2017年西安市最低工資標準:
一類工(gong)(gong)資(zi)(zi)區:全日制(zhi)最(zui)低工(gong)(gong)資(zi)(zi)標(biao)準(zhun)為1480元/月,非全日制(zhi)小時最(zui)低工(gong)(gong)資(zi)(zi)標(biao)準(zhun)為14.8元/小時;
二類工(gong)資區:全(quan)日制最低 工(gong)資標準(zhun)為1370元(yuan)/月,非全(quan)日制小時(shi)最低工(gong)資標準(zhun)為13.7元(yuan)/小時(shi);
三類工(gong)(gong)資(zi)區:全日制最低(di)(di)工(gong)(gong)資(zi)標準(zhun)為1260元/月,非全日制小(xiao)時(shi)最低(di)(di)工(gong)(gong)資(zi)標準(zhun)為 12.6元/小(xiao)時(shi);
四類(lei)工資區:全日(ri)(ri)制(zhi)最低工資標(biao)準(zhun)為1190元(yuan)/月,非全日(ri)(ri)制(zhi)小時(shi)最低工資標(biao)準(zhun)為11.9元(yuan)/小時(shi)。

最低工資標準測算方法(2014年)
一、確定最低工資標準應(ying)考慮的因素
確定最低工資標(biao)準(zhun)一般考慮城鎮居(ju)民生活費(fei)用(yong)支(zhi)出、職工個人(ren)繳納社會保險(xian)費(fei)、住房公積金、職工平均工資、失業率、經(jing)濟發展水平等因(yin)素。可用(yong)公式
表示為:

M 最低工資標(biao)準;
C 城鎮居(ju)民人均(jun)生活費(fei)用;
S 職工個人繳納社會(hui)保險費、住房公積金;
A 職(zhi)工平均工資;
U 失業率;
E 經濟(ji)發(fa)展水平;
a 調整因素。
二、確定最低工資(zi)標準的通(tong)用方(fang)法
1.比(bi)重法 即根(gen)據城鎮(zhen)居民(min)家計調(diao)查(cha)資料,確定(ding)一定(ding)比(bi)例的(de)最低人均收入戶為(wei)貧(pin)困戶,統計出貧(pin)困戶的(de)人均生活費用支(zhi)出水平,乘以每一就(jiu)業(ye)者的(de)贍養系數,再加上(shang)一個(ge)調(diao)整數。
2.恩格(ge)爾系數法 即根據國家營(ying)養學會提供的(de)年度標(biao)(biao)準食(shi)物(wu)(wu)(wu)譜(pu)及標(biao)(biao)準食(shi)物(wu)(wu)(wu)攝取量,結(jie)合標(biao)(biao)準食(shi)物(wu)(wu)(wu)的(de)市場價(jia)格(ge),計算出最(zui)低食(shi)物(wu)(wu)(wu)支出標(biao)(biao)準,除以恩格(ge)爾系數,得出最(zui)低生活費用標(biao)(biao)準,再(zai)乘以每一就業(ye)者的(de)贍養系數,再(zai)加上一個調整數。
以上方法計算出月最低工(gong)資標(biao)(biao)準后,再考(kao)慮(lv)職工(gong)個人繳納社會保險(xian)費、住房公積金(jin)、職工(gong)平均工(gong)資水平、社會救濟金(jin)和失業保險(xian)金(jin)標(biao)(biao)準、就(jiu)業狀況(kuang)、經濟發(fa)展水平等進行必要(yao)的修(xiu)正(zheng)。
舉例:某地區最低收入(ru)組人均(jun)(jun)每月生活(huo)費支出為 210 元,每一就(jiu)業者贍(shan)養(yang)系數(shu)為 1.87,最低食物費用為 127 元,恩格爾(er)系數(shu)為 0.604,平均(jun)(jun)工資為 900元。
1.按比重法計(ji)算(suan)得出(chu)該地區月最低工資標準為(wei):
月最低工資(zi)標準(zhun)=210×1.87+a=393+a(元(yuan)) (1)
2.按恩格爾系數法計(ji)算得出該(gai)地(di)區月(yue)最低工資標準為:
月(yue)最低(di)工資標準=127÷0.604×1.87+a=393+a(元) (2)
公式(1)與(2)中(zhong) a 的調(diao)整因素主(zhu)要考慮當地個人(ren)繳納養老(lao)、失業(ye)、醫療(liao)保險費和住房公積(ji)金(jin)等(deng)費用(yong)。
另(ling),按照國際上一(yi)般(ban)月(yue)最低工資(zi)標準相(xiang)當于月(yue)平均工資(zi)的 40—60%,則該地區月(yue)最低工資(zi)標準范圍應在 360 元(yuan)—540 元(yuan)之間。
小時最低工(gong)資(zi)標準=〔(月最低工(gong)資(zi)標準÷20.92÷8)×(1+單位應當繳納的基本養老保(bao)險費、基本醫療保(bao)險費比例(li)之和)〕 ×(1+浮(fu)動(dong)系數)
浮動系數的確(que)定(ding)主要考慮非全日(ri)制就業勞(lao)動者工(gong)作穩定(ding)性、勞(lao)動條件和(he)勞(lao)動強度、福(fu)利等方面(mian)與全日(ri)制就業人員(yuan)之(zhi)間的差(cha)異。
各地可參照以上測算辦法,根據當地實際情況合(he)理確定(ding)月(yue)、小(xiao)時(shi)最低工(gong)資標準。
