東(dong)(dong)營黃河公路(lu)大橋位于勝(sheng)利(li)黃河公路(lu)大橋下(xia)游4.6km處(chu),是(shi)萬(wan)里黃河最后一座(zuo)橋梁,南岸是(shi)東(dong)(dong)營市墾利(li)縣(xian)左家莊,北岸是(shi)東(dong)(dong)營市利(li)津縣(xian)中古店(dian)。
該橋(qiao)全(quan)長2743.1m,由北引橋(qiao)工程、主(zhu)橋(qiao)工程、南引橋(qiao)工程三部(bu)分組成,橋(qiao)面(mian)寬度26m。
該(gai)橋(qiao)(qiao)(qiao)全長2743.1m,由北(bei)引(yin)橋(qiao)(qiao)(qiao)工(gong)程(cheng)(cheng)、主(zhu)(zhu)橋(qiao)(qiao)(qiao)工(gong)程(cheng)(cheng)、南引(yin)橋(qiao)(qiao)(qiao)工(gong)程(cheng)(cheng)三部分組(zu)成(cheng)。主(zhu)(zhu)橋(qiao)(qiao)(qiao)8個橋(qiao)(qiao)(qiao)墩,最大(da)跨度為(wei)220m;南引(yin)橋(qiao)(qiao)(qiao)跨徑組(zu)合為(wei)2孔(kong)42m簡支箱型組(zu)合梁+1聯5孔(kong)42m先(xian)簡支后連(lian)續(xu)箱形組(zu)合梁;北(bei)引(yin)橋(qiao)(qiao)(qiao)為(wei)38孔(kong)42m箱型組(zu)合梁,主(zhu)(zhu)槽內橋(qiao)(qiao)(qiao)跨組(zu)成(cheng)為(wei)116m+200m+220m+200m+116m=852m,橋(qiao)(qiao)(qiao)面寬(kuan)度26m。
該橋采用平交(jiao)方(fang)式與黃河堤(di)防(fang)(fang)交(jiao)叉,并修建繞行道路以保證(zheng)黃河防(fang)(fang)汛搶(qiang)險(xian)的交(jiao)通(tong)暢(chang)通(tong)。
為充分發(fa)揮東(dong)紅高速公(gong)路(lu)(lu)這一(yi)交通大通道的(de)作用,適應東(dong)營市的(de)公(gong)路(lu)(lu)交通與經(jing)濟發(fa)需要(yao),解(jie)決(jue)勝利黃河(he)大橋的(de)“瓶頸”狀(zhuang)況,促進環渤海高速公(gong)路(lu)(lu)的(de)順(shun)利實施,東(dong)營市委、市政府(fu)決(jue)定新建東(dong)紅路(lu)(lu)東(dong)營黃河(he)公(gong)路(lu)(lu)大橋。
該大橋南接東(dong)(營)青(島)高速公(gong)路墾利主線(xian),北與東(dong)(營)港(口)高速公(gong)路立體(ti)交(jiao)叉,西(xi)與辛河(he)路、永(yong)館路相(xiang)連,是(shi)環(huan)渤海高速公(gong)路及國(guo)家重要(yao)干線(xian)公(gong)路的(de)(de)(de)樞(shu)紐(niu)工程,也是(shi)膠東(dong)半(ban)島、黃河(he)三角洲與京津唐地區(qu)聯系的(de)(de)(de)重要(yao)通道。它的(de)(de)(de)建成,加快了黃河(he)三角洲融(rong)入山東(dong)環(huan)渤海經濟帶的(de)(de)(de)步(bu)伐,對包(bao)括墾利縣在內(nei)的(de)(de)(de)整個東(dong)營市(shi)的(de)(de)(de)經濟發(fa)展(zhan)和(he)勝利油田(tian)的(de)(de)(de)開(kai)發(fa)建設,將(jiang)起到積極的(de)(de)(de)推(tui)動作用。
2000年(nian)(nian)7月(yue)11日(ri),山(shan)(shan)東(dong)(dong)省計委以魯(lu)計交(jiao)能(neng)字[2000]682號(hao)和魯(lu)計交(jiao)能(neng)字[2000]683號(hao)文件批準東(dong)(dong)營(ying)黃河(he)(he)公(gong)(gong)路(lu)(lu)大(da)(da)(da)橋(qiao)項目立項并報國家計委備(bei)案(an)。2001年(nian)(nian)8月(yue)28日(ri),東(dong)(dong)營(ying)黃河(he)(he)公(gong)(gong)路(lu)(lu)大(da)(da)(da)橋(qiao)工(gong)程(cheng)(cheng)建設(she)(she)項目辦公(gong)(gong)室正式(shi)掛牌(pai)成立。10月(yue)11日(ri)~13日(ri),東(dong)(dong)紅(hong)公(gong)(gong)路(lu)(lu)東(dong)(dong)營(ying)黃河(he)(he)公(gong)(gong)路(lu)(lu)大(da)(da)(da)橋(qiao)及接線工(gong)程(cheng)(cheng)有限責任公(gong)(gong)司成立。12月(yue)10日(ri),確定施(shi)(shi)工(gong)組(zu)織方案(an)。2002年(nian)(nian)6月(yue)18日(ri),召開東(dong)(dong)營(ying)黃河(he)(he)公(gong)(gong)路(lu)(lu)大(da)(da)(da)橋(qiao)工(gong)程(cheng)(cheng)開標會議,首次在山(shan)(shan)東(dong)(dong)省基建工(gong)程(cheng)(cheng)施(shi)(shi)工(gong)招標中采用無標底投標法擇優(you)選擇了施(shi)(shi)工(gong)、監理單(dan)位。7月(yue)18日(ri),舉(ju)行工(gong)程(cheng)(cheng)簽約(yue)儀(yi)式(shi)。該大(da)(da)(da)橋(qiao)設(she)(she)計行車(che)速度100公(gong)(gong)里/小時,設(she)(she)計荷載為汽—超20,掛—120。橋(qiao)面最大(da)(da)(da)縱坡(po)4.0%,橋(qiao)面橫坡(po)2.0%;設(she)(she)計洪水(shui)頻率三百年(nian)(nian)一遇(yu)。
東(dong)營黃河(he)公(gong)路(lu)大橋(qiao)位于墾利(li)(li)區左家莊東(dong)側,在勝利(li)(li)黃河(he)大橋(qiao)下(xia)游約5公(gong)里處,南北跨越墾利(li)(li)縣和利(li)(li)津縣,是東(dong)營市境(jing)內唯一(yi)一(yi)座預(yu)應力(li)混凝土剛(gang)構—連(lian)續組合梁橋(qiao)。
由(you)山(shan)(shan)(shan)東省(sheng)(sheng)交(jiao)(jiao)通(tong)廳公(gong)路(lu)(lu)局(ju)(ju)、科(ke)達集團股份(fen)(fen)有(you)限公(gong)司(si)分別投(tou)資50%,按(an)BOT模(mo)式建(jian)設(she)(she);鐵道部(bu)第一勘察設(she)(she)計院(yuan)設(she)(she)計,中(zhong)鐵十四局(ju)(ju)集團有(you)限公(gong)司(si)、山(shan)(shan)(shan)東省(sheng)(sheng)交(jiao)(jiao)通(tong)工程(cheng)總(zong)(zong)公(gong)司(si)和山(shan)(shan)(shan)東省(sheng)(sheng)公(gong)路(lu)(lu)工程(cheng)總(zong)(zong)公(gong)司(si)濟(ji)寧分公(gong)司(si)承建(jian);濰坊(fang)市交(jiao)(jiao)通(tong)工程(cheng)監(jian)理中(zhong)心(xin)監(jian)理,交(jiao)(jiao)通(tong)部(bu)科(ke)研所(suo)、山(shan)(shan)(shan)東省(sheng)(sheng)橋梁檢測中(zhong)心(xin)、中(zhong)國太平洋(yang)財產保險(xian)股份(fen)(fen)有(you)限公(gong)司(si)濰坊(fang)中(zhong)心(xin)支公(gong)司(si)、清華大學(xue)、同濟(ji)大學(xue)、哈爾濱(bin)工業大學(xue)、長(chang)沙(sha)交(jiao)(jiao)通(tong)學(xue)院(yuan)等單位擔任(ren)技術服務;是(shi)山(shan)(shan)(shan)東省(sheng)(sheng)首家采用(yong)BOT模(mo)式合資建(jian)設(she)(she)、經(jing)營的黃(huang)河特大橋。
內河IV級航(hang)道,2個(ge)通(tong)(tong)航(hang)孔,最高通(tong)(tong)航(hang)水(shui)位11.42米(mi)(mi)(mi)(mi)(相(xiang)應(ying)洪峰流量(liang)9000立方米(mi)(mi)(mi)(mi)/秒(miao)),通(tong)(tong)航(hang)凈高8米(mi)(mi)(mi)(mi),航(hang)道凈寬(kuan)為80米(mi)(mi)(mi)(mi),抗(kang)震烈度按VIII度設(she)防(fang)。橋(qiao)(qiao)(qiao)梁總(zong)長2743.1米(mi)(mi)(mi)(mi),主橋(qiao)(qiao)(qiao)長852.0米(mi)(mi)(mi)(mi),引橋(qiao)(qiao)(qiao)長1890米(mi)(mi)(mi)(mi)。橋(qiao)(qiao)(qiao)寬(kuan)組合(he)為0.5米(mi)(mi)(mi)(mi)(防(fang)撞護欄)+3.25米(mi)(mi)(mi)(mi)(緊(jin)急停車(che)(che)帶(dai)(dai))+2×3.75米(mi)(mi)(mi)(mi)(行(xing)車(che)(che)道)+0.75米(mi)(mi)(mi)(mi)(左(zuo)側(ce)(ce)路(lu)緣帶(dai)(dai))+2.0米(mi)(mi)(mi)(mi)(中央(yang)分隔帶(dai)(dai))+0.75米(mi)(mi)(mi)(mi)(右側(ce)(ce)路(lu)緣帶(dai)(dai))+2×3.75米(mi)(mi)(mi)(mi)(行(xing)車(che)(che)道)+3.25米(mi)(mi)(mi)(mi)(緊(jin)急停車(che)(che)帶(dai)(dai))+0.5米(mi)(mi)(mi)(mi)(防(fang)撞護欄),橋(qiao)(qiao)(qiao)面(mian)(mian)全寬(kuan)26.0米(mi)(mi)(mi)(mi)。橋(qiao)(qiao)(qiao)面(mian)(mian)鋪(pu)裝自上而下依次為4厘米(mi)(mi)(mi)(mi)MAC(AK-13A)改性瀝青(qing)混(hun)(hun)凝土(tu)(tu)面(mian)(mian)層+5厘米(mi)(mi)(mi)(mi)(AC-20I)中粒式(shi)瀝青(qing)混(hun)(hun)凝土(tu)(tu)+YN-聚合(he)物瀝青(qing)橋(qiao)(qiao)(qiao)面(mian)(mian)防(fang)水(shui)涂層+8厘米(mi)(mi)(mi)(mi)30號(hao)防(fang)水(shui)混(hun)(hun)凝土(tu)(tu)。防(fang)水(shui)混(hun)(hun)凝土(tu)(tu)鋪(pu)裝層內設(she)10×10厘米(mi)(mi)(mi)(mi)I級鋼筋(jin)網,鋼筋(jin)直徑為10毫(hao)米(mi)(mi)(mi)(mi)。
