為完善招生(sheng)制度,規(gui)(gui)范教(jiao)育(yu)(yu)秩(zhi)序,促(cu)進(jin)教(jiao)育(yu)(yu)公平,營造良好教(jiao)育(yu)(yu)生(sheng)態,推進(jin)義務(wu)教(jiao)育(yu)(yu)持續健康深入發展。重(zhong)慶(qing)市(shi)教(jiao)育(yu)(yu)委員會發布了(le)關于(yu)規(gui)(gui)范義務(wu)教(jiao)育(yu)(yu)學校招生(sheng)入學工(gong)作的(de)實施意見以及關于(yu)做好2021年義務(wu)教(jiao)育(yu)(yu)招生(sheng)入學工(gong)作的(de)通知(zhi),明確了(le)重(zhong)慶(qing)入學政策。
一、提高認識,高度重視義務教育招生入學工作
《關于深(shen)化(hua)教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)改(gai)革(ge)全面提高義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)質量(liang)的意見》(中(zhong)發〔2019〕26號)文件明(ming)確(que)要(yao)(yao)求(qiu):民(min)(min)辦(ban)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)招生(sheng)(sheng)納入(ru)審批地(di)統(tong)一管理(li),與公(gong)辦(ban)學(xue)(xue)校(xiao)(xiao)同步招生(sheng)(sheng);對報名人(ren)數超(chao)過(guo)招生(sheng)(sheng)計(ji)劃的,實(shi)(shi)行電腦隨(sui)機錄取。這是(shi)黨(dang)中(zhong)央、國(guo)務(wu)(wu)(wu)院(yuan)以人(ren)民(min)(min)為中(zhong)心,深(shen)化(hua)關鍵領(ling)域改(gai)革(ge),完(wan)善(shan)招生(sheng)(sheng)制度,規(gui)(gui)(gui)范(fan)辦(ban)學(xue)(xue)行為的重大舉措,是(shi)緩(huan)解(jie)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)階段擇校(xiao)(xiao)熱、遏制掐尖現(xian)象、治(zhi)(zhi)理(li)校(xiao)(xiao)外培訓機構亂象的正確(que)決策,是(shi)改(gai)革(ge)民(min)(min)辦(ban)學(xue)(xue)校(xiao)(xiao)招生(sheng)(sheng)、促(cu)進(jin)公(gong)民(min)(min)辦(ban)學(xue)(xue)校(xiao)(xiao)協調(diao)發展的重要(yao)(yao)部署(shu),對依法治(zhi)(zhi)教(jiao)(jiao)、完(wan)善(shan)現(xian)代教(jiao)(jiao)育(yu)(yu)治(zhi)(zhi)理(li)體系具(ju)有重大戰略意義(yi)。各(ge)區(qu)縣(xian)(自治(zhi)(zhi)縣(xian),以下(xia)簡稱(cheng)區(qu)縣(xian))教(jiao)(jiao)育(yu)(yu)部門(men)要(yao)(yao)高度重視,深(shen)刻領(ling)會黨(dang)中(zhong)央、國(guo)務(wu)(wu)(wu)院(yuan)有關要(yao)(yao)求(qiu)的精神(shen)實(shi)(shi)質,堅(jian)持黨(dang)的教(jiao)(jiao)育(yu)(yu)方(fang)針,落實(shi)(shi)立(li)德樹人(ren)根本任務(wu)(wu)(wu),嚴格執行中(zhong)發〔2019〕26號文件相關規(gui)(gui)(gui)定,積(ji)極作(zuo)為,完(wan)善(shan)招生(sheng)(sheng)制度,規(gui)(gui)(gui)范(fan)教(jiao)(jiao)育(yu)(yu)秩序,著力解(jie)決招生(sheng)(sheng)工作(zuo)中(zhong)的頑瘴痼疾(ji),促(cu)進(jin)教(jiao)(jiao)育(yu)(yu)公(gong)平(ping),營(ying)造良好(hao)(hao)教(jiao)(jiao)育(yu)(yu)生(sheng)(sheng)態,推進(jin)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)持續健康深(shen)入(ru)發展,努(nu)力辦(ban)好(hao)(hao)人(ren)民(min)(min)滿意的教(jiao)(jiao)育(yu)(yu)。
二、把握原則,創建公平和諧招生環境
(一)堅持同步同權,共同發展。2020年(nian)起,實行(xing)全市公辦(ban)、民(min)辦(ban)義(yi)務教育學校同(tong)(tong)步發(fa)(fa)布(bu)招(zhao)(zhao)生計劃、同(tong)(tong)步信(xin)息登(deng)記、同(tong)(tong)步網上(shang)報(bao)名(ming)、同(tong)(tong)步審核報(bao)名(ming)材(cai)料、同(tong)(tong)步開展(zhan)(zhan)(zhan)招(zhao)(zhao)生錄取等(deng),公辦(ban)、民(min)辦(ban)義(yi)務教育學校享有同(tong)(tong)樣(yang)權利,履行(xing)同(tong)(tong)樣(yang)義(yi)務,實現共(gong)同(tong)(tong)發(fa)(fa)展(zhan)(zhan)(zhan)。完(wan)善公辦(ban)和民(min)辦(ban)義(yi)務教育招(zhao)(zhao)生制(zhi)度,構(gou)建一視同(tong)(tong)仁、平等(deng)發(fa)(fa)展(zhan)(zhan)(zhan)、公民(min)辦(ban)義(yi)務教育學校互不享有招(zhao)(zhao)生特權的(de)良性發(fa)(fa)展(zhan)(zhan)(zhan)機制(zhi)。
(二)堅持破立并舉,提升質量。全面貫(guan)徹(che)中(zhong)央提出的“嚴禁(jin)以各(ge)類考(kao)試、競賽、培訓(xun)成(cheng)(cheng)績或證書證明(ming)等作(zuo)為(wei)招生(sheng)(sheng)(sheng)(sheng)依(yi)據,不得以面試、評測等名義選拔學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)”要求(qiu),建立規范招生(sheng)(sheng)(sheng)(sheng)制(zhi)度,破除跨區域掐(qia)尖招生(sheng)(sheng)(sheng)(sheng)、義務教(jiao)(jiao)育(yu)(yu)考(kao)試招生(sheng)(sheng)(sheng)(sheng)、義務教(jiao)(jiao)育(yu)(yu)招生(sheng)(sheng)(sheng)(sheng)錄取與社會(hui)培訓(xun)機構或各(ge)類競賽考(kao)試證書掛鉤等突出問題,根治民辦(ban)學(xue)(xue)校(xiao)招生(sheng)(sheng)(sheng)(sheng)亂象(xiang)。堅持規范行為(wei)與提升質(zhi)(zhi)量并重,狠抓(zhua)教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)質(zhi)(zhi)量提升,著力辦(ban)好(hao)百(bai)姓身邊的每一所學(xue)(xue)校(xiao),從(cong)根本上解決招生(sheng)(sheng)(sheng)(sheng)工作(zuo)中(zhong)的難點和堵點,形成(cheng)(cheng)良好(hao)教(jiao)(jiao)育(yu)(yu)生(sheng)(sheng)(sheng)(sheng)態環境(jing),推進義務教(jiao)(jiao)育(yu)(yu)優(you)質(zhi)(zhi)均(jun)衡發展。
(三)堅持公開公平,保障權益。完(wan)善義(yi)務(wu)(wu)教育陽光招(zhao)生(sheng)工作機制,實行義(yi)務(wu)(wu)教育招(zhao)生(sheng)政策全(quan)(quan)公(gong)(gong)(gong)開(kai),招(zhao)生(sheng)所有環節全(quan)(quan)公(gong)(gong)(gong)示,招(zhao)生(sheng)流程(cheng)多方代表人員全(quan)(quan)參(can)與,切實加強招(zhao)生(sheng)監(jian)督監(jian)管,規(gui)范招(zhao)生(sheng)行為,保障招(zhao)生(sheng)機會(hui)公(gong)(gong)(gong)平(ping)、程(cheng)序公(gong)(gong)(gong)開(kai)、結果公(gong)(gong)(gong)正。
三、抓住關鍵,細化招生入學工作措施
完善義務教育招(zhao)生制度是在教育部(bu)統一部(bu)署下實(shi)(shi)施的一項齊步走行動,全(quan)國(guo)各省市(shi)同(tong)步執(zhi)行落(luo)實(shi)(shi),不搞分(fen)步實(shi)(shi)施。各區縣教育部(bu)門(men)要履行好(hao)屬地管理主體(ti)責任,抓住(zhu)關(guan)鍵環節,積(ji)極(ji)作為,精準施策,確保黨中(zhong)央(yang)、國(guo)務院部(bu)署和要求(qiu)落(luo)實(shi)(shi)到位。
(一)明確主體責任,核定招生計劃。義務教(jiao)育(yu)階(jie)段學(xue)(xue)校(xiao)(xiao)招(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)(xue)工作(zuo)由區(qu)(qu)(qu)縣教(jiao)育(yu)部(bu)門負責,在市教(jiao)委指導和區(qu)(qu)(qu)縣黨委政府領導下進(jin)行。各(ge)區(qu)(qu)(qu)縣教(jiao)育(yu)部(bu)門按(an)照市教(jiao)委實施意見,針(zhen)對轄(xia)區(qu)(qu)(qu)內(nei)招(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo)實際(ji),制定本(ben)區(qu)(qu)(qu)縣中(zhong)小學(xue)(xue)招(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo)實施細(xi)則(ze),在每(mei)個工作(zuo)流程和細(xi)節上(shang)做到(dao)精準施策。公(gong)辦(ban)(ban)(ban)中(zhong)小學(xue)(xue)繼續堅(jian)持免試就(jiu)近劃片招(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)(xue),合(he)理規劃,堅(jian)決杜絕新增大班額。各(ge)區(qu)(qu)(qu)縣教(jiao)育(yu)部(bu)門要結合(he)學(xue)(xue)校(xiao)(xiao)辦(ban)(ban)(ban)學(xue)(xue)規模、辦(ban)(ban)(ban)學(xue)(xue)條(tiao)件和招(zhao)生(sheng)(sheng)(sheng)(sheng)類(lei)別,科學(xue)(xue)核定公(gong)辦(ban)(ban)(ban)、民辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)招(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃,于招(zhao)生(sheng)(sheng)(sheng)(sheng)工作(zuo)啟動前向社(she)會公(gong)布。要嚴格(ge)核定各(ge)民辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)承接政府購買服務、小區(qu)(qu)(qu)配套學(xue)(xue)校(xiao)(xiao)業主(zhu)子(zi)女、九年一貫制直升初中(zhong)、小語種學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)、舉(ju)辦(ban)(ban)(ban)者子(zi)女等類(lei)別招(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃。義務教(jiao)育(yu)學(xue)(xue)籍系統將嚴格(ge)按(an)照招(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃注(zhu)冊(ce)學(xue)(xue)籍,嚴禁超計(ji)(ji)劃招(zhao)生(sheng)(sheng)(sheng)(sheng)。
(二)確定招生范圍,做好工作安排。各(ge)區(qu)縣(xian)教育(yu)部門要根據區(qu)縣(xian)域內適(shi)齡兒童少年人數(shu)、學(xue)(xue)校(xiao)(xiao)分(fen)布、學(xue)(xue)校(xiao)(xiao)規模、班(ban)額規定(ding)(ding)、交通狀況等因素,按(an)照確(que)(que)(que)保公(gong)平和(he)免試(shi)就近(jin)入(ru)學(xue)(xue)的(de)(de)原則,科學(xue)(xue)合理(li)制(zhi)定(ding)(ding)本(ben)地公(gong)辦(ban)義務(wu)教育(yu)學(xue)(xue)校(xiao)(xiao)學(xue)(xue)區(qu)劃分(fen)方(fang)案,確(que)(que)(que)保義務(wu)教育(yu)免試(shi)就近(jin)入(ru)學(xue)(xue)政策全覆(fu)蓋。片區(qu)劃定(ding)(ding)后要保持相對(dui)穩(wen)定(ding)(ding),確(que)(que)(que)需調整時要按(an)照依法(fa)治(zhi)理(li)的(de)(de)思(si)路和(he)辦(ban)法(fa)審慎論證、廣泛(fan)聽取各(ge)方(fang)意(yi)見,并報當地黨委政府(fu)同意(yi)。民(min)辦(ban)義務(wu)教育(yu)學(xue)(xue)校(xiao)(xiao)招(zhao)生納入(ru)審批(pi)地統(tong)一(yi)管理(li),具體招(zhao)生范(fan)圍、對(dui)象等由所在轄(xia)區(qu)教育(yu)部門予以確(que)(que)(que)定(ding)(ding),有寄宿條件的(de)(de)民(min)辦(ban)學(xue)(xue)校(xiao)(xiao)可適(shi)當擴大(da)招(zhao)生范(fan)圍。平穩(wen)實施民(min)辦(ban)一(yi)貫(guan)制(zhi)學(xue)(xue)校(xiao)(xiao)直(zhi)升(sheng)(sheng)錄(lu)取。民(min)辦(ban)九年一(yi)貫(guan)制(zhi)學(xue)(xue)校(xiao)(xiao)可設(she)置小(xiao)升(sheng)(sheng)初本(ben)校(xiao)(xiao)免試(shi)直(zhi)升(sheng)(sheng)計劃和(he)校(xiao)(xiao)外(wai)招(zhao)生計劃,如本(ben)校(xiao)(xiao)直(zhi)升(sheng)(sheng)意(yi)愿(yuan)人數(shu)大(da)于免試(shi)直(zhi)升(sheng)(sheng)計劃數(shu),將由所在區(qu)縣(xian)教育(yu)行政部門實施電腦搖號隨(sui)機錄(lu)取。
(三)統一報名時間,規范信息采集。全(quan)市所(suo)有義務教(jiao)育(yu)階(jie)段(duan)的公(gong)辦(ban)、民辦(ban)中小學(xue)(xue)校(xiao)按(an)(an)照統(tong)(tong)一時間進(jin)行報(bao)(bao)名(ming)(ming)。市教(jiao)委將開(kai)啟“重慶市義務教(jiao)育(yu)階(jie)段(duan)學(xue)(xue)校(xiao)入學(xue)(xue)報(bao)(bao)名(ming)(ming)信息(xi)采集(ji)系統(tong)(tong)”。符合入學(xue)(xue)條件的適(shi)齡兒童(tong)家長,按(an)(an)照區縣(xian)教(jiao)育(yu)部門公(gong)布的本轄區義務教(jiao)育(yu)招生入學(xue)(xue)政(zheng)策、工作安排、報(bao)(bao)名(ming)(ming)程序等相關信息(xi)進(jin)行網上信息(xi)采集(ji)。學(xue)(xue)生可選擇一所(suo)民辦(ban)學(xue)(xue)校(xiao)報(bao)(bao)名(ming)(ming),公(gong)辦(ban)、民辦(ban)學(xue)(xue)校(xiao)不(bu)能兼報(bao)(bao)。
(四)開展同步招生,公開公平錄取。將民(min)(min)(min)辦(ban)(ban)(ban)義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)生納入審批地統一(yi)(yi)管理,與公(gong)(gong)(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)同(tong)步(bu)招(zhao)生。全市義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)階段的(de)公(gong)(gong)(gong)辦(ban)(ban)(ban)、民(min)(min)(min)辦(ban)(ban)(ban)中小學(xue)(xue)(xue)(xue)(xue)于(yu)每年6月20日同(tong)步(bu)開(kai)(kai)展招(zhao)生錄(lu)取(qu)工作(zuo)。民(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)按招(zhao)生計劃實施(shi)分(fen)類報(bao)(bao)名(ming)、分(fen)類錄(lu)取(qu)。報(bao)(bao)名(ming)人數小于(yu)或等于(yu)招(zhao)生計劃,采(cai)取(qu)登記注(zhu)冊方(fang)式直接(jie)錄(lu)取(qu);報(bao)(bao)名(ming)人數超過招(zhao)生計劃的(de),由區縣教(jiao)(jiao)育(yu)部門(men)統一(yi)(yi)組織電腦隨機(ji)搖(yao)(yao)號(hao),全程接(jie)受(shou)社會監督。市教(jiao)(jiao)委將進(jin)(jin)(jin)一(yi)(yi)步(bu)完善(shan)“重慶(qing)市義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)階段學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)入學(xue)(xue)(xue)(xue)(xue)報(bao)(bao)名(ming)信息采(cai)集系(xi)統”,統一(yi)(yi)開(kai)(kai)發電腦隨機(ji)搖(yao)(yao)號(hao)錄(lu)取(qu)軟件,供(gong)各區縣教(jiao)(jiao)育(yu)部門(men)統一(yi)(yi)使用。民(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)電腦搖(yao)(yao)號(hao)和公(gong)(gong)(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)首次錄(lu)取(qu)同(tong)時進(jin)(jin)(jin)行。電腦隨機(ji)派位搖(yao)(yao)號(hao)完成后,學(xue)(xue)(xue)(xue)(xue)生家長可登錄(lu)義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)信息采(cai)集系(xi)統查詢。經(jing)搖(yao)(yao)號(hao)錄(lu)取(qu)的(de)學(xue)(xue)(xue)(xue)(xue)生須(xu)在規(gui)定(ding)(ding)時間內進(jin)(jin)(jin)行確認(ren);未確認(ren)的(de),視為自(zi)動放棄(qi)。未被民(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)錄(lu)取(qu)的(de)學(xue)(xue)(xue)(xue)(xue)生,回(hui)到公(gong)(gong)(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)錄(lu)取(qu)體系(xi),按相關規(gui)定(ding)(ding)由區縣教(jiao)(jiao)育(yu)部門(men)統籌安排,保證公(gong)(gong)(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)“兜底”,防止學(xue)(xue)(xue)(xue)(xue)生輟學(xue)(xue)(xue)(xue)(xue)。
(五)關注特殊群體,保障入學權益。各區縣教(jiao)(jiao)(jiao)(jiao)育(yu)部門(men)要堅持“兩為主、兩納(na)入(ru)”,加(jia)快(kuai)建立以(yi)居(ju)住(zhu)證(zheng)為主要依(yi)據的(de)(de)義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)隨(sui)遷子(zi)女(nv)入(ru)學(xue)政策,確(que)保符(fu)合(he)(he)國家《居(ju)住(zhu)證(zheng)暫行條例(li)》基本(ben)要求的(de)(de)隨(sui)遷子(zi)女(nv)應入(ru)盡入(ru)。根據殘疾(ji)兒童實際,安排好特(te)教(jiao)(jiao)(jiao)(jiao)學(xue)校(xiao)入(ru)學(xue)、隨(sui)班(ban)就讀、送教(jiao)(jiao)(jiao)(jiao)上門(men)等工作,保障殘疾(ji)兒童接受義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)權利。落實烈(lie)士子(zi)女(nv)、符(fu)合(he)(he)條件的(de)(de)現役(yi)軍人子(zi)女(nv)、公安英模和(he)因公犧牲或傷殘警察、國家綜合(he)(he)性消防救援(yuan)隊伍人員子(zi)女(nv)及其他符(fu)合(he)(he)規定的(de)(de)各類優撫對(dui)象教(jiao)(jiao)(jiao)(jiao)育(yu)優待政策。用好管好“重慶市義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)控輟保學(xue)動(dong)態管理平臺(tai)(tai)”,對(dui)招(zhao)生入(ru)學(xue)工作實施臺(tai)(tai)賬化精準(zhun)控輟。
四、強化保障,確保招生工作穩步推進
(一)加強組織領導。各區縣(xian)教(jiao)育部門在(zai)當(dang)地(di)(di)區縣(xian)黨(dang)委(wei)政府(fu)的(de)(de)領導(dao)下,要不(bu)折不(bu)扣落實中央要求,壓實屬(shu)地(di)(di)管(guan)(guan)理責(ze)(ze)任,成立中小學(xue)招(zhao)生(sheng)工(gong)(gong)作(zuo)領導(dao)小組,堅持公(gong)開、公(gong)平(ping)、公(gong)正的(de)(de)原(yuan)則(ze),對中小學(xue)招(zhao)生(sheng)入(ru)學(xue)工(gong)(gong)作(zuo)早(zao)(zao)謀劃(hua)、早(zao)(zao)啟動、早(zao)(zao)安排(pai),切實履行(xing)好對招(zhao)生(sheng)入(ru)學(xue)工(gong)(gong)作(zuo)的(de)(de)管(guan)(guan)理、指(zhi)導(dao)、監督和檢查職責(ze)(ze)。各區縣(xian)要結合實際,根據市(shi)教(jiao)委(wei)當(dang)年印發的(de)(de)關于做好義務教(jiao)育招(zhao)生(sheng)入(ru)學(xue)工(gong)(gong)作(zuo)的(de)(de)通(tong)知,研究制定本地(di)(di)普通(tong)中小學(xue)招(zhao)生(sheng)入(ru)學(xue)工(gong)(gong)作(zuo)實施方案(an),嚴格審核屬(shu)地(di)(di)民辦學(xue)校招(zhao)生(sheng)計劃(hua),報(bao)當(dang)地(di)(di)黨(dang)委(wei)政府(fu)同意后實施,實施方案(an)同時報(bao)市(shi)教(jiao)委(wei)備案(an)。要按照屬(shu)地(di)(di)管(guan)(guan)理和“誰審批誰管(guan)(guan)理、誰主管(guan)(guan)誰負責(ze)(ze)、誰舉(ju)辦誰負責(ze)(ze)”的(de)(de)原(yuan)則(ze),切實執行(xing)好國家(jia)和我市(shi)義務教(jiao)育招(zhao)生(sheng)入(ru)學(xue)工(gong)(gong)作(zuo)政策,采取有(you)力措施確保招(zhao)生(sheng)工(gong)(gong)作(zuo)平(ping)穩有(you)序。
(二)嚴肅招生紀律。嚴(yan)(yan)(yan)(yan)禁(jin)民辦(ban)義(yi)務教育學(xue)(xue)(xue)校(xiao)無計劃、超計劃組(zu)(zu)織(zhi)(zhi)招(zhao)生(sheng);嚴(yan)(yan)(yan)(yan)禁(jin)自(zi)行組(zu)(zu)織(zhi)(zhi)或(huo)與(yu)社會培訓機構聯合組(zu)(zu)織(zhi)(zhi)以選拔(ba)生(sheng)源(yuan)為(wei)目的(de)的(de)各類考(kao)試、面試,或(huo)采用社會培訓機構自(zi)行組(zu)(zu)織(zhi)(zhi)的(de)各類考(kao)試結(jie)果(guo);嚴(yan)(yan)(yan)(yan)禁(jin)提前組(zu)(zu)織(zhi)(zhi)招(zhao)生(sheng),變(bian)相“掐(qia)尖(jian)”選生(sheng)源(yuan);嚴(yan)(yan)(yan)(yan)禁(jin)公辦(ban)學(xue)(xue)(xue)校(xiao)與(yu)民辦(ban)學(xue)(xue)(xue)校(xiao)混(hun)合招(zhao)生(sheng)、混(hun)合編班(ban);嚴(yan)(yan)(yan)(yan)禁(jin)以高額物質獎勵、虛假宣傳(chuan)等(deng)不(bu)正當手(shou)段招(zhao)攬生(sheng)源(yuan);嚴(yan)(yan)(yan)(yan)禁(jin)任何學(xue)(xue)(xue)校(xiao)收(shou)取或(huo)變(bian)相收(shou)取與(yu)入(ru)學(xue)(xue)(xue)掛鉤的(de)“捐資助學(xue)(xue)(xue)款”;嚴(yan)(yan)(yan)(yan)禁(jin)以各類競賽證書、學(xue)(xue)(xue)科競賽成績或(huo)考(kao)級(ji)證明等(deng)作為(wei)招(zhao)生(sheng)依據;嚴(yan)(yan)(yan)(yan)禁(jin)分(fen)班(ban)考(kao)試或(huo)設立任何名義(yi)的(de)重點班(ban)、快慢班(ban);嚴(yan)(yan)(yan)(yan)禁(jin)出現人籍分(fen)離、空(kong)掛學(xue)(xue)(xue)籍、學(xue)(xue)(xue)籍造假等(deng)現象,不(bu)得為(wei)違規(gui)跨(kua)區(qu)域招(zhao)收(shou)的(de)學(xue)(xue)(xue)生(sheng)和違規(gui)轉(zhuan)學(xue)(xue)(xue)學(xue)(xue)(xue)生(sheng)辦(ban)理(li)學(xue)(xue)(xue)籍轉(zhuan)接。
(三)強化監督檢查。嚴(yan)(yan)格執行教(jiao)育(yu)部(bu)關于中小(xiao)學(xue)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)的(de)“十項(xiang)禁令”。義務教(jiao)育(yu)學(xue)校(xiao)(xiao)不得以“國(guo)(guo)際(ji)部(bu)”“國(guo)(guo)際(ji)課程班”“境外班”等(deng)名義招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。加(jia)強對(dui)招(zhao)(zhao)收(shou)外籍(ji)人(ren)員子女的(de)國(guo)(guo)際(ji)學(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管(guan)理,不得擅自(zi)(zi)招(zhao)(zhao)收(shou)中國(guo)(guo)籍(ji)學(xue)生(sheng)(sheng)(sheng)(sheng)。各區縣要(yao)充(chong)分發(fa)揮紀(ji)檢(jian)(jian)監(jian)察(cha)機關(派駐(zhu)紀(ji)檢(jian)(jian)監(jian)察(cha)組(zu))的(de)監(jian)督(du)(du)(du)職責(ze),暢通舉報(bao)和(he)申(shen)訴受理渠(qu)道,加(jia)強監(jian)管(guan)力度,建(jian)立切(qie)實有效的(de)監(jian)管(guan)機制,向(xiang)社會(hui)公(gong)布教(jiao)育(yu)部(bu)門的(de)紀(ji)檢(jian)(jian)監(jian)督(du)(du)(du)電(dian)話,主動接受社會(hui)監(jian)督(du)(du)(du)。各義務教(jiao)育(yu)學(xue)校(xiao)(xiao)嚴(yan)(yan)禁向(xiang)社會(hui)公(gong)布未經區縣教(jiao)育(yu)部(bu)門審查(cha)備(bei)案的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)簡(jian)章、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)廣(guang)告(gao)和(he)自(zi)(zi)主招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)案,嚴(yan)(yan)禁虛(xu)假宣傳(chuan)、欺騙學(xue)生(sheng)(sheng)(sheng)(sheng)和(he)家長。各區縣教(jiao)育(yu)部(bu)門要(yao)加(jia)強對(dui)民辦學(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)簡(jian)章、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)廣(guang)告(gao)、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)案、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃等(deng)監(jian)管(guan);在統(tong)一招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)前,通過政(zheng)務信息公(gong)開、媒體宣傳(chuan)、學(xue)校(xiao)(xiao)網(wang)站等(deng)方(fang)式向(xiang)社會(hui)統(tong)一發(fa)布招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)簡(jian)章、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時(shi)間、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)式等(deng)信息,供學(xue)生(sheng)(sheng)(sheng)(sheng)和(he)家長參考和(he)選擇。各區縣教(jiao)育(yu)督(du)(du)(du)導部(bu)門要(yao)將中小(xiao)學(xue)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)工(gong)作納(na)入責(ze)任督(du)(du)(du)學(xue)日常督(du)(du)(du)導范圍(wei),適時(shi)對(dui)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)政(zheng)策落(luo)實情況開展督(du)(du)(du)導。
(四)嚴懲違規行為。根(gen)據《中(zhong)華(hua)人(ren)(ren)(ren)民(min)共和國義(yi)務教育(yu)法》《中(zhong)華(hua)人(ren)(ren)(ren)民(min)共和國民(min)辦(ban)(ban)教育(yu)促進法》等有(you)關(guan)(guan)法律(lv)規(gui)定,進一步健全違(wei)(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)查處(chu)和責(ze)(ze)任追究(jiu)機制,及時制止和糾正違(wei)(wei)規(gui)行為,并視情(qing)節輕重(zhong),予以處(chu)理,確保中(zhong)央決策部(bu)(bu)署落地落實。對(dui)(dui)違(wei)(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)(de)學(xue)(xue)校及屬地教育(yu)部(bu)(bu)門(men)主要(yao)負責(ze)(ze)人(ren)(ren)(ren)、分管負責(ze)(ze)人(ren)(ren)(ren)和經辦(ban)(ban)人(ren)(ren)(ren)員要(yao)予以約談、通(tong)報(bao)批評(ping),對(dui)(dui)相(xiang)關(guan)(guan)學(xue)(xue)校及個人(ren)(ren)(ren)取消(xiao)當年評(ping)先評(ping)優資格。對(dui)(dui)違(wei)(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)造成惡劣(lie)(lie)影響的(de)(de),按規(gui)定追究(jiu)相(xiang)關(guan)(guan)責(ze)(ze)任人(ren)(ren)(ren)責(ze)(ze)任。因違(wei)(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)被教育(yu)部(bu)(bu)門(men)通(tong)報(bao)的(de)(de)民(min)辦(ban)(ban)學(xue)(xue)校,年檢一律(lv)作為不合格處(chu)理,限期整改,按照不低(di)于10%的(de)(de)比(bi)例核(he)減招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃;拒不執行改正的(de)(de),依(yi)(yi)法依(yi)(yi)規(gui)處(chu)罰,直至吊(diao)銷辦(ban)(ban)學(xue)(xue)許可證;沒有(you)取得辦(ban)(ban)學(xue)(xue)許可證的(de)(de)(含籌(chou)設期間)不得招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。市教委將(jiang)繼(ji)續把規(gui)范中(zhong)小學(xue)(xue)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行為納入對(dui)(dui)區縣黨政領(ling)導干部(bu)(bu)履行教育(yu)職責(ze)(ze)督(du)導考(kao)核(he),對(dui)(dui)造成惡劣(lie)(lie)社會影響的(de)(de),將(jiang)依(yi)(yi)規(gui)依(yi)(yi)紀依(yi)(yi)法嚴(yan)肅追責(ze)(ze)問責(ze)(ze)。
(五)加強宣傳引導。強化市、區(qu)(qu)縣、學(xue)(xue)(xue)校上下(xia)聯(lian)動和部(bu)門協同(tong),統籌做好義(yi)務教育招(zhao)生(sheng)(sheng)制(zhi)度改革的(de)(de)宣傳工作。充(chong)分(fen)(fen)利(li)用(yong)區(qu)(qu)域內主流媒體、區(qu)(qu)縣和學(xue)(xue)(xue)校微信(xin)(xin)公眾(zhong)平臺等,堅(jian)持(chi)正面發聲,讓(rang)廣(guang)大群(qun)眾(zhong)充(chong)分(fen)(fen)理解(jie)中央精神、教育部(bu)要求(qiu)和重慶方案,形成社(she)會理解(jie)、家(jia)長(chang)理解(jie)、學(xue)(xue)(xue)生(sheng)(sheng)理解(jie)的(de)(de)普遍認同(tong)。加強信(xin)(xin)息溝通,發揮教師與學(xue)(xue)(xue)生(sheng)(sheng)、家(jia)長(chang)直接聯(lian)系的(de)(de)優勢(shi),深(shen)入解(jie)讀闡釋義(yi)務教育招(zhao)生(sheng)(sheng)制(zhi)度改革的(de)(de)重要意義(yi)、政策措施和具體安排,消除學(xue)(xue)(xue)生(sheng)(sheng)和家(jia)長(chang)的(de)(de)焦慮心(xin)理,努(nu)力營(ying)造(zao)社(she)會各界廣(guang)泛(fan)理解(jie)、大力支(zhi)持(chi)和積極參與的(de)(de)良(liang)好氛(fen)圍。
