首家第三(san)方(fang)車輛(liang)司(si)法鑒定檢測機構成立
2012年(nian)12月12日,國內首家第三方司法(fa)鑒(jian)(jian)定(ding)(ding)(ding)檢(jian)測機(ji)(ji)構正式成立。這家籌備近(jin)兩年(nian)的(de)北京(jing)中機(ji)(ji)車(che)輛司法(fa)鑒(jian)(jian)定(ding)(ding)(ding)所隸屬于中國汽車(che)技(ji)術研(yan)究中心,機(ji)(ji)構將按照司法(fa)行政機(ji)(ji)關批準的(de)鑒(jian)(jian)定(ding)(ding)(ding)項目(mu),開展“機(ji)(ji)動車(che)輛特征鑒(jian)(jian)定(ding)(ding)(ding)(含性能、結構、參數鑒(jian)(jian)定(ding)(ding)(ding))、機(ji)(ji)動車(che)輛質量和質量事(shi)故鑒(jian)(jian)定(ding)(ding)(ding)、交通(tong)事(shi)故車(che)輛鑒(jian)(jian)定(ding)(ding)(ding)、機(ji)(ji)動車(che)總(zong)成和零部件鑒(jian)(jian)定(ding)(ding)(ding)”四(si)大類鑒(jian)(jian)定(ding)(ding)(ding)工(gong)作。
隨著我(wo)國汽(qi)(qi)車(che)保(bao)有量的(de)快速攀升(sheng),由產(chan)品質(zhi)(zhi)量引發的(de)糾(jiu)紛(fen)與訴訟(song)案件(jian)呈逐年遞增的(de)態勢。鑒(jian)定(ding)(ding)(ding)(ding)標準法規缺失、技(ji)(ji)(ji)術方(fang)法不(bu)完善,機(ji)構水平參差(cha)不(bu)齊,造(zao)成消費(fei)者在遇到新車(che)質(zhi)(zhi)量問題時解(jie)決困難。中(zhong)(zhong)國汽(qi)(qi)車(che)技(ji)(ji)(ji)術研究中(zhong)(zhong)心主(zhu)任趙航表(biao)示,北(bei)京中(zhong)(zhong)機(ji)車(che)輛(liang)(liang)司法鑒(jian)定(ding)(ding)(ding)(ding)所(suo)的(de)鑒(jian)定(ding)(ding)(ding)(ding)專(zhuan)用試驗室(shi)面積1800平方(fang)米,建立(li)了一(yi)支高(gao)素質(zhi)(zhi)的(de)鑒(jian)定(ding)(ding)(ding)(ding)技(ji)(ji)(ji)術專(zhuan)家隊伍,注冊司法鑒(jian)定(ding)(ding)(ding)(ding)人(ren)13人(ren),其中(zhong)(zhong),教授(shou)級高(gao)級工(gong)程師(shi)3人(ren),高(gao)級工(gong)程師(shi)10人(ren),購置鑒(jian)定(ding)(ding)(ding)(ding)專(zhuan)用設備60余臺套,具備涵蓋汽(qi)(qi)車(che)各專(zhuan)業(ye)技(ji)(ji)(ji)術領域的(de)鑒(jian)定(ding)(ding)(ding)(ding)能力。北(bei)京中(zhong)(zhong)機(ji)車(che)輛(liang)(liang)司法鑒(jian)定(ding)(ding)(ding)(ding)所(suo)遵循“科學、嚴謹(jin)、客觀、公(gong)(gong)正”的(de)宗旨,以獨立(li)、公(gong)(gong)正、第三方(fang)地位,為社會提供(gong)高(gao)質(zhi)(zhi)量的(de)汽(qi)(qi)車(che)司法鑒(jian)定(ding)(ding)(ding)(ding)服(fu)務。
