公(gong)伯峽水(shui)電(dian)站(zhan)(zhan)位于青海省(sheng)循化(hua)撒拉族自治(zhi)縣和化(hua)隆回(hui)族自治(zhi)縣交界處的(de)黃河干流上,距西(xi)寧(ning)市(shi)153km,是(shi)黃河上游龍羊(yang)峽至(zhi)青銅峽河段中(zhong)第四個大型梯級(ji)水(shui)電(dian)站(zhan)(zhan)。工程以發(fa)電(dian)為主(zhu),兼顧灌溉(gai)及供水(shui)。水(shui)庫正常蓄(xu)水(shui)位2005.00m,校核洪水(shui)位2008.00m,總(zong)庫容6.2億立方(fang)(fang)米,調(diao)(diao)節(jie)庫容0.75億立方(fang)(fang)米,具有日調(diao)(diao)節(jie)性(xing)能(neng)。電(dian)站(zhan)(zhan)裝機容量1500MW,保證出(chu)力492MW,年發(fa)電(dian)量51.4億kW·h,是(shi)西(xi)北電(dian)網中(zhong)重要(yao)調(diao)(diao)峰骨(gu)干電(dian)站(zhan)(zhan)之(zhi)一,可(ke)改善下(xia)游16萬(wan)畝土地的(de)灌溉(gai)條件。
工程概況
鑲(xiang)嵌在青藏高原峽(xia)谷(gu)中的(de)公伯(bo)峽(xia)水電站,是(shi)國(guo)家西電東送北部(bu)重要(yao)通道,也是(shi)中國(guo)水電裝(zhuang)機總容量達到一億千瓦時的(de)重要(yao)里程(cheng)碑。它的(de)投產發電,緩(huan)解了(le)青海(hai)省和海(hai)東地(di)(di)區(qu)的(de)用電需求,滿(man)足了(le)當地(di)(di)的(de)電力(li)市場供(gong)應需求,有力(li)地(di)(di)推動(dong)了(le)民族地(di)(di)區(qu)社會經(jing)濟的(de)發展(zhan),為(wei)國(guo)家電源建設抒(shu)寫(xie)了(le)華(hua)麗而蒼勁的(de)一筆。
公(gong)伯峽(xia)(xia)水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)(dian)站位(wei)于青海省循化(hua)縣與化(hua)隆縣交(jiao)界(jie)的黃(huang)河(he)干流上(shang),距西寧153公(gong)里(li),是黃(huang)河(he)上(shang)游(you)的大型梯級(ji)電(dian)(dian)(dian)站,樞紐建筑物由(you)大壩、引水(shui)(shui)(shui)(shui)(shui)發(fa)電(dian)(dian)(dian)系統、泄水(shui)(shui)(shui)(shui)(shui)系統三(san)部分組成,其水(shui)(shui)(shui)(shui)(shui)庫(ku)總(zong)庫(ku)容6.2億(yi)立方米(mi),兼(jian)顧灌溉及供水(shui)(shui)(shui)(shui)(shui)。公(gong)伯峽(xia)(xia)水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)(dian)站是國家(jia)實施(shi)西部大開發(fa)中西電(dian)(dian)(dian)東送北部通道的第一顆明(ming)珠,也是黃(huang)河(he)上(shang)游(you)水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)(dian)開發(fa)有限責任(ren)公(gong)司組建后,投(tou)資興(xing)建的第一座電(dian)(dian)(dian)站大型水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)(dian)站。該工程2001年(nian)8月8日正式開工建設,2004年(nian)9月23日首(shou)臺30萬千(qian)瓦(wa)機(ji)組并網(wang)發(fa)電(dian)(dian)(dian),標志(zhi)著(zhu)中國水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)(dian)裝機(ji)容量(liang)超過(guo)一億(yi)千(qian)瓦(wa),第二臺機(ji)組于2004年(nian)10投(tou)產,第三(san)臺機(ji)組于2005年(nian)7月投(tou)產,第四臺機(ji)組于2005年(nian)12月5日完(wan)成72小時(shi)試運行(xing),2006年(nian)1月21日消缺結束并網(wang)歸調,2006年(nian)7月五臺機(ji)組全部投(tou)產發(fa)電(dian)(dian)(dian)。電(dian)(dian)(dian)站安裝5臺30萬千(qian)瓦(wa)水(shui)(shui)(shui)(shui)(shui)輪發(fa)電(dian)(dian)(dian)機(ji)組,總(zong)裝機(ji)容量(liang)為(wei)150萬千(qian)瓦(wa),多年(nian)平均發(fa)電(dian)(dian)(dian)量(liang)51.4億(yi)千(qian)瓦(wa)時(shi)。
1999年(nian)(nian)(nian)1月(yue),公(gong)(gong)(gong)(gong)伯(bo)(bo)峽水(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)站(zhan)(zhan)黃(huang)河(he)(he)(he)大(da)橋動工(gong)興建。1999年(nian)(nian)(nian)2月(yue),公(gong)(gong)(gong)(gong)伯(bo)(bo)峽水(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)站(zhan)(zhan)導(dao)(dao)流洞施(shi)工(gong)支洞和左岸(an)低(di)線(xian)公(gong)(gong)(gong)(gong)路、高線(xian)公(gong)(gong)(gong)(gong)路破(po)土(tu)動工(gong)。2001年(nian)(nian)(nian)8月(yue)8日(ri)(ri),國(guo)電(dian)(dian)公(gong)(gong)(gong)(gong)司在公(gong)(gong)(gong)(gong)伯(bo)(bo)峽組(zu)(zu)織(zhi)了(le)(le)隆重的(de)開工(gong)典禮;2002年(nian)(nian)(nian)3月(yue)20日(ri)(ri),公(gong)(gong)(gong)(gong)伯(bo)(bo)峽水(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)站(zhan)(zhan)工(gong)程(cheng)建設,大(da)河(he)(he)(he)截流成功;2002年(nian)(nian)(nian)8月(yue)8日(ri)(ri),總公(gong)(gong)(gong)(gong)司決定成立公(gong)(gong)(gong)(gong)伯(bo)(bo)峽發(fa)電(dian)(dian)分(fen)公(gong)(gong)(gong)(gong)司; 2003年(nian)(nian)(nian)9月(yue)26日(ri)(ri)中(zhong)(zhong)國(guo)電(dian)(dian)力投(tou)資集團(tuan)公(gong)(gong)(gong)(gong)司石成梁副總經理一(yi)(yi)行人(ren),在黃(huang)河(he)(he)(he)水(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)公(gong)(gong)(gong)(gong)司總經理夏(xia)忠、副總經理李(li)鐵證的(de)陪同下(xia),到公(gong)(gong)(gong)(gong)伯(bo)(bo)峽電(dian)(dian)站(zhan)(zhan)檢(jian)查指導(dao)(dao)工(gong)作(zuo)(zuo),并(bing)為公(gong)(gong)(gong)(gong)伯(bo)(bo)峽發(fa)電(dian)(dian)分(fen)公(gong)(gong)(gong)(gong)司揭牌;2004年(nian)(nian)(nian)8月(yue)8日(ri)(ri),公(gong)(gong)(gong)(gong)伯(bo)(bo)峽水(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)站(zhan)(zhan)舉行下(xia)閘蓄水(shui)(shui)(shui)(shui)(shui)(shui)儀式(shi);2004年(nian)(nian)(nian)9月(yue)1日(ri)(ri),青海省省長楊(yang)傳堂來公(gong)(gong)(gong)(gong)伯(bo)(bo)峽檢(jian)查1#機投(tou)產(chan)發(fa)電(dian)(dian)情(qing)況;2004年(nian)(nian)(nian)9月(yue)1日(ri)(ri),中(zhong)(zhong)國(guo)水(shui)(shui)(shui)(shui)(shui)(shui)利水(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)質量(liang)監(jian)督總站(zhan)(zhan)質量(liang)監(jian)督巡視(shi)組(zu)(zu)來公(gong)(gong)(gong)(gong)伯(bo)(bo)峽檢(jian)查投(tou)產(chan)發(fa)電(dian)(dian)工(gong)作(zuo)(zuo);2004年(nian)(nian)(nian)9月(yue)26日(ri)(ri),中(zhong)(zhong)國(guo)水(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)裝機容量(liang)突破(po)一(yi)(yi)億千瓦暨(ji)黃(huang)河(he)(he)(he)公(gong)(gong)(gong)(gong)伯(bo)(bo)峽水(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)站(zhan)(zhan)一(yi)(yi)號(hao)機投(tou)產(chan)發(fa)電(dian)(dian)大(da)型慶祝活動在公(gong)(gong)(gong)(gong)伯(bo)(bo)峽舉行。2006年(nian)(nian)(nian)4月(yue)17日(ri)(ri),公(gong)(gong)(gong)(gong)伯(bo)(bo)峽水(shui)(shui)(shui)(shui)(shui)(shui)電(dian)(dian)站(zhan)(zhan)5號(hao)機發(fa)電(dian)(dian)機轉(zhuan)(zhuan)子(zi)順利吊裝就位。集團(tuan)公(gong)(gong)(gong)(gong)司副總經理石成梁、黃(huang)河(he)(he)(he)公(gong)(gong)(gong)(gong)司副總經理謝小平等領導(dao)(dao)觀(guan)看了(le)(le)轉(zhuan)(zhuan)子(zi)吊裝的(de)整個過程(cheng),并(bing)視(shi)察公(gong)(gong)(gong)(gong)伯(bo)(bo)峽、蘇(su)只兩站(zhan)(zhan)工(gong)作(zuo)(zuo)。
黃河(he)公伯峽水(shui)電(dian)(dian)站是國(guo)家“十五”的重(zhong)點工(gong)程(cheng)、西(xi)電(dian)(dian)東送的啟動項目,位于(yu)青(qing)海省循(xun)化(hua)、化(hua)隆兩縣交界處的黃河(he)干流上,是一(yi)座以(yi)發(fa)(fa)電(dian)(dian)為主,兼有防洪(hong)、灌溉、供(gong)水(shui)等綜(zong)合效益的大(da)Ⅰ型工(gong)程(cheng),其工(gong)程(cheng)樞紐由擋水(shui)大(da)壩(ba)、引水(shui)發(fa)(fa)電(dian)(dian)系統及(ji)泄水(shui)建(jian)筑物(wu)組成(cheng)。壩(ba)頂高程(cheng)2010m,最大(da)壩(ba)高132.2m,庫容(rong)6.3億立(li)方米,總(zong)裝機(ji)容(rong)量1500MW。 工(gong)程(cheng)土石(shi)方開挖量1170萬立(li)方米,土石(shi)方填筑514萬立(li)方米,混凝土澆筑145萬立(li)方米,金屬結構制(zhi)安13841t。概算總(zong)投資62.57億元(yuan),竣工(gong)決算總(zong)投資54.84億元(yuan),其中:建(jian)安總(zong)投資27.78億元(yuan)。 工(gong)程(cheng)于(yu)2000年(nian)(nian)(nian)12月國(guo)家計委批(pi)準立(li)項,2001年(nian)(nian)(nian)8月國(guo)家發(fa)(fa)改委批(pi)準正式開工(gong),2002年(nian)(nian)(nian)3月工(gong)程(cheng)截流,2004年(nian)(nian)(nian)8月第一(yi)臺機(ji)組提前一(yi)年(nian)(nian)(nian)并網發(fa)(fa)電(dian)(dian),2006年(nian)(nian)(nian)8月工(gong)程(cheng)竣工(gong)。

2009年,公(gong)伯峽水(shui)電站工(gong)程(cheng)(cheng)獲得土木(mu)工(gong)程(cheng)(cheng)類國家級最高(gao)獎(jiang)—詹天佑獎(jiang)。
12月7日,國家工程(cheng)建設質量(liang)獎審定委員(yuan)會發布2009年度國家優質工程(cheng)表彰決(jue)定,5項金獎工程(cheng)、146項銀獎工程(cheng)受到表彰。
公伯峽水電(dian)站再獲殊(shu)榮,折(zhe)桂“2009年度國(guo)家優(you)質(zhi)工程(cheng)金質(zhi)獎”。

公伯峽
公伯峽,又叫古什群峽,因黃(huang)河(he)上(shang)游南岸懸崖處建有(you)一座“拱北”而(er)得名。距省城西寧市145公里,屬于旅游地(di)景,這個峽從宗(zong)吾橋到(dao)贊卜乎村,全長(chang)15公里,是(shi)黃(huang)河(he)自尖扎(zha)進入循化(hua)的必經之(zhi)地(di)。
古(gu)什(shen)群峽(xia)兩山對峙(zhi),崇山峻嶺,高聳入云(yun),陡(dou)壁如(ru)削,蔭天蔽日,形勢十分險要。黃河(he)(he)入峽(xia)后,因河(he)(he)道(dao)狹窄,河(he)(he)中礁(jiao)石暗伏,滾滾河(he)(he)水飛湍造漩,咆哮而(er)下(xia),登頂觀景(jing),蔚(yu)為壯觀,十分險絕(jue)。循(xun)化古(gu)八景(jing)中有“什(shen)群急(ji)湍”之稱。
古(gu)(gu)什群峽出口處(chu)(chu)河岸(an)(an)僅寬十余(yu)丈(zhang),自(zi)古(gu)(gu)以來(lai)為(wei)(wei)天然架橋之(zhi)(zhi)處(chu)(chu)。峽口南岸(an)(an)有廢古(gu)(gu)城(cheng)遺址兩處(chu)(chu),為(wei)(wei)漢(han)代(dai)修建(jian)的(de)軍(jun)事橋頭堡和積石峽阿麻岔古(gu)(gu)城(cheng)同時代(dai)建(jian)筑。查汗都斯(si)鄉一帶,土地平坦肥(fei)沃,曾為(wei)(wei)漢(han)代(dai)屯田之(zhi)(zhi)處(chu)(chu)。如(ru)今這里已成為(wei)(wei)循化園林之(zhi)(zhi)鄉和糧(liang)食生產基地。峽口為(wei)(wei)國(guo)家規劃的(de)黃河上游第(di)四個梯級(ji)電站,現(xian)已建(jian)設(she)完成,庫(ku)容量為(wei)(wei)6.2億立(li)方米。
