我國(guo)(guo)能源(yuan)分布和經濟發(fa)展(zhan)極(ji)不(bu)均衡的(de)基本國(guo)(guo)情(qing),決定了能源(yuan)資(zi)源(yuan)必須在全國(guo)(guo)范圍內(nei)優(you)化(hua)配(pei)置。內(nei)蒙古東部地(di)(di)(di)(di)(di)(di)區(簡(jian)稱(cheng)蒙東地(di)(di)(di)(di)(di)(di)區)風能資(zi)源(yuan)豐富,是國(guo)(guo)家確定的(de)千萬千瓦級風電(dian)基地(di)(di)(di)(di)(di)(di)之一。蒙東地(di)(di)(di)(di)(di)(di)區地(di)(di)(di)(di)(di)(di)形開(kai)闊平坦,成片開(kai)發(fa)風電(dian)優(you)勢明(ming)顯。蒙東風電(dian)基地(di)(di)(di)(di)(di)(di)的(de)電(dian)力通過特高壓電(dian)網(wang)外送(song),能夠更加經濟、有(you)效地(di)(di)(di)(di)(di)(di)促進(jin)風電(dian)基地(di)(di)(di)(di)(di)(di)開(kai)發(fa)。加快蒙東風電(dian)基地(di)(di)(di)(di)(di)(di)建設,對于促進(jin)清潔能源(yuan)規模化(hua)開(kai)發(fa),優(you)化(hua)電(dian)力發(fa)展(zhan)格局,支撐(cheng)我國(guo)(guo)經濟快速發(fa)展(zhan)并向低碳(tan)經濟轉(zhuan)型具有(you)重(zhong)要意義。
我國中東部地(di)區(qu)經(jing)濟(ji)發(fa)(fa)(fa)達,電力(li)消費潛力(li)極(ji)大,但能(neng)源(yuan)(yuan)資源(yuan)(yuan)相對匱乏,而水(shui)能(neng)、煤(mei)炭(tan)等常規能(neng)源(yuan)(yuan)主要(yao)分布在西部地(di)區(qu)。近(jin)年來,煤(mei)炭(tan)運輸越(yue)來越(yue)緊張,能(neng)源(yuan)(yuan)技術經(jing)濟(ji)環境(jing)保護(hu)問題越(yue)發(fa)(fa)(fa)突出,調整能(neng)源(yuan)(yuan)結(jie)構、提(ti)高(gao)能(neng)源(yuan)(yuan)利用效率和發(fa)(fa)(fa)展(zhan)新能(neng)源(yuan)(yuan)已(yi)成為必然趨勢。風(feng)能(neng)是清(qing)潔的可再生能(neng)源(yuan)(yuan),加(jia)快風(feng)能(neng)資源(yuan)(yuan)集約(yue)開發(fa)(fa)(fa),與(yu)我國節能(neng)減(jian)排、提(ti)高(gao)能(neng)源(yuan)(yuan)效率、發(fa)(fa)(fa)展(zhan)新能(neng)源(yuan)(yuan)的戰略相適應,同時有利于促(cu)進電力(li)與(yu)經(jing)濟(ji)、社會、生態環境(jing)的可持續發(fa)(fa)(fa)展(zhan)。
蒙東地(di)區(qu)(qu)地(di)處(chu)北半球中緯度盛行西風(feng)(feng)帶,受西伯(bo)利亞及蒙古冷高氣(qi)壓、蒙古高原氣(qi)旋,以及東亞海陸季(ji)風(feng)(feng)和(he)蒙古高原季(ji)風(feng)(feng)影(ying)響,風(feng)(feng)能(neng)資源豐富。其(qi)中,赤峰市的翁牛特旗、克什克騰旗和(he)松山區(qu)(qu)的交界地(di)帶,地(di)勢(shi)平(ping)坦、高程較高、風(feng)(feng)能(neng)資源較好,70m離地(di)高度平(ping)均(jun)(jun)風(feng)(feng)速達到(dao)了8.0~9.3m/s,功率(lv)密(mi)度達到(dao)了700~1200W/m2;呼倫貝(bei)爾嶺(ling)西地(di)區(qu)(qu)的新巴(ba)爾虎右(you)旗、滿洲里等地(di)區(qu)(qu)均(jun)(jun)屬低山丘陵區(qu)(qu),風(feng)(feng)能(neng)資源豐富;通遼(liao)、興安盟地(di)區(qu)(qu)風(feng)(feng)能(neng)資源處(chu)于平(ping)均(jun)(jun)水平(ping)。
我(wo)國中東(dong)部地區(qu)由于環保(bao)壓力大(da)、能(neng)(neng)源運(yun)輸成本高、土地資源緊(jin)張,已不適宜再大(da)規(gui)(gui)模建設燃煤電(dian)廠(chang),同時風(feng)能(neng)(neng)、太陽能(neng)(neng)等新能(neng)(neng)源大(da)規(gui)(gui)模開發(fa)能(neng)(neng)力有限。華(hua)(hua)北(bei)的京(jing)津冀魯、華(hua)(hua)東(dong)、華(hua)(hua)中等負(fu)荷(he)中心(xin)地區(qu)經(jing)濟發(fa)達,但(dan)能(neng)(neng)源資源匱乏(fa),電(dian)力消(xiao)費(fei)市場(chang)空間(jian)較(jiao)大(da),需(xu)大(da)規(gui)(gui)模接(jie)受區(qu)外來電(dian),以滿足地區(qu)經(jing)濟、社會發(fa)展需(xu)要。
我國華北(bei)、東北(bei)、西(xi)北(bei)“三北(bei)”地(di)(di)(di)區風(feng)(feng)能資源(yuan)(yuan)豐富,具備大規(gui)模開(kai)發(fa)利(li)用(yong)的資源(yuan)(yuan)條件。為滿足中(zhong)東部(bu)地(di)(di)(di)區不斷增長的用(yong)電(dian)(dian)(dian)需求,結合“三北(bei)”地(di)(di)(di)區風(feng)(feng)能、煤炭資源(yuan)(yuan)豐富等(deng)條件集(ji)約開(kai)發(fa)大型風(feng)(feng)電(dian)(dian)(dian)、煤電(dian)(dian)(dian)基地(di)(di)(di),宜采用(yong)“風(feng)(feng)火打捆”的送電(dian)(dian)(dian)方式。按(an)照國家風(feng)(feng)電(dian)(dian)(dian)發(fa)展戰略,依托風(feng)(feng)能資源(yuan)(yuan)豐富區,以“建設大基地(di)(di)(di)、融入大電(dian)(dian)(dian)網(wang)”方式進行規(gui)劃和建設的思路(lu),將電(dian)(dian)(dian)能從“三北(bei)”地(di)(di)(di)區大規(gui)模輸送到中(zhong)東部(bu)地(di)(di)(di)區,是解決中(zhong)東部(bu)地(di)(di)(di)區電(dian)(dian)(dian)力(li)供應(ying)的有效措施。
風(feng)能(neng)資(zi)(zi)源豐富,適合長期開發。內蒙古自治(zhi)區(qu)離(li)地10m高度風(feng)能(neng)資(zi)(zi)源總儲(chu)量(liang)為(wei)8.98億(yi)kW,技術(shu)可開發量(liang)為(wei)1.5億(yi)kW,其中(zhong)蒙東地區(qu)面積(ji)約占內蒙古自治(zhi)區(qu)的40%,風(feng)能(neng)資(zi)(zi)源儲(chu)量(liang)約占整個自治(zhi)區(qu)風(feng)能(neng)資(zi)(zi)源儲(chu)量(liang)的32%,風(feng)能(neng)資(zi)(zi)源的技術(shu)可開發量(liang)約為(wei)4300萬kW。
建(jian)場條件好,基(ji)(ji)建(jian)成本低(di)。內(nei)蒙古自治區土(tu)(tu)地(di)(di)(di)廣闊(kuo),人口較少,土(tu)(tu)地(di)(di)(di)資源豐富且價(jia)格低(di)廉(lian)、特別是蒙東地(di)(di)(di)區有(you)大量荒(huang)漠或半荒(huang)漠土(tu)(tu)地(di)(di)(di),地(di)(di)(di)價(jia)低(di)廉(lian),建(jian)風電(dian)(dian)(dian)場的(de)條件較好。蒙東風電(dian)(dian)(dian)基(ji)(ji)地(di)(di)(di)內(nei)無名(ming)勝古跡(ji)、自然保護區等敏感環境保護目標,風電(dian)(dian)(dian)基(ji)(ji)地(di)(di)(di)的(de)基(ji)(ji)建(jian)成本相對(dui)較低(di),新建(jian)變電(dian)(dian)(dian)站(zhan)、輸(shu)電(dian)(dian)(dian)線(xian)路走廊(lang)的(de)選址也(ye)較為容易。
對(dui)草(cao)(cao)原(yuan)生態環境影響(xiang)(xiang)小。風電(dian)的(de)(de)(de)生產(chan)過(guo)程(cheng)(cheng)是將當(dang)地的(de)(de)(de)風能(neng)轉變(bian)(bian)為(wei)機械(xie)能(neng)再轉變(bian)(bian)為(wei)電(dian)能(neng)的(de)(de)(de)過(guo)程(cheng)(cheng)。在整個能(neng)量轉換過(guo)程(cheng)(cheng)中,不(bu)(bu)產(chan)生大氣、水(shui)體、固體廢棄物(wu)等(deng)方面的(de)(de)(de)污染(ran)(ran)物(wu),也(ye)不(bu)(bu)會產(chan)生大的(de)(de)(de)噪(zao)聲污染(ran)(ran)。在采(cai)取(qu)適當(dang)的(de)(de)(de)環保(bao)、水(shui)保(bao)、消(xiao)噪(zao)措施后(hou),對(dui)當(dang)地較為(wei)脆弱的(de)(de)(de)草(cao)(cao)原(yuan)生態環境造成的(de)(de)(de)不(bu)(bu)良影響(xiang)(xiang)很小。
具有良(liang)好的規(gui)模(mo)效(xiao)應。根(gen)據規(gui)劃,到2020年,蒙(meng)東(dong)風(feng)(feng)電(dian)基(ji)地規(gui)劃建(jian)設(she)的風(feng)(feng)電(dian)裝機容量將達到1222.5萬(wan)kW,但由于蒙(meng)東(dong)電(dian)網(wang)負荷水(shui)平較低,調峰困難,只能(neng)消納風(feng)(feng)電(dian)的極小部分電(dian)量。蒙(meng)東(dong)地區豐富(fu)的風(feng)(feng)能(neng)采取大(da)(da)規(gui)模(mo)開(kai)發、大(da)(da)規(gui)模(mo)送出(chu)的方式,符合國家電(dian)網(wang)公(gong)司對(dui)風(feng)(feng)電(dian)開(kai)發“建(jian)設(she)大(da)(da)基(ji)地,融(rong)入大(da)(da)電(dian)網(wang)”的原則,具有良(liang)好的規(gui)模(mo)效(xiao)應。
中國(guo)(guo)作為能(neng)(neng)(neng)(neng)源(yuan)消(xiao)費大國(guo)(guo),能(neng)(neng)(neng)(neng)源(yuan)產業(ye)的(de)(de)(de)(de)發(fa)展支撐著經濟(ji)(ji)(ji)的(de)(de)(de)(de)高速發(fa)展。2010年(nian),我(wo)國(guo)(guo)能(neng)(neng)(neng)(neng)源(yuan)消(xiao)費總(zong)量達32.5億(yi),由此(ci)帶來一系列(lie)的(de)(de)(de)(de)環境(jing)問題,制約(yue)著我(wo)國(guo)(guo)經濟(ji)(ji)(ji)與社(she)會(hui)的(de)(de)(de)(de)可(ke)(ke)持續發(fa)展。調(diao)整(zheng)能(neng)(neng)(neng)(neng)源(yuan)結構(gou),提高能(neng)(neng)(neng)(neng)源(yuan)效率(lv),是解決(jue)我(wo)國(guo)(guo)能(neng)(neng)(neng)(neng)源(yuan)問題的(de)(de)(de)(de)重要措施。風(feng)(feng)能(neng)(neng)(neng)(neng)資源(yuan)是清潔的(de)(de)(de)(de)可(ke)(ke)再生(sheng)能(neng)(neng)(neng)(neng)源(yuan),風(feng)(feng)力發(fa)電(dian)(dian)是目前(qian)可(ke)(ke)再生(sheng)能(neng)(neng)(neng)(neng)源(yuan)中技術(shu)最(zui)成(cheng)熟、最(zui)具規模(mo)開發(fa)條件和(he)(he)(he)商業(ye)化發(fa)展前(qian)景的(de)(de)(de)(de)發(fa)電(dian)(dian)方式。我(wo)國(guo)(guo)面臨巨大的(de)(de)(de)(de)環境(jing)和(he)(he)(he)碳減排的(de)(de)(de)(de)壓力,風(feng)(feng)電(dian)(dian)基地建設(she)堅持可(ke)(ke)持續發(fa)展,需與我(wo)國(guo)(guo)的(de)(de)(de)(de)電(dian)(dian)力、能(neng)(neng)(neng)(neng)源(yuan)規劃相統一,還要與我(wo)國(guo)(guo)的(de)(de)(de)(de)生(sheng)態(tai)環境(jing)、經濟(ji)(ji)(ji)和(he)(he)(he)社(she)會(hui)發(fa)展相協調(diao),最(zui)終形成(cheng)能(neng)(neng)(neng)(neng)源(yuan)利用率(lv)高,能(neng)(neng)(neng)(neng)源(yuan)安全有保障的(de)(de)(de)(de)局(ju)面。
蒙(meng)東(dong)(dong)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)位于內(nei)蒙(meng)古自治區的東(dong)(dong)部(bu),與(yu)東(dong)(dong)北三省相(xiang)鄰,分為(wei)赤峰電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)、通(tong)遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)、興安電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)和呼(hu)倫貝爾(er)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)。雖然目前蒙(meng)東(dong)(dong)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)尚(shang)未形(xing)成統一的電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang),但大都有多回高電(dian)(dian)(dian)(dian)(dian)(dian)壓等級的聯絡線(xian)與(yu)東(dong)(dong)北電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)相(xiang)連。比如,赤峰電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)和通(tong)遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)聯入遼(liao)寧和吉林(lin)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang),呼(hu)倫貝爾(er)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)通(tong)過伊敏(min)電(dian)(dian)(dian)(dian)(dian)(dian)廠(chang)線(xian)路(lu)實現與(yu)東(dong)(dong)北主網(wang)(wang)(wang)聯網(wang)(wang)(wang)運(yun)行,興安盟部(bu)分電(dian)(dian)(dian)(dian)(dian)(dian)力以1回220kV線(xian)路(lu)并(bing)入錫盟電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang),部(bu)分電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)由呼(hu)倫貝爾(er)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)和通(tong)遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)供電(dian)(dian)(dian)(dian)(dian)(dian)。
近年(nian)(nian)來,由于東(dong)(dong)北(bei)(bei)地(di)區高耗能企業大(da)量停產,電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)低谷時段(duan)供(gong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)量大(da)幅度下(xia)降(jiang),新建(jian)火電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組中供(gong)熱(re)機(ji)組所(suo)占比例較(jiao)大(da),水電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(包(bao)括抽水蓄能)機(ji)組裝機(ji)比例逐(zhu)年(nian)(nian)下(xia)降(jiang)等原因(yin),東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)峰谷差逐(zhu)年(nian)(nian)持續增大(da),東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)調(diao)峰困難的情(qing)況已經日益突出,而風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組運行的不(bu)確定性是加(jia)重東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)調(diao)峰困難的主(zhu)要(yao)原因(yin)之一,因(yin)此東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)消(xiao)(xiao)納(na)(na)蒙東(dong)(dong)風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)的能力有限。到(dao)2020年(nian)(nian),東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)規劃建(jian)設的風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)基(ji)地(di)裝機(ji)容(rong)量較(jiao)大(da),其(qi)中主(zhu)要(yao)包(bao)括蒙東(dong)(dong)和(he)吉林(lin)2個(ge)千萬千瓦(wa)級風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)基(ji)地(di),東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)僅(jin)能消(xiao)(xiao)納(na)(na)東(dong)(dong)北(bei)(bei)地(di)區部分(fen)風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力。根據(ju)東(dong)(dong)北(bei)(bei)地(di)區風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)消(xiao)(xiao)納(na)(na)能力分(fen)析結(jie)果,2020年(nian)(nian)時東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)消(xiao)(xiao)納(na)(na)風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)的容(rong)量也僅(jin)為1143萬kW。
統籌考(kao)慮蒙(meng)東(dong)、吉(ji)林(lin)千萬千瓦級風電(dian)(dian)基(ji)地(di)(di)能源資源情況、地(di)(di)理位置條(tiao)件,并(bing)結合東(dong)北電(dian)(dian)網(wang)“十(shi)二五”發(fa)展規(gui)劃,吉(ji)林(lin)千萬千瓦級風電(dian)(dian)基(ji)地(di)(di)立足于吉(ji)林(lin)省內乃(nai)至東(dong)北全網(wang)進行消(xiao)納(na)。根據國家特(te)高(gao)壓電(dian)(dian)網(wang)規(gui)劃,到2020年,蒙(meng)東(dong)地(di)(di)區(qu)規(gui)劃建成2個至“三(san)華(hua)”電(dian)(dian)網(wang)的特(te)高(gao)壓直(zhi)(zhi)流(liu)輸電(dian)(dian)通道。蒙(meng)東(dong)風電(dian)(dian)基(ji)地(di)(di)的風電(dian)(dian)除(chu)在東(dong)北電(dian)(dian)網(wang)消(xiao)納(na)外,還(huan)有(you)一部分需要通過特(te)高(gao)壓直(zhi)(zhi)流(liu)采用“風火打捆”的方式(shi)送電(dian)(dian)“三(san)華(hua)”電(dian)(dian)網(wang)消(xiao)納(na)。其中東(dong)北地(di)(di)區(qu)消(xiao)納(na)656萬kW,“三(san)華(hua)”電(dian)(dian)網(wang)消(xiao)納(na)566萬kW。
蒙東地(di)(di)區作為(wei)我(wo)國千萬(wan)千瓦級風(feng)電(dian)(dian)基(ji)地(di)(di)之(zhi)一(yi),也(ye)是(shi)國家電(dian)(dian)網(wang)公司特(te)高壓(ya)電(dian)(dian)網(wang)規(gui)劃(hua)的(de)重要送端電(dian)(dian)源基(ji)地(di)(di)之(zhi)一(yi)。除滿足自身經濟社會發展對電(dian)(dian)力的(de)需求外(wai),還主要通過特(te)高壓(ya)電(dian)(dian)網(wang)送電(dian)(dian)“三(san)華”電(dian)(dian)網(wang)。
根據特高壓電網規劃,結合蒙東(dong)風電基地項目前期(qi)工作(zuo)進(jin)展情況(kuang),在(zai)輸電規劃論證中(zhong),考慮了以下主(zhu)要原則(ze):
①風電接(jie)入應(ying)遵(zun)行“建設大(da)基地、融入大(da)電網(wang)”的規劃思路,滿(man)足分(fen)片(pian)、分(fen)區(qu)接(jie)入原則(ze);
②風(feng)電(dian)的送出需進(jin)行統(tong)一(yi)規劃,在充分利用(yong)當地(di)風(feng)電(dian)消納能力的基(ji)礎(chu)上,剩余風(feng)電(dian)容量應通過超高(gao)壓及特高(gao)壓通道由東(dong)北及“三華(hua)”電(dian)網消納;
③風電(dian)場(chang)應適(shi)當聯合與分(fen)組,形成相(xiang)對獨立(li)的多個送(song)電(dian)通道,考(kao)慮(lv)到風電(dian)運行特點(dian),避免風電(dian)送(song)電(dian)回路落點(dian)過于(yu)集中,風電(dian)容量(liang)應分(fen)散接入(ru)電(dian)網;
④位于蒙東的大規模風(feng)電場(chang)主(zhu)要應接入(ru)500kV電網運行;風(feng)電場(chang)容(rong)量(liang)大且集中的區域,宜選(xuan)擇合適位置建設(she)220kV或500kV匯集站,將風(feng)電場(chang)電力匯集后直接送往500kV電網;
⑤對(dui)于地理位置較孤立的風電(dian)場,建議(yi)就近(jin)接入(ru)當地220kV及(ji)以下電(dian)網運(yun)行,或對(dui)容(rong)量較小的風電(dian)場進行匯集后送入(ru)地區220kV電(dian)網。
到2020年(nian),蒙東風(feng)(feng)(feng)(feng)電(dian)基(ji)地規劃(hua)建設的(de)風(feng)(feng)(feng)(feng)電(dian)裝機(ji)容量將達到1222.5萬(wan)(wan)(wan)kW。其中,風(feng)(feng)(feng)(feng)電(dian)開(kai)發(fa)較為(wei)集中的(de)地區(qu)為(wei)呼(hu)倫貝(bei)爾(er)市(shi)(shi)新(xin)巴爾(er)虎右(you)旗、通(tong)(tong)遼市(shi)(shi)開(kai)魯地區(qu)、珠(zhu)日河地區(qu)以及赤峰市(shi)(shi)松山區(qu)、克什克騰(teng)旗、翁(weng)牛特旗。呼(hu)倫貝(bei)爾(er)市(shi)(shi)新(xin)巴爾(er)虎右(you)旗風(feng)(feng)(feng)(feng)電(dian)開(kai)發(fa)容量約(yue)200萬(wan)(wan)(wan)kW,通(tong)(tong)遼市(shi)(shi)開(kai)魯地區(qu)、珠(zhu)日河地區(qu)風(feng)(feng)(feng)(feng)電(dian)開(kai)發(fa)容量約(yue)270萬(wan)(wan)(wan)kW,赤峰市(shi)(shi)松山區(qu)、克什克騰(teng)旗、翁(weng)牛特旗風(feng)(feng)(feng)(feng)電(dian)開(kai)發(fa)容量約(yue)390萬(wan)(wan)(wan)kW。剩余約(yue)362萬(wan)(wan)(wan)kW風(feng)(feng)(feng)(feng)電(dian)裝機(ji)地理位置分散(san)且單(dan)個風(feng)(feng)(feng)(feng)電(dian)場容量較小(xiao)。
蒙(meng)(meng)東(dong)(dong)(dong)風(feng)電(dian)基(ji)地規(gui)(gui)劃(hua)裝機容量較大,但蒙(meng)(meng)東(dong)(dong)(dong)地區負荷水(shui)平較低,所發(fa)(fa)(fa)電(dian)力需要(yao)大規(gui)(gui)模(mo)(mo)外(wai)送。加(jia)快蒙(meng)(meng)東(dong)(dong)(dong)風(feng)電(dian)基(ji)地建設,對于促(cu)(cu)進清潔能(neng)源規(gui)(gui)模(mo)(mo)化開(kai)發(fa)(fa)(fa),優化煤(mei)炭發(fa)(fa)(fa)展(zhan)(zhan)(zhan)格局,支撐我國經濟快速發(fa)(fa)(fa)展(zhan)(zhan)(zhan),促(cu)(cu)進智能(neng)電(dian)網(wang)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)戰(zhan)略和規(gui)(gui)劃(hua)研(yan)究。低碳經濟發(fa)(fa)(fa)展(zhan)(zhan)(zhan)具有重要(yao)意義。根據能(neng)源資源流(liu)向(xiang)的合理安排,蒙(meng)(meng)東(dong)(dong)(dong)風(feng)電(dian)開(kai)發(fa)(fa)(fa)外(wai)送應(ying)考(kao)慮首先通過(guo)(guo)500kV電(dian)網(wang)送至東(dong)(dong)(dong)北(bei)主網(wang)消納,其余風(feng)電(dian)采用“風(feng)火打(da)捆”方式(shi)通過(guo)(guo)特(te)高壓直流(liu)外(wai)送“三華”電(dian)網(wang)。
