近(jin)年來,普通(tong)(tong)中小(xiao)學(xue)(xue)招生入(ru)(ru)學(xue)(xue)改(gai)革(ge)(ge)穩步推(tui)進(jin),取得了(le)重要階段性(xing)成果和歷史(shi)性(xing)突破,有效緩解了(le)“擇校(xiao)熱”,對規范教(jiao)(jiao)育(yu)(yu)秩序、營造良(liang)好教(jiao)(jiao)育(yu)(yu)生態發揮(hui)了(le)重要作用。為深入(ru)(ru)貫徹黨的十九(jiu)大(da)精神,落實全國教(jiao)(jiao)育(yu)(yu)大(da)會部署(shu),進(jin)一(yi)步鞏(gong)固成果、深化(hua)改(gai)革(ge)(ge),促進(jin)教(jiao)(jiao)育(yu)(yu)公(gong)平,提(ti)高教(jiao)(jiao)育(yu)(yu)質量(liang),現就做好2019年普通(tong)(tong)中小(xiao)學(xue)(xue)招生入(ru)(ru)學(xue)(xue)工作通(tong)(tong)知如下。
一、依法(fa)(fa)保(bao)障(zhang)適齡(ling)兒童少年入(ru)學(xue)(xue)。各(ge)地要(yao)(yao)(yao)嚴(yan)(yan)格落(luo)實《義(yi)務(wu)教育(yu)(yu)法(fa)(fa)》《未(wei)(wei)成(cheng)(cheng)年人(ren)(ren)保(bao)護(hu)法(fa)(fa)》等法(fa)(fa)律(lv)規定(ding)(ding),切實保(bao)障(zhang)適齡(ling)兒童少年接受義(yi)務(wu)教育(yu)(yu)的權利。適齡(ling)兒童少年因身體狀況需要(yao)(yao)(yao)延(yan)緩入(ru)學(xue)(xue)或(huo)(huo)者休學(xue)(xue)的,其父(fu)母或(huo)(huo)者其他(ta)法(fa)(fa)定(ding)(ding)監護(hu)人(ren)(ren)應當提出申請,報(bao)當地縣(xian)級人(ren)(ren)民政(zheng)府教育(yu)(yu)行(xing)政(zheng)部門備(bei)案。各(ge)地要(yao)(yao)(yao)切實履行(xing)義(yi)務(wu)教育(yu)(yu)控輟(chuo)保(bao)學(xue)(xue)法(fa)(fa)定(ding)(ding)職責,按照(zhao)法(fa)(fa)律(lv)規定(ding)(ding)和(he)國家有(you)關要(yao)(yao)(yao)求,建立(li)失學(xue)(xue)輟(chuo)學(xue)(xue)適齡(ling)兒童工作臺帳,認真(zhen)落(luo)實聯(lian)控聯(lian)保(bao)工作機制,確保(bao)做好(hao)控輟(chuo)保(bao)學(xue)(xue)工作。各(ge)地要(yao)(yao)(yao)認真(zhen)排查(cha)并嚴(yan)(yan)厲查(cha)處社(she)會培訓(xun)機構以“國學(xue)(xue)班”“讀經班”“私塾”等形式替(ti)代(dai)義(yi)務(wu)教育(yu)(yu)的非法(fa)(fa)辦學(xue)(xue)行(xing)為。父(fu)母或(huo)(huo)者其他(ta)法(fa)(fa)定(ding)(ding)監護(hu)人(ren)(ren)無正當理由(you)未(wei)(wei)送(song)適齡(ling)兒童少年入(ru)學(xue)(xue)接受義(yi)務(wu)教育(yu)(yu)或(huo)(huo)造成(cheng)(cheng)輟(chuo)學(xue)(xue),情節(jie)嚴(yan)(yan)重或(huo)(huo)構成(cheng)(cheng)犯罪的,依法(fa)(fa)追究法(fa)(fa)律(lv)責任。
二、全面落實義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)免(mian)試(shi)就近(jin)(jin)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)規定(ding)。按(an)照(zhao)“學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)劃(hua)(hua)(hua)(hua)片招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)(sheng)(sheng)源(yuan)(yuan)就近(jin)(jin)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)”的(de)總體(ti)目標(biao),根據(ju)縣域(yu)內適齡學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)人數(shu)、學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)分(fen)(fen)布、學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)規模、交通狀(zhuang)況等因素,為每(mei)所(suo)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)科學(xue)(xue)(xue)(xue)(xue)(xue)劃(hua)(hua)(hua)(hua)定(ding)服務(wu)片區范(fan)(fan)圍,確(que)保義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)免(mian)試(shi)就近(jin)(jin)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)政(zheng)策全覆(fu)蓋。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)數(shu)量較多的(de)區縣要(yao)合理(li)劃(hua)(hua)(hua)(hua)分(fen)(fen)學(xue)(xue)(xue)(xue)(xue)(xue)區范(fan)(fan)圍,確(que)保各學(xue)(xue)(xue)(xue)(xue)(xue)區之間優質教(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)(yuan)大致均衡。片區或學(xue)(xue)(xue)(xue)(xue)(xue)區確(que)定(ding)后,應(ying)在一(yi)段時期內保持相對(dui)穩定(ding),重新(xin)劃(hua)(hua)(hua)(hua)分(fen)(fen)調整時要(yao)慎重穩妥(tuo),認真做(zuo)好學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)家(jia)長工(gong)作。教(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)(yuan)不(bu)夠均衡的(de)地(di)方(fang)(fang),穩妥(tuo)實施多校(xiao)劃(hua)(hua)(hua)(hua)片,采(cai)(cai)取(qu)隨(sui)機(ji)派位方(fang)(fang)式(shi)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)。小學(xue)(xue)(xue)(xue)(xue)(xue)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)一(yi)般采(cai)(cai)取(qu)登記入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue),初中入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)一(yi)般采(cai)(cai)取(qu)登記或對(dui)口(kou)直升方(fang)(fang)式(shi)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue),按(an)照(zhao)強弱結合原則(ze)合理(li)調配對(dui)口(kou)直升的(de)初中和(he)小學(xue)(xue)(xue)(xue)(xue)(xue),保障(zhang)教(jiao)(jiao)(jiao)育(yu)(yu)機(ji)會(hui)公平。所(suo)有公辦(ban)(ban)、民辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)都要(yao)嚴格遵(zun)守(shou)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)免(mian)試(shi)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)規定(ding)。各地(di)要(yao)規范(fan)(fan)民辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)管理(li),將民辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)納入(ru)(ru)審批地(di)統一(yi)管理(li),與公辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)同步招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),不(bu)得以任何形式(shi)提前選擇生(sheng)(sheng)(sheng)(sheng)(sheng)源(yuan)(yuan),堅決防止對(dui)生(sheng)(sheng)(sheng)(sheng)(sheng)源(yuan)(yuan)地(di)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)秩序造(zao)成沖擊。對(dui)報(bao)名人數(shu)超過招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)(hua)(hua)的(de)民辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao),引導學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)采(cai)(cai)取(qu)電腦隨(sui)機(ji)派位方(fang)(fang)式(shi)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。
三(san)、嚴(yan)(yan)(yan)格(ge)規范(fan)普(pu)通(tong)高(gao)(gao)中(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)行(xing)為(wei)。各地要(yao)統(tong)籌考慮(lv)普(pu)及高(gao)(gao)中(zhong)階段(duan)教育和(he)(he)普(pu)職招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)規模大(da)體相當的要(yao)求,根據學校(xiao)布局和(he)(he)辦(ban)學條件,合理確(que)定(ding)(ding)普(pu)通(tong)高(gao)(gao)中(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃并(bing)嚴(yan)(yan)(yan)格(ge)執(zhi)行(xing)。規范(fan)普(pu)通(tong)高(gao)(gao)中(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)理,所有學校(xiao)(含民(min)(min)辦(ban)高(gao)(gao)中(zhong))要(yao)嚴(yan)(yan)(yan)格(ge)按照規定(ding)(ding)的招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方式進行(xing)統(tong)一(yi)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)(yan)(yan)禁(jin)違(wei)規爭搶生(sheng)(sheng)(sheng)源、“掐尖”招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、跨(kua)區(qu)域招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、超(chao)計劃招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)和(he)(he)提(ti)前招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。嚴(yan)(yan)(yan)格(ge)公參(can)民(min)(min)學校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)理,嚴(yan)(yan)(yan)禁(jin)民(min)(min)辦(ban)學校(xiao)與公辦(ban)學校(xiao)混合招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。完善優質(zhi)(zhi)普(pu)通(tong)高(gao)(gao)中(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)指(zhi)標分配到初中(zhong)學校(xiao)政策,確(que)保名額分配比例不(bu)低于50%,并(bing)進一(yi)步提(ti)高(gao)(gao)農村學校(xiao)和(he)(he)薄弱學校(xiao)升入優質(zhi)(zhi)高(gao)(gao)中(zhong)比例。規范(fan)普(pu)通(tong)高(gao)(gao)中(zhong)自(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),學校(xiao)須在中(zhong)考結(jie)束后,嚴(yan)(yan)(yan)格(ge)按照自(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)辦(ban)法和(he)(he)程(cheng)序組織(zhi)自(zi)主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),并(bing)主(zhu)動(dong)公開招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的各環節和(he)(he)錄取結(jie)果。
四(si)、扎實(shi)做(zuo)好中(zhong)考(kao)(kao)(kao)(kao)組織(zhi)(zhi)管(guan)(guan)理(li)(li)工(gong)(gong)作(zuo)。各地要按(an)照教育部關于推進(jin)高(gao)(gao)中(zhong)階段(duan)學(xue)校(xiao)考(kao)(kao)(kao)(kao)試招(zhao)生(sheng)(sheng)制(zhi)度改革的(de)統一(yi)(yi)部署,深入推進(jin)中(zhong)考(kao)(kao)(kao)(kao)改革,突(tu)出素質(zhi)教育導向,努力提高(gao)(gao)命(ming)題質(zhi)量,積極探索基于初中(zhong)學(xue)業水(shui)平考(kao)(kao)(kao)(kao)試成(cheng)績(ji)、結合綜(zong)合素質(zhi)評(ping)(ping)價的(de)招(zhao)生(sheng)(sheng)錄取(qu)模式,扭(niu)轉唯(wei)分數(shu)的(de)考(kao)(kao)(kao)(kao)試招(zhao)生(sheng)(sheng)評(ping)(ping)價導向。要進(jin)一(yi)(yi)步建立健(jian)全(quan)(quan)考(kao)(kao)(kao)(kao)務管(guan)(guan)理(li)(li)制(zhi)度,加強從命(ming)題、制(zhi)卷(juan)(juan)、運送、保(bao)管(guan)(guan)、分發、施考(kao)(kao)(kao)(kao)到評(ping)(ping)卷(juan)(juan)全(quan)(quan)過程管(guan)(guan)理(li)(li),認(ren)真檢查外語(yu)聽力設(she)備(bei)和(he)閱卷(juan)(juan)設(she)備(bei),明(ming)確考(kao)(kao)(kao)(kao)試組織(zhi)(zhi)、閱卷(juan)(juan)評(ping)(ping)分、招(zhao)生(sheng)(sheng)管(guan)(guan)理(li)(li)等機構和(he)人(ren)員的(de)職責,簽訂工(gong)(gong)作(zuo)責任書,確保(bao)責任落實(shi)到崗(gang)到人(ren)。加強試卷(juan)(juan)評(ping)(ping)分復核(he)工(gong)(gong)作(zuo)管(guan)(guan)理(li)(li),明(ming)確每個(ge)學(xue)科試卷(juan)(juan)抽樣復核(he)的(de)具體數(shu)量和(he)比例,并嚴(yan)格按(an)照規定(ding)程序(xu)進(jin)行復核(he)。2019年5月底前,各地要全(quan)(quan)面開(kai)展一(yi)(yi)次中(zhong)考(kao)(kao)(kao)(kao)考(kao)(kao)(kao)(kao)務管(guan)(guan)理(li)(li)排(pai)查,切實(shi)排(pai)除各類(lei)風險隱(yin)患,確保(bao)考(kao)(kao)(kao)(kao)務組織(zhi)(zhi)管(guan)(guan)理(li)(li)工(gong)(gong)作(zuo)安全(quan)(quan)有(you)序(xu)。
五、規(gui)(gui)范特(te)殊類(lei)型(xing)招(zhao)(zhao)生(sheng)(sheng)。繼續壓縮義務(wu)教(jiao)(jiao)育學(xue)校(xiao)(xiao)特(te)長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)規(gui)(gui)模(mo),至2020年(nian)取(qu)(qu)消各(ge)類(lei)特(te)長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)。義務(wu)教(jiao)(jiao)育學(xue)校(xiao)(xiao)要(yao)嚴(yan)(yan)格(ge)(ge)落實均衡編班(ban)(ban)規(gui)(gui)定,按課(ke)程標準嚴(yan)(yan)格(ge)(ge)執行(xing)(xing)零起點教(jiao)(jiao)學(xue)要(yao)求,小學(xue)一(yi)年(nian)級設置(zhi)過渡性活(huo)動課(ke)程,注重(zhong)做好幼小銜(xian)接。義務(wu)教(jiao)(jiao)育學(xue)校(xiao)(xiao)不(bu)得以“國(guo)際(ji)部(bu)(bu)”“國(guo)際(ji)課(ke)程班(ban)(ban)”“境外班(ban)(ban)”等名義招(zhao)(zhao)生(sheng)(sheng)。普(pu)通高(gao)中舉辦(ban)的各(ge)類(lei)實驗班(ban)(ban)、試點班(ban)(ban),由主管(guan)教(jiao)(jiao)育行(xing)(xing)政部(bu)(bu)門重(zhong)新登記(ji),報省級教(jiao)(jiao)育行(xing)(xing)政部(bu)(bu)門備(bei)案(an),要(yao)嚴(yan)(yan)格(ge)(ge)控制(zhi)規(gui)(gui)模(mo),健全科學(xue)公(gong)開公(gong)正的選拔機制(zhi),加強(qiang)跟蹤研究和階(jie)段(duan)性評估(gu)。嚴(yan)(yan)格(ge)(ge)規(gui)(gui)范公(gong)辦(ban)普(pu)通高(gao)中“國(guo)際(ji)部(bu)(bu)”(或“境外課(ke)程班(ban)(ban)”)招(zhao)(zhao)生(sheng)(sheng)行(xing)(xing)為(wei),納入統一(yi)招(zhao)(zhao)生(sheng)(sheng)管(guan)理,實行(xing)(xing)計劃單列,錄取(qu)(qu)分數(shu)應達到同批(pi)次學(xue)校(xiao)(xiao)錄取(qu)(qu)要(yao)求,學(xue)生(sheng)(sheng)就讀期(qi)間不(bu)得轉入普(pu)通班(ban)(ban)級。加強(qiang)外籍人員子(zi)女學(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)管(guan)理,不(bu)得招(zhao)(zhao)收中國(guo)籍學(xue)生(sheng)(sheng)。
六(liu)、保障特殊群體接(jie)受(shou)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)。健全以居住證為主(zhu)要(yao)依據的隨遷(qian)子(zi)(zi)女(nv)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)入(ru)(ru)學(xue)(xue)(xue)政策(ce),落實(shi)隨遷(qian)子(zi)(zi)女(nv)接(jie)受(shou)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)后在(zai)(zai)(zai)(zai)流(liu)入(ru)(ru)地參(can)加中考政策(ce)。實(shi)行(xing)隨遷(qian)子(zi)(zi)女(nv)積分(fen)(fen)制入(ru)(ru)學(xue)(xue)(xue)的地方(fang),要(yao)合(he)理設置積分(fen)(fen)條件,確保符合(he)國家《居住證暫行(xing)條例》基本要(yao)求的隨遷(qian)子(zi)(zi)女(nv)能(neng)夠應(ying)入(ru)(ru)盡入(ru)(ru)。流(liu)入(ru)(ru)地公(gong)辦義(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)校(xiao)(xiao)要(yao)對(dui)符合(he)條件的隨遷(qian)子(zi)(zi)女(nv)開放(fang),避(bi)免將隨遷(qian)子(zi)(zi)女(nv)集中在(zai)(zai)(zai)(zai)少(shao)數學(xue)(xue)(xue)校(xiao)(xiao)。要(yao)堅持(chi)以公(gong)辦學(xue)(xue)(xue)校(xiao)(xiao)為主(zhu)安(an)排(pai)隨遷(qian)子(zi)(zi)女(nv)就(jiu)(jiu)(jiu)學(xue)(xue)(xue),對(dui)于公(gong)辦學(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)位不足的可以通過政府購(gou)買服務(wu)(wu)(wu)方(fang)式(shi)安(an)排(pai)在(zai)(zai)(zai)(zai)民辦學(xue)(xue)(xue)校(xiao)(xiao)就(jiu)(jiu)(jiu)讀。隨遷(qian)子(zi)(zi)女(nv)回戶籍所在(zai)(zai)(zai)(zai)地學(xue)(xue)(xue)校(xiao)(xiao)就(jiu)(jiu)(jiu)讀的,當地教(jiao)(jiao)(jiao)育(yu)行(xing)政部門(men)應(ying)依法(fa)予(yu)以統(tong)籌安(an)排(pai)。轉(zhuan)入(ru)(ru)學(xue)(xue)(xue)校(xiao)(xiao)應(ying)在(zai)(zai)(zai)(zai)全國中小學(xue)(xue)(xue)生學(xue)(xue)(xue)籍管理信(xin)息系(xi)統(tong)中轉(zhuan)接(jie)學(xue)(xue)(xue)生學(xue)(xue)(xue)籍,轉(zhuan)入(ru)(ru)、轉(zhuan)出學(xue)(xue)(xue)校(xiao)(xiao)和雙方(fang)學(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)籍主(zhu)管部門(men)應(ying)當分(fen)(fen)別在(zai)(zai)(zai)(zai)10個工作日內(nei)完成學(xue)(xue)(xue)生學(xue)(xue)(xue)籍轉(zhuan)接(jie)。積極推進融合(he)教(jiao)(jiao)(jiao)育(yu),依法(fa)保障能(neng)夠接(jie)受(shou)普通教(jiao)(jiao)(jiao)育(yu)的適齡殘疾兒童少(shao)年就(jiu)(jiu)(jiu)近就(jiu)(jiu)(jiu)便隨班就(jiu)(jiu)(jiu)讀。對(dui)烈士子(zi)(zi)女(nv)、符合(he)條件的現役軍(jun)人子(zi)(zi)女(nv)、公(gong)安(an)英模和因公(gong)犧牲傷殘警(jing)察子(zi)(zi)女(nv)及其他各類(lei)優(you)撫對(dui)象(xiang),各地要(yao)細化(hua)入(ru)(ru)學(xue)(xue)(xue)操作程(cheng)序(xu),落實(shi)教(jiao)(jiao)(jiao)育(yu)優(you)待(dai)政策(ce)。
七、建立招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)工作預(yu)警制度。縣級(ji)教(jiao)(jiao)育(yu)行(xing)政(zheng)部門要(yao)加(jia)強(qiang)對學(xue)齡人口(kou)變(bian)化趨(qu)勢的(de)(de)預(yu)測分析,出現常住人口(kou)中(zhong)(zhong)適(shi)齡兒(er)童逐年增(zeng)加(jia)、學(xue)位供(gong)給緊張的(de)(de)情(qing)況,及時向社會發(fa)布預(yu)警提示,合理(li)(li)引導(dao)家長預(yu)期,同時加(jia)快學(xue)校(xiao)規劃(hua)建設,有(you)效增(zeng)加(jia)學(xue)位供(gong)給。招(zhao)生(sheng)(sheng)(sheng)期間對區域內存在大班(ban)(ban)額學(xue)校(xiao)進行(xing)預(yu)警提示,確保(bao)中(zhong)(zhong)小學(xue)校(xiao)起始(shi)年級(ji)嚴格按照國家規定標準班(ban)(ban)額招(zhao)生(sheng)(sheng)(sheng),堅決防(fang)止(zhi)產生(sheng)(sheng)(sheng)新的(de)(de)大班(ban)(ban)額。強(qiang)化義(yi)務教(jiao)(jiao)育(yu)政(zheng)府保(bao)障(zhang)責任(ren),省級(ji)教(jiao)(jiao)育(yu)督(du)導(dao)部門要(yao)督(du)促民辦義(yi)務教(jiao)(jiao)育(yu)招(zhao)生(sheng)(sheng)(sheng)規模占比偏(pian)高的(de)(de)地方切實履行(xing)政(zheng)府職責,增(zeng)加(jia)公辦學(xue)校(xiao)資源供(gong)給,合理(li)(li)調整招(zhao)生(sheng)(sheng)(sheng)計劃(hua),堅決防(fang)止(zhi)將政(zheng)府舉辦義(yi)務教(jiao)(jiao)育(yu)的(de)(de)責任(ren)推向市場。
八、落實(shi)“十(shi)項嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)”紀律要求。嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)無計(ji)劃、超計(ji)劃組(zu)(zu)織(zhi)(zhi)招(zhao)(zhao)生(sheng),招(zhao)(zhao)生(sheng)結(jie)束后,學(xue)(xue)校(xiao)(xiao)不(bu)得(de)擅自招(zhao)(zhao)收已被其他(ta)學(xue)(xue)校(xiao)(xiao)錄(lu)取的(de)(de)學(xue)(xue)生(sheng);嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)自行(xing)(xing)組(zu)(zu)織(zhi)(zhi)或(huo)與社會培(pei)訓機(ji)構聯合組(zu)(zu)織(zhi)(zhi)以(yi)(yi)選(xuan)拔生(sheng)源(yuan)(yuan)為目(mu)的(de)(de)的(de)(de)各(ge)(ge)類考試,或(huo)采用社會培(pei)訓機(ji)構自行(xing)(xing)組(zu)(zu)織(zhi)(zhi)的(de)(de)各(ge)(ge)類考試結(jie)果;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)提(ti)前組(zu)(zu)織(zhi)(zhi)招(zhao)(zhao)生(sheng),變相“掐尖”選(xuan)生(sheng)源(yuan)(yuan);嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)公(gong)辦學(xue)(xue)校(xiao)(xiao)與民辦學(xue)(xue)校(xiao)(xiao)混合招(zhao)(zhao)生(sheng)、混合編班(ban);嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)以(yi)(yi)高額物(wu)質獎勵、虛假宣傳(chuan)等(deng)不(bu)正當手段(duan)招(zhao)(zhao)攬生(sheng)源(yuan)(yuan);嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)任何學(xue)(xue)校(xiao)(xiao)收取或(huo)變相收取與入學(xue)(xue)掛鉤的(de)(de)“捐(juan)資助學(xue)(xue)款”;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)義(yi)(yi)務(wu)教育階段(duan)學(xue)(xue)校(xiao)(xiao)以(yi)(yi)各(ge)(ge)類競賽證(zheng)書(shu)、學(xue)(xue)科競賽成績(ji)或(huo)考級證(zheng)明等(deng)作為招(zhao)(zhao)生(sheng)依據;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)義(yi)(yi)務(wu)教育階段(duan)學(xue)(xue)校(xiao)(xiao)設立任何名義(yi)(yi)的(de)(de)重點班(ban)、快慢(man)班(ban);嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)初高中學(xue)(xue)校(xiao)(xiao)對(dui)(dui)學(xue)(xue)生(sheng)進(jin)行(xing)(xing)中高考成績(ji)排名、宣傳(chuan)中高考狀(zhuang)元和升學(xue)(xue)率,教育行(xing)(xing)政部門(men)也不(bu)得(de)對(dui)(dui)學(xue)(xue)校(xiao)(xiao)中高考情況進(jin)行(xing)(xing)排名,以(yi)(yi)及向學(xue)(xue)校(xiao)(xiao)提(ti)供非本校(xiao)(xiao)的(de)(de)中高考成績(ji)數據;嚴(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)出現人籍分(fen)離、空掛學(xue)(xue)籍、學(xue)(xue)籍造(zao)假等(deng)現象,不(bu)得(de)為違規跨區域招(zhao)(zhao)收的(de)(de)學(xue)(xue)生(sheng)和違規轉學(xue)(xue)學(xue)(xue)生(sheng)辦理學(xue)(xue)籍轉接。
九、嚴格執(zhi)紀(ji)問(wen)責。各(ge)地要完(wan)善招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管理(li)辦法,建立招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍(wei)、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)和(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)結果(guo)(guo)公示(shi)制度,健(jian)全違(wei)規招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)查(cha)處(chu)(chu)和(he)責任追究機制,暢通(tong)舉報和(he)申訴受理(li)渠道,主動接受社(she)會(hui)監督(du)(du)。招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)結束后,按(an)照隸(li)屬關系,教育部門要組織開(kai)展逐校排查(cha)工作(zuo)(zuo),重點排查(cha)曾(ceng)經發生(sheng)(sheng)(sheng)(sheng)違(wei)規招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)學(xue)(xue)(xue)校,及時糾(jiu)正(zheng)和(he)嚴肅查(cha)處(chu)(chu)各(ge)種違(wei)規違(wei)紀(ji)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行為。對(dui)于造(zao)成不良影(ying)響或嚴重后果(guo)(guo)的(de)學(xue)(xue)(xue)校,視(shi)情節(jie)輕重給予約談、通(tong)報批(pi)評、追究相(xiang)關人(ren)員責任、依照有關規定給予減少下(xia)一年(nian)度招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)、停止當年(nian)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)直(zhi)至吊(diao)銷辦學(xue)(xue)(xue)許可證等處(chu)(chu)罰。地方教育督(du)(du)導(dao)部門要將中小(xiao)學(xue)(xue)(xue)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)工作(zuo)(zuo)納入(ru)(ru)責任督(du)(du)學(xue)(xue)(xue)日常督(du)(du)導(dao)范圍(wei),適時對(dui)各(ge)地招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)政策落實情況(kuang)開(kai)展督(du)(du)導(dao)。對(dui)于造(zao)成惡(e)劣社(she)會(hui)影(ying)響的(de)違(wei)規招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行為,列入(ru)(ru)教育部督(du)(du)辦事項,指導(dao)地方嚴肅查(cha)處(chu)(chu)追責 。
十、營造良好(hao)(hao)氛圍(wei)。各地教(jiao)育部門要(yao)與新聞(wen)宣(xuan)傳(chuan)(chuan)部門和(he)(he)(he)有關(guan)單(dan)位通力合(he)作(zuo)(zuo),充(chong)分、深(shen)入(ru)(ru)、細致解讀當地入(ru)(ru)學(xue)政策(ce),著力宣(xuan)傳(chuan)(chuan)促進教(jiao)育公平(ping)的(de)(de)(de)具體舉措,回應人民群眾關(guan)切。引導(dao)(dao)廣大(da)家(jia)(jia)長充(chong)分認(ren)識就(jiu)近入(ru)(ru)學(xue)對于學(xue)生健康成(cheng)長的(de)(de)(de)價值和(he)(he)(he)意(yi)義,樹(shu)立科(ke)學(xue)教(jiao)育觀念(nian),把培養孩子的(de)(de)(de)好(hao)(hao)思想、好(hao)(hao)品行、好(hao)(hao)習慣(guan)作(zuo)(zuo)為家(jia)(jia)庭教(jiao)育的(de)(de)(de)首要(yao)任務,理性幫助(zhu)孩子確定(ding)成(cheng)長目(mu)標,克(ke)服(fu)唯分數、唯升學(xue)的(de)(de)(de)功(gong)利化(hua)傾(qing)向(xiang),避(bi)免盲目(mu)跟風(feng)擇校。深(shen)入(ru)(ru)農(nong)村(cun)貧困地區,積(ji)極宣(xuan)傳(chuan)(chuan)建檔立卡家(jia)(jia)庭經(jing)(jing)濟困難學(xue)生免費政策(ce)和(he)(he)(he)家(jia)(jia)庭經(jing)(jing)濟困難學(xue)生資(zi)助(zhu)政策(ce)。加強(qiang)輿論宣(xuan)傳(chuan)(chuan)引導(dao)(dao),規范新聞(wen)報道,總結(jie)推廣招生入(ru)(ru)學(xue)工作(zuo)(zuo)的(de)(de)(de)先進典型和(he)(he)(he)成(cheng)功(gong)經(jing)(jing)驗(yan),積(ji)極宣(xuan)傳(chuan)(chuan)優(you)質(zhi)均衡發(fa)展成(cheng)效(xiao)和(he)(he)(he)老(lao)百姓身邊的(de)(de)(de)好(hao)(hao)學(xue)校,努力為每名(ming)適齡(ling)兒童少(shao)年接受公平(ping)而有質(zhi)量的(de)(de)(de)教(jiao)育創造條件(jian)。出(chu)臺重大(da)改革舉措前,要(yao)廣泛征(zheng)求群眾意(yi)見,加強(qiang)風(feng)險評估(gu),做好(hao)(hao)輿論引導(dao)(dao),設立必要(yao)的(de)(de)(de)過渡時限,給社會留出(chu)合(he)理的(de)(de)(de)預期時間,確保和(he)(he)(he)諧(xie)穩定(ding)。
