我國(guo)(guo)能(neng)(neng)源(yuan)分布(bu)和經濟(ji)(ji)發(fa)(fa)展極不均衡(heng)的基(ji)(ji)(ji)本國(guo)(guo)情(qing),決定了能(neng)(neng)源(yuan)資源(yuan)必(bi)須在全國(guo)(guo)范圍內優化配置。內蒙古(gu)東部地(di)(di)(di)區(qu)(qu)(簡稱蒙東地(di)(di)(di)區(qu)(qu))風能(neng)(neng)資源(yuan)豐富(fu),是國(guo)(guo)家確定的千萬千瓦(wa)級(ji)風電(dian)(dian)基(ji)(ji)(ji)地(di)(di)(di)之(zhi)一(yi)。蒙東地(di)(di)(di)區(qu)(qu)地(di)(di)(di)形開闊平(ping)坦(tan),成片開發(fa)(fa)風電(dian)(dian)優勢(shi)明(ming)顯(xian)。蒙東風電(dian)(dian)基(ji)(ji)(ji)地(di)(di)(di)的電(dian)(dian)力通過(guo)特高壓(ya)電(dian)(dian)網外送(song),能(neng)(neng)夠更(geng)加經濟(ji)(ji)、有效(xiao)地(di)(di)(di)促進風電(dian)(dian)基(ji)(ji)(ji)地(di)(di)(di)開發(fa)(fa)。加快蒙東風電(dian)(dian)基(ji)(ji)(ji)地(di)(di)(di)建設(she),對于促進清潔(jie)能(neng)(neng)源(yuan)規模(mo)化開發(fa)(fa),優化電(dian)(dian)力發(fa)(fa)展格局,支撐我國(guo)(guo)經濟(ji)(ji)快速發(fa)(fa)展并向(xiang)低碳經濟(ji)(ji)轉型(xing)具有重要意義。
我國中東部地區(qu)經(jing)濟發(fa)(fa)達,電力(li)消費潛(qian)力(li)極大,但能(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)相(xiang)對匱(kui)乏(fa),而水(shui)能(neng)、煤(mei)炭等(deng)常規能(neng)源(yuan)(yuan)(yuan)主(zhu)要(yao)分布在(zai)西部地區(qu)。近(jin)年(nian)來,煤(mei)炭運(yun)輸越來越緊張,能(neng)源(yuan)(yuan)(yuan)技術經(jing)濟環(huan)境保護問(wen)題越發(fa)(fa)突出,調整能(neng)源(yuan)(yuan)(yuan)結構、提高(gao)(gao)能(neng)源(yuan)(yuan)(yuan)利用效(xiao)率和發(fa)(fa)展(zhan)(zhan)(zhan)新能(neng)源(yuan)(yuan)(yuan)已(yi)成為必然趨勢。風能(neng)是清潔(jie)的(de)可再生能(neng)源(yuan)(yuan)(yuan),加快(kuai)風能(neng)資源(yuan)(yuan)(yuan)集約(yue)開發(fa)(fa),與(yu)我國節(jie)能(neng)減排(pai)、提高(gao)(gao)能(neng)源(yuan)(yuan)(yuan)效(xiao)率、發(fa)(fa)展(zhan)(zhan)(zhan)新能(neng)源(yuan)(yuan)(yuan)的(de)戰略(lve)相(xiang)適應,同時(shi)有利于促進(jin)電力(li)與(yu)經(jing)濟、社會、生態環(huan)境的(de)可持續發(fa)(fa)展(zhan)(zhan)(zhan)。
蒙東地(di)區(qu)(qu)地(di)處北半球中緯度(du)盛(sheng)行西(xi)風(feng)帶(dai),受西(xi)伯(bo)利亞及蒙古冷高(gao)(gao)(gao)氣壓、蒙古高(gao)(gao)(gao)原(yuan)氣旋,以及東亞海陸季風(feng)和(he)蒙古高(gao)(gao)(gao)原(yuan)季風(feng)影(ying)響,風(feng)能(neng)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)豐(feng)富。其中,赤峰市的(de)翁(weng)牛特旗、克(ke)什(shen)克(ke)騰旗和(he)松山區(qu)(qu)的(de)交(jiao)界地(di)帶(dai),地(di)勢(shi)平(ping)坦、高(gao)(gao)(gao)程較(jiao)高(gao)(gao)(gao)、風(feng)能(neng)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)較(jiao)好(hao),70m離地(di)高(gao)(gao)(gao)度(du)平(ping)均風(feng)速(su)達(da)(da)到(dao)了8.0~9.3m/s,功率密(mi)度(du)達(da)(da)到(dao)了700~1200W/m2;呼倫貝爾嶺西(xi)地(di)區(qu)(qu)的(de)新巴(ba)爾虎右旗、滿洲里等地(di)區(qu)(qu)均屬低山丘陵區(qu)(qu),風(feng)能(neng)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)豐(feng)富;通遼、興安盟(meng)地(di)區(qu)(qu)風(feng)能(neng)資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)處于平(ping)均水(shui)平(ping)。
我國中(zhong)東部地(di)(di)區由于環保壓力(li)大、能(neng)(neng)(neng)源(yuan)運輸(shu)成(cheng)本高、土地(di)(di)資(zi)(zi)源(yuan)緊張,已不適宜(yi)再大規(gui)模建設燃煤電廠,同時風能(neng)(neng)(neng)、太陽(yang)能(neng)(neng)(neng)等(deng)新能(neng)(neng)(neng)源(yuan)大規(gui)模開發能(neng)(neng)(neng)力(li)有(you)限。華(hua)(hua)北(bei)的京津冀魯、華(hua)(hua)東、華(hua)(hua)中(zhong)等(deng)負荷中(zhong)心地(di)(di)區經濟發達,但能(neng)(neng)(neng)源(yuan)資(zi)(zi)源(yuan)匱乏(fa),電力(li)消費(fei)市(shi)場空間(jian)較大,需(xu)大規(gui)模接受區外(wai)來電,以滿(man)足地(di)(di)區經濟、社會發展需(xu)要。
我國華北、東(dong)(dong)(dong)北、西北“三(san)北”地(di)區(qu)風能資源(yuan)豐富,具備大(da)規(gui)模開發利(li)用(yong)的(de)(de)資源(yuan)條件(jian)。為(wei)滿足中東(dong)(dong)(dong)部(bu)(bu)地(di)區(qu)不(bu)斷增(zeng)長(chang)的(de)(de)用(yong)電(dian)(dian)(dian)需求,結(jie)合“三(san)北”地(di)區(qu)風能、煤炭(tan)資源(yuan)豐富等條件(jian)集(ji)約開發大(da)型風電(dian)(dian)(dian)、煤電(dian)(dian)(dian)基(ji)地(di),宜采用(yong)“風火打捆”的(de)(de)送電(dian)(dian)(dian)方式。按照(zhao)國家風電(dian)(dian)(dian)發展戰略,依托風能資源(yuan)豐富區(qu),以“建設大(da)基(ji)地(di)、融入大(da)電(dian)(dian)(dian)網”方式進行規(gui)劃和建設的(de)(de)思路,將電(dian)(dian)(dian)能從“三(san)北”地(di)區(qu)大(da)規(gui)模輸送到(dao)中東(dong)(dong)(dong)部(bu)(bu)地(di)區(qu),是解決中東(dong)(dong)(dong)部(bu)(bu)地(di)區(qu)電(dian)(dian)(dian)力(li)供應的(de)(de)有(you)效措施。
風能(neng)資(zi)源豐富,適(shi)合長期(qi)開(kai)發(fa)(fa)。內蒙古(gu)自(zi)治(zhi)區(qu)離地(di)10m高度風能(neng)資(zi)源總儲量(liang)(liang)為(wei)8.98億(yi)kW,技(ji)術(shu)可(ke)開(kai)發(fa)(fa)量(liang)(liang)為(wei)1.5億(yi)kW,其中蒙東地(di)區(qu)面積約占(zhan)(zhan)內蒙古(gu)自(zi)治(zhi)區(qu)的(de)(de)40%,風能(neng)資(zi)源儲量(liang)(liang)約占(zhan)(zhan)整個(ge)自(zi)治(zhi)區(qu)風能(neng)資(zi)源儲量(liang)(liang)的(de)(de)32%,風能(neng)資(zi)源的(de)(de)技(ji)術(shu)可(ke)開(kai)發(fa)(fa)量(liang)(liang)約為(wei)4300萬kW。
建(jian)場(chang)條(tiao)件好,基建(jian)成本低(di)。內蒙古(gu)自治區土地(di)廣闊(kuo),人(ren)口較少,土地(di)資源(yuan)豐富且(qie)價(jia)格低(di)廉、特別是蒙東地(di)區有大量荒(huang)漠或半荒(huang)漠土地(di),地(di)價(jia)低(di)廉,建(jian)風電(dian)(dian)(dian)場(chang)的條(tiao)件較好。蒙東風電(dian)(dian)(dian)基地(di)內無名勝古(gu)跡、自然保護區等敏(min)感環境保護目(mu)標,風電(dian)(dian)(dian)基地(di)的基建(jian)成本相對(dui)較低(di),新建(jian)變電(dian)(dian)(dian)站、輸電(dian)(dian)(dian)線路走廊(lang)的選址也(ye)較為容易。
對(dui)草原生態(tai)環境影響小。風電的(de)(de)(de)生產過程是將當(dang)地的(de)(de)(de)風能轉變為(wei)機械能再轉變為(wei)電能的(de)(de)(de)過程。在整個(ge)能量轉換過程中,不(bu)產生大(da)氣、水(shui)體、固體廢棄物(wu)等方面的(de)(de)(de)污(wu)染物(wu),也不(bu)會產生大(da)的(de)(de)(de)噪(zao)聲污(wu)染。在采取適(shi)當(dang)的(de)(de)(de)環保、水(shui)保、消噪(zao)措施后,對(dui)當(dang)地較為(wei)脆(cui)弱的(de)(de)(de)草原生態(tai)環境造成(cheng)的(de)(de)(de)不(bu)良(liang)影響很小。
具有良好(hao)的(de)規模(mo)效應。根據規劃,到(dao)2020年,蒙(meng)東風(feng)(feng)(feng)電(dian)(dian)基地(di)規劃建(jian)設(she)的(de)風(feng)(feng)(feng)電(dian)(dian)裝機容量(liang)將達到(dao)1222.5萬kW,但由于蒙(meng)東電(dian)(dian)網負荷水(shui)平較(jiao)低,調峰困難,只(zhi)能消(xiao)納風(feng)(feng)(feng)電(dian)(dian)的(de)極小部(bu)分電(dian)(dian)量(liang)。蒙(meng)東地(di)區(qu)豐(feng)富的(de)風(feng)(feng)(feng)能采(cai)取大(da)規模(mo)開發(fa)、大(da)規模(mo)送出(chu)的(de)方式(shi),符合國家電(dian)(dian)網公司對(dui)風(feng)(feng)(feng)電(dian)(dian)開發(fa)“建(jian)設(she)大(da)基地(di),融入大(da)電(dian)(dian)網”的(de)原則,具有良好(hao)的(de)規模(mo)效應。
中國作(zuo)為能源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)消費(fei)大國,能源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)產業(ye)的(de)(de)(de)(de)發(fa)(fa)(fa)(fa)展(zhan)支撐著(zhu)經濟(ji)的(de)(de)(de)(de)高速發(fa)(fa)(fa)(fa)展(zhan)。2010年,我(wo)(wo)國能源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)消費(fei)總量達32.5億,由此(ci)帶來一系列的(de)(de)(de)(de)環境問題(ti),制約(yue)著(zhu)我(wo)(wo)國經濟(ji)與(yu)社會(hui)的(de)(de)(de)(de)可(ke)持(chi)續(xu)發(fa)(fa)(fa)(fa)展(zhan)。調(diao)整能源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)結構(gou),提高能源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)效率,是(shi)(shi)解(jie)決我(wo)(wo)國能源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)問題(ti)的(de)(de)(de)(de)重要措施。風能資源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)是(shi)(shi)清(qing)潔的(de)(de)(de)(de)可(ke)再(zai)生能源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan),風力(li)發(fa)(fa)(fa)(fa)電是(shi)(shi)目前可(ke)再(zai)生能源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)中技(ji)術最成熟、最具(ju)規(gui)模開(kai)發(fa)(fa)(fa)(fa)條件和商業(ye)化發(fa)(fa)(fa)(fa)展(zhan)前景的(de)(de)(de)(de)發(fa)(fa)(fa)(fa)電方式。我(wo)(wo)國面臨(lin)巨大的(de)(de)(de)(de)環境和碳減排的(de)(de)(de)(de)壓力(li),風電基地(di)建設堅持(chi)可(ke)持(chi)續(xu)發(fa)(fa)(fa)(fa)展(zhan),需(xu)與(yu)我(wo)(wo)國的(de)(de)(de)(de)電力(li)、能源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)規(gui)劃(hua)相統一,還(huan)要與(yu)我(wo)(wo)國的(de)(de)(de)(de)生態(tai)環境、經濟(ji)和社會(hui)發(fa)(fa)(fa)(fa)展(zhan)相協調(diao),最終形成能源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)利用率高,能源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)安全有保障的(de)(de)(de)(de)局面。
蒙東(dong)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)位于內蒙古(gu)自治區的東(dong)部,與(yu)東(dong)北三省相(xiang)鄰,分(fen)為赤峰(feng)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)、通遼電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)、興(xing)安電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)和(he)(he)(he)呼倫(lun)貝爾電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)。雖然目(mu)前蒙東(dong)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)尚未形成(cheng)統(tong)一(yi)的電(dian)(dian)(dian)(dian)網(wang)(wang)(wang),但大都(dou)有多回高電(dian)(dian)(dian)(dian)壓(ya)等級的聯(lian)絡線(xian)與(yu)東(dong)北電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)相(xiang)連。比如,赤峰(feng)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)和(he)(he)(he)通遼電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)聯(lian)入遼寧和(he)(he)(he)吉林電(dian)(dian)(dian)(dian)網(wang)(wang)(wang),呼倫(lun)貝爾電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)通過伊敏(min)電(dian)(dian)(dian)(dian)廠線(xian)路(lu)實(shi)現與(yu)東(dong)北主網(wang)(wang)(wang)聯(lian)網(wang)(wang)(wang)運行,興(xing)安盟(meng)部分(fen)電(dian)(dian)(dian)(dian)力以1回220kV線(xian)路(lu)并入錫盟(meng)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang),部分(fen)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)由呼倫(lun)貝爾電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)和(he)(he)(he)通遼電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)供電(dian)(dian)(dian)(dian)。
近年(nian)(nian)(nian)來,由于東(dong)(dong)(dong)(dong)(dong)(dong)北地(di)(di)(di)區(qu)高耗能企(qi)業大(da)(da)量停產,電(dian)(dian)(dian)網(wang)(wang)低谷(gu)時段(duan)供電(dian)(dian)(dian)電(dian)(dian)(dian)量大(da)(da)幅度下降,新建火電(dian)(dian)(dian)機組(zu)(zu)(zu)中(zhong)供熱機組(zu)(zu)(zu)所占比例較(jiao)大(da)(da),水(shui)電(dian)(dian)(dian)(包括抽水(shui)蓄能)機組(zu)(zu)(zu)裝機比例逐年(nian)(nian)(nian)下降等(deng)原因,東(dong)(dong)(dong)(dong)(dong)(dong)北電(dian)(dian)(dian)網(wang)(wang)用電(dian)(dian)(dian)峰谷(gu)差逐年(nian)(nian)(nian)持續增大(da)(da),東(dong)(dong)(dong)(dong)(dong)(dong)北電(dian)(dian)(dian)網(wang)(wang)調(diao)峰困(kun)難的(de)(de)情況已(yi)經(jing)日益突(tu)出,而風電(dian)(dian)(dian)機組(zu)(zu)(zu)運(yun)行的(de)(de)不確定性是加重(zhong)東(dong)(dong)(dong)(dong)(dong)(dong)北電(dian)(dian)(dian)網(wang)(wang)調(diao)峰困(kun)難的(de)(de)主(zhu)要原因之一,因此東(dong)(dong)(dong)(dong)(dong)(dong)北電(dian)(dian)(dian)網(wang)(wang)消(xiao)納(na)蒙東(dong)(dong)(dong)(dong)(dong)(dong)風電(dian)(dian)(dian)的(de)(de)能力有限。到(dao)2020年(nian)(nian)(nian),東(dong)(dong)(dong)(dong)(dong)(dong)北電(dian)(dian)(dian)網(wang)(wang)規劃建設的(de)(de)風電(dian)(dian)(dian)基(ji)地(di)(di)(di)裝機容量較(jiao)大(da)(da),其(qi)中(zhong)主(zhu)要包括蒙東(dong)(dong)(dong)(dong)(dong)(dong)和吉林2個千萬千瓦級風電(dian)(dian)(dian)基(ji)地(di)(di)(di),東(dong)(dong)(dong)(dong)(dong)(dong)北電(dian)(dian)(dian)網(wang)(wang)僅(jin)能消(xiao)納(na)東(dong)(dong)(dong)(dong)(dong)(dong)北地(di)(di)(di)區(qu)部分風電(dian)(dian)(dian)電(dian)(dian)(dian)力。根據東(dong)(dong)(dong)(dong)(dong)(dong)北地(di)(di)(di)區(qu)風電(dian)(dian)(dian)消(xiao)納(na)能力分析結果,2020年(nian)(nian)(nian)時東(dong)(dong)(dong)(dong)(dong)(dong)北電(dian)(dian)(dian)網(wang)(wang)消(xiao)納(na)風電(dian)(dian)(dian)的(de)(de)容量也僅(jin)為(wei)1143萬kW。
統(tong)籌考慮蒙(meng)東(dong)(dong)(dong)、吉(ji)林千(qian)(qian)萬千(qian)(qian)瓦級風電基(ji)(ji)地(di)能源(yuan)資源(yuan)情況、地(di)理(li)位置條件,并結合東(dong)(dong)(dong)北(bei)(bei)電網(wang)(wang)(wang)“十(shi)二五”發展規劃(hua),吉(ji)林千(qian)(qian)萬千(qian)(qian)瓦級風電基(ji)(ji)地(di)立足于吉(ji)林省內(nei)乃至東(dong)(dong)(dong)北(bei)(bei)全網(wang)(wang)(wang)進行(xing)消(xiao)納(na)。根據國家(jia)特高(gao)壓(ya)電網(wang)(wang)(wang)規劃(hua),到2020年,蒙(meng)東(dong)(dong)(dong)地(di)區規劃(hua)建(jian)成2個至“三華(hua)(hua)”電網(wang)(wang)(wang)的(de)特高(gao)壓(ya)直流(liu)輸電通道。蒙(meng)東(dong)(dong)(dong)風電基(ji)(ji)地(di)的(de)風電除(chu)在(zai)東(dong)(dong)(dong)北(bei)(bei)電網(wang)(wang)(wang)消(xiao)納(na)外,還有一部分需(xu)要通過特高(gao)壓(ya)直流(liu)采用“風火打捆”的(de)方(fang)式(shi)送電“三華(hua)(hua)”電網(wang)(wang)(wang)消(xiao)納(na)。其中東(dong)(dong)(dong)北(bei)(bei)地(di)區消(xiao)納(na)656萬kW,“三華(hua)(hua)”電網(wang)(wang)(wang)消(xiao)納(na)566萬kW。
蒙東(dong)地區(qu)作為我國千萬(wan)千瓦級風(feng)電(dian)(dian)基(ji)地之一,也是國家電(dian)(dian)網(wang)(wang)公司特高(gao)壓電(dian)(dian)網(wang)(wang)規劃的(de)重要送(song)端電(dian)(dian)源基(ji)地之一。除滿足自身經濟社(she)會發展對電(dian)(dian)力的(de)需求(qiu)外,還主要通過特高(gao)壓電(dian)(dian)網(wang)(wang)送(song)電(dian)(dian)“三華”電(dian)(dian)網(wang)(wang)。
根據特(te)高壓電(dian)網規劃(hua),結合蒙(meng)東風電(dian)基地項目前期工作進展情況,在輸電(dian)規劃(hua)論證中,考慮了以下主(zhu)要原則:
①風電接入(ru)應遵行“建設大基地、融(rong)入(ru)大電網”的規(gui)劃(hua)思路,滿(man)足(zu)分(fen)片、分(fen)區接入(ru)原則;
②風(feng)電(dian)的送出需進行(xing)統一規(gui)劃(hua),在充分(fen)利用當(dang)地風(feng)電(dian)消(xiao)納能力的基(ji)礎上,剩余風(feng)電(dian)容量應(ying)通(tong)(tong)過超高壓及特高壓通(tong)(tong)道由東北及“三華”電(dian)網(wang)消(xiao)納;
③風(feng)電(dian)(dian)(dian)(dian)(dian)場應(ying)適(shi)當聯合與分組,形成(cheng)相對獨立的多個送(song)電(dian)(dian)(dian)(dian)(dian)通道,考慮(lv)到風(feng)電(dian)(dian)(dian)(dian)(dian)運行特點,避免風(feng)電(dian)(dian)(dian)(dian)(dian)送(song)電(dian)(dian)(dian)(dian)(dian)回路落(luo)點過于集中,風(feng)電(dian)(dian)(dian)(dian)(dian)容量應(ying)分散接入電(dian)(dian)(dian)(dian)(dian)網;
④位于(yu)蒙東的大規模(mo)風電(dian)場主要應接入500kV電(dian)網運行;風電(dian)場容量(liang)大且集中的區域(yu),宜選擇合(he)適位置建設220kV或500kV匯集站,將風電(dian)場電(dian)力(li)匯集后直接送往(wang)500kV電(dian)網;
⑤對于(yu)地理位置較(jiao)孤(gu)立的風(feng)電(dian)場(chang),建議(yi)就近接入(ru)當地220kV及以下電(dian)網運行,或對容量較(jiao)小的風(feng)電(dian)場(chang)進行匯集(ji)后(hou)送(song)入(ru)地區220kV電(dian)網。
到2020年,蒙東風電(dian)(dian)(dian)(dian)基地(di)規劃建(jian)設的風電(dian)(dian)(dian)(dian)裝機容量(liang)將達到1222.5萬kW。其中,風電(dian)(dian)(dian)(dian)開(kai)發較為集中的地(di)區(qu)為呼倫貝爾(er)市(shi)新巴(ba)爾(er)虎右(you)旗(qi)、通(tong)遼(liao)市(shi)開(kai)魯(lu)地(di)區(qu)、珠日河(he)地(di)區(qu)以及(ji)赤峰市(shi)松山區(qu)、克(ke)什克(ke)騰旗(qi)、翁(weng)牛特旗(qi)。呼倫貝爾(er)市(shi)新巴(ba)爾(er)虎右(you)旗(qi)風電(dian)(dian)(dian)(dian)開(kai)發容量(liang)約200萬kW,通(tong)遼(liao)市(shi)開(kai)魯(lu)地(di)區(qu)、珠日河(he)地(di)區(qu)風電(dian)(dian)(dian)(dian)開(kai)發容量(liang)約270萬kW,赤峰市(shi)松山區(qu)、克(ke)什克(ke)騰旗(qi)、翁(weng)牛特旗(qi)風電(dian)(dian)(dian)(dian)開(kai)發容量(liang)約390萬kW。剩余約362萬kW風電(dian)(dian)(dian)(dian)裝機地(di)理位(wei)置分散(san)且單個(ge)風電(dian)(dian)(dian)(dian)場容量(liang)較小。
蒙(meng)(meng)東(dong)風(feng)電(dian)基地規劃(hua)裝(zhuang)機容量較大(da),但蒙(meng)(meng)東(dong)地區負(fu)荷水平(ping)較低,所發(fa)(fa)(fa)(fa)電(dian)力需要大(da)規模外送(song)。加快蒙(meng)(meng)東(dong)風(feng)電(dian)基地建設,對于促進(jin)(jin)清潔能(neng)源規模化(hua)開發(fa)(fa)(fa)(fa),優化(hua)煤炭發(fa)(fa)(fa)(fa)展(zhan)格局,支撐我國經濟快速發(fa)(fa)(fa)(fa)展(zhan),促進(jin)(jin)智能(neng)電(dian)網(wang)(wang)發(fa)(fa)(fa)(fa)展(zhan)戰略和規劃(hua)研究。低碳(tan)經濟發(fa)(fa)(fa)(fa)展(zhan)具(ju)有(you)重(zhong)要意義。根據能(neng)源資源流(liu)(liu)向的合理安排,蒙(meng)(meng)東(dong)風(feng)電(dian)開發(fa)(fa)(fa)(fa)外送(song)應(ying)考慮首(shou)先通(tong)過500kV電(dian)網(wang)(wang)送(song)至東(dong)北主網(wang)(wang)消納,其(qi)余(yu)風(feng)電(dian)采用“風(feng)火打捆”方(fang)式通(tong)過特高壓直流(liu)(liu)外送(song)“三華”電(dian)網(wang)(wang)。
