浙江(jiang)(jiang)省自(zi)行(xing)(xing)(xing)車(che)電(dian)動車(che)行(xing)(xing)(xing)業協會(hui)、浙江(jiang)(jiang)省自(zi)行(xing)(xing)(xing)車(che)電(dian)動車(che)行(xing)(xing)(xing)業協會(hui)充(chong)(chong)換電(dian)分會(hui)在杭州(zhou)組織召(zhao)開GB/T 42236.1—2022《電(dian)動自(zi)行(xing)(xing)(xing)車(che)集中(zhong)充(chong)(chong)電(dian)設施 第1部(bu)分:技術(shu)規(gui)范》、T/ZJBE 002—2023《電(dian)動自(zi)行(xing)(xing)(xing)車(che)充(chong)(chong)換電(dian)消(xiao)防安全技術(shu)要求(qiu)》標準(zhun)宣貫(guan)會(hui)。人民出行(xing)(xing)(xing)作(zuo)為T/ZJBE 002—2023《電(dian)動自(zi)行(xing)(xing)(xing)車(che)充(chong)(chong)換電(dian)消(xiao)防安全技術(shu)要求(qiu)》起草成(cheng)員單位,受(shou)邀(yao)參加(jia)此次宣貫(guan)會(hui)。
浙(zhe)(zhe)江(jiang)(jiang)省市(shi)場監(jian)(jian)管(guan)局產品(pin)監(jian)(jian)管(guan)處處長田(tian)軍,浙(zhe)(zhe)江(jiang)(jiang)省消(xiao)防(fang)救援總隊防(fang)火監(jian)(jian)督處徐懌,浙(zhe)(zhe)江(jiang)(jiang)省公安廳(ting)車管(guan)所(suo)副所(suo)長黃大勇、浙(zhe)(zhe)江(jiang)(jiang)省自(zi)行(xing)車電動(dong)車行(xing)業(ye)(ye)協(xie)會(hui)理事長陳建龍,以及來(lai)自(zi)省內(nei)外(wai)共享出行(xing)企業(ye)(ye)、充換電企業(ye)(ye)、快(kuai)遞外(wai)賣企業(ye)(ye)等近50家單位共80余人(ren)參加了會(hui)議。
據悉,GB/T 42236.1—2022《電(dian)(dian)(dian)動自行車集中充(chong)電(dian)(dian)(dian)設施(shi) 第1部分:技(ji)術(shu)規范》于(yu)2022年(nian)12月30日(ri)(ri)發布,將于(yu)今年(nian)7月1日(ri)(ri)實(shi)(shi)施(shi)。T/ZJBE 002—2023《電(dian)(dian)(dian)動自行車充(chong)換(huan)(huan)電(dian)(dian)(dian)消(xiao)防安(an)全(quan)技(ji)術(shu)要(yao)求》已(yi)于(yu)今年(nian)5月27日(ri)(ri)實(shi)(shi)施(shi)。該標準提出了電(dian)(dian)(dian)動自行車集中充(chong)電(dian)(dian)(dian)設施(shi)的技(ji)術(shu)要(yao)求,明確了對交(jiao)流充(chong)電(dian)(dian)(dian)控制(zhi)器、換(huan)(huan)電(dian)(dian)(dian)柜和充(chong)電(dian)(dian)(dian)柜的適用范圍,并對電(dian)(dian)(dian)動自行車集中充(chong)電(dian)(dian)(dian)設施(shi)試驗方法做(zuo)出了詳細規定。
會(hui)上,杭州(zhou)海康消(xiao)防(fang)科技有限公司標準(zhun)化工程(cheng)師(shi)《電(dian)動(dong)自行車充換電(dian)消(xiao)防(fang)安(an)全技術要(yao)求》主要(yao)起草人崔國慶,分(fen)析了各行業(ye)的(de)特點及企業(ye)面對(dui)的(de)困難,并從整體情(qing)況及對(dui)應(ying)國標的(de)創(chuang)新點、主要(yao)技術內(nei)容、要(yao)求等方面對(dui)標準(zhun)做了解析。
當前,電(dian)(dian)(dian)動(dong)自(zi)行(xing)車(che)因(yin)充電(dian)(dian)(dian)、自(zi)燃等原因(yin)導(dao)致的(de)火災事故頻發(fa)(fa),“集中(zhong)(zhong)充電(dian)(dian)(dian)”“以換代充”“車(che)電(dian)(dian)(dian)分離”的(de)供(gong)電(dian)(dian)(dian)模式可(ke)從(cong)源頭上解(jie)決充電(dian)(dian)(dian)安(an)全(quan)問題。業內專家徐懌介紹(shao)了近年來電(dian)(dian)(dian)動(dong)自(zi)行(xing)車(che)消防(fang)安(an)全(quan)事故的(de)情況,從(cong)安(an)全(quan)層面,集中(zhong)(zhong)充電(dian)(dian)(dian)系統(tong)可(ke)24小時對電(dian)(dian)(dian)池充放電(dian)(dian)(dian)全(quan)過(guo)程進行(xing)監控與管理,若(ruo)鋰電(dian)(dian)(dian)池在充電(dian)(dian)(dian)過(guo)程中(zhong)(zhong)發(fa)(fa)生(sheng)燃爆等異常(chang)事故,集中(zhong)(zhong)充電(dian)(dian)(dian)系統(tong)將第一時間啟(qi)動(dong)故障預警,及時發(fa)(fa)現并(bing)解(jie)決充電(dian)(dian)(dian)柜的(de)異常(chang)情況,保障充電(dian)(dian)(dian)過(guo)程的(de)安(an)全(quan)性。
