為推進有能力(li)在(zai)城(cheng)鎮(zhen)穩定就業和(he)生活的常(chang)住(zhu)人(ren)口有序(xu)實(shi)現市(shi)民化(hua),穩步推進城(cheng)鎮(zhen)基本(ben)公(gong)共(gong)服務常(chang)住(zhu)人(ren)口全覆蓋(gai),結合(he)(he)合(he)(he)肥市(shi)實(shi)際,合(he)(he)肥市(shi)人(ren)民政(zheng)(zheng)府辦公(gong)廳印發了《關(guan)于推動非戶籍(ji)人(ren)口在(zai)城(cheng)市(shi)落(luo)戶實(shi)施方案的通知(zhi)》等(deng)合(he)(he)肥戶籍(ji)遷(qian)入政(zheng)(zheng)策。
各縣(xian)(市)區人民政府,市政府各部門、各直屬機構:
為貫徹落實《安徽(hui)省人民政(zheng)府辦(ban)公廳關于印(yin)發推動(dong)非(fei)戶(hu)籍(ji)人口(kou)在城市(shi)落戶(hu)實施方案的通知》(皖政(zheng)辦(ban)〔2017〕3號),進(jin)一步(bu)做(zuo)好(hao)非(fei)戶(hu)籍(ji)人口(kou)在城市(shi)落戶(hu)工作,經市(shi)委、市(shi)政(zheng)府同意,制定(ding)如下(xia)實施方案。
一、總體要求
(一)指導(dao)(dao)思想(xiang)。全(quan)面(mian)貫徹黨的(de)十九(jiu)(jiu)大(da)和十九(jiu)(jiu)屆二中、三中全(quan)會精神,以習近平(ping)新(xin)時代中國特色社會主義思想(xiang)為指導(dao)(dao),按照“五位一體”總(zong)體布局和“四個全(quan)面(mian)”戰略布局,堅(jian)持(chi)創新(xin)、協調、綠色、開放、共享發展理(li)念,以人的(de)城鎮化為核心,以理(li)念創新(xin)為先(xian)導(dao)(dao),以體制(zhi)機(ji)制(zhi)改(gai)革為動(dong)力(li),深化戶籍制(zhi)度改(gai)革,加(jia)快完善財政、土(tu)地、社保(bao)等配套政策,全(quan)面(mian)提升(sheng)城鎮綜合吸引力(li)和承載力(li),為促(cu)進經濟持(chi)續健康發展提供持(chi)久強勁動(dong)力(li),為維(wei)護社會公平(ping)正義與和諧(xie)穩定奠定堅(jian)實基(ji)礎(chu)。
(二(er))基本原(yuan)則。
統(tong)籌(chou)設(she)計(ji),協同推進。統(tong)籌(chou)推進本地和(he)外(wai)地非戶(hu)籍人口(kou)在城(cheng)市落戶(hu),實行(xing)相同的落戶(hu)條件(jian)和(he)標(biao)準。統(tong)籌(chou)戶(hu)籍制度改革與相關配套制度改革創(chuang)新(xin),充分利用國家新(xin)型城(cheng)鎮(zhen)化綜合(he)試點和(he)各專項試點政策,形(xing)成合(he)力,確保城(cheng)市新(xin)老(lao)居民同城(cheng)同待遇。
存量(liang)優先,帶(dai)動增量(liang)。優先解決進城時間長、就業能(neng)力強、能(neng)夠(gou)適應城市產業轉型(xing)升級(ji)和市場(chang)競爭環境的(de)非(fei)戶(hu)籍(ji)人口落戶(hu),形(xing)成示范效應,逐步帶(dai)動新增非(fei)戶(hu)籍(ji)人口在城市落戶(hu)。
因(yin)地制宜,分類施策(ce)。充分考慮城(cheng)市綜合(he)承載能力(li),實施差別(bie)化(hua)落(luo)戶(hu)政策(ce),賦(fu)予縣(市)更多操(cao)作空(kong)間,鼓(gu)(gu)勵(li)縣(市)結合(he)實際創造典型經驗(yan)。在充分尊重(zhong)個(ge)人意(yi)愿(yuan)的基礎上,建立(li)激(ji)勵(li)鼓(gu)(gu)勵(li)機(ji)制,合(he)理(li)引導農業轉移(yi)人口自愿(yuan)進城(cheng)落(luo)戶(hu),打破“玻璃門”,防(fang)止“被落(luo)戶(hu)”。
(三)主要目(mu)標。“十三五”期間,城(cheng)鄉區域間戶(hu)籍遷移(yi)壁壘加速破(po)除,配套政策體系進一步完(wan)善(shan),全市戶(hu)籍人(ren)(ren)口(kou)年均落戶(hu)城(cheng)鎮(zhen)達10萬人(ren)(ren)以上,到(dao)2020年,全市戶(hu)籍人(ren)(ren)口(kou)城(cheng)鎮(zhen)化率提高到(dao)55%,常住人(ren)(ren)口(kou)城(cheng)鎮(zhen)化率達到(dao)75%。
二、進一步拓寬落戶通道
(四(si))全(quan)面(mian)放開放寬落(luo)戶(hu)限制。全(quan)面(mian)放寬農業(ye)(ye)轉移(yi)(yi)人(ren)(ren)(ren)口(kou)落(luo)戶(hu)條件,以(yi)農村學生升學和(he)參軍(jun)進入城(cheng)鎮(zhen)的(de)人(ren)(ren)(ren)口(kou)、舉家遷(qian)徙的(de)農業(ye)(ye)轉移(yi)(yi)人(ren)(ren)(ren)口(kou)以(yi)及新生代農民工為重點,促進有能力在城(cheng)鎮(zhen)穩(wen)(wen)定(ding)就業(ye)(ye)和(he)生活的(de)農業(ye)(ye)轉移(yi)(yi)人(ren)(ren)(ren)口(kou)舉家進城(cheng)落(luo)戶(hu)。凡在我(wo)市城(cheng)區合(he)(he)法穩(wen)(wen)定(ding)就業(ye)(ye)2年(nian)以(yi)上并有合(he)(he)法穩(wen)(wen)定(ding)住(zhu)所(含租賃),同時按照國(guo)家規定(ding)參加城(cheng)鎮(zhen)社(she)會保險達到1年(nian)的(de)農業(ye)(ye)轉移(yi)(yi)人(ren)(ren)(ren)口(kou),可(ke)以(yi)辦理本(ben)人(ren)(ren)(ren)落(luo)戶(hu)及父母、配偶、未婚子(zi)女隨遷(qian)或投靠。
凡自(zi)愿來我市工作的(de)(de)高校應屆畢業生、職業院(yuan)校(含技(ji)(ji)工院(yuan)校,下(xia)同)應屆畢業生、留學(xue)(xue)歸國人(ren)(ren)員;年齡在(zai)40周歲以(yi)下(xia)本科學(xue)(xue)歷人(ren)(ren)才(cai)(cai)、中級(ji)(ji)及以(yi)上(shang)專(zhuan)業技(ji)(ji)術人(ren)(ren)才(cai)(cai)、高級(ji)(ji)工(國家職業資(zi)格三級(ji)(ji))及以(yi)上(shang)高技(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai);高層(ceng)次創新創業人(ren)(ren)才(cai)(cai)、碩(shuo)士研究(jiu)生以(yi)上(shang)學(xue)(xue)歷人(ren)(ren)才(cai)(cai),暫未落實工作單位的(de)(de),可(ke)(ke)以(yi)先行落戶(hu)。有自(zi)有產權住宅房的(de)(de),在(zai)常住地(di)(di)直接登(deng)記(ji)為家庭戶(hu);租賃房屋(wu)的(de)(de),可(ke)(ke)以(yi)在(zai)就業地(di)(di)人(ren)(ren)才(cai)(cai)交流中心、居住地(di)(di)的(de)(de)公共(gong)(社區)集體戶(hu)登(deng)記(ji)戶(hu)口(kou)(kou),也可(ke)(ke)憑同意(yi)掛戶(hu)和說明親屬關系(xi)的(de)(de)承(cheng)諾書等材料將(jiang)戶(hu)口(kou)(kou)掛靠在(zai)親戚(qi)(指(zhi)三代以(yi)內直系(xi)或旁系(xi)血親)戶(hu)上(shang)。
實(shi)行農村籍高校(xiao)學(xue)生(sheng)來去自由的(de)(de)落戶(hu)(hu)政(zheng)策,高校(xiao)錄取的(de)(de)農村籍學(xue)生(sheng)可根(gen)據(ju)本人(ren)意(yi)愿,將(jiang)戶(hu)(hu)口遷(qian)(qian)至高校(xiao)所(suo)在(zai)地(di);畢(bi)(bi)業(ye)后(hou)可根(gen)據(ju)本人(ren)意(yi)愿,將(jiang)戶(hu)(hu)口從高校(xiao)所(suo)在(zai)地(di)遷(qian)(qian)回原籍(入(ru)(ru)學(xue)前(qian)遷(qian)(qian)出(chu)地(di))或遷(qian)(qian)入(ru)(ru)就(創)業(ye)地(di);畢(bi)(bi)業(ye)后(hou)兩年(nian)之(zhi)內可在(zai)入(ru)(ru)學(xue)前(qian)戶(hu)(hu)口遷(qian)(qian)出(chu)地(di)(含(han)入(ru)(ru)學(xue)時戶(hu)(hu)口未遷(qian)(qian)入(ru)(ru)學(xue)校(xiao),但畢(bi)(bi)業(ye)后(hou)戶(hu)(hu)口遷(qian)(qian)出(chu)的(de)(de))、現(xian)工(gong)作地(di)(城(cheng)鎮)、實(shi)際居住(zhu)地(di)(城(cheng)鎮)自由選擇落戶(hu)(hu)地(di),且不受遷(qian)(qian)移次數(shu)限(xian)制。(市(shi)公安局牽(qian)頭)
(五)調整完善(shan)城(cheng)鎮(zhen)落戶及隨遷(qian)、投(tou)(tou)靠(kao)人員戶口遷(qian)移(yi)政策。購買(mai)房屋、投(tou)(tou)資(zi)納(na)稅等不作為落戶限制條(tiao)件;符合我市城(cheng)鎮(zhen)落戶條(tiao)件的,父(fu)(fu)母、配偶、未婚(hun)子女(nv)可以隨遷(qian);已落戶城(cheng)鎮(zhen)的人員,父(fu)(fu)母、配偶、未婚(hun)子女(nv)可以投(tou)(tou)靠(kao)遷(qian)移(yi)。(市公安局牽頭)
三、制定實施配套政策
(六)加大(da)對農(nong)業(ye)轉移(yi)(yi)(yi)人(ren)(ren)(ren)(ren)口市民化的(de)財(cai)政(zheng)支持(chi)力(li)度(du)并建(jian)立動態(tai)調(diao)整(zheng)機制(zhi)。建(jian)立我市支持(chi)農(nong)業(ye)轉移(yi)(yi)(yi)人(ren)(ren)(ren)(ren)口市民化財(cai)政(zheng)政(zheng)策體系,完善市對下均(jun)衡性(xing)轉移(yi)(yi)(yi)支付辦法(fa),向(xiang)吸納農(nong)業(ye)轉移(yi)(yi)(yi)人(ren)(ren)(ren)(ren)口較(jiao)多地區(qu)(qu)和(he)中小城鎮傾斜,切實保障農(nong)業(ye)轉移(yi)(yi)(yi)人(ren)(ren)(ren)(ren)口基本(ben)公共服(fu)務需求(qiu)。各縣(市)區(qu)(qu)人(ren)(ren)(ren)(ren)民政(zheng)府(含(han)開發區(qu)(qu)管委會(hui),下同)要將獎勵資金(jin)統(tong)籌(chou)用(yong)于基本(ben)公共服(fu)務。落實各縣(市)區(qu)(qu)人(ren)(ren)(ren)(ren)民政(zheng)府主體責任(ren),引導其加大(da)支出(chu)結構調(diao)整(zheng)力(li)度(du),依(yi)靠自有財(cai)力(li)為(wei)農(nong)業(ye)轉移(yi)(yi)(yi)人(ren)(ren)(ren)(ren)口提供與當地戶籍人(ren)(ren)(ren)(ren)口同等的(de)基本(ben)公共服(fu)務。(市財(cai)政(zheng)局牽頭)
(七(qi))建立財(cai)政(zheng)(zheng)(zheng)性(xing)建設資(zi)(zi)(zi)金(jin)對吸(xi)納(na)農業(ye)轉移(yi)(yi)人口(kou)較(jiao)多(duo)城市基(ji)礎設施(shi)(shi)投資(zi)(zi)(zi)的補助機制。加快實(shi)施(shi)(shi)市財(cai)政(zheng)(zheng)(zheng)預(yu)算內投資(zi)(zi)(zi)安(an)排向吸(xi)納(na)農業(ye)轉移(yi)(yi)人口(kou)落戶(hu)數量較(jiao)多(duo)城鎮(zhen)傾斜(xie)的政(zheng)(zheng)(zheng)策(ce)。市級財(cai)政(zheng)(zheng)(zheng)在安(an)排城市基(ji)礎設施(shi)(shi)建設和運行(xing)維護(hu)、保障性(xing)住房等相關專(zhuan)項資(zi)(zi)(zi)金(jin)時,對吸(xi)納(na)農業(ye)轉移(yi)(yi)人口(kou)較(jiao)多(duo)的地區給(gei)予適當支持(chi)。鼓勵縣(xian)級政(zheng)(zheng)(zheng)府實(shi)施(shi)(shi)相應配(pei)套政(zheng)(zheng)(zheng)策(ce)。(市發(fa)改委、市財(cai)政(zheng)(zheng)(zheng)局、市城鄉(xiang)建委牽(qian)頭)
(八)實施城(cheng)鎮建(jian)設用(yong)(yong)(yong)地(di)(di)(di)(di)增(zeng)加規模與吸納農(nong)業轉移人口落戶數量掛鉤政策(ce)。按照(zhao)以(yi)人定(ding)地(di)(di)(di)(di)、人地(di)(di)(di)(di)和諧的(de)原(yuan)則,在編制(zhi)和修訂土(tu)地(di)(di)(di)(di)利用(yong)(yong)(yong)總體規劃、下達土(tu)地(di)(di)(di)(di)利用(yong)(yong)(yong)年度計(ji)劃時,充分考慮進城(cheng)落戶人口規模等(deng)因素,科(ke)學(xue)安排城(cheng)鎮新(xin)增(zeng)建(jian)設用(yong)(yong)(yong)地(di)(di)(di)(di)規模和計(ji)劃指標(biao),保障進城(cheng)落戶人口用(yong)(yong)(yong)地(di)(di)(di)(di)需求。規范推進城(cheng)鄉建(jian)設用(yong)(yong)(yong)地(di)(di)(di)(di)增(zeng)減掛鉤,建(jian)立健全城(cheng)鎮低效(xiao)用(yong)(yong)(yong)地(di)(di)(di)(di)再開發(fa)激勵約束機制(zhi)。(市國土(tu)資(zi)源局(ju)、市農(nong)委(wei)牽頭)
(九)拓展完善城(cheng)市(shi)(shi)(shi)(shi)基(ji)(ji)礎(chu)設(she)(she)施(shi)(shi)項(xiang)目融(rong)(rong)資(zi)(zi)制度。健全債(zhai)券(quan)(quan)信(xin)息披露、信(xin)用評級、發行(xing)管(guan)理等(deng)方(fang)面制度安(an)排,指導符合條件的(de)企業擴(kuo)大永續債(zhai)發行(xing)規(gui)模,發行(xing)專項(xiang)債(zhai)券(quan)(quan)和綠色(se)債(zhai)券(quan)(quan),拓寬(kuan)城(cheng)鎮(zhen)化(hua)項(xiang)目直接融(rong)(rong)資(zi)(zi)渠道(dao)。鼓勵各地利用財(cai)政(zheng)資(zi)(zi)金(jin)和社會(hui)資(zi)(zi)金(jin)設(she)(she)立城(cheng)鎮(zhen)化(hua)發展基(ji)(ji)金(jin),支(zhi)持國家開(kai)發銀(yin)行(xing)、農(nong)業發展銀(yin)行(xing)等(deng)政(zheng)策性金(jin)融(rong)(rong)機(ji)構以及商業性金(jin)融(rong)(rong)機(ji)構,創新(xin)(xin)新(xin)(xin)型城(cheng)鎮(zhen)化(hua)金(jin)融(rong)(rong)產(chan)品支(zhi)持城(cheng)市(shi)(shi)(shi)(shi)基(ji)(ji)礎(chu)設(she)(she)施(shi)(shi)建(jian)(jian)設(she)(she)。積極落實(shi)上級PPP財(cai)政(zheng)獎補政(zheng)策,吸引(yin)社會(hui)資(zi)(zi)本參與城(cheng)市(shi)(shi)(shi)(shi)公共服務和基(ji)(ji)礎(chu)設(she)(she)施(shi)(shi)建(jian)(jian)設(she)(she)運營。支(zhi)持有條件的(de)縣(xian)城(cheng)按中(zhong)等(deng)城(cheng)市(shi)(shi)(shi)(shi)標準(zhun)規(gui)劃建(jian)(jian)設(she)(she),做(zuo)大做(zuo)強中(zhong)心(xin)鎮(zhen),促進農(nong)業人口就近城(cheng)鎮(zhen)化(hua)。(市(shi)(shi)(shi)(shi)財(cai)政(zheng)局牽頭,市(shi)(shi)(shi)(shi)發改委、市(shi)(shi)(shi)(shi)金(jin)融(rong)(rong)辦、各縣(xian)(市(shi)(shi)(shi)(shi))區(qu)人民政(zheng)府(fu)按職責分(fen)工負責)
(十)建立進(jin)(jin)城(cheng)落(luo)(luo)戶(hu)(hu)農(nong)(nong)(nong)民(min)(min)“三(san)權(quan)(quan)(quan)(quan)”維護和自愿(yuan)有(you)償退(tui)出(chu)機(ji)制。加快推(tui)進(jin)(jin)農(nong)(nong)(nong)村(cun)集(ji)體(ti)(ti)產(chan)(chan)權(quan)(quan)(quan)(quan)制度改革,確(que)保如期(qi)完成土(tu)地承(cheng)包(bao)權(quan)(quan)(quan)(quan)、宅(zhai)基地使(shi)用權(quan)(quan)(quan)(quan)等確(que)權(quan)(quan)(quan)(quan)登(deng)記(ji)頒證,積極推(tui)進(jin)(jin)農(nong)(nong)(nong)村(cun)集(ji)體(ti)(ti)資產(chan)(chan)確(que)權(quan)(quan)(quan)(quan)到戶(hu)(hu)和股份合作制改革,進(jin)(jin)城(cheng)落(luo)(luo)戶(hu)(hu)農(nong)(nong)(nong)民(min)(min)依法(fa)取得的農(nong)(nong)(nong)村(cun)土(tu)地承(cheng)包(bao)經(jing)營權(quan)(quan)(quan)(quan)、宅(zhai)基地使(shi)用權(quan)(quan)(quan)(quan)、集(ji)體(ti)(ti)收益分配權(quan)(quan)(quan)(quan)繼續保持(chi)(chi)不變(bian)。建立健全農(nong)(nong)(nong)村(cun)產(chan)(chan)權(quan)(quan)(quan)(quan)流(liu)(liu)轉(zhuan)市(shi)(shi)場體(ti)(ti)系,以縣(市(shi)(shi))為重點,建立符合實際需求(qiu)的農(nong)(nong)(nong)村(cun)產(chan)(chan)權(quan)(quan)(quan)(quan)流(liu)(liu)轉(zhuan)交易市(shi)(shi)場,發(fa)揮產(chan)(chan)權(quan)(quan)(quan)(quan)交易平臺的信(xin)息傳遞、價格(ge)發(fa)現(xian)和交易中介功能。探索形成農(nong)(nong)(nong)戶(hu)(hu)對“三(san)權(quan)(quan)(quan)(quan)”的自愿(yuan)有(you)償退(tui)出(chu)機(ji)制,支持(chi)(chi)和引導進(jin)(jin)城(cheng)落(luo)(luo)戶(hu)(hu)農(nong)(nong)(nong)民(min)(min)依法(fa)自愿(yuan)有(you)償轉(zhuan)讓上述權(quan)(quan)(quan)(quan)益,但現(xian)階段要(yao)嚴(yan)格(ge)限(xian)定在本集(ji)體(ti)(ti)經(jing)濟組織內部(bu)。(市(shi)(shi)農(nong)(nong)(nong)委、市(shi)(shi)國土(tu)資源局、人行合肥中心支行牽(qian)頭)
(十一)將(jiang)進(jin)城(cheng)落戶(hu)農(nong)民完(wan)全納(na)入(ru)城(cheng)鎮(zhen)住(zhu)(zhu)房(fang)(fang)(fang)保(bao)障(zhang)體系。市財(cai)政(zheng)在(zai)安排保(bao)障(zhang)性住(zhu)(zhu)房(fang)(fang)(fang)專項資(zi)金(jin)(jin)時,對(dui)吸納(na)農(nong)業轉移人(ren)口(kou)較多的(de)地區給予適(shi)當支(zhi)持(chi),確(que)保(bao)進(jin)城(cheng)落戶(hu)農(nong)民與(yu)(yu)當地城(cheng)鎮(zhen)居民同等(deng)享(xiang)有(you)政(zheng)府(fu)提(ti)供基本住(zhu)(zhu)房(fang)(fang)(fang)保(bao)障(zhang)的(de)權(quan)利。住(zhu)(zhu)房(fang)(fang)(fang)保(bao)障(zhang)逐步實行實物保(bao)障(zhang)與(yu)(yu)租(zu)(zu)賃(lin)補(bu)貼并(bing)舉,通(tong)過市場提(ti)供房(fang)(fang)(fang)源、政(zheng)府(fu)發放租(zu)(zu)賃(lin)補(bu)貼方式(shi),支(zhi)持(chi)符合(he)條(tiao)件的(de)進(jin)城(cheng)落戶(hu)農(nong)民承租(zu)(zu)市場住(zhu)(zhu)房(fang)(fang)(fang)。各縣(市)區人(ren)民政(zheng)府(fu)要定期公布(bu)公共租(zu)(zu)賃(lin)住(zhu)(zhu)房(fang)(fang)(fang)保(bao)障(zhang)準(zhun)入(ru)條(tiao)件,建(jian)立動態(tai)調整機(ji)制。推(tui)進(jin)擴(kuo)大住(zhu)(zhu)房(fang)(fang)(fang)公積(ji)金(jin)(jin)覆蓋面(mian),支(zhi)持(chi)將(jiang)有(you)穩定就(jiu)業的(de)進(jin)城(cheng)務工人(ren)員(yuan)和個體工商戶(hu)等(deng)自由職業者納(na)入(ru)住(zhu)(zhu)房(fang)(fang)(fang)公積(ji)金(jin)(jin)繳(jiao)存范圍,讓更多人(ren)群享(xiang)有(you)住(zhu)(zhu)房(fang)(fang)(fang)公積(ji)金(jin)(jin)繳(jiao)存、提(ti)取、貸(dai)款等(deng)相關(guan)權(quan)益。(市房(fang)(fang)(fang)產(chan)局牽頭(tou))
(十二)落(luo)實(shi)(shi)進(jin)城(cheng)(cheng)落(luo)戶農(nong)民參加城(cheng)(cheng)鎮(zhen)基(ji)(ji)本(ben)(ben)醫(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)險政策。將在(zai)城(cheng)(cheng)市實(shi)(shi)現穩(wen)定就業的進(jin)城(cheng)(cheng)務工人員(yuan)納(na)入職工基(ji)(ji)本(ben)(ben)醫(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)險保(bao)(bao)(bao)(bao)障(zhang)范圍。整合城(cheng)(cheng)鄉居(ju)民基(ji)(ji)本(ben)(ben)醫(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)險制(zhi)度,統(tong)一覆蓋范圍、籌(chou)(chou)資(zi)政策、醫(yi)保(bao)(bao)(bao)(bao)目錄(lu)和(he)保(bao)(bao)(bao)(bao)障(zhang)待遇等(deng)。進(jin)城(cheng)(cheng)落(luo)戶農(nong)民在(zai)農(nong)村參加的基(ji)(ji)本(ben)(ben)醫(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)險可規范接入城(cheng)(cheng)鎮(zhen)基(ji)(ji)本(ben)(ben)醫(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)險。完(wan)(wan)善基(ji)(ji)本(ben)(ben)醫(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)險市級統(tong)籌(chou)(chou),落(luo)實(shi)(shi)醫(yi)保(bao)(bao)(bao)(bao)關系(xi)轉移接續辦(ban)法(fa)和(he)異地(di)就醫(yi)結(jie)(jie)算(suan)辦(ban)法(fa),健全異地(di)就醫(yi)聯網結(jie)(jie)算(suan),確保(bao)(bao)(bao)(bao)基(ji)(ji)本(ben)(ben)醫(yi)保(bao)(bao)(bao)(bao)參保(bao)(bao)(bao)(bao)人能跨(kua)制(zhi)度、跨(kua)統(tong)籌(chou)(chou)地(di)區連(lian)續參保(bao)(bao)(bao)(bao)。鞏(gong)固完(wan)(wan)善城(cheng)(cheng)鎮(zhen)居(ju)民大病保(bao)(bao)(bao)(bao)險制(zhi)度,穩(wen)步提(ti)高(gao)大病保(bao)(bao)(bao)(bao)險保(bao)(bao)(bao)(bao)障(zhang)水(shui)平(ping)。(市人社局牽頭,市衛(wei)計委等(deng)部門參與)
(十三(san))落實進城(cheng)落戶(hu)農(nong)(nong)民(min)參(can)加城(cheng)鎮養(yang)(yang)老保險等政策(ce)。全(quan)面落實基(ji)本養(yang)(yang)老保險關系轉移接續政策(ce),推(tui)動符合條件(jian)的進城(cheng)落戶(hu)農(nong)(nong)民(min)參(can)加當地城(cheng)鄉居(ju)民(min)養(yang)(yang)老保險或城(cheng)鎮職工(gong)養(yang)(yang)老保險,按規定享有(you)養(yang)(yang)老保險待遇。落實養(yang)(yang)老保險省級統(tong)籌(chou)政策(ce),推(tui)進工(gong)傷保險、失業保險統(tong)籌(chou),確保進城(cheng)落戶(hu)農(nong)(nong)民(min)與當地城(cheng)鎮居(ju)民(min)同等享有(you)最低生活保障(zhang)的權利。(市(shi)人(ren)社局、市(shi)財政局、市(shi)民(min)政局等牽頭)
(十四)保障進城(cheng)落戶農民子(zi)女(nv)平等(deng)享有受(shou)教(jiao)育(yu)權(quan)利。各縣(市(shi))區(qu)人(ren)民政府教(jiao)育(yu)主(zhu)管部門結合實際情況,保障進城(cheng)落戶農民適(shi)齡子(zi)女(nv)受(shou)教(jiao)育(yu)權(quan)利。加強中小學(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)籍信息管理系(xi)統管理,為進城(cheng)落戶居(ju)民子(zi)女(nv)轉學(xue)(xue)(xue)(xue)升學(xue)(xue)(xue)(xue)提供便利。(市(shi)教(jiao)育(yu)局牽(qian)頭)
(十五)全面(mian)實(shi)行(xing)居(ju)住(zhu)(zhu)證制(zhi)度。建(jian)立健全居(ju)住(zhu)(zhu)證與基(ji)本公共服務供給銜(xian)接機(ji)制(zhi),推進(jin)居(ju)住(zhu)(zhu)證制(zhi)度覆蓋全部未(wei)落(luo)戶(hu)城鎮常住(zhu)(zhu)人(ren)口(kou),保障居(ju)住(zhu)(zhu)證持有人(ren)享(xiang)有國家規定的(de)(de)各項(xiang)基(ji)本公共服務和辦事便利。各縣(xian)(市(shi)(shi)(shi))區(qu)人(ren)民(min)政府(fu)要(yao)根據本地(di)承(cheng)載能力,不斷擴大(da)對居(ju)住(zhu)(zhu)證持有人(ren)的(de)(de)公共服務范圍并(bing)提高服務標準,縮小其與戶(hu)籍人(ren)口(kou)基(ji)本公共服務的(de)(de)差(cha)距;推動居(ju)住(zhu)(zhu)證持有人(ren)在當(dang)地(di)落(luo)戶(hu)。(市(shi)(shi)(shi)公安局(ju)牽頭,市(shi)(shi)(shi)教育局(ju)、市(shi)(shi)(shi)人(ren)社局(ju)、市(shi)(shi)(shi)衛計委、市(shi)(shi)(shi)文廣新局(ju)、市(shi)(shi)(shi)體育局(ju)、各縣(xian)(市(shi)(shi)(shi))區(qu)人(ren)民(min)政府(fu)分別負責)
四、強化監測檢查
(十六)健全落戶(hu)統(tong)計(ji)體系。根據國家和省統(tong)一部署(shu),加快建立健全常(chang)住(zhu)人(ren)口城鎮化(hua)率和戶(hu)籍人(ren)口城鎮化(hua)率統(tong)計(ji)指標,準確(que)快捷反映各縣(xian)(市(shi))區變(bian)動狀況,并列入(ru)各縣(xian)(市(shi))區統(tong)計(ji)公(gong)報(bao)。同時利用大數據等(deng)方式,進一步提升人(ren)口推算的科(ke)學性和準確(que)性。(市(shi)統(tong)計(ji)局、市(shi)公(gong)安局牽(qian)頭)
(十七)強化專項(xiang)檢(jian)查。對各縣(市(shi))區非戶(hu)(hu)籍(ji)(ji)人口特別是進(jin)城農(nong)民落戶(hu)(hu)進(jin)展情(qing)況進(jin)行跟蹤監測(ce)和監督檢(jian)查,及時向社(she)會公布有(you)關情(qing)況。2018年組織開(kai)展對非戶(hu)(hu)籍(ji)(ji)人口在城市(shi)落戶(hu)(hu)情(qing)況的中(zhong)期評(ping)估,2020年進(jin)行總結評(ping)估。(市(shi)公安局、市(shi)發改委牽頭)
(十八)強(qiang)化政(zheng)(zheng)(zheng)策效(xiao)果。對《合肥市(shi)新型城(cheng)鎮化試點(dian)實(shi)施方(fang)案》(合政(zheng)(zheng)(zheng)〔2015〕122號(hao))、《合肥市(shi)人民政(zheng)(zheng)(zheng)府(fu)關于進(jin)(jin)一步推進(jin)(jin)戶籍(ji)制度(du)改(gai)革(ge)的(de)(de)實(shi)施意見》(合政(zheng)(zheng)(zheng)〔2015〕210號(hao))等文件(jian)已明確的(de)(de)相關配套政(zheng)(zheng)(zheng)策,有關部門要加快工(gong)(gong)作進(jin)(jin)度(du),確保盡快出臺。采取自我評估和(he)第三(san)方(fang)評估相結合的(de)(de)方(fang)式(shi),對相關配套政(zheng)(zheng)(zheng)策實(shi)施情(qing)況進(jin)(jin)行跟蹤分析,動態調整完善政(zheng)(zheng)(zheng)策,強(qiang)化政(zheng)(zheng)(zheng)策實(shi)施效(xiao)果。(市(shi)發改(gai)委等新型城(cheng)鎮化試點(dian)市(shi)工(gong)(gong)作領導小組成員單位按職責分工(gong)(gong)負責)
(十九)強化審(shen)計(ji)監督(du)。適時將非戶(hu)籍人口(kou)在城市落戶(hu)情(qing)況(kuang)和相關(guan)配(pei)套政(zheng)策實施情(qing)況(kuang)納入國家重大政(zheng)策措施落實情(qing)況(kuang)跟蹤審(shen)計(ji)范圍,將審(shen)計(ji)結果(guo)及整改(gai)情(qing)況(kuang)作為(wei)有關(guan)部(bu)門考核、任免、獎懲領導干部(bu)的(de)重要依據。(市審(shen)計(ji)局、市委組織部(bu)等牽頭)
各(ge)縣(市)區人民政府(fu)、各(ge)部門要高度重(zhong)視新型城鎮化建設各(ge)項相(xiang)關工(gong)作,統一思(si)想(xiang),提(ti)高認(ren)識,加大力(li)度,切(qie)實(shi)抓(zhua)好(hao)本方(fang)案(an)實(shi)施,確(que)保(bao)我市非戶籍人口(kou)在(zai)城市落戶目標任務如期(qi)完成(cheng)。
