為推進有能力在城鎮穩定就業和生活(huo)的常(chang)住人口(kou)有序實(shi)現(xian)市(shi)(shi)民化(hua),穩步推進城鎮基本公(gong)共服務常(chang)住人口(kou)全(quan)覆蓋(gai),結合合肥市(shi)(shi)實(shi)際,合肥市(shi)(shi)人民政(zheng)府(fu)辦(ban)公(gong)廳印發了《關于(yu)推動非(fei)戶(hu)籍(ji)人口(kou)在城市(shi)(shi)落戶(hu)實(shi)施方(fang)案的通知》等(deng)合肥戶(hu)籍(ji)遷(qian)入(ru)政(zheng)策。
各(ge)縣(市(shi))區人民政府,市(shi)政府各(ge)部門、各(ge)直(zhi)屬機構(gou):
為貫徹落實《安徽省人(ren)民政(zheng)府(fu)辦(ban)公廳關于(yu)印發推動非戶(hu)(hu)籍(ji)人(ren)口在(zai)(zai)城(cheng)市(shi)落戶(hu)(hu)實施方(fang)(fang)案的(de)通(tong)知》(皖政(zheng)辦(ban)〔2017〕3號(hao)),進一步做好非戶(hu)(hu)籍(ji)人(ren)口在(zai)(zai)城(cheng)市(shi)落戶(hu)(hu)工作,經市(shi)委、市(shi)政(zheng)府(fu)同意(yi),制(zhi)定如下實施方(fang)(fang)案。
一、總體要求
(一)指導思想。全面貫徹黨的十(shi)九大和十(shi)九屆二(er)中、三中全會(hui)精神,以習(xi)近平新(xin)(xin)時代中國特色(se)社(she)(she)會(hui)主義(yi)思想為(wei)指導,按照“五位一體”總體布局和“四個全面”戰略(lve)布局,堅持創(chuang)新(xin)(xin)、協調(diao)、綠色(se)、開放、共享(xiang)發展(zhan)理念,以人的城(cheng)鎮化為(wei)核心,以理念創(chuang)新(xin)(xin)為(wei)先導,以體制機制改(gai)革為(wei)動力(li),深化戶籍制度改(gai)革,加快完善(shan)財政、土地、社(she)(she)保等配套(tao)政策,全面提升(sheng)城(cheng)鎮綜合吸引力(li)和承載(zai)力(li),為(wei)促(cu)進經濟持續健康發展(zhan)提供持久強勁動力(li),為(wei)維護社(she)(she)會(hui)公平正義(yi)與和諧(xie)穩定(ding)奠定(ding)堅實基(ji)礎。
(二)基本原則。
統(tong)籌設(she)計,協同推(tui)進。統(tong)籌推(tui)進本地和(he)外地非戶(hu)(hu)籍人口在城(cheng)市(shi)落(luo)戶(hu)(hu),實行相同的落(luo)戶(hu)(hu)條(tiao)件和(he)標準。統(tong)籌戶(hu)(hu)籍制(zhi)(zhi)度(du)改革與(yu)相關配套制(zhi)(zhi)度(du)改革創新(xin),充分利用國家新(xin)型城(cheng)鎮(zhen)化綜合(he)試點(dian)和(he)各專項試點(dian)政(zheng)策(ce),形成(cheng)合(he)力,確保(bao)城(cheng)市(shi)新(xin)老居民同城(cheng)同待遇。
存量(liang)優(you)先(xian),帶動增量(liang)。優(you)先(xian)解決進城(cheng)時間長、就業能(neng)力強(qiang)、能(neng)夠適(shi)應城(cheng)市產業轉型升級和市場競爭環境的非戶(hu)籍(ji)人口落(luo)戶(hu),形成示范效應,逐(zhu)步(bu)帶動新(xin)增非戶(hu)籍(ji)人口在城(cheng)市落(luo)戶(hu)。
因地(di)制宜,分類施策。充分考慮城市(shi)綜合(he)(he)承載能力,實(shi)施差別化(hua)落(luo)戶(hu)政策,賦予縣(市(shi))更(geng)多操作空間,鼓勵縣(市(shi))結合(he)(he)實(shi)際創造(zao)典型經驗。在(zai)充分尊重個人(ren)意愿的基礎上,建立激勵鼓勵機制,合(he)(he)理引導農(nong)業轉(zhuan)移人(ren)口自愿進(jin)城落(luo)戶(hu),打破“玻璃門”,防止“被(bei)落(luo)戶(hu)”。
(三(san))主要目標。“十三(san)五”期(qi)間(jian),城鄉(xiang)區域間(jian)戶籍遷移壁壘加(jia)速破(po)除,配套政策體系進一步完善,全市(shi)戶籍人(ren)口年(nian)均落戶城鎮達10萬人(ren)以(yi)上,到(dao)2020年(nian),全市(shi)戶籍人(ren)口城鎮化率(lv)提(ti)高到(dao)55%,常住人(ren)口城鎮化率(lv)達到(dao)75%。
二、進一步拓寬落戶通道
(四)全(quan)面放(fang)開(kai)放(fang)寬落戶(hu)限制。全(quan)面放(fang)寬農(nong)業(ye)(ye)轉(zhuan)移人口(kou)落戶(hu)條件,以(yi)(yi)農(nong)村學(xue)生(sheng)升(sheng)學(xue)和參軍進入城(cheng)鎮(zhen)的人口(kou)、舉家遷徙的農(nong)業(ye)(ye)轉(zhuan)移人口(kou)以(yi)(yi)及新生(sheng)代農(nong)民工為重點,促進有能力在(zai)城(cheng)鎮(zhen)穩定(ding)(ding)就業(ye)(ye)和生(sheng)活(huo)的農(nong)業(ye)(ye)轉(zhuan)移人口(kou)舉家進城(cheng)落戶(hu)。凡在(zai)我市城(cheng)區合(he)法(fa)穩定(ding)(ding)就業(ye)(ye)2年以(yi)(yi)上并(bing)有合(he)法(fa)穩定(ding)(ding)住(zhu)所(suo)(含租賃),同時(shi)按照國家規定(ding)(ding)參加城(cheng)鎮(zhen)社(she)會保險達到(dao)1年的農(nong)業(ye)(ye)轉(zhuan)移人口(kou),可以(yi)(yi)辦(ban)理本(ben)人落戶(hu)及父母、配偶、未婚子女隨遷或投(tou)靠(kao)。
凡(fan)自(zi)愿(yuan)來(lai)我市(shi)工作的(de)高(gao)校應屆畢(bi)(bi)業(ye)生、職(zhi)業(ye)院校(含(han)技(ji)工院校,下同(tong))應屆畢(bi)(bi)業(ye)生、留學歸國(guo)人(ren)員;年齡在40周(zhou)歲以下本科(ke)學歷人(ren)才、中級(ji)及以上(shang)專業(ye)技(ji)術人(ren)才、高(gao)級(ji)工(國(guo)家職(zhi)業(ye)資格三級(ji))及以上(shang)高(gao)技(ji)能(neng)人(ren)才;高(gao)層次創新創業(ye)人(ren)才、碩(shuo)士(shi)研究(jiu)生以上(shang)學歷人(ren)才,暫(zan)未落實工作單位(wei)的(de),可以先行落戶。有自(zi)有產權住宅房的(de),在常住地直接登(deng)記(ji)為家庭戶;租賃房屋的(de),可以在就業(ye)地人(ren)才交流中心、居住地的(de)公(gong)共(社區)集(ji)體(ti)戶登(deng)記(ji)戶口,也可憑(ping)同(tong)意掛(gua)戶和(he)說明(ming)親屬(shu)關系的(de)承諾書等材料將戶口掛(gua)靠在親戚(指三代以內直系或旁系血親)戶上(shang)。
實行農村(cun)(cun)籍高校學(xue)生來去自由(you)的落(luo)戶(hu)(hu)(hu)政(zheng)策,高校錄(lu)取的農村(cun)(cun)籍學(xue)生可(ke)根(gen)據本(ben)人意(yi)愿,將(jiang)戶(hu)(hu)(hu)口遷至高校所在(zai)(zai)地(di)(di);畢業后可(ke)根(gen)據本(ben)人意(yi)愿,將(jiang)戶(hu)(hu)(hu)口從(cong)高校所在(zai)(zai)地(di)(di)遷回(hui)原籍(入學(xue)前遷出地(di)(di))或遷入就(jiu)(創(chuang))業地(di)(di);畢業后兩年之內(nei)可(ke)在(zai)(zai)入學(xue)前戶(hu)(hu)(hu)口遷出地(di)(di)(含入學(xue)時戶(hu)(hu)(hu)口未(wei)遷入學(xue)校,但畢業后戶(hu)(hu)(hu)口遷出的)、現工作地(di)(di)(城(cheng)(cheng)鎮)、實際居住地(di)(di)(城(cheng)(cheng)鎮)自由(you)選擇落(luo)戶(hu)(hu)(hu)地(di)(di),且(qie)不(bu)受遷移(yi)次(ci)數限制。(市(shi)公安局牽頭(tou))
(五)調整完善城鎮落(luo)戶及隨遷、投靠人員戶口遷移政策。購(gou)買房屋、投資納稅(shui)等(deng)不(bu)作為(wei)落(luo)戶限制條(tiao)件(jian);符合我(wo)市(shi)(shi)城鎮落(luo)戶條(tiao)件(jian)的(de),父(fu)母(mu)、配偶、未婚子(zi)(zi)女可(ke)(ke)以(yi)隨遷;已落(luo)戶城鎮的(de)人員,父(fu)母(mu)、配偶、未婚子(zi)(zi)女可(ke)(ke)以(yi)投靠遷移。(市(shi)(shi)公(gong)安(an)局牽頭)
三、制定實施配套政策
(六)加(jia)大對(dui)農(nong)業轉(zhuan)(zhuan)(zhuan)移(yi)人口市(shi)(shi)(shi)民(min)(min)化的財(cai)政支持(chi)(chi)力度并建立動態調整機制。建立我(wo)市(shi)(shi)(shi)支持(chi)(chi)農(nong)業轉(zhuan)(zhuan)(zhuan)移(yi)人口市(shi)(shi)(shi)民(min)(min)化財(cai)政政策體系,完善(shan)市(shi)(shi)(shi)對(dui)下均(jun)衡(heng)性轉(zhuan)(zhuan)(zhuan)移(yi)支付辦法(fa),向(xiang)吸納農(nong)業轉(zhuan)(zhuan)(zhuan)移(yi)人口較多(duo)地區(qu)(qu)和(he)中(zhong)小城(cheng)鎮傾斜,切實保障(zhang)農(nong)業轉(zhuan)(zhuan)(zhuan)移(yi)人口基(ji)(ji)本(ben)公(gong)共服務(wu)需求(qiu)。各(ge)縣(市(shi)(shi)(shi))區(qu)(qu)人民(min)(min)政府(fu)(含開發區(qu)(qu)管委(wei)會,下同)要將(jiang)獎勵資金統(tong)籌用于基(ji)(ji)本(ben)公(gong)共服務(wu)。落實各(ge)縣(市(shi)(shi)(shi))區(qu)(qu)人民(min)(min)政府(fu)主體責任,引導其加(jia)大支出結構調整力度,依靠自(zi)有財(cai)力為農(nong)業轉(zhuan)(zhuan)(zhuan)移(yi)人口提供與(yu)當地戶籍(ji)人口同等的基(ji)(ji)本(ben)公(gong)共服務(wu)。(市(shi)(shi)(shi)財(cai)政局牽頭)
(七)建(jian)立(li)財(cai)政(zheng)性建(jian)設資金對(dui)吸(xi)納(na)農業(ye)轉移人(ren)(ren)口(kou)(kou)較多(duo)城(cheng)市(shi)(shi)基礎設施(shi)(shi)投(tou)資的(de)補助機制。加快實(shi)施(shi)(shi)市(shi)(shi)財(cai)政(zheng)預算內(nei)投(tou)資安(an)排向吸(xi)納(na)農業(ye)轉移人(ren)(ren)口(kou)(kou)落戶數量較多(duo)城(cheng)鎮傾斜的(de)政(zheng)策。市(shi)(shi)級財(cai)政(zheng)在安(an)排城(cheng)市(shi)(shi)基礎設施(shi)(shi)建(jian)設和運行維護、保障性住房等相(xiang)關專項資金時,對(dui)吸(xi)納(na)農業(ye)轉移人(ren)(ren)口(kou)(kou)較多(duo)的(de)地區給予適當(dang)支持。鼓(gu)勵縣(xian)級政(zheng)府實(shi)施(shi)(shi)相(xiang)應配套政(zheng)策。(市(shi)(shi)發改委、市(shi)(shi)財(cai)政(zheng)局、市(shi)(shi)城(cheng)鄉建(jian)委牽(qian)頭)
(八)實施城(cheng)鎮建(jian)設用(yong)地(di)增加規(gui)(gui)模與吸納農(nong)業(ye)轉移人(ren)口(kou)落戶數(shu)量掛鉤政策。按照以人(ren)定地(di)、人(ren)地(di)和諧(xie)的原則,在編(bian)制和修訂土(tu)(tu)地(di)利(li)(li)用(yong)總體規(gui)(gui)劃(hua)(hua)、下達(da)土(tu)(tu)地(di)利(li)(li)用(yong)年度計(ji)(ji)劃(hua)(hua)時,充(chong)分考慮進城(cheng)落戶人(ren)口(kou)規(gui)(gui)模等因素,科(ke)學安排(pai)城(cheng)鎮新增建(jian)設用(yong)地(di)規(gui)(gui)模和計(ji)(ji)劃(hua)(hua)指(zhi)標,保障(zhang)進城(cheng)落戶人(ren)口(kou)用(yong)地(di)需求(qiu)。規(gui)(gui)范(fan)推進城(cheng)鄉建(jian)設用(yong)地(di)增減(jian)掛鉤,建(jian)立(li)健全城(cheng)鎮低效用(yong)地(di)再開發激勵約束機制。(市國土(tu)(tu)資源局、市農(nong)委(wei)牽頭)
(九)拓(tuo)(tuo)展(zhan)完善城(cheng)(cheng)(cheng)(cheng)市(shi)基礎(chu)(chu)設(she)施(shi)項(xiang)目(mu)融(rong)(rong)資制度(du)。健全債(zhai)(zhai)券(quan)(quan)信(xin)息披露、信(xin)用(yong)評級、發(fa)行(xing)(xing)管理(li)等(deng)方(fang)面制度(du)安排,指導符合條件的(de)企業(ye)(ye)擴大永續債(zhai)(zhai)發(fa)行(xing)(xing)規模,發(fa)行(xing)(xing)專項(xiang)債(zhai)(zhai)券(quan)(quan)和(he)(he)綠色債(zhai)(zhai)券(quan)(quan),拓(tuo)(tuo)寬城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)項(xiang)目(mu)直接(jie)融(rong)(rong)資渠道。鼓勵各(ge)地利用(yong)財政(zheng)(zheng)資金(jin)(jin)和(he)(he)社會資金(jin)(jin)設(she)立城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)發(fa)展(zhan)基金(jin)(jin),支(zhi)持國家開發(fa)銀行(xing)(xing)、農業(ye)(ye)發(fa)展(zhan)銀行(xing)(xing)等(deng)政(zheng)(zheng)策性金(jin)(jin)融(rong)(rong)機(ji)構以及商業(ye)(ye)性金(jin)(jin)融(rong)(rong)機(ji)構,創新新型城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)金(jin)(jin)融(rong)(rong)產品支(zhi)持城(cheng)(cheng)(cheng)(cheng)市(shi)基礎(chu)(chu)設(she)施(shi)建設(she)。積極落實上級PPP財政(zheng)(zheng)獎補政(zheng)(zheng)策,吸引社會資本(ben)參與城(cheng)(cheng)(cheng)(cheng)市(shi)公共服(fu)務和(he)(he)基礎(chu)(chu)設(she)施(shi)建設(she)運營。支(zhi)持有條件的(de)縣(xian)城(cheng)(cheng)(cheng)(cheng)按(an)中等(deng)城(cheng)(cheng)(cheng)(cheng)市(shi)標準(zhun)規劃建設(she),做大做強中心鎮(zhen),促進農業(ye)(ye)人(ren)(ren)口就近城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)(hua)。(市(shi)財政(zheng)(zheng)局牽頭,市(shi)發(fa)改委、市(shi)金(jin)(jin)融(rong)(rong)辦、各(ge)縣(xian)(市(shi))區(qu)人(ren)(ren)民政(zheng)(zheng)府按(an)職(zhi)責分工負責)
(十)建(jian)(jian)立進城(cheng)落戶農(nong)(nong)民“三(san)權(quan)(quan)(quan)(quan)”維護和自(zi)愿(yuan)有償退(tui)出(chu)機(ji)制(zhi)。加快推進農(nong)(nong)村(cun)集(ji)體產(chan)權(quan)(quan)(quan)(quan)制(zhi)度(du)改(gai)革,確保如期完成土(tu)地承(cheng)包權(quan)(quan)(quan)(quan)、宅(zhai)基地使用(yong)權(quan)(quan)(quan)(quan)等確權(quan)(quan)(quan)(quan)登記頒證,積極推進農(nong)(nong)村(cun)集(ji)體資產(chan)確權(quan)(quan)(quan)(quan)到戶和股份合作制(zhi)改(gai)革,進城(cheng)落戶農(nong)(nong)民依法取得的農(nong)(nong)村(cun)土(tu)地承(cheng)包經(jing)營(ying)權(quan)(quan)(quan)(quan)、宅(zhai)基地使用(yong)權(quan)(quan)(quan)(quan)、集(ji)體收(shou)益分(fen)配權(quan)(quan)(quan)(quan)繼續(xu)保持不變。建(jian)(jian)立健全農(nong)(nong)村(cun)產(chan)權(quan)(quan)(quan)(quan)流轉(zhuan)市(shi)場(chang)體系,以縣(xian)(市(shi))為重(zhong)點,建(jian)(jian)立符(fu)合實際需(xu)求的農(nong)(nong)村(cun)產(chan)權(quan)(quan)(quan)(quan)流轉(zhuan)交(jiao)易(yi)(yi)市(shi)場(chang),發揮產(chan)權(quan)(quan)(quan)(quan)交(jiao)易(yi)(yi)平臺的信息傳遞、價格發現和交(jiao)易(yi)(yi)中介功能。探(tan)索(suo)形成農(nong)(nong)戶對(dui)“三(san)權(quan)(quan)(quan)(quan)”的自(zi)愿(yuan)有償退(tui)出(chu)機(ji)制(zhi),支(zhi)持和引導進城(cheng)落戶農(nong)(nong)民依法自(zi)愿(yuan)有償轉(zhuan)讓上述權(quan)(quan)(quan)(quan)益,但現階段(duan)要嚴格限定在本集(ji)體經(jing)濟組織(zhi)內部。(市(shi)農(nong)(nong)委、市(shi)國土(tu)資源局、人行合肥中心(xin)支(zhi)行牽頭)
(十一(yi))將進(jin)(jin)(jin)城(cheng)(cheng)落(luo)戶(hu)(hu)農(nong)(nong)民(min)完全納(na)入城(cheng)(cheng)鎮住(zhu)(zhu)(zhu)房(fang)(fang)保(bao)(bao)障(zhang)(zhang)體系。市(shi)(shi)財政在安(an)排保(bao)(bao)障(zhang)(zhang)性住(zhu)(zhu)(zhu)房(fang)(fang)專項資金時,對吸(xi)納(na)農(nong)(nong)業(ye)轉移人口(kou)較(jiao)多(duo)的地區(qu)給予適當(dang)(dang)支持,確保(bao)(bao)進(jin)(jin)(jin)城(cheng)(cheng)落(luo)戶(hu)(hu)農(nong)(nong)民(min)與當(dang)(dang)地城(cheng)(cheng)鎮居民(min)同等(deng)享(xiang)有政府提供(gong)基(ji)本住(zhu)(zhu)(zhu)房(fang)(fang)保(bao)(bao)障(zhang)(zhang)的權(quan)利。住(zhu)(zhu)(zhu)房(fang)(fang)保(bao)(bao)障(zhang)(zhang)逐(zhu)步實行實物保(bao)(bao)障(zhang)(zhang)與租(zu)賃(lin)(lin)(lin)補貼并舉,通(tong)過市(shi)(shi)場提供(gong)房(fang)(fang)源、政府發放租(zu)賃(lin)(lin)(lin)補貼方式,支持符合條件的進(jin)(jin)(jin)城(cheng)(cheng)落(luo)戶(hu)(hu)農(nong)(nong)民(min)承租(zu)市(shi)(shi)場住(zhu)(zhu)(zhu)房(fang)(fang)。各縣(xian)(市(shi)(shi))區(qu)人民(min)政府要(yao)定(ding)期公布(bu)公共租(zu)賃(lin)(lin)(lin)住(zhu)(zhu)(zhu)房(fang)(fang)保(bao)(bao)障(zhang)(zhang)準入條件,建立動態(tai)調整(zheng)機(ji)制。推進(jin)(jin)(jin)擴大住(zhu)(zhu)(zhu)房(fang)(fang)公積(ji)金覆蓋面,支持將有穩(wen)定(ding)就(jiu)業(ye)的進(jin)(jin)(jin)城(cheng)(cheng)務工人員和個體工商戶(hu)(hu)等(deng)自由職(zhi)業(ye)者納(na)入住(zhu)(zhu)(zhu)房(fang)(fang)公積(ji)金繳存范圍,讓(rang)更多(duo)人群享(xiang)有住(zhu)(zhu)(zhu)房(fang)(fang)公積(ji)金繳存、提取、貸款等(deng)相關權(quan)益。(市(shi)(shi)房(fang)(fang)產局(ju)牽頭)
(十(shi)二)落實進城(cheng)落戶農民參加城(cheng)鎮(zhen)(zhen)基(ji)(ji)(ji)本(ben)(ben)醫(yi)(yi)(yi)療保(bao)(bao)險(xian)(xian)政(zheng)策。將(jiang)在城(cheng)市(shi)實現(xian)穩(wen)定就(jiu)業的(de)進城(cheng)務工人(ren)(ren)(ren)員納入職工基(ji)(ji)(ji)本(ben)(ben)醫(yi)(yi)(yi)療保(bao)(bao)險(xian)(xian)保(bao)(bao)障范(fan)圍。整合城(cheng)鄉居(ju)民基(ji)(ji)(ji)本(ben)(ben)醫(yi)(yi)(yi)療保(bao)(bao)險(xian)(xian)制(zhi)度(du),統一覆蓋范(fan)圍、籌資(zi)政(zheng)策、醫(yi)(yi)(yi)保(bao)(bao)目錄和保(bao)(bao)障待遇等。進城(cheng)落戶農民在農村參加的(de)基(ji)(ji)(ji)本(ben)(ben)醫(yi)(yi)(yi)療保(bao)(bao)險(xian)(xian)可規范(fan)接入城(cheng)鎮(zhen)(zhen)基(ji)(ji)(ji)本(ben)(ben)醫(yi)(yi)(yi)療保(bao)(bao)險(xian)(xian)。完善(shan)(shan)基(ji)(ji)(ji)本(ben)(ben)醫(yi)(yi)(yi)療保(bao)(bao)險(xian)(xian)市(shi)級(ji)統籌,落實醫(yi)(yi)(yi)保(bao)(bao)關系轉移接續辦法和異地(di)就(jiu)醫(yi)(yi)(yi)結算辦法,健(jian)全異地(di)就(jiu)醫(yi)(yi)(yi)聯(lian)網結算,確保(bao)(bao)基(ji)(ji)(ji)本(ben)(ben)醫(yi)(yi)(yi)保(bao)(bao)參保(bao)(bao)人(ren)(ren)(ren)能(neng)跨制(zhi)度(du)、跨統籌地(di)區連續參保(bao)(bao)。鞏(gong)固(gu)完善(shan)(shan)城(cheng)鎮(zhen)(zhen)居(ju)民大病保(bao)(bao)險(xian)(xian)制(zhi)度(du),穩(wen)步提高大病保(bao)(bao)險(xian)(xian)保(bao)(bao)障水平。(市(shi)人(ren)(ren)(ren)社局牽頭,市(shi)衛(wei)計委等部門參與)
(十三)落(luo)實進(jin)城(cheng)(cheng)落(luo)戶農民(min)參加(jia)城(cheng)(cheng)鎮養(yang)(yang)(yang)(yang)老(lao)保(bao)(bao)(bao)險(xian)等政(zheng)策(ce)。全面落(luo)實基本(ben)養(yang)(yang)(yang)(yang)老(lao)保(bao)(bao)(bao)險(xian)關系轉移接續政(zheng)策(ce),推(tui)動符合條件的進(jin)城(cheng)(cheng)落(luo)戶農民(min)參加(jia)當(dang)地(di)(di)城(cheng)(cheng)鄉(xiang)居民(min)養(yang)(yang)(yang)(yang)老(lao)保(bao)(bao)(bao)險(xian)或城(cheng)(cheng)鎮職工養(yang)(yang)(yang)(yang)老(lao)保(bao)(bao)(bao)險(xian),按規定(ding)享有養(yang)(yang)(yang)(yang)老(lao)保(bao)(bao)(bao)險(xian)待遇。落(luo)實養(yang)(yang)(yang)(yang)老(lao)保(bao)(bao)(bao)險(xian)省級統籌政(zheng)策(ce),推(tui)進(jin)工傷保(bao)(bao)(bao)險(xian)、失業保(bao)(bao)(bao)險(xian)統籌,確保(bao)(bao)(bao)進(jin)城(cheng)(cheng)落(luo)戶農民(min)與當(dang)地(di)(di)城(cheng)(cheng)鎮居民(min)同等享有最低生活保(bao)(bao)(bao)障的權利(li)。(市(shi)人社局(ju)(ju)、市(shi)財政(zheng)局(ju)(ju)、市(shi)民(min)政(zheng)局(ju)(ju)等牽頭)
(十四)保(bao)障進(jin)城(cheng)落(luo)(luo)戶(hu)農(nong)民(min)子(zi)女平(ping)等享有受(shou)教(jiao)(jiao)育(yu)權利。各縣(市)區人民(min)政府教(jiao)(jiao)育(yu)主管部門結合實際情況,保(bao)障進(jin)城(cheng)落(luo)(luo)戶(hu)農(nong)民(min)適(shi)齡子(zi)女受(shou)教(jiao)(jiao)育(yu)權利。加(jia)強中小學(xue)生學(xue)籍信息管理(li)系統管理(li),為進(jin)城(cheng)落(luo)(luo)戶(hu)居民(min)子(zi)女轉學(xue)升(sheng)學(xue)提供便利。(市教(jiao)(jiao)育(yu)局牽頭)
(十五(wu))全(quan)(quan)面實行(xing)居(ju)住(zhu)(zhu)證(zheng)制度。建立健(jian)全(quan)(quan)居(ju)住(zhu)(zhu)證(zheng)與基(ji)本(ben)(ben)公共(gong)服務供給銜(xian)接機制,推進居(ju)住(zhu)(zhu)證(zheng)制度覆(fu)蓋全(quan)(quan)部未落(luo)戶(hu)城(cheng)鎮常住(zhu)(zhu)人(ren)(ren)口,保(bao)障居(ju)住(zhu)(zhu)證(zheng)持(chi)有(you)人(ren)(ren)享有(you)國家規(gui)定(ding)的(de)各項基(ji)本(ben)(ben)公共(gong)服務和辦事便(bian)利。各縣(市(shi))區人(ren)(ren)民政(zheng)府要根據本(ben)(ben)地承(cheng)載能(neng)力,不斷擴大對居(ju)住(zhu)(zhu)證(zheng)持(chi)有(you)人(ren)(ren)的(de)公共(gong)服務范圍并提(ti)高服務標(biao)準,縮小其(qi)與戶(hu)籍人(ren)(ren)口基(ji)本(ben)(ben)公共(gong)服務的(de)差距;推動居(ju)住(zhu)(zhu)證(zheng)持(chi)有(you)人(ren)(ren)在當地落(luo)戶(hu)。(市(shi)公安局牽頭,市(shi)教育局、市(shi)人(ren)(ren)社局、市(shi)衛計委(wei)、市(shi)文廣新局、市(shi)體育局、各縣(市(shi))區人(ren)(ren)民政(zheng)府分別(bie)負責)
四、強化監測檢查
(十六)健(jian)全(quan)落戶統(tong)計(ji)(ji)體(ti)系(xi)。根據國家和省(sheng)統(tong)一部(bu)署,加(jia)快建(jian)立(li)健(jian)全(quan)常住人(ren)口(kou)城(cheng)鎮化率和戶籍人(ren)口(kou)城(cheng)鎮化率統(tong)計(ji)(ji)指標,準(zhun)確快捷反映(ying)各縣(市(shi))區變動狀況,并列入各縣(市(shi))區統(tong)計(ji)(ji)公(gong)報。同(tong)時利用大數據等方(fang)式,進一步提升(sheng)人(ren)口(kou)推算的科(ke)學性和準(zhun)確性。(市(shi)統(tong)計(ji)(ji)局(ju)、市(shi)公(gong)安局(ju)牽頭(tou))
(十七)強(qiang)化專項檢查。對各縣(市)區(qu)非(fei)戶(hu)籍人口特別是進城農民落戶(hu)進展情(qing)況進行(xing)跟蹤監測和監督(du)檢查,及時向社會公(gong)布(bu)有關(guan)情(qing)況。2018年組織(zhi)開展對非(fei)戶(hu)籍人口在城市落戶(hu)情(qing)況的中期評(ping)估,2020年進行(xing)總結評(ping)估。(市公(gong)安局、市發改委牽頭)
(十八)強(qiang)(qiang)化(hua)(hua)政(zheng)策(ce)效(xiao)(xiao)果(guo)(guo)。對《合(he)(he)肥市(shi)新(xin)型城鎮(zhen)化(hua)(hua)試點(dian)實施(shi)方(fang)案》(合(he)(he)政(zheng)〔2015〕122號)、《合(he)(he)肥市(shi)人民政(zheng)府關(guan)(guan)于(yu)進一步推進戶(hu)籍制(zhi)度改(gai)(gai)革的實施(shi)意(yi)見》(合(he)(he)政(zheng)〔2015〕210號)等(deng)文(wen)件已明確的相關(guan)(guan)配(pei)套(tao)政(zheng)策(ce),有關(guan)(guan)部門要加快(kuai)(kuai)工(gong)作進度,確保盡快(kuai)(kuai)出臺。采取自我評估(gu)和第三方(fang)評估(gu)相結(jie)合(he)(he)的方(fang)式,對相關(guan)(guan)配(pei)套(tao)政(zheng)策(ce)實施(shi)情況進行跟蹤分析,動態調整(zheng)完善政(zheng)策(ce),強(qiang)(qiang)化(hua)(hua)政(zheng)策(ce)實施(shi)效(xiao)(xiao)果(guo)(guo)。(市(shi)發改(gai)(gai)委等(deng)新(xin)型城鎮(zhen)化(hua)(hua)試點(dian)市(shi)工(gong)作領(ling)導小組(zu)成員單位按職責分工(gong)負責)
(十九)強化(hua)審計(ji)監(jian)督。適時將非(fei)戶(hu)籍人(ren)口在城市(shi)(shi)落戶(hu)情(qing)(qing)(qing)況和相關(guan)(guan)配套政策實施(shi)情(qing)(qing)(qing)況納(na)入(ru)國家重(zhong)大政策措(cuo)施(shi)落實情(qing)(qing)(qing)況跟蹤審計(ji)范(fan)圍,將審計(ji)結果及整(zheng)改情(qing)(qing)(qing)況作為有(you)關(guan)(guan)部(bu)門(men)考核、任免、獎懲領導干(gan)部(bu)的重(zhong)要依據。(市(shi)(shi)審計(ji)局、市(shi)(shi)委組(zu)織部(bu)等牽(qian)頭)
