為完善招(zhao)生(sheng)制(zhi)度,規范教(jiao)(jiao)育秩序(xu),促進教(jiao)(jiao)育公(gong)平(ping),營造良好(hao)教(jiao)(jiao)育生(sheng)態(tai),推進義(yi)務(wu)(wu)教(jiao)(jiao)育持續(xu)健(jian)康深入(ru)(ru)發(fa)展。重慶(qing)市教(jiao)(jiao)育委員(yuan)會發(fa)布了關(guan)于規范義(yi)務(wu)(wu)教(jiao)(jiao)育學(xue)(xue)校招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)工作的實施意見以及關(guan)于做好(hao)2021年義(yi)務(wu)(wu)教(jiao)(jiao)育招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)工作的通知,明確了重慶(qing)入(ru)(ru)學(xue)(xue)政策。
一、提高認識,高度重視義務教育招生入學工作
《關(guan)于深(shen)化教(jiao)育(yu)教(jiao)學(xue)改(gai)革(ge)全面提高義(yi)(yi)(yi)務(wu)(wu)教(jiao)育(yu)質量的(de)意(yi)見》(中發(fa)(fa)〔2019〕26號(hao))文件(jian)明確(que)(que)要求:民(min)辦(ban)(ban)(ban)義(yi)(yi)(yi)務(wu)(wu)教(jiao)育(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)納入審批地統一管理,與公辦(ban)(ban)(ban)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)同步招(zhao)(zhao)生(sheng);對報名(ming)人(ren)(ren)(ren)數超過招(zhao)(zhao)生(sheng)計劃的(de),實行(xing)電腦隨機(ji)錄取。這是(shi)黨(dang)中央(yang)、國務(wu)(wu)院以(yi)人(ren)(ren)(ren)民(min)為中心,深(shen)化關(guan)鍵(jian)領(ling)域改(gai)革(ge),完(wan)善招(zhao)(zhao)生(sheng)制(zhi)度(du),規范辦(ban)(ban)(ban)學(xue)行(xing)為的(de)重(zhong)大舉措,是(shi)緩解義(yi)(yi)(yi)務(wu)(wu)教(jiao)育(yu)階段(duan)擇校(xiao)(xiao)(xiao)(xiao)(xiao)熱(re)、遏制(zhi)掐尖現(xian)象、治(zhi)(zhi)理校(xiao)(xiao)(xiao)(xiao)(xiao)外(wai)培訓機(ji)構亂(luan)象的(de)正確(que)(que)決(jue)策(ce),是(shi)改(gai)革(ge)民(min)辦(ban)(ban)(ban)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)、促進(jin)公民(min)辦(ban)(ban)(ban)學(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)協調發(fa)(fa)展(zhan)的(de)重(zhong)要部(bu)署,對依(yi)法治(zhi)(zhi)教(jiao)、完(wan)善現(xian)代(dai)教(jiao)育(yu)治(zhi)(zhi)理體系具(ju)有重(zhong)大戰略(lve)意(yi)義(yi)(yi)(yi)。各區縣(xian)(自治(zhi)(zhi)縣(xian),以(yi)下簡(jian)稱區縣(xian))教(jiao)育(yu)部(bu)門要高度(du)重(zhong)視(shi),深(shen)刻領(ling)會黨(dang)中央(yang)、國務(wu)(wu)院有關(guan)要求的(de)精神(shen)實質,堅持(chi)黨(dang)的(de)教(jiao)育(yu)方針,落實立德(de)樹人(ren)(ren)(ren)根(gen)本任務(wu)(wu),嚴格執(zhi)行(xing)中發(fa)(fa)〔2019〕26號(hao)文件(jian)相(xiang)關(guan)規定,積(ji)極(ji)作為,完(wan)善招(zhao)(zhao)生(sheng)制(zhi)度(du),規范教(jiao)育(yu)秩序,著力解決(jue)招(zhao)(zhao)生(sheng)工作中的(de)頑瘴痼疾,促進(jin)教(jiao)育(yu)公平,營造(zao)良好教(jiao)育(yu)生(sheng)態,推進(jin)義(yi)(yi)(yi)務(wu)(wu)教(jiao)育(yu)持(chi)續健(jian)康深(shen)入發(fa)(fa)展(zhan),努力辦(ban)(ban)(ban)好人(ren)(ren)(ren)民(min)滿意(yi)的(de)教(jiao)育(yu)。
二、把握原則,創建公平和諧招生環境
(一)堅持同步同權,共同發展。2020年起,實行全市公辦(ban)、民(min)辦(ban)義務(wu)(wu)教育(yu)學(xue)校(xiao)同(tong)(tong)(tong)步(bu)發(fa)(fa)布招(zhao)生(sheng)(sheng)計(ji)劃、同(tong)(tong)(tong)步(bu)信息(xi)登記、同(tong)(tong)(tong)步(bu)網上報名、同(tong)(tong)(tong)步(bu)審核報名材(cai)料、同(tong)(tong)(tong)步(bu)開展招(zhao)生(sheng)(sheng)錄取等,公辦(ban)、民(min)辦(ban)義務(wu)(wu)教育(yu)學(xue)校(xiao)享(xiang)有同(tong)(tong)(tong)樣權(quan)利,履行同(tong)(tong)(tong)樣義務(wu)(wu),實現共同(tong)(tong)(tong)發(fa)(fa)展。完善公辦(ban)和民(min)辦(ban)義務(wu)(wu)教育(yu)招(zhao)生(sheng)(sheng)制度(du),構建(jian)一(yi)視同(tong)(tong)(tong)仁、平等發(fa)(fa)展、公民(min)辦(ban)義務(wu)(wu)教育(yu)學(xue)校(xiao)互不(bu)享(xiang)有招(zhao)生(sheng)(sheng)特權(quan)的良(liang)性(xing)發(fa)(fa)展機制。
(二)堅持破立并舉,提升質量。全(quan)面(mian)貫徹中央(yang)提出(chu)的(de)“嚴禁以各類(lei)考(kao)試(shi)、競賽、培(pei)訓成(cheng)績或(huo)證書證明(ming)等作為(wei)招(zhao)(zhao)生(sheng)(sheng)(sheng)依據,不得以面(mian)試(shi)、評測等名義(yi)選拔學(xue)(xue)(xue)生(sheng)(sheng)(sheng)”要求,建立規范招(zhao)(zhao)生(sheng)(sheng)(sheng)制度,破除跨區域掐尖招(zhao)(zhao)生(sheng)(sheng)(sheng)、義(yi)務教(jiao)育考(kao)試(shi)招(zhao)(zhao)生(sheng)(sheng)(sheng)、義(yi)務教(jiao)育招(zhao)(zhao)生(sheng)(sheng)(sheng)錄取(qu)與社會培(pei)訓機構或(huo)各類(lei)競賽考(kao)試(shi)證書掛鉤等突出(chu)問題,根(gen)治(zhi)民辦(ban)學(xue)(xue)(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)亂象。堅持規范行為(wei)與提升質量并重,狠(hen)抓(zhua)教(jiao)育教(jiao)學(xue)(xue)(xue)質量提升,著(zhu)力辦(ban)好百姓身邊的(de)每一所(suo)學(xue)(xue)(xue)校,從(cong)根(gen)本上解決招(zhao)(zhao)生(sheng)(sheng)(sheng)工作中的(de)難(nan)點(dian)和堵點(dian),形成(cheng)良好教(jiao)育生(sheng)(sheng)(sheng)態環境,推(tui)進義(yi)務教(jiao)育優質均衡發展。
(三)堅持公開公平,保障權益。完善義務教育(yu)陽光招(zhao)(zhao)(zhao)生(sheng)工作(zuo)機(ji)制,實行義務教育(yu)招(zhao)(zhao)(zhao)生(sheng)政(zheng)策全(quan)(quan)公(gong)開,招(zhao)(zhao)(zhao)生(sheng)所有環節全(quan)(quan)公(gong)示(shi),招(zhao)(zhao)(zhao)生(sheng)流程(cheng)多方代表(biao)人(ren)員全(quan)(quan)參與,切(qie)實加強招(zhao)(zhao)(zhao)生(sheng)監(jian)(jian)督監(jian)(jian)管,規范招(zhao)(zhao)(zhao)生(sheng)行為,保障招(zhao)(zhao)(zhao)生(sheng)機(ji)會(hui)公(gong)平、程(cheng)序公(gong)開、結果公(gong)正。
三、抓住關鍵,細化招生入學工作措施
完善義務教(jiao)育(yu)招(zhao)生制度是在教(jiao)育(yu)部(bu)統一部(bu)署(shu)下(xia)實(shi)施的一項(xiang)齊步走(zou)行(xing)(xing)動,全國各省市同步執行(xing)(xing)落(luo)實(shi),不搞分步實(shi)施。各區縣教(jiao)育(yu)部(bu)門要(yao)履(lv)行(xing)(xing)好屬地管(guan)理(li)主體(ti)責任,抓住關鍵環節,積極(ji)作為,精準施策,確保黨中央、國務院(yuan)部(bu)署(shu)和要(yao)求落(luo)實(shi)到(dao)位。
(一)明確主體責任,核定招生計劃。義務(wu)教(jiao)育(yu)階(jie)段學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)工作由區(qu)縣教(jiao)育(yu)部門負責(ze),在市教(jiao)委指(zhi)導和(he)(he)區(qu)縣黨委政府領導下進行。各區(qu)縣教(jiao)育(yu)部門按照市教(jiao)委實施(shi)意見(jian),針對轄區(qu)內招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工作實際,制定(ding)本區(qu)縣中(zhong)小學(xue)(xue)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工作實施(shi)細則,在每個工作流程和(he)(he)細節上做到精準施(shi)策。公辦(ban)中(zhong)小學(xue)(xue)繼續堅持免試就近劃(hua)片招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue),合(he)(he)理規劃(hua),堅決杜(du)絕新增大班額。各區(qu)縣教(jiao)育(yu)部門要結(jie)合(he)(he)學(xue)(xue)校(xiao)(xiao)(xiao)辦(ban)學(xue)(xue)規模、辦(ban)學(xue)(xue)條件和(he)(he)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)類別(bie),科學(xue)(xue)核(he)定(ding)公辦(ban)、民(min)辦(ban)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃(hua),于招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工作啟動前向(xiang)社會公布。要嚴(yan)格核(he)定(ding)各民(min)辦(ban)學(xue)(xue)校(xiao)(xiao)(xiao)承接政府購(gou)買服務(wu)、小區(qu)配套(tao)學(xue)(xue)校(xiao)(xiao)(xiao)業(ye)主(zhu)子女(nv)、九年一貫(guan)制直升初(chu)中(zhong)、小語種學(xue)(xue)生(sheng)(sheng)、舉辦(ban)者子女(nv)等(deng)類別(bie)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃(hua)。義務(wu)教(jiao)育(yu)學(xue)(xue)籍系統將(jiang)嚴(yan)格按照招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃(hua)注冊學(xue)(xue)籍,嚴(yan)禁超計(ji)(ji)劃(hua)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。
(二)確定招生范圍,做好工作安排。各(ge)區縣(xian)教(jiao)育(yu)(yu)部(bu)門要根據區縣(xian)域內(nei)適(shi)齡兒童少年(nian)(nian)人數、學(xue)(xue)校分(fen)布、學(xue)(xue)校規模、班額規定(ding)(ding)、交通狀(zhuang)況等因素,按(an)照確保公(gong)平和免試就(jiu)近(jin)入(ru)學(xue)(xue)的原則,科學(xue)(xue)合理制定(ding)(ding)本(ben)地公(gong)辦(ban)(ban)義務教(jiao)育(yu)(yu)學(xue)(xue)校學(xue)(xue)區劃分(fen)方案,確保義務教(jiao)育(yu)(yu)免試就(jiu)近(jin)入(ru)學(xue)(xue)政(zheng)(zheng)策全覆蓋。片(pian)區劃定(ding)(ding)后要保持相(xiang)對穩(wen)定(ding)(ding),確需調整時要按(an)照依法(fa)治理的思路和辦(ban)(ban)法(fa)審慎論證、廣泛聽取(qu)各(ge)方意見,并報當(dang)地黨(dang)委政(zheng)(zheng)府同意。民辦(ban)(ban)義務教(jiao)育(yu)(yu)學(xue)(xue)校招(zhao)生納入(ru)審批地統一(yi)(yi)管(guan)理,具體招(zhao)生范圍、對象等由(you)所(suo)(suo)在(zai)轄區教(jiao)育(yu)(yu)部(bu)門予以確定(ding)(ding),有寄宿條件(jian)的民辦(ban)(ban)學(xue)(xue)校可(ke)適(shi)當(dang)擴大招(zhao)生范圍。平穩(wen)實施(shi)民辦(ban)(ban)一(yi)(yi)貫制學(xue)(xue)校直(zhi)(zhi)升錄(lu)(lu)取(qu)。民辦(ban)(ban)九年(nian)(nian)一(yi)(yi)貫制學(xue)(xue)校可(ke)設置小(xiao)升初本(ben)校免試直(zhi)(zhi)升計(ji)劃和校外招(zhao)生計(ji)劃,如本(ben)校直(zhi)(zhi)升意愿人數大于(yu)免試直(zhi)(zhi)升計(ji)劃數,將由(you)所(suo)(suo)在(zai)區縣(xian)教(jiao)育(yu)(yu)行政(zheng)(zheng)部(bu)門實施(shi)電腦搖號隨機錄(lu)(lu)取(qu)。
(三)統一報名時間,規范信息采集。全市(shi)(shi)所有義務教育(yu)階段(duan)的(de)公辦、民辦中(zhong)小學(xue)(xue)校按照統(tong)一時間(jian)進(jin)行報(bao)(bao)名(ming)。市(shi)(shi)教委將開啟(qi)“重慶市(shi)(shi)義務教育(yu)階段(duan)學(xue)(xue)校入(ru)(ru)學(xue)(xue)報(bao)(bao)名(ming)信(xin)息(xi)采集系統(tong)”。符合(he)入(ru)(ru)學(xue)(xue)條(tiao)件的(de)適齡兒童(tong)家長(chang),按照區縣(xian)教育(yu)部門公布(bu)的(de)本轄區義務教育(yu)招生入(ru)(ru)學(xue)(xue)政策、工作安排、報(bao)(bao)名(ming)程序等相關信(xin)息(xi)進(jin)行網上信(xin)息(xi)采集。學(xue)(xue)生可選擇一所民辦學(xue)(xue)校報(bao)(bao)名(ming),公辦、民辦學(xue)(xue)校不(bu)能(neng)兼報(bao)(bao)。
(四)開展同步招生,公開公平錄取。將民辦(ban)(ban)(ban)義務(wu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)納入審批地統(tong)一管理,與公辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)同(tong)步招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。全市(shi)義務(wu)教(jiao)(jiao)育(yu)(yu)階段的公辦(ban)(ban)(ban)、民辦(ban)(ban)(ban)中小學(xue)(xue)(xue)(xue)于每年6月(yue)20日同(tong)步開展招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄(lu)(lu)取(qu)工作。民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)按招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)實(shi)施分類報(bao)名、分類錄(lu)(lu)取(qu)。報(bao)名人(ren)數小于或(huo)等于招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua),采(cai)取(qu)登記注冊方式直接(jie)錄(lu)(lu)取(qu);報(bao)名人(ren)數超過招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)的,由區(qu)(qu)縣教(jiao)(jiao)育(yu)(yu)部(bu)門(men)統(tong)一組織電(dian)腦(nao)(nao)隨機(ji)搖號,全程(cheng)接(jie)受社會監督。市(shi)教(jiao)(jiao)委將進一步完(wan)(wan)善“重(zhong)慶市(shi)義務(wu)教(jiao)(jiao)育(yu)(yu)階段學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)入學(xue)(xue)(xue)(xue)報(bao)名信(xin)息采(cai)集系統(tong)”,統(tong)一開發(fa)電(dian)腦(nao)(nao)隨機(ji)搖號錄(lu)(lu)取(qu)軟件,供(gong)各區(qu)(qu)縣教(jiao)(jiao)育(yu)(yu)部(bu)門(men)統(tong)一使(shi)用。民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)電(dian)腦(nao)(nao)搖號和公辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)首次錄(lu)(lu)取(qu)同(tong)時進行。電(dian)腦(nao)(nao)隨機(ji)派(pai)位搖號完(wan)(wan)成后(hou),學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)家長可登錄(lu)(lu)義務(wu)教(jiao)(jiao)育(yu)(yu)信(xin)息采(cai)集系統(tong)查(cha)詢。經搖號錄(lu)(lu)取(qu)的學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)須在規(gui)定時間(jian)內進行確認;未(wei)確認的,視為自動放棄。未(wei)被民辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)錄(lu)(lu)取(qu)的學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng),回到公辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)錄(lu)(lu)取(qu)體系,按相關規(gui)定由區(qu)(qu)縣教(jiao)(jiao)育(yu)(yu)部(bu)門(men)統(tong)籌安排,保(bao)證(zheng)公辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)“兜底”,防(fang)止學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)輟學(xue)(xue)(xue)(xue)。
(五)關注特殊群體,保障入學權益。各區縣教(jiao)(jiao)育(yu)部門要堅(jian)持“兩為(wei)主(zhu)、兩納入(ru)”,加快建立(li)以居住證為(wei)主(zhu)要依據的(de)義(yi)務教(jiao)(jiao)育(yu)隨遷子(zi)女入(ru)學政(zheng)策,確(que)保符(fu)合(he)(he)國(guo)家(jia)《居住證暫行條例》基(ji)本要求的(de)隨遷子(zi)女應入(ru)盡(jin)入(ru)。根據殘疾(ji)(ji)兒童實際,安排好特教(jiao)(jiao)學校(xiao)入(ru)學、隨班就讀、送(song)教(jiao)(jiao)上(shang)門等工作(zuo),保障殘疾(ji)(ji)兒童接受義(yi)務教(jiao)(jiao)育(yu)權利(li)。落實烈(lie)士子(zi)女、符(fu)合(he)(he)條件的(de)現役(yi)軍(jun)人子(zi)女、公安英模(mo)和因公犧牲或傷殘警察(cha)、國(guo)家(jia)綜(zong)合(he)(he)性(xing)消防救援隊伍人員(yuan)子(zi)女及其他符(fu)合(he)(he)規定的(de)各類優撫對象教(jiao)(jiao)育(yu)優待政(zheng)策。用(yong)好管好“重慶(qing)市義(yi)務教(jiao)(jiao)育(yu)控輟保學動態管理平臺(tai)”,對招生入(ru)學工作(zuo)實施臺(tai)賬(zhang)化精準(zhun)控輟。
四、強化保障,確保招生工作穩步推進
(一)加強組織領導。各(ge)區縣(xian)教(jiao)育部(bu)門在當(dang)地(di)區縣(xian)黨委(wei)政府(fu)(fu)的(de)(de)領導下,要(yao)(yao)不折不扣落實(shi)(shi)(shi)中(zhong)央要(yao)(yao)求,壓(ya)實(shi)(shi)(shi)屬(shu)地(di)管(guan)(guan)理責(ze)任,成立中(zhong)小學(xue)(xue)(xue)(xue)(xue)招(zhao)生工(gong)(gong)(gong)作(zuo)(zuo)領導小組,堅持(chi)公開、公平(ping)、公正的(de)(de)原則(ze),對中(zhong)小學(xue)(xue)(xue)(xue)(xue)招(zhao)生入學(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)(zuo)早謀(mou)劃、早啟動(dong)、早安排,切(qie)實(shi)(shi)(shi)履行好對招(zhao)生入學(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)管(guan)(guan)理、指(zhi)導、監督和(he)檢查(cha)職責(ze)。各(ge)區縣(xian)要(yao)(yao)結合(he)實(shi)(shi)(shi)際(ji),根據市(shi)教(jiao)委(wei)當(dang)年印發的(de)(de)關于做好義務(wu)教(jiao)育招(zhao)生入學(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)通知,研究制定本(ben)地(di)普通中(zhong)小學(xue)(xue)(xue)(xue)(xue)招(zhao)生入學(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)(zuo)實(shi)(shi)(shi)施方案,嚴格(ge)審(shen)核屬(shu)地(di)民辦學(xue)(xue)(xue)(xue)(xue)校招(zhao)生計劃,報(bao)當(dang)地(di)黨委(wei)政府(fu)(fu)同意后(hou)實(shi)(shi)(shi)施,實(shi)(shi)(shi)施方案同時報(bao)市(shi)教(jiao)委(wei)備(bei)案。要(yao)(yao)按照屬(shu)地(di)管(guan)(guan)理和(he)“誰審(shen)批誰管(guan)(guan)理、誰主管(guan)(guan)誰負責(ze)、誰舉辦誰負責(ze)”的(de)(de)原則(ze),切(qie)實(shi)(shi)(shi)執行好國家(jia)和(he)我市(shi)義務(wu)教(jiao)育招(zhao)生入學(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)(zuo)政策,采取有(you)力(li)措施確(que)保招(zhao)生工(gong)(gong)(gong)作(zuo)(zuo)平(ping)穩有(you)序。
(二)嚴肅招生紀律。嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)民辦義(yi)務(wu)教育學(xue)(xue)(xue)(xue)校(xiao)(xiao)無計劃(hua)、超(chao)計劃(hua)組織(zhi)招生(sheng)(sheng);嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)自行組織(zhi)或(huo)與社(she)會培訓機(ji)構聯合組織(zhi)以(yi)選拔生(sheng)(sheng)源(yuan)(yuan)為(wei)目的的各類考(kao)試、面試,或(huo)采用社(she)會培訓機(ji)構自行組織(zhi)的各類考(kao)試結果;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)提前組織(zhi)招生(sheng)(sheng),變(bian)相“掐(qia)尖”選生(sheng)(sheng)源(yuan)(yuan);嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)公(gong)辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)與民辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)混合招生(sheng)(sheng)、混合編班(ban);嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)以(yi)高額物質獎勵、虛假(jia)宣傳等(deng)不正(zheng)當手段招攬生(sheng)(sheng)源(yuan)(yuan);嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)任何學(xue)(xue)(xue)(xue)校(xiao)(xiao)收取或(huo)變(bian)相收取與入學(xue)(xue)(xue)(xue)掛(gua)鉤的“捐資助(zhu)學(xue)(xue)(xue)(xue)款”;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)以(yi)各類競(jing)賽證書、學(xue)(xue)(xue)(xue)科(ke)競(jing)賽成(cheng)績或(huo)考(kao)級證明等(deng)作為(wei)招生(sheng)(sheng)依(yi)據;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)分(fen)班(ban)考(kao)試或(huo)設立任何名義(yi)的重點(dian)班(ban)、快(kuai)慢班(ban);嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)出(chu)現人(ren)籍(ji)分(fen)離、空(kong)掛(gua)學(xue)(xue)(xue)(xue)籍(ji)、學(xue)(xue)(xue)(xue)籍(ji)造(zao)假(jia)等(deng)現象(xiang),不得為(wei)違(wei)規(gui)跨區域招收的學(xue)(xue)(xue)(xue)生(sheng)(sheng)和違(wei)規(gui)轉學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生(sheng)(sheng)辦理學(xue)(xue)(xue)(xue)籍(ji)轉接。
(三)強化監督檢查。嚴(yan)(yan)格執行教(jiao)(jiao)育部(bu)關于中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)的(de)(de)“十(shi)項禁令”。義務(wu)教(jiao)(jiao)育學(xue)(xue)(xue)校(xiao)不得以“國(guo)際(ji)(ji)部(bu)”“國(guo)際(ji)(ji)課程(cheng)班(ban)”“境外班(ban)”等(deng)名義招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。加強(qiang)對招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收(shou)(shou)外籍(ji)人員子女(nv)的(de)(de)國(guo)際(ji)(ji)學(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)(guan)理,不得擅自(zi)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收(shou)(shou)中(zhong)(zhong)(zhong)國(guo)籍(ji)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)。各區(qu)(qu)縣(xian)要充分發揮紀(ji)檢(jian)監(jian)(jian)(jian)察機關(派駐(zhu)紀(ji)檢(jian)監(jian)(jian)(jian)察組(zu))的(de)(de)監(jian)(jian)(jian)督(du)職責,暢通(tong)(tong)舉(ju)報和申訴受(shou)理渠道,加強(qiang)監(jian)(jian)(jian)管(guan)(guan)力度(du),建立切實(shi)有效的(de)(de)監(jian)(jian)(jian)管(guan)(guan)機制,向(xiang)社(she)會(hui)公(gong)布(bu)教(jiao)(jiao)育部(bu)門(men)的(de)(de)紀(ji)檢(jian)監(jian)(jian)(jian)督(du)電話,主動(dong)接(jie)受(shou)社(she)會(hui)監(jian)(jian)(jian)督(du)。各義務(wu)教(jiao)(jiao)育學(xue)(xue)(xue)校(xiao)嚴(yan)(yan)禁向(xiang)社(she)會(hui)公(gong)布(bu)未經區(qu)(qu)縣(xian)教(jiao)(jiao)育部(bu)門(men)審查備案(an)的(de)(de)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)簡(jian)(jian)章(zhang)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)廣告和自(zi)主招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)案(an),嚴(yan)(yan)禁虛假(jia)宣傳、欺騙學(xue)(xue)(xue)生(sheng)(sheng)(sheng)和家長(chang)。各區(qu)(qu)縣(xian)教(jiao)(jiao)育部(bu)門(men)要加強(qiang)對民辦學(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)簡(jian)(jian)章(zhang)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)廣告、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)案(an)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃等(deng)監(jian)(jian)(jian)管(guan)(guan);在統一(yi)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)前,通(tong)(tong)過政務(wu)信息公(gong)開(kai)、媒(mei)體宣傳、學(xue)(xue)(xue)校(xiao)網(wang)站等(deng)方(fang)式(shi)向(xiang)社(she)會(hui)統一(yi)發布(bu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)簡(jian)(jian)章(zhang)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)時間(jian)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)式(shi)等(deng)信息,供(gong)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)和家長(chang)參考和選(xuan)擇。各區(qu)(qu)縣(xian)教(jiao)(jiao)育督(du)導部(bu)門(men)要將中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)工(gong)作(zuo)納入責任督(du)學(xue)(xue)(xue)日常(chang)督(du)導范圍,適時對招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)政策落實(shi)情況開(kai)展(zhan)督(du)導。
(四)嚴懲違規行為。根據(ju)《中(zhong)華人(ren)(ren)民(min)共和(he)(he)國(guo)(guo)義(yi)務教(jiao)(jiao)育(yu)(yu)法》《中(zhong)華人(ren)(ren)民(min)共和(he)(he)國(guo)(guo)民(min)辦教(jiao)(jiao)育(yu)(yu)促進法》等有關法律規(gui)(gui)定(ding),進一步健全(quan)違(wei)(wei)(wei)規(gui)(gui)招(zhao)生查處(chu)(chu)和(he)(he)責(ze)(ze)任追究機制,及(ji)(ji)時制止和(he)(he)糾正違(wei)(wei)(wei)規(gui)(gui)行(xing)為,并視情節輕重(zhong),予(yu)以(yi)處(chu)(chu)理,確保中(zhong)央決(jue)策部(bu)署(shu)落地(di)落實。對(dui)違(wei)(wei)(wei)規(gui)(gui)招(zhao)生的(de)學(xue)校及(ji)(ji)屬地(di)教(jiao)(jiao)育(yu)(yu)部(bu)門主要負責(ze)(ze)人(ren)(ren)、分管(guan)負責(ze)(ze)人(ren)(ren)和(he)(he)經(jing)辦人(ren)(ren)員(yuan)要予(yu)以(yi)約(yue)談、通(tong)報批(pi)評,對(dui)相關學(xue)校及(ji)(ji)個人(ren)(ren)取消(xiao)當年評先評優(you)資格。對(dui)違(wei)(wei)(wei)規(gui)(gui)招(zhao)生造(zao)成惡劣(lie)影(ying)響的(de),按規(gui)(gui)定(ding)追究相關責(ze)(ze)任人(ren)(ren)責(ze)(ze)任。因違(wei)(wei)(wei)規(gui)(gui)招(zhao)生被教(jiao)(jiao)育(yu)(yu)部(bu)門通(tong)報的(de)民(min)辦學(xue)校,年檢一律作為不(bu)合格處(chu)(chu)理,限期整改,按照不(bu)低于10%的(de)比例核減招(zhao)生計劃;拒不(bu)執(zhi)行(xing)改正的(de),依(yi)(yi)法依(yi)(yi)規(gui)(gui)處(chu)(chu)罰,直(zhi)至吊銷辦學(xue)許(xu)(xu)可證(zheng);沒有取得(de)辦學(xue)許(xu)(xu)可證(zheng)的(de)(含(han)籌設期間)不(bu)得(de)招(zhao)生。市(shi)教(jiao)(jiao)委將(jiang)繼續把規(gui)(gui)范中(zhong)小學(xue)招(zhao)生行(xing)為納入對(dui)區縣黨政領導干部(bu)履行(xing)教(jiao)(jiao)育(yu)(yu)職責(ze)(ze)督導考核,對(dui)造(zao)成惡劣(lie)社會(hui)影(ying)響的(de),將(jiang)依(yi)(yi)規(gui)(gui)依(yi)(yi)紀(ji)依(yi)(yi)法嚴(yan)肅追責(ze)(ze)問責(ze)(ze)。
(五)加強宣傳引導。強(qiang)化(hua)市、區(qu)縣、學校上下聯動和部門協(xie)同,統籌做好義務教(jiao)(jiao)育招生(sheng)制度改革(ge)的宣(xuan)傳工作。充分(fen)利用區(qu)域(yu)內主(zhu)流媒(mei)體、區(qu)縣和學校微(wei)信公眾(zhong)平臺等,堅持正面發(fa)聲,讓廣大群(qun)眾(zhong)充分(fen)理(li)解(jie)(jie)中央精(jing)神、教(jiao)(jiao)育部要(yao)求和重慶方案,形成(cheng)社會(hui)理(li)解(jie)(jie)、家長(chang)(chang)理(li)解(jie)(jie)、學生(sheng)理(li)解(jie)(jie)的普(pu)遍認同。加強(qiang)信息溝通,發(fa)揮教(jiao)(jiao)師與學生(sheng)、家長(chang)(chang)直接(jie)聯系(xi)的優勢,深入解(jie)(jie)讀闡(chan)釋義務教(jiao)(jiao)育招生(sheng)制度改革(ge)的重要(yao)意(yi)義、政策措施和具體安排,消除(chu)學生(sheng)和家長(chang)(chang)的焦慮心理(li),努力營造社會(hui)各界廣泛理(li)解(jie)(jie)、大力支持和積極(ji)參與的良好氛圍。
