近年(nian)來(lai),普通(tong)(tong)中小學(xue)(xue)招生入學(xue)(xue)改(gai)革穩步(bu)(bu)推進(jin)(jin),取得了(le)(le)重(zhong)要階(jie)段性成(cheng)果和(he)歷史(shi)性突破,有效緩解了(le)(le)“擇(ze)校熱”,對(dui)規范教(jiao)育(yu)秩序、營造良好(hao)教(jiao)育(yu)生態發揮了(le)(le)重(zhong)要作用(yong)。為深入貫徹黨的十九大(da)精神,落實全國教(jiao)育(yu)大(da)會(hui)部(bu)署(shu),進(jin)(jin)一步(bu)(bu)鞏固成(cheng)果、深化(hua)改(gai)革,促進(jin)(jin)教(jiao)育(yu)公平,提高教(jiao)育(yu)質(zhi)量(liang),現就做好(hao)2019年(nian)普通(tong)(tong)中小學(xue)(xue)招生入學(xue)(xue)工作通(tong)(tong)知(zhi)如下。
一、依法(fa)(fa)(fa)保(bao)(bao)障適(shi)齡(ling)兒童(tong)(tong)少(shao)年(nian)入學(xue)(xue)(xue)。各地(di)要嚴(yan)(yan)格落實(shi)(shi)《義(yi)務(wu)教(jiao)育(yu)法(fa)(fa)(fa)》《未成(cheng)年(nian)人保(bao)(bao)護(hu)(hu)法(fa)(fa)(fa)》等(deng)法(fa)(fa)(fa)律(lv)規(gui)(gui)定(ding),切實(shi)(shi)保(bao)(bao)障適(shi)齡(ling)兒童(tong)(tong)少(shao)年(nian)接受義(yi)務(wu)教(jiao)育(yu)的權利。適(shi)齡(ling)兒童(tong)(tong)少(shao)年(nian)因身體狀況需要延緩入學(xue)(xue)(xue)或(huo)(huo)者休(xiu)學(xue)(xue)(xue)的,其父母或(huo)(huo)者其他法(fa)(fa)(fa)定(ding)監(jian)護(hu)(hu)人應當提出申請(qing),報(bao)當地(di)縣級人民政府(fu)教(jiao)育(yu)行政部門備案。各地(di)要切實(shi)(shi)履(lv)行義(yi)務(wu)教(jiao)育(yu)控(kong)輟保(bao)(bao)學(xue)(xue)(xue)法(fa)(fa)(fa)定(ding)職責(ze),按照法(fa)(fa)(fa)律(lv)規(gui)(gui)定(ding)和國(guo)家有關要求,建立(li)失學(xue)(xue)(xue)輟學(xue)(xue)(xue)適(shi)齡(ling)兒童(tong)(tong)工(gong)作臺(tai)帳,認真落實(shi)(shi)聯(lian)控(kong)聯(lian)保(bao)(bao)工(gong)作機(ji)制,確(que)保(bao)(bao)做好控(kong)輟保(bao)(bao)學(xue)(xue)(xue)工(gong)作。各地(di)要認真排(pai)查(cha)并(bing)嚴(yan)(yan)厲查(cha)處社會(hui)培訓機(ji)構以“國(guo)學(xue)(xue)(xue)班”“讀經班”“私塾”等(deng)形式替代義(yi)務(wu)教(jiao)育(yu)的非法(fa)(fa)(fa)辦學(xue)(xue)(xue)行為。父母或(huo)(huo)者其他法(fa)(fa)(fa)定(ding)監(jian)護(hu)(hu)人無正(zheng)當理由未送適(shi)齡(ling)兒童(tong)(tong)少(shao)年(nian)入學(xue)(xue)(xue)接受義(yi)務(wu)教(jiao)育(yu)或(huo)(huo)造成(cheng)輟學(xue)(xue)(xue),情節(jie)嚴(yan)(yan)重或(huo)(huo)構成(cheng)犯罪的,依法(fa)(fa)(fa)追(zhui)究(jiu)法(fa)(fa)(fa)律(lv)責(ze)任(ren)。
二、全(quan)(quan)面落實義(yi)務(wu)(wu)教(jiao)育(yu)(yu)免(mian)(mian)試(shi)(shi)就近入(ru)學(xue)(xue)(xue)(xue)(xue)規定(ding)。按照“學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)劃(hua)片(pian)招(zhao)生(sheng)(sheng)、生(sheng)(sheng)源(yuan)就近入(ru)學(xue)(xue)(xue)(xue)(xue)”的(de)總體目(mu)標,根(gen)據(ju)縣域內適齡學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)人數、學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)分(fen)布、學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)規模、交通狀況等因素,為每所(suo)(suo)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)科學(xue)(xue)(xue)(xue)(xue)劃(hua)定(ding)服(fu)務(wu)(wu)片(pian)區(qu)范圍,確(que)保(bao)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)免(mian)(mian)試(shi)(shi)就近入(ru)學(xue)(xue)(xue)(xue)(xue)政策全(quan)(quan)覆蓋。學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)數量較多的(de)區(qu)縣要合理劃(hua)分(fen)學(xue)(xue)(xue)(xue)(xue)區(qu)范圍,確(que)保(bao)各學(xue)(xue)(xue)(xue)(xue)區(qu)之間優質教(jiao)育(yu)(yu)資源(yuan)大致均衡。片(pian)區(qu)或(huo)學(xue)(xue)(xue)(xue)(xue)區(qu)確(que)定(ding)后,應(ying)在一(yi)段時(shi)期(qi)內保(bao)持相對穩(wen)定(ding),重(zhong)新劃(hua)分(fen)調整時(shi)要慎重(zhong)穩(wen)妥,認真做好學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)家長(chang)工作(zuo)。教(jiao)育(yu)(yu)資源(yuan)不夠均衡的(de)地方(fang),穩(wen)妥實施(shi)多校(xiao)(xiao)劃(hua)片(pian),采(cai)取(qu)隨機派位(wei)方(fang)式入(ru)學(xue)(xue)(xue)(xue)(xue)。小學(xue)(xue)(xue)(xue)(xue)入(ru)學(xue)(xue)(xue)(xue)(xue)一(yi)般采(cai)取(qu)登記(ji)入(ru)學(xue)(xue)(xue)(xue)(xue),初(chu)中入(ru)學(xue)(xue)(xue)(xue)(xue)一(yi)般采(cai)取(qu)登記(ji)或(huo)對口直升(sheng)方(fang)式入(ru)學(xue)(xue)(xue)(xue)(xue),按照強(qiang)弱結合原則合理調配對口直升(sheng)的(de)初(chu)中和小學(xue)(xue)(xue)(xue)(xue),保(bao)障(zhang)教(jiao)育(yu)(yu)機會公(gong)平。所(suo)(suo)有公(gong)辦、民(min)辦義(yi)務(wu)(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)都要嚴格遵守義(yi)務(wu)(wu)教(jiao)育(yu)(yu)免(mian)(mian)試(shi)(shi)入(ru)學(xue)(xue)(xue)(xue)(xue)規定(ding)。各地要規范民(min)辦義(yi)務(wu)(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)生(sheng)(sheng)管理,將民(min)辦義(yi)務(wu)(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)生(sheng)(sheng)納入(ru)審批地統一(yi)管理,與公(gong)辦學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)同步(bu)招(zhao)生(sheng)(sheng),不得以任何形式提前選擇生(sheng)(sheng)源(yuan),堅決防止對生(sheng)(sheng)源(yuan)地招(zhao)生(sheng)(sheng)秩序造(zao)成沖擊。對報名人數超過招(zhao)生(sheng)(sheng)計劃(hua)的(de)民(min)辦學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao),引導學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)采(cai)取(qu)電(dian)腦(nao)隨機派位(wei)方(fang)式招(zhao)生(sheng)(sheng)。
三、嚴(yan)格規(gui)(gui)范普(pu)通(tong)高(gao)中招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)行為。各地要統(tong)籌考慮普(pu)及高(gao)中階段教育和普(pu)職招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)規(gui)(gui)模大體(ti)相當的(de)(de)要求,根據學(xue)(xue)(xue)校(xiao)布局(ju)和辦(ban)(ban)學(xue)(xue)(xue)條件,合理(li)確(que)定(ding)普(pu)通(tong)高(gao)中招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)并嚴(yan)格執行。規(gui)(gui)范普(pu)通(tong)高(gao)中招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)管(guan)理(li),所有學(xue)(xue)(xue)校(xiao)(含民(min)辦(ban)(ban)高(gao)中)要嚴(yan)格按照規(gui)(gui)定(ding)的(de)(de)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)時(shi)間(jian)、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方式(shi)進行統(tong)一招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁違規(gui)(gui)爭搶生(sheng)(sheng)(sheng)(sheng)(sheng)源、“掐尖”招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、跨(kua)區域招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、超計劃(hua)(hua)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。嚴(yan)格公參民(min)學(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)管(guan)理(li),嚴(yan)禁民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)與公辦(ban)(ban)學(xue)(xue)(xue)校(xiao)混合招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。完善優質普(pu)通(tong)高(gao)中招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)指標(biao)分配到(dao)初中學(xue)(xue)(xue)校(xiao)政策,確(que)保名額分配比例不(bu)低于(yu)50%,并進一步提高(gao)農(nong)村學(xue)(xue)(xue)校(xiao)和薄弱學(xue)(xue)(xue)校(xiao)升(sheng)入(ru)優質高(gao)中比例。規(gui)(gui)范普(pu)通(tong)高(gao)中自(zi)(zi)(zi)主招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),學(xue)(xue)(xue)校(xiao)須在中考結束(shu)后,嚴(yan)格按照自(zi)(zi)(zi)主招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)辦(ban)(ban)法和程序組織自(zi)(zi)(zi)主招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),并主動(dong)公開招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)各環節和錄取結果(guo)。
四、扎(zha)實(shi)做好(hao)中(zhong)考(kao)組織(zhi)管(guan)(guan)(guan)理(li)(li)工(gong)作(zuo)(zuo)。各(ge)(ge)地要(yao)按照教育部關(guan)于推進(jin)(jin)(jin)高中(zhong)階段學(xue)校考(kao)試招(zhao)生(sheng)(sheng)制(zhi)(zhi)度改革的統一(yi)(yi)部署,深入推進(jin)(jin)(jin)中(zhong)考(kao)改革,突(tu)出(chu)素質(zhi)(zhi)教育導(dao)向(xiang),努(nu)力提高命(ming)題質(zhi)(zhi)量(liang),積(ji)極探索基于初中(zhong)學(xue)業(ye)水平考(kao)試成績、結合(he)綜合(he)素質(zhi)(zhi)評(ping)(ping)價的招(zhao)生(sheng)(sheng)錄取模式,扭(niu)轉唯分(fen)數的考(kao)試招(zhao)生(sheng)(sheng)評(ping)(ping)價導(dao)向(xiang)。要(yao)進(jin)(jin)(jin)一(yi)(yi)步(bu)建立(li)健全考(kao)務管(guan)(guan)(guan)理(li)(li)制(zhi)(zhi)度,加(jia)強從命(ming)題、制(zhi)(zhi)卷(juan)、運送、保(bao)管(guan)(guan)(guan)、分(fen)發、施考(kao)到評(ping)(ping)卷(juan)全過(guo)程(cheng)管(guan)(guan)(guan)理(li)(li),認(ren)真檢查外語聽力設(she)備(bei)和閱(yue)卷(juan)設(she)備(bei),明確考(kao)試組織(zhi)、閱(yue)卷(juan)評(ping)(ping)分(fen)、招(zhao)生(sheng)(sheng)管(guan)(guan)(guan)理(li)(li)等機構(gou)和人員的職責(ze),簽訂(ding)工(gong)作(zuo)(zuo)責(ze)任書,確保(bao)責(ze)任落實(shi)到崗到人。加(jia)強試卷(juan)評(ping)(ping)分(fen)復核(he)工(gong)作(zuo)(zuo)管(guan)(guan)(guan)理(li)(li),明確每個學(xue)科試卷(juan)抽(chou)樣復核(he)的具體數量(liang)和比例,并嚴格按照規定程(cheng)序進(jin)(jin)(jin)行復核(he)。2019年5月(yue)底前,各(ge)(ge)地要(yao)全面開展一(yi)(yi)次中(zhong)考(kao)考(kao)務管(guan)(guan)(guan)理(li)(li)排(pai)查,切實(shi)排(pai)除各(ge)(ge)類風(feng)險(xian)隱(yin)患,確保(bao)考(kao)務組織(zhi)管(guan)(guan)(guan)理(li)(li)工(gong)作(zuo)(zuo)安全有序。
五、規(gui)范特(te)殊類(lei)型招(zhao)(zhao)生(sheng)(sheng)。繼續壓縮義務(wu)教育學校(xiao)(xiao)特(te)長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)規(gui)模(mo),至2020年取消(xiao)各(ge)類(lei)特(te)長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)。義務(wu)教育學校(xiao)(xiao)要嚴格落實均衡(heng)編班(ban)(ban)規(gui)定,按(an)課程(cheng)(cheng)(cheng)標準嚴格執行零(ling)起點教學要求,小學一(yi)(yi)年級(ji)設置過渡(du)性活動課程(cheng)(cheng)(cheng),注重做好幼小銜接。義務(wu)教育學校(xiao)(xiao)不得以“國際(ji)部”“國際(ji)課程(cheng)(cheng)(cheng)班(ban)(ban)”“境外(wai)班(ban)(ban)”等名義招(zhao)(zhao)生(sheng)(sheng)。普(pu)通(tong)高中(zhong)(zhong)舉辦的(de)各(ge)類(lei)實驗班(ban)(ban)、試點班(ban)(ban),由(you)主管教育行政(zheng)部門重新登記,報省級(ji)教育行政(zheng)部門備(bei)案,要嚴格控(kong)制(zhi)規(gui)模(mo),健全科學公(gong)開公(gong)正的(de)選拔(ba)機制(zhi),加強跟蹤研究和階段性評(ping)估。嚴格規(gui)范公(gong)辦普(pu)通(tong)高中(zhong)(zhong)“國際(ji)部”(或“境外(wai)課程(cheng)(cheng)(cheng)班(ban)(ban)”)招(zhao)(zhao)生(sheng)(sheng)行為(wei),納(na)入統一(yi)(yi)招(zhao)(zhao)生(sheng)(sheng)管理(li),實行計劃單列,錄取分(fen)數應達到同批(pi)次學校(xiao)(xiao)錄取要求,學生(sheng)(sheng)就讀期間(jian)不得轉入普(pu)通(tong)班(ban)(ban)級(ji)。加強外(wai)籍人員子(zi)女學校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)管理(li),不得招(zhao)(zhao)收中(zhong)(zhong)國籍學生(sheng)(sheng)。
六(liu)、保(bao)障特殊群體接(jie)受(shou)義(yi)務(wu)教(jiao)(jiao)(jiao)育。健全(quan)(quan)以(yi)居(ju)住證為(wei)主(zhu)要依(yi)(yi)據的隨(sui)(sui)遷(qian)(qian)子(zi)(zi)(zi)女(nv)(nv)義(yi)務(wu)教(jiao)(jiao)(jiao)育入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)政(zheng)策(ce),落(luo)實(shi)隨(sui)(sui)遷(qian)(qian)子(zi)(zi)(zi)女(nv)(nv)接(jie)受(shou)義(yi)務(wu)教(jiao)(jiao)(jiao)育后在流入(ru)(ru)(ru)地(di)參(can)加中(zhong)考政(zheng)策(ce)。實(shi)行隨(sui)(sui)遷(qian)(qian)子(zi)(zi)(zi)女(nv)(nv)積分制入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)的地(di)方,要合理(li)(li)設置積分條(tiao)(tiao)件(jian),確保(bao)符(fu)合國家《居(ju)住證暫行條(tiao)(tiao)例》基本要求(qiu)的隨(sui)(sui)遷(qian)(qian)子(zi)(zi)(zi)女(nv)(nv)能(neng)夠(gou)應(ying)入(ru)(ru)(ru)盡入(ru)(ru)(ru)。流入(ru)(ru)(ru)地(di)公(gong)(gong)辦義(yi)務(wu)教(jiao)(jiao)(jiao)育學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要對(dui)(dui)符(fu)合條(tiao)(tiao)件(jian)的隨(sui)(sui)遷(qian)(qian)子(zi)(zi)(zi)女(nv)(nv)開放,避(bi)免將(jiang)隨(sui)(sui)遷(qian)(qian)子(zi)(zi)(zi)女(nv)(nv)集中(zhong)在少(shao)數學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)。要堅(jian)持以(yi)公(gong)(gong)辦學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)為(wei)主(zhu)安(an)排隨(sui)(sui)遷(qian)(qian)子(zi)(zi)(zi)女(nv)(nv)就學(xue)(xue)(xue)(xue)(xue)(xue),對(dui)(dui)于公(gong)(gong)辦學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)位不足的可(ke)以(yi)通過政(zheng)府購買服務(wu)方式安(an)排在民辦學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)就讀(du)。隨(sui)(sui)遷(qian)(qian)子(zi)(zi)(zi)女(nv)(nv)回戶籍(ji)(ji)所在地(di)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)就讀(du)的,當(dang)地(di)教(jiao)(jiao)(jiao)育行政(zheng)部門應(ying)依(yi)(yi)法(fa)(fa)予以(yi)統籌安(an)排。轉入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應(ying)在全(quan)(quan)國中(zhong)小學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管(guan)理(li)(li)信(xin)息(xi)系統中(zhong)轉接(jie)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),轉入(ru)(ru)(ru)、轉出(chu)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)和雙方學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)主(zhu)管(guan)部門應(ying)當(dang)分別在10個工(gong)作日內完成學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)轉接(jie)。積極推進融合教(jiao)(jiao)(jiao)育,依(yi)(yi)法(fa)(fa)保(bao)障能(neng)夠(gou)接(jie)受(shou)普通教(jiao)(jiao)(jiao)育的適齡殘(can)疾兒童少(shao)年(nian)就近(jin)就便隨(sui)(sui)班就讀(du)。對(dui)(dui)烈士子(zi)(zi)(zi)女(nv)(nv)、符(fu)合條(tiao)(tiao)件(jian)的現役軍人子(zi)(zi)(zi)女(nv)(nv)、公(gong)(gong)安(an)英模和因(yin)公(gong)(gong)犧牲傷殘(can)警(jing)察子(zi)(zi)(zi)女(nv)(nv)及(ji)其他(ta)各類優(you)撫對(dui)(dui)象,各地(di)要細化入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)操(cao)作程(cheng)序,落(luo)實(shi)教(jiao)(jiao)(jiao)育優(you)待政(zheng)策(ce)。
七、建(jian)立招(zhao)(zhao)生入學(xue)(xue)工作預警制度(du)。縣級(ji)教(jiao)育行(xing)政部(bu)門(men)要加(jia)強對(dui)學(xue)(xue)齡人口變化趨勢的預測分(fen)析(xi),出(chu)現(xian)常住人口中適齡兒童(tong)逐(zhu)年增(zeng)加(jia)、學(xue)(xue)位(wei)供給(gei)緊張的情況,及時向社會發布(bu)預警提示,合(he)理引(yin)導(dao)家長預期,同時加(jia)快學(xue)(xue)校規(gui)劃(hua)建(jian)設,有效增(zeng)加(jia)學(xue)(xue)位(wei)供給(gei)。招(zhao)(zhao)生期間對(dui)區域內存(cun)在大(da)班額(e)學(xue)(xue)校進行(xing)預警提示,確保中小學(xue)(xue)校起始(shi)年級(ji)嚴(yan)格按(an)照國家規(gui)定標準班額(e)招(zhao)(zhao)生,堅決防(fang)止(zhi)產生新的大(da)班額(e)。強化義務教(jiao)育政府保障責(ze)任,省級(ji)教(jiao)育督(du)導(dao)部(bu)門(men)要督(du)促民辦義務教(jiao)育招(zhao)(zhao)生規(gui)模占比偏高的地(di)方切實履(lv)行(xing)政府職(zhi)責(ze),增(zeng)加(jia)公(gong)辦學(xue)(xue)校資源供給(gei),合(he)理調整招(zhao)(zhao)生計劃(hua),堅決防(fang)止(zhi)將(jiang)政府舉辦義務教(jiao)育的責(ze)任推向市場。
八、落(luo)實“十(shi)項(xiang)嚴(yan)(yan)禁”紀(ji)律(lv)要求。嚴(yan)(yan)禁無計(ji)劃、超計(ji)劃組織(zhi)(zhi)招(zhao)生(sheng)(sheng)(sheng),招(zhao)生(sheng)(sheng)(sheng)結束(shu)后(hou),學校(xiao)(xiao)不得(de)擅(shan)自(zi)招(zhao)收(shou)(shou)已被其他學校(xiao)(xiao)錄取(qu)的(de)(de)(de)學生(sheng)(sheng)(sheng);嚴(yan)(yan)禁自(zi)行(xing)(xing)(xing)組織(zhi)(zhi)或(huo)(huo)與(yu)社會培訓(xun)機構聯(lian)合組織(zhi)(zhi)以(yi)(yi)選拔生(sheng)(sheng)(sheng)源(yuan)為(wei)目(mu)的(de)(de)(de)的(de)(de)(de)各(ge)類考(kao)試(shi),或(huo)(huo)采用社會培訓(xun)機構自(zi)行(xing)(xing)(xing)組織(zhi)(zhi)的(de)(de)(de)各(ge)類考(kao)試(shi)結果;嚴(yan)(yan)禁提前組織(zhi)(zhi)招(zhao)生(sheng)(sheng)(sheng),變(bian)相(xiang)“掐尖”選生(sheng)(sheng)(sheng)源(yuan);嚴(yan)(yan)禁公辦(ban)學校(xiao)(xiao)與(yu)民(min)辦(ban)學校(xiao)(xiao)混合招(zhao)生(sheng)(sheng)(sheng)、混合編班(ban);嚴(yan)(yan)禁以(yi)(yi)高(gao)額(e)物質獎勵、虛假(jia)宣(xuan)傳等不正當手段(duan)招(zhao)攬生(sheng)(sheng)(sheng)源(yuan);嚴(yan)(yan)禁任何學校(xiao)(xiao)收(shou)(shou)取(qu)或(huo)(huo)變(bian)相(xiang)收(shou)(shou)取(qu)與(yu)入學掛鉤(gou)的(de)(de)(de)“捐資助學款”;嚴(yan)(yan)禁義(yi)(yi)務教育階段(duan)學校(xiao)(xiao)以(yi)(yi)各(ge)類競賽證書、學科競賽成績或(huo)(huo)考(kao)級證明(ming)等作為(wei)招(zhao)生(sheng)(sheng)(sheng)依據(ju);嚴(yan)(yan)禁義(yi)(yi)務教育階段(duan)學校(xiao)(xiao)設立任何名義(yi)(yi)的(de)(de)(de)重點(dian)班(ban)、快慢班(ban);嚴(yan)(yan)禁初高(gao)中(zhong)學校(xiao)(xiao)對(dui)(dui)學生(sheng)(sheng)(sheng)進行(xing)(xing)(xing)中(zhong)高(gao)考(kao)成績排名、宣(xuan)傳中(zhong)高(gao)考(kao)狀(zhuang)元和升學率,教育行(xing)(xing)(xing)政(zheng)部門也(ye)不得(de)對(dui)(dui)學校(xiao)(xiao)中(zhong)高(gao)考(kao)情況進行(xing)(xing)(xing)排名,以(yi)(yi)及向學校(xiao)(xiao)提供(gong)非本校(xiao)(xiao)的(de)(de)(de)中(zhong)高(gao)考(kao)成績數據(ju);嚴(yan)(yan)禁出(chu)現人籍(ji)(ji)分(fen)離(li)、空掛學籍(ji)(ji)、學籍(ji)(ji)造假(jia)等現象,不得(de)為(wei)違規跨區域(yu)招(zhao)收(shou)(shou)的(de)(de)(de)學生(sheng)(sheng)(sheng)和違規轉學學生(sheng)(sheng)(sheng)辦(ban)理學籍(ji)(ji)轉接。
九、嚴格執紀問責(ze)。各地(di)要(yao)完善招(zhao)生(sheng)管(guan)理辦(ban)法,建立招(zhao)生(sheng)范圍、招(zhao)生(sheng)計劃(hua)和(he)(he)(he)招(zhao)生(sheng)結(jie)果(guo)公(gong)示制度(du),健(jian)全違(wei)規招(zhao)生(sheng)查(cha)處和(he)(he)(he)責(ze)任(ren)追究(jiu)機制,暢通(tong)舉(ju)報和(he)(he)(he)申(shen)訴受理渠道(dao),主動接受社(she)會(hui)監督。招(zhao)生(sheng)結(jie)束后(hou),按照隸屬關(guan)系,教育(yu)(yu)(yu)部門要(yao)組織開(kai)展(zhan)逐(zhu)校排(pai)查(cha)工作(zuo),重(zhong)點排(pai)查(cha)曾經發生(sheng)違(wei)規招(zhao)生(sheng)的學(xue)(xue)(xue)校,及時(shi)糾正(zheng)和(he)(he)(he)嚴肅查(cha)處各種違(wei)規違(wei)紀招(zhao)生(sheng)行(xing)為。對于造成不(bu)良影響或嚴重(zhong)后(hou)果(guo)的學(xue)(xue)(xue)校,視情節輕(qing)重(zhong)給(gei)予(yu)約談、通(tong)報批(pi)評、追究(jiu)相(xiang)關(guan)人員責(ze)任(ren)、依照有關(guan)規定給(gei)予(yu)減少下一年度(du)招(zhao)生(sheng)計劃(hua)、停(ting)止(zhi)當年招(zhao)生(sheng)直至(zhi)吊銷辦(ban)學(xue)(xue)(xue)許可證等處罰。地(di)方教育(yu)(yu)(yu)督導(dao)(dao)部門要(yao)將中小學(xue)(xue)(xue)招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)工作(zuo)納入(ru)責(ze)任(ren)督學(xue)(xue)(xue)日(ri)常(chang)督導(dao)(dao)范圍,適時(shi)對各地(di)招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)政策(ce)落實情況開(kai)展(zhan)督導(dao)(dao)。對于造成惡劣(lie)社(she)會(hui)影響的違(wei)規招(zhao)生(sheng)行(xing)為,列入(ru)教育(yu)(yu)(yu)部督辦(ban)事項,指導(dao)(dao)地(di)方嚴肅查(cha)處追責(ze) 。
十、營造良好(hao)(hao)氛圍。各地教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部門(men)要與新(xin)聞宣(xuan)(xuan)傳(chuan)部門(men)和(he)有關單(dan)位(wei)通力合(he)作(zuo),充(chong)(chong)分(fen)(fen)、深(shen)入(ru)(ru)、細致解讀當地入(ru)(ru)學(xue)政(zheng)策,著力宣(xuan)(xuan)傳(chuan)促(cu)進教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)公(gong)平的(de)(de)具體舉(ju)措,回應(ying)人民(min)群眾(zhong)(zhong)關切。引(yin)導(dao)(dao)廣大(da)家(jia)(jia)(jia)長充(chong)(chong)分(fen)(fen)認識就近入(ru)(ru)學(xue)對(dui)于學(xue)生(sheng)(sheng)健(jian)康(kang)成長的(de)(de)價值和(he)意(yi)義,樹立(li)科學(xue)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)觀(guan)念,把培養孩子的(de)(de)好(hao)(hao)思想、好(hao)(hao)品行、好(hao)(hao)習慣(guan)作(zuo)為家(jia)(jia)(jia)庭教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)首要任務,理性幫(bang)助(zhu)孩子確定成長目標,克(ke)服唯分(fen)(fen)數、唯升學(xue)的(de)(de)功利(li)化傾(qing)向,避免(mian)盲目跟(gen)風擇校(xiao)。深(shen)入(ru)(ru)農村貧困(kun)地區,積極(ji)(ji)宣(xuan)(xuan)傳(chuan)建檔立(li)卡家(jia)(jia)(jia)庭經濟(ji)困(kun)難學(xue)生(sheng)(sheng)免(mian)費政(zheng)策和(he)家(jia)(jia)(jia)庭經濟(ji)困(kun)難學(xue)生(sheng)(sheng)資(zi)助(zhu)政(zheng)策。加強輿(yu)論宣(xuan)(xuan)傳(chuan)引(yin)導(dao)(dao),規范新(xin)聞報道,總結推廣招生(sheng)(sheng)入(ru)(ru)學(xue)工(gong)作(zuo)的(de)(de)先進典型和(he)成功經驗,積極(ji)(ji)宣(xuan)(xuan)傳(chuan)優質均衡發(fa)展成效和(he)老百姓身邊的(de)(de)好(hao)(hao)學(xue)校(xiao),努(nu)力為每名適齡兒童少(shao)年(nian)接受公(gong)平而有質量的(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)創造條(tiao)件。出臺(tai)重大(da)改革舉(ju)措前(qian),要廣泛征(zheng)求群眾(zhong)(zhong)意(yi)見,加強風險評估,做好(hao)(hao)輿(yu)論引(yin)導(dao)(dao),設(she)立(li)必(bi)要的(de)(de)過渡時(shi)限,給社(she)會留出合(he)理的(de)(de)預期時(shi)間,確保和(he)諧穩定。
