甘肅酒(jiu)泉(quan)(quan)(quan)風電基地(di)是指位(wei)于(yu)甘肅省酒(jiu)泉(quan)(quan)(quan)市的(de)(de)千萬千瓦風電基地(di)。甘肅酒(jiu)泉(quan)(quan)(quan)風電發展模式既(ji)不同于(yu)國(guo)(guo)內現(xian)有的(de)(de)風電發展模式,也(ye)不同于(yu)國(guo)(guo)外(wai)現(xian)有的(de)(de)風電發展模式。改革(ge)開放30年來(lai),隨著中國(guo)(guo)經(jing)濟的(de)(de)高速(su)發展,能源(yuan)需求(qiu)也(ye)在(zai)快速(su)增加。世界(jie)新增能源(yuan)需求(qiu)的(de)(de)40%以上來(lai)自中國(guo)(guo),中國(guo)(guo)已(yi)經(jing)成為僅(jin)次于(yu)美國(guo)(guo)的(de)(de)全(quan)世界(jie)第二大(da)能源(yuan)消費國(guo)(guo)。到2007年,國(guo)(guo)內石油需求(qiu)的(de)(de)一半依靠進口(kou)(kou),煤(mei)炭(tan)也(ye)由傳統出口(kou)(kou)產品轉變為凈進口(kou)(kou)。
中國(guo)能(neng)源(yuan)(yuan)(yuan)消費結(jie)構中,煤(mei)炭(tan)、石油和天然(ran)氣等化(hua)石能(neng)源(yuan)(yuan)(yuan)占(zhan)主導地位。盡管(guan)近(jin)年來(lai)中國(guo)化(hua)石能(neng)源(yuan)(yuan)(yuan)消費所占(zhan)的(de)比(bi)重(zhong)呈現下降趨勢,但2007年煤(mei)炭(tan)在能(neng)源(yuan)(yuan)(yuan)消費總量的(de)比(bi)重(zhong)仍然(ran)高達69.4%,是世界主要(yao)經濟體(ti)中煤(mei)炭(tan)消費比(bi)重(zhong)最高的(de)國(guo)家。能(neng)源(yuan)(yuan)(yuan)需求的(de)快速(su)增長和以煤(mei)炭(tan)為主的(de)能(neng)源(yuan)(yuan)(yuan)結(jie)構,決定了中國(guo)污染物排放(fang)等主要(yao)環保指標居高不下。
2007年化石能(neng)源消費占能(neng)源總量(liang)的92.8%,包(bao)括水電、核電和風電在內的其他能(neng)源消費所占比(bi)重僅(jin)為(wei)7.2%,其中(zhong)除(chu)了(le)水電以外的其他可再生(sheng)能(neng)源所占比(bi)重非常低(di)。
在所有可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)中,水(shui)電(dian)(dian)開(kai)發(fa)(fa)(fa)(fa)技術最(zui)成(cheng)(cheng)(cheng)(cheng)熟,目(mu)前具備(bei)(bei)開(kai)發(fa)(fa)(fa)(fa)條件的(de)水(shui)電(dian)(dian)項目(mu)基本(ben)已(yi)經(jing)開(kai)發(fa)(fa)(fa)(fa)、正(zheng)在開(kai)發(fa)(fa)(fa)(fa)或準備(bei)(bei)開(kai)發(fa)(fa)(fa)(fa)。風(feng)(feng)電(dian)(dian)是除了水(shui)電(dian)(dian)以(yi)(yi)外開(kai)發(fa)(fa)(fa)(fa)技術最(zui)成(cheng)(cheng)(cheng)(cheng)熟、開(kai)發(fa)(fa)(fa)(fa)成(cheng)(cheng)(cheng)(cheng)本(ben)最(zui)低的(de)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan),是未來最(zui)具有大(da)(da)規(gui)(gui)模(mo)(mo)開(kai)發(fa)(fa)(fa)(fa)價(jia)值的(de)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)。隨著(zhu)全世界化(hua)石能(neng)(neng)(neng)源(yuan)價(jia)格(ge)的(de)上漲,風(feng)(feng)力發(fa)(fa)(fa)(fa)電(dian)(dian)成(cheng)(cheng)(cheng)(cheng)本(ben)已(yi)經(jing)與核電(dian)(dian)相當,與傳統(tong)火電(dian)(dian)發(fa)(fa)(fa)(fa)電(dian)(dian)成(cheng)(cheng)(cheng)(cheng)本(ben)接近,遠低于生(sheng)(sheng)物質、太陽能(neng)(neng)(neng)等其(qi)他可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)的(de)發(fa)(fa)(fa)(fa)電(dian)(dian)成(cheng)(cheng)(cheng)(cheng)本(ben)。近年來隨著(zhu)風(feng)(feng)電(dian)(dian)設備(bei)(bei)制造水(shui)平的(de)提高,風(feng)(feng)電(dian)(dian)建設成(cheng)(cheng)(cheng)(cheng)本(ben)大(da)(da)幅度(du)降低,大(da)(da)規(gui)(gui)模(mo)(mo)開(kai)發(fa)(fa)(fa)(fa)的(de)規(gui)(gui)模(mo)(mo)效(xiao)益也進一(yi)步(bu)降低了風(feng)(feng)力發(fa)(fa)(fa)(fa)電(dian)(dian)成(cheng)(cheng)(cheng)(cheng)本(ben)。正(zheng)因為(wei)以(yi)(yi)上原因,風(feng)(feng)電(dian)(dian)發(fa)(fa)(fa)(fa)展(zhan)是國家可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)替代戰略的(de)必然選擇。甘肅酒泉(quan)以(yi)(yi)其(qi)豐富(fu)的(de)風(feng)(feng)力資源(yuan)和大(da)(da)規(gui)(gui)模(mo)(mo)開(kai)發(fa)(fa)(fa)(fa)風(feng)(feng)電(dian)(dian)的(de)優勢(shi),成(cheng)(cheng)(cheng)(cheng)為(wei)中國千(qian)萬千(qian)瓦風(feng)(feng)電(dian)(dian)基地的(de)歷史性選擇。
歐(ou)洲、美國風電(dian)(dian)(dian)(dian)的(de)發展較早,占系統總(zong)裝機的(de)比例較大(da),但其(qi)陸上(shang)風電(dian)(dian)(dian)(dian)多(duo)為(wei)小(xiao)型風電(dian)(dian)(dian)(dian)場,靠近(jin)負荷(he)中(zhong)心,主(zhu)要采(cai)取風電(dian)(dian)(dian)(dian)小(xiao)規模(mo)開發,分(fen)散(san)接(jie)(jie)入低壓(ya)配電(dian)(dian)(dian)(dian)網,這種就(jiu)地消納接(jie)(jie)入模(mo)式對(dui)電(dian)(dian)(dian)(dian)網的(de)影(ying)(ying)響較小(xiao)。近(jin)年(nian)來開始(shi)發展的(de)海上(shang)風電(dian)(dian)(dian)(dian)規模(mo)較大(da),大(da)多(duo)采(cai)用高(gao)電(dian)(dian)(dian)(dian)壓(ya)等級(ji)集中(zhong)接(jie)(jie)入的(de)送出(chu)模(mo)式,但其(qi)建(jian)設規模(mo)是以電(dian)(dian)(dian)(dian)網的(de)接(jie)(jie)受能力為(wei)控(kong)制(zhi)條件,單(dan)個(ge)海上(shang)風電(dian)(dian)(dian)(dian)規模(mo)不太大(da),接(jie)(jie)入并網點相對(dui)分(fen)散(san),這種分(fen)散(san)接(jie)(jie)入、就(jiu)地平衡后(hou)送出(chu)的(de)接(jie)(jie)入模(mo)式對(dui)電(dian)(dian)(dian)(dian)網的(de)影(ying)(ying)響也不大(da)。
歐(ou)(ou)美(mei)國家電(dian)(dian)網結構(gou)較(jiao)堅強(qiang),吸(xi)納風(feng)電(dian)(dian)的能(neng)力強(qiang),風(feng)電(dian)(dian)發展(zhan)較(jiao)快的地區大多位于電(dian)(dian)網的中(zhong)部(bu),因(yin)此(ci)風(feng)電(dian)(dian)集中(zhong)接入對(dui)電(dian)(dian)網的總(zong)體影響相對(dui)較(jiao)小。另(ling)外(wai)歐(ou)(ou)洲、美(mei)國在風(feng)電(dian)(dian)的發展(zhan)過程中(zhong)已經建(jian)立了較(jiao)完整的管(guan)理(li)(li)體系,風(feng)電(dian)(dian)場規劃、建(jian)設、運(yun)行(xing)管(guan)理(li)(li)制度較(jiao)健全,風(feng)電(dian)(dian)設備制造技術水平較(jiao)高,風(feng)電(dian)(dian)場運(yun)行(xing)管(guan)理(li)(li)經驗豐(feng)富,風(feng)電(dian)(dian)場并網規程規范(fan)管(guan)理(li)(li)辦法較(jiao)齊全,因(yin)此(ci)歐(ou)(ou)美(mei)地區風(feng)電(dian)(dian)對(dui)電(dian)(dian)網的影響較(jiao)小。
歐美通過政(zheng)府制定法(fa)律、法(fa)規和相關政(zheng)策,引(yin)導(dao)企業按照市場需求為(wei)導(dao)向的發(fa)(fa)展模(mo)式(shi)發(fa)(fa)展風(feng)電,風(feng)電發(fa)(fa)展以(yi)靠近用(yong)電負荷中心、小規模(mo)、多業主、高度(du)分散為(wei)其主要發(fa)(fa)展形式(shi)。
中(zhong)國風(feng)(feng)電(dian)(dian)資源(yuan)豐(feng)富的地(di)區大(da)(da)多遠離(li)負(fu)荷中(zhong)心,當地(di)電(dian)(dian)網結構薄弱(ruo),吸納風(feng)(feng)電(dian)(dian)的能(neng)力弱(ruo),并且(qie)大(da)(da)多采用大(da)(da)規模集(ji)中(zhong)開發的建設模式,單個風(feng)(feng)電(dian)(dian)場或需要集(ji)中(zhong)送出(chu)的風(feng)(feng)電(dian)(dian)總裝(zhuang)機容量(liang)規模越來(lai)越大(da)(da),接入電(dian)(dian)網系(xi)統(tong)的電(dian)(dian)壓等級(ji)越來(lai)越高,電(dian)(dian)力電(dian)(dian)量(liang)送出(chu)的距(ju)離(li)越來(lai)越遠,因此雖然風(feng)(feng)電(dian)(dian)占系(xi)統(tong)總裝(zhuang)機容量(liang)的比(bi)重較小,但由于風(feng)(feng)電(dian)(dian)場規模較大(da)(da),遠離(li)負(fu)荷中(zhong)心,尤其是(shi)千(qian)萬千(qian)瓦、百萬千(qian)瓦級(ji)巨型風(feng)(feng)電(dian)(dian)基地(di)大(da)(da)多位于電(dian)(dian)網末端,風(feng)(feng)電(dian)(dian)場并網及電(dian)(dian)力送出(chu)矛(mao)盾極其突出(chu)。
另(ling)外(wai)風(feng)電設備制(zhi)造技術水(shui)平較低,風(feng)電技術規(gui)(gui)程規(gui)(gui)范欠缺(que),管理(li)制(zhi)度不完(wan)善,因(yin)此中國風(feng)電快速發展已經對電網(wang)運(yun)行造成(cheng)了巨大的(de)影響。
中(zhong)(zhong)國政(zheng)府制定扶持(chi)風(feng)電(dian)發(fa)(fa)(fa)展的(de)法(fa)(fa)律法(fa)(fa)規、相關政(zheng)策、規定和管(guan)理(li)辦法(fa)(fa),通過(guo)特許權招(zhao)標、核準等形(xing)式(shi)實現風(feng)電(dian)發(fa)(fa)(fa)展的(de)宏觀調控;政(zheng)府主(zhu)導(dao)風(feng)電(dian)以資源開(kai)發(fa)(fa)(fa)為主(zhu)導(dao)的(de)發(fa)(fa)(fa)展模(mo)(mo)式(shi),遠距離(li)、大規模(mo)(mo)、少業主(zhu)、高度集中(zhong)(zhong)成(cheng)為中(zhong)(zhong)國風(feng)電(dian)發(fa)(fa)(fa)展的(de)主(zhu)要形(xing)式(shi)。
甘(gan)肅省(sheng)(sheng)是全(quan)國風(feng)(feng)(feng)能(neng)(neng)(neng)資(zi)(zi)源(yuan)較豐富的(de)(de)省(sheng)(sheng)區(qu)之一,風(feng)(feng)(feng)能(neng)(neng)(neng)資(zi)(zi)源(yuan)理論儲量為237GW,風(feng)(feng)(feng)能(neng)(neng)(neng)總(zong)儲量居全(quan)國第五(wu)位。甘(gan)肅省(sheng)(sheng)的(de)(de)風(feng)(feng)(feng)能(neng)(neng)(neng)資(zi)(zi)源(yuan)主(zhu)要集(ji)中在酒泉地(di)區(qu),酒泉風(feng)(feng)(feng)電(dian)基地(di)的(de)(de)風(feng)(feng)(feng)能(neng)(neng)(neng)開發利用主(zhu)要集(ji)中在玉門、瓜州、馬鬃山3個區(qu)域內。這3個區(qu)域的(de)(de)風(feng)(feng)(feng)速(su)主(zhu)要集(ji)中在4.0~12.0m/s,年平(ping)均風(feng)(feng)(feng)速(su)5.0~6.5m/s,風(feng)(feng)(feng)能(neng)(neng)(neng)密度均超(chao)過(guo)150W/m2。
截至2008年(nian)(nian)(nian)(nian)年(nian)(nian)(nian)(nian)底,甘(gan)肅(su)酒(jiu)(jiu)泉(quan)(quan)地區(qu)已投產發電(dian)(dian)的(de)風(feng)(feng)(feng)電(dian)(dian)裝機容(rong)量已達到(dao)508.6MW,其(qi)中瓜州地區(qu)裝機容(rong)量300MW,玉(yu)門地區(qu)裝機容(rong)量208.6MW。甘(gan)肅(su)酒(jiu)(jiu)泉(quan)(quan)風(feng)(feng)(feng)電(dian)(dian)基(ji)(ji)地2010年(nian)(nian)(nian)(nian)年(nian)(nian)(nian)(nian)底計劃建成(cheng)裝機容(rong)量為5160MW的(de)風(feng)(feng)(feng)電(dian)(dian)項目(mu),2015年(nian)(nian)(nian)(nian)前投產12710MW的(de)風(feng)(feng)(feng)電(dian)(dian)項目(mu),2020年(nian)(nian)(nian)(nian)增加(jia)到(dao)20000MW以(yi)上(shang),2020年(nian)(nian)(nian)(nian)以(yi)后為30000MW:因此裝機規模巨大是甘(gan)肅(su)酒(jiu)(jiu)泉(quan)(quan)風(feng)(feng)(feng)電(dian)(dian)基(ji)(ji)地基(ji)(ji)本特(te)點。
玉門風電群(qun)(qun)距(ju)(ju)離(li)(li)蘭州(zhou)負(fu)荷中(zhong)心的(de)(de)(de)(de)(de)平(ping)均(jun)距(ju)(ju)離(li)(li)約為(wei)900km,瓜州(zhou)風電群(qun)(qun)距(ju)(ju)離(li)(li)蘭州(zhou)負(fu)荷中(zhong)心的(de)(de)(de)(de)(de)平(ping)均(jun)距(ju)(ju)離(li)(li)約為(wei)1000km,馬鬃山風電群(qun)(qun)距(ju)(ju)離(li)(li)蘭州(zhou)負(fu)荷中(zhong)心的(de)(de)(de)(de)(de)平(ping)均(jun)距(ju)(ju)離(li)(li)約為(wei)1100km,整(zheng)個酒泉(quan)風電群(qun)(qun)距(ju)(ju)離(li)(li)蘭州(zhou)負(fu)荷中(zhong)心的(de)(de)(de)(de)(de)平(ping)均(jun)距(ju)(ju)離(li)(li)約為(wei)1000km。如果(guo)考(kao)(kao)慮(lv)(lv)在西北區域(yu)內消納(na)風電,距(ju)(ju)離(li)(li)負(fu)荷中(zhong)心的(de)(de)(de)(de)(de)平(ping)均(jun)距(ju)(ju)離(li)(li)更(geng)遠(yuan),距(ju)(ju)離(li)(li)負(fu)荷中(zhong)心1000km以上(shang)是(shi)目前已知的(de)(de)(de)(de)(de)距(ju)(ju)離(li)(li)最(zui)遠(yuan)的(de)(de)(de)(de)(de)風電場(chang)。考(kao)(kao)慮(lv)(lv)2015年12710MW風電必須在全國(guo)電力市場(chang)消納(na),其距(ju)(ju)離(li)(li)負(fu)荷中(zhong)心的(de)(de)(de)(de)(de)距(ju)(ju)離(li)(li)更(geng)遠(yuan),因此(ci)距(ju)(ju)離(li)(li)負(fu)荷中(zhong)心最(zui)遠(yuan)、輸電線路(lu)最(zui)長是(shi)甘肅(su)酒泉(quan)風電基地(di)的(de)(de)(de)(de)(de)基本特點。
為(wei)了(le)滿(man)足風(feng)電(dian)的(de)送(song)出(chu)需要(yao),甘肅酒(jiu)泉(quan)風(feng)電(dian)基(ji)地所有(you)風(feng)電(dian)項目要(yao)直接(jie)或間接(jie)通(tong)過750kV電(dian)壓(ya)等級(ji)接(jie)入系(xi)統,考慮2015年12710MW風(feng)電(dian)必(bi)須在全國(guo)電(dian)力市(shi)場消(xiao)納,需要(yao)建設電(dian)壓(ya)等級(ji)更高的(de)特(te)高壓(ya)直流輸電(dian)工(gong)程。甘肅酒(jiu)泉(quan)風(feng)電(dian)基(ji)地風(feng)電(dian)接(jie)入系(xi)統的(de)電(dian)壓(ya)等級(ji)世界最高,送(song)出(chu)工(gong)程建設規模和投(tou)資世界最大(da)。
酒(jiu)泉千萬(wan)千瓦級風電(dian)基地(di)超(chao)大規(gui)模(mo)集中開發、超(chao)遠距(ju)離(li)輸電(dian)的(de)開發模(mo)式,突(tu)破了(le)(le)國內外現有的(de)風電(dian)發展理論,創新(xin)了(le)(le)風電(dian)發展理念,為世(shi)界風電(dian)發展提供了(le)(le)一種全新(xin)的(de)選擇(ze)機(ji)遇(yu)。
由(you)于(yu)風(feng)電難(nan)以起到常規電源在電力系(xi)統中(zhong)調(diao)峰、調(diao)頻、調(diao)壓和備用等方面的作用,而且存在一些影響電力系(xi)統安全穩定經濟(ji)運行的因(yin)素,因(yin)此風(feng)力發電與(yu)常規電源相(xiang)比,差異巨大。酒泉大規模風(feng)電,除了具有常規風(feng)力發電的共性問題(ti)以外,還(huan)存在許多特殊(shu)的個性問題(ti)。
甘肅河(he)西電(dian)網(wang)輸電(dian)線路全長(chang)約為1000km,是目前國(guo)內(nei)輸電(dian)距離(li)最(zui)(zui)長(chang)、串聯變電(dian)所(suo)最(zui)(zui)多的(de)330kV線路,受(shou)到(dao)電(dian)網(wang)結構的(de)限制,輸電(dian)能力(li)(li)較(jiao)弱(ruo)。正常電(dian)網(wang)運行方式(shi)下,河(he)西電(dian)網(wang)西電(dian)東(dong)送的(de)能力(li)(li)僅(jin)為700MW左(zuo)右,不僅(jin)無(wu)法滿(man)足(zu)酒泉陸(lu)上“三(san)峽”風(feng)電(dian)基地的(de)送出需要(yao),考慮(lv)到(dao)張掖黑河(he)等水電(dian)占用(yong)一(yi)部分電(dian)網(wang)送出能力(li)(li)以后(hou),無(wu)法滿(man)足(zu)現有的(de)500MW左(zuo)右的(de)風(feng)電(dian)的(de)送出需要(yao)。
甘肅省電(dian)(dian)力公司根據酒泉(quan)(quan)陸上“三峽(xia)”風電(dian)(dian)基(ji)地的(de)(de)建設需(xu)要(yao)(yao),快速啟動了電(dian)(dian)網(wang)(wang)規劃(hua)(hua)與年(nian)(nian)度建設計劃(hua)(hua)的(de)(de)調(diao)整工(gong)作(zuo)。為了滿(man)足(zu)(zu)2010年(nian)(nian)年(nian)(nian)底計劃(hua)(hua)建成投產的(de)(de)5160MW風電(dian)(dian)項目的(de)(de)需(xu)要(yao)(yao),計劃(hua)(hua)投資120億(yi)元左(zuo)右建設河(he)西750kV電(dian)(dian)網(wang)(wang)。但經過分析(xi)計算(suan)常規河(he)西750kV電(dian)(dian)網(wang)(wang)西電(dian)(dian)東送(song)的(de)(de)能力僅為1800MW左(zuo)右,不僅無法滿(man)足(zu)(zu)酒泉(quan)(quan)陸上“三峽(xia)”風電(dian)(dian)基(ji)地的(de)(de)送(song)出(chu)(chu)需(xu)要(yao)(yao),不考(kao)慮張掖黑河(he)等水電(dian)(dian)占用一部分電(dian)(dian)網(wang)(wang)送(song)出(chu)(chu)能力的(de)(de)問(wen)題,也無法滿(man)足(zu)(zu)已經核準的(de)(de)5160MW的(de)(de)風電(dian)(dian)的(de)(de)送(song)出(chu)(chu)需(xu)要(yao)(yao)。為此甘肅省電(dian)(dian)力公司與國(guo)(guo)內(nei)有關研究院所合作(zuo),開展了深入的(de)(de)研究,采取國(guo)(guo)內(nei)外(wai)最先進(jin)的(de)(de)750kV串補和世(shi)界沒有的(de)(de)750kV可控高抗等多項最先進(jin)的(de)(de)技術措施(shi),同時通過750kV電(dian)(dian)網(wang)(wang)與新疆(jiang)聯網(wang)(wang),以提高系統穩(wen)定水平和輸送(song)能力,但也無法滿(man)足(zu)(zu)5160MW風電(dian)(dian)送(song)出(chu)(chu)。
2015年12710MW以(yi)及2020年增加(jia)到20000MW以(yi)上裝機容量的(de)風(feng)電(dian)(dian)(dian)項目(mu),即使(shi)不考慮電(dian)(dian)(dian)力(li)電(dian)(dian)(dian)量能否在甘肅(su)電(dian)(dian)(dian)網消(xiao)納的(de)問題(ti)(ti),依靠常規(gui)的(de)交流電(dian)(dian)(dian),在目(mu)前(qian)技術水平下(xia)難以(yi)將電(dian)(dian)(dian)力(li)電(dian)(dian)(dian)量送(song)到甘肅(su)主網,風(feng)電(dian)(dian)(dian)送(song)出問題(ti)(ti)的(de)矛盾極其突出,必(bi)須(xu)依靠采(cai)取全(quan)世界最先(xian)進的(de)特高壓直(zhi)流輸電(dian)(dian)(dian)技術,才有(you)可能解(jie)決(jue)2015年以(yi)后的(de)風(feng)電(dian)(dian)(dian)送(song)出問題(ti)(ti)。

小(xiao)規模風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)占(zhan)(zhan)整個電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)系(xi)(xi)統(tong)容(rong)(rong)(rong)量(liang)(liang)(liang)比例(li)較(jiao)(jiao)小(xiao),對于(yu)(yu)系(xi)(xi)統(tong)調(diao)峰(feng)能(neng)(neng)力(li)(li)的(de)(de)(de)(de)(de)需要相對較(jiao)(jiao)小(xiao),但為(wei)(wei)了滿足(zu)(zu)2010年年底計劃建成投產的(de)(de)(de)(de)(de)5160MW風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)項目(mu)的(de)(de)(de)(de)(de)調(diao)峰(feng)需要,對于(yu)(yu)全(quan)省(sheng)最大用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)負荷僅(jin)有8030MW的(de)(de)(de)(de)(de)甘(gan)肅電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)系(xi)(xi)統(tong)的(de)(de)(de)(de)(de)調(diao)峰(feng)能(neng)(neng)力(li)(li)是一項嚴(yan)峻的(de)(de)(de)(de)(de)考驗;截至2008年年底甘(gan)肅電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)統(tong)調(diao)裝機(ji)(ji)容(rong)(rong)(rong)量(liang)(liang)(liang)為(wei)(wei)14960MW,其中水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)5294MW、火電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)9069MW、風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)597MW,分(fen)(fen)別占(zhan)(zhan)系(xi)(xi)統(tong)總容(rong)(rong)(rong)量(liang)(liang)(liang)的(de)(de)(de)(de)(de)35.38%、60.62%、3.99%;在14960MW的(de)(de)(de)(de)(de)裝機(ji)(ji)容(rong)(rong)(rong)量(liang)(liang)(liang)中具備(bei)(bei)調(diao)峰(feng)能(neng)(neng)力(li)(li)的(de)(de)(de)(de)(de)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)(zu)(zu)(zu)容(rong)(rong)(rong)量(liang)(liang)(liang)約為(wei)(wei)6500MW,其中火電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)(zu)(zu)(zu)4500MW、水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)(zu)(zu)(zu)2000MW,水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)(zu)(zu)(zu)峰(feng)水(shui)期(qi)調(diao)峰(feng)能(neng)(neng)力(li)(li)弱(ruo)、枯水(shui)期(qi)調(diao)峰(feng)能(neng)(neng)力(li)(li)較(jiao)(jiao)強,火電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)(zu)(zu)(zu)供熱期(qi)間(jian)(jian)調(diao)峰(feng)能(neng)(neng)力(li)(li)弱(ruo)、非供熱期(qi)間(jian)(jian)調(diao)峰(feng)能(neng)(neng)力(li)(li)較(jiao)(jiao)強,受到水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)、火電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)(zu)(zu)(zu)運行方式以(yi)及(ji)檢修等(deng)因(yin)素的(de)(de)(de)(de)(de)影響,系(xi)(xi)統(tong)內(nei)最大可能(neng)(neng)的(de)(de)(de)(de)(de)調(diao)峰(feng)容(rong)(rong)(rong)量(liang)(liang)(liang)約為(wei)(wei)4000MW;考慮事故備(bei)(bei)用(yong)、負荷備(bei)(bei)用(yong)等(deng)因(yin)素需要占(zhan)(zhan)用(yong)一部(bu)(bu)分(fen)(fen)調(diao)峰(feng)能(neng)(neng)力(li)(li),另外(wai)由(you)于(yu)(yu)省(sheng)內(nei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)結構(gou)的(de)(de)(de)(de)(de)原因(yin)可能(neng)(neng)限制(zhi)部(bu)(bu)分(fen)(fen)機(ji)(ji)組(zu)(zu)(zu)(zu)的(de)(de)(de)(de)(de)調(diao)峰(feng)能(neng)(neng)力(li)(li),全(quan)省(sheng)所(suo)有機(ji)(ji)組(zu)(zu)(zu)(zu)的(de)(de)(de)(de)(de)不同時期(qi)的(de)(de)(de)(de)(de)總調(diao)峰(feng)能(neng)(neng)力(li)(li)約為(wei)(wei)2500MW;考慮到其中有約1000MW的(de)(de)(de)(de)(de)機(ji)(ji)組(zu)(zu)(zu)(zu)調(diao)峰(feng)能(neng)(neng)力(li)(li)需要用(yong)于(yu)(yu)用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)負荷調(diao)峰(feng),能(neng)(neng)夠承擔風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)調(diao)峰(feng)的(de)(de)(de)(de)(de)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)能(neng)(neng)力(li)(li)僅(jin)約1500MW,根本(ben)無法滿足(zu)(zu)2010年5160MW風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)所(suo)需調(diao)峰(feng)能(neng)(neng)力(li)(li)的(de)(de)(de)(de)(de)要求。
依靠甘(gan)肅(su)自有的(de)(de)(de)水(shui)火(huo)電(dian)(dian)(dian)機組(zu)調(diao)峰(feng)(feng)是遠遠不夠的(de)(de)(de),必(bi)須考慮(lv)西北五省區尤其用黃(huang)河中(zhong)上游水(shui)電(dian)(dian)(dian)參(can)與調(diao)峰(feng)(feng),但其中(zhong)涉及到黃(huang)河水(shui)資(zi)源的(de)(de)(de)綜合(he)利用,大(da)規(gui)模跨省調(diao)峰(feng)(feng)的(de)(de)(de)調(diao)度管理(li)模式和電(dian)(dian)(dian)費交易管理(li)辦法(fa)等一系(xi)列管理(li)問題,另外還存在(zai)(zai)水(shui)火(huo)電(dian)(dian)(dian)機組(zu)能否(fou)適(shi)應頻繁(fan)調(diao)峰(feng)(feng)、電(dian)(dian)(dian)網能否(fou)適(shi)應系(xi)統(tong)潮流頻繁(fan)大(da)范圍(wei)波動(dong)等方面技(ji)術問題。2015年12710MW以及2020年增加到20000MW以上裝機容(rong)量的(de)(de)(de)風電(dian)(dian)(dian)項目,即使不考慮(lv)電(dian)(dian)(dian)力(li)電(dian)(dian)(dian)量能否(fou)在(zai)(zai)甘(gan)肅(su)電(dian)(dian)(dian)網消納的(de)(de)(de)問題,在(zai)(zai)現有技(ji)術水(shui)平下西北電(dian)(dian)(dian)網的(de)(de)(de)總體(ti)調(diao)峰(feng)(feng)能力(li)已(yi)經(jing)無(wu)法(fa)滿足要求,需要在(zai)(zai)更大(da)范圍(wei)或新的(de)(de)(de)調(diao)峰(feng)(feng)技(ji)術才能解決調(diao)峰(feng)(feng)問題。
已經(jing)核準(zhun)的(de)風(feng)電(dian)(dian)(dian)(dian)(dian)項(xiang)目全(quan)部投產(chan)后,到(dao)2010年(nian)年(nian)底風(feng)電(dian)(dian)(dian)(dian)(dian)裝(zhuang)機(ji)容量達(da)到(dao)5160MW,年(nian)發電(dian)(dian)(dian)(dian)(dian)量約(yue)為10300GW·h,2008年(nian)全(quan)省(sheng)(sheng)(sheng)(sheng)統(tong)調范(fan)(fan)圍(wei)內(nei)最大(da)負荷8030MW、省(sheng)(sheng)(sheng)(sheng)公(gong)司(si)售(shou)電(dian)(dian)(dian)(dian)(dian)量52922GW·h,受(shou)到(dao)金融危機(ji)的(de)影響(xiang)全(quan)省(sheng)(sheng)(sheng)(sheng)用(yong)電(dian)(dian)(dian)(dian)(dian)需求增(zeng)(zeng)長(chang)趨緩,預計到(dao)2010年(nian)全(quan)省(sheng)(sheng)(sheng)(sheng)統(tong)調范(fan)(fan)圍(wei)內(nei)最大(da)負荷9500MW、省(sheng)(sheng)(sheng)(sheng)公(gong)司(si)售(shou)電(dian)(dian)(dian)(dian)(dian)量56000GW·h。全(quan)省(sheng)(sheng)(sheng)(sheng)用(yong)電(dian)(dian)(dian)(dian)(dian)最大(da)負荷僅為9500MW,要消(xiao)納(na)5160MW風(feng)電(dian)(dian)(dian)(dian)(dian),從電(dian)(dian)(dian)(dian)(dian)力平衡(heng)(heng)的(de)角度(du)考慮(lv)(lv)幾乎(hu)(hu)是不可能的(de);省(sheng)(sheng)(sheng)(sheng)公(gong)司(si)售(shou)電(dian)(dian)(dian)(dian)(dian)量56000GW·h中要消(xiao)納(na)10300GW·h的(de)風(feng)電(dian)(dian)(dian)(dian)(dian)發電(dian)(dian)(dian)(dian)(dian)量,從電(dian)(dian)(dian)(dian)(dian)量平衡(heng)(heng)看似(si)乎(hu)(hu)可能,但考慮(lv)(lv)到(dao)面臨著水(shui)電(dian)(dian)(dian)(dian)(dian)、火電(dian)(dian)(dian)(dian)(dian)建設項(xiang)目大(da)批投產(chan),全(quan)省(sheng)(sheng)(sheng)(sheng)用(yong)電(dian)(dian)(dian)(dian)(dian)需求增(zeng)(zeng)長(chang)減緩的(de)實際,如果5160MW的(de)風(feng)電(dian)(dian)(dian)(dian)(dian)發電(dian)(dian)(dian)(dian)(dian)量全(quan)部在甘肅(su)省(sheng)(sheng)(sheng)(sheng)內(nei)消(xiao)納(na),火電(dian)(dian)(dian)(dian)(dian)機(ji)組(zu)的(de)利(li)用(yong)小(xiao)時數將下降到(dao)3500h以(yi)下。因此(ci)無論從電(dian)(dian)(dian)(dian)(dian)力平衡(heng)(heng)、電(dian)(dian)(dian)(dian)(dian)量平衡(heng)(heng)方(fang)面考慮(lv)(lv),2010年(nian)5160 MW風(feng)電(dian)(dian)(dian)(dian)(dian)在省(sheng)(sheng)(sheng)(sheng)內(nei)難以(yi)消(xiao)納(na),必須依靠西北(bei)電(dian)(dian)(dian)(dian)(dian)網以(yi)及全(quan)國電(dian)(dian)(dian)(dian)(dian)網進行消(xiao)納(na)。
2015年(nian)12710MW以(yi)(yi)(yi)(yi)(yi)及2020年(nian)增(zeng)加到(dao)20000MW以(yi)(yi)(yi)(yi)(yi)上裝(zhuang)機容量(liang)的(de)(de)(de)風電(dian)(dian)(dian)項目,即(ji)使考慮全(quan)省用(yong)電(dian)(dian)(dian)負荷以(yi)(yi)(yi)(yi)(yi)年(nian)均10%的(de)(de)(de)增(zeng)長(chang)(chang)率(lv)增(zeng)長(chang)(chang),從電(dian)(dian)(dian)力(li)(li)平(ping)衡的(de)(de)(de)角度考慮,不僅(jin)甘肅電(dian)(dian)(dian)網(wang)無法消(xiao)納(na),西(xi)北電(dian)(dian)(dian)網(wang)也(ye)難以(yi)(yi)(yi)(yi)(yi)消(xiao)納(na)。2015年(nian)及2020年(nian)裝(zhuang)機容量(liang)所(suo)對應(ying)的(de)(de)(de)風電(dian)(dian)(dian)發電(dian)(dian)(dian)量(liang)分別約為25000GW·h、42000GW·h,即(ji)使考慮全(quan)省用(yong)電(dian)(dian)(dian)量(liang)需求(qiu)以(yi)(yi)(yi)(yi)(yi)年(nian)均8%的(de)(de)(de)增(zeng)長(chang)(chang)率(lv)增(zeng)長(chang)(chang),不僅(jin)甘肅電(dian)(dian)(dian)網(wang)也(ye)無法消(xiao)納(na),預計西(xi)北電(dian)(dian)(dian)網(wang)也(ye)難以(yi)(yi)(yi)(yi)(yi)消(xiao)納(na)。2015年(nian)及以(yi)(yi)(yi)(yi)(yi)后的(de)(de)(de)風電(dian)(dian)(dian)發電(dian)(dian)(dian)量(liang)必(bi)須依靠(kao)全(quan)國電(dian)(dian)(dian)力(li)(li)市場消(xiao)納(na),因此風電(dian)(dian)(dian)消(xiao)納(na)存在(zai)較(jiao)大(da)的(de)(de)(de)不確定性。
2010年年底(di)投產(chan)的5160MW風(feng)(feng)(feng)電(dian)(dian)(dian)主要(yao)依靠(kao)750kV交(jiao)流線(xian)(xian)路(lu)(lu)(lu)送出,1000km750kV雙回線(xian)(xian)路(lu)(lu)(lu),大(da)概有1600MV·A的線(xian)(xian)路(lu)(lu)(lu)充(chong)(chong)電(dian)(dian)(dian)功(gong)(gong)率(lv),線(xian)(xian)路(lu)(lu)(lu)的充(chong)(chong)電(dian)(dian)(dian)功(gong)(gong)率(lv)會隨線(xian)(xian)路(lu)(lu)(lu)潮(chao)流、電(dian)(dian)(dian)壓(ya)的變(bian)(bian)(bian)化(hua)而變(bian)(bian)(bian)化(hua),由(you)于風(feng)(feng)(feng)電(dian)(dian)(dian)的隨機(ji)性(xing)特點,充(chong)(chong)電(dian)(dian)(dian)功(gong)(gong)率(lv)的快速(su)變(bian)(bian)(bian)化(hua)將(jiang)對電(dian)(dian)(dian)網(wang)的系統(tong)穩定產(chan)生巨大(da)影響(xiang)。風(feng)(feng)(feng)電(dian)(dian)(dian)規模越(yue)(yue)來越(yue)(yue)大(da),接入電(dian)(dian)(dian)壓(ya)等(deng)級越(yue)(yue)來越(yue)(yue)高,由(you)于風(feng)(feng)(feng)力(li)(li)發(fa)電(dian)(dian)(dian)的間(jian)斷性(xing),將(jiang)導致輸出線(xian)(xian)路(lu)(lu)(lu)的輸送功(gong)(gong)率(lv)大(da)幅(fu)度(du)變(bian)(bian)(bian)化(hua),進而引(yin)起(qi)(qi)線(xian)(xian)路(lu)(lu)(lu)充(chong)(chong)電(dian)(dian)(dian)功(gong)(gong)率(lv)的大(da)起(qi)(qi)大(da)落(luo),電(dian)(dian)(dian)網(wang)必(bi)須具備足(zu)夠的、動態的感性(xing)和容性(xing)無(wu)功(gong)(gong)調節能力(li)(li),同(tong)時要(yao)求各類發(fa)電(dian)(dian)(dian)機(ji)組與(yu)電(dian)(dian)(dian)網(wang)協同(tong)調壓(ya),才可能實現(xian)電(dian)(dian)(dian)網(wang)電(dian)(dian)(dian)壓(ya)的有效控制。交(jiao)流聯網(wang)的整個電(dian)(dian)(dian)網(wang)的電(dian)(dian)(dian)壓(ya)和頻率(lv)之間(jian)相互影響(xiang),酒泉地區風(feng)(feng)(feng)電(dian)(dian)(dian)出力(li)(li)大(da)幅(fu)度(du)變(bian)(bian)(bian)化(hua)必(bi)然引(yin)起(qi)(qi)整個系統(tong)電(dian)(dian)(dian)壓(ya)、頻率(lv)波動,電(dian)(dian)(dian)力(li)(li)系統(tong)存在頻率(lv)和電(dian)(dian)(dian)壓(ya)穩定問題。
為(wei)了滿足(zu)送(song)出能(neng)力的(de)要求,河(he)西(xi)750kV電(dian)(dian)網(wang)必須同時(shi)采(cai)取(qu)750kV串(chuan)補和(he)可控高(gao)抗(kang)等多項最先進的(de)柔(rou)性輸(shu)電(dian)(dian)技術(shu),另(ling)外為(wei)了適應風電(dian)(dian)機(ji)組(zu)間歇(xie)性風電(dian)(dian)的(de)需(xu)要,風電(dian)(dian)場升壓站必須安裝(zhuang)15%~20%的(de)動態無功(gong)(gong)補償(chang)設備(bei)(SVC或SVG),串(chuan)補、可控高(gao)抗(kang)和(he)動態無功(gong)(gong)補償(chang)設備(bei)等柔(rou)性輸(shu)電(dian)(dian)技術(shu)在(zai)(zai)河(he)西(xi)電(dian)(dian)網(wang)同時(shi)應用(yong),不(bu)僅(jin)可能(neng)產生次同步諧振等問題(ti),還(huan)需(xu)要綜(zong)合研究柔(rou)性輸(shu)電(dian)(dian)的(de)控制策略問題(ti)。由于超大(da)規模風電(dian)(dian)場數學模型(xing)不(bu)完善,面對超大(da)規模風電(dian)(dian)的(de)遠距(ju)離(li)輸(shu)電(dian)(dian)問題(ti),不(bu)僅(jin)缺乏(fa)實(shi)際(ji)運行管理經驗,理論分析(xi)計算(suan)的(de)結論仍(reng)然存(cun)在(zai)(zai)不(bu)確(que)定性,因此酒泉風電(dian)(dian)基地可能(neng)存(cun)在(zai)(zai)較(jiao)大(da)的(de)系統(tong)穩定問題(ti)。
能否(fou)滿足風電(dian)(dian)送出(chu)的(de)需求(qiu)是酒泉千(qian)萬千(qian)瓦級(ji)風電(dian)(dian)基地成功(gong)與否(fou)的(de)關鍵。面(mian)對前(qian)所未有的(de)輸送能力(li)(li)(li)、調峰能力(li)(li)(li)、電(dian)(dian)力(li)(li)(li)消納和系統穩定等方面(mian)的(de)一(yi)系列難(nan)題,電(dian)(dian)網(wang)企業面(mian)臨(lin)著(zhu)前(qian)所未有的(de)挑戰(zhan)。
超前規(gui)(gui)劃、加(jia)快(kuai)建(jian)設,以風(feng)電(dian)(dian)促進電(dian)(dian)網發展。科學(xue)合理的(de)(de)規(gui)(gui)劃電(dian)(dian)網是滿足風(feng)電(dian)(dian)送(song)出(chu)需求的(de)(de)前提條件。為了適應酒(jiu)泉千(qian)萬千(qian)瓦級風(feng)電(dian)(dian)基(ji)地建(jian)設的(de)(de)要求,國(guo)網公司牽頭組織完(wan)成了河西750/330kV電(dian)(dian)網最(zui)大(da)接(jie)納風(feng)電(dian)(dian)能力、接(jie)入(ru)規(gui)(gui)劃方案、輸(shu)電(dian)(dian)規(gui)(gui)劃、大(da)規(gui)(gui)模(mo)風(feng)電(dian)(dian)適應性四大(da)課題(ti)的(de)(de)研(yan)究,根據上述四大(da)課題(ti)的(de)(de)研(yan)究成果,快(kuai)速(su)啟(qi)動了電(dian)(dian)網規(gui)(gui)劃的(de)(de)修訂與調整(zheng)工(gong)作(zuo)。千(qian)方百計加(jia)快(kuai)電(dian)(dian)網建(jian)設是解決風(feng)電(dian)(dian)送(song)出(chu)矛盾的(de)(de)關鍵。必須全力以赴加(jia)快(kuai)風(feng)電(dian)(dian)送(song)出(chu)工(gong)程的(de)(de)前期工(gong)作(zuo)和(he)電(dian)(dian)網建(jian)設。

超(chao)前謀劃、爭取政策,以(yi)風電(dian)(dian)(dian)促進電(dian)(dian)(dian)力(li)外(wai)送。在(zai)甘(gan)肅河西(xi)地(di)區(qu)風電(dian)(dian)(dian)、火電(dian)(dian)(dian)以(yi)及抽水蓄能(neng)電(dian)(dian)(dian)站(zhan)協調發展,并且實(shi)現與新疆哈密(mi)聯網(wang)運行(xing)的(de)(de)基礎(chu)上,實(shi)際形成了哈密(mi)—酒(jiu)泉(quan)風電(dian)(dian)(dian)、火電(dian)(dian)(dian)能(neng)源(yuan)基地(di)的(de)(de)特征。有了穩定的(de)(de)大規模電(dian)(dian)(dian)源(yuan),西(xi)北區(qu)域電(dian)(dian)(dian)網(wang)是難(nan)以(yi)滿足電(dian)(dian)(dian)力(li)消納的(de)(de)需求(qiu),必(bi)須在(zai)全(quan)(quan)國(guo)范圍內統一資源(yuan),優(you)化(hua)配置。2015年及以(yi)后風電(dian)(dian)(dian)及其他(ta)電(dian)(dian)(dian)源(yuan)裝機容量大幅度增加,僅靠西(xi)北區(qu)域電(dian)(dian)(dian)網(wang)是難(nan)以(yi)滿足調峰能(neng)力(li)、電(dian)(dian)(dian)力(li)消納等方面的(de)(de)需求(qiu),必(bi)須爭取實(shi)行(xing)跨(kua)地(di)區(qu)在(zai)全(quan)(quan)國(guo)范圍內的(de)(de)資源(yuan)優(you)化(hua)配置,提出切(qie)實(shi)可行(xing)的(de)(de)電(dian)(dian)(dian)力(li)外(wai)送輸電(dian)(dian)(dian)規劃。
建立(li)標(biao)準、規(gui)范管(guan)理,促(cu)進風(feng)(feng)電有序(xu)發展。為了適應風(feng)(feng)電快速(su)發展的要求(qiu),必須建立(li)適合大規(gui)模風(feng)(feng)電發展需要的技(ji)術標(biao)準和(he)管(guan)理規(gui)范;加強風(feng)(feng)電場接(jie)入系統管(guan)理,統一風(feng)(feng)電機組技(ji)術標(biao)準和(he)風(feng)(feng)電機組性(xing)能試驗標(biao)準,全面(mian)提(ti)高風(feng)(feng)電運(yun)行管(guan)理水平。
加強研究(jiu)(jiu)、攻堅克難,促進風(feng)電(dian)(dian)科(ke)學(xue)(xue)發展(zhan)(zhan)。利用酒(jiu)泉風(feng)電(dian)(dian)場規模大(da)(da)、風(feng)電(dian)(dian)機組種(zhong)類齊全的特點,建立科(ke)學(xue)(xue)準確的甘(gan)肅(su)風(feng)電(dian)(dian)場數(shu)學(xue)(xue)模型,與國內外高(gao)水(shui)平研究(jiu)(jiu)機構、大(da)(da)學(xue)(xue)廣泛合作,加快(kuai)酒(jiu)泉風(feng)電(dian)(dian)有關的關鍵技術問題(ti)的研究(jiu)(jiu),促進風(feng)電(dian)(dian)健康、科(ke)學(xue)(xue)發展(zhan)(zhan)。
