近(jin)年來,普(pu)通(tong)中小學(xue)招生入學(xue)改(gai)革穩步推(tui)進(jin),取得(de)了重(zhong)要階段性(xing)成(cheng)(cheng)果和(he)歷史性(xing)突破(po),有效緩解(jie)了“擇校熱”,對規范教(jiao)育(yu)(yu)(yu)秩(zhi)序(xu)、營(ying)造(zao)良(liang)好教(jiao)育(yu)(yu)(yu)生態發揮(hui)了重(zhong)要作用。為深入貫(guan)徹黨(dang)的十(shi)九大精神,落實全(quan)國教(jiao)育(yu)(yu)(yu)大會(hui)部署(shu),進(jin)一(yi)步鞏固成(cheng)(cheng)果、深化(hua)改(gai)革,促進(jin)教(jiao)育(yu)(yu)(yu)公平,提(ti)高教(jiao)育(yu)(yu)(yu)質量,現(xian)就做好2019年普(pu)通(tong)中小學(xue)招生入學(xue)工(gong)作通(tong)知(zhi)如下。
一(yi)、依(yi)法(fa)(fa)(fa)保障(zhang)(zhang)適(shi)齡兒(er)童(tong)(tong)(tong)少(shao)年(nian)入(ru)學(xue)(xue)(xue)。各(ge)(ge)地(di)(di)要(yao)嚴(yan)格落實(shi)《義(yi)務(wu)(wu)(wu)教(jiao)育法(fa)(fa)(fa)》《未(wei)成年(nian)人(ren)保護法(fa)(fa)(fa)》等法(fa)(fa)(fa)律(lv)規定,切實(shi)保障(zhang)(zhang)適(shi)齡兒(er)童(tong)(tong)(tong)少(shao)年(nian)接受義(yi)務(wu)(wu)(wu)教(jiao)育的(de)權利。適(shi)齡兒(er)童(tong)(tong)(tong)少(shao)年(nian)因身體狀(zhuang)況需要(yao)延(yan)緩入(ru)學(xue)(xue)(xue)或(huo)(huo)者(zhe)休學(xue)(xue)(xue)的(de),其(qi)父母(mu)或(huo)(huo)者(zhe)其(qi)他法(fa)(fa)(fa)定監(jian)護人(ren)應當提出申請,報當地(di)(di)縣級人(ren)民政(zheng)府教(jiao)育行(xing)政(zheng)部門(men)備(bei)案(an)。各(ge)(ge)地(di)(di)要(yao)切實(shi)履行(xing)義(yi)務(wu)(wu)(wu)教(jiao)育控輟(chuo)(chuo)保學(xue)(xue)(xue)法(fa)(fa)(fa)定職(zhi)責(ze),按(an)照法(fa)(fa)(fa)律(lv)規定和國(guo)家有關要(yao)求,建(jian)立失學(xue)(xue)(xue)輟(chuo)(chuo)學(xue)(xue)(xue)適(shi)齡兒(er)童(tong)(tong)(tong)工(gong)作臺帳(zhang),認真落實(shi)聯控聯保工(gong)作機制,確保做好控輟(chuo)(chuo)保學(xue)(xue)(xue)工(gong)作。各(ge)(ge)地(di)(di)要(yao)認真排查并嚴(yan)厲查處(chu)社(she)會培訓(xun)機構(gou)以“國(guo)學(xue)(xue)(xue)班(ban)”“讀經班(ban)”“私塾”等形式替代義(yi)務(wu)(wu)(wu)教(jiao)育的(de)非法(fa)(fa)(fa)辦學(xue)(xue)(xue)行(xing)為。父母(mu)或(huo)(huo)者(zhe)其(qi)他法(fa)(fa)(fa)定監(jian)護人(ren)無正(zheng)當理由(you)未(wei)送適(shi)齡兒(er)童(tong)(tong)(tong)少(shao)年(nian)入(ru)學(xue)(xue)(xue)接受義(yi)務(wu)(wu)(wu)教(jiao)育或(huo)(huo)造成輟(chuo)(chuo)學(xue)(xue)(xue),情節嚴(yan)重或(huo)(huo)構(gou)成犯罪的(de),依(yi)法(fa)(fa)(fa)追究(jiu)法(fa)(fa)(fa)律(lv)責(ze)任。
二(er)、全(quan)面落實義(yi)(yi)務教(jiao)(jiao)育(yu)(yu)免(mian)試(shi)就近(jin)(jin)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)規(gui)定(ding)(ding)。按照“學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校劃(hua)片(pian)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)(sheng)源就近(jin)(jin)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)”的(de)(de)總體(ti)目標(biao),根據縣域內(nei)適齡學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)人(ren)數(shu)、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校分布(bu)、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校規(gui)模、交通狀況(kuang)等因素,為每所(suo)義(yi)(yi)務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校科(ke)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)劃(hua)定(ding)(ding)服務片(pian)區范圍(wei),確(que)保(bao)義(yi)(yi)務教(jiao)(jiao)育(yu)(yu)免(mian)試(shi)就近(jin)(jin)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)政策(ce)全(quan)覆蓋。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校數(shu)量(liang)較多(duo)的(de)(de)區縣要(yao)合理(li)劃(hua)分學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)區范圍(wei),確(que)保(bao)各學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)區之間優質教(jiao)(jiao)育(yu)(yu)資源大致均衡。片(pian)區或學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)區確(que)定(ding)(ding)后(hou),應在一(yi)段時期內(nei)保(bao)持(chi)相對(dui)(dui)(dui)穩(wen)定(ding)(ding),重(zhong)新劃(hua)分調整時要(yao)慎重(zhong)穩(wen)妥,認真(zhen)做好學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)家長工(gong)作。教(jiao)(jiao)育(yu)(yu)資源不夠均衡的(de)(de)地方(fang),穩(wen)妥實施多(duo)校劃(hua)片(pian),采(cai)取(qu)隨(sui)機(ji)(ji)派位(wei)方(fang)式(shi)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)。小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)一(yi)般(ban)采(cai)取(qu)登記入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),初(chu)中入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)一(yi)般(ban)采(cai)取(qu)登記或對(dui)(dui)(dui)口(kou)直(zhi)升方(fang)式(shi)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),按照強(qiang)弱(ruo)結合原(yuan)則合理(li)調配對(dui)(dui)(dui)口(kou)直(zhi)升的(de)(de)初(chu)中和小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),保(bao)障教(jiao)(jiao)育(yu)(yu)機(ji)(ji)會公平。所(suo)有公辦、民(min)(min)辦義(yi)(yi)務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校都要(yao)嚴格遵(zun)守義(yi)(yi)務教(jiao)(jiao)育(yu)(yu)免(mian)試(shi)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)規(gui)定(ding)(ding)。各地要(yao)規(gui)范民(min)(min)辦義(yi)(yi)務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管理(li),將(jiang)民(min)(min)辦義(yi)(yi)務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)納(na)入(ru)(ru)(ru)審批地統一(yi)管理(li),與公辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校同步招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),不得以(yi)任何形式(shi)提前選擇生(sheng)(sheng)(sheng)(sheng)源,堅決(jue)防止(zhi)對(dui)(dui)(dui)生(sheng)(sheng)(sheng)(sheng)源地招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)秩序(xu)造成沖擊。對(dui)(dui)(dui)報名人(ren)數(shu)超過招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)的(de)(de)民(min)(min)辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校,引導學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校采(cai)取(qu)電腦(nao)隨(sui)機(ji)(ji)派位(wei)方(fang)式(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。
三、嚴格規(gui)(gui)范(fan)普(pu)(pu)通(tong)(tong)高中(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)行為(wei)。各地(di)要統(tong)籌考慮普(pu)(pu)及高中(zhong)(zhong)階段教育和(he)(he)普(pu)(pu)職招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)規(gui)(gui)模(mo)大體(ti)相當的要求,根據學(xue)(xue)校(xiao)(xiao)布局(ju)和(he)(he)辦學(xue)(xue)條件,合(he)理確定(ding)(ding)普(pu)(pu)通(tong)(tong)高中(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)并(bing)嚴格執行。規(gui)(gui)范(fan)普(pu)(pu)通(tong)(tong)高中(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管理,所有學(xue)(xue)校(xiao)(xiao)(含民(min)辦高中(zhong)(zhong))要嚴格按照(zhao)規(gui)(gui)定(ding)(ding)的招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)時間(jian)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方式進(jin)行統(tong)一(yi)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),嚴禁(jin)違規(gui)(gui)爭搶生(sheng)(sheng)(sheng)源、“掐尖(jian)”招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、跨區(qu)域招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、超計(ji)(ji)(ji)劃(hua)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)和(he)(he)提(ti)前招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。嚴格公參民(min)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管理,嚴禁(jin)民(min)辦學(xue)(xue)校(xiao)(xiao)與公辦學(xue)(xue)校(xiao)(xiao)混合(he)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。完善優(you)質普(pu)(pu)通(tong)(tong)高中(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)指標分(fen)配到初(chu)中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)政(zheng)策,確保名額分(fen)配比例不低(di)于50%,并(bing)進(jin)一(yi)步提(ti)高農村學(xue)(xue)校(xiao)(xiao)和(he)(he)薄弱學(xue)(xue)校(xiao)(xiao)升入優(you)質高中(zhong)(zhong)比例。規(gui)(gui)范(fan)普(pu)(pu)通(tong)(tong)高中(zhong)(zhong)自(zi)主招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),學(xue)(xue)校(xiao)(xiao)須(xu)在中(zhong)(zhong)考結束后,嚴格按照(zhao)自(zi)主招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)辦法和(he)(he)程序組織自(zi)主招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),并(bing)主動公開招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的各環節和(he)(he)錄取結果。
四、扎實做好(hao)中(zhong)(zhong)考(kao)(kao)(kao)(kao)組(zu)織(zhi)管(guan)理(li)工(gong)作。各地(di)要(yao)按照教育部關于(yu)推進(jin)高中(zhong)(zhong)階段(duan)學校(xiao)考(kao)(kao)(kao)(kao)試(shi)(shi)(shi)招(zhao)生(sheng)制度(du)改革的(de)統一(yi)(yi)部署,深入推進(jin)中(zhong)(zhong)考(kao)(kao)(kao)(kao)改革,突出素(su)質(zhi)教育導向,努力提(ti)高命題質(zhi)量,積極探索基于(yu)初(chu)中(zhong)(zhong)學業水(shui)平考(kao)(kao)(kao)(kao)試(shi)(shi)(shi)成績、結合綜合素(su)質(zhi)評價的(de)招(zhao)生(sheng)錄取(qu)模(mo)式,扭轉唯(wei)分數的(de)考(kao)(kao)(kao)(kao)試(shi)(shi)(shi)招(zhao)生(sheng)評價導向。要(yao)進(jin)一(yi)(yi)步(bu)建立(li)健全(quan)(quan)考(kao)(kao)(kao)(kao)務(wu)管(guan)理(li)制度(du),加(jia)強從命題、制卷(juan)、運送、保(bao)(bao)管(guan)、分發(fa)、施考(kao)(kao)(kao)(kao)到(dao)(dao)評卷(juan)全(quan)(quan)過程管(guan)理(li),認真檢(jian)查(cha)外語聽力設(she)(she)備和(he)閱卷(juan)設(she)(she)備,明確(que)考(kao)(kao)(kao)(kao)試(shi)(shi)(shi)組(zu)織(zhi)、閱卷(juan)評分、招(zhao)生(sheng)管(guan)理(li)等機構(gou)和(he)人(ren)員(yuan)的(de)職責,簽訂工(gong)作責任書,確(que)保(bao)(bao)責任落實到(dao)(dao)崗到(dao)(dao)人(ren)。加(jia)強試(shi)(shi)(shi)卷(juan)評分復核(he)工(gong)作管(guan)理(li),明確(que)每個學科試(shi)(shi)(shi)卷(juan)抽樣復核(he)的(de)具體(ti)數量和(he)比例,并嚴格按照規(gui)定(ding)程序進(jin)行復核(he)。2019年5月(yue)底前,各地(di)要(yao)全(quan)(quan)面開展一(yi)(yi)次(ci)中(zhong)(zhong)考(kao)(kao)(kao)(kao)考(kao)(kao)(kao)(kao)務(wu)管(guan)理(li)排查(cha),切(qie)實排除各類風險(xian)隱患,確(que)保(bao)(bao)考(kao)(kao)(kao)(kao)務(wu)組(zu)織(zhi)管(guan)理(li)工(gong)作安(an)全(quan)(quan)有序。
五(wu)、規范(fan)(fan)特(te)(te)殊(shu)類型招(zhao)(zhao)生(sheng)。繼(ji)續壓縮義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育學(xue)(xue)校(xiao)(xiao)特(te)(te)長生(sheng)招(zhao)(zhao)生(sheng)規模(mo),至2020年(nian)取消各類特(te)(te)長生(sheng)招(zhao)(zhao)生(sheng)。義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育學(xue)(xue)校(xiao)(xiao)要(yao)(yao)嚴(yan)格(ge)落實均衡編班(ban)規定(ding),按課程(cheng)標(biao)準嚴(yan)格(ge)執行(xing)零起點(dian)教(jiao)(jiao)學(xue)(xue)要(yao)(yao)求,小(xiao)學(xue)(xue)一年(nian)級設置過渡性(xing)活動課程(cheng),注重(zhong)做好幼小(xiao)銜接。義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育學(xue)(xue)校(xiao)(xiao)不得以“國(guo)際部”“國(guo)際課程(cheng)班(ban)”“境(jing)外(wai)班(ban)”等名義(yi)招(zhao)(zhao)生(sheng)。普(pu)(pu)通(tong)(tong)高中舉辦(ban)(ban)的(de)(de)各類實驗班(ban)、試(shi)點(dian)班(ban),由主管教(jiao)(jiao)育行(xing)政(zheng)部門重(zhong)新登記,報省級教(jiao)(jiao)育行(xing)政(zheng)部門備案,要(yao)(yao)嚴(yan)格(ge)控制(zhi)規模(mo),健全科(ke)學(xue)(xue)公(gong)開公(gong)正的(de)(de)選拔機制(zhi),加強跟蹤研究和階(jie)段性(xing)評估。嚴(yan)格(ge)規范(fan)(fan)公(gong)辦(ban)(ban)普(pu)(pu)通(tong)(tong)高中“國(guo)際部”(或“境(jing)外(wai)課程(cheng)班(ban)”)招(zhao)(zhao)生(sheng)行(xing)為,納入(ru)(ru)統一招(zhao)(zhao)生(sheng)管理,實行(xing)計劃單列,錄(lu)取分(fen)數應達到同批次學(xue)(xue)校(xiao)(xiao)錄(lu)取要(yao)(yao)求,學(xue)(xue)生(sheng)就讀期間(jian)不得轉入(ru)(ru)普(pu)(pu)通(tong)(tong)班(ban)級。加強外(wai)籍(ji)人員子女學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)管理,不得招(zhao)(zhao)收中國(guo)籍(ji)學(xue)(xue)生(sheng)。
六、保障特殊群體(ti)接受義(yi)務(wu)(wu)(wu)教(jiao)育。健全(quan)以居住證為主要依據的(de)隨(sui)(sui)(sui)遷(qian)(qian)(qian)(qian)(qian)子(zi)(zi)(zi)(zi)(zi)女(nv)義(yi)務(wu)(wu)(wu)教(jiao)育入(ru)學(xue)(xue)(xue)(xue)(xue)政(zheng)策,落(luo)實(shi)(shi)隨(sui)(sui)(sui)遷(qian)(qian)(qian)(qian)(qian)子(zi)(zi)(zi)(zi)(zi)女(nv)接受義(yi)務(wu)(wu)(wu)教(jiao)育后在(zai)流(liu)入(ru)地參加中考政(zheng)策。實(shi)(shi)行隨(sui)(sui)(sui)遷(qian)(qian)(qian)(qian)(qian)子(zi)(zi)(zi)(zi)(zi)女(nv)積分(fen)制(zhi)入(ru)學(xue)(xue)(xue)(xue)(xue)的(de)地方,要合(he)理設置積分(fen)條(tiao)件,確(que)保符(fu)合(he)國家《居住證暫行條(tiao)例》基本要求的(de)隨(sui)(sui)(sui)遷(qian)(qian)(qian)(qian)(qian)子(zi)(zi)(zi)(zi)(zi)女(nv)能夠(gou)應入(ru)盡入(ru)。流(liu)入(ru)地公辦(ban)義(yi)務(wu)(wu)(wu)教(jiao)育學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要對符(fu)合(he)條(tiao)件的(de)隨(sui)(sui)(sui)遷(qian)(qian)(qian)(qian)(qian)子(zi)(zi)(zi)(zi)(zi)女(nv)開放,避(bi)免將隨(sui)(sui)(sui)遷(qian)(qian)(qian)(qian)(qian)子(zi)(zi)(zi)(zi)(zi)女(nv)集中在(zai)少數(shu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)。要堅持以公辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)為主安(an)排隨(sui)(sui)(sui)遷(qian)(qian)(qian)(qian)(qian)子(zi)(zi)(zi)(zi)(zi)女(nv)就學(xue)(xue)(xue)(xue)(xue),對于公辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)位不(bu)足的(de)可以通(tong)過政(zheng)府(fu)購買服務(wu)(wu)(wu)方式(shi)安(an)排在(zai)民辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)就讀。隨(sui)(sui)(sui)遷(qian)(qian)(qian)(qian)(qian)子(zi)(zi)(zi)(zi)(zi)女(nv)回戶籍所在(zai)地學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)就讀的(de),當地教(jiao)育行政(zheng)部門(men)應依法(fa)予以統籌安(an)排。轉入(ru)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應在(zai)全(quan)國中小(xiao)學(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)籍管(guan)理信息系統中轉接學(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)籍,轉入(ru)、轉出學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)和雙方學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)籍主管(guan)部門(men)應當分(fen)別在(zai)10個工(gong)作(zuo)日內完成學(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)籍轉接。積極推進融合(he)教(jiao)育,依法(fa)保障能夠(gou)接受普通(tong)教(jiao)育的(de)適齡殘疾兒童少年就近就便隨(sui)(sui)(sui)班就讀。對烈(lie)士子(zi)(zi)(zi)(zi)(zi)女(nv)、符(fu)合(he)條(tiao)件的(de)現役軍人子(zi)(zi)(zi)(zi)(zi)女(nv)、公安(an)英模和因公犧牲傷殘警(jing)察子(zi)(zi)(zi)(zi)(zi)女(nv)及其他各(ge)類(lei)優撫對象,各(ge)地要細(xi)化入(ru)學(xue)(xue)(xue)(xue)(xue)操作(zuo)程序,落(luo)實(shi)(shi)教(jiao)育優待政(zheng)策。
七(qi)、建(jian)立(li)招(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)工作(zuo)預警(jing)制度(du)。縣級(ji)(ji)教育(yu)(yu)行(xing)政(zheng)(zheng)部(bu)門要(yao)加(jia)強(qiang)對學(xue)(xue)齡人口變(bian)化(hua)趨勢的(de)預測分析,出(chu)現常住人口中(zhong)適(shi)齡兒童逐年(nian)增(zeng)加(jia)、學(xue)(xue)位(wei)供給(gei)緊張的(de)情(qing)況,及時(shi)向(xiang)社會發(fa)布預警(jing)提示,合理引導(dao)家(jia)長預期(qi),同時(shi)加(jia)快學(xue)(xue)校(xiao)(xiao)規劃建(jian)設,有效增(zeng)加(jia)學(xue)(xue)位(wei)供給(gei)。招(zhao)生(sheng)(sheng)(sheng)期(qi)間(jian)對區域內存(cun)在大班(ban)額學(xue)(xue)校(xiao)(xiao)進行(xing)預警(jing)提示,確(que)保(bao)中(zhong)小學(xue)(xue)校(xiao)(xiao)起始年(nian)級(ji)(ji)嚴(yan)格按照國家(jia)規定標(biao)準班(ban)額招(zhao)生(sheng)(sheng)(sheng),堅決防(fang)止產生(sheng)(sheng)(sheng)新(xin)的(de)大班(ban)額。強(qiang)化(hua)義(yi)務(wu)教育(yu)(yu)政(zheng)(zheng)府(fu)保(bao)障責任,省級(ji)(ji)教育(yu)(yu)督導(dao)部(bu)門要(yao)督促民辦(ban)義(yi)務(wu)教育(yu)(yu)招(zhao)生(sheng)(sheng)(sheng)規模(mo)占(zhan)比偏(pian)高的(de)地方切(qie)實履(lv)行(xing)政(zheng)(zheng)府(fu)職責,增(zeng)加(jia)公(gong)辦(ban)學(xue)(xue)校(xiao)(xiao)資源供給(gei),合理調(diao)整招(zhao)生(sheng)(sheng)(sheng)計劃,堅決防(fang)止將政(zheng)(zheng)府(fu)舉辦(ban)義(yi)務(wu)教育(yu)(yu)的(de)責任推向(xiang)市(shi)場。
八、落實“十項嚴(yan)(yan)(yan)禁”紀律要求。嚴(yan)(yan)(yan)禁無計(ji)劃、超計(ji)劃組(zu)織(zhi)(zhi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)結(jie)束后,學(xue)(xue)校(xiao)(xiao)(xiao)不得擅(shan)自招(zhao)(zhao)(zhao)收(shou)已被其他學(xue)(xue)校(xiao)(xiao)(xiao)錄取(qu)(qu)的(de)(de)(de)學(xue)(xue)生(sheng)(sheng)(sheng);嚴(yan)(yan)(yan)禁自行組(zu)織(zhi)(zhi)或(huo)(huo)與(yu)社會(hui)培訓(xun)機構聯合組(zu)織(zhi)(zhi)以(yi)選拔生(sheng)(sheng)(sheng)源為目的(de)(de)(de)的(de)(de)(de)各類考試(shi),或(huo)(huo)采(cai)用社會(hui)培訓(xun)機構自行組(zu)織(zhi)(zhi)的(de)(de)(de)各類考試(shi)結(jie)果;嚴(yan)(yan)(yan)禁提前組(zu)織(zhi)(zhi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),變相(xiang)“掐尖”選生(sheng)(sheng)(sheng)源;嚴(yan)(yan)(yan)禁公辦學(xue)(xue)校(xiao)(xiao)(xiao)與(yu)民辦學(xue)(xue)校(xiao)(xiao)(xiao)混(hun)合招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、混(hun)合編班(ban);嚴(yan)(yan)(yan)禁以(yi)高額(e)物質獎勵(li)、虛假宣傳(chuan)等不正當手段(duan)招(zhao)(zhao)(zhao)攬(lan)生(sheng)(sheng)(sheng)源;嚴(yan)(yan)(yan)禁任何學(xue)(xue)校(xiao)(xiao)(xiao)收(shou)取(qu)(qu)或(huo)(huo)變相(xiang)收(shou)取(qu)(qu)與(yu)入學(xue)(xue)掛鉤的(de)(de)(de)“捐資助學(xue)(xue)款”;嚴(yan)(yan)(yan)禁義務(wu)教(jiao)(jiao)育階段(duan)學(xue)(xue)校(xiao)(xiao)(xiao)以(yi)各類競(jing)賽證(zheng)書、學(xue)(xue)科(ke)競(jing)賽成(cheng)績(ji)(ji)或(huo)(huo)考級證(zheng)明等作為招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)依據;嚴(yan)(yan)(yan)禁義務(wu)教(jiao)(jiao)育階段(duan)學(xue)(xue)校(xiao)(xiao)(xiao)設立任何名義的(de)(de)(de)重點班(ban)、快慢(man)班(ban);嚴(yan)(yan)(yan)禁初高中學(xue)(xue)校(xiao)(xiao)(xiao)對(dui)(dui)學(xue)(xue)生(sheng)(sheng)(sheng)進行中高考成(cheng)績(ji)(ji)排名、宣傳(chuan)中高考狀元和升學(xue)(xue)率,教(jiao)(jiao)育行政部門也不得對(dui)(dui)學(xue)(xue)校(xiao)(xiao)(xiao)中高考情況進行排名,以(yi)及向學(xue)(xue)校(xiao)(xiao)(xiao)提供非本校(xiao)(xiao)(xiao)的(de)(de)(de)中高考成(cheng)績(ji)(ji)數(shu)據;嚴(yan)(yan)(yan)禁出(chu)現人籍(ji)(ji)分離、空(kong)掛學(xue)(xue)籍(ji)(ji)、學(xue)(xue)籍(ji)(ji)造假等現象,不得為違(wei)(wei)規跨區(qu)域招(zhao)(zhao)(zhao)收(shou)的(de)(de)(de)學(xue)(xue)生(sheng)(sheng)(sheng)和違(wei)(wei)規轉(zhuan)學(xue)(xue)學(xue)(xue)生(sheng)(sheng)(sheng)辦理(li)學(xue)(xue)籍(ji)(ji)轉(zhuan)接。
九、嚴(yan)格(ge)執紀問責(ze)(ze)。各地要(yao)完善招(zhao)(zhao)生(sheng)管理辦(ban)(ban)法(fa),建立招(zhao)(zhao)生(sheng)范圍、招(zhao)(zhao)生(sheng)計(ji)劃和招(zhao)(zhao)生(sheng)結(jie)果公示制(zhi)度,健全違規(gui)招(zhao)(zhao)生(sheng)查(cha)(cha)處和責(ze)(ze)任追究機(ji)制(zhi),暢通舉(ju)報(bao)和申(shen)訴受理渠道,主(zhu)動(dong)接受社會監督。招(zhao)(zhao)生(sheng)結(jie)束后(hou),按照(zhao)隸屬(shu)關系,教(jiao)育(yu)部門要(yao)組織(zhi)開展逐(zhu)校排(pai)查(cha)(cha)工作,重(zhong)點(dian)排(pai)查(cha)(cha)曾經發生(sheng)違規(gui)招(zhao)(zhao)生(sheng)的學校,及時(shi)糾正和嚴(yan)肅查(cha)(cha)處各種違規(gui)違紀招(zhao)(zhao)生(sheng)行(xing)為。對(dui)于造成不良影響或嚴(yan)重(zhong)后(hou)果的學校,視情節(jie)輕重(zhong)給予(yu)約談、通報(bao)批評、追究相關人員責(ze)(ze)任、依照(zhao)有關規(gui)定(ding)給予(yu)減少下一(yi)年度招(zhao)(zhao)生(sheng)計(ji)劃、停(ting)止當年招(zhao)(zhao)生(sheng)直至吊(diao)銷辦(ban)(ban)學許(xu)可證等處罰。地方教(jiao)育(yu)督導部門要(yao)將(jiang)中小學招(zhao)(zhao)生(sheng)入學工作納入責(ze)(ze)任督學日(ri)常(chang)督導范圍,適(shi)時(shi)對(dui)各地招(zhao)(zhao)生(sheng)入學政(zheng)策落實(shi)情況開展督導。對(dui)于造成惡劣(lie)社會影響的違規(gui)招(zhao)(zhao)生(sheng)行(xing)為,列入教(jiao)育(yu)部督辦(ban)(ban)事項,指(zhi)導地方嚴(yan)肅查(cha)(cha)處追責(ze)(ze) 。
十、營造(zao)良好氛圍。各地(di)教(jiao)(jiao)育(yu)部(bu)門要(yao)(yao)與新聞宣(xuan)(xuan)(xuan)傳部(bu)門和(he)有(you)(you)關單位(wei)通力(li)合作(zuo),充(chong)分、深(shen)入(ru)、細致解讀(du)當地(di)入(ru)學(xue)(xue)(xue)政(zheng)策,著力(li)宣(xuan)(xuan)(xuan)傳促(cu)進(jin)教(jiao)(jiao)育(yu)公(gong)平的(de)具體舉措,回應人民群(qun)眾關切(qie)。引導廣(guang)大家(jia)(jia)(jia)長(chang)充(chong)分認(ren)識(shi)就近(jin)入(ru)學(xue)(xue)(xue)對于(yu)學(xue)(xue)(xue)生(sheng)健康成(cheng)(cheng)(cheng)長(chang)的(de)價值和(he)意義,樹立科學(xue)(xue)(xue)教(jiao)(jiao)育(yu)觀念,把(ba)培養(yang)孩子的(de)好思想、好品行、好習(xi)慣作(zuo)為家(jia)(jia)(jia)庭(ting)教(jiao)(jiao)育(yu)的(de)首(shou)要(yao)(yao)任(ren)務,理(li)性(xing)幫助(zhu)孩子確(que)定成(cheng)(cheng)(cheng)長(chang)目標,克服唯分數、唯升學(xue)(xue)(xue)的(de)功(gong)利(li)化傾向,避(bi)免盲目跟風擇校。深(shen)入(ru)農(nong)村貧(pin)困(kun)(kun)地(di)區,積(ji)極宣(xuan)(xuan)(xuan)傳建檔(dang)立卡家(jia)(jia)(jia)庭(ting)經濟困(kun)(kun)難學(xue)(xue)(xue)生(sheng)免費政(zheng)策和(he)家(jia)(jia)(jia)庭(ting)經濟困(kun)(kun)難學(xue)(xue)(xue)生(sheng)資(zi)助(zhu)政(zheng)策。加強(qiang)輿論(lun)宣(xuan)(xuan)(xuan)傳引導,規范新聞報道,總結推(tui)廣(guang)招生(sheng)入(ru)學(xue)(xue)(xue)工作(zuo)的(de)先進(jin)典型和(he)成(cheng)(cheng)(cheng)功(gong)經驗,積(ji)極宣(xuan)(xuan)(xuan)傳優質均衡發展成(cheng)(cheng)(cheng)效和(he)老百姓身邊(bian)的(de)好學(xue)(xue)(xue)校,努力(li)為每名適齡兒(er)童少年接(jie)受公(gong)平而(er)有(you)(you)質量的(de)教(jiao)(jiao)育(yu)創造(zao)條件。出臺(tai)重(zhong)大改(gai)革(ge)舉措前(qian),要(yao)(yao)廣(guang)泛征求群(qun)眾意見,加強(qiang)風險評估,做(zuo)好輿論(lun)引導,設立必要(yao)(yao)的(de)過渡(du)時限,給社會留出合理(li)的(de)預期時間,確(que)保(bao)和(he)諧穩定。
