2017年西安市最低工資標準:
一類工(gong)(gong)資(zi)區:全日制最低(di)工(gong)(gong)資(zi)標準(zhun)為1480元/月,非全日制小時最低(di)工(gong)(gong)資(zi)標準(zhun)為14.8元/小時;
二類工資區:全日制(zhi)最低(di) 工資標(biao)(biao)準(zhun)為1370元/月,非(fei)全日制(zhi)小(xiao)時最低(di)工資標(biao)(biao)準(zhun)為13.7元/小(xiao)時;
三類工資(zi)區:全日制(zhi)最(zui)低工資(zi)標(biao)準(zhun)為1260元(yuan)(yuan)/月,非全日制(zhi)小(xiao)時最(zui)低工資(zi)標(biao)準(zhun)為 12.6元(yuan)(yuan)/小(xiao)時;
四類工(gong)資(zi)區:全(quan)日(ri)制最低工(gong)資(zi)標準為1190元/月(yue),非(fei)全(quan)日(ri)制小時(shi)最低工(gong)資(zi)標準為11.9元/小時(shi)。

一(yi)、確定(ding)最低工資標準應考慮的因素(su)
確定最低工(gong)(gong)資標準(zhun)一般考慮城鎮居民生活費用(yong)支出、職工(gong)(gong)個人(ren)繳納社會保險費、住(zhu)房公積金、職工(gong)(gong)平均工(gong)(gong)資、失(shi)業率、經濟(ji)發展水平等因素。可用(yong)公式

二、確(que)定最低工資標準的通用方法
1.比重法 即根據(ju)城(cheng)鎮居民家計調查資料,確定(ding)一定(ding)比例的(de)最低人均(jun)收入戶(hu)為貧(pin)困(kun)戶(hu),統(tong)計出貧(pin)困(kun)戶(hu)的(de)人均(jun)生活費用支出水平,乘以每一就業(ye)者的(de)贍養系數,再加上一個(ge)調整(zheng)數。
2.恩格(ge)爾(er)系數(shu)法 即根據國家營養學(xue)會提(ti)供的年度標(biao)準(zhun)(zhun)食(shi)物(wu)譜及標(biao)準(zhun)(zhun)食(shi)物(wu)攝取(qu)量,結合標(biao)準(zhun)(zhun)食(shi)物(wu)的市場價格(ge),計算出最(zui)(zui)低食(shi)物(wu)支出標(biao)準(zhun)(zhun),除以恩格(ge)爾(er)系數(shu),得(de)出最(zui)(zui)低生活費用標(biao)準(zhun)(zhun),再乘以每(mei)一(yi)就業者的贍(shan)養系數(shu),再加上(shang)一(yi)個調整數(shu)。
以上方法計(ji)算出月(yue)最低工資標準后,再(zai)考慮職工個人繳納社(she)會(hui)保(bao)(bao)險費、住房公積金(jin)、職工平均工資水平、社(she)會(hui)救(jiu)濟金(jin)和(he)失業(ye)保(bao)(bao)險金(jin)標準、就業(ye)狀況、經濟發展水平等(deng)進行必要的修(xiu)正。
舉(ju)例:某地(di)區最低(di)收(shou)入(ru)組人均每月(yue)生(sheng)活費支出為(wei)(wei) 210 元,每一就(jiu)業者贍養系數為(wei)(wei) 1.87,最低(di)食物費用(yong)為(wei)(wei) 127 元,恩格(ge)爾系數為(wei)(wei) 0.604,平均工(gong)資為(wei)(wei) 900元。
1.按比重法計算得出該地區月最低工(gong)資(zi)標準為:
月最低(di)工資(zi)標準(zhun)=210×1.87+a=393+a(元) (1)
2.按恩格爾系數(shu)法計算得出該地區月最(zui)低工資標(biao)準為:
月(yue)最低工資標(biao)準=127÷0.604×1.87+a=393+a(元) (2)
公(gong)式(1)與(2)中 a 的調整因素(su)主要考(kao)慮當地個(ge)人繳(jiao)納養(yang)老、失業、醫(yi)療保(bao)險(xian)費和住房公(gong)積(ji)金等費用。
另(ling),按照國際(ji)上一(yi)般(ban)月最低工資(zi)標準相當于(yu)月平均工資(zi)的 40—60%,則該地區月最低工資(zi)標準范圍應在 360 元—540 元之間。
小時最低(di)工(gong)資標準=〔(月最低(di)工(gong)資標準÷20.92÷8)×(1+單位應當繳(jiao)納的基本(ben)養老保險費、基本(ben)醫療保險費比例之和)〕 ×(1+浮動系數)
浮動系數的(de)確定(ding)主要考慮非全(quan)日制就業(ye)勞動者工作穩定(ding)性(xing)、勞動條件和勞動強(qiang)度、福利等(deng)方(fang)面與全(quan)日制就業(ye)人員(yuan)之間的(de)差異。
各地可(ke)參照以上測算辦法(fa),根據當地實際情況合理確定月、小時最低工資標準。
