為完(wan)善招生制度,規(gui)范(fan)教(jiao)(jiao)(jiao)育(yu)(yu)秩序,促進教(jiao)(jiao)(jiao)育(yu)(yu)公平(ping),營(ying)造良好(hao)教(jiao)(jiao)(jiao)育(yu)(yu)生態,推進義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)持續(xu)健(jian)康深入發(fa)展。重(zhong)慶(qing)市教(jiao)(jiao)(jiao)育(yu)(yu)委員會發(fa)布了關于規(gui)范(fan)義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)學校招生入學工(gong)(gong)作(zuo)的(de)實施意見(jian)以及(ji)關于做好(hao)2021年義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)招生入學工(gong)(gong)作(zuo)的(de)通知,明確(que)了重(zhong)慶(qing)入學政(zheng)策(ce)。
一、提高認識,高度重視義務教育招生入學工作
《關(guan)(guan)于(yu)深(shen)化教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)改革全面提高義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)質量的(de)(de)意(yi)見》(中(zhong)發(fa)〔2019〕26號(hao))文(wen)(wen)件明確(que)要求(qiu):民(min)辦義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)納入審批地(di)統一管理,與(yu)公辦學(xue)(xue)(xue)(xue)校(xiao)同步招(zhao)(zhao)生(sheng);對(dui)報名人數(shu)超過招(zhao)(zhao)生(sheng)計(ji)劃的(de)(de),實行(xing)電腦隨(sui)機錄取。這(zhe)是(shi)黨中(zhong)央、國務(wu)院(yuan)以人民(min)為中(zhong)心,深(shen)化關(guan)(guan)鍵(jian)領(ling)(ling)域改革,完善招(zhao)(zhao)生(sheng)制(zhi)度(du),規(gui)(gui)范辦學(xue)(xue)(xue)(xue)行(xing)為的(de)(de)重(zhong)大(da)舉措(cuo),是(shi)緩解義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)階段擇校(xiao)熱(re)、遏制(zhi)掐尖現象(xiang)、治(zhi)(zhi)理校(xiao)外培訓(xun)機構亂象(xiang)的(de)(de)正(zheng)確(que)決(jue)策,是(shi)改革民(min)辦學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)、促進(jin)(jin)公民(min)辦學(xue)(xue)(xue)(xue)校(xiao)協調發(fa)展的(de)(de)重(zhong)要部署,對(dui)依(yi)法治(zhi)(zhi)教(jiao)(jiao)(jiao)、完善現代教(jiao)(jiao)(jiao)育(yu)(yu)治(zhi)(zhi)理體(ti)系具有(you)重(zhong)大(da)戰略意(yi)義(yi)(yi)。各區縣(xian)(自治(zhi)(zhi)縣(xian),以下簡(jian)稱區縣(xian))教(jiao)(jiao)(jiao)育(yu)(yu)部門(men)要高度(du)重(zhong)視,深(shen)刻(ke)領(ling)(ling)會黨中(zhong)央、國務(wu)院(yuan)有(you)關(guan)(guan)要求(qiu)的(de)(de)精(jing)神實質,堅持黨的(de)(de)教(jiao)(jiao)(jiao)育(yu)(yu)方針,落實立德樹人根本任務(wu),嚴格(ge)執行(xing)中(zhong)發(fa)〔2019〕26號(hao)文(wen)(wen)件相關(guan)(guan)規(gui)(gui)定(ding),積(ji)極(ji)作為,完善招(zhao)(zhao)生(sheng)制(zhi)度(du),規(gui)(gui)范教(jiao)(jiao)(jiao)育(yu)(yu)秩序,著力解決(jue)招(zhao)(zhao)生(sheng)工(gong)作中(zhong)的(de)(de)頑瘴痼疾,促進(jin)(jin)教(jiao)(jiao)(jiao)育(yu)(yu)公平,營造(zao)良好(hao)教(jiao)(jiao)(jiao)育(yu)(yu)生(sheng)態,推進(jin)(jin)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)持續健康(kang)深(shen)入發(fa)展,努力辦好(hao)人民(min)滿意(yi)的(de)(de)教(jiao)(jiao)(jiao)育(yu)(yu)。
二、把握原則,創建公平和諧招生環境
(一)堅持同步同權,共同發展。2020年起,實(shi)行全市(shi)公(gong)辦(ban)(ban)、民(min)(min)辦(ban)(ban)義(yi)務(wu)教育學校同(tong)(tong)(tong)(tong)步(bu)(bu)發(fa)布招生計劃(hua)、同(tong)(tong)(tong)(tong)步(bu)(bu)信息登記、同(tong)(tong)(tong)(tong)步(bu)(bu)網上報(bao)名、同(tong)(tong)(tong)(tong)步(bu)(bu)審核(he)報(bao)名材料、同(tong)(tong)(tong)(tong)步(bu)(bu)開展招生錄取等,公(gong)辦(ban)(ban)、民(min)(min)辦(ban)(ban)義(yi)務(wu)教育學校享有(you)同(tong)(tong)(tong)(tong)樣(yang)(yang)權利,履行同(tong)(tong)(tong)(tong)樣(yang)(yang)義(yi)務(wu),實(shi)現(xian)共同(tong)(tong)(tong)(tong)發(fa)展。完善公(gong)辦(ban)(ban)和民(min)(min)辦(ban)(ban)義(yi)務(wu)教育招生制度,構建一(yi)視同(tong)(tong)(tong)(tong)仁、平等發(fa)展、公(gong)民(min)(min)辦(ban)(ban)義(yi)務(wu)教育學校互不享有(you)招生特(te)權的良性發(fa)展機制。
(二)堅持破立并舉,提升質量。全面貫徹中央提出(chu)的(de)“嚴禁以各類(lei)考(kao)試(shi)(shi)、競(jing)賽、培訓成績或證書(shu)證明等作(zuo)(zuo)為招生(sheng)(sheng)依據,不得以面試(shi)(shi)、評(ping)測等名義(yi)選拔學(xue)生(sheng)(sheng)”要求,建立規范招生(sheng)(sheng)制度(du),破(po)除跨區域掐尖招生(sheng)(sheng)、義(yi)務(wu)教(jiao)育(yu)(yu)考(kao)試(shi)(shi)招生(sheng)(sheng)、義(yi)務(wu)教(jiao)育(yu)(yu)招生(sheng)(sheng)錄取與社會培訓機構或各類(lei)競(jing)賽考(kao)試(shi)(shi)證書(shu)掛鉤等突出(chu)問題,根(gen)治民辦學(xue)校(xiao)招生(sheng)(sheng)亂象。堅持(chi)規范行為與提升(sheng)質量(liang)并(bing)重,狠(hen)抓教(jiao)育(yu)(yu)教(jiao)學(xue)質量(liang)提升(sheng),著(zhu)力(li)辦好百姓身(shen)邊的(de)每一所學(xue)校(xiao),從根(gen)本(ben)上解決招生(sheng)(sheng)工作(zuo)(zuo)中的(de)難點(dian)和(he)堵點(dian),形成良(liang)好教(jiao)育(yu)(yu)生(sheng)(sheng)態(tai)環(huan)境,推進義(yi)務(wu)教(jiao)育(yu)(yu)優質均衡發展。
(三)堅持公開公平,保障權益。完善義(yi)務(wu)(wu)教育陽光招(zhao)(zhao)(zhao)生(sheng)工作機制,實行義(yi)務(wu)(wu)教育招(zhao)(zhao)(zhao)生(sheng)政策全公(gong)開,招(zhao)(zhao)(zhao)生(sheng)所有環(huan)節(jie)全公(gong)示,招(zhao)(zhao)(zhao)生(sheng)流(liu)程多方代表(biao)人員(yuan)全參與,切實加強招(zhao)(zhao)(zhao)生(sheng)監督監管,規(gui)范招(zhao)(zhao)(zhao)生(sheng)行為,保障招(zhao)(zhao)(zhao)生(sheng)機會公(gong)平、程序公(gong)開、結果公(gong)正。
三、抓住關鍵,細化招生入學工作措施
完善義務教(jiao)育(yu)(yu)招生制度是在教(jiao)育(yu)(yu)部(bu)統一部(bu)署(shu)下實施的一項齊步走行(xing)動,全國(guo)各省市(shi)同步執行(xing)落實,不搞分步實施。各區縣教(jiao)育(yu)(yu)部(bu)門要(yao)(yao)履行(xing)好(hao)屬(shu)地管理(li)主(zhu)體責任,抓住關(guan)鍵環節,積極作(zuo)為,精(jing)準施策,確(que)保黨中央、國(guo)務院部(bu)署(shu)和(he)要(yao)(yao)求落實到位。
(一)明確主體責任,核定招生計劃。義務(wu)(wu)教(jiao)育(yu)階(jie)段(duan)學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)工作由區縣(xian)教(jiao)育(yu)部門負責,在市(shi)教(jiao)委(wei)指導(dao)和區縣(xian)黨委(wei)政府領導(dao)下(xia)進(jin)行。各(ge)區縣(xian)教(jiao)育(yu)部門按(an)照市(shi)教(jiao)委(wei)實施意見,針對轄區內招(zhao)生(sheng)(sheng)工作實際,制定(ding)本區縣(xian)中小(xiao)學(xue)(xue)(xue)招(zhao)生(sheng)(sheng)工作實施細則,在每個(ge)工作流程(cheng)和細節上做到精(jing)準施策。公(gong)(gong)辦(ban)中小(xiao)學(xue)(xue)(xue)繼續堅(jian)持免試就近劃(hua)片招(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)(xue),合(he)理(li)規劃(hua),堅(jian)決(jue)杜絕新增大班額。各(ge)區縣(xian)教(jiao)育(yu)部門要(yao)結合(he)學(xue)(xue)(xue)校(xiao)(xiao)辦(ban)學(xue)(xue)(xue)規模、辦(ban)學(xue)(xue)(xue)條件(jian)和招(zhao)生(sheng)(sheng)類別,科學(xue)(xue)(xue)核定(ding)公(gong)(gong)辦(ban)、民辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)生(sheng)(sheng)計劃(hua),于招(zhao)生(sheng)(sheng)工作啟動(dong)前向社會公(gong)(gong)布。要(yao)嚴(yan)格(ge)核定(ding)各(ge)民辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)承接政府購買服務(wu)(wu)、小(xiao)區配套(tao)學(xue)(xue)(xue)校(xiao)(xiao)業主子(zi)(zi)女、九年(nian)一貫制直升初中、小(xiao)語種學(xue)(xue)(xue)生(sheng)(sheng)、舉辦(ban)者子(zi)(zi)女等類別招(zhao)生(sheng)(sheng)計劃(hua)。義務(wu)(wu)教(jiao)育(yu)學(xue)(xue)(xue)籍系(xi)統將嚴(yan)格(ge)按(an)照招(zhao)生(sheng)(sheng)計劃(hua)注冊(ce)學(xue)(xue)(xue)籍,嚴(yan)禁超計劃(hua)招(zhao)生(sheng)(sheng)。
(二)確定招生范圍,做好工作安排。各區(qu)縣教育部門要根(gen)據區(qu)縣域內適(shi)齡兒童少年人數、學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)分布、學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)規模、班額規定(ding)、交通狀況等(deng)因素,按照(zhao)確(que)保公平和免(mian)試(shi)就近入學(xue)(xue)(xue)的原(yuan)則,科學(xue)(xue)(xue)合理制定(ding)本地公辦(ban)(ban)義(yi)務教育學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)區(qu)劃(hua)分方(fang)(fang)案,確(que)保義(yi)務教育免(mian)試(shi)就近入學(xue)(xue)(xue)政策全覆蓋(gai)。片(pian)區(qu)劃(hua)定(ding)后要保持(chi)相對穩(wen)定(ding),確(que)需調(diao)整(zheng)時要按照(zhao)依法治(zhi)理的思路和辦(ban)(ban)法審(shen)慎論證、廣泛聽取(qu)各方(fang)(fang)意見,并(bing)報(bao)當地黨委(wei)政府同(tong)意。民(min)辦(ban)(ban)義(yi)務教育學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)招(zhao)生(sheng)納入審(shen)批地統(tong)一管理,具體招(zhao)生(sheng)范(fan)圍(wei)、對象等(deng)由所在轄區(qu)教育部門予(yu)以確(que)定(ding),有寄宿條件的民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)可適(shi)當擴大招(zhao)生(sheng)范(fan)圍(wei)。平穩(wen)實施(shi)民(min)辦(ban)(ban)一貫制學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)直(zhi)升(sheng)(sheng)(sheng)錄取(qu)。民(min)辦(ban)(ban)九年一貫制學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)可設(she)置小升(sheng)(sheng)(sheng)初本校(xiao)(xiao)(xiao)(xiao)免(mian)試(shi)直(zhi)升(sheng)(sheng)(sheng)計劃(hua)和校(xiao)(xiao)(xiao)(xiao)外招(zhao)生(sheng)計劃(hua),如本校(xiao)(xiao)(xiao)(xiao)直(zhi)升(sheng)(sheng)(sheng)意愿人數大于免(mian)試(shi)直(zhi)升(sheng)(sheng)(sheng)計劃(hua)數,將由所在區(qu)縣教育行政部門實施(shi)電腦搖號隨機(ji)錄取(qu)。
(三)統一報名時間,規范信息采集。全(quan)市所(suo)有義(yi)務(wu)教(jiao)(jiao)育(yu)階(jie)段的公辦(ban)(ban)(ban)、民(min)辦(ban)(ban)(ban)中小學校按(an)照統(tong)一時間(jian)進(jin)行報(bao)(bao)名。市教(jiao)(jiao)委將開啟“重慶市義(yi)務(wu)教(jiao)(jiao)育(yu)階(jie)段學校入(ru)學報(bao)(bao)名信息(xi)采(cai)集系(xi)統(tong)”。符(fu)合入(ru)學條(tiao)件(jian)的適齡兒童(tong)家長,按(an)照區縣(xian)教(jiao)(jiao)育(yu)部門公布的本轄(xia)區義(yi)務(wu)教(jiao)(jiao)育(yu)招(zhao)生入(ru)學政策、工作(zuo)安排、報(bao)(bao)名程序等相關信息(xi)進(jin)行網上信息(xi)采(cai)集。學生可選擇一所(suo)民(min)辦(ban)(ban)(ban)學校報(bao)(bao)名,公辦(ban)(ban)(ban)、民(min)辦(ban)(ban)(ban)學校不能兼報(bao)(bao)。
(四)開展同步招生,公開公平錄取。將民辦(ban)義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校招生(sheng)納入(ru)審批地(di)統(tong)一(yi)管理(li),與公辦(ban)學(xue)(xue)校同(tong)步招生(sheng)。全市義務教(jiao)(jiao)育(yu)(yu)階段的公辦(ban)、民辦(ban)中(zhong)小學(xue)(xue)于每年6月(yue)20日(ri)同(tong)步開(kai)展(zhan)招生(sheng)錄(lu)取(qu)(qu)(qu)工作(zuo)。民辦(ban)學(xue)(xue)校按招生(sheng)計劃(hua)(hua)實施分類報(bao)(bao)名(ming)、分類錄(lu)取(qu)(qu)(qu)。報(bao)(bao)名(ming)人數小于或等于招生(sheng)計劃(hua)(hua),采(cai)(cai)取(qu)(qu)(qu)登(deng)記注冊方(fang)式直(zhi)接錄(lu)取(qu)(qu)(qu);報(bao)(bao)名(ming)人數超過招生(sheng)計劃(hua)(hua)的,由區縣教(jiao)(jiao)育(yu)(yu)部(bu)門統(tong)一(yi)組織電(dian)(dian)腦(nao)(nao)隨(sui)(sui)機搖(yao)號(hao),全程接受社會監督(du)。市教(jiao)(jiao)委將進一(yi)步完善“重慶市義務教(jiao)(jiao)育(yu)(yu)階段學(xue)(xue)校入(ru)學(xue)(xue)報(bao)(bao)名(ming)信息采(cai)(cai)集(ji)系(xi)統(tong)”,統(tong)一(yi)開(kai)發電(dian)(dian)腦(nao)(nao)隨(sui)(sui)機搖(yao)號(hao)錄(lu)取(qu)(qu)(qu)軟件,供(gong)各區縣教(jiao)(jiao)育(yu)(yu)部(bu)門統(tong)一(yi)使用。民辦(ban)學(xue)(xue)校電(dian)(dian)腦(nao)(nao)搖(yao)號(hao)和公辦(ban)學(xue)(xue)校首次錄(lu)取(qu)(qu)(qu)同(tong)時進行。電(dian)(dian)腦(nao)(nao)隨(sui)(sui)機派位(wei)搖(yao)號(hao)完成后,學(xue)(xue)生(sheng)家長(chang)可(ke)登(deng)錄(lu)義務教(jiao)(jiao)育(yu)(yu)信息采(cai)(cai)集(ji)系(xi)統(tong)查詢(xun)。經搖(yao)號(hao)錄(lu)取(qu)(qu)(qu)的學(xue)(xue)生(sheng)須在規定(ding)時間內進行確(que)(que)認;未(wei)確(que)(que)認的,視為自動(dong)放棄。未(wei)被民辦(ban)學(xue)(xue)校錄(lu)取(qu)(qu)(qu)的學(xue)(xue)生(sheng),回到公辦(ban)學(xue)(xue)校錄(lu)取(qu)(qu)(qu)體系(xi),按相(xiang)關規定(ding)由區縣教(jiao)(jiao)育(yu)(yu)部(bu)門統(tong)籌安排,保(bao)證公辦(ban)學(xue)(xue)校“兜(dou)底”,防止學(xue)(xue)生(sheng)輟學(xue)(xue)。
(五)關注特殊群體,保障入學權益。各區縣教育部門(men)要(yao)堅持“兩為主(zhu)、兩納入(ru)”,加快建立以居住證為主(zhu)要(yao)依據的(de)(de)義務教育隨(sui)遷子女(nv)入(ru)學(xue)政策,確保符合(he)(he)國(guo)家《居住證暫行條例(li)》基本要(yao)求的(de)(de)隨(sui)遷子女(nv)應入(ru)盡入(ru)。根據殘(can)疾兒童(tong)實(shi)際,安排(pai)好(hao)特教學(xue)校入(ru)學(xue)、隨(sui)班(ban)就讀、送教上門(men)等工(gong)作(zuo),保障(zhang)殘(can)疾兒童(tong)接受(shou)義務教育權利。落(luo)實(shi)烈(lie)士子女(nv)、符合(he)(he)條件的(de)(de)現役(yi)軍(jun)人子女(nv)、公(gong)安英模(mo)和因公(gong)犧牲或(huo)傷(shang)殘(can)警察、國(guo)家綜合(he)(he)性消防(fang)救援隊伍人員子女(nv)及(ji)其他符合(he)(he)規(gui)定的(de)(de)各類優撫(fu)對(dui)象(xiang)教育優待政策。用好(hao)管(guan)好(hao)“重慶市義務教育控輟(chuo)保學(xue)動態管(guan)理平臺(tai)”,對(dui)招(zhao)生(sheng)入(ru)學(xue)工(gong)作(zuo)實(shi)施臺(tai)賬化精(jing)準控輟(chuo)。
四、強化保障,確保招生工作穩步推進
(一)加強組織領導。各區縣教(jiao)育(yu)(yu)部門在(zai)當(dang)地區縣黨(dang)委(wei)(wei)政府的領導(dao)下,要不(bu)折(zhe)不(bu)扣落實(shi)中央要求,壓實(shi)屬地管理(li)責任(ren),成立中小(xiao)(xiao)學招(zhao)生(sheng)工作(zuo)領導(dao)小(xiao)(xiao)組,堅持公開、公平、公正(zheng)的原(yuan)則,對(dui)中小(xiao)(xiao)學招(zhao)生(sheng)入(ru)(ru)學工作(zuo)早謀劃、早啟動、早安排,切實(shi)履行好對(dui)招(zhao)生(sheng)入(ru)(ru)學工作(zuo)的管理(li)、指導(dao)、監督(du)和檢查(cha)職責。各區縣要結合實(shi)際,根據市(shi)教(jiao)委(wei)(wei)當(dang)年印發的關于做好義務教(jiao)育(yu)(yu)招(zhao)生(sheng)入(ru)(ru)學工作(zuo)的通知,研究制定本地普通中小(xiao)(xiao)學招(zhao)生(sheng)入(ru)(ru)學工作(zuo)實(shi)施(shi)方案,嚴格審(shen)核屬地民辦(ban)學校招(zhao)生(sheng)計劃,報當(dang)地黨(dang)委(wei)(wei)政府同意后實(shi)施(shi),實(shi)施(shi)方案同時報市(shi)教(jiao)委(wei)(wei)備案。要按(an)照屬地管理(li)和“誰(shui)(shui)(shui)審(shen)批誰(shui)(shui)(shui)管理(li)、誰(shui)(shui)(shui)主管誰(shui)(shui)(shui)負(fu)責、誰(shui)(shui)(shui)舉辦(ban)誰(shui)(shui)(shui)負(fu)責”的原(yuan)則,切實(shi)執(zhi)行好國家(jia)和我市(shi)義務教(jiao)育(yu)(yu)招(zhao)生(sheng)入(ru)(ru)學工作(zuo)政策,采(cai)取有力措施(shi)確保招(zhao)生(sheng)工作(zuo)平穩(wen)有序(xu)。
(二)嚴肅招生紀律。嚴(yan)(yan)禁(jin)(jin)(jin)民辦義(yi)務教育學(xue)(xue)(xue)(xue)(xue)校(xiao)無計(ji)劃、超計(ji)劃組(zu)織(zhi)招生(sheng);嚴(yan)(yan)禁(jin)(jin)(jin)自(zi)行組(zu)織(zhi)或與(yu)(yu)(yu)社(she)會培訓機構(gou)聯合組(zu)織(zhi)以(yi)選(xuan)拔生(sheng)源為目(mu)的的各類(lei)考試、面試,或采用(yong)社(she)會培訓機構(gou)自(zi)行組(zu)織(zhi)的各類(lei)考試結(jie)果;嚴(yan)(yan)禁(jin)(jin)(jin)提前組(zu)織(zhi)招生(sheng),變相“掐尖”選(xuan)生(sheng)源;嚴(yan)(yan)禁(jin)(jin)(jin)公辦學(xue)(xue)(xue)(xue)(xue)校(xiao)與(yu)(yu)(yu)民辦學(xue)(xue)(xue)(xue)(xue)校(xiao)混合招生(sheng)、混合編班;嚴(yan)(yan)禁(jin)(jin)(jin)以(yi)高額物質獎勵(li)、虛假宣(xuan)傳等(deng)不正當手段(duan)招攬生(sheng)源;嚴(yan)(yan)禁(jin)(jin)(jin)任何學(xue)(xue)(xue)(xue)(xue)校(xiao)收(shou)取或變相收(shou)取與(yu)(yu)(yu)入學(xue)(xue)(xue)(xue)(xue)掛鉤的“捐(juan)資助學(xue)(xue)(xue)(xue)(xue)款”;嚴(yan)(yan)禁(jin)(jin)(jin)以(yi)各類(lei)競賽(sai)證書、學(xue)(xue)(xue)(xue)(xue)科競賽(sai)成績(ji)或考級證明等(deng)作(zuo)為招生(sheng)依(yi)據;嚴(yan)(yan)禁(jin)(jin)(jin)分(fen)班考試或設立任何名義(yi)的重點班、快(kuai)慢(man)班;嚴(yan)(yan)禁(jin)(jin)(jin)出(chu)現(xian)人籍分(fen)離、空(kong)掛學(xue)(xue)(xue)(xue)(xue)籍、學(xue)(xue)(xue)(xue)(xue)籍造(zao)假等(deng)現(xian)象,不得為違(wei)規(gui)跨區域招收(shou)的學(xue)(xue)(xue)(xue)(xue)生(sheng)和違(wei)規(gui)轉學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生(sheng)辦理學(xue)(xue)(xue)(xue)(xue)籍轉接。
(三)強化監督檢查。嚴格執行教(jiao)育(yu)(yu)部(bu)(bu)關于中(zhong)(zhong)小學(xue)(xue)(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)的(de)“十(shi)項禁(jin)令”。義(yi)務教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)不(bu)得以“國(guo)(guo)際部(bu)(bu)”“國(guo)(guo)際課程班(ban)”“境外(wai)班(ban)”等名義(yi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。加(jia)強(qiang)對(dui)招(zhao)(zhao)(zhao)收外(wai)籍人員子女(nv)的(de)國(guo)(guo)際學(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管(guan)理,不(bu)得擅自招(zhao)(zhao)(zhao)收中(zhong)(zhong)國(guo)(guo)籍學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。各(ge)區(qu)縣(xian)要充分發揮紀(ji)(ji)檢監察機關(派駐(zhu)紀(ji)(ji)檢監察組)的(de)監督(du)(du)職(zhi)責,暢通(tong)舉報(bao)和(he)(he)(he)(he)申訴受理渠道(dao),加(jia)強(qiang)監管(guan)力度,建立切實有效的(de)監管(guan)機制(zhi),向社(she)會(hui)公布教(jiao)育(yu)(yu)部(bu)(bu)門的(de)紀(ji)(ji)檢監督(du)(du)電話,主(zhu)動接受社(she)會(hui)監督(du)(du)。各(ge)義(yi)務教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)嚴禁(jin)向社(she)會(hui)公布未經區(qu)縣(xian)教(jiao)育(yu)(yu)部(bu)(bu)門審(shen)查備案的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)簡(jian)章、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)廣告(gao)和(he)(he)(he)(he)自主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方(fang)案,嚴禁(jin)虛(xu)假宣傳、欺騙(pian)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)和(he)(he)(he)(he)家長。各(ge)區(qu)縣(xian)教(jiao)育(yu)(yu)部(bu)(bu)門要加(jia)強(qiang)對(dui)民(min)辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)簡(jian)章、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)廣告(gao)、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方(fang)案、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃等監管(guan);在(zai)統一招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)前(qian),通(tong)過政務信息公開(kai)、媒體宣傳、學(xue)(xue)(xue)(xue)校(xiao)(xiao)網站等方(fang)式向社(she)會(hui)統一發布招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)簡(jian)章、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)時(shi)(shi)間(jian)、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方(fang)式等信息,供學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)和(he)(he)(he)(he)家長參考和(he)(he)(he)(he)選擇。各(ge)區(qu)縣(xian)教(jiao)育(yu)(yu)督(du)(du)導(dao)部(bu)(bu)門要將中(zhong)(zhong)小學(xue)(xue)(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)工(gong)作納入責任(ren)督(du)(du)學(xue)(xue)(xue)(xue)日(ri)常督(du)(du)導(dao)范圍(wei),適時(shi)(shi)對(dui)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)政策落實情況開(kai)展(zhan)督(du)(du)導(dao)。
(四)嚴懲違規行為。根(gen)據《中(zhong)華人(ren)(ren)民共和國義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)法》《中(zhong)華人(ren)(ren)民共和國民辦(ban)教(jiao)(jiao)育(yu)(yu)促(cu)進法》等有(you)關(guan)(guan)法律規(gui)定(ding),進一步(bu)健全違(wei)規(gui)招(zhao)(zhao)(zhao)生(sheng)查(cha)處和責(ze)(ze)(ze)任追究機(ji)制(zhi),及時制(zhi)止和糾正(zheng)違(wei)規(gui)行(xing)(xing)為,并(bing)視情節輕重,予(yu)以(yi)處理,確保中(zhong)央(yang)決策部署(shu)落地落實。對(dui)(dui)違(wei)規(gui)招(zhao)(zhao)(zhao)生(sheng)的(de)(de)(de)學(xue)校及屬地教(jiao)(jiao)育(yu)(yu)部門主要負(fu)責(ze)(ze)(ze)人(ren)(ren)、分管負(fu)責(ze)(ze)(ze)人(ren)(ren)和經辦(ban)人(ren)(ren)員要予(yu)以(yi)約談、通(tong)(tong)報批評(ping),對(dui)(dui)相關(guan)(guan)學(xue)校及個(ge)人(ren)(ren)取(qu)消(xiao)當(dang)年評(ping)先評(ping)優資格(ge)。對(dui)(dui)違(wei)規(gui)招(zhao)(zhao)(zhao)生(sheng)造成惡劣影響(xiang)的(de)(de)(de),按(an)規(gui)定(ding)追究相關(guan)(guan)責(ze)(ze)(ze)任人(ren)(ren)責(ze)(ze)(ze)任。因違(wei)規(gui)招(zhao)(zhao)(zhao)生(sheng)被教(jiao)(jiao)育(yu)(yu)部門通(tong)(tong)報的(de)(de)(de)民辦(ban)學(xue)校,年檢一律作為不(bu)合(he)格(ge)處理,限期(qi)(qi)整改(gai),按(an)照不(bu)低于10%的(de)(de)(de)比例核(he)減招(zhao)(zhao)(zhao)生(sheng)計劃;拒不(bu)執(zhi)行(xing)(xing)改(gai)正(zheng)的(de)(de)(de),依法依規(gui)處罰,直至吊銷辦(ban)學(xue)許(xu)可證;沒(mei)有(you)取(qu)得(de)辦(ban)學(xue)許(xu)可證的(de)(de)(de)(含籌設期(qi)(qi)間)不(bu)得(de)招(zhao)(zhao)(zhao)生(sheng)。市(shi)教(jiao)(jiao)委(wei)將(jiang)繼續把規(gui)范中(zhong)小學(xue)招(zhao)(zhao)(zhao)生(sheng)行(xing)(xing)為納入對(dui)(dui)區縣黨政領(ling)導干部履行(xing)(xing)教(jiao)(jiao)育(yu)(yu)職責(ze)(ze)(ze)督導考核(he),對(dui)(dui)造成惡劣社會影響(xiang)的(de)(de)(de),將(jiang)依規(gui)依紀依法嚴肅追責(ze)(ze)(ze)問責(ze)(ze)(ze)。
(五)加強宣傳引導。強(qiang)化市、區縣(xian)、學校(xiao)上下聯動和(he)部門協同(tong)(tong),統籌做(zuo)好義(yi)務教(jiao)育招(zhao)生制度(du)改革(ge)(ge)的(de)(de)宣(xuan)傳工作。充分(fen)利用區域內主流媒(mei)體、區縣(xian)和(he)學校(xiao)微(wei)信公眾平臺等(deng),堅持正面發聲,讓(rang)廣大群眾充分(fen)理解(jie)(jie)中央精神(shen)、教(jiao)育部要(yao)(yao)求和(he)重慶方案,形成社會(hui)理解(jie)(jie)、家長(chang)理解(jie)(jie)、學生理解(jie)(jie)的(de)(de)普遍(bian)認同(tong)(tong)。加強(qiang)信息溝(gou)通,發揮教(jiao)師(shi)與學生、家長(chang)直(zhi)接聯系的(de)(de)優勢(shi),深入解(jie)(jie)讀闡釋義(yi)務教(jiao)育招(zhao)生制度(du)改革(ge)(ge)的(de)(de)重要(yao)(yao)意義(yi)、政策(ce)措施和(he)具體安排,消除學生和(he)家長(chang)的(de)(de)焦慮(lv)心理,努(nu)力營造社會(hui)各界廣泛理解(jie)(jie)、大力支持和(he)積(ji)極參(can)與的(de)(de)良好氛圍(wei)。
