2017年西安市最低工資標準:
一類工資(zi)區(qu):全日制最低工資(zi)標準為1480元/月,非(fei)全日制小時(shi)(shi)最低工資(zi)標準為14.8元/小時(shi)(shi);
二類工(gong)資區(qu):全日制最低 工(gong)資標(biao)(biao)準為1370元(yuan)/月,非全日制小時最低工(gong)資標(biao)(biao)準為13.7元(yuan)/小時;
三類工資(zi)(zi)區:全日(ri)制最(zui)低(di)工資(zi)(zi)標準為1260元/月,非(fei)全日(ri)制小時最(zui)低(di)工資(zi)(zi)標準為 12.6元/小時;
四類工(gong)資(zi)(zi)區:全(quan)日制(zhi)最(zui)低(di)工(gong)資(zi)(zi)標準為1190元(yuan)/月(yue),非全(quan)日制(zhi)小時(shi)最(zui)低(di)工(gong)資(zi)(zi)標準為11.9元(yuan)/小時(shi)。

最低工資標準測算方法(2014年)
一、確定最低工資標準應考慮的因素
確定最低工資標(biao)準一(yi)般考慮城鎮居(ju)民生活(huo)費用支(zhi)出、職(zhi)工個人繳(jiao)納社會保(bao)險費、住房公積金、職(zhi)工平均(jun)工資、失業(ye)率、經(jing)濟發展(zhan)水(shui)平等因素。可用公式
表示為:

M 最低工資標準(zhun);
C 城鎮居民人均生活(huo)費用(yong);
S 職工個人繳納社會保險費(fei)、住房公(gong)積金;
A 職工平(ping)均(jun)工資;
U 失業率;
E 經濟發展水平;
a 調整因素。
二、確定(ding)最低工資標準的(de)通用方法(fa)
1.比重法 即根據城鎮居民(min)家(jia)計(ji)調查資料,確(que)定一定比例的最低(di)人均收入戶為(wei)貧困戶,統計(ji)出(chu)貧困戶的人均生(sheng)活費用支出(chu)水平,乘以(yi)每(mei)一就業者的贍養系數,再加上一個調整(zheng)數。
2.恩格爾系(xi)(xi)數法 即根(gen)據國家營養學會提供的年(nian)度標(biao)(biao)準食(shi)物(wu)譜及標(biao)(biao)準食(shi)物(wu)攝(she)取量,結合標(biao)(biao)準食(shi)物(wu)的市場價格,計(ji)算(suan)出(chu)最低食(shi)物(wu)支出(chu)標(biao)(biao)準,除(chu)以(yi)恩格爾系(xi)(xi)數,得出(chu)最低生活費用(yong)標(biao)(biao)準,再乘以(yi)每一(yi)就業者的贍養系(xi)(xi)數,再加上一(yi)個調(diao)整數。
以上方法計算出月最低工資標準后,再考慮職(zhi)工個人(ren)繳納社(she)會保(bao)險(xian)費(fei)、住房(fang)公(gong)積金、職(zhi)工平均(jun)工資水(shui)平、社(she)會救(jiu)濟金和(he)失業保(bao)險(xian)金標準、就(jiu)業狀(zhuang)況、經濟發展水(shui)平等進行必要的(de)修正(zheng)。
舉(ju)例:某地(di)區最低收入組人均每(mei)月生(sheng)活(huo)費支出(chu)為(wei) 210 元(yuan),每(mei)一就業者贍養系數為(wei) 1.87,最低食物費用為(wei) 127 元(yuan),恩格爾系數為(wei) 0.604,平均工(gong)資為(wei) 900元(yuan)。
1.按比重(zhong)法計算(suan)得出(chu)該(gai)地區月最低工資標(biao)準為:
月最低工資標準=210×1.87+a=393+a(元) (1)
2.按恩格爾系數法計算得出(chu)該地(di)區月最低工資標準(zhun)為:
月最低工資標準=127÷0.604×1.87+a=393+a(元) (2)
公式(1)與(2)中 a 的調整因素主要考慮當地(di)個人繳納養老、失業(ye)、醫(yi)療保險費(fei)和住房公積金等費(fei)用。
另,按照(zhao)國際上一般月最低工資(zi)標準相當于月平均工資(zi)的 40—60%,則該地區(qu)月最低工資(zi)標準范圍應在 360 元(yuan)—540 元(yuan)之間。
小時最(zui)低工(gong)(gong)資標準=〔(月最(zui)低工(gong)(gong)資標準÷20.92÷8)×(1+單位應當繳納的(de)基本養老保險(xian)費、基本醫療保險(xian)費比例之和)〕 ×(1+浮動系數(shu))
浮(fu)動系數的(de)確定(ding)主要考慮非全(quan)日制就業勞(lao)動者工作(zuo)穩定(ding)性、勞(lao)動條件(jian)和(he)勞(lao)動強度、福利等方面與全(quan)日制就業人員之(zhi)間的(de)差異(yi)。
各地可參(can)照以(yi)上測(ce)算辦法,根據當地實際情況合理確定月(yue)、小時最低工(gong)資標準。
