近(jin)年來,普(pu)(pu)通(tong)(tong)中小學(xue)招生入(ru)(ru)學(xue)改(gai)革(ge)(ge)穩步推進(jin),取得了(le)重要階段性成(cheng)果(guo)和歷(li)史性突破(po),有效緩解了(le)“擇校熱”,對規范教(jiao)育(yu)(yu)秩(zhi)序、營造良好教(jiao)育(yu)(yu)生態發(fa)揮了(le)重要作用。為深(shen)入(ru)(ru)貫(guan)徹黨(dang)的十九大精神,落實(shi)全國(guo)教(jiao)育(yu)(yu)大會部署(shu),進(jin)一步鞏固成(cheng)果(guo)、深(shen)化(hua)改(gai)革(ge)(ge),促進(jin)教(jiao)育(yu)(yu)公平,提(ti)高教(jiao)育(yu)(yu)質量,現就做(zuo)好2019年普(pu)(pu)通(tong)(tong)中小學(xue)招生入(ru)(ru)學(xue)工(gong)作通(tong)(tong)知如下。
一(yi)、依(yi)法保(bao)(bao)障(zhang)適(shi)(shi)齡(ling)兒(er)童(tong)少年入學(xue)(xue)(xue)。各地(di)要(yao)(yao)嚴格落實(shi)《義(yi)務教(jiao)育(yu)法》《未成(cheng)年人(ren)(ren)保(bao)(bao)護(hu)法》等法律規定(ding),切實(shi)保(bao)(bao)障(zhang)適(shi)(shi)齡(ling)兒(er)童(tong)少年接(jie)受(shou)義(yi)務教(jiao)育(yu)的權利。適(shi)(shi)齡(ling)兒(er)童(tong)少年因(yin)身(shen)體狀況(kuang)需要(yao)(yao)延緩入學(xue)(xue)(xue)或者休學(xue)(xue)(xue)的,其父母(mu)或者其他(ta)法定(ding)監護(hu)人(ren)(ren)應當提出申請,報當地(di)縣級人(ren)(ren)民政府教(jiao)育(yu)行政部門備(bei)案。各地(di)要(yao)(yao)切實(shi)履行義(yi)務教(jiao)育(yu)控(kong)輟(chuo)保(bao)(bao)學(xue)(xue)(xue)法定(ding)職(zhi)責(ze),按照法律規定(ding)和國家(jia)有(you)關要(yao)(yao)求,建立(li)失學(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)適(shi)(shi)齡(ling)兒(er)童(tong)工(gong)作(zuo)臺帳,認真落實(shi)聯(lian)控(kong)聯(lian)保(bao)(bao)工(gong)作(zuo)機制,確保(bao)(bao)做好控(kong)輟(chuo)保(bao)(bao)學(xue)(xue)(xue)工(gong)作(zuo)。各地(di)要(yao)(yao)認真排(pai)查(cha)并(bing)嚴厲查(cha)處(chu)社會培訓(xun)機構(gou)以“國學(xue)(xue)(xue)班”“讀經(jing)班”“私塾”等形式替代義(yi)務教(jiao)育(yu)的非法辦(ban)學(xue)(xue)(xue)行為。父母(mu)或者其他(ta)法定(ding)監護(hu)人(ren)(ren)無正當理(li)由未送(song)適(shi)(shi)齡(ling)兒(er)童(tong)少年入學(xue)(xue)(xue)接(jie)受(shou)義(yi)務教(jiao)育(yu)或造成(cheng)輟(chuo)學(xue)(xue)(xue),情節嚴重或構(gou)成(cheng)犯罪的,依(yi)法追究(jiu)法律責(ze)任。
二(er)、全(quan)面落實(shi)義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)免(mian)試(shi)就(jiu)近(jin)入(ru)(ru)(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)規定(ding)(ding)。按(an)照“學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)招生(sheng)、生(sheng)源(yuan)就(jiu)近(jin)入(ru)(ru)(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)”的(de)(de)總(zong)體(ti)目標(biao),根據縣域內適齡學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)人(ren)(ren)數(shu)(shu)、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)分布、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)規模、交通狀況等因素,為每所義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)科學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)劃(hua)(hua)定(ding)(ding)服務(wu)片(pian)區(qu)(qu)范圍,確(que)保義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)免(mian)試(shi)就(jiu)近(jin)入(ru)(ru)(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)政策全(quan)覆蓋。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)數(shu)(shu)量(liang)較(jiao)多的(de)(de)區(qu)(qu)縣要合(he)理劃(hua)(hua)分學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)區(qu)(qu)范圍,確(que)保各(ge)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)區(qu)(qu)之(zhi)間優質教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)資源(yuan)大(da)致均衡。片(pian)區(qu)(qu)或(huo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)區(qu)(qu)確(que)定(ding)(ding)后,應(ying)在一段時期內保持(chi)相對(dui)穩(wen)定(ding)(ding),重新劃(hua)(hua)分調整時要慎重穩(wen)妥,認真做好學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)家長工作。教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)資源(yuan)不夠均衡的(de)(de)地(di)方,穩(wen)妥實(shi)施(shi)多校(xiao)(xiao)(xiao)劃(hua)(hua)片(pian),采(cai)取(qu)隨(sui)機派(pai)位方式(shi)入(ru)(ru)(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)。小學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)入(ru)(ru)(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)一般采(cai)取(qu)登記入(ru)(ru)(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),初中入(ru)(ru)(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)一般采(cai)取(qu)登記或(huo)對(dui)口(kou)直升(sheng)方式(shi)入(ru)(ru)(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),按(an)照強弱結(jie)合(he)原(yuan)則合(he)理調配對(dui)口(kou)直升(sheng)的(de)(de)初中和小學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),保障教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)機會公(gong)平。所有公(gong)辦、民(min)辦義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)都要嚴格(ge)遵守義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)免(mian)試(shi)入(ru)(ru)(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)規定(ding)(ding)。各(ge)地(di)要規范民(min)辦義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招生(sheng)管理,將民(min)辦義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招生(sheng)納入(ru)(ru)(ru)(ru)(ru)審批地(di)統一管理,與公(gong)辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)同步(bu)招生(sheng),不得(de)以任何形(xing)式(shi)提前(qian)選(xuan)擇生(sheng)源(yuan),堅(jian)決(jue)防止(zhi)對(dui)生(sheng)源(yuan)地(di)招生(sheng)秩序造(zao)成沖擊。對(dui)報名人(ren)(ren)數(shu)(shu)超過招生(sheng)計劃(hua)(hua)的(de)(de)民(min)辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao),引(yin)導(dao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)采(cai)取(qu)電腦隨(sui)機派(pai)位方式(shi)招生(sheng)。
三(san)、嚴(yan)格規(gui)(gui)范(fan)普(pu)(pu)通(tong)(tong)高(gao)中(zhong)(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)行為。各地(di)要(yao)統(tong)籌考慮(lv)普(pu)(pu)及高(gao)中(zhong)(zhong)階段教(jiao)育和(he)(he)(he)普(pu)(pu)職招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)規(gui)(gui)模大體相當的要(yao)求,根(gen)據學(xue)校(xiao)布(bu)局和(he)(he)(he)辦(ban)(ban)學(xue)條件,合(he)理確定(ding)普(pu)(pu)通(tong)(tong)高(gao)中(zhong)(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)并(bing)嚴(yan)格執行。規(gui)(gui)范(fan)普(pu)(pu)通(tong)(tong)高(gao)中(zhong)(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管理,所有學(xue)校(xiao)(含民(min)(min)辦(ban)(ban)高(gao)中(zhong)(zhong))要(yao)嚴(yan)格按照(zhao)規(gui)(gui)定(ding)的招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方式(shi)進行統(tong)一(yi)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁(jin)違規(gui)(gui)爭搶生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)源、“掐尖(jian)”招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、跨區域招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、超計(ji)劃(hua)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)和(he)(he)(he)提(ti)前招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。嚴(yan)格公(gong)參民(min)(min)學(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管理,嚴(yan)禁(jin)民(min)(min)辦(ban)(ban)學(xue)校(xiao)與公(gong)辦(ban)(ban)學(xue)校(xiao)混合(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。完善優質普(pu)(pu)通(tong)(tong)高(gao)中(zhong)(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)指標分配到初中(zhong)(zhong)學(xue)校(xiao)政策,確保名(ming)額(e)分配比(bi)例不低(di)于50%,并(bing)進一(yi)步提(ti)高(gao)農村(cun)學(xue)校(xiao)和(he)(he)(he)薄弱(ruo)學(xue)校(xiao)升入優質高(gao)中(zhong)(zhong)比(bi)例。規(gui)(gui)范(fan)普(pu)(pu)通(tong)(tong)高(gao)中(zhong)(zhong)自(zi)(zi)主(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),學(xue)校(xiao)須在中(zhong)(zhong)考結束(shu)后(hou),嚴(yan)格按照(zhao)自(zi)(zi)主(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)辦(ban)(ban)法和(he)(he)(he)程序組(zu)織自(zi)(zi)主(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),并(bing)主(zhu)動(dong)公(gong)開招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的各環節(jie)和(he)(he)(he)錄取結果。
四、扎實做好中(zhong)(zhong)考(kao)組織(zhi)管(guan)(guan)理(li)工(gong)作(zuo)。各(ge)地要(yao)按照教育部(bu)關于推進高中(zhong)(zhong)階段(duan)學(xue)校考(kao)試(shi)(shi)招(zhao)生制度改革(ge)的(de)統一(yi)部(bu)署,深入推進中(zhong)(zhong)考(kao)改革(ge),突出素(su)質(zhi)教育導向,努力(li)提高命題(ti)(ti)質(zhi)量,積極探索(suo)基于初中(zhong)(zhong)學(xue)業水(shui)平考(kao)試(shi)(shi)成(cheng)績(ji)、結合綜合素(su)質(zhi)評(ping)(ping)價(jia)的(de)招(zhao)生錄(lu)取模式(shi),扭轉唯分(fen)數(shu)的(de)考(kao)試(shi)(shi)招(zhao)生評(ping)(ping)價(jia)導向。要(yao)進一(yi)步建立健全(quan)考(kao)務管(guan)(guan)理(li)制度,加(jia)強(qiang)(qiang)從命題(ti)(ti)、制卷(juan)(juan)、運送、保(bao)管(guan)(guan)、分(fen)發(fa)、施考(kao)到評(ping)(ping)卷(juan)(juan)全(quan)過程管(guan)(guan)理(li),認真檢查(cha)外(wai)語聽力(li)設備和(he)閱卷(juan)(juan)設備,明(ming)確考(kao)試(shi)(shi)組織(zhi)、閱卷(juan)(juan)評(ping)(ping)分(fen)、招(zhao)生管(guan)(guan)理(li)等機構和(he)人(ren)員的(de)職責(ze),簽訂(ding)工(gong)作(zuo)責(ze)任書(shu),確保(bao)責(ze)任落(luo)實到崗到人(ren)。加(jia)強(qiang)(qiang)試(shi)(shi)卷(juan)(juan)評(ping)(ping)分(fen)復(fu)核(he)工(gong)作(zuo)管(guan)(guan)理(li),明(ming)確每個學(xue)科試(shi)(shi)卷(juan)(juan)抽樣(yang)復(fu)核(he)的(de)具體數(shu)量和(he)比例(li),并嚴格(ge)按照規定程序(xu)進行復(fu)核(he)。2019年5月(yue)底前,各(ge)地要(yao)全(quan)面開展一(yi)次中(zhong)(zhong)考(kao)考(kao)務管(guan)(guan)理(li)排查(cha),切實排除各(ge)類風險隱患,確保(bao)考(kao)務組織(zhi)管(guan)(guan)理(li)工(gong)作(zuo)安全(quan)有序(xu)。
五、規(gui)范(fan)特(te)殊類型招生(sheng)。繼續(xu)壓縮義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)學(xue)校(xiao)(xiao)特(te)長生(sheng)招生(sheng)規(gui)模,至(zhi)2020年(nian)取(qu)消各類特(te)長生(sheng)招生(sheng)。義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)學(xue)校(xiao)(xiao)要嚴(yan)格落(luo)實(shi)(shi)均衡編班(ban)(ban)規(gui)定,按課(ke)程(cheng)標準嚴(yan)格執(zhi)行零起點(dian)教(jiao)(jiao)學(xue)要求,小學(xue)一(yi)年(nian)級設(she)置過渡(du)性活動課(ke)程(cheng),注(zhu)重(zhong)做(zuo)好(hao)幼小銜接(jie)。義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)學(xue)校(xiao)(xiao)不(bu)得(de)以“國際部(bu)”“國際課(ke)程(cheng)班(ban)(ban)”“境(jing)外班(ban)(ban)”等(deng)名義(yi)招生(sheng)。普(pu)通(tong)高中(zhong)(zhong)舉(ju)辦(ban)的(de)各類實(shi)(shi)驗班(ban)(ban)、試點(dian)班(ban)(ban),由(you)主管(guan)教(jiao)(jiao)育(yu)(yu)(yu)行政部(bu)門(men)重(zhong)新登記,報省級教(jiao)(jiao)育(yu)(yu)(yu)行政部(bu)門(men)備案,要嚴(yan)格控制規(gui)模,健(jian)全科學(xue)公(gong)開公(gong)正(zheng)的(de)選拔(ba)機制,加強跟蹤研究(jiu)和(he)階(jie)段性評(ping)估。嚴(yan)格規(gui)范(fan)公(gong)辦(ban)普(pu)通(tong)高中(zhong)(zhong)“國際部(bu)”(或“境(jing)外課(ke)程(cheng)班(ban)(ban)”)招生(sheng)行為,納入統一(yi)招生(sheng)管(guan)理(li),實(shi)(shi)行計劃單列,錄取(qu)分數應達到同批次學(xue)校(xiao)(xiao)錄取(qu)要求,學(xue)生(sheng)就讀(du)期(qi)間不(bu)得(de)轉(zhuan)入普(pu)通(tong)班(ban)(ban)級。加強外籍(ji)人(ren)員子女學(xue)校(xiao)(xiao)招生(sheng)管(guan)理(li),不(bu)得(de)招收中(zhong)(zhong)國籍(ji)學(xue)生(sheng)。
六、保障特殊群體接(jie)(jie)受義務教(jiao)(jiao)育。健全以(yi)居住(zhu)證為主要(yao)(yao)依據的隨(sui)遷(qian)子(zi)(zi)(zi)女義務教(jiao)(jiao)育入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)政(zheng)(zheng)(zheng)策,落實隨(sui)遷(qian)子(zi)(zi)(zi)女接(jie)(jie)受義務教(jiao)(jiao)育后在(zai)流入(ru)(ru)地參(can)加中(zhong)(zhong)(zhong)考政(zheng)(zheng)(zheng)策。實行(xing)隨(sui)遷(qian)子(zi)(zi)(zi)女積(ji)分制入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)的地方(fang),要(yao)(yao)合(he)理(li)設置積(ji)分條(tiao)件(jian),確保符合(he)國家《居住(zhu)證暫行(xing)條(tiao)例(li)》基本要(yao)(yao)求的隨(sui)遷(qian)子(zi)(zi)(zi)女能夠(gou)(gou)應入(ru)(ru)盡入(ru)(ru)。流入(ru)(ru)地公辦義務教(jiao)(jiao)育學(xue)(xue)(xue)(xue)(xue)校(xiao)要(yao)(yao)對(dui)符合(he)條(tiao)件(jian)的隨(sui)遷(qian)子(zi)(zi)(zi)女開放,避免(mian)將隨(sui)遷(qian)子(zi)(zi)(zi)女集中(zhong)(zhong)(zhong)在(zai)少數(shu)學(xue)(xue)(xue)(xue)(xue)校(xiao)。要(yao)(yao)堅持以(yi)公辦學(xue)(xue)(xue)(xue)(xue)校(xiao)為主安(an)排隨(sui)遷(qian)子(zi)(zi)(zi)女就學(xue)(xue)(xue)(xue)(xue),對(dui)于公辦學(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)位(wei)不足的可(ke)以(yi)通過政(zheng)(zheng)(zheng)府購買服務方(fang)式安(an)排在(zai)民(min)辦學(xue)(xue)(xue)(xue)(xue)校(xiao)就讀。隨(sui)遷(qian)子(zi)(zi)(zi)女回戶籍(ji)所在(zai)地學(xue)(xue)(xue)(xue)(xue)校(xiao)就讀的,當地教(jiao)(jiao)育行(xing)政(zheng)(zheng)(zheng)部(bu)門應依法予(yu)以(yi)統籌安(an)排。轉入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)校(xiao)應在(zai)全國中(zhong)(zhong)(zhong)小學(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)籍(ji)管理(li)信息系統中(zhong)(zhong)(zhong)轉接(jie)(jie)學(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)籍(ji),轉入(ru)(ru)、轉出學(xue)(xue)(xue)(xue)(xue)校(xiao)和雙方(fang)學(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)籍(ji)主管部(bu)門應當分別(bie)在(zai)10個(ge)工作(zuo)日(ri)內完(wan)成學(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)籍(ji)轉接(jie)(jie)。積(ji)極推(tui)進融合(he)教(jiao)(jiao)育,依法保障能夠(gou)(gou)接(jie)(jie)受普(pu)通教(jiao)(jiao)育的適(shi)齡殘疾兒童少年就近(jin)就便隨(sui)班就讀。對(dui)烈(lie)士子(zi)(zi)(zi)女、符合(he)條(tiao)件(jian)的現役軍人子(zi)(zi)(zi)女、公安(an)英(ying)模和因公犧牲傷殘警察子(zi)(zi)(zi)女及其(qi)他(ta)各(ge)類優撫對(dui)象,各(ge)地要(yao)(yao)細化入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)操作(zuo)程(cheng)序,落實教(jiao)(jiao)育優待政(zheng)(zheng)(zheng)策。
七、建立招生(sheng)(sheng)入學(xue)工作預(yu)警制(zhi)度(du)。縣級(ji)教育行(xing)政(zheng)部(bu)門要加強對(dui)學(xue)齡人口(kou)變化趨勢的預(yu)測分析,出現常住人口(kou)中適(shi)齡兒(er)童(tong)逐(zhu)年增加、學(xue)位(wei)供(gong)給(gei)(gei)緊張的情況,及時向社會發布預(yu)警提(ti)示,合理(li)引導家長預(yu)期(qi),同時加快學(xue)校規(gui)劃建設(she),有效增加學(xue)位(wei)供(gong)給(gei)(gei)。招生(sheng)(sheng)期(qi)間對(dui)區(qu)域(yu)內存在大班額(e)(e)學(xue)校進行(xing)預(yu)警提(ti)示,確保中小學(xue)校起始年級(ji)嚴格(ge)按照國家規(gui)定標準(zhun)班額(e)(e)招生(sheng)(sheng),堅(jian)決(jue)防(fang)(fang)止(zhi)產生(sheng)(sheng)新的大班額(e)(e)。強化義(yi)務教育政(zheng)府(fu)保障責(ze)任,省級(ji)教育督導部(bu)門要督促(cu)民辦義(yi)務教育招生(sheng)(sheng)規(gui)模占比(bi)偏(pian)高的地方切實履行(xing)政(zheng)府(fu)職責(ze),增加公辦學(xue)校資源(yuan)供(gong)給(gei)(gei),合理(li)調(diao)整招生(sheng)(sheng)計劃,堅(jian)決(jue)防(fang)(fang)止(zhi)將(jiang)政(zheng)府(fu)舉辦義(yi)務教育的責(ze)任推向市場。
八、落實(shi)“十項(xiang)嚴(yan)(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)”紀律要求(qiu)。嚴(yan)(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)無計劃、超計劃組(zu)(zu)織(zhi)招生(sheng),招生(sheng)結(jie)(jie)束后(hou),學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)不得擅自招收已被(bei)其他學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)錄(lu)取的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng);嚴(yan)(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)自行(xing)組(zu)(zu)織(zhi)或與(yu)(yu)社(she)會(hui)培訓機構聯(lian)合(he)組(zu)(zu)織(zhi)以(yi)選(xuan)拔生(sheng)源為(wei)目的(de)(de)的(de)(de)各類考試,或采用(yong)社(she)會(hui)培訓機構自行(xing)組(zu)(zu)織(zhi)的(de)(de)各類考試結(jie)(jie)果;嚴(yan)(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)提前組(zu)(zu)織(zhi)招生(sheng),變相“掐尖”選(xuan)生(sheng)源;嚴(yan)(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)公辦學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)與(yu)(yu)民辦學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)混合(he)招生(sheng)、混合(he)編(bian)班(ban)(ban);嚴(yan)(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)以(yi)高(gao)額物質獎勵、虛假宣傳等(deng)(deng)不正當手段(duan)招攬生(sheng)源;嚴(yan)(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)任何學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)收取或變相收取與(yu)(yu)入學(xue)(xue)(xue)(xue)(xue)(xue)掛鉤的(de)(de)“捐(juan)資(zi)助學(xue)(xue)(xue)(xue)(xue)(xue)款”;嚴(yan)(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)義務(wu)教(jiao)育階段(duan)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)以(yi)各類競賽證書、學(xue)(xue)(xue)(xue)(xue)(xue)科競賽成績(ji)或考級證明等(deng)(deng)作為(wei)招生(sheng)依(yi)據(ju);嚴(yan)(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)義務(wu)教(jiao)育階段(duan)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)設立任何名(ming)義的(de)(de)重點班(ban)(ban)、快慢(man)班(ban)(ban);嚴(yan)(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)初(chu)高(gao)中(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)進(jin)(jin)行(xing)中(zhong)(zhong)高(gao)考成績(ji)排名(ming)、宣傳中(zhong)(zhong)高(gao)考狀元和(he)(he)升(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)率,教(jiao)育行(xing)政部門也不得對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)中(zhong)(zhong)高(gao)考情況(kuang)進(jin)(jin)行(xing)排名(ming),以(yi)及(ji)向學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)提供(gong)非本校(xiao)(xiao)的(de)(de)中(zhong)(zhong)高(gao)考成績(ji)數據(ju);嚴(yan)(yan)(yan)(yan)(yan)(yan)禁(jin)(jin)出現人籍(ji)分離、空掛學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)、學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)造假等(deng)(deng)現象,不得為(wei)違規跨區域招收的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)和(he)(he)違規轉(zhuan)學(xue)(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)辦理(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)轉(zhuan)接。
九(jiu)、嚴格(ge)執紀問(wen)責。各(ge)地要(yao)(yao)完善招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)管(guan)理(li)(li)辦(ban)法(fa),建立招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍、招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)和(he)(he)(he)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)結果(guo)公示制度,健全違(wei)規招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)查處和(he)(he)(he)責任追(zhui)究(jiu)(jiu)機制,暢通舉報(bao)和(he)(he)(he)申訴受理(li)(li)渠道,主(zhu)動接受社會(hui)監(jian)督。招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)結束后,按照(zhao)隸(li)屬關(guan)(guan)系,教(jiao)育(yu)(yu)(yu)部門要(yao)(yao)組織開(kai)展逐校(xiao)排查工(gong)(gong)作(zuo)(zuo),重點排查曾經(jing)發生(sheng)(sheng)(sheng)(sheng)(sheng)違(wei)規招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)學(xue)(xue)校(xiao),及時糾正和(he)(he)(he)嚴肅查處各(ge)種違(wei)規違(wei)紀招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)行為。對于造(zao)成(cheng)不良影響或(huo)嚴重后果(guo)的(de)學(xue)(xue)校(xiao),視情(qing)節(jie)輕(qing)重給予約談(tan)、通報(bao)批(pi)評、追(zhui)究(jiu)(jiu)相關(guan)(guan)人員責任、依照(zhao)有關(guan)(guan)規定給予減少(shao)下(xia)一年度招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)、停止當年招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)直至吊(diao)銷辦(ban)學(xue)(xue)許(xu)可證等處罰。地方教(jiao)育(yu)(yu)(yu)督導(dao)部門要(yao)(yao)將中小(xiao)學(xue)(xue)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)(xue)工(gong)(gong)作(zuo)(zuo)納入(ru)責任督學(xue)(xue)日常(chang)督導(dao)范(fan)圍,適時對各(ge)地招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)(xue)政策(ce)落實(shi)情(qing)況(kuang)開(kai)展督導(dao)。對于造(zao)成(cheng)惡(e)劣社會(hui)影響的(de)違(wei)規招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)行為,列入(ru)教(jiao)育(yu)(yu)(yu)部督辦(ban)事項(xiang),指導(dao)地方嚴肅查處追(zhui)責 。
十、營造良好氛圍。各地教育部門(men)要與新聞(wen)宣(xuan)(xuan)傳(chuan)部門(men)和(he)(he)有關(guan)(guan)單位通力合作,充分、深入(ru)、細致解讀當(dang)地入(ru)學(xue)(xue)政(zheng)策,著力宣(xuan)(xuan)傳(chuan)促進(jin)教育公平的(de)(de)具體舉(ju)措,回(hui)應人民(min)群(qun)眾(zhong)關(guan)(guan)切。引導廣大(da)家長(chang)(chang)充分認識就近入(ru)學(xue)(xue)對于學(xue)(xue)生(sheng)(sheng)健康(kang)成長(chang)(chang)的(de)(de)價(jia)值和(he)(he)意(yi)義,樹立(li)科學(xue)(xue)教育觀念(nian),把(ba)培養孩子(zi)的(de)(de)好思想(xiang)、好品行、好習慣作為(wei)家庭教育的(de)(de)首要任務(wu),理(li)性幫助(zhu)孩子(zi)確定成長(chang)(chang)目標,克服唯分數、唯升學(xue)(xue)的(de)(de)功(gong)利化(hua)傾向,避免(mian)盲目跟風擇校。深入(ru)農村貧困地區,積極宣(xuan)(xuan)傳(chuan)建(jian)檔(dang)立(li)卡家庭經(jing)(jing)濟困難學(xue)(xue)生(sheng)(sheng)免(mian)費政(zheng)策和(he)(he)家庭經(jing)(jing)濟困難學(xue)(xue)生(sheng)(sheng)資助(zhu)政(zheng)策。加(jia)(jia)強輿論宣(xuan)(xuan)傳(chuan)引導,規范新聞(wen)報道,總結推廣招生(sheng)(sheng)入(ru)學(xue)(xue)工作的(de)(de)先進(jin)典型和(he)(he)成功(gong)經(jing)(jing)驗,積極宣(xuan)(xuan)傳(chuan)優質(zhi)均(jun)衡發展(zhan)成效(xiao)和(he)(he)老百(bai)姓(xing)身(shen)邊的(de)(de)好學(xue)(xue)校,努力為(wei)每名(ming)適齡(ling)兒童少年接受公平而有質(zhi)量的(de)(de)教育創造條(tiao)件。出(chu)臺(tai)重大(da)改革舉(ju)措前,要廣泛(fan)征求群(qun)眾(zhong)意(yi)見,加(jia)(jia)強風險評估,做(zuo)好輿論引導,設立(li)必要的(de)(de)過(guo)渡時限,給社會留出(chu)合理(li)的(de)(de)預期時間,確保和(he)(he)諧(xie)穩(wen)定。
