雪山隧道最(zui)初(chu)命名(ming)為坪(ping)林(lin)隧道,但由(you)于(yu)隧道兩端分別(bie)為新北市坪(ping)林(lin)區、宜(yi)蘭縣(xian)頭(tou)城鎮(zhen),使得頭(tou)城居民認(ren)為并不符合實況,要求(qiu)更名(ming)。之后在政(zheng)府相關部門研議下,認(ren)為隧道穿越之雪山山脈最(zui)為合適,故改稱今(jin)名(ming)。
2022年(nian)4月,臺灣通信部隊(dui)正式入駐(zhu)位于其“國防要(yao)沖之地”雪山隧道內部的“聯合作戰指揮(hui)所(JOCC)”。
雪山隧(sui)(sui)道(dao)(dao)為完成蔣渭水高速公路建設的(de)關(guan)鍵工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)。施(shi)(shi)工(gong)(gong)(gong)(gong)期(qi)間遭遇(yu)臺(tai)灣工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)史中未曾面(mian)對的(de)困難,造(zao)成工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)嚴重受(shou)阻且進(jin)度(du)(du)大(da)(da)幅(fu)落后(hou),并使得通(tong)車時程(cheng)(cheng)(cheng)(cheng)比(bi)(bi)預(yu)估(gu)的(de)1998年(nian)足足晚了8年(nian)。細數雪山隧(sui)(sui)道(dao)(dao)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)艱(jian)難之(zhi)(zhi)處,主(zhu)要(yao)因素(su)在(zai)(zai)(zai)于行經極度(du)(du)惡劣(lie)的(de)地(di)質(zhi)。其(qi)中包括了6處斷層、98處剪裂帶及36處地(di)下涌(yong)泉(quan)。隧(sui)(sui)道(dao)(dao)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)常常因此而受(shou)到(dao)阻礙,有施(shi)(shi)工(gong)(gong)(gong)(gong)人(ren)員形容,雪山隧(sui)(sui)道(dao)(dao)就像是(shi)“泡在(zai)(zai)(zai)水里長(chang)大(da)(da)的(de)隧(sui)(sui)道(dao)(dao)”。整(zheng)個(ge)雪山隧(sui)(sui)道(dao)(dao)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)使用(yong)3部(bu)(bu)(bu)全(quan)斷面(mian)鉆(zhan)掘(jue)機(ji)進(jin)行快速挖掘(jue),1部(bu)(bu)(bu)造(zao)價約新(xin)(xin)臺(tai)幣31億元(yuan)。其(qi)中一部(bu)(bu)(bu)在(zai)(zai)(zai)隧(sui)(sui)道(dao)(dao)東口通(tong)過(guo)(guo)硬(ying)度(du)(du)比(bi)(bi)鋼還要(yao)高的(de)四棱砂巖地(di)層時,一度(du)(du)遭遇(yu)每秒750升的(de)大(da)(da)涌(yong)水。在(zai)(zai)(zai)挖掘(jue)過(guo)(guo)程(cheng)(cheng)(cheng)(cheng)中共發生(sheng)過(guo)(guo)63次(ci)巖盤(pan)崩(beng)落,全(quan)斷面(mian)鉆(zhan)掘(jue)機(ji)曾26度(du)(du)受(shou)困。另(ling)一部(bu)(bu)(bu)位(wei)于西(xi)行線(xian)的(de)一部(bu)(bu)(bu)在(zai)(zai)(zai)某(mou)次(ci)隧(sui)(sui)道(dao)(dao)崩(beng)塌事(shi)故中被(bei)大(da)(da)量土石掩埋而損毀(hui)報廢。之(zhi)(zhi)后(hou)施(shi)(shi)工(gong)(gong)(gong)(gong)單(dan)位(wei)為了加(jia)(jia)快工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)進(jin)度(du)(du),改用(yong)傳統鉆(zhan)炸法施(shi)(shi)工(gong)(gong)(gong)(gong),并且在(zai)(zai)(zai)第二號豎井內開啟新(xin)(xin)的(de)工(gong)(gong)(gong)(gong)作(zuo)面(mian),以增加(jia)(jia)工(gong)(gong)(gong)(gong)作(zuo)面(mian)的(de)方(fang)式提升施(shi)(shi)工(gong)(gong)(gong)(gong)速度(du)(du),才(cai)讓(rang)整(zheng)體(ti)施(shi)(shi)工(gong)(gong)(gong)(gong)進(jin)度(du)(du)大(da)(da)幅(fu)改善。
整個工(gong)(gong)(gong)程(cheng)(cheng)共有(you)上千名(ming)工(gong)(gong)(gong)程(cheng)(cheng)人(ren)(ren)員(yuan)(yuan)參(can)與,這些工(gong)(gong)(gong)程(cheng)(cheng)人(ren)(ren)員(yuan)(yuan)日夜趕(gan)工(gong)(gong)(gong)經常回不了家,造成有(you)些人(ren)(ren)家庭破碎。也有(you)些人(ren)(ren)因工(gong)(gong)(gong)程(cheng)(cheng)環境、壓力、憋尿(niao)(niao)及勞(lao)累(lei)造成健康受損(sun)。最(zui)常見的(de)是呼(hu)吸系統疾病(bing)、外(wai)科(ke)傷(shang)害,也有(you)人(ren)(ren)泌尿(niao)(niao)系統受損(sun)得(de)面對(dui)終生洗腎的(de)痛苦。此外(wai)在發生的(de)工(gong)(gong)(gong)程(cheng)(cheng)災(zai)難中(zhong),有(you)工(gong)(gong)(gong)程(cheng)(cheng)人(ren)(ren)員(yuan)(yuan)被(bei)絞成碎片,被(bei)涌(yong)水(shui)吞噬或(huo)被(bei)巨石(shi)奪(duo)走(zou)性命(ming)。在前后15年的(de)施工(gong)(gong)(gong)期間(jian)內(nei)共計有(you)25位(wei)工(gong)(gong)(gong)作人(ren)(ren)員(yuan)(yuan)不幸殉職。
在長公(gong)路隧道(dao)中,消(xiao)防工作顯得特別重(zhong)要,因為在密閉(bi)的(de)空間里,若發(fa)生(sheng)(sheng)火(huo)(huo)災(zai)會比在空曠處(chu)(chu)更難(nan)以救援(yuan)。比如法(fa)國(guo)與意(yi)大利(li)邊境的(de)白(bai)朗(lang)峰隧道(dao)曾在1999年(nian)3月24日(ri)發(fa)生(sheng)(sheng)火(huo)(huo)災(zai)事(shi)故(gu)。一輛載運面(mian)粉和乳瑪琳的(de)比利(li)時卡車在隧道(dao)內6公(gong)里處(chu)(chu)失事(shi),引起溫度(du)一度(du)高達攝氏1,000度(du)如同煉獄(yu)般的(de)熊熊大火(huo)(huo)。事(shi)故(gu)發(fa)生(sheng)(sheng)后(hou),法(fa)國(guo)、意(yi)大利(li)及瑞士三國(guo)聯合(he)救災(zai),花了3天才將火(huo)(huo)勢撲滅,最后(hou)計(ji)有39人不幸罹難(nan)。事(shi)故(gu)地點因高溫燃燒造成隧道(dao)頂(ding)拱崩(beng)塌,后(hou)續花了3年(nian)時間封閉(bi)維修(xiu)才重(zhong)新開放通車。
雪山隧(sui)(sui)(sui)道(dao)(dao)在(zai)防災設(she)計上每隔350米(mi)設(she)有(you)一(yi)個人行(xing)逃生(sheng)出口連接導(dao)坑,每1,400米(mi)更設(she)有(you)兩座(zuo)主隧(sui)(sui)(sui)道(dao)(dao)的車(che)行(xing)聯絡(luo)道(dao)(dao),以(yi)利(li)發生(sheng)災難時(shi)能讓車(che)輛利(li)用對向隧(sui)(sui)(sui)道(dao)(dao)順利(li)離(li)開事故現場。鑒于(yu)長隧(sui)(sui)(sui)道(dao)(dao)內(nei)(nei)行(xing)車(che)時(shi),駕駛可能因周(zhou)遭環境單調而容易造成視覺疲勞,使得(de)車(che)禍(huo)更加容易發生(sheng)。隧(sui)(sui)(sui)道(dao)(dao)的內(nei)(nei)壁繪制(zhi)了(le)臺(tai)灣少數民族(zu)服裝的圖(tu)案以(yi)增加景觀變化,更可提醒(xing)路(lu)人開到了(le)何處。另外為了(le)避免高速(su)行(xing)駛應變不及發生(sheng)車(che)禍(huo),隧(sui)(sui)(sui)道(dao)(dao)內(nei)(nei)限制(zhi)行(xing)車(che)時(shi)速(su)在(zai)50至70公里間(jian),同時(shi)行(xing)車(che)安(an)全距離(li)須保持50米(mi)以(yi)上。違規者由臺(tai)灣國道(dao)(dao)警察嚴格(ge)拍(pai)照告(gao)發取締,并累積(ji)處分以(yi)確保安(an)全。
隧道工程原本于(yu)2005年(nian)(nian)底就已經(jing)完工,但是(shi)因為(wei)消防及(ji)安(an)全演(yan)(yan)練未(wei)完成就要開放通(tong)車,而招(zhao)致當地(di)社會很(hen)大的批評聲浪,迫使(shi)臺灣交通(tong)部原本打算于(yu)2006年(nian)(nian)1月(yue)(yue)19日(ri)的通(tong)車計劃(hua)(hua)取消。最后(hou)依2004年(nian)(nian)原始三階段履(lv)勘計劃(hua)(hua)作(zuo)業實(shi)施勘驗,完成各(ge)項防救(jiu)災演(yan)(yan)練,并將履(lv)勘意見改善完成,在確保(bao)安(an)全無虞后(hou)才(cai)在2006年(nian)(nian)6月(yue)(yue)16日(ri)下午1時正式開放通(tong)車。
雪山(shan)隧(sui)道(dao)舊稱坪(ping)林隧(sui)道(dao),是臺(tai)灣最(zui)長的(de)(de)公(gong)(gong)(gong)路(lu)隧(sui)道(dao),位在蔣渭水高(gao)速(su)(su)公(gong)(gong)(gong)路(lu)(國道(dao)五號(hao),又(you)稱北(bei)宜高(gao)速(su)(su)公(gong)(gong)(gong)路(lu))坪(ping)林至(zhi)頭城段之間。由三座獨立的(de)(de)隧(sui)道(dao)組成:導(dao)坑(keng)、西(xi)行(xing)線(xian)及東行(xing)線(xian),全長共12.9公(gong)(gong)(gong)里。
雪(xue)山(shan)隧(sui)道(dao)是亞洲第二長的公(gong)路隧(sui)道(dao),僅(jin)次于陜西的西康(kang)高速公(gong)路上的秦嶺終南山(shan)特長公(gong)路隧(sui)道(dao),同時在世界的公(gong)路隧(sui)道(dao)中排行第5名。此隧(sui)道(dao)施工難度之(zhi)高,還(huan)列(lie)入了(le)大英(ying)百科(ke)全書。隧(sui)道(dao)于2006年6月16日(ri)啟用。
雪山隧道不僅只有兩(liang)座主隧道,還包(bao)括中間的導(dao)坑。兩(liang)座主隧道中間,有28座橫(heng)向(xiang)的人(ren)行(xing)聯(lian)絡(luo)隧道,8座車行(xing)聯(lian)絡(luo)道,加上(shang)抽(chou)排(pai)風(feng)(feng)(feng)(feng)系統所挖掘(jue)的豎井(jing)、通(tong)風(feng)(feng)(feng)(feng)孔道(包(bao)括三(san)處通(tong)風(feng)(feng)(feng)(feng)站,三(san)座通(tong)風(feng)(feng)(feng)(feng)中繼站合計12處橫(heng)向(xiang)通(tong)風(feng)(feng)(feng)(feng)隧道,六座通(tong)風(feng)(feng)(feng)(feng)豎井(jing),一(yi)號豎井(jing)頂(ding)部(bu)排(pai)風(feng)(feng)(feng)(feng)用橫(heng)向(xiang)排(pai)氣隧道)等(deng)等(deng),大大小小長(chang)長(chang)短(duan)短(duan)共58組隧道,是全世界規模最大雙孔公路隧道群。
雪(xue)(xue)山(shan)隧(sui)(sui)道(dao)(Hsuehshan Tunnel)為(wei)北(bei)宜高(gao)速公(gong)(gong)(gong)路(lu)(國道(dao)五號、又稱蔣渭水高(gao)速公(gong)(gong)(gong)路(lu))之間,隧(sui)(sui)道(dao)全長12.9公(gong)(gong)(gong)里,雪(xue)(xue)山(shan)隧(sui)(sui)道(dao)是臺灣最(zui)長的公(gong)(gong)(gong)路(lu)隧(sui)(sui)道(dao),亞(ya)洲(zhou)第二長的公(gong)(gong)(gong)路(lu)隧(sui)(sui)道(dao),在世界公(gong)(gong)(gong)路(lu)隧(sui)(sui)道(dao)排(pai)行(xing)第五;雪(xue)(xue)山(shan)隧(sui)(sui)道(dao)正于2006年6月(yue)16日正式通車啟用(yong),因隧(sui)(sui)道(dao)兩(liang)端分別(bie)為(wei)新北(bei)市坪林(lin)區至(zhi)宜蘭縣(xian)頭(tou)城(cheng)鎮(zhen)段之間,最(zui)初(chu)命名為(wei)坪林(lin)隧(sui)(sui)道(dao),但隧(sui)(sui)道(dao)穿越(yue)雪(xue)(xue)山(shan)山(shan)脈故(gu)改稱『雪(xue)(xue)山(shan)隧(sui)(sui)道(dao)』,雪(xue)(xue)山(shan)隧(sui)(sui)道(dao)的開通讓(rang)臺北(bei)到宜蘭臺2線、臺9線的路(lu)程,從(cong)2小時縮短為(wei)50分鐘即可到達,讓(rang)人們(men)在周休假期出門(men)旅游(you)時在交通上(shang)更(geng)加的便利。
北宜高速公路(lu)(lu)又稱蔣渭水高速公路(lu)(lu)及國道(dao)(dao)五號(hao),全(quan)長(chang)約54公里(li),北起南(nan)港系統交(jiao)流(liu)道(dao)(dao)與(yu)國道(dao)(dao)三號(hao)相接,兩端分別(bie)為臺(tai)北縣南(nan)港系統交(jiao)流(liu)道(dao)(dao)至宜蘭縣蘇(su)(su)澳鎮(zhen)段之(zhi)間,北宜高速公路(lu)(lu)全(quan)程設有石碇(ding)、坪(ping)林(lin)、頭城、宜蘭、羅(luo)東、蘇(su)(su)澳等(deng)交(jiao)流(liu)道(dao)(dao),還有石碇(ding)服務區、頭城收費(fei)站(2006年9月18日開始收費(fei))、蘇(su)(su)澳收費(fei)站、南(nan)港隧道(dao)(dao)、石碇(ding)隧道(dao)(dao)、烏(wu)涂隧道(dao)(dao)、彭山隧道(dao)(dao)、雪(xue)山隧道(dao)(dao)等(deng)5座隧道(dao)(dao),其(qi)中以雪(xue)山隧道(dao)(dao)最受國人矚目,是(shi)臺(tai)灣旅游景點的新寵兒。
雪山(shan)隧(sui)(sui)(sui)(sui)道(dao)(dao)極(ji)度惡劣(lie)的(de)(de)地質,共有(you)6處(chu)(chu)斷層、98處(chu)(chu)剪裂帶(dai)及36處(chu)(chu)地下涌泉,所以施工人員則戲稱為(wei)「泡在(zai)水里長大(da)(da)的(de)(de)隧(sui)(sui)(sui)(sui)道(dao)(dao)」,也因(yin)工程(cheng)雪山(shan)隧(sui)(sui)(sui)(sui)道(dao)(dao)不僅只有(you)西(xi)行(xing)(xing)線及東(dong)行(xing)(xing)線兩座(zuo)主隧(sui)(sui)(sui)(sui)道(dao)(dao),還包括中(zhong)間(jian)的(de)(de)導坑(keng);雪山(shan)隧(sui)(sui)(sui)(sui)道(dao)(dao)主隧(sui)(sui)(sui)(sui)道(dao)(dao)中(zhong)間(jian)每隔(ge)350公(gong)(gong)尺(chi)皆(jie)設有(you)一個人員逃生(sheng)出口的(de)(de)連接導坑(keng),并(bing)于(yu)每1400公(gong)(gong)尺(chi)更設有(you)兩座(zuo)主隧(sui)(sui)(sui)(sui)道(dao)(dao)的(de)(de)車(che)(che)行(xing)(xing)聯(lian)絡道(dao)(dao),共有(you)28座(zuo)橫向的(de)(de)人行(xing)(xing)聯(lian)絡通道(dao)(dao)、8座(zuo)車(che)(che)行(xing)(xing)聯(lian)絡道(dao)(dao),方(fang)便在(zai)雪山(shan)隧(sui)(sui)(sui)(sui)道(dao)(dao)內發生(sheng)災難時能(neng)讓(rang)車(che)(che)輛(liang)利用對向隧(sui)(sui)(sui)(sui)道(dao)(dao)順利且快速離開事故現場,加(jia)上抽排(pai)風系(xi)統所挖掘的(de)(de)豎井(jing)、通風孔道(dao)(dao)等大(da)(da)大(da)(da)小小長長短(duan)短(duan)的(de)(de)隧(sui)(sui)(sui)(sui)道(dao)(dao)組成(cheng),因(yin)此(ci)成(cheng)為(wei)全世界(jie)規模最大(da)(da)雙孔公(gong)(gong)路隧(sui)(sui)(sui)(sui)道(dao)(dao)群;雪山(shan)隧(sui)(sui)(sui)(sui)道(dao)(dao)內的(de)(de)墻壁更依(yi)路段不同繪(hui)制了臺灣(wan)少數民(min)族的(de)(de)各族圖案,不僅增加(jia)景觀(guan)變化,更可提醒駕駛(shi)人所到(dao)之路段。
