近(jin)年(nian)來,普(pu)通中小學招(zhao)生(sheng)入學改(gai)革穩步推(tui)進(jin)(jin),取(qu)得了重要階段性成(cheng)果和(he)歷史性突破,有(you)效緩(huan)解了“擇校(xiao)熱”,對規范教(jiao)育(yu)(yu)秩序、營(ying)造良好教(jiao)育(yu)(yu)生(sheng)態發(fa)揮了重要作用。為深入貫徹(che)黨的十九大精神(shen),落實全國教(jiao)育(yu)(yu)大會(hui)部署,進(jin)(jin)一步鞏(gong)固成(cheng)果、深化改(gai)革,促進(jin)(jin)教(jiao)育(yu)(yu)公平(ping),提高教(jiao)育(yu)(yu)質量,現就做好2019年(nian)普(pu)通中小學招(zhao)生(sheng)入學工(gong)作通知如下(xia)。
一、依(yi)法(fa)(fa)(fa)(fa)(fa)保(bao)(bao)障(zhang)適齡兒(er)(er)(er)(er)童(tong)少(shao)年(nian)入(ru)學(xue)(xue)(xue)(xue)。各(ge)地要(yao)嚴(yan)格落實(shi)《義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)法(fa)(fa)(fa)(fa)(fa)》《未(wei)成年(nian)人保(bao)(bao)護(hu)法(fa)(fa)(fa)(fa)(fa)》等法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)規定(ding)(ding),切實(shi)保(bao)(bao)障(zhang)適齡兒(er)(er)(er)(er)童(tong)少(shao)年(nian)接受(shou)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)的權利。適齡兒(er)(er)(er)(er)童(tong)少(shao)年(nian)因(yin)身體狀況需要(yao)延緩入(ru)學(xue)(xue)(xue)(xue)或者休學(xue)(xue)(xue)(xue)的,其父(fu)母或者其他法(fa)(fa)(fa)(fa)(fa)定(ding)(ding)監護(hu)人應當提出申(shen)請(qing),報(bao)當地縣級人民政府教(jiao)(jiao)育(yu)(yu)行(xing)(xing)政部門(men)備案。各(ge)地要(yao)切實(shi)履行(xing)(xing)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)控輟(chuo)保(bao)(bao)學(xue)(xue)(xue)(xue)法(fa)(fa)(fa)(fa)(fa)定(ding)(ding)職(zhi)責,按(an)照法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)規定(ding)(ding)和(he)國家有關要(yao)求,建立(li)失學(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)適齡兒(er)(er)(er)(er)童(tong)工作臺帳,認真(zhen)落實(shi)聯控聯保(bao)(bao)工作機制,確保(bao)(bao)做好控輟(chuo)保(bao)(bao)學(xue)(xue)(xue)(xue)工作。各(ge)地要(yao)認真(zhen)排查(cha)并嚴(yan)厲(li)查(cha)處社會培訓機構以“國學(xue)(xue)(xue)(xue)班”“讀經班”“私塾”等形式替代(dai)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)的非法(fa)(fa)(fa)(fa)(fa)辦學(xue)(xue)(xue)(xue)行(xing)(xing)為(wei)。父(fu)母或者其他法(fa)(fa)(fa)(fa)(fa)定(ding)(ding)監護(hu)人無正當理由未(wei)送適齡兒(er)(er)(er)(er)童(tong)少(shao)年(nian)入(ru)學(xue)(xue)(xue)(xue)接受(shou)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)或造成輟(chuo)學(xue)(xue)(xue)(xue),情節嚴(yan)重或構成犯罪的,依(yi)法(fa)(fa)(fa)(fa)(fa)追究(jiu)法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)責任。
二(er)、全面落實(shi)義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)免(mian)(mian)試(shi)就近入(ru)(ru)學(xue)(xue)(xue)規(gui)定。按照“學(xue)(xue)(xue)校(xiao)(xiao)劃片(pian)(pian)(pian)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)(sheng)源就近入(ru)(ru)學(xue)(xue)(xue)”的總體目標,根據(ju)縣域內適齡(ling)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)人數、學(xue)(xue)(xue)校(xiao)(xiao)分布、學(xue)(xue)(xue)校(xiao)(xiao)規(gui)模、交(jiao)通狀況等因素,為每所(suo)(suo)義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)科學(xue)(xue)(xue)劃定服務(wu)(wu)(wu)片(pian)(pian)(pian)區(qu)范圍,確(que)保(bao)義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)免(mian)(mian)試(shi)就近入(ru)(ru)學(xue)(xue)(xue)政策(ce)全覆(fu)蓋。學(xue)(xue)(xue)校(xiao)(xiao)數量較多的區(qu)縣要合理劃分學(xue)(xue)(xue)區(qu)范圍,確(que)保(bao)各(ge)學(xue)(xue)(xue)區(qu)之間優質教(jiao)(jiao)(jiao)育(yu)(yu)(yu)資源大致均(jun)衡。片(pian)(pian)(pian)區(qu)或學(xue)(xue)(xue)區(qu)確(que)定后,應在(zai)一(yi)(yi)段(duan)時(shi)(shi)期內保(bao)持相對(dui)(dui)穩定,重(zhong)(zhong)新劃分調(diao)整時(shi)(shi)要慎重(zhong)(zhong)穩妥,認真(zhen)做(zuo)好學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)家(jia)長工作。教(jiao)(jiao)(jiao)育(yu)(yu)(yu)資源不夠均(jun)衡的地方(fang),穩妥實(shi)施多校(xiao)(xiao)劃片(pian)(pian)(pian),采取(qu)(qu)隨(sui)機(ji)派位(wei)方(fang)式入(ru)(ru)學(xue)(xue)(xue)。小(xiao)學(xue)(xue)(xue)入(ru)(ru)學(xue)(xue)(xue)一(yi)(yi)般采取(qu)(qu)登記(ji)入(ru)(ru)學(xue)(xue)(xue),初(chu)中(zhong)入(ru)(ru)學(xue)(xue)(xue)一(yi)(yi)般采取(qu)(qu)登記(ji)或對(dui)(dui)口直升(sheng)(sheng)方(fang)式入(ru)(ru)學(xue)(xue)(xue),按照強弱結合原則合理調(diao)配(pei)對(dui)(dui)口直升(sheng)(sheng)的初(chu)中(zhong)和小(xiao)學(xue)(xue)(xue),保(bao)障(zhang)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)機(ji)會(hui)公(gong)平(ping)。所(suo)(suo)有公(gong)辦(ban)、民(min)(min)辦(ban)義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)都要嚴格遵守義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)免(mian)(mian)試(shi)入(ru)(ru)學(xue)(xue)(xue)規(gui)定。各(ge)地要規(gui)范民(min)(min)辦(ban)義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管理,將民(min)(min)辦(ban)義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)納入(ru)(ru)審批(pi)地統一(yi)(yi)管理,與公(gong)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)同(tong)步招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),不得以任何(he)形式提(ti)前(qian)選擇生(sheng)(sheng)(sheng)(sheng)源,堅決(jue)防止對(dui)(dui)生(sheng)(sheng)(sheng)(sheng)源地招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)秩序造成沖(chong)擊(ji)。對(dui)(dui)報名人數超過(guo)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃的民(min)(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao),引導學(xue)(xue)(xue)校(xiao)(xiao)采取(qu)(qu)電腦隨(sui)機(ji)派位(wei)方(fang)式招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。
三、嚴(yan)(yan)格規(gui)(gui)范(fan)(fan)普(pu)(pu)通(tong)高(gao)(gao)中(zhong)(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)行(xing)為。各地要統籌(chou)考(kao)(kao)慮普(pu)(pu)及高(gao)(gao)中(zhong)(zhong)(zhong)階段教育(yu)和普(pu)(pu)職招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)規(gui)(gui)模(mo)大體相當(dang)的要求,根(gen)據(ju)學(xue)(xue)校(xiao)(xiao)(xiao)布局和辦(ban)(ban)學(xue)(xue)條件,合理確定普(pu)(pu)通(tong)高(gao)(gao)中(zhong)(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃并嚴(yan)(yan)格執行(xing)。規(gui)(gui)范(fan)(fan)普(pu)(pu)通(tong)高(gao)(gao)中(zhong)(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管(guan)理,所有學(xue)(xue)校(xiao)(xiao)(xiao)(含民辦(ban)(ban)高(gao)(gao)中(zhong)(zhong)(zhong))要嚴(yan)(yan)格按照規(gui)(gui)定的招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)(fan)圍、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方式進(jin)行(xing)統一招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)(yan)禁違規(gui)(gui)爭搶生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)源、“掐尖”招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、跨區域招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。嚴(yan)(yan)格公(gong)參民學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管(guan)理,嚴(yan)(yan)禁民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)與公(gong)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)混合招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。完善優質(zhi)普(pu)(pu)通(tong)高(gao)(gao)中(zhong)(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)指標分(fen)配到初中(zhong)(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)(xiao)政策,確保名額分(fen)配比例不低于50%,并進(jin)一步提高(gao)(gao)農村學(xue)(xue)校(xiao)(xiao)(xiao)和薄弱學(xue)(xue)校(xiao)(xiao)(xiao)升入優質(zhi)高(gao)(gao)中(zhong)(zhong)(zhong)比例。規(gui)(gui)范(fan)(fan)普(pu)(pu)通(tong)高(gao)(gao)中(zhong)(zhong)(zhong)自(zi)主招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),學(xue)(xue)校(xiao)(xiao)(xiao)須在中(zhong)(zhong)(zhong)考(kao)(kao)結(jie)束后,嚴(yan)(yan)格按照自(zi)主招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)辦(ban)(ban)法和程序組織自(zi)主招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),并主動公(gong)開招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的各環節和錄取結(jie)果。
四、扎實(shi)做好中(zhong)(zhong)考(kao)(kao)(kao)組(zu)織管(guan)(guan)理(li)工(gong)(gong)作(zuo)。各(ge)地(di)要(yao)(yao)按(an)(an)照教(jiao)育部(bu)關于推進(jin)(jin)高(gao)(gao)中(zhong)(zhong)階段(duan)學校考(kao)(kao)(kao)試(shi)(shi)(shi)招(zhao)生(sheng)(sheng)(sheng)制度改革的(de)(de)統一部(bu)署,深入推進(jin)(jin)中(zhong)(zhong)考(kao)(kao)(kao)改革,突(tu)出素質教(jiao)育導(dao)向,努(nu)力(li)提(ti)高(gao)(gao)命題質量,積極探(tan)索基(ji)于初中(zhong)(zhong)學業水平(ping)考(kao)(kao)(kao)試(shi)(shi)(shi)成績、結合綜(zong)合素質評(ping)價的(de)(de)招(zhao)生(sheng)(sheng)(sheng)錄取模式,扭轉唯分(fen)數(shu)的(de)(de)考(kao)(kao)(kao)試(shi)(shi)(shi)招(zhao)生(sheng)(sheng)(sheng)評(ping)價導(dao)向。要(yao)(yao)進(jin)(jin)一步(bu)建立健全(quan)考(kao)(kao)(kao)務管(guan)(guan)理(li)制度,加強從(cong)命題、制卷(juan)、運送、保(bao)(bao)管(guan)(guan)、分(fen)發、施考(kao)(kao)(kao)到評(ping)卷(juan)全(quan)過(guo)程管(guan)(guan)理(li),認真(zhen)檢查外語(yu)聽力(li)設備和(he)閱卷(juan)設備,明確考(kao)(kao)(kao)試(shi)(shi)(shi)組(zu)織、閱卷(juan)評(ping)分(fen)、招(zhao)生(sheng)(sheng)(sheng)管(guan)(guan)理(li)等機構(gou)和(he)人(ren)員(yuan)的(de)(de)職責(ze),簽訂工(gong)(gong)作(zuo)責(ze)任書(shu),確保(bao)(bao)責(ze)任落實(shi)到崗到人(ren)。加強試(shi)(shi)(shi)卷(juan)評(ping)分(fen)復(fu)核工(gong)(gong)作(zuo)管(guan)(guan)理(li),明確每個學科(ke)試(shi)(shi)(shi)卷(juan)抽樣復(fu)核的(de)(de)具體數(shu)量和(he)比例,并嚴格按(an)(an)照規(gui)定程序進(jin)(jin)行復(fu)核。2019年5月底前(qian),各(ge)地(di)要(yao)(yao)全(quan)面開展一次(ci)中(zhong)(zhong)考(kao)(kao)(kao)考(kao)(kao)(kao)務管(guan)(guan)理(li)排查,切實(shi)排除(chu)各(ge)類風險隱患,確保(bao)(bao)考(kao)(kao)(kao)務組(zu)織管(guan)(guan)理(li)工(gong)(gong)作(zuo)安全(quan)有(you)序。
五、規范(fan)特殊類型招(zhao)生(sheng)(sheng)。繼續壓縮義(yi)(yi)務教育(yu)學(xue)(xue)校特長(chang)生(sheng)(sheng)招(zhao)生(sheng)(sheng)規模(mo),至2020年(nian)取消各(ge)類特長(chang)生(sheng)(sheng)招(zhao)生(sheng)(sheng)。義(yi)(yi)務教育(yu)學(xue)(xue)校要嚴(yan)(yan)格(ge)(ge)落實(shi)均(jun)衡(heng)編班規定,按(an)課(ke)程(cheng)標準嚴(yan)(yan)格(ge)(ge)執行零(ling)起點教學(xue)(xue)要求,小學(xue)(xue)一年(nian)級(ji)設置過渡性(xing)活動(dong)課(ke)程(cheng),注重做好幼(you)小銜(xian)接。義(yi)(yi)務教育(yu)學(xue)(xue)校不(bu)得(de)以“國際部(bu)”“國際課(ke)程(cheng)班”“境外(wai)班”等名義(yi)(yi)招(zhao)生(sheng)(sheng)。普通高中(zhong)(zhong)舉辦的各(ge)類實(shi)驗班、試(shi)點班,由主管教育(yu)行政(zheng)部(bu)門(men)重新登記,報省級(ji)教育(yu)行政(zheng)部(bu)門(men)備案,要嚴(yan)(yan)格(ge)(ge)控制(zhi)規模(mo),健全科學(xue)(xue)公開(kai)公正的選拔機(ji)制(zhi),加(jia)強(qiang)(qiang)跟(gen)蹤研究(jiu)和階段性(xing)評(ping)估(gu)。嚴(yan)(yan)格(ge)(ge)規范(fan)公辦普通高中(zhong)(zhong)“國際部(bu)”(或“境外(wai)課(ke)程(cheng)班”)招(zhao)生(sheng)(sheng)行為,納入統(tong)一招(zhao)生(sheng)(sheng)管理,實(shi)行計劃單列,錄(lu)取分數應達到同批次學(xue)(xue)校錄(lu)取要求,學(xue)(xue)生(sheng)(sheng)就(jiu)讀(du)期間不(bu)得(de)轉入普通班級(ji)。加(jia)強(qiang)(qiang)外(wai)籍人員子女學(xue)(xue)校招(zhao)生(sheng)(sheng)管理,不(bu)得(de)招(zhao)收中(zhong)(zhong)國籍學(xue)(xue)生(sheng)(sheng)。
六、保(bao)障特(te)殊群體接(jie)受(shou)義務教(jiao)育(yu)。健全(quan)以(yi)(yi)(yi)居住(zhu)(zhu)證為(wei)主要(yao)依(yi)據的(de)隨(sui)遷(qian)子(zi)(zi)(zi)女(nv)(nv)義務教(jiao)育(yu)入(ru)學(xue)(xue)(xue)(xue)政(zheng)(zheng)策,落實隨(sui)遷(qian)子(zi)(zi)(zi)女(nv)(nv)接(jie)受(shou)義務教(jiao)育(yu)后在流入(ru)地參加中(zhong)考(kao)政(zheng)(zheng)策。實行(xing)隨(sui)遷(qian)子(zi)(zi)(zi)女(nv)(nv)積分(fen)制入(ru)學(xue)(xue)(xue)(xue)的(de)地方(fang)(fang),要(yao)合理設置積分(fen)條件(jian),確保(bao)符合國(guo)家《居住(zhu)(zhu)證暫行(xing)條例》基本要(yao)求的(de)隨(sui)遷(qian)子(zi)(zi)(zi)女(nv)(nv)能夠應入(ru)盡(jin)入(ru)。流入(ru)地公辦義務教(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)要(yao)對(dui)符合條件(jian)的(de)隨(sui)遷(qian)子(zi)(zi)(zi)女(nv)(nv)開放,避免(mian)將隨(sui)遷(qian)子(zi)(zi)(zi)女(nv)(nv)集中(zhong)在少數學(xue)(xue)(xue)(xue)校(xiao)。要(yao)堅(jian)持以(yi)(yi)(yi)公辦學(xue)(xue)(xue)(xue)校(xiao)為(wei)主安排隨(sui)遷(qian)子(zi)(zi)(zi)女(nv)(nv)就學(xue)(xue)(xue)(xue),對(dui)于公辦學(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)位不(bu)足(zu)的(de)可以(yi)(yi)(yi)通過政(zheng)(zheng)府購買服(fu)務方(fang)(fang)式安排在民辦學(xue)(xue)(xue)(xue)校(xiao)就讀。隨(sui)遷(qian)子(zi)(zi)(zi)女(nv)(nv)回(hui)戶籍所在地學(xue)(xue)(xue)(xue)校(xiao)就讀的(de),當(dang)地教(jiao)育(yu)行(xing)政(zheng)(zheng)部(bu)門(men)應依(yi)法(fa)予以(yi)(yi)(yi)統(tong)籌(chou)安排。轉(zhuan)入(ru)學(xue)(xue)(xue)(xue)校(xiao)應在全(quan)國(guo)中(zhong)小(xiao)學(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)籍管(guan)理信息系(xi)統(tong)中(zhong)轉(zhuan)接(jie)學(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)籍,轉(zhuan)入(ru)、轉(zhuan)出學(xue)(xue)(xue)(xue)校(xiao)和雙方(fang)(fang)學(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)籍主管(guan)部(bu)門(men)應當(dang)分(fen)別(bie)在10個工作(zuo)日內完成學(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)籍轉(zhuan)接(jie)。積極推進融(rong)合教(jiao)育(yu),依(yi)法(fa)保(bao)障能夠接(jie)受(shou)普(pu)通教(jiao)育(yu)的(de)適齡殘疾兒童少年就近就便隨(sui)班就讀。對(dui)烈(lie)士子(zi)(zi)(zi)女(nv)(nv)、符合條件(jian)的(de)現役軍人子(zi)(zi)(zi)女(nv)(nv)、公安英模和因公犧牲(sheng)傷殘警察子(zi)(zi)(zi)女(nv)(nv)及其他各(ge)類優撫對(dui)象,各(ge)地要(yao)細化入(ru)學(xue)(xue)(xue)(xue)操作(zuo)程(cheng)序,落實教(jiao)育(yu)優待政(zheng)(zheng)策。
七、建立招生(sheng)入學(xue)(xue)工作預警(jing)制(zhi)度(du)。縣級教育(yu)(yu)行(xing)政部門(men)要(yao)(yao)加(jia)強對學(xue)(xue)齡人口(kou)變化趨勢的(de)預測分(fen)析,出現常住人口(kou)中(zhong)適齡兒童逐年增加(jia)、學(xue)(xue)位供(gong)給緊張(zhang)的(de)情況,及時向(xiang)社會發布預警(jing)提(ti)示(shi),合理(li)引導家長預期(qi),同時加(jia)快學(xue)(xue)校(xiao)規劃建設,有效增加(jia)學(xue)(xue)位供(gong)給。招生(sheng)期(qi)間對區(qu)域內存在大班額(e)學(xue)(xue)校(xiao)進行(xing)預警(jing)提(ti)示(shi),確(que)保中(zhong)小學(xue)(xue)校(xiao)起始年級嚴格按照國家規定標準班額(e)招生(sheng),堅決防止產生(sheng)新的(de)大班額(e)。強化義(yi)(yi)務教育(yu)(yu)政府(fu)保障責(ze)任(ren),省級教育(yu)(yu)督導部門(men)要(yao)(yao)督促民辦義(yi)(yi)務教育(yu)(yu)招生(sheng)規模占(zhan)比偏高的(de)地方(fang)切實履行(xing)政府(fu)職責(ze),增加(jia)公(gong)辦學(xue)(xue)校(xiao)資源供(gong)給,合理(li)調整(zheng)招生(sheng)計(ji)劃,堅決防止將政府(fu)舉辦義(yi)(yi)務教育(yu)(yu)的(de)責(ze)任(ren)推向(xiang)市場。
八、落實“十項嚴(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)”紀律(lv)要求。嚴(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)無計(ji)劃、超(chao)計(ji)劃組(zu)織招(zhao)(zhao)生(sheng)(sheng),招(zhao)(zhao)生(sheng)(sheng)結(jie)束后,學(xue)(xue)(xue)校(xiao)(xiao)(xiao)不得擅(shan)自招(zhao)(zhao)收(shou)(shou)已被其他學(xue)(xue)(xue)校(xiao)(xiao)(xiao)錄取的(de)(de)(de)學(xue)(xue)(xue)生(sheng)(sheng);嚴(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)自行組(zu)織或(huo)與社會(hui)培(pei)訓(xun)機(ji)構聯合(he)組(zu)織以(yi)選拔生(sheng)(sheng)源為目的(de)(de)(de)的(de)(de)(de)各類(lei)(lei)考(kao)(kao)(kao)試,或(huo)采(cai)用社會(hui)培(pei)訓(xun)機(ji)構自行組(zu)織的(de)(de)(de)各類(lei)(lei)考(kao)(kao)(kao)試結(jie)果;嚴(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)提前(qian)組(zu)織招(zhao)(zhao)生(sheng)(sheng),變相(xiang)“掐尖”選生(sheng)(sheng)源;嚴(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)公辦(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)與民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)混合(he)招(zhao)(zhao)生(sheng)(sheng)、混合(he)編(bian)班;嚴(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)以(yi)高(gao)額物質獎勵、虛(xu)假宣傳(chuan)等(deng)不正當手(shou)段招(zhao)(zhao)攬生(sheng)(sheng)源;嚴(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)任何學(xue)(xue)(xue)校(xiao)(xiao)(xiao)收(shou)(shou)取或(huo)變相(xiang)收(shou)(shou)取與入學(xue)(xue)(xue)掛(gua)鉤的(de)(de)(de)“捐資(zi)助學(xue)(xue)(xue)款”;嚴(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)義(yi)(yi)務(wu)(wu)教育(yu)階段學(xue)(xue)(xue)校(xiao)(xiao)(xiao)以(yi)各類(lei)(lei)競賽(sai)證書、學(xue)(xue)(xue)科競賽(sai)成(cheng)績(ji)或(huo)考(kao)(kao)(kao)級證明等(deng)作為招(zhao)(zhao)生(sheng)(sheng)依(yi)據;嚴(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)義(yi)(yi)務(wu)(wu)教育(yu)階段學(xue)(xue)(xue)校(xiao)(xiao)(xiao)設(she)立任何名(ming)(ming)義(yi)(yi)的(de)(de)(de)重點班、快慢班;嚴(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)初高(gao)中(zhong)(zhong)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)對學(xue)(xue)(xue)生(sheng)(sheng)進行中(zhong)(zhong)高(gao)考(kao)(kao)(kao)成(cheng)績(ji)排名(ming)(ming)、宣傳(chuan)中(zhong)(zhong)高(gao)考(kao)(kao)(kao)狀元和升(sheng)學(xue)(xue)(xue)率,教育(yu)行政(zheng)部門也(ye)不得對學(xue)(xue)(xue)校(xiao)(xiao)(xiao)中(zhong)(zhong)高(gao)考(kao)(kao)(kao)情況(kuang)進行排名(ming)(ming),以(yi)及向學(xue)(xue)(xue)校(xiao)(xiao)(xiao)提供非本(ben)校(xiao)(xiao)(xiao)的(de)(de)(de)中(zhong)(zhong)高(gao)考(kao)(kao)(kao)成(cheng)績(ji)數據;嚴(yan)(yan)(yan)(yan)禁(jin)(jin)(jin)(jin)出現(xian)人籍(ji)分離(li)、空掛(gua)學(xue)(xue)(xue)籍(ji)、學(xue)(xue)(xue)籍(ji)造(zao)假等(deng)現(xian)象,不得為違規跨區域招(zhao)(zhao)收(shou)(shou)的(de)(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)和違規轉學(xue)(xue)(xue)學(xue)(xue)(xue)生(sheng)(sheng)辦(ban)(ban)理學(xue)(xue)(xue)籍(ji)轉接。
九、嚴(yan)(yan)格執紀(ji)問(wen)責(ze)(ze)(ze)(ze)。各(ge)地(di)要(yao)(yao)完善招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管理辦法,建立(li)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃和(he)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)結(jie)果(guo)公示(shi)制度(du),健全違(wei)規(gui)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)查處(chu)和(he)責(ze)(ze)(ze)(ze)任追究(jiu)機制,暢(chang)通(tong)舉報和(he)申訴受理渠(qu)道,主(zhu)動接受社會(hui)監督(du)(du)(du)。招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)結(jie)束(shu)后(hou),按照隸(li)屬(shu)關系,教育部(bu)門要(yao)(yao)組(zu)織開(kai)展(zhan)逐校排查工(gong)作(zuo),重(zhong)點(dian)排查曾經發生(sheng)(sheng)(sheng)(sheng)違(wei)規(gui)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的學校,及時糾正和(he)嚴(yan)(yan)肅查處(chu)各(ge)種違(wei)規(gui)違(wei)紀(ji)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行(xing)(xing)為。對(dui)(dui)于造成不良(liang)影響(xiang)或(huo)嚴(yan)(yan)重(zhong)后(hou)果(guo)的學校,視情節(jie)輕重(zhong)給(gei)予(yu)約(yue)談、通(tong)報批評、追究(jiu)相關人員(yuan)責(ze)(ze)(ze)(ze)任、依照有關規(gui)定給(gei)予(yu)減少下一年度(du)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃、停止當年招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)直至吊銷辦學許可證等處(chu)罰。地(di)方教育督(du)(du)(du)導(dao)(dao)部(bu)門要(yao)(yao)將中小(xiao)學招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)(ru)學工(gong)作(zuo)納入(ru)(ru)責(ze)(ze)(ze)(ze)任督(du)(du)(du)學日常督(du)(du)(du)導(dao)(dao)范圍,適時對(dui)(dui)各(ge)地(di)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)(ru)學政策(ce)落實情況開(kai)展(zhan)督(du)(du)(du)導(dao)(dao)。對(dui)(dui)于造成惡(e)劣社會(hui)影響(xiang)的違(wei)規(gui)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行(xing)(xing)為,列(lie)入(ru)(ru)教育部(bu)督(du)(du)(du)辦事項,指導(dao)(dao)地(di)方嚴(yan)(yan)肅查處(chu)追責(ze)(ze)(ze)(ze) 。
十、營造良好氛(fen)圍。各地(di)教育(yu)部(bu)門(men)要與新聞宣傳(chuan)(chuan)部(bu)門(men)和有(you)關單位通(tong)力合(he)作,充分、深(shen)入(ru)、細致解(jie)讀當地(di)入(ru)學(xue)(xue)政策,著力宣傳(chuan)(chuan)促(cu)進(jin)教育(yu)公平的(de)(de)具體舉(ju)措(cuo),回應(ying)人民群眾(zhong)關切。引(yin)導(dao)廣(guang)(guang)大(da)家長充分認識(shi)就近入(ru)學(xue)(xue)對于學(xue)(xue)生健康(kang)成(cheng)長的(de)(de)價(jia)值和意(yi)義(yi),樹(shu)立科學(xue)(xue)教育(yu)觀念,把培養(yang)孩(hai)子的(de)(de)好思想、好品行、好習慣作為(wei)(wei)家庭(ting)教育(yu)的(de)(de)首要任務,理(li)性幫助(zhu)孩(hai)子確定成(cheng)長目標,克服唯分數、唯升學(xue)(xue)的(de)(de)功(gong)(gong)利化(hua)傾向(xiang),避免(mian)盲目跟風擇校。深(shen)入(ru)農村貧困地(di)區,積極(ji)宣傳(chuan)(chuan)建檔立卡家庭(ting)經(jing)濟(ji)困難學(xue)(xue)生免(mian)費(fei)政策和家庭(ting)經(jing)濟(ji)困難學(xue)(xue)生資助(zhu)政策。加強輿論宣傳(chuan)(chuan)引(yin)導(dao),規范新聞報道,總結推廣(guang)(guang)招生入(ru)學(xue)(xue)工作的(de)(de)先進(jin)典型(xing)和成(cheng)功(gong)(gong)經(jing)驗,積極(ji)宣傳(chuan)(chuan)優質均衡發(fa)展(zhan)成(cheng)效(xiao)和老百(bai)姓身邊的(de)(de)好學(xue)(xue)校,努力為(wei)(wei)每(mei)名(ming)適(shi)齡兒童(tong)少年接受(shou)公平而有(you)質量(liang)的(de)(de)教育(yu)創造條件。出臺重大(da)改(gai)革(ge)舉(ju)措(cuo)前(qian),要廣(guang)(guang)泛征求群眾(zhong)意(yi)見,加強風險評(ping)估,做好輿論引(yin)導(dao),設立必要的(de)(de)過渡時限,給(gei)社會(hui)留出合(he)理(li)的(de)(de)預期時間,確保和諧穩(wen)定。
