為全(quan)面貫徹(che)落實《義(yi)(yi)務(wu)教(jiao)育(yu)法(fa)》,保(bao)障適齡兒童少年(nian)受教(jiao)育(yu)權益,維護教(jiao)育(yu)公平,促(cu)進義(yi)(yi)務(wu)教(jiao)育(yu)均衡發展,規范學校招生行為,福州市教(jiao)育(yu)局發布了(le)關(guan)于做好2021年(nian)義(yi)(yi)務(wu)教(jiao)育(yu)招生工作的通(tong)知,明確了(le)福州入學政(zheng)策(ce)規定。
各縣(xian)(市(shi))區(qu)教(jiao)育(yu)局、高新區(qu)教(jiao)育(yu)和衛生健(jian)康局,省、市(shi)屬各義務教(jiao)育(yu)學(xue)校:
為認真(zhen)貫徹落實(shi)《義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)法》,中共中央、國務(wu)(wu)院(yuan)《關于深化(hua)教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)改(gai)革(ge)全面提高義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)質量的意見》和省(sheng)委(wei)辦(ban)公廳、省(sheng)政府辦(ban)公廳《關于深化(hua)教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)改(gai)革(ge)全面提高義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)質量的若干措(cuo)施》,保障適(shi)齡兒童少年受教(jiao)(jiao)(jiao)育(yu)權益,維護教(jiao)(jiao)(jiao)育(yu)公平,促進義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)均衡發展,規范學(xue)(xue)(xue)校招(zhao)生(sheng)(sheng)行為,根據教(jiao)(jiao)(jiao)育(yu)部(bu)義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)校招(zhao)生(sheng)(sheng)有關文(wen)件精神(shen),按照省(sheng)教(jiao)(jiao)(jiao)育(yu)廳《關于做(zuo)好2021年普通(tong)中小學(xue)(xue)(xue)招(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)工作的通(tong)知(zhi)》(閩(min)教(jiao)(jiao)(jiao)基〔2021〕14號)要求,現就我市2021年義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)招(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)工作有關事項(xiang)通(tong)知(zhi)如(ru)下:
一、招生原則
1.堅持以“縣”為主[縣指縣(市)區,下同]。義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo)實行(xing)“市(shi)(shi)級(ji)(ji)統(tong)籌(chou),以(yi)縣(xian)為主(zhu)(zhu)”的(de)(de)管(guan)理機(ji)制。各(ge)(ge)縣(xian)(市(shi)(shi))區(qu)(qu)(qu)(qu)教(jiao)(jiao)育(yu)行(xing)政(zheng)主(zhu)(zhu)管(guan)部(bu)門(men)(men)負(fu)責轄區(qu)(qu)(qu)(qu)內義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校免試(shi)就(jiu)近入(ru)(ru)學(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo)的(de)(de)學(xue)(xue)(xue)(xue)區(qu)(qu)(qu)(qu)劃(hua)分、組織實施、信息(xi)公開(kai)、學(xue)(xue)(xue)(xue)籍管(guan)理、督(du)查落實和訴求(qiu)回復(fu)等(deng)。各(ge)(ge)縣(xian)(市(shi)(shi))區(qu)(qu)(qu)(qu)教(jiao)(jiao)育(yu)行(xing)政(zheng)主(zhu)(zhu)管(guan)部(bu)門(men)(men)要充分認識(shi)義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo)的(de)(de)重要性(xing),在(zai)同級(ji)(ji)黨委、政(zheng)府的(de)(de)領(ling)導(dao)(dao)下落實主(zhu)(zhu)體責任(ren),嚴格按(an)照《義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)法》、《未(wei)成年人保護法》等(deng)法律規(gui)定,切(qie)實保障適齡(ling)兒童(tong)少年接受(shou)義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)的(de)(de)權利。要建立縣(xian)(市(shi)(shi))區(qu)(qu)(qu)(qu)政(zheng)府主(zhu)(zhu)要領(ling)導(dao)(dao)負(fu)總責,分管(guan)領(ling)導(dao)(dao)具(ju)體牽(qian)頭,縣(xian)(市(shi)(shi))區(qu)(qu)(qu)(qu)教(jiao)(jiao)育(yu)行(xing)政(zheng)主(zhu)(zhu)管(guan)部(bu)門(men)(men)具(ju)體負(fu)責,協調配合、科(ke)學(xue)(xue)(xue)(xue)高效的(de)(de)管(guan)理工(gong)作(zuo)(zuo)機(ji)制,要根據上級(ji)(ji)有關招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)(zuo)要求(qiu),統(tong)籌(chou)義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)公辦(ban)(ban)和民辦(ban)(ban)中(zhong)小學(xue)(xue)(xue)(xue)、戶籍學(xue)(xue)(xue)(xue)齡(ling)人口(kou)和隨遷子女招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo),結合各(ge)(ge)縣(xian)(市(shi)(shi))區(qu)(qu)(qu)(qu)實際情況出臺(tai)義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)(zuo)意見或辦(ban)(ban)法,確(que)保教(jiao)(jiao)育(yu)部(bu)和省教(jiao)(jiao)育(yu)廳有關招(zhao)(zhao)(zhao)生(sheng)(sheng)意見和規(gui)定落實到位。招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍及計劃(hua)涉及省、市(shi)(shi)屬學(xue)(xue)(xue)(xue)校的(de)(de)確(que)定前須先向主(zhu)(zhu)管(guan)部(bu)門(men)(men)報告。
2.堅持免試入學。堅持義務(wu)教育免(mian)試(shi)就近(jin)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)原(yuan)則(ze)(ze),立足(zu)新(xin)型(xing)城(cheng)鎮化(hua)背景(jing)下(xia)(xia)戶(hu)籍制度(du)改革、租賃住房改革試(shi)點等(deng)(deng),調整和(he)優化(hua)中小學(xue)(xue)(xue)(xue)(xue)布(bu)局,加(jia)快教育基礎設施建設,確(que)保新(xin)增(zeng)常住人(ren)口平等(deng)(deng)享受基本(ben)(ben)公(gong)共教育服務(wu)。自《關(guan)于進(jin)一步降低落戶(hu)條件壯(zhuang)大(da)人(ren)口規模的(de)若干(gan)措施》頒(ban)布(bu)之日起,新(xin)落戶(hu)適齡兒(er)童按照(zhao)現有(you)招生政策安(an)排(pai)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue),如所(suo)在縣(xian)(市(shi))區(qu)學(xue)(xue)(xue)(xue)(xue)位不(bu)(bu)足(zu),由本(ben)(ben)縣(xian)(市(shi))區(qu)統籌(chou)(chou)直至全市(shi)統籌(chou)(chou)安(an)排(pai)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)。所(suo)有(you)公(gong)民辦(ban)學(xue)(xue)(xue)(xue)(xue)校都要嚴格遵(zun)守《義務(wu)教育法(fa)》免(mian)試(shi)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)規定,不(bu)(bu)得采(cai)用(yong)筆(bi)試(shi)或以面試(shi)、測評等(deng)(deng)名義選拔學(xue)(xue)(xue)(xue)(xue)生,嚴禁以各(ge)類考試(shi)、競(jing)賽(sai)、培訓成績或證書證明等(deng)(deng)作為招生依據。任(ren)何公(gong)民辦(ban)義務(wu)教育學(xue)(xue)(xue)(xue)(xue)校不(bu)(bu)得拒收或勸退符(fu)合錄取條件的(de)學(xue)(xue)(xue)(xue)(xue)生。 入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)安(an)排(pai)要更具人(ren)文關(guan)懷。對屬統籌(chou)(chou)范疇(chou)的(de)適齡兒(er)童,各(ge)縣(xian)(市(shi))區(qu)教育行政部(bu)門(men)根據就近(jin)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)原(yuan)則(ze)(ze)和(he)區(qu)域(yu)相關(guan)學(xue)(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)(xue)位容量情況,在確(que)保不(bu)(bu)產生大(da)班額的(de)前提(ti)下(xia)(xia),依家(jia)長意(yi)愿,可安(an)排(pai)二(er)孩(hai)(hai)適齡兒(er)童入(ru)(ru)(ru)讀(du)其哥(ge)哥(ge)(姐(jie)(jie)姐(jie)(jie))就讀(du)的(de)學(xue)(xue)(xue)(xue)(xue)校;如二(er)孩(hai)(hai)哥(ge)哥(ge)(姐(jie)(jie)姐(jie)(jie))就讀(du)學(xue)(xue)(xue)(xue)(xue)校生源爆滿,無法(fa)安(an)排(pai)二(er)孩(hai)(hai)就讀(du),在符(fu)合轉(zhuan)學(xue)(xue)(xue)(xue)(xue)政策和(he)有(you)學(xue)(xue)(xue)(xue)(xue)位空(kong)余的(de)前提(ti)下(xia)(xia),也可依家(jia)長意(yi)愿,安(an)排(pai)其哥(ge)哥(ge)(姐(jie)(jie)姐(jie)(jie))轉(zhuan)入(ru)(ru)(ru)二(er)孩(hai)(hai)接收校,以方便(bian)家(jia)長接送子女,更好履行監護職責(ze)。
3.堅持控輟保學。各縣(市(shi))區人民(min)政(zheng)(zheng)(zheng)(zheng)府要(yao)(yao)切實(shi)(shi)履行(xing)義(yi)務教(jiao)育控輟(chuo)(chuo)保(bao)學(xue)(xue)法(fa)(fa)(fa)(fa)定職責,強化政(zheng)(zheng)(zheng)(zheng)府、學(xue)(xue)校、家庭和(he)社會各方(fang)責任,落實(shi)(shi)聯控聯保(bao)工(gong)作(zuo)機制,做(zuo)到政(zheng)(zheng)(zheng)(zheng)策(ce)不變、力(li)度(du)不減,健全完(wan)(wan)善(shan)失學(xue)(xue)輟(chuo)(chuo)學(xue)(xue)學(xue)(xue)生工(gong)作(zuo)臺賬,抓好(hao)勸(quan)返(fan)復學(xue)(xue)工(gong)作(zuo),嚴防學(xue)(xue)生無(wu)正當(dang)理(li)由(you)長(chang)期(qi)請假造成(cheng)事實(shi)(shi)輟(chuo)(chuo)學(xue)(xue),確保(bao)義(yi)務教(jiao)育“一個(ge)都(dou)不能少”。凡年滿(man)六周歲(2015年8月31日前出生未(wei)入(ru)(ru)學(xue)(xue))適齡兒童(tong)(tong)的(de)(de)(de)父(fu)母或(huo)(huo)(huo)者其(qi)(qi)他(ta)法(fa)(fa)(fa)(fa)定監(jian)護人,應當(dang)依照《義(yi)務教(jiao)育法(fa)(fa)(fa)(fa)》、《福建省義(yi)務教(jiao)育條例(li)》,送其(qi)(qi)按(an)時(shi)入(ru)(ru)學(xue)(xue)并完(wan)(wan)成(cheng)義(yi)務教(jiao)育。基層人民(min)政(zheng)(zheng)(zheng)(zheng)府或(huo)(huo)(huo)者其(qi)(qi)授權(quan)的(de)(de)(de)實(shi)(shi)施義(yi)務教(jiao)育的(de)(de)(de)學(xue)(xue)校,應在8月15日前,將本轄區內(nei)戶籍(ji)(ji)應當(dang)接受義(yi)務教(jiao)育的(de)(de)(de)適齡兒童(tong)(tong)的(de)(de)(de)入(ru)(ru)學(xue)(xue)通(tong)知(zhi)書發(fa)給其(qi)(qi)父(fu)母或(huo)(huo)(huo)者其(qi)(qi)他(ta)監(jian)護人。公辦學(xue)(xue)校采取登記入(ru)(ru)學(xue)(xue)或(huo)(huo)(huo)書面通(tong)知(zhi)入(ru)(ru)學(xue)(xue)。要(yao)(yao)積極宣傳國家學(xue)(xue)生資助(zhu)政(zheng)(zheng)(zheng)(zheng)策(ce),確保(bao)資助(zhu)政(zheng)(zheng)(zheng)(zheng)策(ce)落實(shi)(shi)到位。要(yao)(yao)重點關注殘疾兒童(tong)(tong)少年、脫貧(pin)家庭和(he)低收(shou)入(ru)(ru)家庭兒童(tong)(tong)少年、留(liu)守兒童(tong)(tong)、困境兒童(tong)(tong)等特殊(shu)群體學(xue)(xue)生,做(zuo)好(hao)組織入(ru)(ru)學(xue)(xue)工(gong)作(zuo)。小學(xue)(xue)和(he)初中(zhong)要(yao)(yao)密切配合(he),跟蹤“小升初”畢業學(xue)(xue)生去向(xiang),特別是隨遷外出學(xue)(xue)生的(de)(de)(de)升學(xue)(xue)去向(xiang)和(he)真實(shi)(shi)就讀情況,發(fa)現(xian)未(wei)被初中(zhong)錄(lu)取、學(xue)(xue)籍(ji)(ji)未(wei)及(ji)時(shi)接轉(zhuan)的(de)(de)(de)要(yao)(yao)及(ji)時(shi)跟進查(cha)明原因,發(fa)現(xian)輟(chuo)(chuo)學(xue)(xue)的(de)(de)(de)要(yao)(yao)做(zuo)好(hao)勸(quan)返(fan)工(gong)作(zuo)并按(an)規(gui)(gui)定及(ji)時(shi)報告,確保(bao)畢業生百分百升入(ru)(ru)初中(zhong)。適齡兒童(tong)(tong)少年因身(shen)體狀(zhuang)況需要(yao)(yao)延緩入(ru)(ru)學(xue)(xue)的(de)(de)(de),其(qi)(qi)父(fu)母或(huo)(huo)(huo)者其(qi)(qi)他(ta)法(fa)(fa)(fa)(fa)定監(jian)護人應當(dang)提出申請,按(an)規(gui)(gui)定報當(dang)地鄉鎮(街道)人民(min)政(zheng)(zheng)(zheng)(zheng)府或(huo)(huo)(huo)縣(市(shi))區教(jiao)育行(xing)政(zheng)(zheng)(zheng)(zheng)主管部門批準。對無(wu)正當(dang)理(li)由(you)拒不送子女入(ru)(ru)學(xue)(xue)的(de)(de)(de)父(fu)母或(huo)(huo)(huo)者其(qi)(qi)他(ta)法(fa)(fa)(fa)(fa)定監(jian)護人,要(yao)(yao)加(jia)大行(xing)政(zheng)(zheng)(zheng)(zheng)和(he)司法(fa)(fa)(fa)(fa)勸(quan)返(fan)力(li)度(du),形成(cheng)有力(li)震懾。
4.堅持起點規范。要(yao)(yao)按課(ke)程(cheng)標準(zhun)執(zhi)行(xing)教學要(yao)(yao)求,小學一(yi)年級要(yao)(yao)嚴格執(zhi)行(xing)“零起點”教學,設置過渡(du)性活動課(ke)程(cheng),切實做好幼(you)小銜接。各縣(市)區(qu)(qu)要(yao)(yao)全面(mian)排查并嚴厲查處社(she)會培(pei)訓機構以“國學班”、“讀(du)經班”、“私塾”等形式替代義務(wu)教育(yu)(yu)(yu)(yu)的(de)(de)非法(fa)(fa)辦學行(xing)為,確保義務(wu)教育(yu)(yu)(yu)(yu)規范健康發(fa)展。義務(wu)教育(yu)(yu)(yu)(yu)學校(xiao)不得(de)以“國際(ji)部(bu)”、“國際(ji)課(ke)程(cheng)班”、“境外(wai)班”等名義招(zhao)生。對(dui)符(fu)合條件的(de)(de)港澳臺同胞(bao)、華僑華人(ren)子(zi)女等,各縣(市)區(qu)(qu)教育(yu)(yu)(yu)(yu)行(xing)政(zheng)主管部(bu)門(men)要(yao)(yao)按國家及省(sheng)有關政(zheng)策統籌安排入學。外(wai)籍子(zi)女需要(yao)(yao)在暫住地附近小學就讀(du)的(de)(de),可向縣(市)區(qu)(qu)教育(yu)(yu)(yu)(yu)行(xing)政(zheng)主管部(bu)門(men)提(ti)出申(shen)請(qing),由縣(市)區(qu)(qu)教育(yu)(yu)(yu)(yu)行(xing)政(zheng)主管部(bu)門(men)統籌安排在經備案(an)的(de)(de)具有招(zhao)收和培(pei)養國際(ji)學生資(zi)格的(de)(de)學校(xiao)。外(wai)籍人(ren)員子(zi)女學校(xiao)只能招(zhao)收區(qu)(qu)域內合法(fa)(fa)居留的(de)(de)外(wai)籍人(ren)員的(de)(de)隨行(xing)子(zi)女(外(wai)籍)。
5.堅持公正公開。各縣(市)區教育行政(zheng)主(zhu)管(guan)部(bu)門(men)要進一(yi)步完善(shan)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)公(gong)(gong)開制度,創新(xin)宣(xuan)傳形式,通(tong)過(guo)教育行政(zheng)主(zhu)管(guan)部(bu)門(men)門(men)戶網站和(he)(he)網絡、微(wei)信、微(wei)博等新(xin)媒體,或以新(xin)聞發(fa)布(bu)會、訪談、發(fa)放通(tong)俗易懂的(de)宣(xuan)傳材(cai)料(liao)等方(fang)(fang)式,就核(he)心(xin)政(zheng)策、群眾(zhong)關心(xin)的(de)疑難點(dian)做(zuo)好宣(xuan)傳釋(shi)疑工(gong)作,提(ti)高宣(xuan)傳的(de)針對性(xing)和(he)(he)實效性(xing)。要向(xiang)社會公(gong)(gong)布(bu)每一(yi)所(suo)學(xue)校的(de)辦(ban)學(xue)性(xing)質(zhi)、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)(fang)案、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)政(zheng)策、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)程(cheng)序、報名(ming)條件、報名(ming)時間(jian)地點(dian)、所(suo)需證明(ming)(ming)材(cai)料(liao)、收費標準、錄取結果、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)咨詢服務電話、投(tou)訴(su)電話和(he)(he)投(tou)訴(su)信箱,暢通(tong)社會反映問題渠道(dao),主(zhu)動接受監督,確保(bao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)公(gong)(gong)平、公(gong)(gong)開、公(gong)(gong)正。進一(yi)步清理(li)不必要的(de)入(ru)學(xue)證明(ming)(ming)材(cai)料(liao),優化招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)流程(cheng),及時更新(xin)辦(ban)事指(zhi)南,方(fang)(fang)便(bian)入(ru)學(xue)辦(ban)理(li)。

1.明確學校招生范圍。公(gong)(gong)民辦(ban)中(zhong)小學(xue)(xue)(xue)招(zhao)(zhao)生(sheng)納入(ru)審(shen)批(pi)(pi)地教(jiao)育行政(zheng)主管部門統一管理,科學(xue)(xue)(xue)確(que)定(ding)招(zhao)(zhao)生(sheng)范圍(wei)、核定(ding)招(zhao)(zhao)生(sheng)計(ji)劃。民辦(ban)義務(wu)教(jiao)育學(xue)(xue)(xue)校原則上在縣(市)區范圍(wei)內招(zhao)(zhao)生(sheng);由市教(jiao)育局(ju)審(shen)批(pi)(pi)或同意的(de)學(xue)(xue)(xue)校,可適當擴(kuo)大(da)招(zhao)(zhao)生(sheng)范圍(wei),但一般不實行全市范圍(wei)招(zhao)(zhao)生(sheng)。繼續(xu)推(tui)廣(guang)以(yi)標準地址(zhi)(二維碼地址(zhi))為依據劃定(ding)招(zhao)(zhao)生(sheng)范圍(wei)。健全公(gong)(gong)平的(de)就近入(ru)學(xue)(xue)(xue)管理機制。在教(jiao)育資(zi)源(yuan)配置(zhi)相對均衡的(de)地方,繼續(xu)完善公(gong)(gong)辦(ban)學(xue)(xue)(xue)校單校劃片入(ru)學(xue)(xue)(xue)政(zheng)策。鼓勵有條(tiao)件(jian)的(de)縣(市)區穩妥推(tui)進多校劃片招(zhao)(zhao)生(sheng)改革試點。因客觀(guan)條(tiao)件(jian)變化(hua)確(que)實需要(yao)調整招(zhao)(zhao)生(sheng)片區時(shi)(shi),要(yao)嚴格(ge)按規定(ding)啟動重大(da)決策程序(xu),通過召開聽(ting)(ting)證(zheng)(zheng)會(hui)(hui)、聽(ting)(ting)取人大(da)代表(biao)、政(zheng)協委員(yuan)、社(she)會(hui)(hui)群眾意見或者其他法定(ding)方式進行論證(zheng)(zheng),并經(jing)同級人民政(zheng)府(fu)同意后(hou)向(xiang)社(she)會(hui)(hui)公(gong)(gong)布。新舊片區變化(hua)要(yao)設(she)置(zhi)合理的(de)過渡期限,給社(she)會(hui)(hui)群眾留出(chu)合理的(de)預期時(shi)(shi)間。學(xue)(xue)(xue)校招(zhao)(zhao)生(sheng)片區劃定(ding)后(hou),應在一段時(shi)(shi)間內保持(chi)穩定(ding)。
2.加強招生計劃管理。各縣(市(shi))區教育行政主(zhu)管部門要(yao)根(gen)據核準的辦學(xue)(xue)(xue)(xue)規模和(he)學(xue)(xue)(xue)(xue)校(xiao)實際的辦學(xue)(xue)(xue)(xue)條(tiao)件,統籌編制(zhi)(zhi)并下達(da)年度招(zhao)(zhao)生(sheng)(sheng)計劃(hua)(hua)(hua),特別要(yao)嚴(yan)(yan)格(ge)控(kong)制(zhi)(zhi)存在(zai)大班(ban)額和(he)大校(xiao)額學(xue)(xue)(xue)(xue)校(xiao)的招(zhao)(zhao)生(sheng)(sheng)計劃(hua)(hua)(hua),在(zai)確保零增量(liang)的基礎上,加快消(xiao)除(chu)現有大班(ban)額。嚴(yan)(yan)格(ge)按規定(ding)(ding)限(xian)定(ding)(ding)體育或藝(yi)術專門學(xue)(xue)(xue)(xue)校(xiao)、外國語學(xue)(xue)(xue)(xue)校(xiao)特殊類(lei)型招(zhao)(zhao)生(sheng)(sheng)測試范(fan)圍。福州(zhou)藝(yi)術學(xue)(xue)(xue)(xue)校(xiao)按照批準的計劃(hua)(hua)(hua),根(gen)據學(xue)(xue)(xue)(xue)生(sheng)(sheng)志(zhi)愿,自主(zhu)確定(ding)(ding)藝(yi)術專業的錄(lu)取(qu)對象,只(zhi)能進行術科測評,不(bu)得組織文(wen)化科目考試;福州(zhou)外國語學(xue)(xue)(xue)(xue)校(xiao)經批準招(zhao)(zhao)收的外語類(lei)學(xue)(xue)(xue)(xue)生(sheng)(sheng),只(zhi)能進行相關語言(yan)類(lei)素質能力測試,不(bu)得測試其(qi)他學(xue)(xue)(xue)(xue)科知識(shi)。
3.完善公民辦學校招生錄取辦法,嚴格做到“四個統一”。
統(tong)一在(zai)網上(平(ping)臺)報(bao)名(ming)(ming)(ming)(ming)。全面實行(xing)(xing)公(gong)民(min)辦(ban)學校(xiao)(xiao)同步招(zhao)生(sheng)(sheng),堅決(jue)杜絕提(ti)前招(zhao)生(sheng)(sheng)和(he)“掐尖”招(zhao)生(sheng)(sheng)行(xing)(xing)為,或通過任何(he)形(xing)式的提(ti)前摸底、意向登記(ji)、預約(yue)等(deng)方式爭搶生(sheng)(sheng)源(yuan)。公(gong)民(min)辦(ban)學校(xiao)(xiao)報(bao)名(ming)(ming)(ming)(ming)、招(zhao)生(sheng)(sheng)錄取統(tong)一納入教育行(xing)(xing)政(zheng)主(zhu)(zhu)管(guan)(guan)部門(men)建(jian)立的招(zhao)生(sheng)(sheng)平(ping)臺進行(xing)(xing)。各縣(市)區(qu)(qu)要建(jian)立、完善中小學招(zhao)生(sheng)(sheng)報(bao)名(ming)(ming)(ming)(ming)、錄取等(deng)信息(xi)化(hua)管(guan)(guan)理平(ping)臺,五城(cheng)區(qu)(qu)小學、初中報(bao)名(ming)(ming)(ming)(ming)和(he)錄取工作,分別由各區(qu)(qu)教育行(xing)(xing)政(zheng)主(zhu)(zhu)管(guan)(guan)部門(men)在(zai)“福州市小學招(zhao)生(sheng)(sheng)預報(bao)名(ming)(ming)(ming)(ming)系(xi)統(tong)”、“福州市初招(zhao)管(guan)(guan)理系(xi)統(tong)”組織實施,五城(cheng)區(qu)(qu)外(wai)學校(xiao)(xiao)由各縣(市)區(qu)(qu)教育行(xing)(xing)政(zheng)主(zhu)(zhu)管(guan)(guan)部門(men)統(tong)一組織實施。全市各公(gong)民(min)辦(ban)學校(xiao)(xiao)不得(de)違反教育行(xing)(xing)政(zheng)主(zhu)(zhu)管(guan)(guan)部門(men)規(gui)定另行(xing)(xing)組織招(zhao)生(sheng)(sheng)報(bao)名(ming)(ming)(ming)(ming),不得(de)自行(xing)(xing)通過網上預約(yue)、信息(xi)登記(ji)等(deng)形(xing)式提(ti)前報(bao)名(ming)(ming)(ming)(ming)。教育行(xing)(xing)政(zheng)主(zhu)(zhu)管(guan)(guan)部門(men)及(ji)公(gong)民(min)辦(ban)學校(xiao)(xiao)不得(de)限制符合規(gui)定的適齡兒童少(shao)年報(bao)名(ming)(ming)(ming)(ming)就(jiu)讀民(min)辦(ban)學校(xiao)(xiao)。
統(tong)(tong)一組(zu)織(zhi)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)搖(yao)號派位(wei)。民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)報名人數未超過招生(sheng)(sheng)計劃(hua)(hua)數的(de),一次性全部錄(lu)(lu)(lu)(lu)取(qu)(qu);報名人數超過招生(sheng)(sheng)計劃(hua)(hua)數的(de),除符合相關政(zheng)(zheng)策規定(ding)的(de)教育(yu)優(you)待照顧對象可單列錄(lu)(lu)(lu)(lu)取(qu)(qu)外(wai)(wai),所(suo)有報名人員實行(xing)隨(sui)機派位(wei)錄(lu)(lu)(lu)(lu)取(qu)(qu);對未被(bei)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)錄(lu)(lu)(lu)(lu)取(qu)(qu)的(de)學(xue)(xue)生(sheng)(sheng),由(you)(you)生(sheng)(sheng)源地教育(yu)行(xing)政(zheng)(zheng)主管部門(men)按當地相關政(zheng)(zheng)策規定(ding)統(tong)(tong)籌安(an)排到(dao)公(gong)(gong)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)就讀(du)。五城區填報民(min)(min)辦(ban)(ban)(ban)初中志愿(yuan)未被(bei)錄(lu)(lu)(lu)(lu)取(qu)(qu)的(de)學(xue)(xue)生(sheng)(sheng),按各區公(gong)(gong)布的(de)初招對口方案(an)升學(xue)(xue);通過搖(yao)號被(bei)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)錄(lu)(lu)(lu)(lu)取(qu)(qu)的(de)學(xue)(xue)生(sheng)(sheng),不愿(yuan)意就讀(du)申請退(tui)檔的(de),由(you)(you)生(sheng)(sheng)源地教育(yu)行(xing)政(zheng)(zheng)主管部門(men)統(tong)(tong)籌安(an)排公(gong)(gong)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)就讀(du)。民(min)(min)辦(ban)(ban)(ban)九(jiu)年或(huo)十二年一貫制學(xue)(xue)校(xiao)(xiao)小學(xue)(xue)部畢業生(sheng)(sheng)原(yuan)則上應按學(xue)(xue)生(sheng)(sheng)或(huo)家長意愿(yuan)優(you)先(xian)直升本(ben)校(xiao)(xiao)初中部,本(ben)校(xiao)(xiao)初中部招生(sheng)(sheng)容量不足的(de),采取(qu)(qu)隨(sui)機派位(wei)方式錄(lu)(lu)(lu)(lu)取(qu)(qu);小學(xue)(xue)部畢業生(sheng)(sheng)錄(lu)(lu)(lu)(lu)取(qu)(qu)后(hou)仍有剩余計劃(hua)(hua)面向外(wai)(wai)校(xiao)(xiao)招生(sheng)(sheng)的(de),也要按照隨(sui)機派位(wei)有關規定(ding)錄(lu)(lu)(lu)(lu)取(qu)(qu)。
統一(yi)由(you)教(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)(zheng)主(zhu)管(guan)部(bu)(bu)門(men)組織實施(shi)。義務(wu)教(jiao)(jiao)育(yu)招(zhao)(zhao)(zhao)生(sheng)由(you)各縣(市(shi))區(qu)教(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)(zheng)主(zhu)管(guan)部(bu)(bu)門(men)組織實施(shi),轄區(qu)各義務(wu)教(jiao)(jiao)育(yu)學(xue)校招(zhao)(zhao)(zhao)生(sheng)范圍、條(tiao)件、基本流程和具體步驟等由(you)各縣(市(shi))區(qu)教(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)(zheng)主(zhu)管(guan)部(bu)(bu)門(men)自(zi)行(xing)確定(ding)并向社會(hui)公布。民(min)辦學(xue)校的隨(sui)機派(pai)位招(zhao)(zhao)(zhao)生(sheng)由(you)招(zhao)(zhao)(zhao)生(sheng)計劃審批部(bu)(bu)門(men)統一(yi)組織,具體操作規則由(you)各縣(市(shi))區(qu)教(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)(zheng)主(zhu)管(guan)部(bu)(bu)門(men)制(zhi)定(ding)。搖號派(pai)位錄取(qu)須有公證機構參加(jia),全(quan)程接(jie)受社會(hui)監(jian)督,派(pai)位結果(guo)由(you)教(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)(zheng)主(zhu)管(guan)部(bu)(bu)門(men)實時向社會(hui)公開(kai)。任何學(xue)校不(bu)得勸(quan)退或變相勸(quan)退已(yi)錄取(qu)的學(xue)生(sheng)。
統(tong)一(yi)實施均衡分(fen)(fen)班(ban)。全市(shi)公民辦(ban)義務(wu)教(jiao)育(yu)學(xue)(xue)校要(yao)堅持(chi)規范實施隨機(ji)均衡分(fen)(fen)班(ban),嚴禁以任何名義設立重點班(ban)、快慢班(ban)、特色班(ban)和實驗班(ban)等(deng)。五城區公民辦(ban)初中按照每班(ban)總人(ren)數、學(xue)(xue)生(sheng)男女比例等(deng)均衡原則,由(you)各(ge)區教(jiao)育(yu)行政主(zhu)管(guan)部門在“福州市(shi)初招(zhao)管(guan)理系統(tong)”完成均衡分(fen)(fen)班(ban),五城區外(wai)學(xue)(xue)校由(you)各(ge)縣(市(shi))區教(jiao)育(yu)行政主(zhu)管(guan)部門統(tong)一(yi)組(zu)織平臺(tai)隨機(ji)均衡分(fen)(fen)班(ban),統(tong)一(yi)公布(bu)錄取和分(fen)(fen)班(ban)結果,分(fen)(fen)班(ban)之后,不允許任何學(xue)(xue)校再(zai)重新分(fen)(fen)班(ban)。
4.繼續實施以居住證為主要依據的隨遷子女義務教育入學政策。各縣(市(shi))區(qu)要進一(yi)(yi)步(bu)完善隨(sui)(sui)遷(qian)(qian)子女(nv)(nv)家(jia)長自主報(bao)名結合隨(sui)(sui)機派位的(de)入學(xue)方式(shi)(shi),確保符(fu)合《福建省實施〈居住(zhu)證(zheng)暫行(xing)條例〉辦(ban)法》基(ji)本要求的(de)隨(sui)(sui)遷(qian)(qian)子女(nv)(nv)能夠(gou)應入盡(jin)入。堅(jian)持以(yi)公(gong)辦(ban)學(xue)校(xiao)(xiao)為(wei)主安(an)排(pai)隨(sui)(sui)遷(qian)(qian)子女(nv)(nv)就學(xue),對(dui)于(yu)公(gong)辦(ban)學(xue)校(xiao)(xiao)學(xue)位不足的(de)可以(yi)通(tong)過政(zheng)(zheng)府(fu)購買服務方式(shi)(shi)安(an)排(pai)在民辦(ban)學(xue)校(xiao)(xiao)就讀(du),避(bi)免將(jiang)隨(sui)(sui)遷(qian)(qian)子女(nv)(nv)集中在少數學(xue)校(xiao)(xiao)。切實簡化入學(xue)流程,對(dui)需要進一(yi)(yi)步(bu)核實居住(zhu)證(zheng)信息的(de),相(xiang)關學(xue)校(xiao)(xiao)要及時匯總(zong)上(shang)報(bao)教育行(xing)政(zheng)(zheng)主管(guan)(guan)部門(men),統(tong)一(yi)(yi)到公(gong)安(an)機關戶籍管(guan)(guan)理部門(men)申(shen)請核驗(yan)。福州(zhou)籍隨(sui)(sui)遷(qian)(qian)子女(nv)(nv)轉學(xue)回戶籍所(suo)在地(di)學(xue)校(xiao)(xiao)就讀(du)的(de),當地(di)教育行(xing)政(zheng)(zheng)主管(guan)(guan)部門(men)應依法予(yu)以(yi)統(tong)籌(chou)安(an)排(pai)。對(dui)隨(sui)(sui)遷(qian)(qian)子女(nv)(nv)和(he)戶籍學(xue)生實行(xing)混合編(bian)班,統(tong)一(yi)(yi)管(guan)(guan)理,平(ping)等對(dui)待,促(cu)進隨(sui)(sui)遷(qian)(qian)子女(nv)(nv)與本地(di)學(xue)生融合成長。
5.落實招生優待政策。對(dui)烈(lie)士子(zi)女、現(xian)役軍人(ren)子(zi)女、因公犧(xi)牲和病故軍人(ren)子(zi)女、高層次人(ren)才子(zi)女、公安英模(mo)和因公犧(xi)牲傷殘公安民警子(zi)女、國(guo)家(jia)綜合性(xing)消防救援(yuan)隊(dui)伍人(ren)員子(zi)女、臺商(shang)子(zi)女、臺胞子(zi)女、總部企業高管子(zi)女等對(dui)象(xiang),要(yao)根據(ju)國(guo)家(jia)及省、市有關教育優(you)(you)待(dai)照顧政策(ce),完(wan)善(shan)入學保障機(ji)制(zhi),優(you)(you)化服務措施,充分(fen)體現(xian)便利(li)、準確和公平(ping)。
6.保障殘疾兒童少年受教育權利。各(ge)縣(市)區教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)行(xing)政主管(guan)部(bu)(bu)門(men)(men)要會(hui)(hui)(hui)同衛健(jian)、殘(can)(can)聯(lian)等部(bu)(bu)門(men)(men)組織專(zhuan)(zhuan)(zhuan)家(jia)(jia)成立專(zhuan)(zhuan)(zhuan)家(jia)(jia)委(wei)員(yuan)會(hui)(hui)(hui),對殘(can)(can)疾(ji)(ji)兒童(tong)開展教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)評估認定(ding),落實殘(can)(can)疾(ji)(ji)兒童(tong)“一人一案”教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)安(an)(an)置工作。優先采用普(pu)通學(xue)校隨(sui)班就(jiu)(jiu)(jiu)讀的方式(shi),就(jiu)(jiu)(jiu)近安(an)(an)排(pai)輕度殘(can)(can)疾(ji)(ji)兒童(tong)少年接受(shou)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)。在保(bao)證校園安(an)(an)全的前提下,應(ying)允許(xu)特(te)殊(shu)兒童(tong)家(jia)(jia)長(chang)入(ru)校陪讀。中、重(zhong)度殘(can)(can)疾(ji)(ji)兒童(tong)少年安(an)(an)排(pai)至普(pu)通學(xue)校附(fu)設特(te)殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)班或特(te)殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)校就(jiu)(jiu)(jiu)讀。對于因(yin)(yin)殘(can)(can)疾(ji)(ji)原(yuan)因(yin)(yin),無(wu)法(fa)(fa)到校就(jiu)(jiu)(jiu)讀的殘(can)(can)疾(ji)(ji)兒童(tong)少年可根據實際情況采取實地送教(jiao)(jiao)(jiao)和遠程教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)相結合(he)方式(shi)實施送教(jiao)(jiao)(jiao)上門(men)(men),切實保(bao)障殘(can)(can)疾(ji)(ji)兒童(tong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)權益。適(shi)齡殘(can)(can)疾(ji)(ji)兒童(tong)、少年因(yin)(yin)身體(ti)(ti)原(yuan)因(yin)(yin)無(wu)法(fa)(fa)到校接受(shou)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的,家(jia)(jia)長(chang)或其(qi)(qi)他法(fa)(fa)定(ding)監護人不得擅(shan)自決定(ding)是(shi)否接受(shou)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)及具體(ti)(ti)方式(shi),應(ying)當向(xiang)當地教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)行(xing)政主管(guan)部(bu)(bu)門(men)(men)提出申(shen)請,教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)行(xing)政主管(guan)部(bu)(bu)門(men)(men)委(wei)托特(te)殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)專(zhuan)(zhuan)(zhuan)家(jia)(jia)委(wei)員(yuan)會(hui)(hui)(hui)對其(qi)(qi)身體(ti)(ti)狀況、受(shou)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)和適(shi)應(ying)學(xue)校學(xue)習(xi)生活的能力(li)進(jin)行(xing)評估,確定(ding)適(shi)合(he)其(qi)(qi)身心特(te)點的教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)安(an)(an)置方式(shi)。
7.加強學籍管理。各縣(市)區、各校要嚴格(ge)按(an)規(gui)定加強(qiang)中小學(xue)(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)管理,規(gui)范(fan)辦理學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)建(jian)立、轉學(xue)(xue)(xue)(xue)(xue)(xue)、休學(xue)(xue)(xue)(xue)(xue)(xue)、升學(xue)(xue)(xue)(xue)(xue)(xue)等(deng)程序,及時準(zhun)確更新(xin)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)系統數據,確保“人(ren)籍(ji)一致,籍(ji)隨人(ren)走”。對個別申請(qing)“無身份證件建(jian)籍(ji)”的學(xue)(xue)(xue)(xue)(xue)(xue)生,應嚴格(ge)審核(he)把(ba)關,認(ren)真查(cha)驗相關佐證材料,并督促其盡快辦理戶籍(ji)身份證件。對轉學(xue)(xue)(xue)(xue)(xue)(xue)、升學(xue)(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)接轉出現(xian)異常的,要及時查(cha)明原(yuan)因(yin),按(an)程序規(gui)范(fan)處理。經批準(zhun)自行實施(shi)義務(wu)教育(yu)(yu)的體(ti)育(yu)(yu)、藝(yi)術專門(men)學(xue)(xue)(xue)(xue)(xue)(xue)校或其他相關社會組織,應按(an)規(gui)定建(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)檔案,并做好學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)接轉、接續等(deng)工作;委(wei)托實施(shi)義務(wu)教育(yu)(yu)的,應對接委(wei)托學(xue)(xue)(xue)(xue)(xue)(xue)校辦理好學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)相關手續,落實相關教育(yu)(yu)教學(xue)(xue)(xue)(xue)(xue)(xue)要求,保障招收的適齡兒童少年(nian)完成九年(nian)義務(wu)教育(yu)(yu)。
8.助力信用體系建設。根據中共(gong)福建(jian)(jian)省委(wei)辦公(gong)廳、福建(jian)(jian)省人民政府辦公(gong)廳印發的(de)《關于加快推進(jin)失信(xin)被執行人信(xin)用監督、警示和懲戒機制(zhi)建(jian)(jian)設的(de)實(shi)施意見》精神,限(xian)制(zhi)失信(xin)被執行人及(ji)失信(xin)被執行人的(de)法定代表(biao)人、主要負責(ze)人、實(shi)際控(kong)制(zhi)人、影響債務(wu)履行的(de)直接責(ze)任人員以(yi)其財(cai)產支付(fu)子女(nv)入學就讀高收費民辦學校。
三、招生監督
1.要建立預警機制。要加(jia)(jia)強對本地區學(xue)齡(ling)人(ren)口(kou)變(bian)化(hua)趨勢(shi)的(de)(de)預(yu)測分析(xi)和(he)摸底調查,出現(xian)常住人(ren)口(kou)中適齡(ling)兒童逐年增(zeng)加(jia)(jia)、學(xue)位供給緊張的(de)(de)情(qing)況(kuang),及(ji)時(shi)向社(she)會(hui)發布預(yu)警提(ti)示,合理引導家(jia)長預(yu)期(qi)(qi)。同時(shi)加(jia)(jia)快學(xue)校(xiao)(xiao)規劃建設,有效增(zeng)加(jia)(jia)學(xue)位供給。招生(sheng)期(qi)(qi)間(jian)及(ji)時(shi)對區域(yu)內存(cun)在大(da)班(ban)額學(xue)校(xiao)(xiao)進行預(yu)警提(ti)示,妥(tuo)善做好分流工作,嚴(yan)防產生(sheng)新的(de)(de)大(da)班(ban)額和(he)大(da)校(xiao)(xiao)額。出臺重大(da)改(gai)革舉措前(qian),要通(tong)過多種方(fang)式廣泛征(zheng)求群眾意見,加(jia)(jia)強風(feng)險(xian)評估,做好輿(yu)論引導,設立必要的(de)(de)過渡(du)時(shi)限,給社(she)會(hui)留出合理的(de)(de)預(yu)期(qi)(qi)時(shi)間(jian),確保平穩有序。
2.要健全協調機制。各縣(市)區政府要針對往年易發問題(ti)及(ji)涉及(ji)招(zhao)生工作(zuo)可能存在的問題(ti),組織相關職能部(bu)門加強會商(shang),完(wan)善招(zhao)生突發事件(jian)應(ying)急預案,加強風險評估和處(chu)置(zhi)應(ying)對,及(ji)時發現并(bing)妥善處(chu)置(zhi)苗頭性(xing)、傾(qing)向性(xing)問題(ti),確保招(zhao)生入學工作(zuo)平(ping)穩有序。
3.要成立應急工作小組。各縣(市)區(qu)教(jiao)育(yu)行政主管(guan)部(bu)門(men)和(he)(he)學(xue)校,要抽調具(ju)有處(chu)理復雜問題能力和(he)(he)經驗(yan)的(de)骨干人員,成(cheng)立應(ying)急工作(zuo)小組(zu),制定工作(zuo)預案,明確招生(sheng)入學(xue)工作(zuo)聯(lian)系人和(he)(he)聯(lian)系電(dian)話。各縣(市)區(qu)教(jiao)育(yu)行政主管(guan)部(bu)門(men)應(ying)于6月30日(ri)前將招生(sheng)工作(zuo)意見或(huo)辦法(fa)及招生(sheng)工作(zuo)聯(lian)系人名(ming)單,報送市教(jiao)育(yu)局初等教(jiao)育(yu)處(chu)備(bei)案(含(han)電(dian)子(zi)稿)。
4.要加強監督檢查。各縣(xian)(xian)(市)區教(jiao)育(yu)(yu)行政主管(guan)(guan)(guan)部(bu)(bu)門要主動會同教(jiao)育(yu)(yu)紀(ji)檢、監察部(bu)(bu)門按(an)照教(jiao)育(yu)(yu)部(bu)(bu)有關招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)“十項嚴(yan)(yan)禁(jin)”紀(ji)律要求,加(jia)強學(xue)(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作監督。招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)結束后(hou),要認真開(kai)展專項自查,對2021年(nian)秋季學(xue)(xue)(xue)期(qi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)自查情(qing)況形成書面報(bao)告,內容包括義務教(jiao)育(yu)(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)政策執行情(qing)況、信息公(gong)開(kai)情(qing)況、存在(zai)的(de)(de)困難和問題及下一(yi)步措(cuo)施(shi)和建(jian)議等(deng),連同本地《2021年(nian)義務教(jiao)育(yu)(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)政務公(gong)開(kai)情(qing)況匯總(zong)表》(另行下發),于9月(yue)底報(bao)送市教(jiao)育(yu)(yu)局初等(deng)教(jiao)育(yu)(yu)處(chu)(含電子(zi)稿)。要暢通(tong)舉報(bao)渠道,認真核實群眾信訪投訴,嚴(yan)(yan)肅查處(chu)頂風(feng)違(wei)規(gui)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)及亂收費行為,進一(yi)步提升(sheng)普(pu)通(tong)中小學(xue)(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)規(gui)范(fan)治理(li)和違(wei)規(gui)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)防控能力。對存在(zai)違(wei)規(gui)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)行為、違(wei)反學(xue)(xue)(xue)籍管(guan)(guan)(guan)理(li)規(gui)定(ding)的(de)(de)公(gong)民(min)辦學(xue)(xue)(xue)校,應(ying)視情(qing)節輕重(zhong)給(gei)予約(yue)談、通(tong)報(bao)批評、責(ze)(ze)令(ling)改正等(deng)處(chu)罰。對公(gong)辦學(xue)(xue)(xue)校,還應(ying)依(yi)(yi)規(gui)追(zhui)究相(xiang)關人(ren)員和領(ling)導(dao)責(ze)(ze)任;對民(min)辦學(xue)(xue)(xue)校,可依(yi)(yi)法(fa)依(yi)(yi)規(gui)給(gei)予減(jian)少下一(yi)年(nian)度招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃、停止招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)直至吊銷辦學(xue)(xue)(xue)許(xu)可證的(de)(de)處(chu)罰。對監管(guan)(guan)(guan)不(bu)到位、履職不(bu)到位,造(zao)(zao)成不(bu)良(liang)影響或嚴(yan)(yan)重(zhong)后(hou)果的(de)(de)縣(xian)(xian)(市)區和學(xue)(xue)(xue)校,依(yi)(yi)法(fa)依(yi)(yi)規(gui)嚴(yan)(yan)肅追(zhui)究相(xiang)關單(dan)位和人(ren)員的(de)(de)責(ze)(ze)任,切(qie)實營造(zao)(zao)規(gui)范(fan)有序、令(ling)行禁(jin)止的(de)(de)良(liang)好(hao)教(jiao)育(yu)(yu)生(sheng)(sheng)(sheng)態。市政府教(jiao)育(yu)(yu)督導(dao)室將對招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作開(kai)展專項抽(chou)查。
四、小學畢業考試及綜合素質評定
小(xiao)學畢業考(kao)試由各縣(市)區(qu)教育行政主(zhu)管部門(men)組織實(shi)施。
五、本《通知》由福州市教育局負責解釋,未盡事宜按照國家教育部、福建省教育廳相關文件執行。
