一、民航工程施工總承包甲級資質標準
1、企(qi)業(ye)資信能力
(1)凈(jing)資產1億(yi)元以上;
(2)近3年上(shang)繳建筑業增(zeng)值(zhi)稅平均(jun)在800萬元以上(shang)。
2、企(qi)業主(zhu)要人(ren)員
(1)具有(you)民(min)航工程專業(ye)一級注冊建造師10人以上(shang);
(2)技術(shu)負責人具有10年以上從事(shi)工程(cheng)施工技術(shu)管理工作經歷,且為民航(hang)機場工程(cheng)專業(ye)(ye)一(yi)級(ji)注冊(ce)建造師(shi);主(zhu)持完成(cheng)過1項以上本類別工程(cheng)業(ye)(ye)績。
3、企業(ye)工(gong)程業(ye)績
近(jin)5年承擔(dan)過(guo)下列(lie)4類中的2類以上工(gong)程(cheng)(cheng)的施工(gong),工(gong)程(cheng)(cheng)質量合(he)格。
(1)單項合同額5000萬(wan)(wan)元(yuan)以上的機(ji)場(chang)(chang)飛行區(qu)工(gong)程(cheng)1項或(huo)單項合同額3000萬(wan)(wan)元(yuan)以上的機(ji)場(chang)(chang)飛行區(qu)工(gong)程(cheng)2項;
(2)單項合同額1000萬元以上(shang)的民航空管(guan)工程1項;
(3)單項(xiang)合同額1500萬元以(yi)上的機場弱電系統工程1項(xiang);
(4)單項合同額6000萬元(yuan)以(yi)上民(min)航(hang)綜合工(gong)程1項。
二、民航工程施工總承包乙級資質標準
1、企業資信能力
凈(jing)資產(chan)800萬元(yuan)以上(shang)。
2、企業主(zhu)要人員
(1)具有民航機(ji)場工程(cheng)專(zhuan)業(ye)注(zhu)冊建造師(shi)5人(ren)以上(shang);
(2)技(ji)術(shu)負責人具(ju)有8年以上從(cong)事工(gong)(gong)(gong)(gong)程施工(gong)(gong)(gong)(gong)技(ji)術(shu)管理工(gong)(gong)(gong)(gong)作(zuo)經歷,且(qie)為民(min)航機場工(gong)(gong)(gong)(gong)程專(zhuan)業(ye)一級注(zhu)冊(ce)建(jian)造(zao)師;主持完成(cheng)過1項(xiang)以上本類別工(gong)(gong)(gong)(gong)程業(ye)績。
三、民航工程施工資質承包工程范圍
1、甲級資質
可承擔各類民航工(gong)程的施工(gong)。
2、乙級資質
可承擔飛(fei)行(xing)區(qu)(qu)指(zhi)標為4E以(yi)上,單項(xiang)合(he)同(tong)額(e)在4000萬(wan)以(yi)下(xia)(xia)(xia)(xia)的(de)(de)(de)(de)(de)飛(fei)行(xing)區(qu)(qu)工(gong)程的(de)(de)(de)(de)(de)施工(gong);或飛(fei)行(xing)區(qu)(qu)指(zhi)標為4D,單項(xiang)合(he)同(tong)額(e)在6000萬(wan)以(yi)下(xia)(xia)(xia)(xia)的(de)(de)(de)(de)(de)飛(fei)行(xing)區(qu)(qu)工(gong)程的(de)(de)(de)(de)(de)施工(gong);或飛(fei)行(xing)區(qu)(qu)指(zhi)標為4C以(yi)下(xia)(xia)(xia)(xia),單項(xiang)合(he)同(tong)額(e)在8000萬(wan)以(yi)下(xia)(xia)(xia)(xia)的(de)(de)(de)(de)(de)飛(fei)行(xing)區(qu)(qu)工(gong)程的(de)(de)(de)(de)(de)施工(gong);各類飛(fei)行(xing)區(qu)(qu)維修(xiu)工(gong)程;單項(xiang)合(he)同(tong)額(e)2500萬(wan)元以(yi)下(xia)(xia)(xia)(xia)的(de)(de)(de)(de)(de)民(min)航空(kong)管工(gong)程和單項(xiang)合(he)同(tong)額(e)3000萬(wan)元以(yi)下(xia)(xia)(xia)(xia)的(de)(de)(de)(de)(de)機場弱電(dian)系統(tong)工(gong)程的(de)(de)(de)(de)(de)施工(gong)。

機(ji)場(chang)(chang)飛(fei)(fei)行(xing)(xing)區(qu)(qu)工(gong)程(cheng)(cheng)(cheng)、民航(hang)空(kong)管(guan)(guan)工(gong)程(cheng)(cheng)(cheng)、機(ji)場(chang)(chang)弱電系統(tong)(tong)工(gong)程(cheng)(cheng)(cheng)。機(ji)場(chang)(chang)飛(fei)(fei)行(xing)(xing)區(qu)(qu)工(gong)程(cheng)(cheng)(cheng)包括:飛(fei)(fei)行(xing)(xing)區(qu)(qu)土石方、地基(ji)處理、基(ji)礎(chu)、道(dao)面、排水、橋梁、涵(han)隧、消防管(guan)(guan)網、管(guan)(guan)溝(廊)、服務車道(dao)、巡場(chang)(chang)路、圍界、場(chang)(chang)道(dao)維修等飛(fei)(fei)行(xing)(xing)區(qu)(qu)相關工(gong)程(cheng)(cheng)(cheng)及其(qi)附屬(shu)配套工(gong)程(cheng)(cheng)(cheng),進(jin)近燈光(guang)系統(tong)(tong),目視坡度指示系統(tong)(tong),跑(pao)道(dao)、滑行(xing)(xing)道(dao)、站坪(ping)燈光(guang)系統(tong)(tong),機(ji)場(chang)(chang)燈標(biao)等助(zhu)航(hang)燈光(guang)系統(tong)(tong),標(biao)記牌、道(dao)面標(biao)志(zhi)、標(biao)志(zhi)物、泊位引(yin)導系統(tong)(tong)等,助(zhu)航(hang)燈光(guang)監(jian)控系統(tong)(tong),助(zhu)航(hang)燈光(guang)變(bian)電站、飛(fei)(fei)行(xing)(xing)區(qu)(qu)供電工(gong)程(cheng)(cheng)(cheng)以(yi)及目視助(zhu)航(hang)輔助(zhu)設施等。
2、民航空管工程包括:
區域、終端(duan)區(進近)、塔(ta)臺等(deng)(deng)管(guan)制(zhi)中心(不含土建(jian)工程(cheng));空(kong)(kong)管(guan)自(zi)(zi)動(dong)(dong)化(hua)、地空(kong)(kong)通(tong)(tong)信(xin)、自(zi)(zi)動(dong)(dong)轉報(bao)、衛星(xing)地面站、機場(chang)有線(xian)通(tong)(tong)信(xin)、移動(dong)(dong)通(tong)(tong)信(xin)等(deng)(deng)通(tong)(tong)信(xin)系(xi)統(tong);雷達、自(zi)(zi)動(dong)(dong)相關監(jian)視、儀(yi)表著陸系(xi)統(tong)、航(hang)線(xian)導(dao)航(hang)臺等(deng)(deng)導(dao)航(hang)系(xi)統(tong);航(hang)行情報(bao)系(xi)統(tong);常規(gui)氣象(xiang)(xiang)觀測系(xi)統(tong)、自(zi)(zi)動(dong)(dong)氣象(xiang)(xiang)觀測系(xi)統(tong)、氣象(xiang)(xiang)雷達、氣象(xiang)(xiang)網絡(luo)、衛星(xing)云24圖接收等(deng)(deng)航(hang)空(kong)(kong)氣象(xiang)(xiang)工程(cheng)、空(kong)(kong)管(guan)設(she)施防雷工程(cheng)、供配電工程(cheng)等(deng)(deng)。
3、機場弱電系(xi)統工程包括:
航(hang)站樓(lou)(lou)弱(ruo)電系(xi)統(tong)和(he)飛(fei)行區、貨(huo)運區及(ji)生產(chan)辦公(gong)區域(yu)弱(ruo)電系(xi)統(tong)。其中,航(hang)站樓(lou)(lou)弱(ruo)電系(xi)統(tong)包括:
(1)信息(xi)(xi)集(ji)成系(xi)(xi)統(tong)(tong):包括機(ji)場運(yun)營數據庫,地面運(yun)行信息(xi)(xi)系(xi)(xi)統(tong)(tong),資源管理(li)系(xi)(xi)統(tong)(tong),運(yun)營監(jian)控管理(li)系(xi)(xi)統(tong)(tong)(或生產(chan)指揮調度系(xi)(xi)統(tong)(tong)),信息(xi)(xi)查詢系(xi)(xi)統(tong)(tong)以及集(ji)成信息(xi)(xi)轉發系(xi)(xi)統(tong)(tong)(含信息(xi)(xi)集(ji)成平臺(tai),消(xiao)(xiao)息(xi)(xi)中間件,中央智(zhi)能消(xiao)(xiao)息(xi)(xi)管理(li)系(xi)(xi)統(tong)(tong)等(deng))等(deng);
