甘肅酒(jiu)泉風(feng)(feng)電(dian)基地(di)是指位于(yu)甘肅省酒(jiu)泉市(shi)的(de)(de)(de)千萬千瓦風(feng)(feng)電(dian)基地(di)。甘肅酒(jiu)泉風(feng)(feng)電(dian)發(fa)展模式既(ji)不(bu)(bu)同于(yu)國(guo)內(nei)現(xian)有的(de)(de)(de)風(feng)(feng)電(dian)發(fa)展模式,也(ye)不(bu)(bu)同于(yu)國(guo)外(wai)現(xian)有的(de)(de)(de)風(feng)(feng)電(dian)發(fa)展模式。改革開放30年來(lai)(lai),隨著中國(guo)經濟的(de)(de)(de)高速發(fa)展,能源(yuan)需求(qiu)也(ye)在快速增(zeng)加。世(shi)界(jie)新增(zeng)能源(yuan)需求(qiu)的(de)(de)(de)40%以上來(lai)(lai)自中國(guo),中國(guo)已(yi)經成為(wei)(wei)僅次于(yu)美(mei)國(guo)的(de)(de)(de)全世(shi)界(jie)第二大(da)能源(yuan)消費國(guo)。到2007年,國(guo)內(nei)石油(you)需求(qiu)的(de)(de)(de)一(yi)半依靠進口,煤(mei)炭也(ye)由(you)傳(chuan)統出(chu)口產(chan)品轉變為(wei)(wei)凈(jing)進口。
中國(guo)能源(yuan)(yuan)(yuan)消費結構中,煤(mei)炭、石油和天(tian)然氣等(deng)化(hua)石能源(yuan)(yuan)(yuan)占主(zhu)(zhu)導地位(wei)。盡管(guan)近年(nian)來中國(guo)化(hua)石能源(yuan)(yuan)(yuan)消費所(suo)占的(de)(de)比重呈現下降趨(qu)勢,但2007年(nian)煤(mei)炭在能源(yuan)(yuan)(yuan)消費總量的(de)(de)比重仍然高(gao)達69.4%,是世界主(zhu)(zhu)要經濟(ji)體中煤(mei)炭消費比重最高(gao)的(de)(de)國(guo)家。能源(yuan)(yuan)(yuan)需求的(de)(de)快速增長和以煤(mei)炭為主(zhu)(zhu)的(de)(de)能源(yuan)(yuan)(yuan)結構,決(jue)定了中國(guo)污染物排放(fang)等(deng)主(zhu)(zhu)要環保指標居高(gao)不下。
2007年化石能源(yuan)消費占能源(yuan)總量的92.8%,包括(kuo)水電、核電和(he)風電在(zai)內的其(qi)他(ta)能源(yuan)消費所占比重(zhong)僅為7.2%,其(qi)中除(chu)了水電以外的其(qi)他(ta)可再生(sheng)能源(yuan)所占比重(zhong)非常低。
在(zai)所有可(ke)(ke)再生(sheng)能(neng)源中,水(shui)電(dian)(dian)(dian)開(kai)(kai)(kai)發(fa)(fa)技術最成(cheng)熟,目前(qian)具(ju)備(bei)開(kai)(kai)(kai)發(fa)(fa)條件(jian)的(de)(de)(de)水(shui)電(dian)(dian)(dian)項目基(ji)本(ben)(ben)已(yi)經(jing)開(kai)(kai)(kai)發(fa)(fa)、正在(zai)開(kai)(kai)(kai)發(fa)(fa)或(huo)準備(bei)開(kai)(kai)(kai)發(fa)(fa)。風(feng)電(dian)(dian)(dian)是除了水(shui)電(dian)(dian)(dian)以外(wai)開(kai)(kai)(kai)發(fa)(fa)技術最成(cheng)熟、開(kai)(kai)(kai)發(fa)(fa)成(cheng)本(ben)(ben)最低(di)(di)的(de)(de)(de)可(ke)(ke)再生(sheng)能(neng)源,是未(wei)來最具(ju)有大規模(mo)(mo)開(kai)(kai)(kai)發(fa)(fa)價值的(de)(de)(de)可(ke)(ke)再生(sheng)能(neng)源。隨著全世界化石能(neng)源價格(ge)的(de)(de)(de)上(shang)漲(zhang),風(feng)力(li)(li)發(fa)(fa)電(dian)(dian)(dian)成(cheng)本(ben)(ben)已(yi)經(jing)與核電(dian)(dian)(dian)相(xiang)當,與傳統火電(dian)(dian)(dian)發(fa)(fa)電(dian)(dian)(dian)成(cheng)本(ben)(ben)接近(jin),遠低(di)(di)于生(sheng)物質、太陽能(neng)等其他可(ke)(ke)再生(sheng)能(neng)源的(de)(de)(de)發(fa)(fa)電(dian)(dian)(dian)成(cheng)本(ben)(ben)。近(jin)年來隨著風(feng)電(dian)(dian)(dian)設備(bei)制(zhi)造(zao)水(shui)平的(de)(de)(de)提(ti)高,風(feng)電(dian)(dian)(dian)建設成(cheng)本(ben)(ben)大幅度降低(di)(di),大規模(mo)(mo)開(kai)(kai)(kai)發(fa)(fa)的(de)(de)(de)規模(mo)(mo)效(xiao)益也進(jin)一步降低(di)(di)了風(feng)力(li)(li)發(fa)(fa)電(dian)(dian)(dian)成(cheng)本(ben)(ben)。正因為(wei)以上(shang)原因,風(feng)電(dian)(dian)(dian)發(fa)(fa)展是國家可(ke)(ke)再生(sheng)能(neng)源替(ti)代戰略(lve)的(de)(de)(de)必然選擇。甘肅(su)酒(jiu)泉以其豐富(fu)的(de)(de)(de)風(feng)力(li)(li)資源和大規模(mo)(mo)開(kai)(kai)(kai)發(fa)(fa)風(feng)電(dian)(dian)(dian)的(de)(de)(de)優(you)勢(shi),成(cheng)為(wei)中國千萬千瓦風(feng)電(dian)(dian)(dian)基(ji)地的(de)(de)(de)歷史(shi)性(xing)選擇。
歐洲(zhou)、美國風(feng)電(dian)(dian)的(de)發(fa)(fa)(fa)展較(jiao)早(zao),占系(xi)統總(zong)裝(zhuang)機的(de)比(bi)例(li)較(jiao)大(da)(da),但其陸上風(feng)電(dian)(dian)多為小型風(feng)電(dian)(dian)場,靠近負荷(he)中心,主要(yao)采(cai)取(qu)風(feng)電(dian)(dian)小規(gui)模(mo)(mo)(mo)開發(fa)(fa)(fa),分(fen)散(san)接入(ru)低壓配電(dian)(dian)網,這(zhe)種就地消納接入(ru)模(mo)(mo)(mo)式(shi)(shi)對(dui)電(dian)(dian)網的(de)影(ying)(ying)響較(jiao)小。近年來開始發(fa)(fa)(fa)展的(de)海上風(feng)電(dian)(dian)規(gui)模(mo)(mo)(mo)較(jiao)大(da)(da),大(da)(da)多采(cai)用高電(dian)(dian)壓等級集中接入(ru)的(de)送(song)出模(mo)(mo)(mo)式(shi)(shi),但其建設規(gui)模(mo)(mo)(mo)是以(yi)電(dian)(dian)網的(de)接受能(neng)力(li)為控制(zhi)條件,單個海上風(feng)電(dian)(dian)規(gui)模(mo)(mo)(mo)不太大(da)(da),接入(ru)并網點(dian)相(xiang)對(dui)分(fen)散(san),這(zhe)種分(fen)散(san)接入(ru)、就地平(ping)衡后送(song)出的(de)接入(ru)模(mo)(mo)(mo)式(shi)(shi)對(dui)電(dian)(dian)網的(de)影(ying)(ying)響也不大(da)(da)。
歐美國家電(dian)(dian)(dian)(dian)網(wang)(wang)結構較(jiao)(jiao)堅強(qiang),吸納風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)的(de)(de)(de)能力強(qiang),風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)發展較(jiao)(jiao)快的(de)(de)(de)地區大多位于電(dian)(dian)(dian)(dian)網(wang)(wang)的(de)(de)(de)中(zhong)部,因此(ci)風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)集中(zhong)接入對電(dian)(dian)(dian)(dian)網(wang)(wang)的(de)(de)(de)總體(ti)影響相對較(jiao)(jiao)小(xiao)。另外歐洲、美國在風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)的(de)(de)(de)發展過(guo)程中(zhong)已經建立(li)了較(jiao)(jiao)完(wan)整的(de)(de)(de)管(guan)理體(ti)系,風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)場(chang)規劃(hua)、建設、運行(xing)管(guan)理制度較(jiao)(jiao)健全,風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)設備制造(zao)技術水(shui)平較(jiao)(jiao)高(gao),風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)場(chang)運行(xing)管(guan)理經驗豐富,風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)場(chang)并網(wang)(wang)規程規范管(guan)理辦(ban)法較(jiao)(jiao)齊全,因此(ci)歐美地區風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)對電(dian)(dian)(dian)(dian)網(wang)(wang)的(de)(de)(de)影響較(jiao)(jiao)小(xiao)。
歐美通(tong)過政府制定(ding)法律、法規和相關政策,引導企業(ye)按照(zhao)市場(chang)需求(qiu)為(wei)導向的發(fa)展(zhan)模(mo)式(shi)發(fa)展(zhan)風電,風電發(fa)展(zhan)以靠(kao)近用電負荷中心、小規模(mo)、多業(ye)主、高度分散為(wei)其(qi)主要發(fa)展(zhan)形(xing)式(shi)。
中(zhong)國(guo)風(feng)電(dian)(dian)(dian)(dian)(dian)資源豐富的(de)(de)(de)地區大多遠(yuan)離(li)負荷(he)中(zhong)心,當地電(dian)(dian)(dian)(dian)(dian)網結構(gou)薄弱(ruo)(ruo),吸納風(feng)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)能力弱(ruo)(ruo),并且大多采用大規模集中(zhong)開發的(de)(de)(de)建(jian)設(she)模式(shi),單個風(feng)電(dian)(dian)(dian)(dian)(dian)場或(huo)需要集中(zhong)送出的(de)(de)(de)風(feng)電(dian)(dian)(dian)(dian)(dian)總(zong)裝(zhuang)機容(rong)量規模越(yue)(yue)(yue)(yue)來(lai)越(yue)(yue)(yue)(yue)大,接入(ru)電(dian)(dian)(dian)(dian)(dian)網系(xi)統(tong)的(de)(de)(de)電(dian)(dian)(dian)(dian)(dian)壓等(deng)級(ji)越(yue)(yue)(yue)(yue)來(lai)越(yue)(yue)(yue)(yue)高(gao),電(dian)(dian)(dian)(dian)(dian)力電(dian)(dian)(dian)(dian)(dian)量送出的(de)(de)(de)距離(li)越(yue)(yue)(yue)(yue)來(lai)越(yue)(yue)(yue)(yue)遠(yuan),因(yin)此(ci)雖然風(feng)電(dian)(dian)(dian)(dian)(dian)占系(xi)統(tong)總(zong)裝(zhuang)機容(rong)量的(de)(de)(de)比(bi)重較(jiao)(jiao)小,但由(you)于(yu)風(feng)電(dian)(dian)(dian)(dian)(dian)場規模較(jiao)(jiao)大,遠(yuan)離(li)負荷(he)中(zhong)心,尤其是千萬千瓦、百萬千瓦級(ji)巨型風(feng)電(dian)(dian)(dian)(dian)(dian)基(ji)地大多位(wei)于(yu)電(dian)(dian)(dian)(dian)(dian)網末端,風(feng)電(dian)(dian)(dian)(dian)(dian)場并網及電(dian)(dian)(dian)(dian)(dian)力送出矛盾極(ji)其突出。
另外風電設備制造技術(shu)水平較低,風電技術(shu)規程(cheng)規范欠(qian)缺,管理制度不完善,因此中國風電快速(su)發展已(yi)經對電網(wang)運(yun)行造成(cheng)了巨大(da)的(de)影響。
中國政府制定扶(fu)持風(feng)電(dian)發展(zhan)(zhan)的(de)(de)(de)法律法規(gui)(gui)、相關政策、規(gui)(gui)定和管理辦法,通過特許權招標、核準等形式(shi)實現風(feng)電(dian)發展(zhan)(zhan)的(de)(de)(de)宏觀調控;政府主導風(feng)電(dian)以(yi)資源開發為主導的(de)(de)(de)發展(zhan)(zhan)模(mo)式(shi),遠距離(li)、大(da)規(gui)(gui)模(mo)、少業主、高度集中成為中國風(feng)電(dian)發展(zhan)(zhan)的(de)(de)(de)主要形式(shi)。
甘肅(su)省是全國風(feng)(feng)能(neng)(neng)資(zi)源較豐富的省區(qu)之一,風(feng)(feng)能(neng)(neng)資(zi)源理論(lun)儲量為237GW,風(feng)(feng)能(neng)(neng)總儲量居全國第五位(wei)。甘肅(su)省的風(feng)(feng)能(neng)(neng)資(zi)源主(zhu)要集中在酒(jiu)泉(quan)地(di)區(qu),酒(jiu)泉(quan)風(feng)(feng)電基地(di)的風(feng)(feng)能(neng)(neng)開發利(li)用主(zhu)要集中在玉門、瓜(gua)州、馬鬃山3個區(qu)域(yu)內。這(zhe)3個區(qu)域(yu)的風(feng)(feng)速(su)主(zhu)要集中在4.0~12.0m/s,年平均(jun)風(feng)(feng)速(su)5.0~6.5m/s,風(feng)(feng)能(neng)(neng)密度均(jun)超過150W/m2。
截至2008年年底(di)(di),甘肅(su)酒(jiu)(jiu)泉(quan)地(di)(di)區已投(tou)產發電(dian)的風(feng)(feng)電(dian)裝(zhuang)機(ji)容(rong)(rong)量(liang)已達到508.6MW,其中瓜州地(di)(di)區裝(zhuang)機(ji)容(rong)(rong)量(liang)300MW,玉(yu)門地(di)(di)區裝(zhuang)機(ji)容(rong)(rong)量(liang)208.6MW。甘肅(su)酒(jiu)(jiu)泉(quan)風(feng)(feng)電(dian)基(ji)地(di)(di)2010年年底(di)(di)計劃(hua)建成裝(zhuang)機(ji)容(rong)(rong)量(liang)為(wei)5160MW的風(feng)(feng)電(dian)項目,2015年前(qian)投(tou)產12710MW的風(feng)(feng)電(dian)項目,2020年增加到20000MW以(yi)上,2020年以(yi)后為(wei)30000MW:因此(ci)裝(zhuang)機(ji)規(gui)模(mo)巨大是甘肅(su)酒(jiu)(jiu)泉(quan)風(feng)(feng)電(dian)基(ji)地(di)(di)基(ji)本特點(dian)。
玉門(men)風(feng)電(dian)(dian)(dian)群距(ju)(ju)離(li)(li)(li)(li)(li)(li)蘭州(zhou)負(fu)(fu)(fu)荷(he)(he)(he)(he)中(zhong)(zhong)心(xin)(xin)的(de)(de)(de)平(ping)(ping)均(jun)(jun)距(ju)(ju)離(li)(li)(li)(li)(li)(li)約(yue)為900km,瓜州(zhou)風(feng)電(dian)(dian)(dian)群距(ju)(ju)離(li)(li)(li)(li)(li)(li)蘭州(zhou)負(fu)(fu)(fu)荷(he)(he)(he)(he)中(zhong)(zhong)心(xin)(xin)的(de)(de)(de)平(ping)(ping)均(jun)(jun)距(ju)(ju)離(li)(li)(li)(li)(li)(li)約(yue)為1000km,馬鬃(zong)山風(feng)電(dian)(dian)(dian)群距(ju)(ju)離(li)(li)(li)(li)(li)(li)蘭州(zhou)負(fu)(fu)(fu)荷(he)(he)(he)(he)中(zhong)(zhong)心(xin)(xin)的(de)(de)(de)平(ping)(ping)均(jun)(jun)距(ju)(ju)離(li)(li)(li)(li)(li)(li)約(yue)為1100km,整(zheng)個(ge)酒泉(quan)風(feng)電(dian)(dian)(dian)群距(ju)(ju)離(li)(li)(li)(li)(li)(li)蘭州(zhou)負(fu)(fu)(fu)荷(he)(he)(he)(he)中(zhong)(zhong)心(xin)(xin)的(de)(de)(de)平(ping)(ping)均(jun)(jun)距(ju)(ju)離(li)(li)(li)(li)(li)(li)約(yue)為1000km。如果考(kao)慮在(zai)西北區域內消納風(feng)電(dian)(dian)(dian),距(ju)(ju)離(li)(li)(li)(li)(li)(li)負(fu)(fu)(fu)荷(he)(he)(he)(he)中(zhong)(zhong)心(xin)(xin)的(de)(de)(de)平(ping)(ping)均(jun)(jun)距(ju)(ju)離(li)(li)(li)(li)(li)(li)更遠(yuan),距(ju)(ju)離(li)(li)(li)(li)(li)(li)負(fu)(fu)(fu)荷(he)(he)(he)(he)中(zhong)(zhong)心(xin)(xin)1000km以上是(shi)目前(qian)已知的(de)(de)(de)距(ju)(ju)離(li)(li)(li)(li)(li)(li)最遠(yuan)的(de)(de)(de)風(feng)電(dian)(dian)(dian)場(chang)。考(kao)慮2015年12710MW風(feng)電(dian)(dian)(dian)必須在(zai)全國電(dian)(dian)(dian)力市場(chang)消納,其距(ju)(ju)離(li)(li)(li)(li)(li)(li)負(fu)(fu)(fu)荷(he)(he)(he)(he)中(zhong)(zhong)心(xin)(xin)的(de)(de)(de)距(ju)(ju)離(li)(li)(li)(li)(li)(li)更遠(yuan),因此距(ju)(ju)離(li)(li)(li)(li)(li)(li)負(fu)(fu)(fu)荷(he)(he)(he)(he)中(zhong)(zhong)心(xin)(xin)最遠(yuan)、輸電(dian)(dian)(dian)線路最長是(shi)甘(gan)肅酒泉(quan)風(feng)電(dian)(dian)(dian)基地的(de)(de)(de)基本(ben)特點(dian)。
為了滿足風(feng)(feng)電(dian)(dian)(dian)的送出(chu)需要,甘(gan)(gan)肅酒(jiu)泉(quan)風(feng)(feng)電(dian)(dian)(dian)基地所有(you)風(feng)(feng)電(dian)(dian)(dian)項目要直(zhi)接或間(jian)接通過750kV電(dian)(dian)(dian)壓(ya)(ya)等級接入系統(tong),考慮2015年12710MW風(feng)(feng)電(dian)(dian)(dian)必須在全國(guo)電(dian)(dian)(dian)力市場(chang)消納,需要建設(she)電(dian)(dian)(dian)壓(ya)(ya)等級更高的特高壓(ya)(ya)直(zhi)流(liu)輸電(dian)(dian)(dian)工(gong)程。甘(gan)(gan)肅酒(jiu)泉(quan)風(feng)(feng)電(dian)(dian)(dian)基地風(feng)(feng)電(dian)(dian)(dian)接入系統(tong)的電(dian)(dian)(dian)壓(ya)(ya)等級世界最高,送出(chu)工(gong)程建設(she)規模和投資世界最大。
酒(jiu)泉(quan)千萬千瓦級風電(dian)基地超大規模集中(zhong)開發(fa)、超遠距離輸(shu)電(dian)的開發(fa)模式,突破(po)了國內外現有的風電(dian)發(fa)展理(li)論,創(chuang)新了風電(dian)發(fa)展理(li)念,為(wei)世界風電(dian)發(fa)展提供了一種全新的選擇機遇(yu)。
由于風(feng)電(dian)(dian)(dian)(dian)難以(yi)起到(dao)常規電(dian)(dian)(dian)(dian)源(yuan)在電(dian)(dian)(dian)(dian)力(li)系統中(zhong)調(diao)峰、調(diao)頻、調(diao)壓(ya)和備用(yong)等方面的(de)(de)(de)作用(yong),而且(qie)存在一些影(ying)響電(dian)(dian)(dian)(dian)力(li)系統安全穩定經濟運(yun)行的(de)(de)(de)因素,因此風(feng)力(li)發(fa)電(dian)(dian)(dian)(dian)與常規電(dian)(dian)(dian)(dian)源(yuan)相(xiang)比,差異巨大。酒泉(quan)大規模風(feng)電(dian)(dian)(dian)(dian),除了具有常規風(feng)力(li)發(fa)電(dian)(dian)(dian)(dian)的(de)(de)(de)共(gong)性問(wen)題(ti)以(yi)外(wai),還存在許多特殊的(de)(de)(de)個(ge)性問(wen)題(ti)。
甘肅河(he)西(xi)電(dian)(dian)(dian)(dian)(dian)網輸電(dian)(dian)(dian)(dian)(dian)線(xian)(xian)路全長(chang)約為1000km,是目前國(guo)內輸電(dian)(dian)(dian)(dian)(dian)距離最(zui)長(chang)、串聯變(bian)電(dian)(dian)(dian)(dian)(dian)所最(zui)多的(de)(de)330kV線(xian)(xian)路,受到(dao)電(dian)(dian)(dian)(dian)(dian)網結構的(de)(de)限制,輸電(dian)(dian)(dian)(dian)(dian)能(neng)(neng)力較弱。正常電(dian)(dian)(dian)(dian)(dian)網運(yun)行(xing)方式(shi)下,河(he)西(xi)電(dian)(dian)(dian)(dian)(dian)網西(xi)電(dian)(dian)(dian)(dian)(dian)東送(song)的(de)(de)能(neng)(neng)力僅為700MW左右(you),不僅無法滿足(zu)酒泉陸上“三峽”風電(dian)(dian)(dian)(dian)(dian)基(ji)地的(de)(de)送(song)出需要,考慮到(dao)張掖黑河(he)等(deng)水(shui)電(dian)(dian)(dian)(dian)(dian)占用一部(bu)分電(dian)(dian)(dian)(dian)(dian)網送(song)出能(neng)(neng)力以后(hou),無法滿足(zu)現有的(de)(de)500MW左右(you)的(de)(de)風電(dian)(dian)(dian)(dian)(dian)的(de)(de)送(song)出需要。
甘肅省電(dian)力(li)公(gong)(gong)司根(gen)據酒(jiu)泉陸(lu)上“三峽”風電(dian)基地的(de)(de)(de)(de)建設(she)需要(yao),快速啟動了電(dian)網(wang)規(gui)劃(hua)(hua)(hua)與年度建設(she)計(ji)劃(hua)(hua)(hua)的(de)(de)(de)(de)調整工作(zuo)。為(wei)了滿(man)足(zu)(zu)2010年年底計(ji)劃(hua)(hua)(hua)建成投(tou)(tou)產的(de)(de)(de)(de)5160MW風電(dian)項目(mu)的(de)(de)(de)(de)需要(yao),計(ji)劃(hua)(hua)(hua)投(tou)(tou)資120億元左(zuo)(zuo)右建設(she)河西(xi)750kV電(dian)網(wang)。但(dan)(dan)經(jing)過(guo)分析計(ji)算常規(gui)河西(xi)750kV電(dian)網(wang)西(xi)電(dian)東送的(de)(de)(de)(de)能(neng)(neng)力(li)僅(jin)(jin)為(wei)1800MW左(zuo)(zuo)右,不僅(jin)(jin)無法滿(man)足(zu)(zu)酒(jiu)泉陸(lu)上“三峽”風電(dian)基地的(de)(de)(de)(de)送出(chu)需要(yao),不考(kao)慮張掖黑河等(deng)水(shui)電(dian)占(zhan)用(yong)一(yi)部分電(dian)網(wang)送出(chu)能(neng)(neng)力(li)的(de)(de)(de)(de)問題(ti),也無法滿(man)足(zu)(zu)已(yi)經(jing)核(he)準的(de)(de)(de)(de)5160MW的(de)(de)(de)(de)風電(dian)的(de)(de)(de)(de)送出(chu)需要(yao)。為(wei)此甘肅省電(dian)力(li)公(gong)(gong)司與國內有(you)關研究院(yuan)所合作(zuo),開(kai)展了深入的(de)(de)(de)(de)研究,采(cai)取國內外最先進(jin)的(de)(de)(de)(de)750kV串補和世界沒有(you)的(de)(de)(de)(de)750kV可(ke)控高抗等(deng)多項最先進(jin)的(de)(de)(de)(de)技術措(cuo)施,同時通(tong)過(guo)750kV電(dian)網(wang)與新疆聯網(wang),以提(ti)高系統(tong)穩定水(shui)平和輸送能(neng)(neng)力(li),但(dan)(dan)也無法滿(man)足(zu)(zu)5160MW風電(dian)送出(chu)。
2015年12710MW以及2020年增加到20000MW以上裝機容量(liang)(liang)的(de)風(feng)電(dian)(dian)(dian)項目,即使不考慮(lv)電(dian)(dian)(dian)力電(dian)(dian)(dian)量(liang)(liang)能否(fou)在(zai)甘(gan)肅電(dian)(dian)(dian)網消(xiao)納(na)的(de)問(wen)題,依(yi)靠常規的(de)交流電(dian)(dian)(dian),在(zai)目前技術水(shui)平下難(nan)以將電(dian)(dian)(dian)力電(dian)(dian)(dian)量(liang)(liang)送到甘(gan)肅主網,風(feng)電(dian)(dian)(dian)送出問(wen)題的(de)矛盾極其突出,必須依(yi)靠采取全世界(jie)最先進的(de)特高壓直流輸電(dian)(dian)(dian)技術,才(cai)有可能解決2015年以后的(de)風(feng)電(dian)(dian)(dian)送出問(wen)題。
發電(dian)(dian)、供電(dian)(dian)和用(yong)電(dian)(dian)必(bi)須(xu)(xu)同(tong)時完(wan)成的(de)特(te)點,決定(ding)了(le)(le)整(zheng)個(ge)電(dian)(dian)力(li)(li)系統的(de)總發電(dian)(dian)負(fu)(fu)荷(he)(he)(he)必(bi)須(xu)(xu)隨(sui)用(yong)電(dian)(dian)負(fu)(fu)荷(he)(he)(he)的(de)變(bian)化(hua)(hua)(hua)(hua)(hua)而變(bian)化(hua)(hua)(hua)(hua)(hua),總發電(dian)(dian)負(fu)(fu)荷(he)(he)(he)適應總用(yong)電(dian)(dian)負(fu)(fu)荷(he)(he)(he)變(bian)化(hua)(hua)(hua)(hua)(hua)同(tong)步調(diao)(diao)整(zheng),要(yao)求電(dian)(dian)力(li)(li)系統內(nei)必(bi)須(xu)(xu)有部分發電(dian)(dian)機組(zu)承擔隨(sui)著(zhu)用(yong)電(dian)(dian)負(fu)(fu)荷(he)(he)(he)變(bian)化(hua)(hua)(hua)(hua)(hua)而變(bian)化(hua)(hua)(hua)(hua)(hua)的(de)調(diao)(diao)整(zheng)能(neng)(neng)力(li)(li),即(ji)發電(dian)(dian)機組(zu)的(de)調(diao)(diao)峰能(neng)(neng)力(li)(li);由于風電(dian)(dian)具有“風”的(de)間(jian)歇(xie)性(xing)、波動(dong)性(xing)、隨(sui)機性(xing)的(de)特(te)點,決定(ding)了(le)(le)風電(dian)(dian)的(de)發電(dian)(dian)負(fu)(fu)荷(he)(he)(he)難以保持穩定(ding),更不可能(neng)(neng)與用(yong)電(dian)(dian)負(fu)(fu)荷(he)(he)(he)同(tong)步變(bian)化(hua)(hua)(hua)(hua)(hua),為(wei)了(le)(le)滿(man)足(zu)發供用(yong)同(tong)時完(wan)成的(de)電(dian)(dian)力(li)(li)系統基(ji)本要(yao)求,必(bi)須(xu)(xu)有其(qi)他(ta)電(dian)(dian)源承擔起適應風力(li)(li)發電(dian)(dian)負(fu)(fu)荷(he)(he)(he)變(bian)化(hua)(hua)(hua)(hua)(hua)要(yao)求而相應反向變(bian)化(hua)(hua)(hua)(hua)(hua)的(de)發電(dian)(dian)負(fu)(fu)荷(he)(he)(he)調(diao)(diao)整(zheng)能(neng)(neng)力(li)(li):因此具有風電(dian)(dian)的(de)電(dian)(dian)力(li)(li)系統除了(le)(le)要(yao)求滿(man)足(zu)正常負(fu)(fu)荷(he)(he)(he)變(bian)化(hua)(hua)(hua)(hua)(hua)的(de)調(diao)(diao)峰能(neng)(neng)力(li)(li)以外,還必(bi)須(xu)(xu)滿(man)足(zu)適應風電(dian)(dian)隨(sui)機性(xing)的(de)調(diao)(diao)峰能(neng)(neng)力(li)(li)。
小規模風電(dian)(dian)(dian)占(zhan)整個電(dian)(dian)(dian)力(li)(li)系(xi)統(tong)(tong)(tong)容量比例較(jiao)小,對于系(xi)統(tong)(tong)(tong)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)的(de)(de)需要(yao)相對較(jiao)小,但(dan)為了(le)滿(man)足2010年(nian)年(nian)底計劃(hua)建成(cheng)投產的(de)(de)5160MW風電(dian)(dian)(dian)項(xiang)目的(de)(de)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)需要(yao),對于全(quan)省最(zui)大用(yong)(yong)電(dian)(dian)(dian)負(fu)荷(he)僅有(you)8030MW的(de)(de)甘(gan)肅電(dian)(dian)(dian)力(li)(li)系(xi)統(tong)(tong)(tong)的(de)(de)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)是(shi)一(yi)項(xiang)嚴峻(jun)的(de)(de)考(kao)(kao)驗(yan);截至2008年(nian)年(nian)底甘(gan)肅電(dian)(dian)(dian)網統(tong)(tong)(tong)調(diao)(diao)(diao)裝機(ji)(ji)(ji)容量為14960MW,其(qi)中(zhong)(zhong)(zhong)水(shui)(shui)電(dian)(dian)(dian)5294MW、火(huo)電(dian)(dian)(dian)9069MW、風電(dian)(dian)(dian)597MW,分別占(zhan)系(xi)統(tong)(tong)(tong)總容量的(de)(de)35.38%、60.62%、3.99%;在14960MW的(de)(de)裝機(ji)(ji)(ji)容量中(zhong)(zhong)(zhong)具備調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)的(de)(de)發電(dian)(dian)(dian)機(ji)(ji)(ji)組(zu)(zu)容量約(yue)為6500MW,其(qi)中(zhong)(zhong)(zhong)火(huo)電(dian)(dian)(dian)機(ji)(ji)(ji)組(zu)(zu)4500MW、水(shui)(shui)電(dian)(dian)(dian)機(ji)(ji)(ji)組(zu)(zu)2000MW,水(shui)(shui)電(dian)(dian)(dian)機(ji)(ji)(ji)組(zu)(zu)峰(feng)(feng)(feng)(feng)(feng)(feng)水(shui)(shui)期(qi)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)弱、枯水(shui)(shui)期(qi)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)較(jiao)強(qiang),火(huo)電(dian)(dian)(dian)機(ji)(ji)(ji)組(zu)(zu)供熱期(qi)間(jian)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)弱、非供熱期(qi)間(jian)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)較(jiao)強(qiang),受到水(shui)(shui)電(dian)(dian)(dian)、火(huo)電(dian)(dian)(dian)機(ji)(ji)(ji)組(zu)(zu)運行(xing)方式以及(ji)檢修等(deng)因(yin)(yin)素(su)的(de)(de)影響,系(xi)統(tong)(tong)(tong)內最(zui)大可能(neng)(neng)(neng)(neng)的(de)(de)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)容量約(yue)為4000MW;考(kao)(kao)慮(lv)事(shi)故備用(yong)(yong)、負(fu)荷(he)備用(yong)(yong)等(deng)因(yin)(yin)素(su)需要(yao)占(zhan)用(yong)(yong)一(yi)部分調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li),另外由于省內電(dian)(dian)(dian)網結構(gou)的(de)(de)原(yuan)因(yin)(yin)可能(neng)(neng)(neng)(neng)限制部分機(ji)(ji)(ji)組(zu)(zu)的(de)(de)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li),全(quan)省所(suo)有(you)機(ji)(ji)(ji)組(zu)(zu)的(de)(de)不(bu)同時期(qi)的(de)(de)總調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)約(yue)為2500MW;考(kao)(kao)慮(lv)到其(qi)中(zhong)(zhong)(zhong)有(you)約(yue)1000MW的(de)(de)機(ji)(ji)(ji)組(zu)(zu)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)需要(yao)用(yong)(yong)于用(yong)(yong)電(dian)(dian)(dian)負(fu)荷(he)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng),能(neng)(neng)(neng)(neng)夠承(cheng)擔(dan)風電(dian)(dian)(dian)調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)的(de)(de)發電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)力(li)(li)僅約(yue)1500MW,根本無(wu)法滿(man)足2010年(nian)5160MW風電(dian)(dian)(dian)所(suo)需調(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)的(de)(de)要(yao)求。
依(yi)靠甘肅(su)(su)自(zi)有(you)(you)的(de)水火(huo)(huo)電(dian)機組調(diao)(diao)(diao)峰(feng)(feng)是遠(yuan)(yuan)遠(yuan)(yuan)不(bu)夠的(de),必(bi)須考(kao)慮(lv)西北(bei)五(wu)省區尤其(qi)用黃(huang)河中上(shang)游水電(dian)參與調(diao)(diao)(diao)峰(feng)(feng),但其(qi)中涉及到黃(huang)河水資源的(de)綜合利用,大規(gui)模跨省調(diao)(diao)(diao)峰(feng)(feng)的(de)調(diao)(diao)(diao)度(du)管(guan)理模式和電(dian)費交易管(guan)理辦法等(deng)一系列管(guan)理問題,另外還存在(zai)水火(huo)(huo)電(dian)機組能否(fou)(fou)適應頻繁調(diao)(diao)(diao)峰(feng)(feng)、電(dian)網能否(fou)(fou)適應系統潮流頻繁大范圍(wei)波動(dong)等(deng)方(fang)面(mian)技術問題。2015年(nian)12710MW以(yi)及2020年(nian)增加到20000MW以(yi)上(shang)裝機容量的(de)風(feng)電(dian)項目,即使不(bu)考(kao)慮(lv)電(dian)力(li)電(dian)量能否(fou)(fou)在(zai)甘肅(su)(su)電(dian)網消(xiao)納的(de)問題,在(zai)現(xian)有(you)(you)技術水平下(xia)西北(bei)電(dian)網的(de)總體調(diao)(diao)(diao)峰(feng)(feng)能力(li)已經無法滿足要(yao)(yao)求,需要(yao)(yao)在(zai)更大范圍(wei)或新的(de)調(diao)(diao)(diao)峰(feng)(feng)技術才能解決調(diao)(diao)(diao)峰(feng)(feng)問題。
已經(jing)核準的(de)風(feng)(feng)電(dian)(dian)(dian)(dian)項目(mu)全(quan)(quan)(quan)(quan)部投產(chan)后(hou),到(dao)2010年年底風(feng)(feng)電(dian)(dian)(dian)(dian)裝機(ji)容量(liang)(liang)達到(dao)5160MW,年發電(dian)(dian)(dian)(dian)量(liang)(liang)約為(wei)10300GW·h,2008年全(quan)(quan)(quan)(quan)省(sheng)(sheng)(sheng)統調范圍內最大負荷(he)(he)8030MW、省(sheng)(sheng)(sheng)公(gong)(gong)司(si)(si)售(shou)電(dian)(dian)(dian)(dian)量(liang)(liang)52922GW·h,受到(dao)金融(rong)危機(ji)的(de)影(ying)響全(quan)(quan)(quan)(quan)省(sheng)(sheng)(sheng)用(yong)電(dian)(dian)(dian)(dian)需(xu)求增(zeng)長趨緩,預計到(dao)2010年全(quan)(quan)(quan)(quan)省(sheng)(sheng)(sheng)統調范圍內最大負荷(he)(he)9500MW、省(sheng)(sheng)(sheng)公(gong)(gong)司(si)(si)售(shou)電(dian)(dian)(dian)(dian)量(liang)(liang)56000GW·h。全(quan)(quan)(quan)(quan)省(sheng)(sheng)(sheng)用(yong)電(dian)(dian)(dian)(dian)最大負荷(he)(he)僅為(wei)9500MW,要消納(na)5160MW風(feng)(feng)電(dian)(dian)(dian)(dian),從(cong)(cong)電(dian)(dian)(dian)(dian)力平(ping)衡(heng)的(de)角度考(kao)慮幾乎(hu)是不可能(neng)的(de);省(sheng)(sheng)(sheng)公(gong)(gong)司(si)(si)售(shou)電(dian)(dian)(dian)(dian)量(liang)(liang)56000GW·h中要消納(na)10300GW·h的(de)風(feng)(feng)電(dian)(dian)(dian)(dian)發電(dian)(dian)(dian)(dian)量(liang)(liang),從(cong)(cong)電(dian)(dian)(dian)(dian)量(liang)(liang)平(ping)衡(heng)看似乎(hu)可能(neng),但考(kao)慮到(dao)面臨著(zhu)水電(dian)(dian)(dian)(dian)、火電(dian)(dian)(dian)(dian)建設項目(mu)大批投產(chan),全(quan)(quan)(quan)(quan)省(sheng)(sheng)(sheng)用(yong)電(dian)(dian)(dian)(dian)需(xu)求增(zeng)長減緩的(de)實際(ji),如果5160MW的(de)風(feng)(feng)電(dian)(dian)(dian)(dian)發電(dian)(dian)(dian)(dian)量(liang)(liang)全(quan)(quan)(quan)(quan)部在甘(gan)肅省(sheng)(sheng)(sheng)內消納(na),火電(dian)(dian)(dian)(dian)機(ji)組的(de)利(li)用(yong)小時數將下降(jiang)到(dao)3500h以(yi)下。因此無論從(cong)(cong)電(dian)(dian)(dian)(dian)力平(ping)衡(heng)、電(dian)(dian)(dian)(dian)量(liang)(liang)平(ping)衡(heng)方面考(kao)慮,2010年5160 MW風(feng)(feng)電(dian)(dian)(dian)(dian)在省(sheng)(sheng)(sheng)內難以(yi)消納(na),必須(xu)依靠西北電(dian)(dian)(dian)(dian)網以(yi)及全(quan)(quan)(quan)(quan)國電(dian)(dian)(dian)(dian)網進行消納(na)。
2015年(nian)12710MW以(yi)(yi)及(ji)2020年(nian)增(zeng)加到20000MW以(yi)(yi)上裝機(ji)容(rong)量的(de)風電(dian)(dian)項(xiang)目(mu),即使考(kao)(kao)慮全(quan)省用(yong)電(dian)(dian)負(fu)荷以(yi)(yi)年(nian)均(jun)(jun)10%的(de)增(zeng)長率增(zeng)長,從電(dian)(dian)力(li)平衡的(de)角(jiao)度(du)考(kao)(kao)慮,不僅甘肅電(dian)(dian)網無法(fa)消(xiao)(xiao)(xiao)(xiao)納(na)(na)(na),西(xi)(xi)北(bei)電(dian)(dian)網也難以(yi)(yi)消(xiao)(xiao)(xiao)(xiao)納(na)(na)(na)。2015年(nian)及(ji)2020年(nian)裝機(ji)容(rong)量所對應的(de)風電(dian)(dian)發電(dian)(dian)量分別(bie)約為(wei)25000GW·h、42000GW·h,即使考(kao)(kao)慮全(quan)省用(yong)電(dian)(dian)量需求以(yi)(yi)年(nian)均(jun)(jun)8%的(de)增(zeng)長率增(zeng)長,不僅甘肅電(dian)(dian)網也無法(fa)消(xiao)(xiao)(xiao)(xiao)納(na)(na)(na),預計(ji)西(xi)(xi)北(bei)電(dian)(dian)網也難以(yi)(yi)消(xiao)(xiao)(xiao)(xiao)納(na)(na)(na)。2015年(nian)及(ji)以(yi)(yi)后的(de)風電(dian)(dian)發電(dian)(dian)量必須依靠(kao)全(quan)國電(dian)(dian)力(li)市(shi)場消(xiao)(xiao)(xiao)(xiao)納(na)(na)(na),因此(ci)風電(dian)(dian)消(xiao)(xiao)(xiao)(xiao)納(na)(na)(na)存(cun)在較(jiao)大的(de)不確(que)定性。
2010年年底投產(chan)的(de)(de)(de)(de)(de)5160MW風電(dian)(dian)(dian)(dian)(dian)(dian)主要依靠750kV交流(liu)線(xian)(xian)路(lu)(lu)(lu)送出,1000km750kV雙回線(xian)(xian)路(lu)(lu)(lu),大概有1600MV·A的(de)(de)(de)(de)(de)線(xian)(xian)路(lu)(lu)(lu)充電(dian)(dian)(dian)(dian)(dian)(dian)功率(lv)(lv)(lv)(lv),線(xian)(xian)路(lu)(lu)(lu)的(de)(de)(de)(de)(de)充電(dian)(dian)(dian)(dian)(dian)(dian)功率(lv)(lv)(lv)(lv)會隨線(xian)(xian)路(lu)(lu)(lu)潮流(liu)、電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)的(de)(de)(de)(de)(de)變化(hua)而(er)變化(hua),由(you)于(yu)風電(dian)(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)(de)隨機性(xing)特(te)點,充電(dian)(dian)(dian)(dian)(dian)(dian)功率(lv)(lv)(lv)(lv)的(de)(de)(de)(de)(de)快速變化(hua)將對電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)的(de)(de)(de)(de)(de)系統穩(wen)定產(chan)生巨大影(ying)響。風電(dian)(dian)(dian)(dian)(dian)(dian)規模越來(lai)越大,接入電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)等(deng)級越來(lai)越高,由(you)于(yu)風力發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)(de)間斷性(xing),將導(dao)致(zhi)輸(shu)出線(xian)(xian)路(lu)(lu)(lu)的(de)(de)(de)(de)(de)輸(shu)送功率(lv)(lv)(lv)(lv)大幅度變化(hua),進而(er)引(yin)起(qi)線(xian)(xian)路(lu)(lu)(lu)充電(dian)(dian)(dian)(dian)(dian)(dian)功率(lv)(lv)(lv)(lv)的(de)(de)(de)(de)(de)大起(qi)大落,電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)必須具備足(zu)夠(gou)的(de)(de)(de)(de)(de)、動態的(de)(de)(de)(de)(de)感性(xing)和(he)(he)容性(xing)無(wu)功調(diao)節能(neng)力,同時要求各類發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)機組與電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)協(xie)同調(diao)壓(ya),才可能(neng)實現電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)的(de)(de)(de)(de)(de)有效控(kong)制。交流(liu)聯(lian)網(wang)(wang)(wang)的(de)(de)(de)(de)(de)整(zheng)個電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)的(de)(de)(de)(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)和(he)(he)頻率(lv)(lv)(lv)(lv)之間相互影(ying)響,酒泉地區(qu)風電(dian)(dian)(dian)(dian)(dian)(dian)出力大幅度變化(hua)必然引(yin)起(qi)整(zheng)個系統電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)、頻率(lv)(lv)(lv)(lv)波動,電(dian)(dian)(dian)(dian)(dian)(dian)力系統存在頻率(lv)(lv)(lv)(lv)和(he)(he)電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)穩(wen)定問題。
為了滿足送(song)出能力的(de)要(yao)(yao)求,河西750kV電(dian)(dian)網必(bi)須同時采取(qu)750kV串補和可(ke)(ke)控(kong)高(gao)抗等多項(xiang)最(zui)先進(jin)的(de)柔性(xing)(xing)(xing)輸(shu)電(dian)(dian)技(ji)(ji)術(shu),另外為了適應(ying)風電(dian)(dian)機(ji)組(zu)間歇(xie)性(xing)(xing)(xing)風電(dian)(dian)的(de)需要(yao)(yao),風電(dian)(dian)場(chang)升壓(ya)站必(bi)須安(an)裝15%~20%的(de)動(dong)態無功(gong)補償(chang)設備(bei)(SVC或SVG),串補、可(ke)(ke)控(kong)高(gao)抗和動(dong)態無功(gong)補償(chang)設備(bei)等柔性(xing)(xing)(xing)輸(shu)電(dian)(dian)技(ji)(ji)術(shu)在(zai)(zai)河西電(dian)(dian)網同時應(ying)用,不(bu)僅可(ke)(ke)能產(chan)生次(ci)同步諧(xie)振(zhen)等問(wen)題,還需要(yao)(yao)綜合研(yan)究柔性(xing)(xing)(xing)輸(shu)電(dian)(dian)的(de)控(kong)制策略(lve)問(wen)題。由于超(chao)大規模(mo)風電(dian)(dian)場(chang)數學模(mo)型(xing)不(bu)完善,面對超(chao)大規模(mo)風電(dian)(dian)的(de)遠距離輸(shu)電(dian)(dian)問(wen)題,不(bu)僅缺(que)乏實(shi)際(ji)運行管(guan)理(li)經驗,理(li)論分析計(ji)算(suan)的(de)結(jie)論仍然存在(zai)(zai)不(bu)確定性(xing)(xing)(xing),因(yin)此酒(jiu)泉風電(dian)(dian)基地可(ke)(ke)能存在(zai)(zai)較大的(de)系統穩定問(wen)題。
能(neng)否滿足風(feng)(feng)電(dian)送出的需求(qiu)是酒泉千(qian)萬千(qian)瓦級風(feng)(feng)電(dian)基地成功與否的關鍵(jian)。面(mian)對前所未有的輸送能(neng)力、調峰能(neng)力、電(dian)力消納和系(xi)統穩(wen)定等方面(mian)的一(yi)系(xi)列難題,電(dian)網企業面(mian)臨(lin)著前所未有的挑戰。

超前(qian)謀劃、爭取政策(ce),以風電(dian)(dian)促進電(dian)(dian)力(li)(li)外(wai)送(song)(song)。在(zai)甘(gan)肅(su)河西地(di)區(qu)風電(dian)(dian)、火電(dian)(dian)以及(ji)抽(chou)水蓄能電(dian)(dian)站協調發展,并(bing)且(qie)實(shi)(shi)現與(yu)新疆(jiang)哈密聯(lian)網(wang)運行(xing)的(de)(de)基(ji)(ji)礎上,實(shi)(shi)際形(xing)成了(le)哈密—酒泉(quan)風電(dian)(dian)、火電(dian)(dian)能源(yuan)基(ji)(ji)地(di)的(de)(de)特征。有了(le)穩定(ding)的(de)(de)大規(gui)模電(dian)(dian)源(yuan),西北區(qu)域電(dian)(dian)網(wang)是難以滿(man)足電(dian)(dian)力(li)(li)消(xiao)納的(de)(de)需求,必須在(zai)全(quan)(quan)國(guo)范(fan)圍內統一資源(yuan),優化配(pei)置。2015年(nian)及(ji)以后風電(dian)(dian)及(ji)其他電(dian)(dian)源(yuan)裝(zhuang)機(ji)容量大幅度增(zeng)加(jia),僅靠西北區(qu)域電(dian)(dian)網(wang)是難以滿(man)足調峰(feng)能力(li)(li)、電(dian)(dian)力(li)(li)消(xiao)納等方面的(de)(de)需求,必須爭取實(shi)(shi)行(xing)跨(kua)地(di)區(qu)在(zai)全(quan)(quan)國(guo)范(fan)圍內的(de)(de)資源(yuan)優化配(pei)置,提出切(qie)實(shi)(shi)可行(xing)的(de)(de)電(dian)(dian)力(li)(li)外(wai)送(song)(song)輸電(dian)(dian)規(gui)劃。
