我國(guo)能源(yuan)分布(bu)和經(jing)(jing)濟(ji)發(fa)(fa)展(zhan)極不均衡的基本國(guo)情,決定(ding)了(le)能源(yuan)資(zi)源(yuan)必須在(zai)全國(guo)范圍內優(you)化(hua)(hua)配(pei)置(zhi)。內蒙(meng)古東部地(di)(di)區(簡稱蒙(meng)東地(di)(di)區)風(feng)能資(zi)源(yuan)豐富,是國(guo)家確定(ding)的千萬千瓦級風(feng)電基地(di)(di)之一(yi)。蒙(meng)東地(di)(di)區地(di)(di)形開闊平坦,成片開發(fa)(fa)風(feng)電優(you)勢明顯。蒙(meng)東風(feng)電基地(di)(di)的電力通過特高壓電網外送,能夠更加經(jing)(jing)濟(ji)、有(you)效地(di)(di)促(cu)進風(feng)電基地(di)(di)開發(fa)(fa)。加快蒙(meng)東風(feng)電基地(di)(di)建設,對于促(cu)進清(qing)潔能源(yuan)規模化(hua)(hua)開發(fa)(fa),優(you)化(hua)(hua)電力發(fa)(fa)展(zhan)格(ge)局,支(zhi)撐(cheng)我國(guo)經(jing)(jing)濟(ji)快速發(fa)(fa)展(zhan)并向低碳經(jing)(jing)濟(ji)轉型具(ju)有(you)重要意義(yi)。
我國中東部(bu)地(di)(di)區經(jing)濟(ji)發(fa)(fa)達,電(dian)力消(xiao)費(fei)潛力極大,但(dan)能源(yuan)資源(yuan)相對匱乏,而水(shui)能、煤炭(tan)等常規能源(yuan)主(zhu)要(yao)分(fen)布在西(xi)部(bu)地(di)(di)區。近年來(lai),煤炭(tan)運輸越(yue)來(lai)越(yue)緊張,能源(yuan)技術經(jing)濟(ji)環(huan)境保護問題越(yue)發(fa)(fa)突出,調整能源(yuan)結構、提高(gao)能源(yuan)利用(yong)效率和(he)發(fa)(fa)展新能源(yuan)已(yi)成為必然(ran)趨勢。風能是清潔的(de)可再生能源(yuan),加快風能資源(yuan)集約開發(fa)(fa),與我國節能減排、提高(gao)能源(yuan)效率、發(fa)(fa)展新能源(yuan)的(de)戰略相適應,同(tong)時有利于促進電(dian)力與經(jing)濟(ji)、社會、生態環(huan)境的(de)可持續發(fa)(fa)展。
蒙(meng)東(dong)(dong)地(di)(di)區(qu)(qu)(qu)地(di)(di)處(chu)北半(ban)球中緯度(du)(du)盛(sheng)行(xing)西風(feng)(feng)(feng)帶,受(shou)西伯利亞及蒙(meng)古冷高(gao)氣壓(ya)、蒙(meng)古高(gao)原(yuan)氣旋,以及東(dong)(dong)亞海陸季風(feng)(feng)(feng)和蒙(meng)古高(gao)原(yuan)季風(feng)(feng)(feng)影(ying)響,風(feng)(feng)(feng)能資(zi)源豐富。其中,赤峰市的翁牛(niu)特旗(qi)、克什(shen)克騰旗(qi)和松山(shan)區(qu)(qu)(qu)的交界(jie)地(di)(di)帶,地(di)(di)勢平(ping)(ping)坦、高(gao)程較高(gao)、風(feng)(feng)(feng)能資(zi)源較好,70m離地(di)(di)高(gao)度(du)(du)平(ping)(ping)均(jun)風(feng)(feng)(feng)速(su)達(da)到了8.0~9.3m/s,功率(lv)密度(du)(du)達(da)到了700~1200W/m2;呼(hu)倫(lun)貝爾嶺西地(di)(di)區(qu)(qu)(qu)的新巴爾虎右旗(qi)、滿洲里(li)等地(di)(di)區(qu)(qu)(qu)均(jun)屬低山(shan)丘陵(ling)區(qu)(qu)(qu),風(feng)(feng)(feng)能資(zi)源豐富;通遼、興安盟地(di)(di)區(qu)(qu)(qu)風(feng)(feng)(feng)能資(zi)源處(chu)于平(ping)(ping)均(jun)水平(ping)(ping)。
我(wo)國中(zhong)(zhong)東部(bu)地區(qu)(qu)由于環保壓力大(da)、能(neng)源運輸成(cheng)本高、土地資源緊張,已不適宜再大(da)規(gui)模(mo)(mo)(mo)建(jian)設燃(ran)煤電(dian)廠,同時風(feng)能(neng)、太(tai)陽能(neng)等新能(neng)源大(da)規(gui)模(mo)(mo)(mo)開發(fa)能(neng)力有限。華北的京津(jin)冀魯、華東、華中(zhong)(zhong)等負荷(he)中(zhong)(zhong)心(xin)地區(qu)(qu)經濟(ji)發(fa)達(da),但能(neng)源資源匱乏,電(dian)力消費市場(chang)空間(jian)較大(da),需大(da)規(gui)模(mo)(mo)(mo)接受區(qu)(qu)外來(lai)電(dian),以(yi)滿足地區(qu)(qu)經濟(ji)、社會發(fa)展需要。
我國(guo)華北(bei)、東(dong)(dong)北(bei)、西北(bei)“三(san)(san)北(bei)”地(di)(di)區(qu)風(feng)能(neng)資源豐(feng)(feng)富,具備大(da)(da)規模開發(fa)(fa)利用的(de)資源條件(jian)。為滿足中東(dong)(dong)部地(di)(di)區(qu)不(bu)斷增(zeng)長的(de)用電需求,結合“三(san)(san)北(bei)”地(di)(di)區(qu)風(feng)能(neng)、煤炭(tan)資源豐(feng)(feng)富等條件(jian)集約(yue)開發(fa)(fa)大(da)(da)型風(feng)電、煤電基地(di)(di),宜采用“風(feng)火打捆”的(de)送電方式(shi)(shi)。按照國(guo)家風(feng)電發(fa)(fa)展戰略,依托風(feng)能(neng)資源豐(feng)(feng)富區(qu),以“建(jian)設大(da)(da)基地(di)(di)、融入大(da)(da)電網”方式(shi)(shi)進行規劃(hua)和建(jian)設的(de)思路,將電能(neng)從(cong)“三(san)(san)北(bei)”地(di)(di)區(qu)大(da)(da)規模輸送到中東(dong)(dong)部地(di)(di)區(qu),是解決中東(dong)(dong)部地(di)(di)區(qu)電力供應的(de)有效措(cuo)施。
風(feng)(feng)能資(zi)源豐富,適合長期開(kai)發。內蒙(meng)古自治(zhi)(zhi)區離(li)地(di)10m高(gao)度風(feng)(feng)能資(zi)源總儲量為8.98億kW,技術可開(kai)發量為1.5億kW,其中蒙(meng)東地(di)區面積約(yue)占(zhan)內蒙(meng)古自治(zhi)(zhi)區的(de)40%,風(feng)(feng)能資(zi)源儲量約(yue)占(zhan)整個自治(zhi)(zhi)區風(feng)(feng)能資(zi)源儲量的(de)32%,風(feng)(feng)能資(zi)源的(de)技術可開(kai)發量約(yue)為4300萬kW。
建(jian)場(chang)條件好,基(ji)建(jian)成(cheng)本低(di)(di)。內(nei)蒙古(gu)自治(zhi)區土地(di)廣(guang)闊,人口(kou)較少,土地(di)資(zi)源豐富且價格低(di)(di)廉(lian)、特別是(shi)蒙東(dong)地(di)區有(you)大量荒漠或半荒漠土地(di),地(di)價低(di)(di)廉(lian),建(jian)風電(dian)(dian)(dian)場(chang)的條件較好。蒙東(dong)風電(dian)(dian)(dian)基(ji)地(di)內(nei)無名勝古(gu)跡、自然保護(hu)(hu)區等(deng)敏感環境保護(hu)(hu)目(mu)標(biao),風電(dian)(dian)(dian)基(ji)地(di)的基(ji)建(jian)成(cheng)本相對較低(di)(di),新建(jian)變電(dian)(dian)(dian)站(zhan)、輸(shu)電(dian)(dian)(dian)線路走廊的選址也較為(wei)容易。
對(dui)草(cao)原生(sheng)態環(huan)(huan)境影(ying)響小。風(feng)(feng)電的(de)(de)生(sheng)產(chan)(chan)過程(cheng)是將當地(di)的(de)(de)風(feng)(feng)能(neng)轉變為機械能(neng)再轉變為電能(neng)的(de)(de)過程(cheng)。在(zai)整(zheng)個能(neng)量轉換過程(cheng)中,不產(chan)(chan)生(sheng)大氣、水體(ti)、固體(ti)廢棄物等方面的(de)(de)污染(ran)物,也不會(hui)產(chan)(chan)生(sheng)大的(de)(de)噪(zao)聲污染(ran)。在(zai)采取適當的(de)(de)環(huan)(huan)保、水保、消(xiao)噪(zao)措施(shi)后,對(dui)當地(di)較為脆弱的(de)(de)草(cao)原生(sheng)態環(huan)(huan)境造成的(de)(de)不良影(ying)響很小。
具有良好的(de)(de)規(gui)(gui)模(mo)(mo)效(xiao)應。根據規(gui)(gui)劃,到(dao)2020年,蒙(meng)(meng)東(dong)風電(dian)基地規(gui)(gui)劃建(jian)設(she)的(de)(de)風電(dian)裝機容(rong)量將(jiang)達到(dao)1222.5萬(wan)kW,但由于蒙(meng)(meng)東(dong)電(dian)網(wang)負荷水平較低,調峰困難,只能消納風電(dian)的(de)(de)極(ji)小部分電(dian)量。蒙(meng)(meng)東(dong)地區豐(feng)富(fu)的(de)(de)風能采取(qu)大規(gui)(gui)模(mo)(mo)開發、大規(gui)(gui)模(mo)(mo)送出的(de)(de)方式,符合(he)國家(jia)電(dian)網(wang)公司對風電(dian)開發“建(jian)設(she)大基地,融入大電(dian)網(wang)”的(de)(de)原(yuan)則,具有良好的(de)(de)規(gui)(gui)模(mo)(mo)效(xiao)應。
中(zhong)國(guo)(guo)作為能(neng)(neng)源(yuan)(yuan)消費大國(guo)(guo),能(neng)(neng)源(yuan)(yuan)產業的(de)(de)(de)發(fa)(fa)展(zhan)支撐著(zhu)經(jing)濟的(de)(de)(de)高速發(fa)(fa)展(zhan)。2010年,我國(guo)(guo)能(neng)(neng)源(yuan)(yuan)消費總量達32.5億,由此帶來一系(xi)列的(de)(de)(de)環(huan)境問題,制約著(zhu)我國(guo)(guo)經(jing)濟與(yu)社會(hui)的(de)(de)(de)可(ke)持(chi)續(xu)發(fa)(fa)展(zhan)。調整(zheng)能(neng)(neng)源(yuan)(yuan)結(jie)構,提高能(neng)(neng)源(yuan)(yuan)效率(lv),是解決我國(guo)(guo)能(neng)(neng)源(yuan)(yuan)問題的(de)(de)(de)重要(yao)措施。風(feng)能(neng)(neng)資源(yuan)(yuan)是清潔的(de)(de)(de)可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan),風(feng)力發(fa)(fa)電是目前可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)中(zhong)技術最成熟、最具(ju)規模開(kai)發(fa)(fa)條件和商業化發(fa)(fa)展(zhan)前景的(de)(de)(de)發(fa)(fa)電方式(shi)。我國(guo)(guo)面臨巨大的(de)(de)(de)環(huan)境和碳減排(pai)的(de)(de)(de)壓力,風(feng)電基地建設(she)堅持(chi)可(ke)持(chi)續(xu)發(fa)(fa)展(zhan),需與(yu)我國(guo)(guo)的(de)(de)(de)電力、能(neng)(neng)源(yuan)(yuan)規劃相統一,還要(yao)與(yu)我國(guo)(guo)的(de)(de)(de)生態環(huan)境、經(jing)濟和社會(hui)發(fa)(fa)展(zhan)相協調,最終形成能(neng)(neng)源(yuan)(yuan)利(li)用率(lv)高,能(neng)(neng)源(yuan)(yuan)安全有保障的(de)(de)(de)局面。
蒙(meng)東(dong)(dong)(dong)(dong)電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)位于內蒙(meng)古自(zi)治區的東(dong)(dong)(dong)(dong)部(bu)(bu),與(yu)東(dong)(dong)(dong)(dong)北三(san)省相鄰(lin),分(fen)(fen)為赤峰電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)、通(tong)遼電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)、興安(an)電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)和(he)呼(hu)倫(lun)(lun)貝爾電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)。雖然目前(qian)蒙(meng)東(dong)(dong)(dong)(dong)電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)尚未形成統(tong)一的電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang),但(dan)大都有多回高電(dian)(dian)(dian)壓等級的聯(lian)絡線(xian)(xian)與(yu)東(dong)(dong)(dong)(dong)北電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)相連(lian)。比(bi)如,赤峰電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)和(he)通(tong)遼電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)聯(lian)入遼寧和(he)吉林(lin)電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang),呼(hu)倫(lun)(lun)貝爾電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)通(tong)過(guo)伊(yi)敏電(dian)(dian)(dian)廠(chang)線(xian)(xian)路(lu)實現(xian)與(yu)東(dong)(dong)(dong)(dong)北主網(wang)(wang)(wang)(wang)(wang)(wang)聯(lian)網(wang)(wang)(wang)(wang)(wang)(wang)運(yun)行(xing),興安(an)盟部(bu)(bu)分(fen)(fen)電(dian)(dian)(dian)力以1回220kV線(xian)(xian)路(lu)并入錫盟電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang),部(bu)(bu)分(fen)(fen)電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)由呼(hu)倫(lun)(lun)貝爾電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)和(he)通(tong)遼電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)供電(dian)(dian)(dian)。
近(jin)年來,由(you)于東(dong)(dong)(dong)北(bei)(bei)地區(qu)高耗能(neng)企業(ye)大(da)量(liang)停產,電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)低谷(gu)時段(duan)供(gong)電(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)量(liang)大(da)幅度下降,新建火(huo)電(dian)(dian)(dian)(dian)(dian)機(ji)組(zu)(zu)(zu)中供(gong)熱機(ji)組(zu)(zu)(zu)所占比例(li)較大(da),水(shui)(shui)電(dian)(dian)(dian)(dian)(dian)(包括抽水(shui)(shui)蓄能(neng))機(ji)組(zu)(zu)(zu)裝機(ji)比例(li)逐(zhu)年下降等原(yuan)因,東(dong)(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)用電(dian)(dian)(dian)(dian)(dian)峰(feng)谷(gu)差逐(zhu)年持續增大(da),東(dong)(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)調(diao)峰(feng)困難(nan)的(de)(de)情況已經日益(yi)突出,而風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)機(ji)組(zu)(zu)(zu)運行的(de)(de)不確定性是(shi)加重東(dong)(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)調(diao)峰(feng)困難(nan)的(de)(de)主要原(yuan)因之(zhi)一(yi),因此東(dong)(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)消(xiao)納蒙(meng)東(dong)(dong)(dong)風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)的(de)(de)能(neng)力有限。到(dao)2020年,東(dong)(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)規(gui)劃建設的(de)(de)風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)基地裝機(ji)容量(liang)較大(da),其中主要包括蒙(meng)東(dong)(dong)(dong)和吉林2個千萬千瓦級(ji)風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)基地,東(dong)(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)僅能(neng)消(xiao)納東(dong)(dong)(dong)北(bei)(bei)地區(qu)部分風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)力。根據(ju)東(dong)(dong)(dong)北(bei)(bei)地區(qu)風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)消(xiao)納能(neng)力分析(xi)結(jie)果(guo),2020年時東(dong)(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)消(xiao)納風(feng)(feng)電(dian)(dian)(dian)(dian)(dian)的(de)(de)容量(liang)也僅為1143萬kW。
統籌(chou)考慮蒙(meng)東(dong)(dong)、吉林千(qian)(qian)萬(wan)千(qian)(qian)瓦級風電(dian)(dian)(dian)(dian)基(ji)地(di)能(neng)源資(zi)源情況、地(di)理位置條(tiao)件,并結合東(dong)(dong)北電(dian)(dian)(dian)(dian)網“十二五(wu)”發(fa)展規劃,吉林千(qian)(qian)萬(wan)千(qian)(qian)瓦級風電(dian)(dian)(dian)(dian)基(ji)地(di)立(li)足(zu)于吉林省內乃(nai)至東(dong)(dong)北全網進行(xing)消納(na)。根據國家特(te)高壓(ya)電(dian)(dian)(dian)(dian)網規劃,到2020年,蒙(meng)東(dong)(dong)地(di)區規劃建(jian)成2個至“三華(hua)”電(dian)(dian)(dian)(dian)網的(de)特(te)高壓(ya)直(zhi)流輸電(dian)(dian)(dian)(dian)通道。蒙(meng)東(dong)(dong)風電(dian)(dian)(dian)(dian)基(ji)地(di)的(de)風電(dian)(dian)(dian)(dian)除在東(dong)(dong)北電(dian)(dian)(dian)(dian)網消納(na)外,還(huan)有一部(bu)分需要通過(guo)特(te)高壓(ya)直(zhi)流采用“風火(huo)打捆”的(de)方式送電(dian)(dian)(dian)(dian)“三華(hua)”電(dian)(dian)(dian)(dian)網消納(na)。其中東(dong)(dong)北地(di)區消納(na)656萬(wan)kW,“三華(hua)”電(dian)(dian)(dian)(dian)網消納(na)566萬(wan)kW。
蒙東(dong)地(di)區作為我國千萬千瓦(wa)級(ji)風電(dian)(dian)基(ji)(ji)地(di)之(zhi)一(yi),也是(shi)國家電(dian)(dian)網公司特高壓(ya)電(dian)(dian)網規劃的重(zhong)要送(song)端電(dian)(dian)源(yuan)基(ji)(ji)地(di)之(zhi)一(yi)。除(chu)滿足自身(shen)經濟(ji)社會發展對(dui)電(dian)(dian)力的需求(qiu)外,還主要通過特高壓(ya)電(dian)(dian)網送(song)電(dian)(dian)“三華”電(dian)(dian)網。
根據特高壓電(dian)網(wang)規劃,結(jie)合蒙東風電(dian)基(ji)地(di)項目前期工作(zuo)進展(zhan)情(qing)況,在輸電(dian)規劃論證中,考慮了以下主要原則(ze):
①風電接入應(ying)遵行(xing)“建設大基(ji)地、融入大電網”的規劃思路,滿足分(fen)(fen)片、分(fen)(fen)區接入原(yuan)則;
②風(feng)電(dian)(dian)的送出需進行(xing)統一規(gui)劃(hua),在充(chong)分利用當地風(feng)電(dian)(dian)消納能力(li)的基(ji)礎上,剩余風(feng)電(dian)(dian)容量(liang)應通過超高(gao)壓及特(te)高(gao)壓通道(dao)由東北及“三(san)華(hua)”電(dian)(dian)網消納;
③風電(dian)(dian)(dian)場(chang)應適(shi)當聯合與分(fen)組,形(xing)成相對獨立的多個送(song)電(dian)(dian)(dian)通道,考慮到風電(dian)(dian)(dian)運行特點(dian),避免風電(dian)(dian)(dian)送(song)電(dian)(dian)(dian)回路落(luo)點(dian)過于集中,風電(dian)(dian)(dian)容量應分(fen)散接入電(dian)(dian)(dian)網;
④位于蒙東的大(da)(da)規(gui)模風電場(chang)主要應接(jie)入500kV電網運(yun)行;風電場(chang)容(rong)量大(da)(da)且集中的區域,宜選擇合(he)適位置建設220kV或500kV匯(hui)集站,將風電場(chang)電力匯(hui)集后直接(jie)送往500kV電網;
⑤對于地(di)理位置較(jiao)(jiao)孤立的(de)風電(dian)場,建(jian)議就近接入當(dang)地(di)220kV及以下電(dian)網(wang)運行(xing),或對容量較(jiao)(jiao)小的(de)風電(dian)場進行(xing)匯集(ji)后送(song)入地(di)區220kV電(dian)網(wang)。
到2020年,蒙東風(feng)電(dian)基地(di)(di)規劃建設的(de)風(feng)電(dian)裝機(ji)容(rong)量(liang)將達到1222.5萬(wan)(wan)kW。其中,風(feng)電(dian)開(kai)發(fa)較(jiao)為集(ji)中的(de)地(di)(di)區(qu)(qu)為呼倫貝爾市(shi)(shi)(shi)新(xin)巴爾虎右旗(qi)(qi)、通遼(liao)市(shi)(shi)(shi)開(kai)魯(lu)地(di)(di)區(qu)(qu)、珠日(ri)河(he)地(di)(di)區(qu)(qu)以及赤峰市(shi)(shi)(shi)松山(shan)區(qu)(qu)、克(ke)(ke)什克(ke)(ke)騰旗(qi)(qi)、翁牛特旗(qi)(qi)。呼倫貝爾市(shi)(shi)(shi)新(xin)巴爾虎右旗(qi)(qi)風(feng)電(dian)開(kai)發(fa)容(rong)量(liang)約200萬(wan)(wan)kW,通遼(liao)市(shi)(shi)(shi)開(kai)魯(lu)地(di)(di)區(qu)(qu)、珠日(ri)河(he)地(di)(di)區(qu)(qu)風(feng)電(dian)開(kai)發(fa)容(rong)量(liang)約270萬(wan)(wan)kW,赤峰市(shi)(shi)(shi)松山(shan)區(qu)(qu)、克(ke)(ke)什克(ke)(ke)騰旗(qi)(qi)、翁牛特旗(qi)(qi)風(feng)電(dian)開(kai)發(fa)容(rong)量(liang)約390萬(wan)(wan)kW。剩(sheng)余約362萬(wan)(wan)kW風(feng)電(dian)裝機(ji)地(di)(di)理位置分散(san)且單個風(feng)電(dian)場容(rong)量(liang)較(jiao)小。
蒙(meng)(meng)東風(feng)電(dian)(dian)基地規(gui)劃裝機容量較大,但蒙(meng)(meng)東地區負荷(he)水(shui)平較低(di),所發(fa)(fa)(fa)電(dian)(dian)力需要大規(gui)模(mo)(mo)外送。加快蒙(meng)(meng)東風(feng)電(dian)(dian)基地建設(she),對于促(cu)進(jin)清(qing)潔能源規(gui)模(mo)(mo)化(hua)(hua)開發(fa)(fa)(fa),優化(hua)(hua)煤炭發(fa)(fa)(fa)展(zhan)格局,支撐我(wo)國經濟快速發(fa)(fa)(fa)展(zhan),促(cu)進(jin)智能電(dian)(dian)網發(fa)(fa)(fa)展(zhan)戰略和(he)規(gui)劃研究。低(di)碳經濟發(fa)(fa)(fa)展(zhan)具有重要意義。根據能源資源流向(xiang)的合理(li)安排(pai),蒙(meng)(meng)東風(feng)電(dian)(dian)開發(fa)(fa)(fa)外送應考慮(lv)首先通(tong)過500kV電(dian)(dian)網送至東北主網消納,其余風(feng)電(dian)(dian)采用“風(feng)火打捆”方(fang)式(shi)通(tong)過特高壓直流外送“三華”電(dian)(dian)網。
