育(yu)(yu)部(bu)承擔(dan)農墾廣播(bo)電視大(da)(da)學(xue)(xue)(xue)和(he)墾區農業廣播(bo)電視學(xue)(xue)(xue)校功(gong)能。辦學(xue)(xue)(xue)設施有多(duo)媒體教(jiao)(jiao)室18個(其中大(da)(da)教(jiao)(jiao)室5個),微機(ji)實驗室6個,計算機(ji)300臺,能容(rong)納230人的多(duo)功(gong)能廳(ting)1個,干(gan)部(bu)培訓宿舍67間(jian),學(xue)(xue)(xue)生宿舍120 間(jian),干(gan)部(bu)培訓餐廳(ting)和(he)學(xue)(xue)(xue)生食(shi)堂各(ge) 1個,建有校園(yuan)局域網絡和(he)農廣校衛星地面接(jie)收站。圖書(shu)(shu)館藏書(shu)(shu)10萬余(yu)冊。

(三)加強(qiang)了(le)教(jiao)學科研管理,提高了(le)人才培養質(zhi)量
堅持走以內涵發展(zhan)為主的道路,進一步落實教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)工(gong)作(zuo)中心地(di)(di)位,強(qiang)(qiang)化(hua)了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)務(wu)部門對五校教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)管理(li)(li)統的職能,營造了(le)人(ren)(ren)人(ren)(ren)關(guan)(guan)注教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)、研(yan)究(jiu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)、服務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)的氛(fen)圍(wei)。加大了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)投(tou)入,確保了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)投(tou)入在各(ge)項投(tou)入中的優先地(di)(di)位。改革了(le)人(ren)(ren)才培養模(mo)式,全(quan)面(mian)推(tui)進了(le)素質教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu),實現了(le)人(ren)(ren)才培養模(mo)式多樣化(hua),提(ti)高了(le)高職學(xue)(xue)生的就業率(lv)。通過鼓勵教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)改革教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)方法(fa)(fa),努(nu)力應用現代教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)技術,不(bu)斷提(ti)高教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)信(xin)息化(hua)水平,進一步提(ti)高了(le)課堂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)效率(lv)。加強(qiang)(qiang)了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)研(yan)究(jiu),建(jian)立和完善了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)質量(liang)(liang)保障體(ti)系(xi)、評價體(ti)系(xi)和激勵機制。完善了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)質量(liang)(liang)信(xin)息反饋系(xi)統,加強(qiang)(qiang)了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)督(du)導工(gong)作(zuo),形(xing)成教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)督(du)導工(gong)作(zuo)管理(li)(li)辦法(fa)(fa)和教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)工(gong)作(zuo)質量(liang)(liang)考核辦法(fa)(fa)。進一步加強(qiang)(qiang)了(le)科(ke)研(yan)管理(li)(li),修改完善了(le)《學(xue)(xue)院科(ke)研(yan)成果(guo)獎勵辦法(fa)(fa)》等(deng)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)科(ke)研(yan)規章(zhang)制度(du)和相(xiang)關(guan)(guan)文件20余份,鼓勵有科(ke)研(yan)能力的教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)積極(ji)圍(wei)繞墾(ken)區(qu)發展(zhan)和學(xue)(xue)院工(gong)作(zuo)開展(zhan)科(ke)研(yan)活動,推(tui)進了(le)科(ke)研(yan)與教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)、與墾(ken)區(qu)經濟發展(zhan)密(mi)切結合(he),促進了(le)科(ke)研(yan)成果(guo)的務(wu)實轉化(hua)。
五年學院(yuan)累計(ji)有41項(xiang)成(cheng)果獲(huo)省(sheng)級優(you)秀科(ke)(ke)研(yan)成(cheng)果,學院(yuan)科(ke)(ke)研(yan)成(cheng)果231項(xiang),出(chu)版著作(zuo)24項(xiang),公開(kai)發表(biao)論文176項(xiang),完成(cheng)課題(ti)25項(xiang),獲(huo)得(de)專利6項(xiang)。學院(yuan)榮(rong)獲(huo)全省(sheng)黨干(gan)校系(xi)統(tong)第(di)十(shi)六次(ci)、十(shi)七次(ci)、十(shi)八次(ci)優(you)秀科(ke)(ke)研(yan)工作(zuo)組織獎。7人榮(rong)獲(huo)全省(sheng)黨干(gan)校系(xi)統(tong)優(you)秀科(ke)(ke)研(yan)管理(li)工作(zuo)者、科(ke)(ke)研(yan)人才獎。
(四)實施人才強(qiang)院戰略,提高了師資(zi)隊伍建設水平
以全(quan)面(mian)提(ti)(ti)高(gao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍素質為中心(xin),以培(pei)養、吸引、用(yong)好人才(cai)為重(zhong)點,堅持(chi)數量、結構(gou)、質量、效益(yi)協調發(fa)(fa)展的(de)方(fang)針,努(nu)力建設(she)(she)了(le)(le)(le)一支專兼結合(he)、素質優(you)良、結構(gou)合(he)理、特色鮮明,適(shi)應(ying)大(da)規模(mo)培(pei)訓(xun)輪(lun)訓(xun)需要,服(fu)務墾區及地方(fang)經濟社會發(fa)(fa)展的(de)高(gao)水平的(de)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍。實行了(le)(le)(le)激勵(li)與約束相(xiang)結合(he)的(de)管理機(ji)制,強(qiang)化聘任,加(jia)強(qiang)考核(he),提(ti)(ti)高(gao)了(le)(le)(le)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)待遇。通(tong)過加(jia)強(qiang)師(shi)(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)(shi)風(feng)建設(she)(she),全(quan)面(mian)提(ti)(ti)高(gao)了(le)(le)(le)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍的(de)思想政治(zhi)素質,開展了(le)(le)(le)學(xue)習(xi)型、研究型教(jiao)(jiao)(jiao)(jiao)研室建設(she)(she)。通(tong)過優(you)化教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍結構(gou),積極審慎引進優(you)秀人才(cai),整合(he)五(wu)校教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)資源,充(chong)分利(li)用(yong)社會教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)資源,實現了(le)(le)(le)人才(cai)效益(yi)最大(da)化。加(jia)大(da)了(le)(le)(le)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)培(pei)訓(xun)力度,出臺了(le)(le)(le)《教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍建設(she)(she)規劃》,學(xue)院中青年教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)普(pu)遍(bian)培(pei)訓(xun)了(le)(le)(le)一遍(bian)。組織教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)參加(jia)了(le)(le)(le)省內(nei)外進修、培(pei)訓(xun)、考察和學(xue)術交流5次,為教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)的(de)專業成長提(ti)(ti)供了(le)(le)(le)廣闊的(de)空間。
經過“十二五”期間(jian)的(de)(de)(de)教師隊(dui)伍建設,我院現有專(zhuan)任教師碩士(shi)占全院專(zhuan)任教師總(zong)數的(de)(de)(de)52%,副教授以上職稱占全院教師總(zong)數的(de)(de)(de)65%,雙師型教師占全院教師總(zong)數的(de)(de)(de)22%。
(五)加強校園基本建設,努力(li)改善(shan)辦(ban)學條件
“十二五(wu)”期間,學(xue)院(yuan)(yuan)充分利用有(you)(you)限資源,統籌規(gui)劃(hua),分步(bu)(bu)(bu)實(shi)施,努(nu)力建(jian)設(she)(she)功能(neng)齊全(quan)、環境(jing)優(you)美、設(she)(she)施完善(shan)(shan)(shan),具有(you)(you)深(shen)厚人文底蘊和(he)(he)文化內涵的和(he)(he)諧(xie)校(xiao)園,實(shi)現(xian)了(le)(le)(le)辦學(xue)條件的全(quan)面改善(shan)(shan)(shan)。全(quan)院(yuan)(yuan)上(shang)(shang)下(xia)樹(shu)立(li)經營(ying)(ying)學(xue)院(yuan)(yuan)的理(li)(li)(li)(li)念和(he)(he)教育成本(ben)意識,強(qiang)化了(le)(le)(le)經營(ying)(ying)管理(li)(li)(li)(li),降低了(le)(le)(le)教育成本(ben),堅(jian)持勤儉辦學(xue),提高(gao)了(le)(le)(le)服(fu)務水平(ping)(ping)和(he)(he)效(xiao)益。積(ji)極(ji)爭取上(shang)(shang)級(ji)部(bu)門支(zhi)持,加(jia)(jia)大了(le)(le)(le)合作辦學(xue)、聯合辦學(xue)的力度(du),多渠道籌措辦學(xue)經費(fei),建(jian)立(li)了(le)(le)(le)學(xue)院(yuan)(yuan)財力保障(zhang)(zhang)體系。進(jin)一(yi)步(bu)(bu)(bu)完善(shan)(shan)(shan)了(le)(le)(le)財務管理(li)(li)(li)(li)制度(du),挖掘潛(qian)力,增收節支(zhi),加(jia)(jia)強(qiang)資金(jin)管理(li)(li)(li)(li),合理(li)(li)(li)(li)支(zhi)配了(le)(le)(le)學(xue)院(yuan)(yuan)各項事業經費(fei),實(shi)現(xian)了(le)(le)(le)收支(zhi)平(ping)(ping)衡。堅(jian)持以人為本(ben),關注(zhu)民(min)生(sheng),切實(shi)提高(gao)了(le)(le)(le)教職工(gong)收入水平(ping)(ping)和(he)(he)生(sheng)活福利待遇(yu),幫助(zhu)教職工(gong)解(jie)決了(le)(le)(le)一(yi)些生(sheng)活、工(gong)作中存在的困難和(he)(he)問(wen)題。全(quan)面落實(shi)了(le)(le)(le)老干部(bu)政策,確保了(le)(le)(le)離(li)退休同志生(sheng)活更加(jia)(jia)幸(xing)福。進(jin)一(yi)步(bu)(bu)(bu)建(jian)立(li)健全(quan)了(le)(le)(le)辦學(xue)規(gui)范、管理(li)(li)(li)(li)有(you)(you)序、監督有(you)(you)效(xiao)、保障(zhang)(zhang)安全(quan)的學(xue)校(xiao)內部(bu)管理(li)(li)(li)(li)制度(du),進(jin)一(yi)步(bu)(bu)(bu)落實(shi)了(le)(le)(le)部(bu)門職責(ze)和(he)(he)崗位(wei)責(ze)任,提高(gao)了(le)(le)(le)后勤保障(zhang)(zhang)能(neng)力和(he)(he)專業化服(fu)務水平(ping)(ping)。加(jia)(jia)強(qiang)了(le)(le)(le)安全(quan)管理(li)(li)(li)(li),初步(bu)(bu)(bu)實(shi)現(xian)了(le)(le)(le)建(jian)設(she)(she)平(ping)(ping)安、文明(ming)、和(he)(he)諧(xie)校(xiao)園的目(mu)標,五(wu)年里沒有(you)(you)發(fa)生(sheng)各類事故和(he)(he)不穩定事件。
“十二(er)(er)五”期(qi)間,學院先后進行(xing)(xing)了(le)(le)培訓中心客房裝修(xiu)改(gai)(gai)造(zao),安裝了(le)(le)電梯,更(geng)新了(le)(le)計算(suan)機(ji)、考試用(yong)機(ji)等辦(ban)(ban)公(gong)設(she)(she)備,投(tou)資(zi)新建了(le)(le)微機(ji)實驗室(shi),更(geng)新了(le)(le)信息中心網絡設(she)(she)備,進行(xing)(xing)了(le)(le)辦(ban)(ban)公(gong)樓(lou)供暖管(guan)線改(gai)(gai)造(zao)、室(shi)內墻體(ti)保溫處理(li),改(gai)(gai)造(zao)了(le)(le)開水房和食堂(tang)二(er)(er)次排水設(she)(she)施,改(gai)(gai)造(zao)了(le)(le)宿舍樓(lou)衛生(sheng)間,校園基礎設(she)(she)施建設(she)(she)及(ji)教育資(zi)源投(tou)入(ru)五年累(lei)計1164萬元(yuan),實現辦(ban)(ban)學條件的全面(mian)改(gai)(gai)善。
