為推(tui)(tui)進有(you)(you)能(neng)力在(zai)城(cheng)鎮(zhen)穩(wen)定(ding)就(jiu)業和(he)生(sheng)活的常住(zhu)人口有(you)(you)序實現市(shi)民(min)化,穩(wen)步(bu)推(tui)(tui)進城(cheng)鎮(zhen)基本(ben)公(gong)共服務常住(zhu)人口全覆蓋,結合(he)合(he)肥(fei)市(shi)實際(ji),合(he)肥(fei)市(shi)人民(min)政(zheng)府(fu)辦公(gong)廳(ting)印(yin)發了《關于推(tui)(tui)動(dong)非戶籍人口在(zai)城(cheng)市(shi)落戶實施方案的通知(zhi)》等合(he)肥(fei)戶籍遷入政(zheng)策(ce)。
各(ge)縣(xian)(市)區(qu)人民政府(fu),市政府(fu)各(ge)部門、各(ge)直屬機構:
為貫徹落(luo)實《安徽省人(ren)民政府辦公廳關于印發推動(dong)非(fei)戶(hu)(hu)籍人(ren)口(kou)在(zai)城市落(luo)戶(hu)(hu)實施方(fang)案的通知》(皖政辦〔2017〕3號),進一步做好非(fei)戶(hu)(hu)籍人(ren)口(kou)在(zai)城市落(luo)戶(hu)(hu)工作,經市委(wei)、市政府同意,制定如下實施方(fang)案。
一、總體要求
(一)指導思想。全面貫(guan)徹(che)黨(dang)的十(shi)九大和(he)十(shi)九屆(jie)二中、三中全會(hui)(hui)(hui)精神,以習近平新(xin)時代(dai)中國特色(se)社會(hui)(hui)(hui)主義(yi)思想為指導,按(an)照(zhao)“五位一體”總體布局(ju)和(he)“四個全面”戰略布局(ju),堅(jian)持創新(xin)、協(xie)調(diao)、綠(lv)色(se)、開放、共享(xiang)發展理念(nian),以人的城鎮化為核心,以理念(nian)創新(xin)為先導,以體制機制改革(ge)為動力,深化戶籍制度改革(ge),加快完善財政、土地、社保等配套政策,全面提升城鎮綜合吸引力和(he)承載力,為促(cu)進經濟持續健康發展提供(gong)持久強勁(jing)動力,為維護社會(hui)(hui)(hui)公平正義(yi)與和(he)諧穩定奠定堅(jian)實基礎。
(二(er))基本原則。
統(tong)(tong)籌設計,協同(tong)推進。統(tong)(tong)籌推進本地(di)和(he)外地(di)非(fei)戶(hu)籍(ji)人口(kou)在城(cheng)市落戶(hu),實行相同(tong)的落戶(hu)條件和(he)標準。統(tong)(tong)籌戶(hu)籍(ji)制度改革與相關(guan)配套制度改革創新,充分利用國家新型(xing)城(cheng)鎮(zhen)化綜合試點和(he)各(ge)專項試點政策(ce),形成合力,確保城(cheng)市新老(lao)居民同(tong)城(cheng)同(tong)待遇。
存量優先(xian),帶動增量。優先(xian)解決進城時間長、就(jiu)業(ye)能(neng)力強、能(neng)夠適應城市(shi)產(chan)業(ye)轉型升(sheng)級和市(shi)場競爭環境的非(fei)戶(hu)籍人(ren)(ren)口(kou)落戶(hu),形成示范效應,逐步帶動新增非(fei)戶(hu)籍人(ren)(ren)口(kou)在城市(shi)落戶(hu)。
因地制宜,分類施(shi)策(ce)。充(chong)分考(kao)慮城(cheng)市綜合(he)承載能力,實(shi)施(shi)差別化(hua)落戶政策(ce),賦予縣(市)更多(duo)操作空間,鼓勵縣(市)結合(he)實(shi)際創(chuang)造典型經驗。在充(chong)分尊重個人意愿的(de)基礎上(shang),建立激(ji)勵鼓勵機(ji)制,合(he)理引導農業轉移人口自愿進城(cheng)落戶,打破“玻(bo)璃(li)門”,防止“被落戶”。
(三)主要(yao)目標。“十(shi)三五”期間,城鄉區域間戶(hu)籍遷移壁壘加速(su)破除(chu),配套政策體系進一步完善,全市戶(hu)籍人口(kou)年(nian)均落戶(hu)城鎮(zhen)達10萬(wan)人以(yi)上,到(dao)(dao)(dao)2020年(nian),全市戶(hu)籍人口(kou)城鎮(zhen)化(hua)率提高(gao)到(dao)(dao)(dao)55%,常住(zhu)人口(kou)城鎮(zhen)化(hua)率達到(dao)(dao)(dao)75%。
二、進一步拓寬落戶通道
(四)全面放(fang)開(kai)放(fang)寬(kuan)落(luo)(luo)戶(hu)(hu)限制(zhi)。全面放(fang)寬(kuan)農業轉(zhuan)移(yi)人口落(luo)(luo)戶(hu)(hu)條件,以(yi)農村學(xue)生升(sheng)學(xue)和(he)參軍進(jin)(jin)入城鎮的(de)人口、舉家遷徙的(de)農業轉(zhuan)移(yi)人口以(yi)及新生代農民工為重點,促進(jin)(jin)有能力在(zai)(zai)城鎮穩(wen)定就業和(he)生活的(de)農業轉(zhuan)移(yi)人口舉家進(jin)(jin)城落(luo)(luo)戶(hu)(hu)。凡在(zai)(zai)我市(shi)城區合法(fa)穩(wen)定就業2年以(yi)上并有合法(fa)穩(wen)定住所(含租(zu)賃),同時按照國家規定參加城鎮社會(hui)保險(xian)達到1年的(de)農業轉(zhuan)移(yi)人口,可以(yi)辦理本人落(luo)(luo)戶(hu)(hu)及父(fu)母、配偶、未婚子女(nv)隨遷或投靠。
凡自愿(yuan)來我市工(gong)作(zuo)的(de)(de)高校應屆畢(bi)業(ye)(ye)生(sheng)(sheng)(sheng)、職(zhi)業(ye)(ye)院校(含技(ji)工(gong)院校,下同(tong))應屆畢(bi)業(ye)(ye)生(sheng)(sheng)(sheng)、留學歸國人(ren)員;年齡在(zai)(zai)40周(zhou)歲以(yi)下本科學歷人(ren)才(cai)(cai)、中(zhong)級及(ji)以(yi)上專(zhuan)業(ye)(ye)技(ji)術人(ren)才(cai)(cai)、高級工(gong)(國家職(zhi)業(ye)(ye)資(zi)格三級)及(ji)以(yi)上高技(ji)能人(ren)才(cai)(cai);高層(ceng)次創新創業(ye)(ye)人(ren)才(cai)(cai)、碩士研究生(sheng)(sheng)(sheng)以(yi)上學歷人(ren)才(cai)(cai),暫未落實工(gong)作(zuo)單位(wei)的(de)(de),可(ke)以(yi)先行落戶(hu)(hu)。有自有產權住宅房(fang)的(de)(de),在(zai)(zai)常住地(di)直(zhi)接登(deng)記為家庭戶(hu)(hu);租賃房(fang)屋的(de)(de),可(ke)以(yi)在(zai)(zai)就(jiu)業(ye)(ye)地(di)人(ren)才(cai)(cai)交(jiao)流中(zhong)心、居住地(di)的(de)(de)公共(社區)集體(ti)戶(hu)(hu)登(deng)記戶(hu)(hu)口(kou),也可(ke)憑同(tong)意(yi)掛(gua)戶(hu)(hu)和說明(ming)親(qin)屬(shu)關系(xi)的(de)(de)承諾書等材(cai)料將戶(hu)(hu)口(kou)掛(gua)靠在(zai)(zai)親(qin)戚(指三代(dai)以(yi)內直(zhi)系(xi)或旁(pang)系(xi)血(xue)親(qin))戶(hu)(hu)上。
實行農(nong)村籍(ji)高(gao)(gao)校(xiao)學(xue)生來去自由的(de)落戶(hu)(hu)政策,高(gao)(gao)校(xiao)錄取(qu)的(de)農(nong)村籍(ji)學(xue)生可(ke)根據本(ben)人意愿,將戶(hu)(hu)口(kou)遷(qian)(qian)至高(gao)(gao)校(xiao)所在(zai)地(di)(di);畢(bi)業(ye)后(hou)可(ke)根據本(ben)人意愿,將戶(hu)(hu)口(kou)從高(gao)(gao)校(xiao)所在(zai)地(di)(di)遷(qian)(qian)回原籍(ji)(入(ru)(ru)學(xue)前遷(qian)(qian)出(chu)(chu)地(di)(di))或遷(qian)(qian)入(ru)(ru)就(創)業(ye)地(di)(di);畢(bi)業(ye)后(hou)兩(liang)年之內可(ke)在(zai)入(ru)(ru)學(xue)前戶(hu)(hu)口(kou)遷(qian)(qian)出(chu)(chu)地(di)(di)(含(han)入(ru)(ru)學(xue)時戶(hu)(hu)口(kou)未遷(qian)(qian)入(ru)(ru)學(xue)校(xiao),但畢(bi)業(ye)后(hou)戶(hu)(hu)口(kou)遷(qian)(qian)出(chu)(chu)的(de))、現(xian)工作地(di)(di)(城鎮)、實際居住(zhu)地(di)(di)(城鎮)自由選擇落戶(hu)(hu)地(di)(di),且不受(shou)遷(qian)(qian)移次數限(xian)制(zhi)。(市公安局牽頭)
(五)調整完善城(cheng)鎮落戶(hu)及隨(sui)遷(qian)(qian)、投(tou)靠人員戶(hu)口遷(qian)(qian)移政策。購買房屋(wu)、投(tou)資納稅等不作為落戶(hu)限制條件;符(fu)合我市城(cheng)鎮落戶(hu)條件的,父(fu)母(mu)、配偶、未婚子(zi)女可以(yi)隨(sui)遷(qian)(qian);已落戶(hu)城(cheng)鎮的人員,父(fu)母(mu)、配偶、未婚子(zi)女可以(yi)投(tou)靠遷(qian)(qian)移。(市公安局(ju)牽頭)
三、制定實施配套政策
(六)加(jia)大(da)對農(nong)(nong)(nong)業(ye)(ye)轉(zhuan)(zhuan)移人(ren)口(kou)(kou)(kou)市(shi)(shi)民(min)化的財政支(zhi)持力度并建立(li)動態調整機制。建立(li)我市(shi)(shi)支(zhi)持農(nong)(nong)(nong)業(ye)(ye)轉(zhuan)(zhuan)移人(ren)口(kou)(kou)(kou)市(shi)(shi)民(min)化財政政策體系,完善市(shi)(shi)對下(xia)均衡(heng)性轉(zhuan)(zhuan)移支(zhi)付辦(ban)法,向吸納農(nong)(nong)(nong)業(ye)(ye)轉(zhuan)(zhuan)移人(ren)口(kou)(kou)(kou)較(jiao)多地區(qu)(qu)(qu)和中小城鎮傾斜,切(qie)實(shi)保障(zhang)農(nong)(nong)(nong)業(ye)(ye)轉(zhuan)(zhuan)移人(ren)口(kou)(kou)(kou)基本(ben)公(gong)共(gong)服(fu)(fu)務需求。各縣(xian)(市(shi)(shi))區(qu)(qu)(qu)人(ren)民(min)政府(含開發區(qu)(qu)(qu)管委會(hui),下(xia)同(tong))要將獎(jiang)勵資(zi)金統籌用于基本(ben)公(gong)共(gong)服(fu)(fu)務。落(luo)實(shi)各縣(xian)(市(shi)(shi))區(qu)(qu)(qu)人(ren)民(min)政府主體責任(ren),引導其加(jia)大(da)支(zhi)出結構(gou)調整力度,依靠自有財力為農(nong)(nong)(nong)業(ye)(ye)轉(zhuan)(zhuan)移人(ren)口(kou)(kou)(kou)提(ti)供與當地戶籍人(ren)口(kou)(kou)(kou)同(tong)等(deng)的基本(ben)公(gong)共(gong)服(fu)(fu)務。(市(shi)(shi)財政局(ju)牽頭(tou))
(七)建(jian)立財政(zheng)性(xing)建(jian)設(she)(she)資金對(dui)(dui)吸(xi)納(na)農業轉(zhuan)移人(ren)口較多城市(shi)基(ji)礎設(she)(she)施(shi)(shi)(shi)投(tou)資的補助機制。加快實施(shi)(shi)(shi)市(shi)財政(zheng)預算(suan)內投(tou)資安排向(xiang)吸(xi)納(na)農業轉(zhuan)移人(ren)口落戶數量(liang)較多城鎮傾斜的政(zheng)策(ce)。市(shi)級財政(zheng)在安排城市(shi)基(ji)礎設(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she)和運行(xing)維(wei)護、保障(zhang)性(xing)住房等相(xiang)關專項資金時,對(dui)(dui)吸(xi)納(na)農業轉(zhuan)移人(ren)口較多的地區給(gei)予適當支持。鼓勵縣級政(zheng)府(fu)實施(shi)(shi)(shi)相(xiang)應配(pei)套政(zheng)策(ce)。(市(shi)發改(gai)委、市(shi)財政(zheng)局、市(shi)城鄉建(jian)委牽頭)
(八)實施城(cheng)(cheng)(cheng)鎮(zhen)建設(she)用(yong)(yong)地(di)增加規(gui)(gui)(gui)模(mo)與吸(xi)納農業轉(zhuan)移人(ren)口落戶數量掛鉤政策。按(an)照以人(ren)定地(di)、人(ren)地(di)和諧的(de)原則,在編制和修訂土地(di)利(li)(li)用(yong)(yong)總體(ti)規(gui)(gui)(gui)劃(hua)、下達土地(di)利(li)(li)用(yong)(yong)年度計(ji)(ji)劃(hua)時,充(chong)分考慮(lv)進城(cheng)(cheng)(cheng)落戶人(ren)口規(gui)(gui)(gui)模(mo)等(deng)因(yin)素,科(ke)學安(an)排城(cheng)(cheng)(cheng)鎮(zhen)新(xin)增建設(she)用(yong)(yong)地(di)規(gui)(gui)(gui)模(mo)和計(ji)(ji)劃(hua)指(zhi)標(biao),保障進城(cheng)(cheng)(cheng)落戶人(ren)口用(yong)(yong)地(di)需求。規(gui)(gui)(gui)范推進城(cheng)(cheng)(cheng)鄉建設(she)用(yong)(yong)地(di)增減掛鉤,建立健全(quan)城(cheng)(cheng)(cheng)鎮(zhen)低(di)效(xiao)用(yong)(yong)地(di)再(zai)開發激(ji)勵約束機制。(市(shi)國(guo)土資源局、市(shi)農委(wei)牽(qian)頭)
(九)拓(tuo)展(zhan)完(wan)善城市(shi)基(ji)(ji)礎(chu)(chu)設(she)(she)(she)施項(xiang)目融資(zi)制度(du)。健(jian)全債(zhai)券信息披露、信用(yong)評級、發(fa)行管理(li)等方面(mian)制度(du)安排(pai),指導符合條件的(de)企業(ye)(ye)擴(kuo)大(da)永續債(zhai)發(fa)行規模,發(fa)行專項(xiang)債(zhai)券和綠色債(zhai)券,拓(tuo)寬城鎮化(hua)項(xiang)目直接融資(zi)渠道。鼓勵各地利(li)用(yong)財政資(zi)金(jin)和社(she)(she)會資(zi)金(jin)設(she)(she)(she)立城鎮化(hua)發(fa)展(zhan)基(ji)(ji)金(jin),支(zhi)(zhi)持(chi)國(guo)家開發(fa)銀行、農業(ye)(ye)發(fa)展(zhan)銀行等政策性(xing)金(jin)融機(ji)構(gou)以及商(shang)業(ye)(ye)性(xing)金(jin)融機(ji)構(gou),創新新型城鎮化(hua)金(jin)融產品支(zhi)(zhi)持(chi)城市(shi)基(ji)(ji)礎(chu)(chu)設(she)(she)(she)施建(jian)設(she)(she)(she)。積極落實上(shang)級PPP財政獎補政策,吸引社(she)(she)會資(zi)本參與城市(shi)公共服務(wu)和基(ji)(ji)礎(chu)(chu)設(she)(she)(she)施建(jian)設(she)(she)(she)運(yun)營。支(zhi)(zhi)持(chi)有條件的(de)縣城按中(zhong)等城市(shi)標準規劃建(jian)設(she)(she)(she),做大(da)做強中(zhong)心鎮,促進農業(ye)(ye)人口就近城鎮化(hua)。(市(shi)財政局牽頭,市(shi)發(fa)改委、市(shi)金(jin)融辦、各縣(市(shi))區人民(min)政府按職責(ze)分工負責(ze))
(十)建(jian)立進(jin)城落戶(hu)(hu)農(nong)(nong)(nong)(nong)民“三權(quan)”維護和自(zi)愿(yuan)有償(chang)退出機(ji)制(zhi)。加快推進(jin)農(nong)(nong)(nong)(nong)村(cun)集體產權(quan)制(zhi)度改革(ge),確(que)保(bao)如(ru)期完成土(tu)地(di)承包權(quan)、宅基地(di)使用權(quan)等確(que)權(quan)登記頒證,積極推進(jin)農(nong)(nong)(nong)(nong)村(cun)集體資產確(que)權(quan)到戶(hu)(hu)和股份(fen)合作制(zhi)改革(ge),進(jin)城落戶(hu)(hu)農(nong)(nong)(nong)(nong)民依(yi)法(fa)取得的(de)農(nong)(nong)(nong)(nong)村(cun)土(tu)地(di)承包經(jing)營(ying)權(quan)、宅基地(di)使用權(quan)、集體收益(yi)分配權(quan)繼續保(bao)持(chi)不變(bian)。建(jian)立健全農(nong)(nong)(nong)(nong)村(cun)產權(quan)流轉(zhuan)市(shi)場(chang)體系,以縣(市(shi))為重點,建(jian)立符合實(shi)際需(xu)求的(de)農(nong)(nong)(nong)(nong)村(cun)產權(quan)流轉(zhuan)交易(yi)(yi)市(shi)場(chang),發(fa)揮產權(quan)交易(yi)(yi)平臺的(de)信息傳(chuan)遞、價格發(fa)現(xian)和交易(yi)(yi)中(zhong)介功能。探索形成農(nong)(nong)(nong)(nong)戶(hu)(hu)對“三權(quan)”的(de)自(zi)愿(yuan)有償(chang)退出機(ji)制(zhi),支持(chi)和引導進(jin)城落戶(hu)(hu)農(nong)(nong)(nong)(nong)民依(yi)法(fa)自(zi)愿(yuan)有償(chang)轉(zhuan)讓上述權(quan)益(yi),但現(xian)階段要(yao)嚴格限定在(zai)本集體經(jing)濟組織(zhi)內(nei)部。(市(shi)農(nong)(nong)(nong)(nong)委、市(shi)國土(tu)資源(yuan)局(ju)、人(ren)行合肥中(zhong)心支行牽(qian)頭)
(十(shi)一)將(jiang)進(jin)城(cheng)落戶農民完全納入(ru)城(cheng)鎮住(zhu)(zhu)房(fang)(fang)(fang)保(bao)障(zhang)(zhang)體(ti)系(xi)。市(shi)財政在安排保(bao)障(zhang)(zhang)性住(zhu)(zhu)房(fang)(fang)(fang)專項資金(jin)(jin)(jin)時,對吸納農業轉移人(ren)口較多的地區(qu)給(gei)予(yu)適當(dang)支(zhi)持,確保(bao)進(jin)城(cheng)落戶農民與當(dang)地城(cheng)鎮居民同等(deng)享有(you)政府(fu)提供基本住(zhu)(zhu)房(fang)(fang)(fang)保(bao)障(zhang)(zhang)的權(quan)(quan)利。住(zhu)(zhu)房(fang)(fang)(fang)保(bao)障(zhang)(zhang)逐步實行實物保(bao)障(zhang)(zhang)與租賃補(bu)貼并舉,通過市(shi)場提供房(fang)(fang)(fang)源、政府(fu)發放租賃補(bu)貼方式,支(zhi)持符合條件的進(jin)城(cheng)落戶農民承(cheng)租市(shi)場住(zhu)(zhu)房(fang)(fang)(fang)。各縣(市(shi))區(qu)人(ren)民政府(fu)要(yao)定期(qi)公(gong)(gong)(gong)(gong)布公(gong)(gong)(gong)(gong)共租賃住(zhu)(zhu)房(fang)(fang)(fang)保(bao)障(zhang)(zhang)準(zhun)入(ru)條件,建立動(dong)態調整機制(zhi)。推進(jin)擴大住(zhu)(zhu)房(fang)(fang)(fang)公(gong)(gong)(gong)(gong)積(ji)金(jin)(jin)(jin)覆(fu)蓋(gai)面,支(zhi)持將(jiang)有(you)穩定就業的進(jin)城(cheng)務工(gong)人(ren)員和個體(ti)工(gong)商戶等(deng)自(zi)由(you)職業者(zhe)納入(ru)住(zhu)(zhu)房(fang)(fang)(fang)公(gong)(gong)(gong)(gong)積(ji)金(jin)(jin)(jin)繳(jiao)存范圍(wei),讓更多人(ren)群享有(you)住(zhu)(zhu)房(fang)(fang)(fang)公(gong)(gong)(gong)(gong)積(ji)金(jin)(jin)(jin)繳(jiao)存、提取、貸款(kuan)等(deng)相(xiang)關權(quan)(quan)益。(市(shi)房(fang)(fang)(fang)產局牽(qian)頭(tou))
(十(shi)二)落(luo)實進城(cheng)(cheng)(cheng)(cheng)落(luo)戶(hu)農民參(can)加城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)基(ji)(ji)本(ben)醫(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)險政(zheng)策。將(jiang)在城(cheng)(cheng)(cheng)(cheng)市(shi)實現穩定就業的進城(cheng)(cheng)(cheng)(cheng)務工人(ren)員納入職(zhi)工基(ji)(ji)本(ben)醫(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)險保(bao)(bao)障范(fan)圍。整合城(cheng)(cheng)(cheng)(cheng)鄉居(ju)民基(ji)(ji)本(ben)醫(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)險制度,統(tong)一(yi)覆蓋(gai)范(fan)圍、籌資政(zheng)策、醫(yi)(yi)(yi)保(bao)(bao)目(mu)錄和(he)保(bao)(bao)障待遇(yu)等。進城(cheng)(cheng)(cheng)(cheng)落(luo)戶(hu)農民在農村參(can)加的基(ji)(ji)本(ben)醫(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)險可規范(fan)接(jie)(jie)入城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)基(ji)(ji)本(ben)醫(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)險。完(wan)善基(ji)(ji)本(ben)醫(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)險市(shi)級(ji)統(tong)籌,落(luo)實醫(yi)(yi)(yi)保(bao)(bao)關系(xi)轉移接(jie)(jie)續(xu)辦(ban)(ban)法和(he)異地(di)(di)就醫(yi)(yi)(yi)結(jie)算辦(ban)(ban)法,健全異地(di)(di)就醫(yi)(yi)(yi)聯網結(jie)算,確保(bao)(bao)基(ji)(ji)本(ben)醫(yi)(yi)(yi)保(bao)(bao)參(can)保(bao)(bao)人(ren)能跨制度、跨統(tong)籌地(di)(di)區連續(xu)參(can)保(bao)(bao)。鞏固(gu)完(wan)善城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)居(ju)民大病保(bao)(bao)險制度,穩步提高大病保(bao)(bao)險保(bao)(bao)障水平。(市(shi)人(ren)社局(ju)牽頭,市(shi)衛計委等部(bu)門(men)參(can)與(yu))
(十三)落(luo)實進(jin)城(cheng)落(luo)戶(hu)(hu)農民參(can)加城(cheng)鎮養(yang)老(lao)(lao)保險(xian)(xian)(xian)(xian)等(deng)政(zheng)(zheng)策(ce)。全面落(luo)實基本養(yang)老(lao)(lao)保險(xian)(xian)(xian)(xian)關系轉移接續政(zheng)(zheng)策(ce),推動符合條(tiao)件的(de)進(jin)城(cheng)落(luo)戶(hu)(hu)農民參(can)加當地(di)城(cheng)鄉居(ju)民養(yang)老(lao)(lao)保險(xian)(xian)(xian)(xian)或城(cheng)鎮職工養(yang)老(lao)(lao)保險(xian)(xian)(xian)(xian),按規定享有養(yang)老(lao)(lao)保險(xian)(xian)(xian)(xian)待遇。落(luo)實養(yang)老(lao)(lao)保險(xian)(xian)(xian)(xian)省級統(tong)籌政(zheng)(zheng)策(ce),推進(jin)工傷保險(xian)(xian)(xian)(xian)、失業保險(xian)(xian)(xian)(xian)統(tong)籌,確(que)保進(jin)城(cheng)落(luo)戶(hu)(hu)農民與當地(di)城(cheng)鎮居(ju)民同等(deng)享有最低生活保障的(de)權利。(市(shi)人社(she)局(ju)、市(shi)財政(zheng)(zheng)局(ju)、市(shi)民政(zheng)(zheng)局(ju)等(deng)牽(qian)頭)
(十四)保障進城(cheng)(cheng)落(luo)戶(hu)(hu)農民子(zi)女(nv)平等享有受教(jiao)育(yu)權利。各縣(市(shi))區(qu)人民政府教(jiao)育(yu)主管(guan)(guan)部門結合(he)實際情況,保障進城(cheng)(cheng)落(luo)戶(hu)(hu)農民適齡(ling)子(zi)女(nv)受教(jiao)育(yu)權利。加(jia)強中小學(xue)生學(xue)籍(ji)信息(xi)管(guan)(guan)理系統管(guan)(guan)理,為(wei)進城(cheng)(cheng)落(luo)戶(hu)(hu)居(ju)民子(zi)女(nv)轉學(xue)升學(xue)提供便利。(市(shi)教(jiao)育(yu)局(ju)牽頭)
(十五(wu))全(quan)面實(shi)行居住(zhu)(zhu)證(zheng)(zheng)(zheng)制度。建立健全(quan)居住(zhu)(zhu)證(zheng)(zheng)(zheng)與(yu)基本(ben)公共(gong)服(fu)務供給銜接機制,推進(jin)居住(zhu)(zhu)證(zheng)(zheng)(zheng)制度覆蓋全(quan)部未落(luo)戶城鎮常住(zhu)(zhu)人口,保(bao)障居住(zhu)(zhu)證(zheng)(zheng)(zheng)持有人享有國(guo)家規定的各項(xiang)基本(ben)公共(gong)服(fu)務和(he)辦事便利(li)。各縣(市(shi)(shi))區人民(min)政府要根據本(ben)地承載(zai)能力(li),不斷(duan)擴大對居住(zhu)(zhu)證(zheng)(zheng)(zheng)持有人的公共(gong)服(fu)務范圍并提高服(fu)務標(biao)準,縮小其與(yu)戶籍(ji)人口基本(ben)公共(gong)服(fu)務的差距;推動居住(zhu)(zhu)證(zheng)(zheng)(zheng)持有人在當地落(luo)戶。(市(shi)(shi)公安局(ju)牽頭,市(shi)(shi)教育局(ju)、市(shi)(shi)人社局(ju)、市(shi)(shi)衛計委、市(shi)(shi)文廣新局(ju)、市(shi)(shi)體育局(ju)、各縣(市(shi)(shi))區人民(min)政府分別(bie)負責)
四、強化監測檢查
(十六)健(jian)全落戶統計體系(xi)。根據(ju)國家和省統一(yi)部署,加快(kuai)建立健(jian)全常住人(ren)(ren)口(kou)城(cheng)鎮化(hua)率和戶籍人(ren)(ren)口(kou)城(cheng)鎮化(hua)率統計指標(biao),準確快(kuai)捷(jie)反映各(ge)(ge)縣(xian)(市(shi)(shi))區變動狀(zhuang)況(kuang),并列入各(ge)(ge)縣(xian)(市(shi)(shi))區統計公報。同時利用大數據(ju)等方式(shi),進一(yi)步提升人(ren)(ren)口(kou)推(tui)算的科學(xue)性和準確性。(市(shi)(shi)統計局、市(shi)(shi)公安局牽頭)
(十七(qi))強化專項檢查。對(dui)各縣(市(shi))區非戶籍人(ren)口特別是進(jin)(jin)城農(nong)民落戶進(jin)(jin)展(zhan)情況進(jin)(jin)行(xing)跟蹤監(jian)測和監(jian)督檢查,及時向(xiang)社會公布有(you)關情況。2018年組(zu)織開展(zhan)對(dui)非戶籍人(ren)口在城市(shi)落戶情況的中(zhong)期評(ping)估(gu),2020年進(jin)(jin)行(xing)總結評(ping)估(gu)。(市(shi)公安(an)局(ju)、市(shi)發(fa)改(gai)委牽頭)
(十八)強(qiang)化(hua)政(zheng)(zheng)策(ce)(ce)(ce)效果。對(dui)《合肥(fei)市新型城鎮(zhen)化(hua)試(shi)點實施方案》(合政(zheng)(zheng)〔2015〕122號)、《合肥(fei)市人民政(zheng)(zheng)府關(guan)(guan)于進(jin)(jin)一步推進(jin)(jin)戶籍制度改(gai)革的實施意(yi)見》(合政(zheng)(zheng)〔2015〕210號)等(deng)文件已明(ming)確的相關(guan)(guan)配(pei)套政(zheng)(zheng)策(ce)(ce)(ce),有關(guan)(guan)部門要加快工(gong)(gong)作進(jin)(jin)度,確保(bao)盡快出臺(tai)。采(cai)取自我評估(gu)和第三方評估(gu)相結合的方式(shi),對(dui)相關(guan)(guan)配(pei)套政(zheng)(zheng)策(ce)(ce)(ce)實施情況進(jin)(jin)行跟蹤分析(xi),動態調整(zheng)完(wan)善政(zheng)(zheng)策(ce)(ce)(ce),強(qiang)化(hua)政(zheng)(zheng)策(ce)(ce)(ce)實施效果。(市發改(gai)委等(deng)新型城鎮(zhen)化(hua)試(shi)點市工(gong)(gong)作領導小組(zu)成(cheng)員單位按職責分工(gong)(gong)負(fu)責)
(十九)強化審(shen)計監督。適時將非戶籍人口在城市落(luo)(luo)戶情(qing)(qing)況(kuang)和相關(guan)配套政(zheng)(zheng)策實(shi)(shi)施情(qing)(qing)況(kuang)納入國(guo)家重大(da)政(zheng)(zheng)策措施落(luo)(luo)實(shi)(shi)情(qing)(qing)況(kuang)跟蹤審(shen)計范圍,將審(shen)計結果及整改(gai)情(qing)(qing)況(kuang)作為有關(guan)部門考核(he)、任免(mian)、獎(jiang)懲領導干部的重要(yao)依(yi)據。(市審(shen)計局、市委組織部等牽頭(tou))
