我國(guo)能(neng)源分布和經濟(ji)發(fa)展極(ji)不均(jun)衡(heng)的(de)基(ji)本國(guo)情,決定了能(neng)源資源必須在全國(guo)范(fan)圍內優(you)化配置。內蒙(meng)(meng)古東(dong)部地(di)(di)(di)區(qu)(簡(jian)稱蒙(meng)(meng)東(dong)地(di)(di)(di)區(qu))風能(neng)資源豐富,是國(guo)家確定的(de)千(qian)萬千(qian)瓦級風電基(ji)地(di)(di)(di)之(zhi)一。蒙(meng)(meng)東(dong)地(di)(di)(di)區(qu)地(di)(di)(di)形開闊平坦,成片開發(fa)風電優(you)勢明顯。蒙(meng)(meng)東(dong)風電基(ji)地(di)(di)(di)的(de)電力通過特高壓(ya)電網(wang)外送,能(neng)夠更加經濟(ji)、有效地(di)(di)(di)促(cu)進(jin)(jin)風電基(ji)地(di)(di)(di)開發(fa)。加快(kuai)蒙(meng)(meng)東(dong)風電基(ji)地(di)(di)(di)建設,對于(yu)促(cu)進(jin)(jin)清潔能(neng)源規模(mo)化開發(fa),優(you)化電力發(fa)展格(ge)局(ju),支(zhi)撐(cheng)我國(guo)經濟(ji)快(kuai)速發(fa)展并(bing)向低碳經濟(ji)轉(zhuan)型具有重要意義(yi)。
我國(guo)中東部地區經濟發(fa)達(da),電(dian)力(li)消費潛力(li)極大(da),但能(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)相(xiang)對匱乏,而水能(neng)(neng)(neng)、煤炭等常規能(neng)(neng)(neng)源(yuan)(yuan)主要分布在西部地區。近年(nian)來,煤炭運輸越(yue)來越(yue)緊張,能(neng)(neng)(neng)源(yuan)(yuan)技術經濟環境(jing)保護問題越(yue)發(fa)突出(chu),調整能(neng)(neng)(neng)源(yuan)(yuan)結(jie)構、提高(gao)(gao)能(neng)(neng)(neng)源(yuan)(yuan)利用效(xiao)率和(he)發(fa)展新能(neng)(neng)(neng)源(yuan)(yuan)已(yi)成為必然趨勢。風能(neng)(neng)(neng)是(shi)清潔的(de)可再生能(neng)(neng)(neng)源(yuan)(yuan),加快風能(neng)(neng)(neng)資源(yuan)(yuan)集約開(kai)發(fa),與我國(guo)節能(neng)(neng)(neng)減排(pai)、提高(gao)(gao)能(neng)(neng)(neng)源(yuan)(yuan)效(xiao)率、發(fa)展新能(neng)(neng)(neng)源(yuan)(yuan)的(de)戰略相(xiang)適應,同時有利于促進電(dian)力(li)與經濟、社會(hui)、生態(tai)環境(jing)的(de)可持續發(fa)展。
蒙(meng)東(dong)地(di)(di)區地(di)(di)處(chu)北半球中緯度盛行西(xi)風帶,受西(xi)伯利亞(ya)(ya)及蒙(meng)古(gu)(gu)冷高(gao)(gao)氣壓、蒙(meng)古(gu)(gu)高(gao)(gao)原氣旋,以及東(dong)亞(ya)(ya)海陸季風和(he)蒙(meng)古(gu)(gu)高(gao)(gao)原季風影響,風能(neng)(neng)(neng)資(zi)(zi)源(yuan)豐(feng)富(fu)。其(qi)中,赤峰(feng)市的翁牛特旗、克什克騰旗和(he)松(song)山區的交界地(di)(di)帶,地(di)(di)勢平坦、高(gao)(gao)程較高(gao)(gao)、風能(neng)(neng)(neng)資(zi)(zi)源(yuan)較好,70m離地(di)(di)高(gao)(gao)度平均風速達到了(le)8.0~9.3m/s,功率密度達到了(le)700~1200W/m2;呼倫(lun)貝爾嶺西(xi)地(di)(di)區的新巴(ba)爾虎右旗、滿洲(zhou)里等地(di)(di)區均屬低山丘(qiu)陵區,風能(neng)(neng)(neng)資(zi)(zi)源(yuan)豐(feng)富(fu);通遼、興安盟地(di)(di)區風能(neng)(neng)(neng)資(zi)(zi)源(yuan)處(chu)于平均水(shui)平。
我國中東部地區(qu)(qu)由于環(huan)保壓力(li)大、能源(yuan)運(yun)輸(shu)成本高、土(tu)地資(zi)源(yuan)緊張,已不適宜再大規(gui)(gui)模建(jian)設燃煤電(dian)廠,同時風能、太陽(yang)能等新能源(yuan)大規(gui)(gui)模開發能力(li)有限。華北的(de)京津(jin)冀(ji)魯(lu)、華東、華中等負荷(he)中心地區(qu)(qu)經(jing)濟發達,但能源(yuan)資(zi)源(yuan)匱乏,電(dian)力(li)消費市(shi)場(chang)空間較(jiao)大,需大規(gui)(gui)模接(jie)受區(qu)(qu)外(wai)來(lai)電(dian),以滿足地區(qu)(qu)經(jing)濟、社會發展需要。
我國華北(bei)(bei)(bei)、東(dong)北(bei)(bei)(bei)、西北(bei)(bei)(bei)“三(san)北(bei)(bei)(bei)”地區(qu)(qu)風(feng)能(neng)(neng)(neng)資(zi)源豐(feng)富(fu),具備(bei)大(da)(da)(da)規(gui)模開發利用的(de)(de)資(zi)源條(tiao)件。為滿(man)足中東(dong)部地區(qu)(qu)不斷增長的(de)(de)用電需求,結合(he)“三(san)北(bei)(bei)(bei)”地區(qu)(qu)風(feng)能(neng)(neng)(neng)、煤炭資(zi)源豐(feng)富(fu)等條(tiao)件集約開發大(da)(da)(da)型(xing)風(feng)電、煤電基地,宜(yi)采用“風(feng)火打(da)捆(kun)”的(de)(de)送電方式(shi)(shi)。按照國家風(feng)電發展(zhan)戰略,依(yi)托風(feng)能(neng)(neng)(neng)資(zi)源豐(feng)富(fu)區(qu)(qu),以“建(jian)(jian)設(she)大(da)(da)(da)基地、融入大(da)(da)(da)電網”方式(shi)(shi)進行規(gui)劃和建(jian)(jian)設(she)的(de)(de)思路,將(jiang)電能(neng)(neng)(neng)從“三(san)北(bei)(bei)(bei)”地區(qu)(qu)大(da)(da)(da)規(gui)模輸送到中東(dong)部地區(qu)(qu),是解決中東(dong)部地區(qu)(qu)電力(li)供應的(de)(de)有效措施。
風(feng)能(neng)(neng)(neng)資(zi)(zi)源(yuan)(yuan)豐富,適合長期開發。內(nei)蒙古自治區(qu)離地(di)(di)10m高(gao)度風(feng)能(neng)(neng)(neng)資(zi)(zi)源(yuan)(yuan)總儲(chu)量為(wei)8.98億(yi)kW,技(ji)術(shu)可開發量為(wei)1.5億(yi)kW,其中蒙東地(di)(di)區(qu)面積約占(zhan)內(nei)蒙古自治區(qu)的40%,風(feng)能(neng)(neng)(neng)資(zi)(zi)源(yuan)(yuan)儲(chu)量約占(zhan)整個自治區(qu)風(feng)能(neng)(neng)(neng)資(zi)(zi)源(yuan)(yuan)儲(chu)量的32%,風(feng)能(neng)(neng)(neng)資(zi)(zi)源(yuan)(yuan)的技(ji)術(shu)可開發量約為(wei)4300萬kW。
建場條件好,基(ji)建成本低。內(nei)蒙(meng)古(gu)(gu)自(zi)治區(qu)土(tu)地(di)廣(guang)闊,人(ren)口(kou)較少(shao),土(tu)地(di)資源豐富且價(jia)格低廉、特別是蒙(meng)東地(di)區(qu)有大量荒漠或半荒漠土(tu)地(di),地(di)價(jia)低廉,建風(feng)電(dian)場的(de)條件較好。蒙(meng)東風(feng)電(dian)基(ji)地(di)內(nei)無名勝古(gu)(gu)跡、自(zi)然保(bao)護(hu)區(qu)等敏感環境保(bao)護(hu)目(mu)標,風(feng)電(dian)基(ji)地(di)的(de)基(ji)建成本相(xiang)對(dui)較低,新建變電(dian)站、輸電(dian)線路走廊的(de)選址也較為容易(yi)。
對(dui)(dui)草原生(sheng)(sheng)(sheng)態環境影響小(xiao)(xiao)。風電的(de)(de)(de)生(sheng)(sheng)(sheng)產過(guo)程(cheng)(cheng)(cheng)是(shi)將當(dang)地的(de)(de)(de)風能(neng)轉(zhuan)變為機械能(neng)再轉(zhuan)變為電能(neng)的(de)(de)(de)過(guo)程(cheng)(cheng)(cheng)。在整個(ge)能(neng)量轉(zhuan)換過(guo)程(cheng)(cheng)(cheng)中,不(bu)(bu)產生(sheng)(sheng)(sheng)大(da)氣(qi)、水體、固體廢棄物(wu)等方面的(de)(de)(de)污(wu)染(ran)物(wu),也不(bu)(bu)會(hui)產生(sheng)(sheng)(sheng)大(da)的(de)(de)(de)噪聲污(wu)染(ran)。在采取適當(dang)的(de)(de)(de)環保(bao)、水保(bao)、消噪措施后(hou),對(dui)(dui)當(dang)地較為脆弱的(de)(de)(de)草原生(sheng)(sheng)(sheng)態環境造(zao)成的(de)(de)(de)不(bu)(bu)良影響很小(xiao)(xiao)。
具有(you)良(liang)好的(de)規模效(xiao)應。根據(ju)規劃(hua),到2020年,蒙(meng)東風(feng)(feng)電基地(di)(di)規劃(hua)建設的(de)風(feng)(feng)電裝機(ji)容量(liang)將達到1222.5萬kW,但由于(yu)蒙(meng)東電網(wang)負(fu)荷水平較低,調峰困難,只能(neng)消納風(feng)(feng)電的(de)極小部分電量(liang)。蒙(meng)東地(di)(di)區(qu)豐富的(de)風(feng)(feng)能(neng)采(cai)取大(da)(da)(da)規模開發、大(da)(da)(da)規模送出的(de)方式,符合國家電網(wang)公司對風(feng)(feng)電開發“建設大(da)(da)(da)基地(di)(di),融入大(da)(da)(da)電網(wang)”的(de)原(yuan)則,具有(you)良(liang)好的(de)規模效(xiao)應。
中(zhong)國(guo)(guo)作為能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)消費大(da)(da)國(guo)(guo),能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)產業的(de)(de)(de)發展(zhan)(zhan)支撐(cheng)著經濟(ji)的(de)(de)(de)高(gao)(gao)速發展(zhan)(zhan)。2010年,我(wo)國(guo)(guo)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)消費總量達32.5億,由此帶來一系(xi)列的(de)(de)(de)環境問題,制(zhi)約著我(wo)國(guo)(guo)經濟(ji)與(yu)社(she)會的(de)(de)(de)可(ke)(ke)持(chi)(chi)續發展(zhan)(zhan)。調整(zheng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)結構,提(ti)高(gao)(gao)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)效率,是解決我(wo)國(guo)(guo)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)問題的(de)(de)(de)重要措施。風(feng)能(neng)(neng)資源(yuan)(yuan)(yuan)(yuan)(yuan)是清潔的(de)(de)(de)可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan),風(feng)力(li)發電(dian)是目(mu)前可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)中(zhong)技術最成熟(shu)、最具規模開發條件和(he)商業化發展(zhan)(zhan)前景(jing)的(de)(de)(de)發電(dian)方式。我(wo)國(guo)(guo)面臨巨大(da)(da)的(de)(de)(de)環境和(he)碳(tan)減排(pai)的(de)(de)(de)壓(ya)力(li),風(feng)電(dian)基地建設堅(jian)持(chi)(chi)可(ke)(ke)持(chi)(chi)續發展(zhan)(zhan),需(xu)與(yu)我(wo)國(guo)(guo)的(de)(de)(de)電(dian)力(li)、能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)規劃相(xiang)統(tong)一,還要與(yu)我(wo)國(guo)(guo)的(de)(de)(de)生(sheng)態環境、經濟(ji)和(he)社(she)會發展(zhan)(zhan)相(xiang)協調,最終形成能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)利(li)用(yong)率高(gao)(gao),能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)安全有保障的(de)(de)(de)局面。
蒙(meng)(meng)東(dong)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)位于內蒙(meng)(meng)古自治區的東(dong)部,與(yu)東(dong)北三省相(xiang)鄰,分(fen)為赤峰電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)、通遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)、興安電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)和(he)(he)呼倫貝爾(er)(er)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)。雖然目前蒙(meng)(meng)東(dong)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)尚未形(xing)成(cheng)統一的電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang),但大都有(you)多回高(gao)電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)等級(ji)的聯(lian)絡線(xian)與(yu)東(dong)北電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)相(xiang)連(lian)。比(bi)如(ru),赤峰電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)和(he)(he)通遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)聯(lian)入遼(liao)寧(ning)和(he)(he)吉林電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang),呼倫貝爾(er)(er)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)通過伊敏(min)電(dian)(dian)(dian)(dian)(dian)(dian)廠線(xian)路實現(xian)與(yu)東(dong)北主網(wang)(wang)(wang)(wang)(wang)(wang)聯(lian)網(wang)(wang)(wang)(wang)(wang)(wang)運行,興安盟部分(fen)電(dian)(dian)(dian)(dian)(dian)(dian)力以1回220kV線(xian)路并入錫盟電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang),部分(fen)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)由(you)呼倫貝爾(er)(er)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)和(he)(he)通遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)(wang)供電(dian)(dian)(dian)(dian)(dian)(dian)。
近年(nian)來(lai),由于東(dong)北(bei)(bei)(bei)地(di)區(qu)高耗能(neng)企(qi)業大(da)量停產,電(dian)(dian)(dian)(dian)(dian)網低谷時段供(gong)電(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)量大(da)幅度(du)下降(jiang),新建火(huo)電(dian)(dian)(dian)(dian)(dian)機組中供(gong)熱機組所占比(bi)例較大(da),水電(dian)(dian)(dian)(dian)(dian)(包(bao)括(kuo)抽水蓄(xu)能(neng))機組裝(zhuang)機比(bi)例逐(zhu)年(nian)下降(jiang)等原因,東(dong)北(bei)(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網用電(dian)(dian)(dian)(dian)(dian)峰(feng)(feng)谷差逐(zhu)年(nian)持(chi)續增大(da),東(dong)北(bei)(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網調(diao)峰(feng)(feng)困難(nan)的情況已經日益突出(chu),而(er)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)機組運行的不(bu)確(que)定性是加重東(dong)北(bei)(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網調(diao)峰(feng)(feng)困難(nan)的主要(yao)原因之一(yi),因此東(dong)北(bei)(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網消(xiao)納蒙(meng)東(dong)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)的能(neng)力有限。到2020年(nian),東(dong)北(bei)(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網規劃建設的風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)基地(di)裝(zhuang)機容量較大(da),其中主要(yao)包(bao)括(kuo)蒙(meng)東(dong)和吉林2個(ge)千萬千瓦級(ji)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)基地(di),東(dong)北(bei)(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網僅能(neng)消(xiao)納東(dong)北(bei)(bei)(bei)地(di)區(qu)部分(fen)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)力。根據(ju)東(dong)北(bei)(bei)(bei)地(di)區(qu)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)消(xiao)納能(neng)力分(fen)析結(jie)果,2020年(nian)時東(dong)北(bei)(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網消(xiao)納風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)的容量也僅為1143萬kW。
統籌考慮(lv)蒙東(dong)(dong)(dong)、吉林(lin)千(qian)萬(wan)千(qian)瓦(wa)級風電(dian)(dian)(dian)基(ji)地(di)能(neng)源(yuan)資(zi)源(yuan)情況、地(di)理位置條(tiao)件(jian),并(bing)結合東(dong)(dong)(dong)北電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)“十二五”發展規劃,吉林(lin)千(qian)萬(wan)千(qian)瓦(wa)級風電(dian)(dian)(dian)基(ji)地(di)立足于吉林(lin)省內乃至(zhi)東(dong)(dong)(dong)北全(quan)網(wang)(wang)(wang)(wang)進行消納(na)。根(gen)據國家特高(gao)壓(ya)電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)規劃,到(dao)2020年,蒙東(dong)(dong)(dong)地(di)區規劃建成2個至(zhi)“三華(hua)”電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)的(de)特高(gao)壓(ya)直流輸電(dian)(dian)(dian)通(tong)(tong)道。蒙東(dong)(dong)(dong)風電(dian)(dian)(dian)基(ji)地(di)的(de)風電(dian)(dian)(dian)除(chu)在(zai)東(dong)(dong)(dong)北電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)消納(na)外,還有一部分(fen)需要通(tong)(tong)過(guo)特高(gao)壓(ya)直流采(cai)用“風火打(da)捆”的(de)方式送電(dian)(dian)(dian)“三華(hua)”電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)消納(na)。其(qi)中東(dong)(dong)(dong)北地(di)區消納(na)656萬(wan)kW,“三華(hua)”電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)消納(na)566萬(wan)kW。
蒙東地(di)(di)區作為(wei)我國(guo)千萬千瓦級風電(dian)(dian)(dian)(dian)基(ji)地(di)(di)之(zhi)一(yi),也(ye)是(shi)國(guo)家電(dian)(dian)(dian)(dian)網(wang)公司特高(gao)(gao)壓電(dian)(dian)(dian)(dian)網(wang)規劃(hua)的重(zhong)要送(song)端電(dian)(dian)(dian)(dian)源基(ji)地(di)(di)之(zhi)一(yi)。除滿足自身經(jing)濟社會發(fa)展對電(dian)(dian)(dian)(dian)力(li)的需求外(wai),還主要通過特高(gao)(gao)壓電(dian)(dian)(dian)(dian)網(wang)送(song)電(dian)(dian)(dian)(dian)“三華(hua)”電(dian)(dian)(dian)(dian)網(wang)。
根據特高壓電(dian)網(wang)規劃(hua),結合蒙(meng)東(dong)風(feng)電(dian)基地項目前期工作進展(zhan)情況,在輸電(dian)規劃(hua)論證中,考慮了(le)以下主要原則:
①風電接(jie)入(ru)應遵行“建(jian)設大基地(di)、融入(ru)大電網”的規劃(hua)思路,滿足分(fen)片(pian)、分(fen)區(qu)接(jie)入(ru)原則;
②風(feng)電(dian)的(de)送(song)出需進行統一規劃,在充分(fen)利用當地風(feng)電(dian)消納(na)能力(li)的(de)基礎上,剩余風(feng)電(dian)容量應(ying)通過超高(gao)壓及特高(gao)壓通道由東北(bei)及“三華(hua)”電(dian)網消納(na);
③風(feng)電(dian)(dian)(dian)(dian)場應(ying)適當聯合(he)與分組(zu),形成(cheng)相對獨立的多個送(song)電(dian)(dian)(dian)(dian)通道(dao),考慮到風(feng)電(dian)(dian)(dian)(dian)運行特點,避(bi)免風(feng)電(dian)(dian)(dian)(dian)送(song)電(dian)(dian)(dian)(dian)回路(lu)落點過于(yu)集中,風(feng)電(dian)(dian)(dian)(dian)容量應(ying)分散接入電(dian)(dian)(dian)(dian)網;
④位(wei)于(yu)蒙東的大(da)規模風(feng)電(dian)場主要應接(jie)入500kV電(dian)網運(yun)行;風(feng)電(dian)場容量大(da)且(qie)集(ji)(ji)中的區域(yu),宜選擇合適位(wei)置(zhi)建(jian)設220kV或500kV匯(hui)集(ji)(ji)站,將風(feng)電(dian)場電(dian)力匯(hui)集(ji)(ji)后直接(jie)送往500kV電(dian)網;
⑤對于(yu)地(di)理位置較(jiao)孤立的風電(dian)場,建(jian)議(yi)就近(jin)接入當地(di)220kV及以下電(dian)網(wang)運(yun)行,或對容量較(jiao)小的風電(dian)場進行匯集(ji)后送入地(di)區(qu)220kV電(dian)網(wang)。
到2020年(nian),蒙(meng)東風(feng)電基(ji)地規劃(hua)建(jian)設的風(feng)電裝機容(rong)量將達到1222.5萬kW。其中,風(feng)電開(kai)發(fa)較為集中的地區(qu)為呼倫(lun)(lun)貝爾市(shi)新巴(ba)爾虎右旗(qi)(qi)、通遼市(shi)開(kai)魯地區(qu)、珠(zhu)(zhu)日河(he)地區(qu)以及(ji)赤峰市(shi)松山區(qu)、克(ke)(ke)(ke)什(shen)克(ke)(ke)(ke)騰(teng)旗(qi)(qi)、翁牛(niu)特旗(qi)(qi)。呼倫(lun)(lun)貝爾市(shi)新巴(ba)爾虎右旗(qi)(qi)風(feng)電開(kai)發(fa)容(rong)量約(yue)200萬kW,通遼市(shi)開(kai)魯地區(qu)、珠(zhu)(zhu)日河(he)地區(qu)風(feng)電開(kai)發(fa)容(rong)量約(yue)270萬kW,赤峰市(shi)松山區(qu)、克(ke)(ke)(ke)什(shen)克(ke)(ke)(ke)騰(teng)旗(qi)(qi)、翁牛(niu)特旗(qi)(qi)風(feng)電開(kai)發(fa)容(rong)量約(yue)390萬kW。剩余約(yue)362萬kW風(feng)電裝機地理(li)位置分(fen)散且單個風(feng)電場容(rong)量較小(xiao)。
蒙東(dong)風電(dian)(dian)基地(di)規(gui)(gui)劃裝機容量較大(da),但蒙東(dong)地(di)區負荷水平(ping)較低,所發電(dian)(dian)力需(xu)要大(da)規(gui)(gui)模外(wai)送(song)。加快蒙東(dong)風電(dian)(dian)基地(di)建設(she),對于(yu)促(cu)進清潔能源(yuan)規(gui)(gui)模化開發,優化煤炭(tan)發展格局,支撐我(wo)國(guo)經濟快速發展,促(cu)進智能電(dian)(dian)網(wang)發展戰略和規(gui)(gui)劃研究。低碳(tan)經濟發展具(ju)有(you)重要意義。根據(ju)能源(yuan)資源(yuan)流(liu)向的合(he)理安排,蒙東(dong)風電(dian)(dian)開發外(wai)送(song)應考慮首先通過(guo)500kV電(dian)(dian)網(wang)送(song)至東(dong)北主網(wang)消納,其(qi)余(yu)風電(dian)(dian)采用“風火打(da)捆”方式通過(guo)特高壓直流(liu)外(wai)送(song)“三華”電(dian)(dian)網(wang)。
