改(gai)革開放以來(lai),我國工(gong)人(ren)階級也發(fa)生了很大變化(hua),在傳統工(gong)人(ren)階級日益商品化(hua)的同

時,農村勞動者不(bu)斷無(wu)產(chan)者化(hua),同時大量(liang)知(zhi)識分(fen)子也不(bu)斷落入無(wu)產(chan)階(jie)(jie)級隊伍之(zhi)中。在全球化(hua)的時代,資本主義生(sheng)產(chan)關系在城市和農村的擴張使“階(jie)(jie)級對(dui)立簡單(dan)化(hua)”,“整個社(she)會日益(yi)分(fen)裂為(wei)(wei)兩(liang)大敵對(dui)的陣營,分(fen)裂為(wei)(wei)兩(liang)大相互直接對(dui)立的階(jie)(jie)級:資產(chan)階(jie)(jie)級和無(wu)產(chan)階(jie)(jie)級”。

1.傳統工人的歷史和現狀

建(jian)國后,經過30年的(de)(de)(de)(de)社(she)(she)(she)會(hui)主(zhu)(zhu)(zhu)義(yi)(yi)建(jian)設,培養(yang)了一(yi)支工(gong)(gong)(gong)人(ren)(ren)階級隊伍(wu)。這支工(gong)(gong)(gong)人(ren)(ren)階級隊伍(wu)的(de)(de)(de)(de)成長同社(she)(she)(she)會(hui)主(zhu)(zhu)(zhu)義(yi)(yi)命運緊(jin)密相(xiang)連(lian),他(ta)們建(jian)設起來(lai)(lai)的(de)(de)(de)(de)全民、集體企業(ye)也是共和國發(fa)展的(de)(de)(de)(de)縮(suo)影。傳(chuan)統國企工(gong)(gong)(gong)人(ren)(ren)有兩方(fang)面的(de)(de)(de)(de)特點。一(yi)方(fang)面,他(ta)們具有無(wu)產(chan)階級的(de)(de)(de)(de)鮮明特征(zheng),斗(dou)爭的(de)(de)(de)(de)方(fang)向(xiang)總是與社(she)(she)(she)會(hui)主(zhu)(zhu)(zhu)義(yi)(yi)制度緊(jin)密相(xiang)連(lian)。工(gong)(gong)(gong)廠都是老一(yi)代工(gong)(gong)(gong)人(ren)(ren)通過辛(xin)勤(qin)勞動(dong)創造(zao)起來(lai)(lai)的(de)(de)(de)(de),他(ta)們經過社(she)(she)(she)會(hui)主(zhu)(zhu)(zhu)義(yi)(yi)教(jiao)育,以廠為家,具有鮮明的(de)(de)(de)(de)主(zhu)(zhu)(zhu)人(ren)(ren)翁意(yi)識,是私有化(hua)的(de)(de)(de)(de)主(zhu)(zhu)(zhu)要(yao)阻(zu)力;另一(yi)方(fang)面,傳(chuan)統工(gong)(gong)(gong)人(ren)(ren)是在(zai)建(jian)設社(she)(she)(she)會(hui)主(zhu)(zhu)(zhu)義(yi)(yi)的(de)(de)(de)(de)過程中(zhong)培養(yang)起來(lai)(lai)的(de)(de)(de)(de),缺乏(fa)同資(zi)產(chan)階級斗(dou)爭的(de)(de)(de)(de)經驗。在(zai)文革(ge)中(zhong),工(gong)(gong)(gong)人(ren)(ren)受(shou)到一(yi)定程度的(de)(de)(de)(de)鍛煉,但由于斗(dou)爭的(de)(de)(de)(de)復(fu)雜性,相(xiang)當(dang)多數的(de)(de)(de)(de)產(chan)業(ye)工(gong)(gong)(gong)人(ren)(ren)都加入了保守(shou)派,如文革(ge)初(chu)期重(zhong)慶工(gong)(gong)(gong)人(ren)(ren)成立(li)“工(gong)(gong)(gong)糾”,跟(gen)隨黨(dang)內當(dang)權派,同造(zao)反(fan)派對立(li)。傳(chuan)統工(gong)(gong)(gong)人(ren)(ren)習慣于聽黨(dang)的(de)(de)(de)(de)話、跟(gen)黨(dang)走(zou),對黨(dang)的(de)(de)(de)(de)變質(zhi)、對資(zi)本主(zhu)(zhu)(zhu)義(yi)(yi)復(fu)辟缺乏(fa)具體和深刻的(de)(de)(de)(de)認(ren)識,伴隨著(zhu)資(zi)本主(zhu)(zhu)(zhu)義(yi)(yi)生產(chan)關系的(de)(de)(de)(de)恢復(fu)和發(fa)展,傳(chuan)統工(gong)(gong)(gong)人(ren)(ren)受(shou)到現實的(de)(de)(de)(de)教(jiao)育,才逐(zhu)漸地認(ren)清當(dang)年不能深刻理解的(de)(de)(de)(de)黨(dang)內走(zou)資(zi)派問題。

在(zai)“放權讓利”階段(duan),工(gong)(gong)(gong)(gong)人(ren)的(de)(de)(de)經濟收(shou)入在(zai)不斷提高,而且增(zeng)長(chang)(chang)的(de)(de)(de)速度(du)較快。據《中國統(tong)計(ji)年(nian)鑒(jian)》的(de)(de)(de)數字計(ji)算,改(gai)革開放前國有單位職工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資年(nian)平均增(zeng)長(chang)(chang)4.4%,改(gai)革開放初(chu)期(qi)實(shi)(shi)際平均工(gong)(gong)(gong)(gong)資年(nian)增(zeng)長(chang)(chang)幅度(du)為(wei)改(gai)革開放前的(de)(de)(de)6.3倍。以北京某機械廠為(wei)例(li),1983年(nian)機械廠開始對直接生產工(gong)(gong)(gong)(gong)人(ren)實(shi)(shi)行超額計(ji)件工(gong)(gong)(gong)(gong)資制,即超額完(wan)成生產指標頒發(fa)超額獎,全(quan)廠職工(gong)(gong)(gong)(gong)的(de)(de)(de)月平均工(gong)(gong)(gong)(gong)資從1978年(nian)的(de)(de)(de)52元上升(sheng)到1985年(nian)的(de)(de)(de)119元,年(nian)均工(gong)(gong)(gong)(gong)資增(zeng)長(chang)(chang)13%。在(zai)這一階段(duan)上,工(gong)(gong)(gong)(gong)人(ren)逐漸放棄了管理權利,從以前的(de)(de)(de)政治(zhi)掛帥走(zou)向了關注物質利益。

傳統工(gong)(gong)人(ren)中不同的(de)群體很多。退(tui)休(xiu)(xiu)(xiu)工(gong)(gong)人(ren)約有3000萬(wan)(國企退(tui)休(xiu)(xiu)(xiu)2300萬(wan)、集(ji)體退(tui)休(xiu)(xiu)(xiu)630萬(wan)),歷史上以低工(gong)(gong)資、高福(fu)利方式完成工(gong)(gong)業化(hua)建設,在向市場經濟體制轉軌過(guo)程中形(xing)成的(de)歷史欠帳(zhang)很多。退(tui)休(xiu)(xiu)(xiu)工(gong)(gong)人(ren)最(zui)早起來進(jin)行(xing)斗爭,也(ye)容易得到群眾的(de)支持并最(zui)終(zhong)獲(huo)得成功(gong)。

傳統工(gong)(gong)人(ren)中下崗(gang)職(zhi)工(gong)(gong)的(de)斗(dou)(dou)爭是最(zui)(zui)普遍(bian)(bian)、最(zui)(zui)堅決、最(zui)(zui)持久的(de)。根據2004年廈門(men)市的(de)調查,下崗(gang)職(zhi)工(gong)(gong)中48.4%參加集體(ti)(ti)(ti)行動,主要采(cai)取經濟目標的(de)形式,其中46.7%要求工(gong)(gong)作(zuo),43.3%要求收入(ru)補(bu)助,8.3%要求懲(cheng)治腐(fu)敗問(wen)題(ti)。在集體(ti)(ti)(ti)行動中,集體(ti)(ti)(ti)上(shang)訪(fang)是最(zui)(zui)普遍(bian)(bian)的(de)一種,參與集體(ti)(ti)(ti)行動的(de)下崗(gang)職(zhi)工(gong)(gong)中57.4%參與過集體(ti)(ti)(ti)上(shang)訪(fang)。通過現實的(de)教(jiao)育,工(gong)(gong)人(ren)逐步認識到團結起(qi)來進(jin)行斗(dou)(dou)爭的(de)重要性(xing),全國各地(di)工(gong)(gong)人(ren)都明白“大(da)斗(dou)(dou)大(da)收獲(huo),小(xiao)(xiao)斗(dou)(dou)小(xiao)(xiao)收獲(huo),不斗(dou)(dou)沒收獲(huo)”。

官方宣傳,“三(san)條(tiao)保障線”是緩解(jie)下(xia)崗(gang)(gang)(gang)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)生存狀況的(de)有(you)(you)效途(tu)徑(jing),但事實上即便進了再(zai)就(jiu)業(ye)(ye)中心的(de)下(xia)崗(gang)(gang)(gang)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong),除了前三(san)年(nian)能(neng)領取生活(huo)費(fei)(fei)(fei)以(yi)外,他們與沒有(you)(you)進入再(zai)就(jiu)業(ye)(ye)中心的(de)下(xia)崗(gang)(gang)(gang)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)沒什么區別(bie)。長(chang)(chang)春拖(tuo)(tuo)(tuo)拉(la)機廠1998年(nian)設(she)立下(xia)崗(gang)(gang)(gang)再(zai)就(jiu)業(ye)(ye)服務中心,按照該廠勞資(zi)科科長(chang)(chang)的(de)說法,下(xia)崗(gang)(gang)(gang)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)進中心的(de)比率達到100%,不僅(jin)基(ji)本生活(huo)費(fei)(fei)(fei)足額(e)發放、社(she)保費(fei)(fei)(fei)用(yong)定期繳(jiao)納,而且(qie)還(huan)為下(xia)崗(gang)(gang)(gang)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)提供培訓。很多下(xia)崗(gang)(gang)(gang)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)已(yi)經(jing)同企業(ye)(ye)有(you)(you)償解(jie)除了關系,但改(gai)制引發的(de)矛盾并沒有(you)(you)結束(shu)。企業(ye)(ye)破(po)產后(hou)經(jing)濟欠(qian)(qian)帳很多,根據陜(shan)西省(sheng)總(zong)工(gong)(gong)會對29戶困難國(guo)(guo)企調(diao)(diao)查顯示,拖(tuo)(tuo)(tuo)欠(qian)(qian)醫(yi)(yi)療(liao)(liao)費(fei)(fei)(fei)問題普遍嚴重,被調(diao)(diao)查企業(ye)(ye)共拖(tuo)(tuo)(tuo)欠(qian)(qian)退休(xiu)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)醫(yi)(yi)療(liao)(liao)費(fei)(fei)(fei)6323萬元,拖(tuo)(tuo)(tuo)欠(qian)(qian)個人(ren)(ren)最(zui)多達十幾(ji)萬元、拖(tuo)(tuo)(tuo)欠(qian)(qian)時(shi)間最(zui)長(chang)(chang)達十幾(ji)年(nian),其中有(you)(you)1/3的(de)企業(ye)(ye)至今仍拖(tuo)(tuo)(tuo)欠(qian)(qian)已(yi)死亡多年(nian)退休(xiu)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)的(de)醫(yi)(yi)療(liao)(liao)費(fei)(fei)(fei)。根據湖(hu)北省(sheng)總(zong)工(gong)(gong)會的(de)調(diao)(diao)查研究,在(zai)調(diao)(diao)查的(de)60家(jia)(jia)改(gai)制企業(ye)(ye)中,有(you)(you)5家(jia)(jia)拖(tuo)(tuo)(tuo)欠(qian)(qian)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)工(gong)(gong)資(zi),11家(jia)(jia)拖(tuo)(tuo)(tuo)欠(qian)(qian)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)集資(zi)款,13家(jia)(jia)拖(tuo)(tuo)(tuo)欠(qian)(qian)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)醫(yi)(yi)療(liao)(liao)費(fei)(fei)(fei),18家(jia)(jia)拖(tuo)(tuo)(tuo)欠(qian)(qian)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)住房公積金。因此國(guo)(guo)企工(gong)(gong)人(ren)(ren)以(yi)要拖(tuo)(tuo)(tuo)欠(qian)(qian)工(gong)(gong)資(zi)、要補償和(he)社(she)保等為目標,以(yi)捍衛國(guo)(guo)有(you)(you)資(zi)產、反(fan)腐敗為形(xing)式(shi)進行斗爭(zheng),階級意(yi)識逐步加強(qiang)。

資本主義(yi)生產(chan)關系發展的現實(shi)教育了(le)傳統(tong)工(gong)(gong)(gong)人(ren),開始重新認識毛(mao)主席(xi)(xi)和社(she)會主義(yi)歷史。在(zai)社(she)會主義(yi)建(jian)設時(shi)(shi)期(qi),工(gong)(gong)(gong)人(ren)是工(gong)(gong)(gong)廠(chang)的主人(ren),有政治地(di)位,有養老(lao)、醫療保障,有工(gong)(gong)(gong)作(zuo)積極性。國企(qi)工(gong)(gong)(gong)人(ren)無法忘記毛(mao)澤東時(shi)(shi)代(dai),因為在(zai)那個時(shi)(shi)候,毛(mao)主席(xi)(xi)、共產(chan)黨是真正(zheng)的依靠工(gong)(gong)(gong)人(ren)的,是為工(gong)(gong)(gong)人(ren)謀福(fu)利(li)的

2.新工人的現狀與要求

實施聯產(chan)承包責(ze)任(ren)制以(yi)后,農(nong)(nong)村鄉鎮企(qi)(qi)業(ye)快速(su)(su)發展,人口快速(su)(su)向非農(nong)(nong)產(chan)業(ye)轉移,年(nian)均(jun)970萬。從1988年(nian)~1991年(nian)治(zhi)理整(zheng)頓時(shi)期(qi),鄉鎮企(qi)(qi)業(ye)普遍停滯,非農(nong)(nong)就業(ye)增(zeng)長(chang)減弱。南巡講(jiang)話以(yi)后,城鎮私(si)營企(qi)(qi)業(ye)進(jin)入快速(su)(su)發展時(shi)期(qi),就業(ye)人數迅速(su)(su)增(zeng)長(chang),離土離鄉的人數每年(nian)增(zeng)加1000萬,形(xing)成民工(gong)潮。據(ju)有關數據(ju),目前我國農(nong)(nong)民工(gong)群體(ti)總數在2~3億,其中(zhong)進(jin)城農(nong)(nong)民工(gong)應有1.4億。農(nong)(nong)民工(gong)已經成為工(gong)人階(jie)級的主體(ti)。

老一(yi)(yi)代農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)(gong)(gong)處于“兩棲”狀(zhuang)態,很多人(ren)(ren)(ren)打(da)算打(da)工(gong)(gong)(gong)(gong)賺一(yi)(yi)筆錢后(hou)(hou)回(hui)農(nong)(nong)(nong)村(cun)做生(sheng)(sheng)意(yi)(yi)。隨著大(da)(da)生(sheng)(sheng)產(chan)對小生(sheng)(sheng)產(chan)的排擠和農(nong)(nong)(nong)村(cun)土地流轉的迅速擴張,新(xin)一(yi)(yi)代農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)(gong)(gong)越(yue)來越(yue)同農(nong)(nong)(nong)業大(da)(da)生(sheng)(sheng)產(chan)相聯系。對于今后(hou)(hou)打(da)算,有(you)超過一(yi)(yi)半的人(ren)(ren)(ren)將(jiang)會繼續在(zai)外面打(da)工(gong)(gong)(gong)(gong),只有(you)17.4%的人(ren)(ren)(ren)選擇回(hui)家鄉。新(xin)一(yi)(yi)代農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)(gong)(gong)已(yi)基本(ben)具(ju)備了(le)無產(chan)階級(ji)的特征,并具(ju)有(you)了(le)一(yi)(yi)定程度的工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)階級(ji)意(yi)(yi)識。據廣東省總工(gong)(gong)(gong)(gong)會的調查(cha),81.5%的農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)(gong)(gong)對自己(ji)的工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)身份(fen)表示認(ren)同,對“自己(ji)在(zai)什么情況下才完全是(shi)一(yi)(yi)個工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)”的問題,70%認(ren)為工(gong)(gong)(gong)(gong)資收入是(shi)進城(cheng)務工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)員衡量自己(ji)職業身份(fen)的首要(yao)條(tiao)件,僅有(you)5.5%選擇“獲得非農(nong)(nong)(nong)業戶(hu)口”,這說明在(zai)農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)(gong)(gong)看(kan)來,戶(hu)口與(yu)他們的職業身份(fen)已(yi)經沒有(you)多大(da)(da)關系了(le)。

大(da)多數(shu)農民(min)工(gong)文(wen)化素質(zhi)偏低,受教(jiao)育年(nian)限不足7年(nian),據有(you)(you)關資料顯示,農村勞動力(li)中(zhong),小學及以(yi)(yi)下文(wen)化程度占(zhan)40.31%,初中(zhong)占(zhan)48.07%,高中(zhong)以(yi)(yi)上僅占(zhan)11.62%,受過專(zhuan)業(ye)技能(neng)培(pei)訓的只(zhi)占(zhan)9.1%。由于沒有(you)(you)專(zhuan)業(ye)技能(neng),他們(men)只(zhi)能(neng)從事最苦、最累、最臟的力(li)氣(qi)活(huo),生活(huo)條件也極其惡(e)劣,大(da)多住在(zai)簡易的民(min)房(fang)、工(gong)棚、甚至是候車室(shi)、地下管道(dao)、橋梁下等的惡(e)劣環境中(zhong)。他們(men)的勞動報(bao)酬低、工(gong)資常被(bei)拖欠、安全和健(jian)康沒有(you)(you)保障。

同(tong)傳(chuan)統工人(ren)不(bu)同(tong),農民工是在(zai)資(zi)本(ben)主(zhu)義環境下(xia)成(cheng)長起來(lai)的(de)雇傭工人(ren),具有資(zi)本(ben)主(zhu)義傳(chuan)統勞(lao)資(zi)關(guan)系(xi)的(de)特征。他們的(de)要求(qiu)一(yi)般集(ji)(ji)中在(zai)增加工資(zi)、改(gai)善勞(lao)動條件等方面。以(yi)集(ji)(ji)體爭議為(wei)例分(fen)析沖(chong)突(tu)的(de)直(zhi)接(jie)原(yuan)因,1996年(nian)(nian)第(di)二(er)季度(du)全國(guo)因拖欠(qian)工資(zi)引起的(de)集(ji)(ji)體上訪和罷工有530多起,第(di)三季度(du)590多起,占42.6%;1999年(nian)(nian)欠(qian)薪成(cheng)為(wei)集(ji)(ji)體爭議的(de)第(di)一(yi)位(wei)原(yuan)因;2002年(nian)(nian)欠(qian)薪更成(cheng)為(wei)全國(guo)范圍內“影響(xiang)社(she)會(hui)穩定的(de)重大問題(ti)”。勞(lao)動和社(she)會(hui)保障部的(de)一(yi)項統計表明,各級(ji)勞(lao)動監(jian)察(cha)部門為(wei)勞(lao)動者(zhe)追回的(de)欠(qian)薪數目逐年(nian)(nian)上漲,從2002年(nian)(nian)的(de)14.5億(yi)元(yuan)開始(shi),“成(cheng)績”越來(lai)越顯著,2003年(nian)(nian)幾乎(hu)翻(fan)番(fan),為(wei)27億(yi)元(yuan);而2005年(nian)(nian)、2006年(nian)(nian)都達到(dao)58億(yi)元(yuan)。這(zhe)一(yi)看漲的(de)成(cheng)績單(dan)背后凝結著勞(lao)動者(zhe)的(de)多少辛酸!

從行(xing)為組織上(shang)看,自(zi)發(fa)性是農民工(gong)(gong)(gong)的(de)重要(yao)特點(dian)。深圳(zhen)某臺(tai)灣鞋業有(you)限公司的(de)管理和保安人(ren)員經常體罰工(gong)(gong)(gong)人(ren)并克扣工(gong)(gong)(gong)資(zi),結果(guo)引發(fa)了3000多名工(gong)(gong)(gong)人(ren)參與的(de)大罷工(gong)(gong)(gong),工(gong)(gong)(gong)人(ren)在廠(chang)內砸玻(bo)璃、燒(shao)垃圾、吶(na)喊示(shi)威,以(yi)示(shi)抗議。大連(lian)某日本獨(du)資(zi)企業,由于工(gong)(gong)(gong)人(ren)工(gong)(gong)(gong)資(zi)水(shui)平過低,工(gong)(gong)(gong)人(ren)多次反(fan)映而資(zi)方不予理睬,于是,爆發(fa)了有(you)6000多人(ren)參加的(de)罷工(gong)(gong)(gong),在堅(jian)持了兩(liang)天半(ban)后,日本總部急令答應工(gong)(gong)(gong)人(ren)的(de)要(yao)求,但大連(lian)市(shi)政府出面干預壓(ya)制工(gong)(gong)(gong)人(ren)的(de)要(yao)求。

隨著國(guo)際資本(ben)主(zhu)義(yi)矛盾(dun)的(de)(de)發展(zhan),沿海勞(lao)(lao)(lao)(lao)動(dong)密集(ji)型(xing)企業(ye)所賴(lai)以(yi)(yi)生(sheng)(sheng)存(cun)的(de)(de)條(tiao)件逐(zhu)步失去,生(sheng)(sheng)產(chan)成本(ben)大(da)幅上(shang)升(sheng)。2008年(nian)《勞(lao)(lao)(lao)(lao)動(dong)合(he)(he)(he)同(tong)(tong)(tong)(tong)(tong)(tong)法(fa)(fa)》的(de)(de)施(shi)行(xing)推動(dong)了(le)階級矛盾(dun)的(de)(de)發展(zhan)。《勞(lao)(lao)(lao)(lao)動(dong)合(he)(he)(he)同(tong)(tong)(tong)(tong)(tong)(tong)法(fa)(fa)》規(gui)(gui)定(ding)(ding):“勞(lao)(lao)(lao)(lao)動(dong)者在該用人(ren)單位(wei)(wei)連續(xu)工(gong)作(zuo)滿十年(nian)”或“連續(xu)訂(ding)立二次固(gu)定(ding)(ding)期限勞(lao)(lao)(lao)(lao)動(dong)合(he)(he)(he)同(tong)(tong)(tong)(tong)(tong)(tong)”,用人(ren)單位(wei)(wei)與勞(lao)(lao)(lao)(lao)動(dong)者應(ying)訂(ding)立無固(gu)定(ding)(ding)期限勞(lao)(lao)(lao)(lao)動(dong)合(he)(he)(he)同(tong)(tong)(tong)(tong)(tong)(tong)。這一(yi)規(gui)(gui)定(ding)(ding)引發了(le)資產(chan)階級的(de)(de)恐慌,很多(duo)資本(ben)家(jia)搶先辭(ci)工(gong),試圖以(yi)(yi)轉(zhuan)為(wei)勞(lao)(lao)(lao)(lao)務工(gong)的(de)(de)方式(shi)規(gui)(gui)避《勞(lao)(lao)(lao)(lao)動(dong)合(he)(he)(he)同(tong)(tong)(tong)(tong)(tong)(tong)法(fa)(fa)》的(de)(de)制約,由此(ci)引發了(le)集(ji)體爭議大(da)幅增長(chang)。工(gong)人(ren)認(ren)為(wei)可以(yi)(yi)解除勞(lao)(lao)(lao)(lao)動(dong)合(he)(he)(he)同(tong)(tong)(tong)(tong)(tong)(tong),但必須按照新法(fa)(fa)償(chang)還加班費(fei)和勞(lao)(lao)(lao)(lao)動(dong)補償(chang)金,平均每人(ren)追討的(de)(de)規(gui)(gui)模在幾萬(wan)元左右。

3.大學生無產者化

恩格(ge)斯(si)在(zai)《共產(chan)(chan)(chan)黨(dang)宣(xuan)言》1888年英(ying)文版(ban)上(shang)加了(le)(le)一(yi)個(ge)注:“無產(chan)(chan)(chan)階(jie)(jie)級(ji)(ji)是指(zhi)(zhi)沒有(you)自(zi)己(ji)的(de)(de)(de)(de)(de)(de)生產(chan)(chan)(chan)資(zi)(zi)料(liao)、因而不(bu)(bu)(bu)得(de)不(bu)(bu)(bu)靠(kao)出(chu)(chu)賣勞(lao)(lao)動(dong)(dong)力(li)來(lai)(lai)維(wei)持生活的(de)(de)(de)(de)(de)(de)現代雇(gu)(gu)(gu)傭(yong)(yong)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)階(jie)(jie)級(ji)(ji)。”即無產(chan)(chan)(chan)階(jie)(jie)級(ji)(ji)是指(zhi)(zhi)不(bu)(bu)(bu)占有(you)生產(chan)(chan)(chan)資(zi)(zi)料(liao),在(zai)雇(gu)(gu)(gu)傭(yong)(yong)勞(lao)(lao)動(dong)(dong)關系依靠(kao)工(gong)(gong)(gong)(gong)資(zi)(zi)收入而獲得(de)生活資(zi)(zi)料(liao)的(de)(de)(de)(de)(de)(de)勞(lao)(lao)動(dong)(dong)者(zhe)(zhe)(zhe)構成(cheng)的(de)(de)(de)(de)(de)(de)社(she)會(hui)集團(tuan)。隨(sui)著生產(chan)(chan)(chan)社(she)會(hui)化和(he)(he)勞(lao)(lao)動(dong)(dong)協作的(de)(de)(de)(de)(de)(de)發(fa)(fa)展,生產(chan)(chan)(chan)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)的(de)(de)(de)(de)(de)(de)概念必(bi)然擴大。生產(chan)(chan)(chan)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)指(zhi)(zhi)生產(chan)(chan)(chan)剩(sheng)余價(jia)值、服(fu)務于(yu)資(zi)(zi)本增(zeng)殖的(de)(de)(de)(de)(de)(de)雇(gu)(gu)(gu)傭(yong)(yong)勞(lao)(lao)動(dong)(dong)力(li),生產(chan)(chan)(chan)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)不(bu)(bu)(bu)一(yi)定(ding)創(chuang)造價(jia)值,但(dan)必(bi)須能為資(zi)(zi)本家帶來(lai)(lai)剩(sheng)余價(jia)值。中(zhong)關村從(cong)(cong)事(shi)編程和(he)(he)軟件開發(fa)(fa)的(de)(de)(de)(de)(de)(de)人(ren)(ren)(ren)員最為典(dian)型,他(ta)們(men)直接稱呼自(zi)己(ji)為“IT民工(gong)(gong)(gong)(gong)”,也(ye)很形(xing)象的(de)(de)(de)(de)(de)(de)說明了(le)(le)自(zi)身雇(gu)(gu)(gu)傭(yong)(yong)勞(lao)(lao)動(dong)(dong)的(de)(de)(de)(de)(de)(de)特征。隨(sui)著腦(nao)力(li)勞(lao)(lao)動(dong)(dong)者(zhe)(zhe)(zhe)人(ren)(ren)(ren)數的(de)(de)(de)(de)(de)(de)不(bu)(bu)(bu)斷(duan)增(zeng)加,馬克(ke)思(si)在(zai)19世紀后(hou)(hou)半期先后(hou)(hou)提出(chu)(chu)了(le)(le)“腦(nao)力(li)無產(chan)(chan)(chan)階(jie)(jie)級(ji)(ji)”和(he)(he)“總體工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)”的(de)(de)(de)(de)(de)(de)概念:“隨(sui)著勞(lao)(lao)動(dong)(dong)過程本身的(de)(de)(de)(de)(de)(de)協作性質的(de)(de)(de)(de)(de)(de)發(fa)(fa)展,生產(chan)(chan)(chan)勞(lao)(lao)動(dong)(dong)和(he)(he)它的(de)(de)(de)(de)(de)(de)承擔(dan)者(zhe)(zhe)(zhe)即生產(chan)(chan)(chan)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)的(de)(de)(de)(de)(de)(de)概念也(ye)就(jiu)必(bi)然擴大。為了(le)(le)從(cong)(cong)事(shi)生產(chan)(chan)(chan)勞(lao)(lao)動(dong)(dong),現在(zai)不(bu)(bu)(bu)一(yi)定(ding)要親自(zi)動(dong)(dong)手(shou);只要成(cheng)為總體工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)的(de)(de)(de)(de)(de)(de)一(yi)個(ge)器(qi)官,完成(cheng)它所(suo)屬的(de)(de)(de)(de)(de)(de)某一(yi)種職能就(jiu)夠(gou)了(le)(le)。”恩格(ge)斯(si)指(zhi)(zhi)出(chu)(chu):“希望你們(men)的(de)(de)(de)(de)(de)(de)努力(li)將使大學生們(men)愈益意識到(dao),正是從(cong)(cong)他(ta)們(men)的(de)(de)(de)(de)(de)(de)行(xing)列中(zhong)產(chan)(chan)(chan)生出(chu)(chu)這(zhe)樣一(yi)種腦(nao)力(li)勞(lao)(lao)動(dong)(dong)無產(chan)(chan)(chan)階(jie)(jie)級(ji)(ji),他(ta)們(men)負(fu)有(you)使命(ming)(ming)同(tong)自(zi)己(ji)從(cong)(cong)事(shi)體力(li)勞(lao)(lao)動(dong)(dong)的(de)(de)(de)(de)(de)(de)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)兄弟在(zai)一(yi)個(ge)隊伍里肩并(bing)肩地(di)在(zai)即將來(lai)(lai)臨的(de)(de)(de)(de)(de)(de)革(ge)命(ming)(ming)中(zhong)發(fa)(fa)揮巨大作用。”列寧也(ye)曾(ceng)提出(chu)(chu)過“工(gong)(gong)(gong)(gong)程師無產(chan)(chan)(chan)階(jie)(jie)級(ji)(ji)”的(de)(de)(de)(de)(de)(de)概念。這(zhe)些新概念將腦(nao)力(li)雇(gu)(gu)(gu)傭(yong)(yong)勞(lao)(lao)動(dong)(dong)者(zhe)(zhe)(zhe)與(yu)體力(li)雇(gu)(gu)(gu)傭(yong)(yong)勞(lao)(lao)動(dong)(dong)者(zhe)(zhe)(zhe)一(yi)起劃入了(le)(le)“總體工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)”或“生產(chan)(chan)(chan)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)”的(de)(de)(de)(de)(de)(de)范疇,反映(ying)了(le)(le)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)階(jie)(jie)級(ji)(ji)發(fa)(fa)展的(de)(de)(de)(de)(de)(de)歷史。

中國(guo)的(de)資本主(zhu)要(yao)依附于國(guo)外(wai)壟斷資本,并(bing)不(bu)需要(yao)大(da)(da)量的(de)技(ji)術研究(jiu)人(ren)員(yuan)。同時(shi)中國(guo)的(de)資本利潤微薄,也(ye)無法(fa)供養數量龐大(da)(da)的(de)知識(shi)(shi)分(fen)子(zi)群體(ti)。因此(ci),教育的(de)“資本”化“生(sheng)(sheng)產”出規模龐大(da)(da)的(de)大(da)(da)學(xue)(xue)生(sheng)(sheng)群體(ti),巨大(da)(da)的(de)就業(ye)壓力(li)使得(de)腦力(li)雇傭(yong)勞(lao)動(dong)者(zhe)(zhe)同體(ti)力(li)雇傭(yong)勞(lao)動(dong)者(zhe)(zhe)越來越趨(qu)同。根(gen)據(ju)教育部的(de)公報,2007年(nian)(nian)入(ru)學(xue)(xue)大(da)(da)學(xue)(xue)生(sheng)(sheng)567萬,當年(nian)(nian)應屆畢(bi)業(ye)生(sheng)(sheng)495萬;根(gen)據(ju)2006年(nian)(nian)人(ren)事部調查(cha)數據(ju),6成大(da)(da)學(xue)(xue)生(sheng)(sheng)畢(bi)業(ye)即(ji)失業(ye)。根(gen)據(ju)勞(lao)動(dong)和社會(hui)(hui)(hui)保障(zhang)部的(de)一(yi)項抽樣調查(cha)結果,農民(min)工(gong)對月平均工(gong)資的(de)預(yu)期為1100元(yuan),而應屆大(da)(da)學(xue)(xue)本科(ke)畢(bi)業(ye)生(sheng)(sheng)的(de)預(yu)期已降至1000元(yuan)左右,且呈不(bu)斷下降趨(qu)勢。廣州勞(lao)動(dong)社會(hui)(hui)(hui)保障(zhang)部門的(de)官員(yuan)甚至認為“大(da)(da)學(xue)(xue)生(sheng)(sheng)不(bu)如農民(min)工(gong)有競爭力(li)”,浙(zhe)江記者(zhe)(zhe)經(jing)過調查(cha)發現,很(hen)多(duo)(duo)大(da)(da)學(xue)(xue)生(sheng)(sheng)爭著去餐(can)廳做服務人(ren)員(yuan),“跟農民(min)工(gong)搶飯(fan)碗”。因此(ci),準(zhun)確地說,當代知識(shi)(shi)分(fen)子(zi)主(zhu)體(ti)是工(gong)人(ren)階級的(de)一(yi)部分(fen),盡管很(hen)多(duo)(duo)知識(shi)(shi)分(fen)子(zi)并(bing)不(bu)會(hui)(hui)(hui)主(zhu)動(dong)認同這一(yi)點。

21世紀初,我(wo)國腦(nao)力無產階級(ji)約有6000~7000萬(wan)(wan)。包(bao)括:機關辦事人(ren)員1000萬(wan)(wan),平(ping)均勞動報(bao)酬17644元;專業(ye)(ye)技(ji)術人(ren)員3533萬(wan)(wan),其中事業(ye)(ye)單(dan)位2613萬(wan)(wan),平(ping)均勞動報(bao)酬16458元;企(qi)業(ye)(ye)辦事人(ren)員2080萬(wan)(wan)。

4.勞資矛盾的解決途徑

2006年10月,十(shi)六屆六中(zhong)全(quan)會通過《中(zhong)共中(zhong)央關于構建社(she)會主義(yi)和(he)(he)(he)諧社(she)會若干(gan)重大(da)問(wen)題的決定》,明確提(ti)出(chu)“發(fa)展和(he)(he)(he)諧勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)關系”。針(zhen)對勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)合(he)同(tong)簽(qian)訂率低(di)、勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)條件惡劣(lie)、拖欠和(he)(he)(he)克扣職(zhi)工(gong)(gong)工(gong)(gong)資嚴重、群體(ti)性事(shi)件經常發(fa)生(sheng)等(deng)問(wen)題,《決定》提(ti)出(chu)要完善(shan)勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)關系協(xie)調(diao)(diao)機制(zhi),進一步加(jia)(jia)強政府(fu)、工(gong)(gong)會、企(qi)業(ye)協(xie)調(diao)(diao)勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)關系三方(fang)機制(zhi)建設(she);全(quan)面(mian)實(shi)行(xing)勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)合(he)同(tong)制(zhi)度(du)和(he)(he)(he)集體(ti)協(xie)商制(zhi)度(du),確保(bao)(bao)(bao)工(gong)(gong)資按時(shi)足(zu)額發(fa)放;從建立健(jian)全(quan)國家勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)標準制(zhi)度(du)入手,針(zhen)對安全(quan)生(sheng)產、職(zhi)業(ye)衛生(sheng)、勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)保(bao)(bao)(bao)護(hu)等(deng)方(fang)面(mian)的問(wen)題,要督促各(ge)類企(qi)業(ye)嚴格執行(xing)國家勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)標準,加(jia)(jia)強勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)保(bao)(bao)(bao)護(hu);要健(jian)全(quan)勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)保(bao)(bao)(bao)障監察(cha)體(ti)制(zhi)和(he)(he)(he)勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)爭議調(diao)(diao)處仲裁機制(zhi),通過監察(cha)執法督促企(qi)業(ye)依(yi)法與勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)者簽(qian)訂勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)合(he)同(tong),整頓規范勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)力市(shi)場(chang)秩序,幫助(zhu)勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)者特別(bie)是(shi)農民工(gong)(gong)追(zhui)回被拖欠的工(gong)(gong)資,積極(ji)維護(hu)勞(lao)(lao)動(dong)(dong)(dong)(dong)(dong)(dong)(dong)者的合(he)法權益(yi)。十(shi)七大(da)繼續提(ti)出(chu)了“學有所教、勞(lao)(lao)有所得、病(bing)有所醫、老(lao)有所養、住有所居”的和(he)(he)(he)諧社(she)會建設(she)目標。

“發(fa)展(zhan)和諧(xie)勞動關系”主(zhu)要有(you)三條:第一,不(bu)(bu)拖欠(qian)工(gong)資;第二,建立社(she)會(hui)保(bao)障制(zhi)度;第三,如(ru)果(guo)前(qian)(qian)兩條不(bu)(bu)能(neng)(neng)實現,則通過三方協商機(ji)制(zhi)解決爭端(duan)。從官(guan)方理解中(zhong)看,社(she)會(hui)和諧(xie)發(fa)展(zhan)的(de)(de)(de)基礎是政府財(cai)政和資本家(jia)能(neng)(neng)拿出錢來,保(bao)障勞動者(zhe)能(neng)(neng)拿到一點“體(ti)面”工(gong)資。這對(dui)國(guo)際和國(guo)內環境(jing)提(ti)出了明確的(de)(de)(de)要求,即(ji)以(yi)美國(guo)為核(he)心(xin)的(de)(de)(de)資本主(zhu)義生產(chan)(chan)方式長期繁榮(rong)(rong)下去(qu),以(yi)保(bao)證兩頭在(zai)(zai)外(wai)的(de)(de)(de)中(zhong)國(guo)經濟持續增長。只有(you)目(mu)光短(duan)淺(qian)的(de)(de)(de)資產(chan)(chan)階(jie)級(ji)學(xue)者(zhe),才(cai)會(hui)將(jiang)眼前(qian)(qian)的(de)(de)(de)繁榮(rong)(rong)當作亙(gen)古不(bu)(bu)變的(de)(de)(de)教條,忘(wang)記高懸(xuan)在(zai)(zai)和諧(xie)社(she)會(hui)上方的(de)(de)(de)達摩克(ke)利(li)斯(si)之劍(jian)——“新(xin)的(de)(de)(de)革命,只有(you)在(zai)(zai)新(xin)的(de)(de)(de)危機(ji)之后才(cai)可(ke)能(neng)(neng)發(fa)生。但(dan)它正(zheng)如(ru)新(xin)的(de)(de)(de)危機(ji)一樣肯定會(hui)來臨。”

首先,資產(chan)階(jie)級同傳統工(gong)(gong)(gong)(gong)人(ren)(ren)和諧不(bu)了(le)。即便不(bu)提老(lao)工(gong)(gong)(gong)(gong)人(ren)(ren)對(dui)(dui)社(she)會(hui)主義的(de)(de)(de)(de)記憶,單從官方要求的(de)(de)(de)(de)銜接社(she)會(hui)保(bao)(bao)障角度,距(ju)離完全轉軌也(ye)仍(reng)有很(hen)大(da)差距(ju)。2003~2004年(nian)的(de)(de)(de)(de)一項(xiang)調(diao)查(cha)表(biao)明(ming),國企(qi)下(xia)(xia)(xia)崗(gang)(gang)(gang)職(zhi)工(gong)(gong)(gong)(gong)有41.6%同原單位買斷(duan)勞動關系,而集體企(qi)業下(xia)(xia)(xia)崗(gang)(gang)(gang)職(zhi)工(gong)(gong)(gong)(gong)只有18.5%買斷(duan)了(le)關系。在(zai)(zai)(zai)已經買斷(duan)的(de)(de)(de)(de)人(ren)(ren)當(dang)中(zhong)(zhong),55.6%繳(jiao)(jiao)納(na)了(le)基(ji)本(ben)養(yang)(yang)老(lao)保(bao)(bao)險(xian)(xian)(xian),在(zai)(zai)(zai)沒有買斷(duan)的(de)(de)(de)(de)人(ren)(ren)當(dang)中(zhong)(zhong),只有24.4%繳(jiao)(jiao)納(na)了(le)基(ji)本(ben)養(yang)(yang)老(lao)保(bao)(bao)險(xian)(xian)(xian)。沈(shen)(shen)陽(yang)市(shi)基(ji)本(ben)養(yang)(yang)老(lao)保(bao)(bao)險(xian)(xian)(xian)按(an)(an)照18%的(de)(de)(de)(de)比例(li)繳(jiao)(jiao)納(na),2004年(nian)沈(shen)(shen)陽(yang)市(shi)月平均工(gong)(gong)(gong)(gong)資969元,下(xia)(xia)(xia)崗(gang)(gang)(gang)職(zhi)工(gong)(gong)(gong)(gong)繳(jiao)(jiao)費1766元,醫(yi)保(bao)(bao)按(an)(an)10%繳(jiao)(jiao)納(na),年(nian)繳(jiao)(jiao)費1163元,兩項(xiang)合(he)計近(jin)三(san)千元,在(zai)(zai)(zai)夫(fu)妻雙下(xia)(xia)(xia)崗(gang)(gang)(gang)的(de)(de)(de)(de)情況(kuang)下(xia)(xia)(xia),這(zhe)個數(shu)字還要翻倍。然(ran)而下(xia)(xia)(xia)崗(gang)(gang)(gang)職(zhi)工(gong)(gong)(gong)(gong)收(shou)入遠低于平均水平,沈(shen)(shen)陽(yang)市(shi)下(xia)(xia)(xia)崗(gang)(gang)(gang)失業人(ren)(ren)員(yuan)(yuan)有50%的(de)(de)(de)(de)人(ren)(ren)再就業后月收(shou)入在(zai)(zai)(zai)400元以下(xia)(xia)(xia),很(hen)難承擔得起養(yang)(yang)老(lao)和醫(yi)保(bao)(bao)的(de)(de)(de)(de)費用,在(zai)(zai)(zai)30歲以下(xia)(xia)(xia)的(de)(de)(de)(de)下(xia)(xia)(xia)崗(gang)(gang)(gang)失業人(ren)(ren)員(yuan)(yuan)中(zhong)(zhong),有80.8%沒有繳(jiao)(jiao)納(na)養(yang)(yang)老(lao)保(bao)(bao)險(xian)(xian)(xian),30-40歲之間有72%沒有繳(jiao)(jiao)納(na),40-50歲之間62.7%未繳(jiao)(jiao)。根(gen)據2006年(nian)底(di)山西大(da)同市(shi)總工(gong)(gong)(gong)(gong)會(hui)對(dui)(dui)所轄6縣區小型(xing)困難企(qi)業的(de)(de)(de)(de)調(diao)查(cha),參(can)加基(ji)本(ben)醫(yi)療保(bao)(bao)險(xian)(xian)(xian)的(de)(de)(de)(de)職(zhi)工(gong)(gong)(gong)(gong)占(zhan)在(zai)(zai)(zai)冊人(ren)(ren)數(shu)的(de)(de)(de)(de)36%,參(can)加大(da)額醫(yi)療費用(大(da)病)補助的(de)(de)(de)(de)職(zhi)工(gong)(gong)(gong)(gong)人(ren)(ren)數(shu)僅(jin)占(zhan)在(zai)(zai)(zai)冊人(ren)(ren)數(shu)的(de)(de)(de)(de)12%。總體上,下(xia)(xia)(xia)崗(gang)(gang)(gang)失業人(ren)(ren)員(yuan)(yuan)中(zhong)(zhong),繳(jiao)(jiao)納(na)養(yang)(yang)老(lao)保(bao)(bao)險(xian)(xian)(xian)和醫(yi)療保(bao)(bao)險(xian)(xian)(xian)的(de)(de)(de)(de)比例(li)分別(bie)為35.5%和5.4%。大(da)部分人(ren)(ren)為無(wu)法(fa)參(can)保(bao)(bao)而憂(you)慮(lv)。

和諧(xie)勞資關(guan)(guan)系要求建立三(san)方(fang)協商(shang)機(ji)制(zhi),但一輪又一輪“攻堅”所引發(fa)的(de)矛盾(dun)不在(zai)協商(shang)范圍(wei)內。《最高人(ren)(ren)(ren)民法(fa)院關(guan)(guan)于審理與企業(ye)改制(zhi)相關(guan)(guan)的(de)民事糾紛(fen)案件若干問題的(de)規定(ding)》第三(san)條(tiao)規定(ding):“政府(fu)(fu)主管部門(men)在(zai)對企業(ye)國有資產進行(xing)行(xing)政調整、劃(hua)轉(zhuan)過(guo)程中(zhong)發(fa)生的(de)糾紛(fen),當事人(ren)(ren)(ren)向人(ren)(ren)(ren)民法(fa)院提起民事訴訟的(de),人(ren)(ren)(ren)民法(fa)院不予受理。”也就是(shi)說,只(zhi)要是(shi)中(zhong)央或地方(fang)政府(fu)(fu)部門(men)批準的(de)“買斷(duan)”或其他改制(zhi)糾紛(fen),事實(shi)上就投訴無門(men)。

其次,新(xin)(xin)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)同資(zi)本(ben)(ben)家們越來(lai)越難于(yu)和(he)諧(xie)。伴(ban)隨著新(xin)(xin)一(yi)代產業工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)的(de)(de)成長(chang),一(yi)個(ge)問題越來(lai)越緊迫的(de)(de)提出(chu)來(lai):前(qian)途在(zai)哪(na)里,未來(lai)怎(zen)么辦?新(xin)(xin)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)無(wu)(wu)法回(hui)到(dao)(dao)農村,成渝土地流轉經驗在(zai)中西部迅速推廣,甚至將大量老(lao)(lao)(lao)一(yi)代農民工(gong)(gong)(gong)(gong)(gong)(gong)回(hui)鄉(xiang)養(yang)(yang)(yang)老(lao)(lao)(lao)的(de)(de)夢想阻斷。從(cong)階級意識上(shang)講,新(xin)(xin)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)盼望融入城市,最有(you)可能真誠的(de)(de)追求“學有(you)所(suo)(suo)教、勞有(you)所(suo)(suo)得、病有(you)所(suo)(suo)醫(yi)、老(lao)(lao)(lao)有(you)所(suo)(suo)養(yang)(yang)(yang)、住有(you)所(suo)(suo)居”的(de)(de)目標。但農民工(gong)(gong)(gong)(gong)(gong)(gong)卻很少繳納社(she)保(bao),每次辭工(gong)(gong)(gong)(gong)(gong)(gong)都要到(dao)(dao)勞動部門退(tui)保(bao)。以養(yang)(yang)(yang)老(lao)(lao)(lao)保(bao)險為例,勞動和(he)社(she)會保(bao)障部規定享受基本(ben)(ben)養(yang)(yang)(yang)老(lao)(lao)(lao)金條件一(yi)是(shi)達到(dao)(dao)退(tui)休年齡,二是(shi)累計繳費年限(xian)滿15年。各地城市則制定了對新(xin)(xin)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)更具(ju)歧視性色彩的(de)(de)規定,以深(shen)圳為例,“退(tui)休年齡的(de)(de)前(qian)5年,在(zai)本(ben)(ben)市連續繳費”、非深(shen)圳戶籍員工(gong)(gong)(gong)(gong)(gong)(gong)流動前(qian)的(de)(de)連續工(gong)(gong)(gong)(gong)(gong)(gong)齡不視為繳費年限(xian),也就是(shi)說56-60歲的(de)(de)外來(lai)男工(gong)(gong)(gong)(gong)(gong)(gong)必(bi)須穩定的(de)(de)在(zai)一(yi)個(ge)工(gong)(gong)(gong)(gong)(gong)(gong)廠里工(gong)(gong)(gong)(gong)(gong)(gong)作至退(tui)休,對于(yu)流動異常(chang)頻繁的(de)(de)新(xin)(xin)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)而言,根本(ben)(ben)無(wu)(wu)法想象。因(yin)此在(zai)打工(gong)(gong)(gong)(gong)(gong)(gong)者看(kan)來(lai),“這錢(qian)(qian)等于(yu)是(shi)白花”,“還(huan)不如(ru)把錢(qian)(qian)退(tui)回(hui)到(dao)(dao)手里踏實(shi)。”新(xin)(xin)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)連養(yang)(yang)(yang)老(lao)(lao)(lao)、醫(yi)療保(bao)障都沒有(you),如(ru)何能實(shi)現和(he)諧(xie)社(she)會的(de)(de)五大目標呢(ni)?

再次,腦(nao)力(li)無產(chan)階(jie)(jie)(jie)級生存(cun)環境(jing)越(yue)來越(yue)惡劣。按照(zhao)官(guan)方的(de)(de)(de)(de)界(jie)定(ding),應(ying)聘于外企、三資(zi)企業(ye)(ye)(ye)的(de)(de)(de)(de)各(ge)級、各(ge)類“白領”和專業(ye)(ye)(ye)技術人才本應(ying)是(shi)(shi)中(zhong)產(chan)階(jie)(jie)(jie)級的(de)(de)(de)(de)重(zhong)要來源,是(shi)(shi)“橄欖(lan)型”社會的(de)(de)(de)(de)重(zhong)要支柱,是(shi)(shi)有效緩(huan)沖富有階(jie)(jie)(jie)層(ceng)和赤貧階(jie)(jie)(jie)層(ceng)矛盾沖突的(de)(de)(de)(de)中(zhong)堅力(li)量(liang)(liang)。但腦(nao)力(li)無產(chan)者(zhe)要求在城市(shi)安(an)家落戶,同“新(xin)三座大山”之間(jian)矛盾更為突出。單是(shi)(shi)房地產(chan)商,就可以將大部分(fen)腦(nao)力(li)勞動者(zhe)的(de)(de)(de)(de)工資(zi)收入洗劫一空。更何況越(yue)來越(yue)多(duo)的(de)(de)(de)(de)大學生會墜(zhui)入無產(chan)者(zhe)隊伍,正如《共產(chan)黨宣言》中(zhong)所指出的(de)(de)(de)(de):“工業(ye)(ye)(ye)的(de)(de)(de)(de)進步把統治階(jie)(jie)(jie)級的(de)(de)(de)(de)整批成員拋(pao)到(dao)無產(chan)階(jie)(jie)(jie)級隊伍里去(qu),或者(zhe)至少也使他們的(de)(de)(de)(de)生活條件受到(dao)威脅。他們也給無產(chan)階(jie)(jie)(jie)級帶來了大量(liang)(liang)的(de)(de)(de)(de)教育(yu)因素。”

此外,在(zai)(zai)土(tu)地(di)、資(zi)(zi)源等(deng)各種(zhong)(zhong)生產(chan)力(li)要素上漲的(de)(de)(de)(de)(de)條件下,依靠(kao)剝(bo)奪廉價勞(lao)動(dong)(dong)力(li)為生的(de)(de)(de)(de)(de)中小資(zi)(zi)本生存日(ri)益艱難,紛紛向(xiang)內地(di)轉移。之所(suo)以(yi)(yi)老(lao)工(gong)(gong)人(ren)(ren)在(zai)(zai)工(gong)(gong)廠保(bao)衛戰中節(jie)節(jie)敗(bai)退,秘(mi)密在(zai)(zai)于(yu)農民工(gong)(gong)與(yu)國企工(gong)(gong)人(ren)(ren)之間的(de)(de)(de)(de)(de)差異和(he)對立。而(er)(er)資(zi)(zi)本力(li)量的(de)(de)(de)(de)(de)壯大也必然使賴以(yi)(yi)戰勝(sheng)傳統(tong)工(gong)(gong)人(ren)(ren)的(de)(de)(de)(de)(de)手(shou)段走向(xiang)反面,老(lao)工(gong)(gong)人(ren)(ren)與(yu)新工(gong)(gong)人(ren)(ren)一樣(yang)一無(wu)所(suo)有(you)(you),“機器(qi)使勞(lao)動(dong)(dong)的(de)(de)(de)(de)(de)差別越(yue)來(lai)越(yue)小,使工(gong)(gong)資(zi)(zi)幾乎到處都(dou)降(jiang)到同樣(yang)低的(de)(de)(de)(de)(de)水平,因而(er)(er)無(wu)產(chan)階(jie)級(ji)(ji)內部(bu)的(de)(de)(de)(de)(de)利(li)益、生活狀況也越(yue)來(lai)越(yue)趨(qu)于(yu)一致(zhi)。”新工(gong)(gong)人(ren)(ren)和(he)老(lao)工(gong)(gong)人(ren)(ren)將從分裂逐步走向(xiang)融合(he),正如(ru)《宣言》中所(suo)講:“隨著(zhu)工(gong)(gong)業的(de)(de)(de)(de)(de)發展(zhan),無(wu)產(chan)階(jie)級(ji)(ji)不僅(jin)人(ren)(ren)數增加了(le),而(er)(er)且它結合(he)成更大的(de)(de)(de)(de)(de)集體,它的(de)(de)(de)(de)(de)力(li)量日(ri)益增長,它越(yue)來(lai)越(yue)感覺(jue)到自己的(de)(de)(de)(de)(de)力(li)量。”在(zai)(zai)這(zhe)一過程中,“工(gong)(gong)人(ren)(ren)有(you)(you)時(shi)也得(de)到勝(sheng)利(li),但這(zhe)種(zhong)(zhong)勝(sheng)利(li)只是暫時(shi)的(de)(de)(de)(de)(de)。他(ta)們(men)斗爭的(de)(de)(de)(de)(de)真正成果并不是直接取(qu)得(de)的(de)(de)(de)(de)(de)成功,而(er)(er)是工(gong)(gong)人(ren)(ren)的(de)(de)(de)(de)(de)越(yue)來(lai)越(yue)擴大的(de)(de)(de)(de)(de)聯合(he)。”資(zi)(zi)本主義生產(chan)的(de)(de)(de)(de)(de)是“它自身的(de)(de)(de)(de)(de)掘(jue)墓人(ren)(ren)”,“資(zi)(zi)產(chan)階(jie)級(ji)(ji)的(de)(de)(de)(de)(de)滅亡和(he)無(wu)產(chan)階(jie)級(ji)(ji)的(de)(de)(de)(de)(de)勝(sheng)利(li)是同樣(yang)不可避免的(de)(de)(de)(de)(de)”。
