2017年西安市最低工資標準:
一(yi)類工(gong)(gong)(gong)資區:全日制最低(di)工(gong)(gong)(gong)資標準(zhun)(zhun)為1480元(yuan)(yuan)/月,非全日制小(xiao)時最低(di)工(gong)(gong)(gong)資標準(zhun)(zhun)為14.8元(yuan)(yuan)/小(xiao)時;
二類工(gong)資(zi)區:全日(ri)制最(zui)低 工(gong)資(zi)標(biao)準為1370元(yuan)/月(yue),非全日(ri)制小時(shi)(shi)最(zui)低工(gong)資(zi)標(biao)準為13.7元(yuan)/小時(shi)(shi);
三(san)類(lei)工(gong)(gong)資區:全(quan)日(ri)制(zhi)最(zui)低工(gong)(gong)資標(biao)準為(wei)(wei)1260元(yuan)/月,非全(quan)日(ri)制(zhi)小時(shi)最(zui)低工(gong)(gong)資標(biao)準為(wei)(wei) 12.6元(yuan)/小時(shi);
四類(lei)工資(zi)區:全日制(zhi)最(zui)低工資(zi)標準為1190元(yuan)/月,非(fei)全日制(zhi)小時最(zui)低工資(zi)標準為11.9元(yuan)/小時。

最低工資標準測算方法(2014年)
一、確定最低工資標準應考慮的因素
確定最低工資標準一般考慮城鎮(zhen)居(ju)民生(sheng)活(huo)費用支出(chu)、職工個人繳(jiao)納社會保險(xian)費、住房(fang)公(gong)積金、職工平均(jun)工資、失業率、經濟(ji)發展水平等因素。可用公(gong)式
表示為:
M=f(C、S、A、U、E、a)
M 最低工資標準;
C 城鎮居(ju)民(min)人均生活費用;
S 職(zhi)工個人繳納社會保險費(fei)、住房公積金;
A 職工平均工資;
U 失業率;
E 經濟發展水平(ping);
a 調整因素。
二、確(que)定最低工(gong)資標準的通用方法
1.比重法 即根據城鎮居民家計調(diao)查資料,確定(ding)一(yi)定(ding)比例的(de)最低人均收入戶為貧(pin)困(kun)戶,統計出(chu)貧(pin)困(kun)戶的(de)人均生活費用支出(chu)水平(ping),乘以每一(yi)就(jiu)業者的(de)贍養系數(shu),再加上一(yi)個(ge)調(diao)整數(shu)。
2.恩格(ge)爾(er)(er)系(xi)數法 即根(gen)據(ju)國(guo)家營養學會提供的年度標(biao)準(zhun)食物(wu)譜及(ji)標(biao)準(zhun)食物(wu)攝(she)取量,結合標(biao)準(zhun)食物(wu)的市場價格(ge),計算出最低(di)食物(wu)支出標(biao)準(zhun),除以恩格(ge)爾(er)(er)系(xi)數,得出最低(di)生活費用標(biao)準(zhun),再(zai)乘以每一就業(ye)者的贍養系(xi)數,再(zai)加上一個調整數。
以上(shang)方法計算出月最低工資(zi)標準(zhun)后(hou),再考慮職工個人繳納社會保險費(fei)、住(zhu)房公積金、職工平均工資(zi)水平、社會救濟金和失業保險金標準(zhun)、就業狀況、經濟發展水平等進行(xing)必要(yao)的修正。
舉例:某地區最低收入組人均(jun)每月生(sheng)活(huo)費支出為(wei)(wei) 210 元(yuan),每一就(jiu)業者贍養(yang)系數為(wei)(wei) 1.87,最低食物費用為(wei)(wei) 127 元(yuan),恩格爾系數為(wei)(wei) 0.604,平均(jun)工資為(wei)(wei) 900元(yuan)。
1.按比重(zhong)法(fa)計算得出該地(di)區月最低工資標準為:
月最低工資標準=210×1.87+a=393+a(元) (1)
2.按恩格(ge)爾(er)系(xi)數法(fa)計算得出該(gai)地區月最低工資標準為(wei):
月最低(di)工資標(biao)準=127÷0.604×1.87+a=393+a(元(yuan)) (2)
公(gong)式(1)與(2)中 a 的調整因素主要考慮當(dang)地個人(ren)繳(jiao)納養老、失業、醫療保(bao)險費(fei)和住房公(gong)積(ji)金等費(fei)用。
另,按照(zhao)國際上(shang)一般(ban)月最低(di)工資(zi)標準(zhun)相當于月平均工資(zi)的 40—60%,則該(gai)地區月最低(di)工資(zi)標準(zhun)范圍應在 360 元—540 元之間。
小時最(zui)低工資標(biao)準(zhun)=〔(月最(zui)低工資標(biao)準(zhun)÷20.92÷8)×(1+單位(wei)應(ying)當繳納的基本養老保險費、基本醫療保險費比例之和(he))〕 ×(1+浮動系數)
浮動(dong)(dong)系數的確(que)定(ding)主(zhu)要考慮(lv)非(fei)全(quan)日制就業勞(lao)動(dong)(dong)者工作穩定(ding)性、勞(lao)動(dong)(dong)條件和(he)勞(lao)動(dong)(dong)強度(du)、福利(li)等方面(mian)與全(quan)日制就業人員之間的差(cha)異。
各地(di)可參(can)照以上測算辦法,根據當地(di)實際情(qing)況合理(li)確(que)定月、小時最(zui)低工資標準(zhun)。
