工程簡介
喀什(shen)(shen)塔(ta)(ta)(ta)什(shen)(shen)庫爾(er)(er)干(gan)縣(xian)興建(jian)的(de)下(xia)(xia)坂(ban)地(di)水(shui)(shui)利(li)樞紐(niu)(niu)工(gong)程是2001年國(guo)(guo)務(wu)院批準(zhun)(zhun)的(de)《塔(ta)(ta)(ta)里(li)(li)木河(he)(he)流(liu)域近期(qi)綜合治(zhi)理規劃》中確(que)定(ding)的(de)唯一(yi)山區(qu)水(shui)(shui)利(li)樞紐(niu)(niu)工(gong)程,屬(shu)國(guo)(guo)家、新疆(jiang)維吾爾(er)(er)自治(zhi)區(qu)重點工(gong)程建(jian)設項目,位于塔(ta)(ta)(ta)里(li)(li)木河(he)(he)水(shui)(shui)系葉爾(er)(er)羌(qiang)河(he)(he)支流(liu)塔(ta)(ta)(ta)什(shen)(shen)庫爾(er)(er)干(gan)河(he)(he)的(de)中下(xia)(xia)游(you)。工(gong)程壩(ba)址距(ju)塔(ta)(ta)(ta)什(shen)(shen)庫爾(er)(er)干(gan)縣(xian)城45公(gong)里(li)(li)、距(ju)烏魯(lu)木齊1815公(gong)里(li)(li)。下(xia)(xia)坂(ban)地(di)水(shui)(shui)利(li)樞紐(niu)(niu)工(gong)程總工(gong)期(qi)為55個月(yue)。其中:施(shi)工(gong)準(zhun)(zhun)備(bei)期(qi)18個月(yue),主體(ti)工(gong)程施(shi)工(gong)期(qi)24.5個月(yue)(2007年9月(yue)大壩(ba)實現截流(liu),2009年10月(yue)第(di)一(yi)臺(tai)機(ji)組發電),工(gong)程完建(jian)期(qi)限12.5個月(yue)。
基礎設施
下(xia)坂地水(shui)利樞(shu)(shu)紐(niu)工程(cheng)(cheng)位(wei)于新疆塔(ta)里木(mu)河源流葉爾(er)(er)羌(qiang)河主要支流之一的(de)塔(ta)什(shen)庫(ku)(ku)爾(er)(er)干河中下(xia)游。樞(shu)(shu)紐(niu)工程(cheng)(cheng)地處喀什(shen)地區塔(ta)什(shen)庫(ku)(ku)爾(er)(er)干塔(ta)吉克自(zi)治(zhi)縣班迪爾(er)(er)鄉境(jing)內(nei),距(ju)塔(ta)什(shen)庫(ku)(ku)爾(er)(er)干塔(ta)吉克自(zi)治(zhi)縣45km,距(ju)喀什(shen)市315km。從喀什(shen)市到塔(ta)什(shen)庫(ku)(ku)爾(er)(er)干縣有314國(guo)道通(tong)過,為樞(shu)(shu)紐(niu)工程(cheng)(cheng)主要對外交通(tong)道路,從工程(cheng)(cheng)壩址(zhi)至314國(guo)道。該工程(cheng)(cheng)主要任務是以生態補水(shui)及(ji)春(chun)旱供水(shui)為主,結合(he)發電的(de)綜合(he)性Ⅱ等大型(xing)工程(cheng)(cheng)。水(shui)庫(ku)(ku)正常擋水(shui)位(wei)2960m,總庫(ku)(ku)容8.67億(yi)m3,電站(zhan)總裝機150MW。樞(shu)(shu)紐(niu)建筑物由(you)攔河壩、導流泄洪洞、引(yin)水(shui)發電洞和電站(zhan)廠房四部分(fen)組成。
新疆下(xia)坂地(di)水(shui)利樞(shu)(shu)紐工(gong)(gong)(gong)程建(jian)設平(ping)均海拔(ba)高(gao)(gao)度3050米,工(gong)(gong)(gong)程總庫容8.67億(yi)立方米,電(dian)(dian)站裝機(3×50MW)150Mw,平(ping)均發(fa)電(dian)(dian)量4.644億(yi)Kw.h;該工(gong)(gong)(gong)程可(ke)防御洪(hong)水(shui)標(biao)準為100年一遇(yu),大壩(ba)地(di)震設防標(biao)準為8.5度。下(xia)坂地(di)水(shui)利樞(shu)(shu)紐工(gong)(gong)(gong)程的(de)興建(jian),可(ke)替代(dai)塔河(he)下(xia)游(you)16座平(ping)原水(shui)庫蓄水(shui),并能滿足葉河(he)向塔河(he)多年輸水(shui)并使農田灌(guan)區提(ti)高(gao)(gao),緩(huan)解喀什、克州的(de)嚴重(zhong)(zhong)缺電(dian)(dian)問題,對促進地(di)區經(jing)濟和社會(hui)發(fa)展,穩固邊疆政(zheng)治(zhi)和社會(hui)穩定方面都具有十分(fen)重(zhong)(zhong)要和深遠(yuan)的(de)意義(yi)。下(xia)坂地(di)水(shui)利樞(shu)(shu)紐工(gong)(gong)(gong)程自2005年開始(shi)建(jian)設以(yi)來,擔任施工(gong)(gong)(gong)任務的(de)葛(ge)洲壩(ba)集團、新工(gong)(gong)(gong)集團等10多家單位工(gong)(gong)(gong)作人員克服(fu)高(gao)(gao)寒缺氧和風沙肆虐(nve)等困難,先后(hou)突破地(di)質結構復雜、高(gao)(gao)邊坡(po)、深度覆(fu)蓋層(ceng)等技術難題,使工(gong)(gong)(gong)程得以(yi)順利進行(xing)(xing)。一期(qi)工(gong)(gong)(gong)程難度最大的(de)高(gao)(gao)7米、寬8.5米、全(quan)長1425.85米的(de)導流(liu)泄洪(hong)洞已(yi)竣工(gong)(gong)(gong);豎(shu)井正在(zai)進行(xing)(xing)最后(hou)的(de)緊張封(feng)頂;在(zai)406米長的(de)大壩(ba)壩(ba)基上,葛(ge)洲壩(ba)集團的(de)45臺(tai)深度鉆機正在(zai)向地(di)下(xia)150米的(de)基巖(yan)層(ceng)進行(xing)(xing)帷(wei)幕灌(guan)漿(jiang);全(quan)長35公里的(de)左岸對外交通道路工(gong)(gong)(gong)程已(yi)進入到最后(hou)瀝青處理階段(duan),計劃10月底完工(gong)(gong)(gong)。
防洪設施
大(da)壩基礎防(fang)滲(shen)(shen)采用“覆蓋層(ceng)上墻(qiang)下(xia)幕(mu)(mu)和(he)基巖帷幕(mu)(mu)灌漿”綜合處理方案(an),合同和(he)以(yi)往的(de)(de)項目比較(jiao)有以(yi)下(xia)特(te)點:①施(shi)工(gong)(gong)方案(an)特(te)殊:由于(yu)冰磧砂礫石覆蓋厚達(da)150m,所(suo)以(yi)在覆蓋層(ceng)中采用了上部(bu)深(shen)85m,厚1m的(de)(de)混凝土防(fang)滲(shen)(shen)墻(qiang)下(xia)接4排灌漿帷幕(mu)(mu)來全部(bu)截(jie)斷覆蓋層(ceng)滲(shen)(shen)流(liu)(liu)防(fang)滲(shen)(shen)方案(an);由于(yu)基巖強風化帶厚,節理裂(lie)隙發育,左岸(an)(an)防(fang)滲(shen)(shen)帷幕(mu)(mu)采用3排灌漿孔,右岸(an)(an)帷幕(mu)(mu)為單排孔。②地(di)質(zhi)條件(jian)復雜:冰磧砂礫石覆蓋層(ceng)中含山(shan)體(ti)(ti)崩(beng)落體(ti)(ti),河(he)(he)流(liu)(liu)沖積(ji)物交錯(cuo)沉積(ji),大(da)小不一,最大(da)的(de)(de)達(da)到10m以(yi)上;兩(liang)岸(an)(an)山(shan)體(ti)(ti)風化帶厚,風化裂(lie)隙嚴重(zhong);地(di)層(ceng)的(de)(de)滲(shen)(shen)透系數(shu)大(da),平(ping)均滲(shen)(shen)透系數(shu)在10-1~10-2。③施(shi)工(gong)(gong)條件(jian)惡(e)劣:由于(yu)施(shi)工(gong)(gong)區(qu)海(hai)拔高程(cheng)2900,兩(liang)岸(an)(an)山(shan)體(ti)(ti)常年(nian)積(ji)雪,且無植(zhi)被,十分缺氧;夏季(ji)(ji)泥石流(liu)(liu)時(shi)有發生;整(zheng)夜風沙不停;施(shi)工(gong)(gong)區(qu)夏天只有半(ban)天的(de)(de)日(ri)曬時(shi)間;每年(nian)10月(yue)底就(jiu)進(jin)入寒(han)冷的(de)(de)冬季(ji)(ji)。④施(shi)工(gong)(gong)資源(yuan)調集困難(nan):由于(yu)工(gong)(gong)程(cheng)地(di)處偏(pian)遠(yuan)地(di)區(qu),周(zhou)邊城鎮幾乎無任何資源(yuan)可(ke)調,350km以(yi)外的(de)(de)喀什資源(yuan)也(ye)極(ji)為有限(xian)。⑤施(shi)工(gong)(gong)場地(di)狹窄,施(shi)工(gong)(gong)干擾大(da):整(zheng)個(ge)河(he)(he)谷軸線長370m,左右兩(liang)岸(an)(an)有高邊坡開挖、導流(liu)(liu)洞(dong)和(he)引水隧洞(dong)開挖,河(he)(he)床防(fang)滲(shen)(shen)施(shi)工(gong)(gong)又(you)分為左右兩(liang)個(ge)標(biao)段(duan),施(shi)工(gong)(gong)干擾大(da)。
經濟效益
下坂地(di)水利樞紐工(gong)程是塔(ta)里木(mu)河流(liu)域綜(zong)合(he)治理(li)項(xiang)目之一,工(gong)程以春季早(zao)供(gong)水、生(sheng)態(tai)補水、發電等為建(jian)設(she)目標。工(gong)程建(jian)成(cheng)后,總(zong)庫容量可(ke)達8.67億立方(fang)米(mi),將在很大程度上改變(bian)葉爾羌河流(liu)域“春旱、夏洪、秋缺、冬枯(ku)”的狀況。這工(gong)程建(jian)設(she)施工(gong)區(qu)域海(hai)拔(ba)高,高地(di)震烈度、高邊坡處理(li)、深覆蓋層等復雜的地(di)質(zhi)地(di)貌結構中國(guo)罕見(jian),施工(gong)條(tiao)件艱苦(ku),技(ji)術要(yao)求高。工(gong)程匯集(ji)了來自全國(guo)各地(di)的優(you)秀水利施工(gong)隊伍。自工(gong)程開(kai)工(gong)建(jian)設(she)以來,建(jian)設(she)者們(men)發揚“艱苦(ku)不怕苦(ku)、缺氧不缺志(zhi)氣”的精神,保(bao)證了各項(xiang)工(gong)程的按時完工(gong)。
工程總量
下坂地(di)水(shui)(shui)(shui)利(li)(li)樞(shu)紐工(gong)程(cheng)是國務院批(pi)復的《塔里(li)木河流域近期綜(zong)合(he)治理(li)規劃(hua)報告》中確定的唯一(yi)的一(yi)座(zuo)大型山區(qu)(qu)水(shui)(shui)(shui)利(li)(li)樞(shu)紐工(gong)程(cheng)。它位于(yu)新疆喀什地(di)區(qu)(qu)葉(xie)爾(er)羌河主(zhu)要(yao)支流之(zhi)一(yi)的塔什庫(ku)爾(er)干河中游,是以生態補水(shui)(shui)(shui)、春旱供(gong)水(shui)(shui)(shui)為主(zhu),結合(he)發(fa)(fa)電的綜(zong)合(he)性水(shui)(shui)(shui)利(li)(li)工(gong)程(cheng),是造福喀、克兩地(di)州400萬各(ge)族人(ren)民(min)的富民(min)工(gong)程(cheng)。項(xiang)目經(jing)過(guo)喀什地(di)委(wei)、行署(shu)五屆領(ling)導(dao)班子、兩代水(shui)(shui)(shui)利(li)(li)人(ren),二十多(duo)年的不懈(xie)努力(li),于(yu)2005年12月經(jing)國家批(pi)準立項(xiang)建設。工(gong)程(cheng)總投資18.06 億(yi)元,總庫(ku)容(rong) 8.67 億(yi)立方(fang)米,電機(ji)裝機(ji)15 萬千瓦。工(gong)程(cheng)主(zhu)要(yao)建筑物有(you)攔河閘、導(dao)流泄洪洞(dong)、引水(shui)(shui)(shui)發(fa)(fa)電洞(dong)、電站廠房組成。
下設分站
辛迪中(zhong)心站(zhan)址位于下坂(ban)地(di)(di)管理(li)站(zhan)二(er)級臺地(di)(di),出露地(di)(di)層均(jun)為第四系沖洪(hong)積物,上部(bu)巖(yan)(yan)(yan)性(xing)為砂(sha)壤土(tu)(tu)層,灰黃(huang)色,較疏松,含植(zhi)物根系,具水平層理(li),厚(hou)度(du)1.5~2.5M;下部(bu)巖(yan)(yan)(yan)性(xing)為卵石層,中(zhong)密,次圓(yuan)~渾圓(yuan)狀,粒徑一般5~12CM,礫石、砂(sha)土(tu)(tu)充填,土(tu)(tu)含量相對較高,成份由角(jiao)閃片麻(ma)巖(yan)(yan)(yan)及角(jiao)閃斜長片巖(yan)(yan)(yan)組成,厚(hou)度(du)大于15M。地(di)(di)下水位埋深不詳。
布達爾水(shui)文站(zhan)址位于(yu)(yu)塔什庫爾干(gan)河右(you)岸河漫灘(tan),出露地層均(jun)為(wei)(wei)第四系統沖洪(hong)積物(wu),上(shang)部(bu)巖(yan)性為(wei)(wei)砂壤土(tu)層,灰黃色(se),疏松(song),含植物(wu)根系,厚(hou)度0.3~0.5M;下(xia)部(bu)巖(yan)性為(wei)(wei)卵石層,灰白色(se),中(zhong)密,渾(hun)圓狀,分選性較好,粒徑一般(ban)6~10CM,最大(da)15~20CM,含量約占65%,礫石、砂土(tu)充填,成份以砂巖(yan)、大(da)理(li)巖(yan)、灰巖(yan)為(wei)(wei)主,厚(hou)度大(da)于(yu)(yu)10M。地下(xia)水(shui)位埋深5~6M。
伊(yi)爾(er)列黑水文(wen)站位(wei)(wei)于(yu)塔什(shen)庫(ku)爾(er)干河左岸(an)河漫灘,出露(lu)地層(ceng)(ceng)均為(wei)(wei)第四系(xi)沖洪積物,巖(yan)性(xing):上部(bu)為(wei)(wei)卵石(shi)層(ceng)(ceng),灰白色(se)(se),中(zhong)密,次(ci)圓~渾圓狀(zhuang)(zhuang),粒(li)(li)徑(jing)一(yi)般6~15CM,含(han)量約(yue)占(zhan)58%,含(han)漂石(shi),最(zui)大(da)粒(li)(li)徑(jing)20~40CM,角(jiao)礫、砂土充(chong)填(tian),成(cheng)份以角(jiao)閃(shan)片(pian)(pian)麻巖(yan)、片(pian)(pian)巖(yan)為(wei)(wei)主,厚(hou)4~5M;中(zhong)部(bu)為(wei)(wei)角(jiao)礫層(ceng)(ceng),灰白色(se)(se),中(zhong)密,棱角(jiao)狀(zhuang)(zhuang)、片(pian)(pian)狀(zhuang)(zhuang),粒(li)(li)徑(jing)一(yi)般1~2CM,含(han)量約(yue)占(zhan)70%,局部(bu)含(han)碎石(shi),砂土充(chong)填(tian),成(cheng)份以片(pian)(pian)巖(yan)為(wei)(wei)主,厚(hou)度(du)0.3~0.8M;下部(bu)為(wei)(wei)卵石(shi)層(ceng)(ceng),灰白色(se)(se),中(zhong)密,次(ci)渾圓狀(zhuang)(zhuang),粒(li)(li)徑(jing)一(yi)般6~10CM,含(han)量約(yue)占(zhan)73%,含(han)漂石(shi),最(zui)大(da)粒(li)(li)徑(jing)20~40CM,成(cheng)份以角(jiao)閃(shan)片(pian)(pian)麻巖(yan)、片(pian)(pian)巖(yan)為(wei)(wei)主,厚(hou)度(du)大(da)于(yu)10M。地下水位(wei)(wei)埋(mai)深4.5~5M。
投入運營
新(xin)疆下(xia)班地(di)(di)(di)水(shui)(shui)(shui)利(li)(li)(li)樞(shu)紐(niu)工(gong)程(cheng)(cheng)是塔里(li)木河流域近期(qi)綜合(he)治理(li)項目中唯(wei)一的(de)山區水(shui)(shui)(shui)庫工(gong)程(cheng)(cheng),也是自治區重點水(shui)(shui)(shui)利(li)(li)(li)工(gong)程(cheng)(cheng),下(xia)坂(ban)地(di)(di)(di)水(shui)(shui)(shui)利(li)(li)(li)工(gong)程(cheng)(cheng)于2005年12月獲國家批準建(jian)設,工(gong)程(cheng)(cheng)概算(suan)總(zong)投(tou)資(zi)18.06億(yi)(yi)元,總(zong)庫容量(liang)8.67億(yi)(yi)立方米(mi),電(dian)站裝機容量(liang)15萬千瓦時,2005年5月完成四(si)通一平工(gong)作(zuo),2005年7月16日工(gong)程(cheng)(cheng)奠(dian)基,2007年9月26日完成工(gong)程(cheng)(cheng)截流。新(xin)疆下(xia)班地(di)(di)(di)水(shui)(shui)(shui)利(li)(li)(li)樞(shu)紐(niu)工(gong)程(cheng)(cheng)2500多名(ming)建(jian)設者,克服(fu)海拔高(gao),缺氧,地(di)(di)(di)質條件復雜的(de)不(bu)利(li)(li)(li)因素和諸多困難(nan),晝夜(ye)施工(gong),確保了工(gong)程(cheng)(cheng)如期(qi)推進。截止目前(qian),完成了工(gong)程(cheng)(cheng)投(tou)資(zi)資(zi)金(jin)16.33億(yi)(yi)元,完成工(gong)程(cheng)(cheng)建(jian)設任務的(de)90%。
新疆下坂地(di)(di)水利樞紐(niu)工程建管局副局長說:我(wo)(wo)們這(zhe)個(ge)(ge)(ge)地(di)(di)方(fang)最大(da)的(de)(de)(de)困難,因為(wei)它是(shi)高(gao)(gao)原地(di)(di)區,所(suo)以(yi)這(zhe)個(ge)(ge)(ge)地(di)(di)方(fang)缺氧,第二(er)個(ge)(ge)(ge),我(wo)(wo)們這(zhe)個(ge)(ge)(ge)地(di)(di)方(fang)具有三(san)(san)高(gao)(gao)一深(shen)的(de)(de)(de)特點,三(san)(san)高(gao)(gao)主要是(shi)高(gao)(gao)海拔、高(gao)(gao)邊(bian)坡、高(gao)(gao)地(di)(di)震(zhen)裂度(du),一深(shen)是(shi)我(wo)(wo)們大(da)壩(ba)這(zhe)一塊的(de)(de)(de)基礎覆蓋層深(shen)度(du)150米(mi),處理起來也非常(chang)(chang)困難,在技術的(de)(de)(de)角度(du)上(shang)講,高(gao)(gao)邊(bian)坡處理起來也非常(chang)(chang)困難,再(zai)加上(shang)工期非常(chang)(chang)緊張,有效的(de)(de)(de)施(shi)工期比較短,高(gao)(gao)原地(di)(di)區嘛,所(suo)以(yi)大(da)家(jia)在這(zhe)個(ge)(ge)(ge)過(guo)程中,加班加點,在廣大(da)建設(she)者們付(fu)出(chu)了非常(chang)(chang)大(da)的(de)(de)(de)努力,也付(fu)出(chu)了非常(chang)(chang)大(da)的(de)(de)(de)艱辛,這(zhe)個(ge)(ge)(ge)終于迎來了咱們首臺機組的(de)(de)(de)發電。
下班地水利樞紐工程首(shou)臺機(ji)組的發電運營,對塔什庫爾干縣經濟社會發展(zhan)也將起(qi)到(dao)積(ji)極的促進(jin)作用。
塔(ta)(ta)什庫爾干(gan)塔(ta)(ta)吉(ji)克自治縣(xian)(xian)縣(xian)(xian)委書(shu)記(ji)臧愛(ai)武同期(qi)聲:下班地水(shui)利樞紐工(gong)(gong)程,首臺機組發(fa)電將會緩解我們工(gong)(gong)業(ye)用電緊(jin)張(zhang)的問題,等(deng)今年110變電所的建(jian)(jian)設開工(gong)(gong)到明年年初建(jian)(jian)成,將從根本上解決我們縣(xian)(xian)工(gong)(gong)業(ye)發(fa)展電力不(bu)足的問題,將為(wei)塔(ta)(ta)什庫爾干(gan)縣(xian)(xian)實現跨越式發(fa)展和長治久(jiu)安(an)奠定一定得基礎。
