現代(dai)農(nong)資物流建設存在的問題 如何加快農(nong)村現代(dai)流通體系建設
農(nong)村(cun)(cun)流(liu)通體系(xi)(xi)(xi)是我國社會(hui)主(zhu)義市場經(jing)濟體系(xi)(xi)(xi)的(de)(de)重要組成(cheng)部分,農(nong)村(cun)(cun)流(liu)通在農(nong)村(cun)(cun)經(jing)濟發(fa)展中具有(you)“先導”作(zuo)用。進(jin)一步搞活農(nong)村(cun)(cun)流(liu)通,繁榮農(nong)村(cun)(cun)市場,對促進(jin)農(nong)民增收、引導農(nong)村(cun)(cun)消(xiao)費,保持農(nong)業和(he)農(nong)村(cun)(cun)經(jing)濟又好又快發(fa)展具有(you)重要意義。建(jian)立農(nong)村(cun)(cun)現代(dai)流(liu)通體系(xi)(xi)(xi)是建(jian)設社會(hui)主(zhu)義新農(nong)村(cun)(cun)的(de)(de)重要內容,是廣大農(nong)民的(de)(de)企盼。
一、農村流通體系建設存在的問題
農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)主要包括農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)生(sheng)產資料流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)、農(nong)(nong)(nong)(nong)(nong)(nong)副(fu)產品(pin)(pin)(pin)流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)、農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)日用消費品(pin)(pin)(pin)流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)、再生(sheng)資源回收利用體(ti)系(xi)(xi)和(he)(he)(he)農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)市(shi)(shi)(shi)場運行監測體(ti)系(xi)(xi)等(deng)方(fang)(fang)面。近年來,隨(sui)著各項(xiang)支農(nong)(nong)(nong)(nong)(nong)(nong)惠農(nong)(nong)(nong)(nong)(nong)(nong)政策的(de)逐步(bu)落實,農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)現代(dai)流(liu)(liu)通(tong)(tong)網絡建設(she)加(jia)快,多(duo)形(xing)式(shi)(shi)(shi)(shi)、多(duo)渠道的(de)農(nong)(nong)(nong)(nong)(nong)(nong)產品(pin)(pin)(pin)購銷(xiao)(xiao)(xiao)體(ti)系(xi)(xi)初步(bu)建立(li),農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)市(shi)(shi)(shi)場日趨(qu)活(huo)躍(yue),涌現出了(le)一批擁有著名品(pin)(pin)(pin)牌(pai)的(de)流(liu)(liu)通(tong)(tong)企(qi)業(ye)。農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)市(shi)(shi)(shi)場規模(mo)不斷擴(kuo)大(da),農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)消費結構升(sheng)級加(jia)快,農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)市(shi)(shi)(shi)場消費水平不斷提高。交(jiao)易方(fang)(fang)式(shi)(shi)(shi)(shi)和(he)(he)(he)流(liu)(liu)通(tong)(tong)業(ye)態進一步(bu)提升(sheng),連鎖經(jing)營(ying)、物流(liu)(liu)配送、電子(zi)商務(wu)等(deng)現代(dai)流(liu)(liu)通(tong)(tong)方(fang)(fang)式(shi)(shi)(shi)(shi)和(he)(he)(he)小型超市(shi)(shi)(shi)、便利店等(deng)新型流(liu)(liu)通(tong)(tong)業(ye)態開始從城(cheng)市(shi)(shi)(shi)走向農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)。農(nong)(nong)(nong)(nong)(nong)(nong)產品(pin)(pin)(pin)交(jiao)易由過去的(de)傳統集市(shi)(shi)(shi)貿易擴(kuo)展到專(zhuan)業(ye)批發(fa)(fa)、“訂單”購銷(xiao)(xiao)(xiao)、拍賣和(he)(he)(he)期貨交(jiao)易等(deng)現代(dai)方(fang)(fang)式(shi)(shi)(shi)(shi),農(nong)(nong)(nong)(nong)(nong)(nong)產品(pin)(pin)(pin)綜合(he)市(shi)(shi)(shi)場、專(zhuan)業(ye)市(shi)(shi)(shi)場、電子(zi)商務(wu)等(deng)發(fa)(fa)展迅速;農(nong)(nong)(nong)(nong)(nong)(nong)資連鎖配送發(fa)(fa)展勢頭(tou)較好(hao),分銷(xiao)(xiao)(xiao)、直銷(xiao)(xiao)(xiao)、超市(shi)(shi)(shi)、總(zong)代(dai)理、總(zong)經(jing)銷(xiao)(xiao)(xiao)等(deng)多(duo)種經(jing)營(ying)模(mo)式(shi)(shi)(shi)(shi)蓬勃發(fa)(fa)展。農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)市(shi)(shi)(shi)場主體(ti)呈多(duo)元化格局,農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)經(jing)紀人、農(nong)(nong)(nong)(nong)(nong)(nong)產品(pin)(pin)(pin)運銷(xiao)(xiao)(xiao)大(da)戶、農(nong)(nong)(nong)(nong)(nong)(nong)民(min)專(zhuan)業(ye)合(he)作組織和(he)(he)(he)相關龍頭(tou)企(qi)業(ye),構成了(le)農(nong)(nong)(nong)(nong)(nong)(nong)產品(pin)(pin)(pin)流(liu)(liu)通(tong)(tong)的(de)主體(ti)。農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)的(de)建設(she)雖(sui)然取(qu)得了(le)一定(ding)的(de)成績(ji),但與城(cheng)市(shi)(shi)(shi)流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)建設(she)相比還處于比較落后(hou)的(de)狀態,表現在以下幾(ji)個方(fang)(fang)面:
(一)流通方式和經營業態仍然比較落后
據有關(guan)資料(liao)顯示(shi),目(mu)前(qian)我國農(nong)(nong)村(cun)市(shi)場實行連(lian)鎖經營的(de)交(jiao)易額占(zhan)農(nong)(nong)村(cun)總交(jiao)易額的(de)比(bi)重(zhong)不足10%,夫妻店、食(shi)雜店仍然是(shi)農(nong)(nong)村(cun)生活消費品流通(tong)的(de)主要形式,農(nong)(nong)村(cun)超市(shi)等新型業態發展(zhan)滯后(hou)。而且,由于(yu)交(jiao)易方式落后(hou),流通(tong)技術(shu)滯后(hou),導致水果蔬菜等農(nong)(nong)副產品在采摘(zhai)、運輸、儲存等環節(jie)上的(de)損失率較高(gao)。
(二)農村流通體系建設缺乏整體規劃
目前城市(shi)商業(ye)網(wang)點布局已經制定了整體(ti)規劃(hua),但(dan)由于對農(nong)村流通體(ti)系建設(she)缺乏足夠(gou)的(de)認識,重(zhong)視不(bu)夠(gou),造成(cheng)農(nong)村商業(ye)網(wang)點整體(ti)規劃(hua)缺失。
(三)政府指導不夠,政策支持力度不大
政(zheng)府(fu)信息引導不(bu)夠,農(nong)(nong)副產(chan)品供給與(yu)市(shi)場需求信息不(bu)對稱,農(nong)(nong)民(min)想(xiang)種什么(me)就種什么(me),隨意性(xing)大,“訂(ding)單農(nong)(nong)業”發展遲緩,部(bu)分農(nong)(nong)副產(chan)品銷售渠道不(bu)暢通,農(nong)(nong)民(min)豐產(chan)不(bu)豐收。政(zheng)府(fu)對農(nong)(nong)村流通體(ti)系建(jian)設政(zheng)策上的(de)支持力度不(bu)大。
(四)缺乏監管,假冒偽劣產品肆虐農村市場
由個(ge)體商(shang)戶構成的農(nong)村流通(tong)體系(xi),其運(yun)行方式和(he)交(jiao)易行為很(hen)不規范(fan),政(zheng)府監管難以(yi)到位,缺(que)乏嚴(yan)格的市場(chang)準入制度(du)和(he)健全(quan)的商(shang)品(pin)(pin)質(zhi)量檢(jian)測制度(du),加之農(nong)民(min)鑒別能力低,致使假(jia)冒(mao)偽(wei)劣(lie)商(shang)品(pin)(pin)肆虐農(nong)村市場(chang),給農(nong)民(min)利益造成巨大損(sun)害。農(nong)民(min)吃的(如(ru)鹽、味(wei)精、奶粉等)、用的(如(ru)牙膏、化肥等)、種(zhong)的(如(ru)種(zhong)子)假(jia)冒(mao)多(duo)(duo),劣(lie)質(zhi)品(pin)(pin)多(duo)(duo)。
(五)農村專業經濟合作組織發展缺乏后勁
至2006年(nian)底(di),湖(hu)南(nan)益陽市農(nong)(nong)民專業(ye)組織720個,這些專業(ye)經濟組織為助農(nong)(nong)增收、建設社會主(zhu)義新農(nong)(nong)村發(fa)揮了一定的作用(yong),但(dan)仍存在小、散、差等諸多問(wen)題,遠不(bu)能適應社會主(zhu)義新農(nong)(nong)村建設的需要(yao)。農(nong)(nong)村經紀人隊伍無(wu)論數量(liang)還是質量(liang),尚不(bu)能滿足發(fa)展(zhan)現代農(nong)(nong)村流通的需要(yao)。
(六)農村流通基礎設施建設有待加強
目(mu)前不(bu)少農村(cun)的(de)農產品批發(fa)市場(chang)的(de)道路、供(gong)水等基礎設(she)施陳舊,電(dian)子信息、冷藏等設(she)備(bei)設(she)施不(bu)完善,服務功能單一,缺乏信息服務、質量檢測、交易結算(suan)、垃圾(ji)處理(li)等配(pei)套服務設(she)施。部(bu)分農村(cun)市場(chang)的(de)管理(li)比(bi)較滯后,重收費、輕(qing)服務現象突出,沿街(jie)為(wei)市、占道為(wei)市的(de)現象比(bi)較普(pu)遍。

二、加快農村流通體系建設的建議
發(fa)(fa)達的(de)(de)物(wu)流(liu)產(chan)業(ye)和完善(shan)的(de)(de)市(shi)場體(ti)系,是現代農(nong)業(ye)的(de)(de)重要保障。必須強化(hua)農(nong)村流(liu)通(tong)(tong)(tong)基礎設施建設,發(fa)(fa)展現代流(liu)通(tong)(tong)(tong)方式和新型流(liu)通(tong)(tong)(tong)業(ye)態(tai),培育多元化(hua)、多層次的(de)(de)市(shi)場流(liu)通(tong)(tong)(tong)主體(ti),構建開放統一(yi)、競爭(zheng)有(you)序的(de)(de)市(shi)場體(ti)系。
(一)盡快制定農村流通體系建設總體規劃
各(ge)級政府(fu)應將(jiang)建立(li)農(nong)村(cun)(cun)現(xian)代流通體系提上議事(shi)日程,組織專(zhuan)門人員開展(zhan)全面調查,為出(chu)臺(tai)政策提供依據。各(ge)級政府(fu)根據商務部2006年10月(yue)20日出(chu)臺(tai)的(de)(de)《農(nong)村(cun)(cun)市(shi)場(chang)體系建設(she)“十一(yi)五”規(gui)劃(hua)》及相關文件,制定構(gou)建農(nong)村(cun)(cun)現(xian)代流通體系建設(she)總體規(gui)劃(hua),將(jiang)農(nong)村(cun)(cun)商業(ye)網(wang)點(dian)規(gui)劃(hua)與城市(shi)網(wang)點(dian)規(gui)劃(hua)統(tong)籌考慮,納入整(zheng)體規(gui)劃(hua),實(shi)現(xian)城鄉一(yi)體,合理(li)布局,協調發展(zhan);并(bing)成立(li)由相關部門共同參與的(de)(de)專(zhuan)門機構(gou),就規(gui)劃(hua)的(de)(de)制定與實(shi)施實(shi)行統(tong)一(yi)協調和(he)管理(li)。
(二)加強宏觀指導,加大政策支持力度
1、政府要在農產品的生產和銷售方面加強宏觀(guan)指導(dao),盡快(kuai)建(jian)立農產品市(shi)場(chang)信息服務平臺。
2、政府應給予資金(jin)(jin)扶(fu)持,一方面對(dui)農村(cun)流通體系的(de)基礎設(she)施(shi)建(jian)設(she)投入(如農產(chan)品(pin)交易市場)實行財(cai)政貼息(xi),另一方面設(she)立專項(xiang)資金(jin)(jin)對(dui)農村(cun)現代流通體系建(jian)設(she)進行扶(fu)持(如農產(chan)品(pin)倉(cang)儲(chu)、物流和電子商務系統),并逐年遞(di)增。
3、簡化連鎖企(qi)業證照辦(ban)理手續,放寬市場準(zhun)入。
4、政府給予(yu)稅(shui)費政策(ce)優惠。
5、執行優惠電價政策。
(三)加快農村現代消費品網絡建設
要抓住商(shang)務部在全國農(nong)(nong)(nong)村(cun)實施“萬村(cun)千(qian)鄉”市(shi)(shi)(shi)場(chang)(chang)工程的(de)(de)發展(zhan)機(ji)遇,以(yi)縣(xian)城(cheng)(cheng)(cheng)和(he)中心城(cheng)(cheng)(cheng)鎮(zhen)為(wei)(wei)(wei)重(zhong)點(dian),以(yi)連鎖超(chao)市(shi)(shi)(shi)、便利店為(wei)(wei)(wei)主要流(liu)(liu)通(tong)(tong)(tong)形式(shi)(shi),以(yi)工業品下(xia)鄉和(he)農(nong)(nong)(nong)產品進城(cheng)(cheng)(cheng)雙向(xiang)流(liu)(liu)通(tong)(tong)(tong)為(wei)(wei)(wei)特色,逐步形成以(yi)大(da)型商(shang)場(chang)(chang)、超(chao)市(shi)(shi)(shi)、物流(liu)(liu)企(qi)業為(wei)(wei)(wei)龍頭,以(yi)物流(liu)(liu)配送(song)(song)、連鎖經(jing)營為(wei)(wei)(wei)紐帶(dai),以(yi)鎮(zhen)村(cun)兩級(ji)農(nong)(nong)(nong)家店為(wei)(wei)(wei)基(ji)本單(dan)位的(de)(de)“小超(chao)市(shi)(shi)(shi)、大(da)連鎖”、“小網點(dian)、大(da)網絡”新型農(nong)(nong)(nong)村(cun)現代流(liu)(liu)通(tong)(tong)(tong)網絡。引(yin)導信譽好、實力強勁的(de)(de)大(da)型商(shang)場(chang)(chang)、超(chao)市(shi)(shi)(shi)、物流(liu)(liu)企(qi)業向(xiang)農(nong)(nong)(nong)村(cun)延伸,創新工業品、農(nong)(nong)(nong)業生產資料下(xia)鄉的(de)(de)新網絡、新模(mo)式(shi)(shi);以(yi)縣(xian)城(cheng)(cheng)(cheng)和(he)中心城(cheng)(cheng)(cheng)鎮(zhen)為(wei)(wei)(wei)重(zhong)點(dian),鼓勵多(duo)條經(jing)營渠(qu)道、多(duo)種(zhong)經(jing)濟成份、多(duo)種(zhong)經(jing)營形式(shi)(shi)活躍農(nong)(nong)(nong)村(cun)市(shi)(shi)(shi)場(chang)(chang),積(ji)極培育和(he)發展(zhan)不同形式(shi)(shi)的(de)(de)連鎖經(jing)營、物流(liu)(liu)配送(song)(song)、電子商(shang)務等現代流(liu)(liu)通(tong)(tong)(tong)方(fang)式(shi)(shi);大(da)力發展(zhan)小型超(chao)市(shi)(shi)(shi)、倉(cang)儲式(shi)(shi)商(shang)店、專賣(mai)店等新型流(liu)(liu)通(tong)(tong)(tong)形式(shi)(shi),提高農(nong)(nong)(nong)產品的(de)(de)食(shi)品安全性和(he)流(liu)(liu)通(tong)(tong)(tong)效率。
(四)大力發展訂單農業,建立暢通高效的農產品流通體系
政府要(yao)引導(dao)和(he)鼓勵農(nong)(nong)(nong)產(chan)品批發(fa)(fa)市場和(he)零售企業(ye)(ye)與農(nong)(nong)(nong)產(chan)品生產(chan)基地建(jian)立(li)長期的(de)產(chan)銷(xiao)聯(lian)盟,要(yao)通過政策扶持(chi)、典型示范、組織協調、提(ti)供服務(wu)、加強管理等辦法,引導(dao)和(he)支持(chi)訂單農(nong)(nong)(nong)業(ye)(ye)發(fa)(fa)展(zhan),逐(zhu)步(bu)提(ti)高我(wo)市農(nong)(nong)(nong)業(ye)(ye)的(de)市場化程度。
(五)積極發展各種經濟合作組織、培育農村流通經紀人隊伍
采取(qu)政(zheng)策措施(shi)對(dui)經(jing)紀(ji)人隊(dui)伍和各(ge)種(zhong)經(jing)濟合(he)作(zuo)組織(zhi)予以支(zhi)持(chi)和引導:一是(shi)加強對(dui)合(he)作(zuo)組織(zhi)的(de)負(fu)責人和營銷(xiao)人員和經(jing)紀(ji)人隊(dui)伍的(de)培訓;二(er)是(shi)給(gei)(gei)他們創造(zao)公平的(de)信(xin)(xin)貸環(huan)境;二(er)是(shi)對(dui)合(he)作(zuo)組織(zhi)的(de)自(zi)主品牌建(jian)設、信(xin)(xin)息網絡建(jian)設和質量認證體系建(jian)設給(gei)(gei)予一定的(de)資金獎勵或(huo)扶(fu)持(chi);四是(shi)對(dui)農(nong)村經(jing)紀(ji)人和經(jing)濟合(he)作(zuo)組織(zhi)通過獎勵的(de)形式給(gei)(gei)予一定的(de)稅收優惠政(zheng)策;五是(shi)引導和支(zhi)持(chi)農(nong)村合(he)作(zuo)組織(zhi)逐步建(jian)設成法人經(jing)濟實體,鼓勵農(nong)村合(he)作(zuo)組織(zhi)按地域和行(xing)業(ye)或(huo)專業(ye)進(jin)行(xing)橫(heng)向并聯(lian)和縱向串(chuan)聯(lian),從而將其迅速做(zuo)大、做(zuo)強。
