我國(guo)(guo)能源(yuan)分布(bu)和(he)經濟發(fa)展極不均衡的(de)基(ji)本國(guo)(guo)情,決定了能源(yuan)資(zi)源(yuan)必須在(zai)全國(guo)(guo)范圍內優化(hua)配置。內蒙(meng)古東(dong)(dong)部地(di)區(簡稱蒙(meng)東(dong)(dong)地(di)區)風(feng)能資(zi)源(yuan)豐富,是國(guo)(guo)家確定的(de)千(qian)(qian)萬千(qian)(qian)瓦級風(feng)電(dian)基(ji)地(di)之(zhi)一。蒙(meng)東(dong)(dong)地(di)區地(di)形開闊平坦(tan),成片開發(fa)風(feng)電(dian)優勢明顯。蒙(meng)東(dong)(dong)風(feng)電(dian)基(ji)地(di)的(de)電(dian)力(li)通過特(te)高壓電(dian)網(wang)外送,能夠更加經濟、有效地(di)促進風(feng)電(dian)基(ji)地(di)開發(fa)。加快(kuai)蒙(meng)東(dong)(dong)風(feng)電(dian)基(ji)地(di)建設,對于促進清潔能源(yuan)規模化(hua)開發(fa),優化(hua)電(dian)力(li)發(fa)展格(ge)局,支撐我國(guo)(guo)經濟快(kuai)速發(fa)展并向(xiang)低碳經濟轉型具(ju)有重要意義。
我(wo)(wo)國中東部地區(qu)經(jing)(jing)濟發達,電力消費潛(qian)力極大,但能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)相對(dui)匱乏,而水能(neng)(neng)(neng)、煤炭(tan)等常規(gui)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)主(zhu)要分布在西(xi)部地區(qu)。近年(nian)來(lai)(lai),煤炭(tan)運輸越來(lai)(lai)越緊張,能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)技術經(jing)(jing)濟環境(jing)保護(hu)問題(ti)越發突出,調整能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)結構(gou)、提(ti)高能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)利(li)用效率(lv)和發展(zhan)新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)已成為(wei)必然(ran)趨勢。風(feng)能(neng)(neng)(neng)是清潔的(de)可再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan),加快風(feng)能(neng)(neng)(neng)資源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)集約開(kai)發,與我(wo)(wo)國節能(neng)(neng)(neng)減排(pai)、提(ti)高能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)效率(lv)、發展(zhan)新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)的(de)戰略相適(shi)應,同時有利(li)于促(cu)進(jin)電力與經(jing)(jing)濟、社(she)會、生態環境(jing)的(de)可持續(xu)發展(zhan)。
蒙東地(di)(di)(di)區(qu)地(di)(di)(di)處(chu)(chu)北半球(qiu)中緯度盛行西風帶,受(shou)西伯(bo)利亞(ya)及(ji)蒙古冷高(gao)氣壓(ya)、蒙古高(gao)原氣旋(xuan),以及(ji)東亞(ya)海陸季風和蒙古高(gao)原季風影響,風能(neng)資(zi)源豐富。其中,赤峰(feng)市的翁(weng)牛(niu)特旗(qi)(qi)(qi)、克什(shen)克騰(teng)旗(qi)(qi)(qi)和松山(shan)區(qu)的交界地(di)(di)(di)帶,地(di)(di)(di)勢(shi)平(ping)(ping)坦、高(gao)程較高(gao)、風能(neng)資(zi)源較好(hao),70m離地(di)(di)(di)高(gao)度平(ping)(ping)均風速達到了(le)8.0~9.3m/s,功率密度達到了(le)700~1200W/m2;呼(hu)倫(lun)貝爾嶺西地(di)(di)(di)區(qu)的新巴爾虎右旗(qi)(qi)(qi)、滿(man)洲里等地(di)(di)(di)區(qu)均屬低山(shan)丘陵區(qu),風能(neng)資(zi)源豐富;通遼、興安盟(meng)地(di)(di)(di)區(qu)風能(neng)資(zi)源處(chu)(chu)于平(ping)(ping)均水(shui)平(ping)(ping)。
我國中東部地(di)區由于環(huan)保壓力大(da)、能(neng)(neng)源(yuan)(yuan)運輸(shu)成本高、土(tu)地(di)資(zi)(zi)源(yuan)(yuan)緊張,已(yi)不適(shi)宜再(zai)大(da)規(gui)模建(jian)設燃煤電廠,同時(shi)風能(neng)(neng)、太陽能(neng)(neng)等新能(neng)(neng)源(yuan)(yuan)大(da)規(gui)模開發能(neng)(neng)力有(you)限。華北的(de)京津冀魯、華東、華中等負荷中心(xin)地(di)區經(jing)濟發達,但能(neng)(neng)源(yuan)(yuan)資(zi)(zi)源(yuan)(yuan)匱乏,電力消費市場空間較(jiao)大(da),需大(da)規(gui)模接受區外來電,以滿足(zu)地(di)區經(jing)濟、社會發展(zhan)需要(yao)。
我(wo)國(guo)華(hua)北(bei)(bei)、東(dong)(dong)北(bei)(bei)、西(xi)北(bei)(bei)“三北(bei)(bei)”地(di)區(qu)(qu)風(feng)能(neng)資源(yuan)豐(feng)(feng)富(fu),具備(bei)大(da)規(gui)模開發利用的(de)(de)(de)資源(yuan)條件。為滿足中東(dong)(dong)部地(di)區(qu)(qu)不斷增長(chang)的(de)(de)(de)用電(dian)(dian)需(xu)求,結(jie)合“三北(bei)(bei)”地(di)區(qu)(qu)風(feng)能(neng)、煤(mei)(mei)炭資源(yuan)豐(feng)(feng)富(fu)等(deng)條件集(ji)約開發大(da)型風(feng)電(dian)(dian)、煤(mei)(mei)電(dian)(dian)基(ji)地(di),宜采(cai)用“風(feng)火打捆”的(de)(de)(de)送電(dian)(dian)方式(shi)。按照國(guo)家風(feng)電(dian)(dian)發展(zhan)戰(zhan)略,依(yi)托風(feng)能(neng)資源(yuan)豐(feng)(feng)富(fu)區(qu)(qu),以“建設大(da)基(ji)地(di)、融入大(da)電(dian)(dian)網”方式(shi)進行規(gui)劃和建設的(de)(de)(de)思路,將(jiang)電(dian)(dian)能(neng)從“三北(bei)(bei)”地(di)區(qu)(qu)大(da)規(gui)模輸送到中東(dong)(dong)部地(di)區(qu)(qu),是(shi)解決中東(dong)(dong)部地(di)區(qu)(qu)電(dian)(dian)力供(gong)應的(de)(de)(de)有效(xiao)措施。
風(feng)(feng)能(neng)資源豐富,適合長期開發(fa)。內蒙(meng)古(gu)(gu)自治(zhi)(zhi)區(qu)離地10m高度(du)風(feng)(feng)能(neng)資源總儲量(liang)為8.98億(yi)kW,技術可開發(fa)量(liang)為1.5億(yi)kW,其中蒙(meng)東地區(qu)面(mian)積約占(zhan)內蒙(meng)古(gu)(gu)自治(zhi)(zhi)區(qu)的(de)40%,風(feng)(feng)能(neng)資源儲量(liang)約占(zhan)整個(ge)自治(zhi)(zhi)區(qu)風(feng)(feng)能(neng)資源儲量(liang)的(de)32%,風(feng)(feng)能(neng)資源的(de)技術可開發(fa)量(liang)約為4300萬kW。
建場條件好,基建成(cheng)本(ben)低(di)。內蒙古自(zi)治(zhi)區土地(di)(di)廣闊,人口(kou)較(jiao)少(shao),土地(di)(di)資(zi)源豐富且價格(ge)低(di)廉、特(te)別(bie)是蒙東地(di)(di)區有大量(liang)荒漠或(huo)半荒漠土地(di)(di),地(di)(di)價低(di)廉,建風(feng)電(dian)(dian)(dian)場的條件較(jiao)好。蒙東風(feng)電(dian)(dian)(dian)基地(di)(di)內無名勝古跡、自(zi)然保護區等(deng)敏感環境(jing)保護目標,風(feng)電(dian)(dian)(dian)基地(di)(di)的基建成(cheng)本(ben)相對較(jiao)低(di),新建變電(dian)(dian)(dian)站、輸電(dian)(dian)(dian)線路走廊的選址也(ye)較(jiao)為容易。
對草(cao)原生(sheng)態環(huan)境影(ying)響小(xiao)。風電的(de)(de)(de)生(sheng)產(chan)過(guo)程(cheng)是將(jiang)當地的(de)(de)(de)風能轉(zhuan)變為機械(xie)能再轉(zhuan)變為電能的(de)(de)(de)過(guo)程(cheng)。在整個能量轉(zhuan)換過(guo)程(cheng)中,不產(chan)生(sheng)大氣、水(shui)體、固體廢棄物(wu)等(deng)方(fang)面的(de)(de)(de)污染(ran)物(wu),也不會產(chan)生(sheng)大的(de)(de)(de)噪聲(sheng)污染(ran)。在采取(qu)適當的(de)(de)(de)環(huan)保、水(shui)保、消噪措施(shi)后,對當地較為脆弱的(de)(de)(de)草(cao)原生(sheng)態環(huan)境造成(cheng)的(de)(de)(de)不良影(ying)響很小(xiao)。
具有良好(hao)的(de)(de)規(gui)模效應。根據規(gui)劃,到(dao)2020年,蒙東風電(dian)基地(di)(di)規(gui)劃建設的(de)(de)風電(dian)裝機容量將達到(dao)1222.5萬(wan)kW,但由于蒙東電(dian)網負荷水平較低,調峰困難,只能消(xiao)納風電(dian)的(de)(de)極小部(bu)分(fen)電(dian)量。蒙東地(di)(di)區豐富的(de)(de)風能采取大規(gui)模開發、大規(gui)模送出的(de)(de)方式,符(fu)合國家電(dian)網公司對風電(dian)開發“建設大基地(di)(di),融(rong)入大電(dian)網”的(de)(de)原則,具有良好(hao)的(de)(de)規(gui)模效應。
中國(guo)(guo)作為能(neng)(neng)源(yuan)消(xiao)費大國(guo)(guo),能(neng)(neng)源(yuan)產(chan)業的(de)(de)(de)發(fa)展支撐著(zhu)經濟的(de)(de)(de)高速發(fa)展。2010年,我(wo)(wo)國(guo)(guo)能(neng)(neng)源(yuan)消(xiao)費總量達32.5億,由(you)此帶來一系列的(de)(de)(de)環境問(wen)題,制約著(zhu)我(wo)(wo)國(guo)(guo)經濟與(yu)社(she)會的(de)(de)(de)可持續發(fa)展。調整(zheng)能(neng)(neng)源(yuan)結構,提高能(neng)(neng)源(yuan)效率,是解決我(wo)(wo)國(guo)(guo)能(neng)(neng)源(yuan)問(wen)題的(de)(de)(de)重(zhong)要措施。風能(neng)(neng)資源(yuan)是清(qing)潔的(de)(de)(de)可再生(sheng)能(neng)(neng)源(yuan),風力發(fa)電是目前(qian)(qian)可再生(sheng)能(neng)(neng)源(yuan)中技術最成(cheng)熟、最具規模(mo)開發(fa)條件和商(shang)業化發(fa)展前(qian)(qian)景的(de)(de)(de)發(fa)電方式。我(wo)(wo)國(guo)(guo)面臨巨(ju)大的(de)(de)(de)環境和碳減排的(de)(de)(de)壓力,風電基地建設堅持可持續發(fa)展,需與(yu)我(wo)(wo)國(guo)(guo)的(de)(de)(de)電力、能(neng)(neng)源(yuan)規劃相(xiang)統一,還要與(yu)我(wo)(wo)國(guo)(guo)的(de)(de)(de)生(sheng)態環境、經濟和社(she)會發(fa)展相(xiang)協調,最終形成(cheng)能(neng)(neng)源(yuan)利用率高,能(neng)(neng)源(yuan)安全有保障(zhang)的(de)(de)(de)局(ju)面。
蒙(meng)(meng)東電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)位于內蒙(meng)(meng)古自治(zhi)區的東部,與(yu)東北(bei)三省相鄰,分為(wei)赤(chi)峰電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)、通遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)、興(xing)(xing)安電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)和呼倫(lun)貝(bei)爾電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)。雖(sui)然目前蒙(meng)(meng)東電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)尚(shang)未形成(cheng)統一的電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang),但大都(dou)有多回(hui)高電(dian)(dian)(dian)(dian)(dian)(dian)壓等級的聯絡線(xian)與(yu)東北(bei)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)相連。比如,赤(chi)峰電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)和通遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)聯入遼(liao)寧和吉(ji)林電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang),呼倫(lun)貝(bei)爾電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)通過伊(yi)敏(min)電(dian)(dian)(dian)(dian)(dian)(dian)廠線(xian)路實(shi)現與(yu)東北(bei)主網(wang)(wang)(wang)(wang)聯網(wang)(wang)(wang)(wang)運行,興(xing)(xing)安盟(meng)部分電(dian)(dian)(dian)(dian)(dian)(dian)力(li)以1回(hui)220kV線(xian)路并入錫(xi)盟(meng)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang),部分電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)由呼倫(lun)貝(bei)爾電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)和通遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)供(gong)電(dian)(dian)(dian)(dian)(dian)(dian)。
近年(nian)來,由于東(dong)北地(di)區高耗能(neng)企業大量停產,電(dian)(dian)(dian)網(wang)(wang)(wang)低谷時段供電(dian)(dian)(dian)電(dian)(dian)(dian)量大幅度(du)下降,新建火電(dian)(dian)(dian)機(ji)組中(zhong)供熱機(ji)組所占比(bi)例(li)較大,水電(dian)(dian)(dian)(包括抽水蓄能(neng))機(ji)組裝機(ji)比(bi)例(li)逐(zhu)年(nian)下降等原因(yin),東(dong)北電(dian)(dian)(dian)網(wang)(wang)(wang)用電(dian)(dian)(dian)峰(feng)谷差逐(zhu)年(nian)持(chi)續增大,東(dong)北電(dian)(dian)(dian)網(wang)(wang)(wang)調峰(feng)困難的(de)情況(kuang)已經日益突出,而風(feng)電(dian)(dian)(dian)機(ji)組運行(xing)的(de)不確定性是加重東(dong)北電(dian)(dian)(dian)網(wang)(wang)(wang)調峰(feng)困難的(de)主要(yao)原因(yin)之一(yi),因(yin)此東(dong)北電(dian)(dian)(dian)網(wang)(wang)(wang)消納(na)(na)蒙東(dong)風(feng)電(dian)(dian)(dian)的(de)能(neng)力有限(xian)。到2020年(nian),東(dong)北電(dian)(dian)(dian)網(wang)(wang)(wang)規劃(hua)建設(she)的(de)風(feng)電(dian)(dian)(dian)基(ji)地(di)裝機(ji)容量較大,其中(zhong)主要(yao)包括蒙東(dong)和吉林2個千萬千瓦(wa)級風(feng)電(dian)(dian)(dian)基(ji)地(di),東(dong)北電(dian)(dian)(dian)網(wang)(wang)(wang)僅(jin)能(neng)消納(na)(na)東(dong)北地(di)區部分風(feng)電(dian)(dian)(dian)電(dian)(dian)(dian)力。根據(ju)東(dong)北地(di)區風(feng)電(dian)(dian)(dian)消納(na)(na)能(neng)力分析結果(guo),2020年(nian)時東(dong)北電(dian)(dian)(dian)網(wang)(wang)(wang)消納(na)(na)風(feng)電(dian)(dian)(dian)的(de)容量也僅(jin)為1143萬kW。
統籌考(kao)慮(lv)蒙(meng)東(dong)、吉林(lin)千萬千瓦級風(feng)電(dian)(dian)(dian)基地(di)(di)能源資源情(qing)況、地(di)(di)理(li)位置條件,并(bing)結合東(dong)北(bei)電(dian)(dian)(dian)網(wang)(wang)“十二五”發展規劃,吉林(lin)千萬千瓦級風(feng)電(dian)(dian)(dian)基地(di)(di)立足于吉林(lin)省內乃至東(dong)北(bei)全網(wang)(wang)進行消(xiao)納(na)(na)。根據國家特高(gao)壓電(dian)(dian)(dian)網(wang)(wang)規劃,到2020年,蒙(meng)東(dong)地(di)(di)區規劃建成2個(ge)至“三(san)華”電(dian)(dian)(dian)網(wang)(wang)的(de)(de)特高(gao)壓直流輸電(dian)(dian)(dian)通道。蒙(meng)東(dong)風(feng)電(dian)(dian)(dian)基地(di)(di)的(de)(de)風(feng)電(dian)(dian)(dian)除在東(dong)北(bei)電(dian)(dian)(dian)網(wang)(wang)消(xiao)納(na)(na)外,還有一部(bu)分需要(yao)通過特高(gao)壓直流采用“風(feng)火打捆(kun)”的(de)(de)方式送電(dian)(dian)(dian)“三(san)華”電(dian)(dian)(dian)網(wang)(wang)消(xiao)納(na)(na)。其中(zhong)東(dong)北(bei)地(di)(di)區消(xiao)納(na)(na)656萬kW,“三(san)華”電(dian)(dian)(dian)網(wang)(wang)消(xiao)納(na)(na)566萬kW。
蒙(meng)東地區作(zuo)為我(wo)國千(qian)萬千(qian)瓦級風(feng)電基(ji)地之(zhi)一(yi),也是(shi)國家電網公司特高(gao)壓(ya)電網規劃的重(zhong)要送(song)端電源(yuan)基(ji)地之(zhi)一(yi)。除滿足自(zi)身經濟社會(hui)發展對電力的需求外,還主要通過特高(gao)壓(ya)電網送(song)電“三(san)華”電網。
根據特高壓電網規(gui)劃(hua),結合(he)蒙東風電基(ji)地項目前期工作進展情況,在輸(shu)電規(gui)劃(hua)論證中,考慮了以下主要原則:
①風電接入應遵行“建設(she)大基地(di)、融入大電網”的規劃思路(lu),滿足分(fen)片、分(fen)區接入原則(ze);
②風(feng)電(dian)的送出(chu)需進行統(tong)一規(gui)劃,在充分利用(yong)當地(di)風(feng)電(dian)消納(na)能力的基礎上,剩余(yu)風(feng)電(dian)容量應通過超高壓(ya)及特(te)高壓(ya)通道由東北及“三(san)華(hua)”電(dian)網(wang)消納(na);
③風(feng)(feng)電場應適(shi)當聯合(he)與分組,形成相對(dui)獨立的多個送電通道,考慮到風(feng)(feng)電運行特點(dian),避(bi)免風(feng)(feng)電送電回路落點(dian)過于集中,風(feng)(feng)電容量應分散接入(ru)電網;
④位于(yu)蒙(meng)東的(de)大規模風電(dian)(dian)場(chang)主要應接入500kV電(dian)(dian)網運行;風電(dian)(dian)場(chang)容量大且集中的(de)區域,宜(yi)選擇合適位置建設220kV或500kV匯集站,將風電(dian)(dian)場(chang)電(dian)(dian)力匯集后直接送往500kV電(dian)(dian)網;
⑤對于地理位置較孤立的風(feng)電場,建議就近接入當地220kV及以下電網運行,或對容量較小的風(feng)電場進行匯(hui)集后送入地區220kV電網。
到(dao)2020年,蒙東風(feng)(feng)電(dian)(dian)基地(di)(di)(di)規劃建設的(de)風(feng)(feng)電(dian)(dian)裝(zhuang)機容(rong)量(liang)(liang)將達到(dao)1222.5萬(wan)(wan)kW。其中(zhong),風(feng)(feng)電(dian)(dian)開(kai)發(fa)(fa)較為集中(zhong)的(de)地(di)(di)(di)區(qu)(qu)為呼(hu)倫貝(bei)爾(er)市(shi)新巴爾(er)虎(hu)(hu)右旗(qi)(qi)、通(tong)(tong)遼市(shi)開(kai)魯(lu)地(di)(di)(di)區(qu)(qu)、珠日河地(di)(di)(di)區(qu)(qu)以(yi)及赤峰(feng)市(shi)松山(shan)區(qu)(qu)、克(ke)(ke)什(shen)克(ke)(ke)騰旗(qi)(qi)、翁牛特(te)旗(qi)(qi)。呼(hu)倫貝(bei)爾(er)市(shi)新巴爾(er)虎(hu)(hu)右旗(qi)(qi)風(feng)(feng)電(dian)(dian)開(kai)發(fa)(fa)容(rong)量(liang)(liang)約200萬(wan)(wan)kW,通(tong)(tong)遼市(shi)開(kai)魯(lu)地(di)(di)(di)區(qu)(qu)、珠日河地(di)(di)(di)區(qu)(qu)風(feng)(feng)電(dian)(dian)開(kai)發(fa)(fa)容(rong)量(liang)(liang)約270萬(wan)(wan)kW,赤峰(feng)市(shi)松山(shan)區(qu)(qu)、克(ke)(ke)什(shen)克(ke)(ke)騰旗(qi)(qi)、翁牛特(te)旗(qi)(qi)風(feng)(feng)電(dian)(dian)開(kai)發(fa)(fa)容(rong)量(liang)(liang)約390萬(wan)(wan)kW。剩余約362萬(wan)(wan)kW風(feng)(feng)電(dian)(dian)裝(zhuang)機地(di)(di)(di)理位置分散且單個風(feng)(feng)電(dian)(dian)場容(rong)量(liang)(liang)較小。
蒙(meng)(meng)東風電(dian)基地(di)(di)規劃裝機容量較大(da),但蒙(meng)(meng)東地(di)(di)區負荷水平較低,所(suo)發(fa)(fa)電(dian)力需要大(da)規模(mo)外送(song)(song)(song)。加(jia)快蒙(meng)(meng)東風電(dian)基地(di)(di)建設(she),對于促(cu)進清潔能源(yuan)規模(mo)化(hua)開(kai)發(fa)(fa),優化(hua)煤炭(tan)發(fa)(fa)展(zhan)(zhan)格(ge)局,支撐(cheng)我國(guo)經濟(ji)快速發(fa)(fa)展(zhan)(zhan),促(cu)進智能電(dian)網(wang)(wang)發(fa)(fa)展(zhan)(zhan)戰略和規劃研(yan)究。低碳(tan)經濟(ji)發(fa)(fa)展(zhan)(zhan)具有重要意義。根據能源(yuan)資源(yuan)流(liu)向的合理安排,蒙(meng)(meng)東風電(dian)開(kai)發(fa)(fa)外送(song)(song)(song)應考(kao)慮首(shou)先(xian)通(tong)過500kV電(dian)網(wang)(wang)送(song)(song)(song)至東北主網(wang)(wang)消納,其余風電(dian)采用“風火打捆”方(fang)式(shi)通(tong)過特高(gao)壓直流(liu)外送(song)(song)(song)“三華”電(dian)網(wang)(wang)。
