據《廣(guang)(guang)西高速公路實施差異化收費推進經濟高質量發展(zhan)工(gong)作(zuo)方案(an)》,2024年1月1日(ri)(ri)起至2026年12月31日(ri)(ri)期間,廣(guang)(guang)西高速公路全面實施差異化收費,主要內容如下:
1.分支付方式差異化收費
對所有(you)使用(yong)ETC支(zhi)付的車(che)輛給予車(che)輛通行費9.5折(zhe)優惠(與其他使用(yong)ETC支(zhi)付的差異化收費通行費優惠不疊加)。
2.分出入口差異化收費
(1)繼續對通行(xing)(xing)融(rong)水至河池高(gao)速公路羅城收費站(zhan)至和睦(mu)收費站(zhan)區間使用ETC支付的六類合法裝載貨(huo)車(che)給予通行(xing)(xing)費9折(zhe)優惠。
(2)繼續(xu)實施自駕車(che)通(tong)行(xing)費優惠,引導車(che)輛高效使用(yong)高速公(gong)(gong)(gong)路(lu)(lu),實現(xian)“引客(ke)入桂”“引車(che)上路(lu)(lu)”目標(biao)。每周五00:00至(zhi)周日24:00(假期調休除外),7條試點(dian)高速公(gong)(gong)(gong)路(lu)(lu)(靖西至(zhi)龍邦公(gong)(gong)(gong)路(lu)(lu)、巴(ba)(ba)馬—憑(ping)祥(xiang)公(gong)(gong)(gong)路(lu)(lu)巴(ba)(ba)馬至(zhi)田東(dong)段、崇左至(zhi)水(shui)口(kou)高速公(gong)(gong)(gong)路(lu)(lu)、巴(ba)(ba)馬—憑(ping)祥(xiang)公(gong)(gong)(gong)路(lu)(lu)田東(dong)經天(tian)(tian)等至(zhi)大(da)新段、巴(ba)(ba)馬—憑(ping)祥(xiang)公(gong)(gong)(gong)路(lu)(lu)大(da)新經龍州至(zhi)憑(ping)祥(xiang)段、松(song)旺至(zhi)鐵山(shan)港東(dong)岸公(gong)(gong)(gong)路(lu)(lu)、天(tian)(tian)峨—北海(hai)公(gong)(gong)(gong)路(lu)(lu)巴(ba)(ba)馬至(zhi)平果段)對(dui)使用(yong)ETC支付的一類(lei)客(ke)車(che),給予車(che)輛通(tong)行(xing)費減半優惠。
3.分路段差異化收費
(1)繼續對(dui)通(tong)行南寧(ning)吳圩機場第二高速公路使用ETC支付的車輛給予通(tong)行費7折優惠(hui)。

(3)繼續停止(zhi)收取(qu)六寨(黔桂(gui)界(jie))至(zhi)河(he)池、河(he)池至(zhi)都安、隆(long)林至(zhi)百(bai)色(se)、那坡至(zhi)靖西、靖西至(zhi)崇左、三(san)江(jiang)至(zhi)柳州、河(he)池至(zhi)百(bai)色(se)7條高(gao)速(su)公路一類橋(qiao)隧車輛(liang)通行費。
(4)繼續停止收取河(he)池至(zhi)(zhi)(zhi)(zhi)百(bai)(bai)色(se)(se)、河(he)池至(zhi)(zhi)(zhi)(zhi)都安、三江至(zhi)(zhi)(zhi)(zhi)柳州、馬(ma)山至(zhi)(zhi)(zhi)(zhi)平果(guo)、來賓至(zhi)(zhi)(zhi)(zhi)馬(ma)山、百(bai)(bai)色(se)(se)至(zhi)(zhi)(zhi)(zhi)靖(jing)西(xi)、靖(jing)西(xi)至(zhi)(zhi)(zhi)(zhi)那坡(po)、百(bai)(bai)色(se)(se)至(zhi)(zhi)(zhi)(zhi)隆林、樂業(ye)至(zhi)(zhi)(zhi)(zhi)百(bai)(bai)色(se)(se)、崇(chong)左至(zhi)(zhi)(zhi)(zhi)靖(jing)西(xi)以及賀州至(zhi)(zhi)(zhi)(zhi)巴馬(ma)(鐘山至(zhi)(zhi)(zhi)(zhi)昭平段)11條高速(su)公路貨車橋隧車輛通行(xing)費。
4.分車型差異化收費
(1)以政(zheng)府定價收費標(biao)準(zhun)為基礎(chu),繼續對合法(fa)裝載的二類至五類貨(huo)車(che)實(shi)行無差(cha)(cha)別8.5折優惠,對合法(fa)裝載的六類貨(huo)車(che)實(shi)行無差(cha)(cha)別9.8折優惠,機場(chang)高速除(chu)外(與試點路段的分(fen)路段差(cha)(cha)異化收費優惠不疊(die)加)。
(2)繼續對合法(fa)裝載的(de)20英尺、40英尺、45英尺國際標準集裝箱運輸專用ETC車輛(liang)(liang),在(zai)預約通行廣西高速公(gong)路(lu)(lu)指定收(shou)費站點進(jin)出(chu)北部(bu)灣港三(san)港區(qu)三(san)口(kou)岸(an)以及(ji)西江經濟帶(dai)港口(kou)、碼頭時,實行減半收(shou)取(qu)車輛(liang)(liang)通行費(與試點路(lu)(lu)段的(de)分路(lu)(lu)段差異化(hua)收(shou)費優惠(hui)(hui)不疊加(jia));其(qi)中進(jin)出(chu)北部(bu)灣港三(san)港區(qu)三(san)口(kou)岸(an)并通行17條試點路(lu)(lu)段產生的(de)車輛(liang)(liang)通行費,在(zai)減半基礎上再給予(yu)9折優惠(hui)(hui)。
(3)對合法裝(zhuang)載20英(ying)尺、40英(ying)尺、45英(ying)尺國(guo)際(ji)標準集裝(zhuang)箱運(yun)輸專用ETC車(che)輛(liang),實行(xing)(xing)單次通行(xing)(xing)“遞(di)(di)遠遞(di)(di)減(jian)”按里(li)程(cheng)階梯收(shou)費方式,在廣(guang)西(xi)境內高(gao)速公(gong)(gong)路任一收(shou)費站駛(shi)(shi)出(chu)且單次連續(xu)行(xing)(xing)駛(shi)(shi)廣(guang)西(xi)高(gao)速公(gong)(gong)路300公(gong)(gong)里(li)—400公(gong)(gong)里(li)的,給予(yu)相(xiang)應(ying)的車(che)輛(liang)通行(xing)(xing)費9折(zhe)優(you)惠;單次連續(xu)行(xing)(xing)駛(shi)(shi)廣(guang)西(xi)高(gao)速公(gong)(gong)路400公(gong)(gong)里(li)—550公(gong)(gong)里(li)的,給予(yu)相(xiang)應(ying)的車(che)輛(liang)通行(xing)(xing)費8折(zhe)優(you)惠;單次連續(xu)行(xing)(xing)駛(shi)(shi)廣(guang)西(xi)高(gao)速公(gong)(gong)路550公(gong)(gong)里(li)以上(shang)的,給予(yu)相(xiang)應(ying)的車(che)輛(liang)通行(xing)(xing)費7折(zhe)優(you)惠(與集裝(zhuang)箱車(che)輛(liang)減(jian)半優(you)惠不疊加)。
(4)對每月通行(xing)廣西(xi)高速(su)公路(lu)次(ci)數(shu)在30次(ci)(含)以上的ETC公路(lu)客(ke)運(yun)班(ban)線客(ke)車,給予(yu)相(xiang)應的廣西(xi)區內高速(su)公路(lu)通行(xing)費9折優惠。
5.分(fen)時段、分(fen)方向差異(yi)化收費
(1)對7:00—10:00通(tong)(tong)行(xing)蘭海高速(su)公路(lu)(lu)(都安(an)至南寧(ning)段(duan))安(an)吉收(shou)費(fei)(fei)站(zhan)(zhan)、安(an)吉東(dong)(dong)收(shou)費(fei)(fei)站(zhan)(zhan)以(yi)及(ji)南寧(ning)東(dong)(dong)外(wai)(wai)環繞城高速(su)公路(lu)(lu)高峰(feng)收(shou)費(fei)(fei)站(zhan)(zhan)進站(zhan)(zhan)至武(wu)鳴收(shou)費(fei)(fei)站(zhan)(zhan)出站(zhan)(zhan),使用(yong)ETC支付(fu)的一類客車給予通(tong)(tong)行(xing)費(fei)(fei)8折(zhe)優(you)惠;對17:00—20:00通(tong)(tong)行(xing)蘭海高速(su)公路(lu)(lu)(都安(an)至南寧(ning)段(duan))武(wu)鳴收(shou)費(fei)(fei)站(zhan)(zhan)進站(zhan)(zhan)至安(an)吉東(dong)(dong)收(shou)費(fei)(fei)站(zhan)(zhan)以(yi)及(ji)南寧(ning)東(dong)(dong)外(wai)(wai)環繞城高速(su)公路(lu)(lu)高峰(feng)收(shou)費(fei)(fei)站(zhan)(zhan)出站(zhan)(zhan),使用(yong)ETC支付(fu)的一類客車給予通(tong)(tong)行(xing)費(fei)(fei)8折(zhe)優(you)惠。
(2)對18:00—24:00通行(xing)信都至梧州公路,從仁(ren)義收費(fei)站進站、旺甫收費(fei)站出站并使用ETC支付(fu)的合法裝載貨車(che)給予(yu)通行(xing)費(fei)5折優惠(與集裝箱車(che)輛減半(ban)優惠不疊加)。
6.自主差異化收費
除上述差(cha)異化(hua)收(shou)費政(zheng)策措(cuo)施外,支持高速(su)公路經營管(guan)理單位按照(zhao)以政(zheng)府定價收(shou)費標(biao)準為上限、差(cha)異化(hua)下(xia)浮(fu)的(de)原(yuan)則,結合管(guan)轄(xia)路段(duan)車(che)(che)流特征(zheng)、臨近(jin)(jin)園區和鄰近(jin)(jin)工礦企(qi)業(ye)運輸(shu)需求、城市周邊車(che)(che)輛(liang)通行(xing)等情況,探索創新自主定價方式(shi),對通行(xing)管(guan)轄(xia)路段(duan)的(de)特定車(che)(che)輛(liang),實(shi)施分(fen)(fen)出入(ru)口、分(fen)(fen)時段(duan)、分(fen)(fen)方向、分(fen)(fen)車(che)(che)型等差(cha)異化(hua)收(shou)費,引導車(che)(che)輛(liang)通行(xing)高速(su)公路,實(shi)現“降費引流,多方共贏”效果。
(1)鼓勵高速公路(lu)經營管理(li)單位(wei)與龍頭企業協商,通過“以量定價(jia)”方式(shi)實施(shi)自(zi)主差異化(hua)收費。
(2)鼓勵高速公路經營管(guan)理單位與(yu)鄰近(jin)園(yuan)(yuan)區(qu)及企業(ye)協商,為企業(ye)“量身(shen)定(ding)做”收(shou)費方案實施“一(yi)企一(yi)策”“一(yi)園(yuan)(yuan)一(yi)策”差異(yi)化收(shou)費。
(3)鼓(gu)勵高(gao)速(su)公(gong)路經(jing)營管理單位實施“遞(di)遠(yuan)遞(di)減(jian)”差異(yi)化(hua)收費,引導長距離出行用戶行駛高(gao)速(su)公(gong)路,提(ti)升(sheng)行車(che)安全性(xing)。
(4)鼓勵(li)高(gao)速(su)公(gong)路(lu)(lu)經(jing)營管(guan)理單位實施“空(kong)車(che)”差異化收費,引導空(kong)載貨(huo)車(che)行駛高(gao)速(su)公(gong)路(lu)(lu),充分(fen)發揮(hui)高(gao)速(su)公(gong)路(lu)(lu)能(neng)效。
(5)鼓勵高速(su)公路(lu)(lu)經(jing)營管理單位對安裝使用(yong)ETC行駛(shi)高速(su)公路(lu)(lu)的新能源貨(huo)車加大通行費優惠力度,促進交通智慧綠色低碳發展。
(6)鼓勵高速公(gong)路(lu)經營管理(li)單位探索“會(hui)員(yuan)積分制”差異化收費,對經常行駛高速公(gong)路(lu)的車輛,以及(ji)使用數(shu)字人(ren)民幣等其他(ta)支付方式的車輛,給予一定幅度的通行費優惠。
