為了(le)要進一步(bu)鞏(gong)固免試(shi)就近入(ru)(ru)學(xue)(xue)改革成果,統(tong)籌義務教育和(he)普通(tong)高中、公辦和(he)民(min)辦中小學(xue)(xue)、戶(hu)籍學(xue)(xue)齡人口和(he)隨(sui)遷子女招生入(ru)(ru)學(xue)(xue)工作(zuo),科學(xue)(xue)制訂地(di)區普通(tong)中小學(xue)(xue)招生入(ru)(ru)學(xue)(xue)辦法,大(da)連市教育局發布了(le)關(guan)于做(zuo)好(hao)中小學(xue)(xue)招生入(ru)(ru)學(xue)(xue)工作(zuo)的通(tong)知,明(ming)確了(le)大(da)連入(ru)(ru)學(xue)(xue)條(tiao)件。
各區市(shi)縣(xian)教(jiao)育局、各先導區教(jiao)育行(xing)政部門,各有關學校:
為進(jin)一步貫徹《中共中央 國(guo)務院(yuan)關(guan)于(yu)深化(hua)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)改革全面提高義務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質量的(de)意(yi)見(jian)(jian)》(中發〔2019〕26號(hao))、《遼(liao)寧(ning)省教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)廳關(guan)于(yu)加強中小學(xue)招(zhao)(zhao)生(sheng)(sheng)管理(li)工作的(de)實施(shi)意(yi)見(jian)(jian)》(遼(liao)教(jiao)(jiao)(jiao)(jiao)發〔2019〕106號(hao))和《大(da)連市教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)局關(guan)于(yu)進(jin)一步規(gui)范中小學(xue)招(zhao)(zhao)生(sheng)(sheng)入學(xue)管理(li)工作的(de)通知》(大(da)教(jiao)(jiao)(jiao)(jiao)發〔2020〕26號(hao))精神,落(luo)實《遼(liao)寧(ning)省教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)廳辦公室關(guan)于(yu)做好2021年普通中小學(xue)招(zhao)(zhao)生(sheng)(sheng)入學(xue)工作的(de)通知》(遼(liao)教(jiao)(jiao)(jiao)(jiao)辦發〔2021〕13號(hao))要求,現(xian)就(jiu)做好我市2021-2022學(xue)年度中小學(xue)招(zhao)(zhao)生(sheng)(sheng)入學(xue)工作通知如下。
一、做好義務教育階段招生入學工作
(一)全面保障適齡兒童少年接受義務教育
1.依法保障每個適齡兒童少年入學。各(ge)(ge)區(qu)(qu)市縣、先(xian)導(dao)區(qu)(qu)(以下簡稱(cheng)“各(ge)(ge)地區(qu)(qu)”)要(yao)(yao)認真落(luo)實《義(yi)(yi)(yi)務(wu)教(jiao)(jiao)育(yu)法(fa)(fa)(fa)》和(he)(he)《未成(cheng)(cheng)年(nian)人(ren)保(bao)護(hu)法(fa)(fa)(fa)》等法(fa)(fa)(fa)律要(yao)(yao)求,強化政府法(fa)(fa)(fa)定責任,切實保(bao)障適(shi)齡(ling)(ling)(ling)兒(er)(er)(er)童(tong)(tong)(tong)少年(nian)接受義(yi)(yi)(yi)務(wu)教(jiao)(jiao)育(yu)的權利(li)。各(ge)(ge)地區(qu)(qu)要(yao)(yao)指導(dao)學(xue)(xue)(xue)校(xiao)爭取(qu)街道、社區(qu)(qu)和(he)(he)派出(chu)所(suo)的支持,逐個核(he)查轄區(qu)(qu)內適(shi)齡(ling)(ling)(ling)兒(er)(er)(er)童(tong)(tong)(tong),全面掌握轄區(qu)(qu)內生(sheng)源和(he)(he)適(shi)齡(ling)(ling)(ling)兒(er)(er)(er)童(tong)(tong)(tong)入(ru)學(xue)(xue)(xue)情(qing)況(kuang)。要(yao)(yao)完(wan)善(shan)義(yi)(yi)(yi)務(wu)教(jiao)(jiao)育(yu)入(ru)學(xue)(xue)(xue)通知(zhi)書制度,學(xue)(xue)(xue)校(xiao)要(yao)(yao)向轄區(qu)(qu)每(mei)一(yi)位適(shi)齡(ling)(ling)(ling)兒(er)(er)(er)童(tong)(tong)(tong)發放《義(yi)(yi)(yi)務(wu)教(jiao)(jiao)育(yu)入(ru)學(xue)(xue)(xue)通知(zhi)書》,告知(zhi)家(jia)長(chang)新生(sheng)入(ru)學(xue)(xue)(xue)流程以及有關法(fa)(fa)(fa)律規定和(he)(he)違(wei)法(fa)(fa)(fa)追責說明,強化家(jia)長(chang)的法(fa)(fa)(fa)律意識,引導(dao)家(jia)長(chang)依法(fa)(fa)(fa)送(song)其(qi)子女(nv)按時入(ru)學(xue)(xue)(xue)接受并完(wan)成(cheng)(cheng)義(yi)(yi)(yi)務(wu)教(jiao)(jiao)育(yu)。適(shi)齡(ling)(ling)(ling)兒(er)(er)(er)童(tong)(tong)(tong)因身體狀況(kuang)等原(yuan)(yuan)因需要(yao)(yao)延(yan)(yan)緩入(ru)學(xue)(xue)(xue)的,其(qi)父母或者(zhe)其(qi)他法(fa)(fa)(fa)定監(jian)護(hu)人(ren)應(ying)當向所(suo)在(zai)學(xue)(xue)(xue)區(qu)(qu)的學(xue)(xue)(xue)校(xiao)提(ti)出(chu)書面申(shen)請(qing)(qing),填寫《適(shi)齡(ling)(ling)(ling)兒(er)(er)(er)童(tong)(tong)(tong)延(yan)(yan)緩入(ru)學(xue)(xue)(xue)申(shen)請(qing)(qing)表》,經學(xue)(xue)(xue)校(xiao)核(he)準后(hou)報所(suo)在(zai)地區(qu)(qu)教(jiao)(jiao)育(yu)行(xing)政部(bu)門(men)備案。延(yan)(yan)緩期(qi)滿仍不(bu)能(neng)入(ru)學(xue)(xue)(xue)的,應(ying)繼續提(ti)出(chu)延(yan)(yan)緩入(ru)學(xue)(xue)(xue)申(shen)請(qing)(qing)。延(yan)(yan)緩入(ru)學(xue)(xue)(xue)的期(qi)限原(yuan)(yuan)則(ze)上不(bu)應(ying)超過1年(nian)。未經本(ben)地區(qu)(qu)教(jiao)(jiao)育(yu)行(xing)政部(bu)門(men)批準,適(shi)齡(ling)(ling)(ling)兒(er)(er)(er)童(tong)(tong)(tong)不(bu)得擅自(zi)以在(zai)家(jia)學(xue)(xue)(xue)習(xi)替代(dai)國(guo)(guo)家(jia)統(tong)一(yi)實施的義(yi)(yi)(yi)務(wu)教(jiao)(jiao)育(yu)。各(ge)(ge)地區(qu)(qu)要(yao)(yao)認真排查并嚴(yan)厲查處社會培訓機(ji)構(gou)以“國(guo)(guo)學(xue)(xue)(xue)班”“讀經班”“私塾”等形式替代(dai)義(yi)(yi)(yi)務(wu)教(jiao)(jiao)育(yu)的非(fei)法(fa)(fa)(fa)辦學(xue)(xue)(xue)行(xing)為。
2.落實免試就近入學政策規定。各(ge)地區(qu)(qu)要(yao)按照(zhao)“學(xue)(xue)校劃(hua)片招生(sheng)、生(sheng)源就(jiu)近(jin)入(ru)學(xue)(xue)”總體原則(ze),根據(ju)(ju)本地區(qu)(qu)適齡(ling)學(xue)(xue)生(sheng)人數、學(xue)(xue)校分布與規模、交(jiao)通狀況(kuang)等(deng)(deng)因(yin)素,科學(xue)(xue)劃(hua)定學(xue)(xue)區(qu)(qu)范圍并(bing)向社會公(gong)布,確保義務教育(yu)免試就(jiu)近(jin)入(ru)學(xue)(xue)政(zheng)策全覆蓋。學(xue)(xue)生(sheng)就(jiu)近(jin)入(ru)學(xue)(xue)主要(yao)依據(ju)(ju)學(xue)(xue)生(sheng)父母或(huo)者(zhe)(zhe)其他法(fa)定監護人的“居(ju)住(zhu)證(zheng)明(ming)”、戶口(kou)簿等(deng)(deng)相關證(zheng)明(ming)材(cai)料原件并(bing)核實實際居(ju)住(zhu)情況(kuang),隨遷子女(nv)還要(yao)依據(ju)(ju)有效的大連市域內的《遼寧省居(ju)住(zhu)證(zheng)》。“居(ju)住(zhu)證(zheng)明(ming)”指(zhi)以下(xia)情況(kuang):①有住(zhu)房(fang)(fang)者(zhe)(zhe),須(xu)(xu)提(ti)供住(zhu)房(fang)(fang)權(quan)(quan)(quan)屬(shu)證(zheng)明(ming)(產(chan)權(quan)(quan)(quan)證(zheng)、使用權(quan)(quan)(quan)證(zheng)、住(zhu)房(fang)(fang)合同等(deng)(deng)材(cai)料),包括產(chan)權(quan)(quan)(quan)住(zhu)房(fang)(fang)(商(shang)品房(fang)(fang)、經(jing)濟(ji)適用住(zhu)房(fang)(fang)、房(fang)(fang)改(gai)房(fang)(fang)等(deng)(deng))和(he)使用權(quan)(quan)(quan)住(zhu)房(fang)(fang)(公(gong)有住(zhu)房(fang)(fang)、公(gong)共租(zu)賃(lin)住(zhu)房(fang)(fang)、廉租(zu)住(zhu)房(fang)(fang)等(deng)(deng));因(yin)貸款(kuan)購買住(zhu)房(fang)(fang)而(er)暫(zan)無住(zhu)房(fang)(fang)產(chan)權(quan)(quan)(quan)證(zheng)者(zhe)(zhe),須(xu)(xu)提(ti)供購房(fang)(fang)合同、商(shang)品房(fang)(fang)交(jiao)款(kuan)專用發票、貸款(kuan)保險單、完稅憑證(zheng)等(deng)(deng)材(cai)料原件。②無住(zhu)房(fang)(fang)者(zhe)(zhe),須(xu)(xu)提(ti)供《房(fang)(fang)屋租(zu)賃(lin)登記備案證(zheng)明(ming)》及《房(fang)(fang)屋信息查詢表》(經(jing)家長(chang)授權(quan)(quan)(quan)同意,可由學(xue)(xue)校依據(ju)(ju)家長(chang)提(ti)供的身(shen)份證(zheng)明(ming)材(cai)料代為查詢)。
嚴格(ge)執行《義務教(jiao)育法》關(guan)于“適齡兒童、少年免試入學”的(de)規定(ding),所有公辦、民(min)辦義務教(jiao)育學校嚴禁以(yi)(yi)各(ge)(ge)類考試、競賽、培訓成績或證(zheng)書證(zheng)明等(deng)作為招(zhao)生(sheng)(sheng)依(yi)據,不得以(yi)(yi)面試、評測等(deng)名(ming)義選拔(ba)學生(sheng)(sheng)。取消各(ge)(ge)類特(te)(te)長(chang)生(sheng)(sheng)招(zhao)生(sheng)(sheng),任(ren)何(he)學校不得擅自以(yi)(yi)開(kai)辦特(te)(te)長(chang)班(ban)(含雙外語(yu)班(ban))、舉辦各(ge)(ge)種學科類實驗班(ban)和招(zhao)收體育、藝術特(te)(te)長(chang)生(sheng)(sheng)等(deng)名(ming)義招(zhao)生(sheng)(sheng)。
小學(xue)(xue)(xue)招收適(shi)(shi)齡(ling)(ling)兒(er)童入(ru)小學(xue)(xue)(xue)時(shi),學(xue)(xue)(xue)校(xiao)只登記適(shi)(shi)齡(ling)(ling)兒(er)童的(de)學(xue)(xue)(xue)區(qu)、年齡(ling)(ling)等自然情況,不得以任何理由拒收本(ben)學(xue)(xue)(xue)區(qu)適(shi)(shi)齡(ling)(ling)兒(er)童入(ru)學(xue)(xue)(xue)。做好(hao)幼小銜(xian)接工作,將入(ru)學(xue)(xue)(xue)適(shi)(shi)應(ying)教育納入(ru)一(yi)年級教育教學(xue)(xue)(xue)計劃(hua),做好(hao)教育教學(xue)(xue)(xue)方(fang)式(shi)與幼兒(er)園(yuan)教育的(de)科學(xue)(xue)(xue)銜(xian)接,針對兒(er)童身心特點(dian)和接受能(neng)力,采取游(you)戲化、生(sheng)活化、綜合化等方(fang)式(shi)上(shang)好(hao)國(guo)家(jia)課程,強化兒(er)童的(de)探究性、體驗式(shi)學(xue)(xue)(xue)習(xi),積極為(wei)新入(ru)學(xue)(xue)(xue)的(de)兒(er)童創造適(shi)(shi)應(ying)小學(xue)(xue)(xue)生(sheng)活的(de)環境和條件。嚴格落實國(guo)家(jia)義務教育課程標(biao)準(zhun),小學(xue)(xue)(xue)起(qi)始(shi)年級實施零起(qi)點(dian)教學(xue)(xue)(xue),對未(wei)實施零起(qi)點(dian)教學(xue)(xue)(xue)的(de)教師、校(xiao)長,依照有關規(gui)定嚴肅追(zhui)責(ze)問責(ze)。
3.依法做好控輟保學工作。各地區(qu)要提高政治站位,切實履(lv)行義務教育控輟(chuo)保學法定職責,細化本(ben)地區(qu)控輟(chuo)保學工作方案和流程,健全政府及有關部(bu)門、學校、家庭等多方聯(lian)控聯(lian)保責任機制(zhi)、定期專項(xiang)行動機制(zhi)、應助盡助救助機制(zhi)、辦學條件保障機制(zhi)。依(yi)托學籍管理服務平臺,完善(shan)失(shi)學輟(chuo)學適(shi)(shi)齡兒(er)童工作臺賬(zhang),鞏固建(jian)(jian)檔立(li)卡貧困(kun)家庭適(shi)(shi)齡兒(er)童輟(chuo)學學生(sheng)動態清零成果。加大非建(jian)(jian)檔立(li)卡家庭適(shi)(shi)齡兒(er)童輟(chuo)學情況摸排,建(jian)(jian)立(li)“一生(sheng)一表”,做好勸返復(fu)學工作。
(二)做好小學、初中招生入學工作
1.公辦小學招生入學。凡年滿六周歲的(de)(de)(de)(de)適齡兒童(tong)實(shi)(shi)行(xing)登記入(ru)學(xue)(xue)(xue)。學(xue)(xue)(xue)校通(tong)過(guo)在(zai)居(ju)民區等醒(xing)目位置張貼《招生(sheng)(sheng)入(ru)學(xue)(xue)(xue)通(tong)知》,向轄區內適齡兒童(tong)的(de)(de)(de)(de)家長(chang)告知招生(sheng)(sheng)范圍、報(bao)(bao)(bao)名(ming)時間、報(bao)(bao)(bao)名(ming)所需攜帶(dai)的(de)(de)(de)(de)各種證(zheng)件(jian)、招生(sheng)(sheng)咨詢電(dian)話(hua)及(ji)相關法律法規要求,家長(chang)根據招生(sheng)(sheng)要求和家庭(ting)實(shi)(shi)際居(ju)住情(qing)況進行(xing)報(bao)(bao)(bao)名(ming)。常態化疫情(qing)防控期間各地區可以(yi)實(shi)(shi)行(xing)網(wang)絡預(yu)約(yue)、網(wang)上報(bao)(bao)(bao)名(ming)、錯(cuo)時報(bao)(bao)(bao)名(ming)、錯(cuo)峰審核,指導小(xiao)學(xue)(xue)(xue)一年級新生(sheng)(sheng)家長(chang)認真做(zuo)好教(jiao)育部(bu)《學(xue)(xue)(xue)生(sheng)(sheng)基本(ben)信(xin)息表》采集工作,按(an)時完成在(zai)大(da)連教(jiao)育信(xin)息管(guan)理系(xi)統和遼(liao)寧省(sheng)學(xue)(xue)(xue)籍(ji)(ji)管(guan)理服(fu)務平臺的(de)(de)(de)(de)注冊建籍(ji)(ji)工作。學(xue)(xue)(xue)校要將學(xue)(xue)(xue)生(sheng)(sheng)家長(chang)簽字(zi)確認的(de)(de)(de)(de)《學(xue)(xue)(xue)生(sheng)(sheng)基本(ben)信(xin)息表》及(ji)戶口(kou)簿(bu)學(xue)(xue)(xue)生(sheng)(sheng)一頁的(de)(de)(de)(de)復(fu)印(yin)件(jian)作為學(xue)(xue)(xue)籍(ji)(ji)檔(dang)案,存檔(dang)備案。
2.小學升初中招生銜接。小(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)畢業(ye)(ye)生(sheng)按(an)照劃定學(xue)(xue)(xue)(xue)(xue)(xue)區,采(cai)取“對口直(zhi)升”辦法,免試就近(jin)升入(ru)對口的(de)學(xue)(xue)(xue)(xue)(xue)(xue)區內(nei)初(chu)中學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)。在初(chu)中招生(sheng)之前,各地區教育(yu)行政部門要(yao)對小(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)長(chang)和學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)專干(gan)等相關人員進行小(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)升初(chu)中政策(ce)培訓,并(bing)(bing)指導各小(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)向家長(chang)做(zuo)好(hao)小(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)升初(chu)中相關政策(ce)宣傳(chuan),讓家長(chang)了解、理(li)解相關政策(ce)規定。做(zuo)好(hao)小(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)畢業(ye)(ye)年(nian)級學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)區認定工作,認定結(jie)果(guo)書(shu)面通知到每(mei)一位(wei)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)和家長(chang),并(bing)(bing)在規定時間(jian)內(nei)完成(cheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理(li)系(xi)統(tong)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)區認定,保存好(hao)政策(ce)宣傳(chuan)資料(liao)、家長(chang)簽字回執等相關檔案。要(yao)在規定時間(jian)內(nei),為全市不(bu)在學(xue)(xue)(xue)(xue)(xue)(xue)區內(nei)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)就讀的(de)小(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)通過(guo)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理(li)系(xi)統(tong)辦理(li)轉回學(xue)(xue)(xue)(xue)(xue)(xue)區內(nei)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)手續(xu)(即(ji)“小(xiao)(xiao)(xiao)(xiao)六歸口”)。
3.公辦初中招生。公辦(ban)初(chu)中入(ru)學(xue)按照“對(dui)(dui)口直升”方式免試招(zhao)收對(dui)(dui)口小學(xue)學(xue)區內(nei)(nei)(nei)的學(xue)生。各地區教育行政(zheng)部門(men)根據學(xue)區劃分情(qing)況向(xiang)初(chu)中提供小升初(chu)學(xue)生名冊,初(chu)中學(xue)校依(yi)(yi)據名單招(zhao)收對(dui)(dui)口小學(xue)學(xue)區內(nei)(nei)(nei)畢業生,同時(shi)在(zai)(zai)遼寧省(sheng)學(xue)籍(ji)管理服務平臺做(zuo)好(hao)初(chu)中招(zhao)生操(cao)作,完(wan)成初(chu)一(yi)新生注冊建籍(ji)工(gong)作。各地區教育行政(zheng)部門(men)應指導轄(xia)區內(nei)(nei)(nei)各小學(xue)在(zai)(zai)開學(xue)前統(tong)一(yi)組織學(xue)生到初(chu)中學(xue)校報到,并履行交(jiao)接(jie)手(shou)續,做(zuo)到交(jiao)接(jie)清單清楚詳(xiang)細,手(shou)續完(wan)整。開學(xue)兩周內(nei)(nei)(nei),初(chu)中學(xue)校應向(xiang)所(suo)在(zai)(zai)地區教育行政(zheng)部門(men)和鄉鎮人民政(zheng)府上報未報到學(xue)生名單,并依(yi)(yi)法采(cai)取措(cuo)施勸返復學(xue)。
4.其他幾類義務教育學校招生
(1)民辦(ban)(ban)(ban)學(xue)校。2021年,繼續(xu)按照《大(da)連市教(jiao)育(yu)局關于進一步規(gui)范中小學(xue)招(zhao)生(sheng)入學(xue)管(guan)理工作的通知》(大(da)教(jiao)發(fa)〔2020〕26號)確定的民辦(ban)(ban)(ban)學(xue)校招(zhao)生(sheng)流程和辦(ban)(ban)(ban)法做好招(zhao)生(sheng)組(zu)織工作。各地區(qu)要準(zhun)確把握(wo)義務教(jiao)育(yu)民辦(ban)(ban)(ban)學(xue)校招(zhao)生(sheng)的政(zheng)策(ce)、流程,指定專門(men)技術力量(liang)熟練(lian)操作招(zhao)生(sheng)系統,在規(gui)定時間節(jie)點(dian)完成規(gui)定動作,確保本(ben)地區(qu)義務教(jiao)育(yu)民辦(ban)(ban)(ban)學(xue)校招(zhao)生(sheng)工作平穩有(you)序。
(2)高等院校附屬(shu)公(gong)辦(ban)義務教(jiao)育學校。高等院校附屬(shu)公(gong)辦(ban)義務教(jiao)育學校原(yuan)則上(shang)以(yi)招收(shou)本單位教(jiao)職(zhi)工子女為主,在學位有空余時,可以(yi)采用科(ke)學公(gong)平的方(fang)式在其所在行(xing)政(zheng)區內接收(shou)一部分周邊(bian)學生入(ru)學。
(三)保障特殊群體平等接受義務教育權利
1.隨遷子女。堅(jian)持以流(liu)入(ru)地(di)(di)政府為主(zhu)、以公辦(ban)學校為主(zhu),將隨遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)義務教(jiao)育(yu)納入(ru)本地(di)(di)區(qu)教(jiao)育(yu)事業發展規劃和(he)財政保(bao)(bao)(bao)障范圍,確保(bao)(bao)(bao)隨遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)和(he)本地(di)(di)學生一樣平等享(xiang)有(you)(you)接受義務教(jiao)育(yu)基(ji)本公共服(fu)務的權(quan)利。學位資源(yuan)相對緊張的地(di)(di)區(qu),要(yao)按照常住人口數量(liang)合理布局義務教(jiao)育(yu)學校,加強城鎮學校建(jian)設,擴大學位供給,確保(bao)(bao)(bao)隨遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)“應入(ru)盡入(ru)”。凡不能(neng)有(you)(you)效保(bao)(bao)(bao)障隨遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)就學的地(di)(di)區(qu),不應全面推行“小(xiao)班化”教(jiao)學。全面落實(shi)(shi)義務教(jiao)育(yu)“公民同(tong)招”政策,在參與報名、搖(yao)號等環節一視同(tong)仁(ren),確保(bao)(bao)(bao)符合條件的隨遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)享(xiang)有(you)(you)平等入(ru)學權(quan)利。要(yao)切實(shi)(shi)落實(shi)(shi)以居住證(zheng)為主(zhu)要(yao)依據的隨遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)入(ru)學政策,簡化隨遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)入(ru)學流(liu)程,清(qing)理減少(shao)不必要(yao)的證(zheng)明材料。各(ge)地(di)(di)區(qu)要(yao)制(zhi)定隨遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)入(ru)學實(shi)(shi)施細則,統(tong)籌(chou)做好(hao)本地(di)(di)區(qu)隨遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)入(ru)學工作。
2.殘疾兒童少年。各(ge)地區要嚴格執行(xing)《義務教(jiao)(jiao)(jiao)育(yu)法(fa)(fa)》《殘(can)疾(ji)(ji)人(ren)教(jiao)(jiao)(jiao)育(yu)條例(li)》等(deng)法(fa)(fa)律法(fa)(fa)規,強(qiang)化政府(fu)責任,改善(shan)辦學(xue)條件(jian),按(an)照“全覆蓋(gai)、零(ling)拒絕”要求(qiu),針對適(shi)(shi)齡殘(can)疾(ji)(ji)兒(er)(er)童(tong)少(shao)(shao)年的(de)身體狀況及(ji)教(jiao)(jiao)(jiao)育(yu)需(xu)求(qiu),采(cai)取多種形式(shi)保障(zhang)其(qi)(qi)接(jie)受(shou)義務教(jiao)(jiao)(jiao)育(yu),建立以隨班就(jiu)(jiu)(jiu)讀(du)(du)、特殊教(jiao)(jiao)(jiao)育(yu)學(xue)校就(jiu)(jiu)(jiu)讀(du)(du)為主、以送教(jiao)(jiao)(jiao)上(shang)門為補(bu)充(chong)的(de)特殊教(jiao)(jiao)(jiao)育(yu)招生入(ru)學(xue)體系。要重點關(guan)注(zhu)未入(ru)學(xue)適(shi)(shi)齡殘(can)疾(ji)(ji)兒(er)(er)童(tong)少(shao)(shao)年的(de)入(ru)學(xue)情況,不折不扣落實“一(yi)人(ren)一(yi)案”要求(qiu),保障(zhang)殘(can)障(zhang)兒(er)(er)童(tong)平等(deng)、無障(zhang)礙接(jie)受(shou)義務教(jiao)(jiao)(jiao)育(yu)。推(tui)進融合教(jiao)(jiao)(jiao)育(yu),依法(fa)(fa)保障(zhang)能(neng)夠接(jie)受(shou)普通教(jiao)(jiao)(jiao)育(yu)的(de)適(shi)(shi)齡殘(can)疾(ji)(ji)兒(er)(er)童(tong)少(shao)(shao)年就(jiu)(jiu)(jiu)近就(jiu)(jiu)(jiu)便隨班就(jiu)(jiu)(jiu)讀(du)(du)。擴(kuo)大特殊教(jiao)(jiao)(jiao)育(yu)學(xue)校招生類(lei)別,努(nu)力(li)滿足不同類(lei)型(xing)殘(can)疾(ji)(ji)兒(er)(er)童(tong)少(shao)(shao)年在特殊教(jiao)(jiao)(jiao)育(yu)學(xue)校就(jiu)(jiu)(jiu)讀(du)(du)的(de)需(xu)要。凡因殘(can)疾(ji)(ji)程度較重不能(neng)進入(ru)學(xue)校或兒(er)(er)童(tong)福利機構就(jiu)(jiu)(jiu)讀(du)(du)的(de),均(jun)采(cai)用(yong)送教(jiao)(jiao)(jiao)上(shang)門的(de)形式(shi)實施教(jiao)(jiao)(jiao)育(yu),并由特殊教(jiao)(jiao)(jiao)育(yu)學(xue)校或承擔送教(jiao)(jiao)(jiao)上(shang)門的(de)學(xue)校將其(qi)(qi)納入(ru)學(xue)籍管理。
3.留守兒童、孤兒和困境兒童。各(ge)地區要嚴格落實《大(da)(da)連市民(min)政局等(deng)10部門轉發(fa)(fa)<關于(yu)進一(yi)步(bu)健(jian)全(quan)農(nong)村留守兒(er)(er)童(tong)(tong)和(he)(he)困境兒(er)(er)童(tong)(tong)關愛(ai)服務體(ti)系的(de)(de)實施(shi)(shi)意(yi)見>的(de)(de)通知》(大(da)(da)民(min)發(fa)(fa)〔2019〕198號)等(deng)有關文件要求,建(jian)(jian)立留守兒(er)(er)童(tong)(tong)、孤(gu)(gu)兒(er)(er)和(he)(he)困境兒(er)(er)童(tong)(tong)關愛(ai)服務體(ti)系,強化(hua)控(kong)輟保學、教(jiao)(jiao)育(yu)(yu)資助、送(song)教(jiao)(jiao)上門、心理教(jiao)(jiao)育(yu)(yu)等(deng)工作(zuo)措(cuo)施(shi)(shi),為他們就(jiu)近入學提供支(zhi)持,對有特(te)殊困難的(de)(de)優先安排(pai)在校住宿(su)。對留守兒(er)(er)童(tong)(tong)、孤(gu)(gu)兒(er)(er)和(he)(he)困境兒(er)(er)童(tong)(tong)教(jiao)(jiao)育(yu)(yu)情況實施(shi)(shi)全(quan)程(cheng)管理,學校領導、班主任、任課(ke)教(jiao)(jiao)師與他們建(jian)(jian)立結對幫扶(fu)制(zhi)度,實行“一(yi)生一(yi)案”。建(jian)(jian)立強制(zhi)報告(gao)制(zhi)度,未履行報告(gao)義(yi)務的(de)(de),教(jiao)(jiao)育(yu)(yu)行政部門報請當地政府(fu),協調有關部門嚴肅追責。
4.其他各類優撫對象。各地區要落實相關人員子(zi)女(nv)(nv)(nv)教育(yu)(yu)優(you)待政策,納入本地區教育(yu)(yu)發(fa)展(zhan)規劃(hua),按規定統籌解決好人才子(zi)女(nv)(nv)(nv)、符合條(tiao)件的(de)現役軍人子(zi)女(nv)(nv)(nv)、烈士子(zi)女(nv)(nv)(nv)、公安(an)英(ying)模和因公犧牲傷殘警察子(zi)女(nv)(nv)(nv)、在(zai)收(shou)治(zhi)確診病(bing)例定點(dian)醫院隔離病(bing)區的(de)一(yi)線(xian)醫務人員子(zi)女(nv)(nv)(nv)及其他各類優(you)撫對象入學問題。
(四)完善工作機制,構建義務教育招生良好生態
1.規范招生和分班行為。各(ge)地區教(jiao)(jiao)(jiao)育(yu)行(xing)政(zheng)部(bu)門和(he)學(xue)(xue)校(xiao)要(yao)嚴(yan)格落實(shi)教(jiao)(jiao)(jiao)育(yu)部(bu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)“十嚴(yan)禁”工作要(yao)求(qiu),嚴(yan)禁違(wei)(wei)規(gui)(gui)爭搶生(sheng)(sheng)(sheng)(sheng)(sheng)源、“掐尖(jian)”招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、提前招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、跨學(xue)(xue)區招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)和(he)跨審批區域招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),義務教(jiao)(jiao)(jiao)育(yu)實(shi)行(xing)零(ling)擇校(xiao);嚴(yan)禁公辦(ban)學(xue)(xue)校(xiao)與民辦(ban)學(xue)(xue)校(xiao)混合(he)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng);加(jia)強(qiang)中小學(xue)(xue)校(xiao)學(xue)(xue)籍管理,嚴(yan)禁違(wei)(wei)規(gui)(gui)轉學(xue)(xue),做到(dao)人(ren)籍一致(zhi)。學(xue)(xue)校(xiao)不(bu)得(de)以“國際部(bu)”“國際課程班(ban)(ban)”“境外(wai)班(ban)(ban)”等名義招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。加(jia)強(qiang)外(wai)籍人(ren)員子女學(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)管理,不(bu)得(de)招(zhao)(zhao)(zhao)(zhao)(zhao)收中國籍學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)。義務教(jiao)(jiao)(jiao)育(yu)公、民辦(ban)學(xue)(xue)校(xiao)均(jun)(jun)要(yao)嚴(yan)格落實(shi)均(jun)(jun)衡編(bian)班(ban)(ban)規(gui)(gui)定(ding),實(shi)行(xing)陽光(guang)分班(ban)(ban),不(bu)得(de)以分層次教(jiao)(jiao)(jiao)學(xue)(xue)或創辦(ban)特色為名舉辦(ban)重點班(ban)(ban)、快(kuai)慢(man)班(ban)(ban)。
2.鞏固義務教育階段學校大班額消除工作成果。各(ge)地區(qu)要科學謀劃,統籌布(bu)局,合理劃定(ding)學區(qu)范圍,嚴禁在招生入學階段產生新的(de)(de)大(da)班(ban)(ban)額(e)(e),鞏固(gu)大(da)班(ban)(ban)額(e)(e)消除工作成果。堅決禁止數據造假,嚴禁通過占用(yong)音(yin)樂、計算機等功能教(jiao)室來化解大(da)班(ban)(ban)額(e)(e)。建立定(ding)期報(bao)告制度(du),市教(jiao)育(yu)局設立義務(wu)教(jiao)育(yu)階段大(da)班(ban)(ban)額(e)(e)舉(ju)報(bao)電話84300325,及時受理大(da)班(ban)(ban)額(e)(e)問(wen)題。對于(yu)工作要求落實不(bu)力,仍存在“大(da)班(ban)(ban)額(e)(e)”現象的(de)(de),將依據有(you)關規定(ding)給予問(wen)責處理。
3.完善信息公開制度。各地區教育行政部門依法(fa)公(gong)開(kai)招(zhao)(zhao)生(sheng)入(ru)學(xue)(xue)工作信(xin)息,通過(guo)媒體(ti)、網站、微信(xin)公(gong)眾號等多種途徑向社(she)會公(gong)布義(yi)務教育階段學(xue)(xue)校招(zhao)(zhao)生(sheng)入(ru)學(xue)(xue)工作實施方案、公(gong)辦學(xue)(xue)校的(de)報名入(ru)學(xue)(xue)辦法(fa)、民(min)辦學(xue)(xue)校的(de)招(zhao)(zhao)生(sheng)方案和招(zhao)(zhao)生(sheng)錄取結果(僅公(gong)示學(xue)(xue)生(sheng)姓名、性別)。
4.建立預警機制。增(zeng)強風險防(fang)范意識,提前對本地區學(xue)齡(ling)人口變化趨勢進行預測分析和摸底調查,出(chu)現學(xue)位(wei)供(gong)給不足情(qing)況,提前向(xiang)社會(hui)發布(bu)預警報告,完善應急方案,確定(ding)行之有(you)效的聯動程序(xu),密切關注輿情(qing),積極回應社會(hui)關切。
二、加強高中階段學校招生管理工作
(一)普通高中招生工作
1.統籌確定招生規模。綜合考(kao)慮各地區初中(zhong)(zhong)畢(bi)業(ye)生(sheng)(sheng)數量、未(wei)來(lai)一段時間高中(zhong)(zhong)階段教育普(pu)及(ji)(ji)提升目標(biao)、促進普(pu)通(tong)高中(zhong)(zhong)和中(zhong)(zhong)等(deng)職業(ye)教育協(xie)調均衡發展以及(ji)(ji)普(pu)通(tong)高中(zhong)(zhong)教育總體資(zi)源(yuan)等(deng)因(yin)素,科(ke)學編制公(gong)(gong)辦、民辦普(pu)通(tong)高中(zhong)(zhong)招(zhao)生(sheng)(sheng)計劃(hua),以校(xiao)為單(dan)位將招(zhao)生(sheng)(sheng)計劃(hua)報(bao)省教育廳備案并向(xiang)社(she)會(hui)公(gong)(gong)布,招(zhao)生(sheng)(sheng)計劃(hua)確定后,公(gong)(gong)辦、民辦普(pu)通(tong)高中(zhong)(zhong)要(yao)嚴(yan)格按照規定的(de)招(zhao)生(sheng)(sheng)計劃(hua)、招(zhao)生(sheng)(sheng)范圍、標(biao)準和方式統一、同步招(zhao)生(sheng)(sheng)。不(bu)得隨意(yi)變更招(zhao)生(sheng)(sheng)計劃(hua),嚴(yan)格防止產生(sheng)(sheng)大校(xiao)額、大班額,普(pu)通(tong)高中(zhong)(zhong)規模不(bu)得超過(guo)3000人,班額不(bu)超過(guo)50人。
2.規范招生工作秩序。內地(di)新(xin)疆高(gao)中(zhong)班、海軍(jun)青(qing)少(shao)年航空學校(xiao)的招(zhao)生(sheng),嚴格按照(zhao)國家有(you)關規定執行(xing)。公辦、民辦普(pu)通(tong)高(gao)中(zhong)招(zhao)生(sheng)錄取(qu)工作要按照(zhao)招(zhao)生(sheng)計(ji)劃、中(zhong)考成(cheng)績、學生(sheng)報(bao)考志(zhi)愿(yuan)由(you)招(zhao)生(sheng)考試部(bu)門統一錄取(qu),并(bing)(bing)劃定最低錄取(qu)分(fen)數線。普(pu)通(tong)高(gao)中(zhong)高(gao)一新(xin)生(sheng)電子(zi)學籍于(yu)9月30日前完成(cheng)注冊、審核、確認并(bing)(bing)上報(bao)省(sheng)教育廳(ting)備案(an),逾期不予辦理。
3.嚴肅招生工作紀律。嚴禁(jin)(jin)以(yi)(yi)任(ren)何形式(shi)提前組織(zhi)招(zhao)生、免試(shi)招(zhao)生,超計劃招(zhao)生、違(wei)規跨區域招(zhao)生;嚴禁(jin)(jin)以(yi)(yi)高額物質(zhi)獎(jiang)勵、免收(shou)學(xue)費、虛(xu)假宣(xuan)(xuan)傳等方式(shi)爭搶生源;嚴禁(jin)(jin)招(zhao)收(shou)借讀生、人籍(ji)(ji)分離(li)、空掛(gua)學(xue)籍(ji)(ji);嚴禁(jin)(jin)公布、宣(xuan)(xuan)傳、炒作(zuo)中考“狀元”和升學(xue)率。
(二)中等職業學校(包括技工學校,以下同)招生工作
中(zhong)(zhong)(zhong)(zhong)等(deng)(deng)(deng)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)的招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)工作由大連(lian)市高(gao)中(zhong)(zhong)(zhong)(zhong)等(deng)(deng)(deng)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)考試委員(yuan)會辦公室(shi)統一(yi)組織實(shi)施,納入(ru)(ru)我市高(gao)中(zhong)(zhong)(zhong)(zhong)階段教育統一(yi)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)平(ping)臺,實(shi)行(xing)(xing)統一(yi)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)政策、統一(yi)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃、統一(yi)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)宣(xuan)傳、統一(yi)平(ping)臺錄(lu)取。對于有(you)升入(ru)(ru)中(zhong)(zhong)(zhong)(zhong)等(deng)(deng)(deng)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)或較早開始職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)(sheng)涯需求的初(chu)(chu)三學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng),可以通過(guo)遴選公布(bu)的試點中(zhong)(zhong)(zhong)(zhong)等(deng)(deng)(deng)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao),按規定完成(cheng)義務教育并開展職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)學(xue)(xue)(xue)(xue)(xue)習。各初(chu)(chu)中(zhong)(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)要加強對擬升入(ru)(ru)中(zhong)(zhong)(zhong)(zhong)等(deng)(deng)(deng)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)的管理(li),對沒有(you)完成(cheng)九年義務教育擅自提前離校(xiao)(xiao)(xiao)(xiao)(xiao)的學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng),初(chu)(chu)中(zhong)(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)要及時(shi)進(jin)行(xing)(xing)干預并制(zhi)止,嚴(yan)防學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)輟學(xue)(xue)(xue)(xue)(xue),同時(shi)向學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)家長(chang)做好相(xiang)關政策宣(xuan)傳。嚴(yan)禁(jin)在(zai)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)過(guo)程中(zhong)(zhong)(zhong)(zhong)進(jin)行(xing)(xing)生(sheng)(sheng)(sheng)(sheng)(sheng)源封(feng)鎖和地方(fang)保護,嚴(yan)禁(jin)初(chu)(chu)中(zhong)(zhong)(zhong)(zhong)教師干預或代(dai)替學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)填(tian)報志愿(yuan),嚴(yan)禁(jin)初(chu)(chu)中(zhong)(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)或教師在(zai)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)過(guo)程中(zhong)(zhong)(zhong)(zhong)向中(zhong)(zhong)(zhong)(zhong)等(deng)(deng)(deng)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)索要、收(shou)受(shou)任何名義的經費或實(shi)物,嚴(yan)查中(zhong)(zhong)(zhong)(zhong)等(deng)(deng)(deng)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)違(wei)規行(xing)(xing)為,依法依規嚴(yan)肅追(zhui)究相(xiang)關人員(yuan)的責任。
(三)中考組織管理工作
各(ge)(ge)(ge)地區要(yao)加(jia)強(qiang)考(kao)(kao)試(shi)(shi)組織管理,完善工作流程,落實工作職責(ze),進一(yi)步建立健(jian)全考(kao)(kao)務管理制度,嚴格執(zhi)行(xing)(xing)試(shi)(shi)卷(juan)(juan)(juan)運(yun)送、保(bao)管、分發、施考(kao)(kao)、閱(yue)卷(juan)(juan)(juan)等各(ge)(ge)(ge)環節的管理規定,確(que)保(bao)試(shi)(shi)題(ti)試(shi)(shi)卷(juan)(juan)(juan)絕對保(bao)密,考(kao)(kao)試(shi)(shi)組織萬無一(yi)失。針對中(zhong)考(kao)(kao)期間可(ke)能發生的疫情傳播以及高溫、雷雨等自然災害,各(ge)(ge)(ge)地區要(yao)完善突發事件應(ying)急處置預(yu)案。加(jia)強(qiang)中(zhong)考(kao)(kao)風險研判應(ying)對,密切關注涉及中(zhong)考(kao)(kao)的網(wang)上輿(yu)情,加(jia)強(qiang)輿(yu)論宣傳,正面引導,確(que)保(bao)初中(zhong)畢業升學考(kao)(kao)試(shi)(shi)各(ge)(ge)(ge)項工作安全、平穩、順利進行(xing)(xing)。
三、工作要求
(一)落實屬地責任。各地區要落實中(zhong)(zhong)小(xiao)學(xue)(xue)招生入學(xue)(xue)工作屬地管理責任,切實提高政治站位(wei),科學(xue)(xue)制定中(zhong)(zhong)小(xiao)學(xue)(xue)招生入學(xue)(xue)具體工作方案(an),周密部(bu)署,精(jing)心組織(zhi),確(que)保2021年(nian)中(zhong)(zhong)小(xiao)學(xue)(xue)招生入學(xue)(xue)工作平(ping)穩有序。省、市將對中(zhong)(zhong)小(xiao)學(xue)(xue)招生入學(xue)(xue)工作進(jin)行督導(dao)檢查(cha),嚴肅(su)查(cha)處違規(gui)違紀行為(wei),確(que)保中(zhong)(zhong)小(xiao)學(xue)(xue)招生工作規(gui)范實施,做到公開透(tou)明,公平(ping)公正(zheng),秩序良好。
(二)積極營造良好氛圍。各地區教育行政(zheng)部(bu)門要通過(guo)多種方式加強(qiang)中小學(xue)招生政(zheng)策解讀,努力爭取學(xue)校、家(jia)長、學(xue)生和(he)(he)社會的(de)理解支持,特(te)別是對群眾(zhong)廣(guang)泛(fan)關注的(de)敏感問(wen)題和(he)(he)難點問(wen)題,有針對性地深入細致做好(hao)宣傳(chuan)引導工作(zuo)。要做好(hao)風險(xian)研判(pan),制定應急預案,及時有效化(hua)解風險(xian)隱患。
(三)做好疫情防控工作。各(ge)地區要(yao)(yao)按(an)照教育(yu)部、國(guo)家(jia)衛生健康委印發的(de)《中小學(xue)校春季學(xue)期新(xin)冠肺(fei)炎(yan)疫(yi)情防控(kong)技術方案(an)(第三(san)版)》要(yao)(yao)求(qiu),嚴格落實(shi)疫(yi)情防控(kong)舉(ju)措,將(jiang)疫(yi)情防控(kong)要(yao)(yao)求(qiu)貫穿中小學(xue)招生入學(xue)的(de)各(ge)個環節(jie),做到舉(ju)措精準,防控(kong)精細。
(四)其他要求
1.建立(li)鞏(gong)(gong)固義務(wu)教(jiao)育階(jie)段學校大(da)班額消除工(gong)作成果定期報告制度,各(ge)地區分(fen)別于6月25日前和12月15日前將消除大(da)班額工(gong)作成果鞏(gong)(gong)固情況報市教(jiao)育局規法處(蓋章的PDF版(ban)和word版(ban))。
2.按照(zhao)《關于做好(hao)2021年(nian)春季學期開學前后控輟保學工(gong)作的通知(zhi)》要求,各地(di)區在12月10日前將(jiang)全年(nian)控輟保學工(gong)作情況(含“一(yi)生一(yi)表(biao)”) 報(bao)市教(jiao)育(yu)局義務教(jiao)育(yu)處(chu)(蓋(gai)章(zhang)的PDF版和word版)。
