據(ju)《廣西高(gao)速(su)公路實施差異(yi)化(hua)收費(fei)推(tui)進經(jing)濟高(gao)質量發展工作方案》,2024年(nian)1月(yue)1日起至2026年(nian)12月(yue)31日期(qi)間,廣西高(gao)速(su)公路全面實施差異(yi)化(hua)收費(fei),主要(yao)內容如下:
1.分支付方式差異化收費
對(dui)所有使(shi)用(yong)ETC支(zhi)付的(de)車(che)輛給予車(che)輛通行費(fei)9.5折優(you)惠(與其他使(shi)用(yong)ETC支(zhi)付的(de)差(cha)異化收費(fei)通行費(fei)優(you)惠不疊(die)加)。
2.分出入口差異化收費
(1)繼(ji)續對(dui)通行(xing)(xing)融(rong)水至(zhi)河池高速公路羅城收(shou)費(fei)站(zhan)(zhan)至(zhi)和睦(mu)收(shou)費(fei)站(zhan)(zhan)區間使用(yong)ETC支付的六(liu)類合法裝(zhuang)載貨車給予通行(xing)(xing)費(fei)9折優惠。
(2)繼(ji)續(xu)實施自駕車(che)通(tong)行費(fei)優惠(hui),引(yin)(yin)導車(che)輛高效使用高速公(gong)路(lu)(lu),實現(xian)“引(yin)(yin)客(ke)入桂(gui)”“引(yin)(yin)車(che)上路(lu)(lu)”目標。每(mei)周五(wu)00:00至(zhi)周日24:00(假期調休除外),7條試點高速公(gong)路(lu)(lu)(靖西至(zhi)龍(long)邦公(gong)路(lu)(lu)、巴(ba)馬—憑(ping)祥(xiang)公(gong)路(lu)(lu)巴(ba)馬至(zhi)田(tian)東(dong)(dong)段(duan)(duan)、崇(chong)左至(zhi)水口高速公(gong)路(lu)(lu)、巴(ba)馬—憑(ping)祥(xiang)公(gong)路(lu)(lu)田(tian)東(dong)(dong)經(jing)天等至(zhi)大新(xin)段(duan)(duan)、巴(ba)馬—憑(ping)祥(xiang)公(gong)路(lu)(lu)大新(xin)經(jing)龍(long)州至(zhi)憑(ping)祥(xiang)段(duan)(duan)、松旺至(zhi)鐵山(shan)港東(dong)(dong)岸公(gong)路(lu)(lu)、天峨—北海公(gong)路(lu)(lu)巴(ba)馬至(zhi)平果段(duan)(duan))對使用ETC支付的(de)一類客(ke)車(che),給予(yu)車(che)輛通(tong)行費(fei)減半(ban)優惠(hui)。
3.分路段差異化收費
(1)繼(ji)續(xu)對通(tong)(tong)行南寧吳圩機場第(di)二高(gao)速公路使用ETC支付的車輛給(gei)予通(tong)(tong)行費7折(zhe)優惠。

(3)繼(ji)續停止收(shou)取(qu)六寨(黔桂(gui)界)至(zhi)(zhi)(zhi)河(he)池(chi)、河(he)池(chi)至(zhi)(zhi)(zhi)都安、隆(long)林至(zhi)(zhi)(zhi)百(bai)色、那坡至(zhi)(zhi)(zhi)靖(jing)西、靖(jing)西至(zhi)(zhi)(zhi)崇(chong)左、三江至(zhi)(zhi)(zhi)柳(liu)州、河(he)池(chi)至(zhi)(zhi)(zhi)百(bai)色7條高速公路(lu)一類橋隧車輛通行(xing)費。
(4)繼續停止收取河池至(zhi)(zhi)(zhi)百(bai)(bai)(bai)色(se)(se)(se)、河池至(zhi)(zhi)(zhi)都(dou)安、三(san)江至(zhi)(zhi)(zhi)柳(liu)州(zhou)、馬(ma)山(shan)至(zhi)(zhi)(zhi)平果、來賓(bin)至(zhi)(zhi)(zhi)馬(ma)山(shan)、百(bai)(bai)(bai)色(se)(se)(se)至(zhi)(zhi)(zhi)靖西(xi)(xi)、靖西(xi)(xi)至(zhi)(zhi)(zhi)那坡、百(bai)(bai)(bai)色(se)(se)(se)至(zhi)(zhi)(zhi)隆林(lin)、樂業至(zhi)(zhi)(zhi)百(bai)(bai)(bai)色(se)(se)(se)、崇左(zuo)至(zhi)(zhi)(zhi)靖西(xi)(xi)以及賀州(zhou)至(zhi)(zhi)(zhi)巴馬(ma)(鐘山(shan)至(zhi)(zhi)(zhi)昭平段)11條高速(su)公路貨車(che)橋隧(sui)車(che)輛(liang)通(tong)行費(fei)。
4.分車型差異化收費
(1)以政府定(ding)價(jia)收(shou)費標準(zhun)為基礎(chu),繼(ji)續對合法(fa)裝載的二類至(zhi)五類貨車實(shi)行無差(cha)別8.5折優(you)(you)惠(hui),對合法(fa)裝載的六類貨車實(shi)行無差(cha)別9.8折優(you)(you)惠(hui),機場高(gao)速除(chu)外(與試點路(lu)段(duan)的分(fen)路(lu)段(duan)差(cha)異(yi)化收(shou)費優(you)(you)惠(hui)不疊加)。
(2)繼續對合法裝載的20英(ying)尺、40英(ying)尺、45英(ying)尺國際(ji)標準(zhun)集(ji)裝箱(xiang)運輸專用ETC車(che)(che)輛(liang),在(zai)預約通(tong)行(xing)廣西(xi)高速公路(lu)(lu)指定收費站點(dian)(dian)進出(chu)北(bei)部灣(wan)港三港區(qu)三口岸以及西(xi)江經濟帶港口、碼頭時(shi),實行(xing)減半收取車(che)(che)輛(liang)通(tong)行(xing)費(與(yu)試(shi)點(dian)(dian)路(lu)(lu)段的分路(lu)(lu)段差異化收費優惠不疊加);其(qi)中(zhong)進出(chu)北(bei)部灣(wan)港三港區(qu)三口岸并通(tong)行(xing)17條試(shi)點(dian)(dian)路(lu)(lu)段產生(sheng)的車(che)(che)輛(liang)通(tong)行(xing)費,在(zai)減半基礎上再給(gei)予9折優惠。
(3)對合法裝(zhuang)載20英尺、40英尺、45英尺國(guo)際標準集裝(zhuang)箱(xiang)運輸專用ETC車(che)輛(liang),實行單次通(tong)行“遞遠(yuan)遞減”按里(li)程(cheng)階梯收費(fei)(fei)方式,在(zai)廣(guang)西(xi)境內高速公(gong)(gong)路任一(yi)收費(fei)(fei)站駛出且單次連續(xu)行駛廣(guang)西(xi)高速公(gong)(gong)路300公(gong)(gong)里(li)—400公(gong)(gong)里(li)的(de)(de),給予相應的(de)(de)車(che)輛(liang)通(tong)行費(fei)(fei)9折(zhe)優(you)(you)惠;單次連續(xu)行駛廣(guang)西(xi)高速公(gong)(gong)路400公(gong)(gong)里(li)—550公(gong)(gong)里(li)的(de)(de),給予相應的(de)(de)車(che)輛(liang)通(tong)行費(fei)(fei)8折(zhe)優(you)(you)惠;單次連續(xu)行駛廣(guang)西(xi)高速公(gong)(gong)路550公(gong)(gong)里(li)以上(shang)的(de)(de),給予相應的(de)(de)車(che)輛(liang)通(tong)行費(fei)(fei)7折(zhe)優(you)(you)惠(與集裝(zhuang)箱(xiang)車(che)輛(liang)減半優(you)(you)惠不(bu)疊加)。
(4)對每月通行廣西高速(su)公(gong)路次數在30次(含(han))以上的ETC公(gong)路客(ke)運班(ban)線客(ke)車,給予(yu)相應的廣西區內高速(su)公(gong)路通行費9折優惠。
5.分時段、分方(fang)向差異化(hua)收費(fei)
(1)對7:00—10:00通行(xing)蘭海高(gao)(gao)速公路(lu)(都(dou)(dou)安(an)(an)至南(nan)寧段)安(an)(an)吉收(shou)(shou)費(fei)站(zhan)(zhan)、安(an)(an)吉東(dong)(dong)收(shou)(shou)費(fei)站(zhan)(zhan)以(yi)及南(nan)寧東(dong)(dong)外環繞城(cheng)高(gao)(gao)速公路(lu)高(gao)(gao)峰收(shou)(shou)費(fei)站(zhan)(zhan)進(jin)站(zhan)(zhan)至武鳴收(shou)(shou)費(fei)站(zhan)(zhan)出站(zhan)(zhan),使(shi)用ETC支付的一類客(ke)車(che)給(gei)(gei)予通行(xing)費(fei)8折優惠;對17:00—20:00通行(xing)蘭海高(gao)(gao)速公路(lu)(都(dou)(dou)安(an)(an)至南(nan)寧段)武鳴收(shou)(shou)費(fei)站(zhan)(zhan)進(jin)站(zhan)(zhan)至安(an)(an)吉東(dong)(dong)收(shou)(shou)費(fei)站(zhan)(zhan)以(yi)及南(nan)寧東(dong)(dong)外環繞城(cheng)高(gao)(gao)速公路(lu)高(gao)(gao)峰收(shou)(shou)費(fei)站(zhan)(zhan)出站(zhan)(zhan),使(shi)用ETC支付的一類客(ke)車(che)給(gei)(gei)予通行(xing)費(fei)8折優惠。
(2)對(dui)18:00—24:00通行信都至梧州公路,從仁(ren)義收費站進站、旺甫收費站出站并使(shi)用ETC支付的合法裝載(zai)貨(huo)車給予通行費5折優惠(hui)(與集裝箱車輛減半(ban)優惠(hui)不疊(die)加)。
6.自主差異化收費
除上述差異(yi)化(hua)收(shou)費政(zheng)策措施(shi)外,支持(chi)高速公路經營管理單位按照以政(zheng)府定價收(shou)費標準為(wei)上限、差異(yi)化(hua)下浮的(de)原則(ze),結合管轄(xia)路段車(che)流特(te)征、臨近園區(qu)和鄰近工礦企(qi)業運輸需求、城(cheng)市周邊車(che)輛通(tong)(tong)行等情況(kuang),探索(suo)創新自主定價方式,對通(tong)(tong)行管轄(xia)路段的(de)特(te)定車(che)輛,實施(shi)分(fen)(fen)出入口、分(fen)(fen)時段、分(fen)(fen)方向(xiang)、分(fen)(fen)車(che)型(xing)等差異(yi)化(hua)收(shou)費,引(yin)導車(che)輛通(tong)(tong)行高速公路,實現“降費引(yin)流,多方共(gong)贏”效果。
(1)鼓(gu)勵高速公路(lu)經(jing)營管(guan)理單位(wei)與龍頭(tou)企業協(xie)商,通(tong)過“以(yi)量定價”方(fang)式(shi)實施自(zi)主差異化收(shou)費。
(2)鼓(gu)勵高速公(gong)路(lu)經營管理單位(wei)與鄰近(jin)園(yuan)區(qu)及企業協商,為企業“量(liang)身定做”收費方(fang)案實施“一(yi)(yi)企一(yi)(yi)策”“一(yi)(yi)園(yuan)一(yi)(yi)策”差(cha)異化(hua)收費。
(3)鼓(gu)勵高速公(gong)路經營管理單位實施“遞遠遞減”差異化(hua)收(shou)費,引(yin)導長距離出行(xing)用(yong)戶行(xing)駛(shi)高速公(gong)路,提升行(xing)車安全(quan)性。
(4)鼓勵高速(su)公路經營管理單位(wei)實施“空車”差異化(hua)收費,引(yin)導空載貨車行駛高速(su)公路,充分發揮高速(su)公路能效。
(5)鼓勵高速(su)公(gong)路(lu)經營管理單位對安(an)裝(zhuang)使(shi)用ETC行駛高速(su)公(gong)路(lu)的新能(neng)源貨(huo)車加大通(tong)行費優惠力度,促進交通(tong)智慧綠(lv)色(se)低碳發展。
(6)鼓(gu)勵(li)高速(su)公(gong)路(lu)經(jing)營管(guan)理(li)單位探索“會(hui)員積分(fen)制”差異化收(shou)費(fei),對經(jing)常(chang)行駛(shi)高速(su)公(gong)路(lu)的車(che)輛,以及使用數字人民(min)幣等(deng)其他支付方式的車(che)輛,給予(yu)一定(ding)幅(fu)度的通(tong)行費(fei)優(you)惠。
