公車改革存在的問題及對策
改變背景
1949年新(xin)中國成立至2014年,中國公務(wu)用(yong)車(che)(che)一直實(shi)行實(shi)物供給制度,對(dui)保障(zhang)公務(wu)出(chu)(chu)行發(fa)揮了作用(yong)。隨著中國社會主(zhu)義(yi)市場經濟體制不斷完善,中國傳統公務(wu)用(yong)車(che)(che)制度越(yue)來越(yue)難以適應(ying)形勢(shi)發(fa)展需要,車(che)(che)輛(liang)配備范(fan)圍過大、運行管理成本偏高、公車(che)(che)私用(yong)等問(wen)題日益(yi)突出(chu)(chu),社會對(dui)此反映強烈。
改革目的
為中(zhong)國(guo)(guo)黨(dang)(dang)政機關有效節約(yue)經費,遏制“車(che)(che)(che)輪(lun)上的腐(fu)敗”,重樹(shu)政府廉潔形(xing)象。為解決中(zhong)國(guo)(guo)公務用(yong)(yong)車(che)(che)(che)領域存(cun)在的突(tu)出(chu)問題,中(zhong)國(guo)(guo)習(xi)近平總書記(ji)、李克強(qiang)總理作出(chu)重要(yao)指(zhi)示,中(zhong)國(guo)(guo)黨(dang)(dang)中(zhong)央(yang)、國(guo)(guo)務院(yuan)專(zhuan)門作出(chu)部署(shu),強(qiang)調要(yao)全面(mian)推(tui)進公務用(yong)(yong)車(che)(che)(che)制度改革。全面(mian)推(tui)進公務用(yong)(yong)車(che)(che)(che)制度改革,是加(jia)強(qiang)黨(dang)(dang)風廉政建設、厲行(xing)節約(yue)反(fan)對浪費的重要(yao)舉(ju)措,是轉變中(zhong)國(guo)(guo)政府職能、推(tui)進后勤服務社(she)會化(hua)改革的重要(yao)內容,是順應民意、維護中(zhong)國(guo)(guo)共產黨(dang)(dang)和中(zhong)國(guo)(guo)政府形(xing)象的迫切要(yao)求。
按照中(zhong)(zhong)國(guo)中(zhong)(zhong)央(yang)關于厲(li)行節約(yue)反對浪費(fei)的(de)要(yao)求,堅持(chi)社(she)會化、市場化方向,推進中(zhong)(zhong)國(guo)公(gong)(gong)務用車制度改革,合理有效配(pei)置公(gong)(gong)務用車資源(yuan),創新公(gong)(gong)務交(jiao)通分類(lei)提供方式,保障公(gong)(gong)務出(chu)行,降(jiang)低行政成(cheng)本,推進廉潔型機關和節約(yue)型社(she)會建設(she)。
基本原則
1、創新制度、分(fen)類保障(zhang)。改革(ge)公(gong)務(wu)用車(che)實(shi)物供給方式,取消(xiao)一般公(gong)務(wu)用車(che),普通公(gong)務(wu)出行實(shi)行社會化(hua)(hua)提供并(bing)適(shi)度補(bu)貼交通費用,從(cong)嚴配備定向化(hua)(hua)保障(zhang)的公(gong)務(wu)用車(che)。
2、統籌協(xie)調、政策(ce)(ce)配套。妥善處理公(gong)務(wu)用車制(zhi)度(du)改革涉及的(de)各種利益關系,科學制(zhi)定改革方案和配套政策(ce)(ce),確保新舊制(zhi)度(du)平(ping)穩過渡(du)、有(you)機銜接。
3、統一部(bu)署、分步實(shi)施。各(ge)地(di)區各(ge)部(bu)門按照(zhao)中(zhong)央確定(ding)的(de)改(gai)革(ge)方向和(he)原則制(zhi)定(ding)改(gai)革(ge)實(shi)施方案,中(zhong)央和(he)國(guo)(guo)(guo)家(jia)機關(guan)先行(xing)示范,地(di)方黨政機關(guan)加快實(shi)行(xing),事業單位(wei)、國(guo)(guo)(guo)有(you)企業和(he)國(guo)(guo)(guo)有(you)金融(rong)企業有(you)序推(tui)進。
主要任務
1、改革中國公務交通保障方式
改革(ge)中(zhong)國黨(dang)政(zheng)機(ji)關(包括各(ge)級黨(dang)委、人(ren)大、政(zheng)府、政(zheng)協、審(shen)判、檢察機(ji)關,各(ge)民主黨(dang)派和(he)(he)工(gong)商聯,參(can)照公(gong)(gong)(gong)(gong)務(wu)員法管(guan)理的(de)人(ren)民團(tuan)體、群眾團(tuan)體、事業單位,下(xia)同)公(gong)(gong)(gong)(gong)務(wu)用車(che)(che)實(shi)物供給方式,取(qu)(qu)消一般(ban)公(gong)(gong)(gong)(gong)務(wu)用車(che)(che),保(bao)(bao)(bao)留必(bi)要的(de)機(ji)要通信(xin)、應急、特種專業技術用車(che)(che)和(he)(he)符合規(gui)定(ding)的(de)一線(xian)執法執勤崗位車(che)(che)輛及其(qi)他車(che)(che)輛。改革(ge)后,行(xing)政(zheng)區(qu)域(yu)(城區(qu)或(huo)規(gui)定(ding)區(qu)域(yu))內普通公(gong)(gong)(gong)(gong)務(wu)出行(xing)方式由公(gong)(gong)(gong)(gong)務(wu)人(ren)員自(zi)行(xing)選擇,實(shi)行(xing)社會化提供,適度發(fa)放公(gong)(gong)(gong)(gong)務(wu)交(jiao)通補貼。公(gong)(gong)(gong)(gong)務(wu)交(jiao)通補貼保(bao)(bao)(bao)障(zhang)范圍(wei)要與差旅費保(bao)(bao)(bao)障(zhang)范圍(wei)搞好銜接,對邊(bian)遠地(di)(di)區(qu)和(he)(he)交(jiao)通不便(bian)地(di)(di)區(qu),要做好遠距離公(gong)(gong)(gong)(gong)務(wu)出行(xing)的(de)差旅費保(bao)(bao)(bao)障(zhang)。鼓勵省(自(zi)治(zhi)區(qu)、直(zhi)轄市(shi))所(suo)屬廳(局)正職(zhi)主要負責(ze)(ze)人(ren)和(he)(he)市(shi)(地(di)(di)、州(zhou)、盟)、縣(xian)(市(shi)、區(qu)、旗)及鄉(鎮)黨(dang)政(zheng)主要負責(ze)(ze)人(ren)參(can)加改革(ge),確(que)因(yin)環(huan)境所(suo)限和(he)(he)工(gong)作需要不便(bian)取(qu)(qu)消公(gong)(gong)(gong)(gong)務(wu)用車(che)(che)的(de),允許以適當集中(zhong)形式提供工(gong)作用車(che)(che)實(shi)物保(bao)(bao)(bao)障(zhang),但須嚴格規(gui)范管(guan)理,不得再領取(qu)(qu)公(gong)(gong)(gong)(gong)務(wu)交(jiao)通補貼,具(ju)體范圍(wei)由各(ge)地(di)(di)根據本意見研(yan)究確(que)定(ding)。
規(gui)范(fan)事業(ye)(ye)(ye)單(dan)位、國有企(qi)業(ye)(ye)(ye)和(he)(he)國有金融(rong)企(qi)業(ye)(ye)(ye)職務(wu)(wu)待遇和(he)(he)業(ye)(ye)(ye)務(wu)(wu)消費,對原符合(he)車(che)輛配備條件的崗位和(he)(he)人員,逐步按規(gui)定納入(ru)改革,改革后(hou)不得再配備車(che)輛;對保(bao)留的必要的國有企(qi)業(ye)(ye)(ye)、國有金融(rong)企(qi)業(ye)(ye)(ye)經營(ying)用(yong)車(che)和(he)(he)事業(ye)(ye)(ye)單(dan)位業(ye)(ye)(ye)務(wu)(wu)用(yong)車(che)實(shi)行集中管理(li);取消與(yu)(yu)經營(ying)和(he)(he)業(ye)(ye)(ye)務(wu)(wu)保(bao)障(zhang)無(wu)關的車(che)輛。事業(ye)(ye)(ye)單(dan)位、國有企(qi)業(ye)(ye)(ye)和(he)(he)國有金融(rong)企(qi)業(ye)(ye)(ye)公務(wu)(wu)用(yong)車(che)制(zhi)度改革要與(yu)(yu)年(nian)薪制(zhi)、崗位津貼及國家(jia)相關財(cai)務(wu)(wu)管理(li)制(zhi)度等(deng)統籌考慮、相互銜接。
2、合理確定中國黨政機關公務交通補貼標準
各(ge)級(ji)(ji)黨政(zheng)機(ji)關要從實際(ji)(ji)(ji)出(chu)(chu)發,綜合考(kao)慮公(gong)(gong)(gong)務(wu)(wu)(wu)出(chu)(chu)行(xing)(xing)成(cheng)本(ben)、經濟發展水平、社會(hui)承受(shou)能力、轄(xia)區面積(ji)、自然地(di)(di)(di)理(li)環境、公(gong)(gong)(gong)務(wu)(wu)(wu)出(chu)(chu)行(xing)(xing)次數和(he)距離(li)、行(xing)(xing)政(zheng)級(ji)(ji)別和(he)實際(ji)(ji)(ji)承擔的(de)工(gong)作(zuo)職(zhi)責等因(yin)素(su),按照節約(yue)成(cheng)本(ben)、保證公(gong)(gong)(gong)務(wu)(wu)(wu)、便(bian)于(yu)操作(zuo)、簡化(hua)檔(dang)次的(de)要求,確定本(ben)地(di)(di)(di)區公(gong)(gong)(gong)務(wu)(wu)(wu)交通補(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)(zhun)。根(gen)據(ju)交通成(cheng)本(ben)等相關因(yin)素(su)變化(hua)情(qing)況,公(gong)(gong)(gong)務(wu)(wu)(wu)交通補(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)(zhun)可適(shi)時適(shi)度進行(xing)(xing)調(diao)整(zheng)。允許參改單位(wei)(wei)根(gen)據(ju)實際(ji)(ji)(ji)情(qing)況,從公(gong)(gong)(gong)務(wu)(wu)(wu)交通補(bu)(bu)貼(tie)中(zhong)(zhong)劃(hua)出(chu)(chu)一定比例作(zuo)為單位(wei)(wei)統籌部分,集中(zhong)(zhong)用(yong)于(yu)解決不(bu)同崗(gang)位(wei)(wei)之(zhi)間公(gong)(gong)(gong)務(wu)(wu)(wu)出(chu)(chu)行(xing)(xing)不(bu)均衡等問題,統籌資金(jin)使用(yong)須公(gong)(gong)(gong)開透(tou)明,具體管理(li)辦法由各(ge)單位(wei)(wei)制定。對特(te)(te)別重大(da)搶(qiang)險救災、事(shi)故處理(li)、突發事(shi)件處置等不(bu)可預測的(de)特(te)(te)殊事(shi)項,各(ge)地(di)(di)(di)可從實際(ji)(ji)(ji)出(chu)(chu)發在應急預案中(zhong)(zhong)另行(xing)(xing)制定特(te)(te)殊情(qing)況下(xia)公(gong)(gong)(gong)務(wu)(wu)(wu)用(yong)車保障辦法。地(di)(di)(di)方公(gong)(gong)(gong)務(wu)(wu)(wu)交通補(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)(zhun)不(bu)得高于(yu)中(zhong)(zhong)央(yang)(yang)和(he)國家機(ji)關補(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)(zhun)的(de)130%,邊疆民族地(di)(di)(di)區和(he)其他邊遠地(di)(di)(di)區標(biao)(biao)準(zhun)(zhun)(zhun)不(bu)得高于(yu)中(zhong)(zhong)央(yang)(yang)和(he)國家機(ji)關補(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)(zhun)的(de)150%。各(ge)省(自治區、直轄(xia)市)之(zhi)間補(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)(zhun)差距不(bu)宜過大(da),同一省(自治區、直轄(xia)市)內不(bu)同地(di)(di)(di)區補(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)(zhun)差距不(bu)得超過20%,同一市(地(di)(di)(di)、州(zhou)、盟)實行(xing)(xing)統一的(de)補(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)(zhun)。地(di)(di)(di)方補(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)(zhun)層(ceng)級(ji)(ji)劃(hua)分可不(bu)與(yu)中(zhong)(zhong)央(yang)(yang)和(he)國家機(ji)關層(ceng)級(ji)(ji)完全(quan)對應。駐地(di)(di)(di)方的(de)中(zhong)(zhong)央(yang)(yang)垂直管理(li)單位(wei)(wei)補(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)(zhun)按屬地(di)(di)(di)化(hua)原則參照所在地(di)(di)(di)區標(biao)(biao)準(zhun)(zhun)(zhun)執行(xing)(xing),經費由中(zhong)(zhong)央(yang)(yang)財政(zheng)負擔。
3、妥善安置中國司勤人員
各級黨政機關(guan)根據改(gai)革后(hou)的實際(ji)需要(yao),合理設置司(si)勤(qin)人(ren)(ren)員(yuan)崗(gang)(gang)(gang)位(wei),采取公開(kai)(kai)、平等、競爭(zheng)、擇(ze)優的方式確定留(liu)用(yong)人(ren)(ren)員(yuan);未聘人(ren)(ren)員(yuan)原(yuan)則上以(yi)內部(bu)消化(hua)為主,通過內部(bu)轉(zhuan)崗(gang)(gang)(gang)、開(kai)(kai)辟(pi)新的就(jiu)業崗(gang)(gang)(gang)位(wei)、提前離(li)崗(gang)(gang)(gang)等措施妥善安(an)置。依法(fa)做好未留(liu)用(yong)人(ren)(ren)員(yuan)聘用(yong)合同(tong)或勞動合同(tong)的終止、解除工(gong)作,維護其合法(fa)權益,相(xiang)關(guan)必要(yao)支出由各級財政安(an)排專項經費予以(yi)保障。各級人(ren)(ren)力資源社會保障部(bu)門會同(tong)有(you)關(guan)部(bu)門組成工(gong)作組,負(fu)責(ze)指導參改(gai)單(dan)位(wei)做好司(si)勤(qin)人(ren)(ren)員(yuan)安(an)置工(gong)作,確保改(gai)革平穩推進。參改(gai)事(shi)業單(dan)位(wei)、國有(you)企業和國有(you)金融企業要(yao)依法(fa)做好司(si)勤(qin)人(ren)(ren)員(yuan)安(an)置工(gong)作。
4、公開規范處置中國公務用車
取(qu)(qu)消的公(gong)務(wu)用車(che)(che),由各(ge)(ge)級相關(guan)(guan)職能部門統一規范處置(zhi)(zhi)(zhi)(zhi)。對(dui)取(qu)(qu)消的一般公(gong)務(wu)用車(che)(che),要制定處置(zhi)(zhi)(zhi)(zhi)辦法,公(gong)開招標(biao)評估、拍(pai)賣(mai)機(ji)構,通過公(gong)開拍(pai)賣(mai)等方式公(gong)開處置(zhi)(zhi)(zhi)(zhi)。取(qu)(qu)消車(che)(che)輛處置(zhi)(zhi)(zhi)(zhi)要防止甩賣(mai)和賤賣(mai)現象,避免(mian)國有(you)(you)資(zi)產流失。黨政機(ji)關(guan)(guan)公(gong)務(wu)用車(che)(che)處置(zhi)(zhi)(zhi)(zhi)收入,扣除有(you)(you)關(guan)(guan)稅費后全(quan)部上繳(jiao)國庫(ku)。參改(gai)事業單位、國有(you)(you)企業和國有(you)(you)金融企業車(che)(che)輛處置(zhi)(zhi)(zhi)(zhi)收入,按國家(jia)有(you)(you)關(guan)(guan)財務(wu)管理制度執行。各(ge)(ge)地可根據(ju)實(shi)際情況,對(dui)未能及時處置(zhi)(zhi)(zhi)(zhi)的車(che)(che)輛,采(cai)取(qu)(qu)設立過渡(du)性(xing)車(che)(che)輛服務(wu)中心或社會(hui)化車(che)(che)輛租(zu)賃公(gong)司的方式,進行市場(chang)化運(yun)營,減少(shao)車(che)(che)輛閑置(zhi)(zhi)(zhi)(zhi)浪(lang)費,過渡(du)期由各(ge)(ge)地確(que)定,政府不得變相為(wei)其提(ti)供財政性(xing)補貼。
健全中國公務用車管理和保障制度
1、加強定向化保障中國車輛管理
中國各級黨政機關(guan)公(gong)務用(yong)(yong)車(che)(che)(che)(che)主(zhu)管(guan)(guan)部(bu)(bu)門要(yao)會同有(you)(you)關(guan)部(bu)(bu)門嚴格核(he)定(ding)定(ding)向化(hua)保障公(gong)務用(yong)(yong)車(che)(che)(che)(che)的(de)(de)(de)編制和標準,車(che)(che)(che)(che)輛配備(bei)優(you)先(xian)選(xuan)用(yong)(yong)新能源汽車(che)(che)(che)(che)。執(zhi)(zhi)法(fa)執(zhi)(zhi)勤(qin)用(yong)(yong)車(che)(che)(che)(che)配備(bei)應當(dang)嚴格限制在一(yi)線(xian)執(zhi)(zhi)法(fa)執(zhi)(zhi)勤(qin)崗位,機關(guan)內部(bu)(bu)管(guan)(guan)理(li)和后勤(qin)崗位以(yi)及(ji)機關(guan)所(suo)屬事(shi)業單(dan)位一(yi)律不得配備(bei)。除(chu)涉及(ji)國家安全、偵查辦案等有(you)(you)保密要(yao)求(qiu)的(de)(de)(de)特殊工作用(yong)(yong)車(che)(che)(che)(che)外(wai),執(zhi)(zhi)法(fa)執(zhi)(zhi)勤(qin)用(yong)(yong)車(che)(che)(che)(che)應當(dang)噴涂明顯的(de)(de)(de)統(tong)一(yi)標識(shi)。機要(yao)通信、應急等車(che)(che)(che)(che)輛要(yao)充分考慮不同部(bu)(bu)門的(de)(de)(de)工作差異,根據實(shi)際需要(yao)合(he)(he)理(li)配備(bei),保障到位。按規定(ding)保留的(de)(de)(de)公(gong)務用(yong)(yong)車(che)(che)(che)(che)實(shi)行集(ji)中管(guan)(guan)理(li),逐步(bu)探索社會化(hua)監督的(de)(de)(de)有(you)(you)效形(xing)式和具體辦法(fa)。在從嚴控制總(zong)量的(de)(de)(de)前(qian)提下,各地可(ke)根據實(shi)際情況確定(ding)和優(you)化(hua)配置相關(guan)一(yi)線(xian)執(zhi)(zhi)法(fa)執(zhi)(zhi)勤(qin)崗位車(che)(che)(che)(che)輛,鼓(gu)勵(li)各地建立(li)跨部(bu)(bu)門綜合(he)(he)性執(zhi)(zhi)法(fa)用(yong)(yong)車(che)(che)(che)(che)平臺。進一(yi)步(bu)精簡(jian)地方公(gong)務用(yong)(yong)車(che)(che)(che)(che)管(guan)(guan)理(li)機構。
2、完善財務管理
黨政機關公(gong)務(wu)交(jiao)通(tong)補(bu)貼(tie)(tie)屬于改革性補(bu)貼(tie)(tie),統(tong)一納入(ru)財政預(yu)算,在(zai)(zai)交(jiao)通(tong)費中(zhong)列支、按月發(fa)放,用于保障公(gong)務(wu)人員(yuan)普通(tong)公(gong)務(wu)出行。各單位要(yao)加強財務(wu)管理(li),按照在(zai)(zai)編在(zai)(zai)崗公(gong)務(wu)員(yuan)數量和職級核定補(bu)貼(tie)(tie)數額,嚴格公(gong)務(wu)交(jiao)通(tong)補(bu)貼(tie)(tie)發(fa)放,不得擅自擴(kuo)大(da)補(bu)貼(tie)(tie)范(fan)圍、提(ti)高補(bu)貼(tie)(tie)標準。
3、加強公務用車監督檢查
把公(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)配備(bei)和(he)(he)運(yun)行維(wei)護費用(yong)(yong)(yong)(yong)、交(jiao)通補(bu)貼發放、車(che)(che)輛(liang)處(chu)置情況等納(na)入日常和(he)(he)專項審計監督(du)(du)及政務(wu)(wu)公(gong)開范圍。黨政機關不(bu)得(de)以(yi)(yi)特(te)殊用(yong)(yong)(yong)(yong)途等理由(you)變相(xiang)超(chao)編制、超(chao)標準配備(bei)公(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che),不(bu)得(de)以(yi)(yi)任何方式換用(yong)(yong)(yong)(yong)、借用(yong)(yong)(yong)(yong)、占用(yong)(yong)(yong)(yong)下屬單位或其他單位和(he)(he)個(ge)人(ren)(ren)(ren)的車(che)(che)輛(liang),不(bu)得(de)接受(shou)企事業單位和(he)(he)個(ge)人(ren)(ren)(ren)贈送(song)的車(che)(che)輛(liang),不(bu)得(de)以(yi)(yi)任何理由(you)違(wei)反(fan)用(yong)(yong)(yong)(yong)途使用(yong)(yong)(yong)(yong)或固定(ding)給個(ge)人(ren)(ren)(ren)使用(yong)(yong)(yong)(yong)執法執勤(qin)、機要通信等公(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che),不(bu)得(de)以(yi)(yi)公(gong)務(wu)(wu)交(jiao)通補(bu)貼名義變相(xiang)發放福(fu)利。公(gong)務(wu)(wu)人(ren)(ren)(ren)員不(bu)得(de)既(ji)領取公(gong)務(wu)(wu)交(jiao)通補(bu)貼、又違(wei)規乘坐公(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)。紀(ji)檢監察機關要強化監督(du)(du)檢查(cha),及時受(shou)理群眾舉(ju)報(bao),依法依紀(ji)嚴肅(su)查(cha)處(chu)違(wei)反(fan)公(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)制度改革和(he)(he)公(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)管理的行為,嚴肅(su)追究相(xiang)關責任人(ren)(ren)(ren)的責任。
4、切實保障公務出行
鼓勵公(gong)(gong)(gong)務(wu)出行利用(yong)公(gong)(gong)(gong)共(gong)交(jiao)(jiao)通服務(wu)。各地要采取有效(xiao)措施,完善城(cheng)市(shi)公(gong)(gong)(gong)共(gong)交(jiao)(jiao)通服務(wu)體系,探索發展(zhan)適(shi)合(he)公(gong)(gong)(gong)務(wu)出行的(de)(de)市(shi)場(chang)化交(jiao)(jiao)通定制服務(wu),增(zeng)加社會化交(jiao)(jiao)通供給。及時解決(jue)公(gong)(gong)(gong)務(wu)出行遇到(dao)的(de)(de)實(shi)際問題,確(que)保(bao)(bao)改革后公(gong)(gong)(gong)務(wu)出行得(de)到(dao)有效(xiao)保(bao)(bao)障。
組織實施
1、加強領導,明確責任
中(zhong)國公務(wu)用車(che)制(zhi)度改(gai)革(ge)政(zheng)策性強(qiang)、任(ren)(ren)務(wu)艱(jian)巨,各(ge)地(di)區各(ge)部門要高度重(zhong)視(shi),切實加強(qiang)領導(dao)(dao),嚴格工(gong)作紀律,明(ming)確(que)工(gong)作責(ze)任(ren)(ren)。中(zhong)央和地(di)方(fang)分別(bie)建立公務(wu)用車(che)制(zhi)度改(gai)革(ge)領導(dao)(dao)小(xiao)組,明(ming)確(que)工(gong)作機制(zhi),負責(ze)落實各(ge)項改(gai)革(ge)任(ren)(ren)務(wu),確(que)保改(gai)革(ge)扎實穩(wen)步推進,既(ji)要改(gai)成,更要改(gai)好(hao)。
中(zhong)(zhong)(zhong)國(guo)中(zhong)(zhong)(zhong)央(yang)公(gong)務(wu)用(yong)(yong)車制(zhi)度改(gai)(gai)革(ge)領導小組(zu)由(you)國(guo)家發(fa)展改(gai)(gai)革(ge)委、國(guo)管局、中(zhong)(zhong)(zhong)直管理(li)局牽(qian)頭,財政部、人力資源社(she)會保障部、審計署等(deng)部門參加(jia),主要負責指導、協調全國(guo)公(gong)務(wu)用(yong)(yong)車制(zhi)度改(gai)(gai)革(ge)工作,制(zhi)定并(bing)組(zu)織實施中(zhong)(zhong)(zhong)央(yang)和(he)國(guo)家機(ji)關(guan)公(gong)務(wu)用(yong)(yong)車制(zhi)度改(gai)(gai)革(ge)方(fang)案及(ji)配套政策,會同有關(guan)部門制(zhi)定中(zhong)(zhong)(zhong)央(yang)和(he)國(guo)家機(ji)關(guan)所屬非(fei)參公(gong)事(shi)業單位、中(zhong)(zhong)(zhong)央(yang)企(qi)業和(he)中(zhong)(zhong)(zhong)央(yang)金融(rong)企(qi)業公(gong)務(wu)用(yong)(yong)車制(zhi)度改(gai)(gai)革(ge)方(fang)案。
中國(guo)各(ge)省(sheng)(sheng)(自治(zhi)區、直(zhi)轄市)公(gong)務用車(che)制(zhi)(zhi)度改革(ge)領導(dao)小組(zu)(zu)要根(gen)據本地區實(shi)際情(qing)況,負責(ze)制(zhi)(zhi)定并(bing)組(zu)(zu)織實(shi)施(shi)本省(sheng)(sheng)(自治(zhi)區、直(zhi)轄市)黨(dang)政(zheng)機關、事(shi)業(ye)單位、國(guo)有企業(ye)和國(guo)有金融(rong)企業(ye)公(gong)務用車(che)制(zhi)(zhi)度改革(ge)方(fang)案(an)及(ji)配(pei)套政(zheng)策。各(ge)省(sheng)(sheng)(自治(zhi)區、直(zhi)轄市)黨(dang)政(zheng)機關公(gong)務用車(che)制(zhi)(zhi)度改革(ge)方(fang)案(an)報中央公(gong)務用車(che)制(zhi)(zhi)度改革(ge)領導(dao)小組(zu)(zu)批準后實(shi)施(shi)。
2、精心組織,扎實推進
中國各(ge)地區(qu)各(ge)部(bu)門要(yao)(yao)健全工(gong)作機制(zhi),深(shen)入調查(cha)研究,細(xi)致統計測算,周密制(zhi)定(ding)公(gong)(gong)務用(yong)車(che)制(zhi)度改(gai)(gai)革(ge)方案(an),明確(que)時(shi)限(xian)要(yao)(yao)求,加強監督檢(jian)查(cha),及時(shi)有效(xiao)解(jie)決改(gai)(gai)革(ge)中遇到的(de)新情(qing)況新問題,確(que)保(bao)各(ge)項工(gong)作落到實處(chu)。中央和(he)國家機關(guan)及各(ge)省(自治區(qu)、直轄市(shi))要(yao)(yao)盡快啟動公(gong)(gong)務用(yong)車(che)制(zhi)度改(gai)(gai)革(ge)工(gong)作,確(que)保(bao)在規(gui)定(ding)時(shi)限(xian)內完(wan)成改(gai)(gai)革(ge)任務。已先行(xing)開(kai)展公(gong)(gong)務用(yong)車(che)制(zhi)度改(gai)(gai)革(ge)的(de)地區(qu)和(he)部(bu)門要(yao)(yao)按本意(yi)見(jian)進行(xing)規(gui)范。
保障措施
1、加強保(bao)留公務(wu)用(yong)(yong)(yong)(yong)車(che)(che)管理(li)(li)。中國(guo)中央和國(guo)家機關(guan)各(ge)部(bu)門(men)(men)各(ge)單位根(gen)據(ju)編(bian)制(zhi)(zhi)總量和工(gong)作性質(zhi)可保(bao)留5輛以內的(de)機要通信(xin)、應急公務(wu)用(yong)(yong)(yong)(yong)車(che)(che),由公務(wu)用(yong)(yong)(yong)(yong)車(che)(che)主管部(bu)門(men)(men)實(shi)(shi)行編(bian)制(zhi)(zhi)管理(li)(li),編(bian)制(zhi)(zhi)數量和配備標準要根(gen)據(ju)各(ge)部(bu)門(men)(men)各(ge)單位實(shi)(shi)際工(gong)作情況(kuang)科(ke)學確定(ding),優先選用(yong)(yong)(yong)(yong)新(xin)能源汽(qi)車(che)(che)。執(zhi)法執(zhi)勤(qin)用(yong)(yong)(yong)(yong)車(che)(che)配備應當(dang)嚴格限制(zhi)(zhi)在一(yi)線(xian)執(zhi)法執(zhi)勤(qin)崗位,機關(guan)內部(bu)管理(li)(li)和后勤(qin)崗位以及機關(guan)所屬事業單位一(yi)律不得配備。財(cai)政部(bu)要會同有(you)(you)關(guan)部(bu)門(men)(men)按規定(ding)對執(zhi)法執(zhi)勤(qin)用(yong)(yong)(yong)(yong)車(che)(che)進行核定(ding)和規范(fan)。除涉及國(guo)家安全、偵查辦案等有(you)(you)保(bao)密要求的(de)特殊工(gong)作用(yong)(yong)(yong)(yong)車(che)(che)外(wai),執(zhi)法執(zhi)勤(qin)用(yong)(yong)(yong)(yong)車(che)(che)應當(dang)噴(pen)涂明顯的(de)統一(yi)標識。國(guo)管局會同中直管理(li)(li)局負責修訂公務(wu)用(yong)(yong)(yong)(yong)車(che)(che)使用(yong)(yong)(yong)(yong)管理(li)(li)辦法,加強公務(wu)用(yong)(yong)(yong)(yong)車(che)(che)規范(fan)化(hua)管理(li)(li)。進一(yi)步精簡公務(wu)用(yong)(yong)(yong)(yong)車(che)(che)管理(li)(li)機構。
2、嚴格財務管理。財政部要嚴格交通費用預算管理。各單(dan)位要加(jia)強財務管理,按照(zhao)在編(bian)在崗公務員數(shu)量(liang)和(he)職級核(he)定補(bu)貼(tie)(tie)數(shu)額(e),嚴格公務交通補(bu)貼(tie)(tie)發放,不(bu)得擅自擴大補(bu)貼(tie)(tie)人(ren)員范圍、提(ti)高補(bu)貼(tie)(tie)標準(zhun)。
3、加強公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)(che)紀(ji)律檢查(cha)和審(shen)計(ji)。嚴(yan)肅公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)(che)紀(ji)律,各(ge)部(bu)(bu)門各(ge)單位不(bu)(bu)(bu)得以特殊用(yong)(yong)(yong)(yong)途等(deng)理由變(bian)相超編制、超標準配(pei)備(bei)公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)(che),不(bu)(bu)(bu)得以任(ren)何方式換用(yong)(yong)(yong)(yong)、借用(yong)(yong)(yong)(yong)、占用(yong)(yong)(yong)(yong)下屬單位或(huo)其他單位和個(ge)人的(de)車(che)(che)(che)輛(liang),不(bu)(bu)(bu)得接受企事業單位和個(ge)人贈(zeng)送的(de)車(che)(che)(che)輛(liang),不(bu)(bu)(bu)得以任(ren)何理由違反用(yong)(yong)(yong)(yong)途使用(yong)(yong)(yong)(yong)或(huo)固定(ding)給個(ge)人使用(yong)(yong)(yong)(yong)執(zhi)(zhi)法執(zhi)(zhi)勤、機要通(tong)信(xin)等(deng)公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)(che),不(bu)(bu)(bu)得以交(jiao)通(tong)補貼名(ming)義(yi)變(bian)相發放福利。公(gong)務人員(yuan)不(bu)(bu)(bu)得既領取公(gong)務交(jiao)通(tong)補貼、又(you)違規乘坐公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)(che)。紀(ji)檢監察(cha)機關負責對公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)(che)制度改革(ge)執(zhi)(zhi)行(xing)情(qing)況進行(xing)監督檢查(cha),糾正(zheng)和查(cha)處(chu)違紀(ji)違法行(xing)為。審(shen)計(ji)部(bu)(bu)門要對公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)(che)改革(ge)情(qing)況進行(xing)監督,并(bing)將改革(ge)后公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)(che)配(pei)備(bei)和運行(xing)維護費用(yong)(yong)(yong)(yong)、交(jiao)通(tong)補貼發放、車(che)(che)(che)輛(liang)處(chu)置情(qing)況等(deng)納入日(ri)常和專項審(shen)計(ji)監督。
4、切實(shi)保障公(gong)務出(chu)行(xing)。北京市(shi)(shi)要采取(qu)切實(shi)措施(shi),健(jian)全城市(shi)(shi)公(gong)共交通服務體系,完善出(chu)租車(che)市(shi)(shi)場化(hua)(hua)運營(ying)管(guan)理方式,增加(jia)社會(hui)化(hua)(hua)交通供給(gei)。及時解決(jue)公(gong)務出(chu)行(xing)遇(yu)到的問題,保障中(zhong)央和國家機關普通公(gong)務出(chu)行(xing)。
