為了要(yao)進一步鞏固免(mian)試就(jiu)近入(ru)學(xue)(xue)改(gai)革成(cheng)果,統籌(chou)義務教育(yu)和(he)(he)普(pu)通(tong)高中(zhong)(zhong)、公辦(ban)和(he)(he)民辦(ban)中(zhong)(zhong)小(xiao)學(xue)(xue)、戶籍學(xue)(xue)齡(ling)人口(kou)和(he)(he)隨(sui)遷(qian)子女招生入(ru)學(xue)(xue)工(gong)作(zuo)(zuo),科(ke)學(xue)(xue)制訂地區普(pu)通(tong)中(zhong)(zhong)小(xiao)學(xue)(xue)招生入(ru)學(xue)(xue)辦(ban)法,大連市教育(yu)局發布(bu)了關于做好中(zhong)(zhong)小(xiao)學(xue)(xue)招生入(ru)學(xue)(xue)工(gong)作(zuo)(zuo)的(de)通(tong)知(zhi),明確了大連入(ru)學(xue)(xue)條件。

為進(jin)一步貫(guan)徹(che)《中(zhong)(zhong)共(gong)中(zhong)(zhong)央 國務院關(guan)于(yu)深化教(jiao)育(yu)教(jiao)學(xue)(xue)(xue)(xue)改革(ge)全面提(ti)高義務教(jiao)育(yu)質量的意(yi)見》(中(zhong)(zhong)發(fa)(fa)〔2019〕26號(hao)(hao))、《遼(liao)(liao)(liao)寧省教(jiao)育(yu)廳關(guan)于(yu)加(jia)強中(zhong)(zhong)小(xiao)學(xue)(xue)(xue)(xue)招(zhao)生管(guan)理(li)(li)工(gong)(gong)(gong)作(zuo)的實(shi)施意(yi)見》(遼(liao)(liao)(liao)教(jiao)發(fa)(fa)〔2019〕106號(hao)(hao))和《大(da)連市教(jiao)育(yu)局(ju)關(guan)于(yu)進(jin)一步規范(fan)中(zhong)(zhong)小(xiao)學(xue)(xue)(xue)(xue)招(zhao)生入學(xue)(xue)(xue)(xue)管(guan)理(li)(li)工(gong)(gong)(gong)作(zuo)的通知(zhi)》(大(da)教(jiao)發(fa)(fa)〔2020〕26號(hao)(hao))精神,落實(shi)《遼(liao)(liao)(liao)寧省教(jiao)育(yu)廳辦(ban)(ban)公室關(guan)于(yu)做好(hao)2021年普(pu)通中(zhong)(zhong)小(xiao)學(xue)(xue)(xue)(xue)招(zhao)生入學(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)的通知(zhi)》(遼(liao)(liao)(liao)教(jiao)辦(ban)(ban)發(fa)(fa)〔2021〕13號(hao)(hao))要(yao)求,現(xian)就(jiu)做好(hao)我市2021-2022學(xue)(xue)(xue)(xue)年度(du)中(zhong)(zhong)小(xiao)學(xue)(xue)(xue)(xue)招(zhao)生入學(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)通知(zhi)如下(xia)。
一、做好義務教育階段招生入學工作
(一)全面保障適齡兒童少年接受義務教育
1.依法保障每個適齡兒童少年入學。各(ge)區(qu)(qu)(qu)市縣、先(xian)導(dao)區(qu)(qu)(qu)(以下簡稱“各(ge)地區(qu)(qu)(qu)”)要(yao)(yao)認真落(luo)實(shi)《義(yi)務教(jiao)育(yu)法(fa)》和《未成(cheng)年(nian)人保(bao)(bao)護法(fa)》等(deng)法(fa)律要(yao)(yao)求,強化政府(fu)法(fa)定責(ze)任,切實(shi)保(bao)(bao)障適(shi)(shi)齡兒(er)(er)(er)童(tong)(tong)少(shao)年(nian)接(jie)(jie)受(shou)義(yi)務教(jiao)育(yu)的(de)(de)(de)權利(li)。各(ge)地區(qu)(qu)(qu)要(yao)(yao)指導(dao)學(xue)(xue)(xue)(xue)校爭取街道(dao)、社(she)區(qu)(qu)(qu)和派出所的(de)(de)(de)支持,逐(zhu)個核(he)(he)查(cha)轄區(qu)(qu)(qu)內適(shi)(shi)齡兒(er)(er)(er)童(tong)(tong),全面掌握轄區(qu)(qu)(qu)內生源(yuan)和適(shi)(shi)齡兒(er)(er)(er)童(tong)(tong)入(ru)學(xue)(xue)(xue)(xue)情(qing)況。要(yao)(yao)完善義(yi)務教(jiao)育(yu)入(ru)學(xue)(xue)(xue)(xue)通知(zhi)書制度,學(xue)(xue)(xue)(xue)校要(yao)(yao)向轄區(qu)(qu)(qu)每一(yi)(yi)位適(shi)(shi)齡兒(er)(er)(er)童(tong)(tong)發放《義(yi)務教(jiao)育(yu)入(ru)學(xue)(xue)(xue)(xue)通知(zhi)書》,告知(zhi)家(jia)(jia)長新生入(ru)學(xue)(xue)(xue)(xue)流程(cheng)以及(ji)有關法(fa)律規定和違法(fa)追(zhui)責(ze)說明,強化家(jia)(jia)長的(de)(de)(de)法(fa)律意識,引導(dao)家(jia)(jia)長依法(fa)送其子女按(an)時入(ru)學(xue)(xue)(xue)(xue)接(jie)(jie)受(shou)并完成(cheng)義(yi)務教(jiao)育(yu)。適(shi)(shi)齡兒(er)(er)(er)童(tong)(tong)因身體狀況等(deng)原(yuan)因需(xu)要(yao)(yao)延(yan)(yan)緩(huan)(huan)入(ru)學(xue)(xue)(xue)(xue)的(de)(de)(de),其父母或(huo)者其他法(fa)定監護人應(ying)當向所在學(xue)(xue)(xue)(xue)區(qu)(qu)(qu)的(de)(de)(de)學(xue)(xue)(xue)(xue)校提(ti)(ti)出書面申請,填寫《適(shi)(shi)齡兒(er)(er)(er)童(tong)(tong)延(yan)(yan)緩(huan)(huan)入(ru)學(xue)(xue)(xue)(xue)申請表》,經學(xue)(xue)(xue)(xue)校核(he)(he)準后(hou)報(bao)所在地區(qu)(qu)(qu)教(jiao)育(yu)行政部門備案。延(yan)(yan)緩(huan)(huan)期滿仍(reng)不(bu)(bu)(bu)能入(ru)學(xue)(xue)(xue)(xue)的(de)(de)(de),應(ying)繼續提(ti)(ti)出延(yan)(yan)緩(huan)(huan)入(ru)學(xue)(xue)(xue)(xue)申請。延(yan)(yan)緩(huan)(huan)入(ru)學(xue)(xue)(xue)(xue)的(de)(de)(de)期限原(yuan)則上不(bu)(bu)(bu)應(ying)超過1年(nian)。未經本地區(qu)(qu)(qu)教(jiao)育(yu)行政部門批準,適(shi)(shi)齡兒(er)(er)(er)童(tong)(tong)不(bu)(bu)(bu)得擅自以在家(jia)(jia)學(xue)(xue)(xue)(xue)習(xi)替代國(guo)(guo)家(jia)(jia)統一(yi)(yi)實(shi)施的(de)(de)(de)義(yi)務教(jiao)育(yu)。各(ge)地區(qu)(qu)(qu)要(yao)(yao)認真排(pai)查(cha)并嚴厲查(cha)處社(she)會培訓機構(gou)以“國(guo)(guo)學(xue)(xue)(xue)(xue)班(ban)(ban)”“讀經班(ban)(ban)”“私塾”等(deng)形式替代義(yi)務教(jiao)育(yu)的(de)(de)(de)非法(fa)辦學(xue)(xue)(xue)(xue)行為(wei)。
2.落實免試就近入學政策規定。各地(di)區要(yao)按照“學(xue)校劃片招生、生源(yuan)就(jiu)(jiu)近(jin)入(ru)學(xue)”總體原(yuan)則,根(gen)據(ju)本地(di)區適齡學(xue)生人(ren)(ren)數、學(xue)校分(fen)布(bu)與規模、交通狀況等(deng)(deng)因素,科學(xue)劃定(ding)學(xue)區范(fan)圍并向(xiang)社會公(gong)(gong)布(bu),確保義務(wu)教育(yu)免試就(jiu)(jiu)近(jin)入(ru)學(xue)政策(ce)全覆蓋。學(xue)生就(jiu)(jiu)近(jin)入(ru)學(xue)主(zhu)要(yao)依據(ju)學(xue)生父(fu)母(mu)或者(zhe)其他法定(ding)監護(hu)人(ren)(ren)的(de)“居住(zhu)證(zheng)明(ming)”、戶口簿等(deng)(deng)相關證(zheng)明(ming)材料(liao)原(yuan)件并核(he)實實際居住(zhu)情況,隨遷子女還要(yao)依據(ju)有(you)(you)效的(de)大連市(shi)域內的(de)《遼(liao)寧省居住(zhu)證(zheng)》。“居住(zhu)證(zheng)明(ming)”指以下情況:①有(you)(you)住(zhu)房(fang)(fang)者(zhe),須提(ti)供(gong)住(zhu)房(fang)(fang)權(quan)屬證(zheng)明(ming)(產(chan)權(quan)證(zheng)、使(shi)用權(quan)證(zheng)、住(zhu)房(fang)(fang)合(he)同等(deng)(deng)材料(liao)),包括產(chan)權(quan)住(zhu)房(fang)(fang)(商(shang)品(pin)房(fang)(fang)、經(jing)濟適用住(zhu)房(fang)(fang)、房(fang)(fang)改房(fang)(fang)等(deng)(deng))和使(shi)用權(quan)住(zhu)房(fang)(fang)(公(gong)(gong)有(you)(you)住(zhu)房(fang)(fang)、公(gong)(gong)共(gong)租賃(lin)住(zhu)房(fang)(fang)、廉(lian)租住(zhu)房(fang)(fang)等(deng)(deng));因貸款購買住(zhu)房(fang)(fang)而暫無(wu)住(zhu)房(fang)(fang)產(chan)權(quan)證(zheng)者(zhe),須提(ti)供(gong)購房(fang)(fang)合(he)同、商(shang)品(pin)房(fang)(fang)交款專用發(fa)票、貸款保險(xian)單(dan)、完稅憑證(zheng)等(deng)(deng)材料(liao)原(yuan)件。②無(wu)住(zhu)房(fang)(fang)者(zhe),須提(ti)供(gong)《房(fang)(fang)屋租賃(lin)登記備案證(zheng)明(ming)》及(ji)《房(fang)(fang)屋信(xin)息查詢(xun)(xun)表》(經(jing)家長授權(quan)同意(yi),可由學(xue)校依據(ju)家長提(ti)供(gong)的(de)身(shen)份證(zheng)明(ming)材料(liao)代(dai)為查詢(xun)(xun))。
嚴(yan)格執行《義務(wu)(wu)教育(yu)法》關于(yu)“適(shi)齡兒童(tong)、少年(nian)免試(shi)入(ru)學”的(de)規定,所(suo)有(you)公辦(ban)、民辦(ban)義務(wu)(wu)教育(yu)學校(xiao)嚴(yan)禁以(yi)各(ge)類考試(shi)、競(jing)賽、培(pei)訓(xun)成績或證(zheng)書證(zheng)明等(deng)作(zuo)為招(zhao)生依據,不得以(yi)面試(shi)、評測等(deng)名義選拔學生。取消各(ge)類特(te)(te)(te)長(chang)(chang)生招(zhao)生,任何(he)學校(xiao)不得擅自以(yi)開辦(ban)特(te)(te)(te)長(chang)(chang)班(含雙外語(yu)班)、舉(ju)辦(ban)各(ge)種學科類實驗(yan)班和招(zhao)收體育(yu)、藝(yi)術(shu)特(te)(te)(te)長(chang)(chang)生等(deng)名義招(zhao)生。
小學(xue)(xue)(xue)招收適齡兒(er)(er)童(tong)(tong)入(ru)(ru)小學(xue)(xue)(xue)時,學(xue)(xue)(xue)校(xiao)只(zhi)登記(ji)適齡兒(er)(er)童(tong)(tong)的學(xue)(xue)(xue)區(qu)、年(nian)齡等自然情況,不得以任何理由拒(ju)收本學(xue)(xue)(xue)區(qu)適齡兒(er)(er)童(tong)(tong)入(ru)(ru)學(xue)(xue)(xue)。做好(hao)(hao)幼小銜接工作,將入(ru)(ru)學(xue)(xue)(xue)適應教(jiao)育(yu)(yu)(yu)納入(ru)(ru)一年(nian)級教(jiao)育(yu)(yu)(yu)教(jiao)學(xue)(xue)(xue)計劃(hua),做好(hao)(hao)教(jiao)育(yu)(yu)(yu)教(jiao)學(xue)(xue)(xue)方(fang)式與(yu)幼兒(er)(er)園教(jiao)育(yu)(yu)(yu)的科(ke)學(xue)(xue)(xue)銜接,針對兒(er)(er)童(tong)(tong)身心特點(dian)和接受能力,采取游戲化、生活化、綜合化等方(fang)式上好(hao)(hao)國家(jia)課(ke)程,強化兒(er)(er)童(tong)(tong)的探究性、體(ti)驗式學(xue)(xue)(xue)習,積極為新入(ru)(ru)學(xue)(xue)(xue)的兒(er)(er)童(tong)(tong)創造適應小學(xue)(xue)(xue)生活的環境和條件。嚴格落實國家(jia)義(yi)務教(jiao)育(yu)(yu)(yu)課(ke)程標(biao)準,小學(xue)(xue)(xue)起始年(nian)級實施(shi)零(ling)起點(dian)教(jiao)學(xue)(xue)(xue),對未實施(shi)零(ling)起點(dian)教(jiao)學(xue)(xue)(xue)的教(jiao)師、校(xiao)長,依照有(you)關(guan)規定嚴肅(su)追(zhui)責問責。
3.依法做好控輟保學工作。各(ge)地區(qu)要提高政(zheng)治站(zhan)位,切(qie)實履行(xing)義務教育控(kong)輟保(bao)(bao)學(xue)(xue)法定職責,細(xi)化本地區(qu)控(kong)輟保(bao)(bao)學(xue)(xue)工(gong)作方案(an)和流程,健全政(zheng)府(fu)及有關(guan)部(bu)門(men)、學(xue)(xue)校、家(jia)(jia)庭等多方聯控(kong)聯保(bao)(bao)責任機制(zhi)、定期專項行(xing)動(dong)機制(zhi)、應助盡助救助機制(zhi)、辦學(xue)(xue)條件保(bao)(bao)障機制(zhi)。依托學(xue)(xue)籍管理(li)服務平臺(tai)(tai),完善失學(xue)(xue)輟學(xue)(xue)適(shi)齡兒(er)童工(gong)作臺(tai)(tai)賬,鞏(gong)固(gu)建(jian)(jian)檔立卡貧困家(jia)(jia)庭適(shi)齡兒(er)童輟學(xue)(xue)學(xue)(xue)生(sheng)動(dong)態(tai)清零成(cheng)果。加大非(fei)建(jian)(jian)檔立卡家(jia)(jia)庭適(shi)齡兒(er)童輟學(xue)(xue)情況摸排,建(jian)(jian)立“一(yi)生(sheng)一(yi)表”,做好勸返(fan)復學(xue)(xue)工(gong)作。
(二)做好小學、初中招生入學工作
1.公辦小學招生入學。凡年(nian)滿(man)六(liu)周歲的適(shi)齡(ling)兒(er)童實行登記入(ru)學(xue)。學(xue)校通(tong)過(guo)在居民區(qu)(qu)等(deng)醒目位置張貼《招生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)通(tong)知》,向轄(xia)區(qu)(qu)內(nei)適(shi)齡(ling)兒(er)童的家(jia)(jia)長告知招生(sheng)(sheng)(sheng)(sheng)范圍、報(bao)(bao)名(ming)時(shi)間、報(bao)(bao)名(ming)所需攜帶的各種證(zheng)件、招生(sheng)(sheng)(sheng)(sheng)咨詢電話及相關法律法規要求,家(jia)(jia)長根據招生(sheng)(sheng)(sheng)(sheng)要求和(he)家(jia)(jia)庭實際(ji)居住情況進行報(bao)(bao)名(ming)。常態化疫情防控期間各地區(qu)(qu)可以實行網絡(luo)預約、網上報(bao)(bao)名(ming)、錯(cuo)時(shi)報(bao)(bao)名(ming)、錯(cuo)峰審(shen)核,指導小學(xue)一年(nian)級新生(sheng)(sheng)(sheng)(sheng)家(jia)(jia)長認真做好教育(yu)部(bu)《學(xue)生(sheng)(sheng)(sheng)(sheng)基(ji)本(ben)信(xin)息(xi)(xi)表(biao)(biao)》采集工作(zuo),按時(shi)完(wan)成在大(da)連(lian)教育(yu)信(xin)息(xi)(xi)管(guan)理(li)系統(tong)和(he)遼寧省學(xue)籍管(guan)理(li)服務平臺的注(zhu)冊建(jian)籍工作(zuo)。學(xue)校要將學(xue)生(sheng)(sheng)(sheng)(sheng)家(jia)(jia)長簽字(zi)確(que)認的《學(xue)生(sheng)(sheng)(sheng)(sheng)基(ji)本(ben)信(xin)息(xi)(xi)表(biao)(biao)》及戶口簿學(xue)生(sheng)(sheng)(sheng)(sheng)一頁的復印件作(zuo)為學(xue)籍檔案,存檔備案。
2.小學升初中招生銜接。小學(xue)(xue)(xue)(xue)(xue)(xue)(xue)畢(bi)(bi)業(ye)生按照劃(hua)定(ding)(ding)(ding)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)區(qu),采(cai)取“對(dui)口直(zhi)升(sheng)(sheng)”辦法,免試就(jiu)近升(sheng)(sheng)入對(dui)口的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)區(qu)內(nei)初中學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校。在(zai)初中招生之前,各地區(qu)教育行(xing)政(zheng)部門要對(dui)小學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校長(chang)和(he)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)專干(gan)等相關人員(yuan)進行(xing)小學(xue)(xue)(xue)(xue)(xue)(xue)(xue)升(sheng)(sheng)初中政(zheng)策(ce)培訓,并指導(dao)各小學(xue)(xue)(xue)(xue)(xue)(xue)(xue)向家(jia)(jia)長(chang)做好小學(xue)(xue)(xue)(xue)(xue)(xue)(xue)升(sheng)(sheng)初中相關政(zheng)策(ce)宣(xuan)傳,讓(rang)家(jia)(jia)長(chang)了(le)解、理(li)(li)解相關政(zheng)策(ce)規定(ding)(ding)(ding)。做好小學(xue)(xue)(xue)(xue)(xue)(xue)(xue)畢(bi)(bi)業(ye)年級學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)(xue)(xue)區(qu)認定(ding)(ding)(ding)工(gong)作,認定(ding)(ding)(ding)結果書面通知到每一(yi)位學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生和(he)家(jia)(jia)長(chang),并在(zai)規定(ding)(ding)(ding)時間(jian)(jian)內(nei)完成(cheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)管理(li)(li)系統(tong)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)區(qu)認定(ding)(ding)(ding),保存好政(zheng)策(ce)宣(xuan)傳資(zi)料(liao)、家(jia)(jia)長(chang)簽字(zi)回執(zhi)等相關檔案。要在(zai)規定(ding)(ding)(ding)時間(jian)(jian)內(nei),為全市不在(zai)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)區(qu)內(nei)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校就(jiu)讀的(de)小學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生通過(guo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)管理(li)(li)系統(tong)辦理(li)(li)轉(zhuan)回學(xue)(xue)(xue)(xue)(xue)(xue)(xue)區(qu)內(nei)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校的(de)手續(xu)(即“小六歸口”)。
3.公辦初中招生。公辦初(chu)中(zhong)(zhong)(zhong)入學(xue)(xue)(xue)(xue)(xue)按照“對口(kou)直升”方式免試招收(shou)對口(kou)小學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)區(qu)(qu)內的學(xue)(xue)(xue)(xue)(xue)生。各(ge)(ge)地區(qu)(qu)教(jiao)育(yu)行(xing)政(zheng)部門根(gen)據學(xue)(xue)(xue)(xue)(xue)區(qu)(qu)劃(hua)分情況向初(chu)中(zhong)(zhong)(zhong)提(ti)供小升初(chu)學(xue)(xue)(xue)(xue)(xue)生名(ming)冊,初(chu)中(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)校依據名(ming)單招收(shou)對口(kou)小學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)區(qu)(qu)內畢業生,同時在(zai)遼寧省學(xue)(xue)(xue)(xue)(xue)籍管理服務平(ping)臺做好初(chu)中(zhong)(zhong)(zhong)招生操作,完成初(chu)一新生注冊建籍工作。各(ge)(ge)地區(qu)(qu)教(jiao)育(yu)行(xing)政(zheng)部門應指導轄區(qu)(qu)內各(ge)(ge)小學(xue)(xue)(xue)(xue)(xue)在(zai)開學(xue)(xue)(xue)(xue)(xue)前統(tong)一組織學(xue)(xue)(xue)(xue)(xue)生到(dao)初(chu)中(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)校報(bao)到(dao),并(bing)履(lv)行(xing)交(jiao)接手(shou)續(xu)(xu),做到(dao)交(jiao)接清單清楚詳細,手(shou)續(xu)(xu)完整(zheng)。開學(xue)(xue)(xue)(xue)(xue)兩周內,初(chu)中(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)校應向所在(zai)地區(qu)(qu)教(jiao)育(yu)行(xing)政(zheng)部門和鄉鎮(zhen)人民(min)政(zheng)府上報(bao)未報(bao)到(dao)學(xue)(xue)(xue)(xue)(xue)生名(ming)單,并(bing)依法采取(qu)措施勸(quan)返復學(xue)(xue)(xue)(xue)(xue)。
4.其他幾類義務教育學校招生
(1)民(min)辦學(xue)校(xiao)。2021年,繼續按照《大連市教育局關于進一步規范中小學(xue)招(zhao)(zhao)生入學(xue)管理(li)工作(zuo)的(de)(de)通知》(大教發〔2020〕26號)確(que)(que)定(ding)的(de)(de)民(min)辦學(xue)校(xiao)招(zhao)(zhao)生流程(cheng)和辦法做(zuo)好招(zhao)(zhao)生組織工作(zuo)。各地區(qu)要準確(que)(que)把握義(yi)務教育民(min)辦學(xue)校(xiao)招(zhao)(zhao)生的(de)(de)政策、流程(cheng),指定(ding)專門技術力量熟練操作(zuo)招(zhao)(zhao)生系統,在規定(ding)時間節點完(wan)成規定(ding)動作(zuo),確(que)(que)保本地區(qu)義(yi)務教育民(min)辦學(xue)校(xiao)招(zhao)(zhao)生工作(zuo)平穩有序。
(2)高等院校(xiao)(xiao)附(fu)屬(shu)公(gong)辦(ban)義(yi)務教(jiao)育學(xue)校(xiao)(xiao)。高等院校(xiao)(xiao)附(fu)屬(shu)公(gong)辦(ban)義(yi)務教(jiao)育學(xue)校(xiao)(xiao)原則上以(yi)招收(shou)本(ben)單位(wei)教(jiao)職工子女為主,在(zai)學(xue)位(wei)有(you)空(kong)余時,可以(yi)采用科學(xue)公(gong)平(ping)的方式在(zai)其所在(zai)行政(zheng)區內接收(shou)一(yi)部分周(zhou)邊(bian)學(xue)生(sheng)入學(xue)。
(三)保障特殊群體平等接受義務教育權利
1.隨遷子女。堅持以流入(ru)地(di)政府為主、以公(gong)辦學(xue)(xue)(xue)(xue)校(xiao)為主,將隨(sui)(sui)遷子(zi)女(nv)(nv)(nv)義務(wu)(wu)教育(yu)納入(ru)本(ben)(ben)地(di)區(qu)教育(yu)事業(ye)發(fa)展規劃和財政保(bao)(bao)障范圍,確(que)保(bao)(bao)隨(sui)(sui)遷子(zi)女(nv)(nv)(nv)和本(ben)(ben)地(di)學(xue)(xue)(xue)(xue)生一樣(yang)平等享有(you)接受義務(wu)(wu)教育(yu)基本(ben)(ben)公(gong)共服務(wu)(wu)的(de)權(quan)利。學(xue)(xue)(xue)(xue)位(wei)資源相對(dui)緊張的(de)地(di)區(qu),要(yao)按照常住(zhu)人(ren)口數量合理(li)(li)布局義務(wu)(wu)教育(yu)學(xue)(xue)(xue)(xue)校(xiao),加(jia)強城鎮學(xue)(xue)(xue)(xue)校(xiao)建設,擴大(da)學(xue)(xue)(xue)(xue)位(wei)供給,確(que)保(bao)(bao)隨(sui)(sui)遷子(zi)女(nv)(nv)(nv)“應入(ru)盡入(ru)”。凡不能有(you)效保(bao)(bao)障隨(sui)(sui)遷子(zi)女(nv)(nv)(nv)就(jiu)學(xue)(xue)(xue)(xue)的(de)地(di)區(qu),不應全面推行“小班化(hua)”教學(xue)(xue)(xue)(xue)。全面落實義務(wu)(wu)教育(yu)“公(gong)民同招”政策,在(zai)參與報名、搖(yao)號等環節一視同仁,確(que)保(bao)(bao)符合條件(jian)的(de)隨(sui)(sui)遷子(zi)女(nv)(nv)(nv)享有(you)平等入(ru)學(xue)(xue)(xue)(xue)權(quan)利。要(yao)切實落實以居住(zhu)證(zheng)為主要(yao)依據的(de)隨(sui)(sui)遷子(zi)女(nv)(nv)(nv)入(ru)學(xue)(xue)(xue)(xue)政策,簡化(hua)隨(sui)(sui)遷子(zi)女(nv)(nv)(nv)入(ru)學(xue)(xue)(xue)(xue)流程(cheng),清理(li)(li)減少不必要(yao)的(de)證(zheng)明材料。各地(di)區(qu)要(yao)制定隨(sui)(sui)遷子(zi)女(nv)(nv)(nv)入(ru)學(xue)(xue)(xue)(xue)實施(shi)細則,統(tong)籌做好本(ben)(ben)地(di)區(qu)隨(sui)(sui)遷子(zi)女(nv)(nv)(nv)入(ru)學(xue)(xue)(xue)(xue)工作。
2.殘疾兒童少年。各地區(qu)要(yao)嚴格執行《義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)法(fa)》《殘(can)(can)(can)疾(ji)人教(jiao)(jiao)育(yu)(yu)條(tiao)例》等法(fa)律(lv)法(fa)規,強化(hua)政府責(ze)任,改善辦學(xue)(xue)(xue)條(tiao)件,按照(zhao)“全覆蓋、零拒絕”要(yao)求,針對適齡殘(can)(can)(can)疾(ji)兒(er)(er)童(tong)(tong)少(shao)年的(de)身體狀況及教(jiao)(jiao)育(yu)(yu)需求,采取多種形式保(bao)(bao)障其接受義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu),建(jian)立(li)以(yi)隨班就讀(du)(du)、特(te)殊(shu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)就讀(du)(du)為(wei)主、以(yi)送(song)教(jiao)(jiao)上門為(wei)補充的(de)特(te)殊(shu)教(jiao)(jiao)育(yu)(yu)招(zhao)生入學(xue)(xue)(xue)體系。要(yao)重點關注未入學(xue)(xue)(xue)適齡殘(can)(can)(can)疾(ji)兒(er)(er)童(tong)(tong)少(shao)年的(de)入學(xue)(xue)(xue)情況,不(bu)折不(bu)扣落(luo)實“一(yi)人一(yi)案”要(yao)求,保(bao)(bao)障殘(can)(can)(can)障兒(er)(er)童(tong)(tong)平等、無障礙(ai)接受義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)。推進融合(he)教(jiao)(jiao)育(yu)(yu),依法(fa)保(bao)(bao)障能(neng)夠接受普通教(jiao)(jiao)育(yu)(yu)的(de)適齡殘(can)(can)(can)疾(ji)兒(er)(er)童(tong)(tong)少(shao)年就近就便隨班就讀(du)(du)。擴大特(te)殊(shu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)生類別,努力(li)滿足(zu)不(bu)同類型(xing)殘(can)(can)(can)疾(ji)兒(er)(er)童(tong)(tong)少(shao)年在特(te)殊(shu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)就讀(du)(du)的(de)需要(yao)。凡因(yin)殘(can)(can)(can)疾(ji)程度(du)較重不(bu)能(neng)進入學(xue)(xue)(xue)校(xiao)(xiao)或兒(er)(er)童(tong)(tong)福利機構就讀(du)(du)的(de),均(jun)采用送(song)教(jiao)(jiao)上門的(de)形式實施教(jiao)(jiao)育(yu)(yu),并由特(te)殊(shu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)或承擔送(song)教(jiao)(jiao)上門的(de)學(xue)(xue)(xue)校(xiao)(xiao)將其納入學(xue)(xue)(xue)籍管理。
3.留守兒童、孤兒和困境兒童。各地區要嚴格(ge)落實(shi)《大連(lian)市民政局等10部門轉發(fa)<關(guan)于進(jin)一(yi)步健全(quan)農村(cun)留(liu)守(shou)兒(er)(er)童(tong)(tong)和困境(jing)(jing)兒(er)(er)童(tong)(tong)關(guan)愛(ai)服(fu)務(wu)體系的(de)實(shi)施(shi)意(yi)見>的(de)通(tong)知》(大民發(fa)〔2019〕198號)等有(you)關(guan)文件要求(qiu),建(jian)立留(liu)守(shou)兒(er)(er)童(tong)(tong)、孤(gu)兒(er)(er)和困境(jing)(jing)兒(er)(er)童(tong)(tong)關(guan)愛(ai)服(fu)務(wu)體系,強(qiang)化控輟保學(xue)、教(jiao)(jiao)育資助(zhu)、送教(jiao)(jiao)上門、心(xin)理教(jiao)(jiao)育等工作措(cuo)施(shi),為他們(men)就近入學(xue)提供支(zhi)持,對(dui)有(you)特(te)殊困難的(de)優先安排(pai)在校(xiao)住宿。對(dui)留(liu)守(shou)兒(er)(er)童(tong)(tong)、孤(gu)兒(er)(er)和困境(jing)(jing)兒(er)(er)童(tong)(tong)教(jiao)(jiao)育情況實(shi)施(shi)全(quan)程管(guan)理,學(xue)校(xiao)領導、班(ban)主(zhu)任、任課教(jiao)(jiao)師與他們(men)建(jian)立結對(dui)幫扶制(zhi)度,實(shi)行“一(yi)生一(yi)案”。建(jian)立強(qiang)制(zhi)報告(gao)(gao)制(zhi)度,未履行報告(gao)(gao)義務(wu)的(de),教(jiao)(jiao)育行政部門報請當地政府,協(xie)調有(you)關(guan)部門嚴肅追責。
4.其他各類優撫對象。各(ge)(ge)地(di)區要落實相關人(ren)員(yuan)子女(nv)(nv)教育(yu)優(you)待政策,納(na)入(ru)本(ben)地(di)區教育(yu)發展規劃,按(an)規定(ding)統籌解(jie)決好人(ren)才子女(nv)(nv)、符合(he)條(tiao)件的現役軍人(ren)子女(nv)(nv)、烈士子女(nv)(nv)、公(gong)安英模和(he)因公(gong)犧牲傷殘警(jing)察子女(nv)(nv)、在收(shou)治確(que)診(zhen)病例定(ding)點醫院隔離病區的一線(xian)醫務人(ren)員(yuan)子女(nv)(nv)及其他各(ge)(ge)類優(you)撫對象入(ru)學(xue)問題。
(四)完善工作機制,構建義務教育招生良好生態
1.規范招生和分班行為。各地(di)區(qu)教(jiao)育(yu)(yu)行政部門和學(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)嚴(yan)(yan)(yan)格(ge)落(luo)實(shi)(shi)(shi)教(jiao)育(yu)(yu)部招(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)“十嚴(yan)(yan)(yan)禁(jin)(jin)”工作要(yao)求,嚴(yan)(yan)(yan)禁(jin)(jin)違規爭搶生(sheng)(sheng)源、“掐尖”招(zhao)生(sheng)(sheng)、提前招(zhao)生(sheng)(sheng)、超(chao)計(ji)劃招(zhao)生(sheng)(sheng)、跨(kua)學(xue)(xue)(xue)(xue)區(qu)招(zhao)生(sheng)(sheng)和跨(kua)審批區(qu)域招(zhao)生(sheng)(sheng),義(yi)務(wu)教(jiao)育(yu)(yu)實(shi)(shi)(shi)行零擇校(xiao)(xiao);嚴(yan)(yan)(yan)禁(jin)(jin)公辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)與民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)混合招(zhao)生(sheng)(sheng);加(jia)強中小學(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)籍(ji)管理,嚴(yan)(yan)(yan)禁(jin)(jin)違規轉學(xue)(xue)(xue)(xue),做到人(ren)籍(ji)一致。學(xue)(xue)(xue)(xue)校(xiao)(xiao)不(bu)得以“國(guo)際(ji)部”“國(guo)際(ji)課程班(ban)(ban)(ban)”“境外(wai)班(ban)(ban)(ban)”等(deng)名義(yi)招(zhao)生(sheng)(sheng)。加(jia)強外(wai)籍(ji)人(ren)員子女(nv)學(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)生(sheng)(sheng)管理,不(bu)得招(zhao)收中國(guo)籍(ji)學(xue)(xue)(xue)(xue)生(sheng)(sheng)。義(yi)務(wu)教(jiao)育(yu)(yu)公、民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)均要(yao)嚴(yan)(yan)(yan)格(ge)落(luo)實(shi)(shi)(shi)均衡編班(ban)(ban)(ban)規定,實(shi)(shi)(shi)行陽光分班(ban)(ban)(ban),不(bu)得以分層(ceng)次教(jiao)學(xue)(xue)(xue)(xue)或創辦(ban)特色(se)為名舉辦(ban)重點班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)。
2.鞏固義務教育階段學校大班額消除工作成果。各(ge)地區要(yao)(yao)科學(xue)謀劃(hua),統(tong)籌布局,合理(li)劃(hua)定(ding)學(xue)區范(fan)圍,嚴禁在(zai)招(zhao)生(sheng)入(ru)學(xue)階段產(chan)生(sheng)新(xin)的大班(ban)(ban)額(e),鞏固大班(ban)(ban)額(e)消除工(gong)作(zuo)成果。堅(jian)決(jue)禁止數據(ju)造假,嚴禁通過占用音樂、計算機(ji)等(deng)功能教(jiao)室(shi)來化(hua)解大班(ban)(ban)額(e)。建立(li)定(ding)期報告制度,市教(jiao)育局設(she)立(li)義務教(jiao)育階段大班(ban)(ban)額(e)舉(ju)報電話84300325,及時受(shou)理(li)大班(ban)(ban)額(e)問(wen)(wen)題。對(dui)于(yu)工(gong)作(zuo)要(yao)(yao)求落實(shi)不力,仍存在(zai)“大班(ban)(ban)額(e)”現象的,將依據(ju)有關規定(ding)給予問(wen)(wen)責(ze)處(chu)理(li)。
3.完善信息公開制度。各地區教育(yu)行政部門依法(fa)公(gong)開招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)(xue)工作(zuo)信息,通(tong)過媒體(ti)、網站(zhan)、微信公(gong)眾號等多種途徑(jing)向社會公(gong)布義務教育(yu)階段學(xue)(xue)(xue)校招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)(xue)工作(zuo)實施(shi)方案、公(gong)辦學(xue)(xue)(xue)校的(de)報名(ming)入(ru)(ru)學(xue)(xue)(xue)辦法(fa)、民辦學(xue)(xue)(xue)校的(de)招(zhao)生(sheng)方案和(he)招(zhao)生(sheng)錄取(qu)結果(僅公(gong)示學(xue)(xue)(xue)生(sheng)姓(xing)名(ming)、性別)。
4.建立預警機制。增(zeng)強(qiang)風險(xian)防范意識,提(ti)前(qian)對本地區學齡人口變化趨勢進(jin)行(xing)(xing)預測分析和摸底(di)調(diao)查,出現學位供(gong)給不(bu)足情(qing)況,提(ti)前(qian)向社會發布預警報告,完善應(ying)急方案(an),確定(ding)行(xing)(xing)之有效(xiao)的聯動程序,密切(qie)關(guan)(guan)注輿情(qing),積(ji)極回應(ying)社會關(guan)(guan)切(qie)。
二、加強高中階段學校招生管理工作
(一)普通高中招生工作
1.統籌確定招生規模。綜合考慮各地區(qu)初中畢業生數量、未來(lai)一(yi)段時間高中階段教(jiao)育普及提升目標(biao)、促進普通高中和中等(deng)職(zhi)業教(jiao)育協調均衡(heng)發展以及普通高中教(jiao)育總體資源等(deng)因素,科學編制公辦(ban)、民辦(ban)普通高中招(zhao)(zhao)生計(ji)劃(hua),以校為單位將(jiang)招(zhao)(zhao)生計(ji)劃(hua)報省教(jiao)育廳備案并向社會公布,招(zhao)(zhao)生計(ji)劃(hua)確定(ding)(ding)后,公辦(ban)、民辦(ban)普通高中要嚴格按(an)照規定(ding)(ding)的招(zhao)(zhao)生計(ji)劃(hua)、招(zhao)(zhao)生范圍、標(biao)準和方(fang)式統(tong)一(yi)、同步招(zhao)(zhao)生。不(bu)得(de)隨(sui)意變更招(zhao)(zhao)生計(ji)劃(hua),嚴格防止產生大校額、大班額,普通高中規模不(bu)得(de)超(chao)過3000人,班額不(bu)超(chao)過50人。
2.規范招生工作秩序。內地新(xin)(xin)疆高(gao)(gao)中(zhong)班、海軍青少年(nian)航(hang)空學(xue)校的招(zhao)生(sheng)(sheng)(sheng),嚴格按照(zhao)國家有(you)關規(gui)定執行。公辦、民辦普(pu)通(tong)高(gao)(gao)中(zhong)招(zhao)生(sheng)(sheng)(sheng)錄(lu)取(qu)工(gong)作要按照(zhao)招(zhao)生(sheng)(sheng)(sheng)計劃、中(zhong)考(kao)成績(ji)、學(xue)生(sheng)(sheng)(sheng)報(bao)考(kao)志愿由招(zhao)生(sheng)(sheng)(sheng)考(kao)試部(bu)門統(tong)一錄(lu)取(qu),并劃定最(zui)低錄(lu)取(qu)分(fen)數線。普(pu)通(tong)高(gao)(gao)中(zhong)高(gao)(gao)一新(xin)(xin)生(sheng)(sheng)(sheng)電子學(xue)籍于9月30日前(qian)完成注(zhu)冊、審核、確認并上報(bao)省教(jiao)育廳備案,逾(yu)期不予辦理(li)。
3.嚴肅招生工作紀律。嚴禁(jin)(jin)以(yi)任何形(xing)式提(ti)前組織招生、免試招生,超計劃招生、違規跨區域招生;嚴禁(jin)(jin)以(yi)高額物質獎勵、免收學(xue)費、虛假(jia)宣傳等方(fang)式爭搶生源;嚴禁(jin)(jin)招收借讀(du)生、人籍(ji)分離、空掛學(xue)籍(ji);嚴禁(jin)(jin)公布、宣傳、炒(chao)作(zuo)中考“狀元”和升學(xue)率。
(二)中等職業學校(包括技工學校,以下同)招生工作
中(zhong)(zhong)(zhong)等(deng)(deng)職(zhi)業(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)校(xiao)(xiao)的(de)(de)招(zhao)(zhao)生工作由大連市(shi)高(gao)中(zhong)(zhong)(zhong)等(deng)(deng)學(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生考試(shi)(shi)委(wei)員(yuan)會辦公室統(tong)(tong)一組織實施,納入我市(shi)高(gao)中(zhong)(zhong)(zhong)階(jie)段教(jiao)育統(tong)(tong)一招(zhao)(zhao)生平(ping)臺,實行(xing)統(tong)(tong)一招(zhao)(zhao)生政策(ce)、統(tong)(tong)一招(zhao)(zhao)生計劃、統(tong)(tong)一招(zhao)(zhao)生宣傳、統(tong)(tong)一平(ping)臺錄取。對于有升入中(zhong)(zhong)(zhong)等(deng)(deng)職(zhi)業(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)校(xiao)(xiao)或(huo)較早(zao)開始職(zhi)業(ye)(ye)(ye)(ye)生涯(ya)需(xu)求(qiu)的(de)(de)初三學(xue)(xue)(xue)(xue)生,可以通過遴(lin)選公布的(de)(de)試(shi)(shi)點中(zhong)(zhong)(zhong)等(deng)(deng)職(zhi)業(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)校(xiao)(xiao),按(an)規定(ding)完成(cheng)(cheng)義務教(jiao)育并開展職(zhi)業(ye)(ye)(ye)(ye)技(ji)能學(xue)(xue)(xue)(xue)習(xi)。各初中(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)加(jia)強對擬升入中(zhong)(zhong)(zhong)等(deng)(deng)職(zhi)業(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)生的(de)(de)管理,對沒(mei)有完成(cheng)(cheng)九年義務教(jiao)育擅(shan)自提前(qian)離校(xiao)(xiao)的(de)(de)學(xue)(xue)(xue)(xue)生,初中(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)及時進(jin)行(xing)干(gan)預并制(zhi)止,嚴防學(xue)(xue)(xue)(xue)生輟學(xue)(xue)(xue)(xue),同時向學(xue)(xue)(xue)(xue)生家長做好相(xiang)關政策(ce)宣傳。嚴禁在招(zhao)(zhao)生過程(cheng)中(zhong)(zhong)(zhong)進(jin)行(xing)生源(yuan)封鎖和地方保護,嚴禁初中(zhong)(zhong)(zhong)教(jiao)師干(gan)預或(huo)代(dai)替學(xue)(xue)(xue)(xue)生填(tian)報志愿,嚴禁初中(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)或(huo)教(jiao)師在招(zhao)(zhao)生過程(cheng)中(zhong)(zhong)(zhong)向中(zhong)(zhong)(zhong)等(deng)(deng)職(zhi)業(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)校(xiao)(xiao)索要(yao)、收受任(ren)何名義的(de)(de)經(jing)費或(huo)實物,嚴查中(zhong)(zhong)(zhong)等(deng)(deng)職(zhi)業(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生違規行(xing)為,依(yi)法依(yi)規嚴肅追究相(xiang)關人(ren)員(yuan)的(de)(de)責(ze)任(ren)。
(三)中考組織管理工作
各地區(qu)要加(jia)強考試組織管理,完善工(gong)作(zuo)流程,落實工(gong)作(zuo)職責,進一步建立健全考務(wu)管理制度,嚴格執行(xing)試卷(juan)運送、保(bao)管、分發(fa)、施考、閱(yue)卷(juan)等各環節的管理規定(ding),確保(bao)試題試卷(juan)絕對(dui)(dui)保(bao)密(mi),考試組織萬無(wu)一失(shi)。針(zhen)對(dui)(dui)中考期間(jian)可(ke)能發(fa)生的疫情傳播以(yi)及高(gao)溫(wen)、雷雨(yu)等自然災害,各地區(qu)要完善突發(fa)事件(jian)應(ying)急處置預案。加(jia)強中考風(feng)險(xian)研判應(ying)對(dui)(dui),密(mi)切關注涉(she)及中考的網上輿情,加(jia)強輿論宣傳,正面引(yin)導,確保(bao)初中畢業升(sheng)學考試各項工(gong)作(zuo)安全、平穩、順利(li)進行(xing)。
三、工作要求
(一)落實屬地責任。各(ge)地區要(yao)落實(shi)中(zhong)小(xiao)(xiao)(xiao)學(xue)招生(sheng)入(ru)學(xue)工(gong)作屬(shu)地管理(li)責任,切實(shi)提高政治站(zhan)位,科學(xue)制(zhi)定中(zhong)小(xiao)(xiao)(xiao)學(xue)招生(sheng)入(ru)學(xue)具體工(gong)作方案,周密部署,精心組織,確保(bao)(bao)2021年(nian)中(zhong)小(xiao)(xiao)(xiao)學(xue)招生(sheng)入(ru)學(xue)工(gong)作平(ping)穩有序(xu)。省、市將(jiang)對(dui)中(zhong)小(xiao)(xiao)(xiao)學(xue)招生(sheng)入(ru)學(xue)工(gong)作進行督導檢查,嚴肅(su)查處違(wei)(wei)規違(wei)(wei)紀行為,確保(bao)(bao)中(zhong)小(xiao)(xiao)(xiao)學(xue)招生(sheng)工(gong)作規范實(shi)施,做到公開(kai)透(tou)明,公平(ping)公正,秩序(xu)良(liang)好。
(二)積極營造良好氛圍。各地(di)區(qu)教(jiao)育行政(zheng)部門要通過多種方式(shi)加強中小學(xue)(xue)招生(sheng)政(zheng)策解(jie)讀,努力爭取學(xue)(xue)校、家長(chang)、學(xue)(xue)生(sheng)和社會(hui)的(de)理解(jie)支持,特(te)別(bie)是對群眾廣泛關注(zhu)的(de)敏感問題(ti)和難點(dian)問題(ti),有針對性地(di)深入細致做好宣傳(chuan)引導工作。要做好風(feng)險研判,制定應(ying)急預案,及時有效化(hua)解(jie)風(feng)險隱患。
(三)做好疫情防控工作。各(ge)地區要按照教育(yu)部(bu)、國家衛生健康委印(yin)發的《中(zhong)小學校(xiao)春季(ji)學期新冠肺炎疫(yi)情防(fang)控(kong)(kong)技術方案(第三(san)版)》要求,嚴(yan)格落實疫(yi)情防(fang)控(kong)(kong)舉措,將疫(yi)情防(fang)控(kong)(kong)要求貫(guan)穿中(zhong)小學招生入(ru)學的各(ge)個(ge)環節(jie),做(zuo)到舉措精(jing)準,防(fang)控(kong)(kong)精(jing)細。
(四)其他要求
1.建立鞏(gong)固義務(wu)教(jiao)育(yu)階段(duan)學校(xiao)大班額消(xiao)除工作成(cheng)果(guo)(guo)定(ding)期報告制(zhi)度,各(ge)地區分別于6月(yue)25日(ri)前(qian)(qian)和12月(yue)15日(ri)前(qian)(qian)將消(xiao)除大班額工作成(cheng)果(guo)(guo)鞏(gong)固情(qing)況報市教(jiao)育(yu)局規(gui)法(fa)處(蓋章的PDF版(ban)和word版(ban))。
2.按(an)照《關于做好(hao)2021年(nian)春季(ji)學期開學前后(hou)控輟(chuo)保學工作的(de)(de)通知(zhi)》要求(qiu),各地(di)區在12月10日(ri)前將全年(nian)控輟(chuo)保學工作情況(含(han)“一(yi)生一(yi)表”) 報(bao)市教育局義(yi)務教育處(蓋(gai)章(zhang)的(de)(de)PDF版和word版)。
