公車改革存在的問題及對策
改變背景
1949年新中國(guo)(guo)成(cheng)立至2014年,中國(guo)(guo)公務用車(che)一直實行實物供(gong)給制度,對保障公務出行發揮了作(zuo)用。隨著(zhu)中國(guo)(guo)社會主義市場經濟體制不(bu)斷(duan)完善(shan),中國(guo)(guo)傳(chuan)統公務用車(che)制度越來越難以適應形勢發展(zhan)需要,車(che)輛(liang)配備范圍過大、運行管(guan)理成(cheng)本偏高(gao)、公車(che)私(si)用等問題日(ri)益突出,社會對此反(fan)映強烈。
改革目的
為中(zhong)(zhong)國(guo)黨(dang)(dang)政機關有效節約(yue)經費,遏制“車輪上(shang)的(de)(de)腐敗”,重樹政府廉潔形象。為解(jie)決中(zhong)(zhong)國(guo)公(gong)(gong)務用(yong)車領域存在的(de)(de)突出(chu)問(wen)題,中(zhong)(zhong)國(guo)習(xi)近平總書記、李克強總理作出(chu)重要(yao)(yao)指示,中(zhong)(zhong)國(guo)黨(dang)(dang)中(zhong)(zhong)央、國(guo)務院專(zhuan)門作出(chu)部署,強調要(yao)(yao)全(quan)面推(tui)(tui)進(jin)(jin)公(gong)(gong)務用(yong)車制度改(gai)革。全(quan)面推(tui)(tui)進(jin)(jin)公(gong)(gong)務用(yong)車制度改(gai)革,是(shi)加強黨(dang)(dang)風廉政建設、厲(li)行節約(yue)反對浪費的(de)(de)重要(yao)(yao)舉措,是(shi)轉(zhuan)變中(zhong)(zhong)國(guo)政府職(zhi)能、推(tui)(tui)進(jin)(jin)后勤服務社會化改(gai)革的(de)(de)重要(yao)(yao)內(nei)容,是(shi)順應民意、維護中(zhong)(zhong)國(guo)共產黨(dang)(dang)和中(zhong)(zhong)國(guo)政府形象的(de)(de)迫切要(yao)(yao)求(qiu)。
按照中(zhong)國中(zhong)央關(guan)于厲行(xing)節(jie)約反對浪費的要求(qiu),堅持社會化、市(shi)場化方向,推(tui)進(jin)中(zhong)國公(gong)務(wu)(wu)用(yong)車制度改革,合(he)理有效配置公(gong)務(wu)(wu)用(yong)車資源,創新公(gong)務(wu)(wu)交(jiao)通分類提供(gong)方式,保障(zhang)公(gong)務(wu)(wu)出行(xing),降低行(xing)政成本,推(tui)進(jin)廉潔型機關(guan)和節(jie)約型社會建設。
基本原則
1、創新制度、分(fen)類(lei)保障。改革公(gong)(gong)務(wu)用車(che)實(shi)物供(gong)給方式,取消一般公(gong)(gong)務(wu)用車(che),普通公(gong)(gong)務(wu)出行(xing)實(shi)行(xing)社(she)會化提供(gong)并(bing)適度補貼交(jiao)通費用,從嚴配備定向化保障的公(gong)(gong)務(wu)用車(che)。
2、統(tong)籌協調(diao)、政策配套。妥(tuo)善(shan)處(chu)理公務用(yong)車制(zhi)度改(gai)革(ge)涉及的(de)各種利益關(guan)系,科(ke)學(xue)制(zhi)定改(gai)革(ge)方案和(he)配套政策,確保新舊制(zhi)度平穩(wen)過渡、有(you)機銜接。
3、統一(yi)部(bu)署、分步實施。各地區各部(bu)門(men)按照中央(yang)確(que)定的改革方(fang)(fang)向和原(yuan)則制定改革實施方(fang)(fang)案,中央(yang)和國家機關先行(xing)示范,地方(fang)(fang)黨政機關加(jia)快實行(xing),事業(ye)單(dan)位、國有(you)(you)(you)企(qi)業(ye)和國有(you)(you)(you)金(jin)融(rong)企(qi)業(ye)有(you)(you)(you)序推進(jin)。
主要任務
1、改革中國公務交通保障方式
改革中國黨(dang)政(zheng)機(ji)關(guan)(包括各(ge)級黨(dang)委、人(ren)大、政(zheng)府、政(zheng)協、審判、檢察機(ji)關(guan),各(ge)民主(zhu)(zhu)黨(dang)派和工商聯,參照(zhao)公務(wu)(wu)員(yuan)法管(guan)理(li)的(de)人(ren)民團(tuan)體、群眾團(tuan)體、事(shi)業(ye)單位(wei),下同)公務(wu)(wu)用(yong)車(che)實(shi)(shi)物供給方式,取(qu)消(xiao)一(yi)般公務(wu)(wu)用(yong)車(che),保(bao)(bao)(bao)留必要(yao)的(de)機(ji)要(yao)通(tong)(tong)信、應(ying)急、特種專業(ye)技術用(yong)車(che)和符(fu)合規定的(de)一(yi)線執法執勤崗位(wei)車(che)輛(liang)及(ji)其他車(che)輛(liang)。改革后,行政(zheng)區(qu)(qu)域(城區(qu)(qu)或規定區(qu)(qu)域)內(nei)普通(tong)(tong)公務(wu)(wu)出(chu)行方式由公務(wu)(wu)人(ren)員(yuan)自行選擇,實(shi)(shi)行社會(hui)化提供,適(shi)(shi)度發放公務(wu)(wu)交(jiao)通(tong)(tong)補貼(tie)。公務(wu)(wu)交(jiao)通(tong)(tong)補貼(tie)保(bao)(bao)(bao)障范圍要(yao)與差(cha)(cha)旅費(fei)(fei)保(bao)(bao)(bao)障范圍搞好(hao)銜(xian)接,對邊遠(yuan)(yuan)地(di)區(qu)(qu)和交(jiao)通(tong)(tong)不(bu)便地(di)區(qu)(qu),要(yao)做好(hao)遠(yuan)(yuan)距離公務(wu)(wu)出(chu)行的(de)差(cha)(cha)旅費(fei)(fei)保(bao)(bao)(bao)障。鼓勵(li)省(自治區(qu)(qu)、直轄市)所(suo)屬廳(局)正(zheng)職主(zhu)(zhu)要(yao)負責人(ren)和市(地(di)、州、盟(meng))、縣(市、區(qu)(qu)、旗)及(ji)鄉(xiang)(鎮)黨(dang)政(zheng)主(zhu)(zhu)要(yao)負責人(ren)參加改革,確因環境(jing)所(suo)限和工作需要(yao)不(bu)便取(qu)消(xiao)公務(wu)(wu)用(yong)車(che)的(de),允許以(yi)適(shi)(shi)當集(ji)中形式提供工作用(yong)車(che)實(shi)(shi)物保(bao)(bao)(bao)障,但須嚴格規范管(guan)理(li),不(bu)得再(zai)領取(qu)公務(wu)(wu)交(jiao)通(tong)(tong)補貼(tie),具(ju)體范圍由各(ge)地(di)根據本意見研究確定。
規(gui)范(fan)事(shi)業(ye)(ye)單位(wei)(wei)、國(guo)(guo)有(you)(you)企(qi)(qi)(qi)業(ye)(ye)和(he)(he)國(guo)(guo)有(you)(you)金融企(qi)(qi)(qi)業(ye)(ye)職務(wu)待遇和(he)(he)業(ye)(ye)務(wu)消(xiao)費,對原(yuan)符(fu)合車輛(liang)配備條件的(de)崗位(wei)(wei)和(he)(he)人員(yuan),逐步(bu)按規(gui)定納入改革(ge),改革(ge)后不得(de)再配備車輛(liang);對保(bao)留的(de)必要的(de)國(guo)(guo)有(you)(you)企(qi)(qi)(qi)業(ye)(ye)、國(guo)(guo)有(you)(you)金融企(qi)(qi)(qi)業(ye)(ye)經營(ying)用車和(he)(he)事(shi)業(ye)(ye)單位(wei)(wei)業(ye)(ye)務(wu)用車實行集中管(guan)理(li);取消(xiao)與經營(ying)和(he)(he)業(ye)(ye)務(wu)保(bao)障無(wu)關(guan)的(de)車輛(liang)。事(shi)業(ye)(ye)單位(wei)(wei)、國(guo)(guo)有(you)(you)企(qi)(qi)(qi)業(ye)(ye)和(he)(he)國(guo)(guo)有(you)(you)金融企(qi)(qi)(qi)業(ye)(ye)公務(wu)用車制度(du)改革(ge)要與年薪(xin)制、崗位(wei)(wei)津貼及國(guo)(guo)家(jia)相(xiang)(xiang)關(guan)財務(wu)管(guan)理(li)制度(du)等統(tong)籌考(kao)慮、相(xiang)(xiang)互銜接。
2、合理確定中國黨政機關公務交通補貼標準
各(ge)(ge)級(ji)黨政(zheng)機關(guan)要(yao)(yao)從(cong)實(shi)際出(chu)發(fa),綜合考慮公(gong)(gong)務(wu)(wu)(wu)出(chu)行(xing)(xing)成本、經濟發(fa)展水平(ping)、社會承(cheng)受能(neng)力、轄區(qu)(qu)面積(ji)、自(zi)然地(di)(di)(di)理(li)(li)環境、公(gong)(gong)務(wu)(wu)(wu)出(chu)行(xing)(xing)次(ci)數和(he)(he)距離、行(xing)(xing)政(zheng)級(ji)別和(he)(he)實(shi)際承(cheng)擔(dan)的(de)工作(zuo)職責等因(yin)素(su),按(an)照節約成本、保證公(gong)(gong)務(wu)(wu)(wu)、便于(yu)(yu)操(cao)作(zuo)、簡(jian)化(hua)檔次(ci)的(de)要(yao)(yao)求(qiu),確定本地(di)(di)(di)區(qu)(qu)公(gong)(gong)務(wu)(wu)(wu)交(jiao)通(tong)補(bu)貼(tie)(tie)(tie)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)。根據交(jiao)通(tong)成本等相關(guan)因(yin)素(su)變化(hua)情況,公(gong)(gong)務(wu)(wu)(wu)交(jiao)通(tong)補(bu)貼(tie)(tie)(tie)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)可(ke)適時適度進(jin)行(xing)(xing)調整。允許參(can)改單(dan)(dan)位(wei)(wei)根據實(shi)際情況,從(cong)公(gong)(gong)務(wu)(wu)(wu)交(jiao)通(tong)補(bu)貼(tie)(tie)(tie)中劃(hua)出(chu)一定比例作(zuo)為單(dan)(dan)位(wei)(wei)統籌(chou)部分,集中用于(yu)(yu)解決(jue)不(bu)同(tong)崗位(wei)(wei)之(zhi)間公(gong)(gong)務(wu)(wu)(wu)出(chu)行(xing)(xing)不(bu)均(jun)衡等問題(ti),統籌(chou)資金使用須公(gong)(gong)開透明,具體管理(li)(li)辦法由(you)(you)各(ge)(ge)單(dan)(dan)位(wei)(wei)制定。對特(te)別重大搶險(xian)救災、事故處理(li)(li)、突發(fa)事件處置等不(bu)可(ke)預測的(de)特(te)殊(shu)事項,各(ge)(ge)地(di)(di)(di)可(ke)從(cong)實(shi)際出(chu)發(fa)在(zai)應急預案中另行(xing)(xing)制定特(te)殊(shu)情況下公(gong)(gong)務(wu)(wu)(wu)用車保障辦法。地(di)(di)(di)方公(gong)(gong)務(wu)(wu)(wu)交(jiao)通(tong)補(bu)貼(tie)(tie)(tie)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)不(bu)得高(gao)于(yu)(yu)中央(yang)和(he)(he)國(guo)(guo)家(jia)機關(guan)補(bu)貼(tie)(tie)(tie)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)的(de)130%,邊疆民族地(di)(di)(di)區(qu)(qu)和(he)(he)其他邊遠地(di)(di)(di)區(qu)(qu)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)不(bu)得高(gao)于(yu)(yu)中央(yang)和(he)(he)國(guo)(guo)家(jia)機關(guan)補(bu)貼(tie)(tie)(tie)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)的(de)150%。各(ge)(ge)省(自(zi)治(zhi)區(qu)(qu)、直(zhi)轄市(shi))之(zhi)間補(bu)貼(tie)(tie)(tie)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)差距不(bu)宜(yi)過(guo)大,同(tong)一省(自(zi)治(zhi)區(qu)(qu)、直(zhi)轄市(shi))內不(bu)同(tong)地(di)(di)(di)區(qu)(qu)補(bu)貼(tie)(tie)(tie)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)差距不(bu)得超過(guo)20%,同(tong)一市(shi)(地(di)(di)(di)、州、盟)實(shi)行(xing)(xing)統一的(de)補(bu)貼(tie)(tie)(tie)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)。地(di)(di)(di)方補(bu)貼(tie)(tie)(tie)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)層(ceng)級(ji)劃(hua)分可(ke)不(bu)與(yu)中央(yang)和(he)(he)國(guo)(guo)家(jia)機關(guan)層(ceng)級(ji)完全對應。駐地(di)(di)(di)方的(de)中央(yang)垂直(zhi)管理(li)(li)單(dan)(dan)位(wei)(wei)補(bu)貼(tie)(tie)(tie)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)按(an)屬(shu)地(di)(di)(di)化(hua)原則參(can)照所在(zai)地(di)(di)(di)區(qu)(qu)標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)執(zhi)行(xing)(xing),經費由(you)(you)中央(yang)財政(zheng)負擔(dan)。
3、妥善安置中國司勤人員
各級黨政機關根據改革后的實際需(xu)要,合(he)(he)理設置(zhi)司(si)(si)勤(qin)人(ren)(ren)員(yuan)(yuan)崗(gang)位,采取(qu)公開、平等(deng)、競爭、擇優的方式確(que)定留用人(ren)(ren)員(yuan)(yuan);未聘(pin)人(ren)(ren)員(yuan)(yuan)原則上以(yi)內(nei)部(bu)(bu)消化為主,通過內(nei)部(bu)(bu)轉(zhuan)崗(gang)、開辟新的就(jiu)業崗(gang)位、提(ti)前離崗(gang)等(deng)措施妥善安(an)(an)置(zhi)。依(yi)法(fa)做好(hao)未留用人(ren)(ren)員(yuan)(yuan)聘(pin)用合(he)(he)同(tong)(tong)或勞動合(he)(he)同(tong)(tong)的終止(zhi)、解除工作(zuo),維護其合(he)(he)法(fa)權益,相關必要支出(chu)由各級財政安(an)(an)排專項經費(fei)予(yu)以(yi)保障(zhang)。各級人(ren)(ren)力資(zi)源社會保障(zhang)部(bu)(bu)門會同(tong)(tong)有關部(bu)(bu)門組成工作(zuo)組,負責指導參改單位做好(hao)司(si)(si)勤(qin)人(ren)(ren)員(yuan)(yuan)安(an)(an)置(zhi)工作(zuo),確(que)保改革平穩推進(jin)。參改事(shi)業單位、國(guo)有企(qi)業和國(guo)有金融企(qi)業要依(yi)法(fa)做好(hao)司(si)(si)勤(qin)人(ren)(ren)員(yuan)(yuan)安(an)(an)置(zhi)工作(zuo)。
4、公開規范處置中國公務用車
取(qu)消(xiao)的(de)公(gong)務(wu)(wu)用車(che),由各級相(xiang)關職能部(bu)門統一規范處置(zhi)(zhi)。對(dui)取(qu)消(xiao)的(de)一般公(gong)務(wu)(wu)用車(che),要制定(ding)(ding)處置(zhi)(zhi)辦法,公(gong)開招標評估、拍賣機(ji)(ji)構,通過(guo)(guo)公(gong)開拍賣等(deng)方式公(gong)開處置(zhi)(zhi)。取(qu)消(xiao)車(che)輛(liang)處置(zhi)(zhi)要防止甩賣和(he)賤(jian)賣現(xian)象,避免國(guo)有資產流失。黨政機(ji)(ji)關公(gong)務(wu)(wu)用車(che)處置(zhi)(zhi)收(shou)入,扣(kou)除有關稅費(fei)后(hou)全部(bu)上繳國(guo)庫。參(can)改事業單位(wei)、國(guo)有企業和(he)國(guo)有金融企業車(che)輛(liang)處置(zhi)(zhi)收(shou)入,按國(guo)家有關財務(wu)(wu)管理(li)制度執行(xing)。各地可根據實際情況,對(dui)未能及時處置(zhi)(zhi)的(de)車(che)輛(liang),采取(qu)設立(li)過(guo)(guo)渡性車(che)輛(liang)服務(wu)(wu)中心或社會化車(che)輛(liang)租(zu)賃公(gong)司的(de)方式,進行(xing)市場化運營,減少(shao)車(che)輛(liang)閑(xian)置(zhi)(zhi)浪費(fei),過(guo)(guo)渡期由各地確定(ding)(ding),政府(fu)不得變相(xiang)為(wei)其提供財政性補貼。
健全中國公務用車管理和保障制度
1、加強定向化保障中國車輛管理
中(zhong)國各(ge)(ge)級黨政機(ji)(ji)關(guan)公務(wu)(wu)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)主(zhu)管部(bu)門(men)要(yao)會同有關(guan)部(bu)門(men)嚴格(ge)核(he)定定向化(hua)保(bao)(bao)障(zhang)公務(wu)(wu)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)的(de)(de)(de)編(bian)制和(he)(he)標準,車(che)(che)(che)輛(liang)配(pei)備優先選用(yong)(yong)(yong)(yong)(yong)新(xin)能源汽車(che)(che)(che)。執(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)勤(qin)(qin)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)配(pei)備應(ying)當嚴格(ge)限制在一(yi)線(xian)執(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)勤(qin)(qin)崗位,機(ji)(ji)關(guan)內(nei)部(bu)管理和(he)(he)后勤(qin)(qin)崗位以(yi)及(ji)(ji)機(ji)(ji)關(guan)所屬(shu)事業單位一(yi)律不得配(pei)備。除(chu)涉及(ji)(ji)國家(jia)安(an)全、偵查辦(ban)案等(deng)有保(bao)(bao)密要(yao)求的(de)(de)(de)特殊(shu)工作(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)外,執(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)勤(qin)(qin)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)應(ying)當噴(pen)涂明(ming)顯(xian)的(de)(de)(de)統一(yi)標識。機(ji)(ji)要(yao)通(tong)信、應(ying)急(ji)等(deng)車(che)(che)(che)輛(liang)要(yao)充分(fen)考慮(lv)不同部(bu)門(men)的(de)(de)(de)工作(zuo)(zuo)差異,根(gen)據實際需要(yao)合(he)理配(pei)備,保(bao)(bao)障(zhang)到位。按規定保(bao)(bao)留的(de)(de)(de)公務(wu)(wu)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)實行集中(zhong)管理,逐步探索社會化(hua)監督的(de)(de)(de)有效形式和(he)(he)具體辦(ban)法。在從(cong)嚴控制總量(liang)的(de)(de)(de)前(qian)提下,各(ge)(ge)地(di)(di)可根(gen)據實際情(qing)況(kuang)確定和(he)(he)優化(hua)配(pei)置相關(guan)一(yi)線(xian)執(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)勤(qin)(qin)崗位車(che)(che)(che)輛(liang),鼓勵(li)各(ge)(ge)地(di)(di)建立(li)跨(kua)部(bu)門(men)綜合(he)性執(zhi)(zhi)(zhi)法用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)平臺(tai)。進一(yi)步精簡地(di)(di)方公務(wu)(wu)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)管理機(ji)(ji)構(gou)。
2、完善財務管理
黨政機關公(gong)務交(jiao)通(tong)補(bu)(bu)貼(tie)屬(shu)于(yu)改革性補(bu)(bu)貼(tie),統一納入財政預算,在(zai)交(jiao)通(tong)費中列支(zhi)、按(an)月發放(fang)(fang),用(yong)于(yu)保障公(gong)務人員普(pu)通(tong)公(gong)務出行。各單位要加強財務管理,按(an)照在(zai)編在(zai)崗(gang)公(gong)務員數量(liang)和職級核定補(bu)(bu)貼(tie)數額,嚴格公(gong)務交(jiao)通(tong)補(bu)(bu)貼(tie)發放(fang)(fang),不得擅自擴大補(bu)(bu)貼(tie)范圍(wei)、提高(gao)補(bu)(bu)貼(tie)標準。
3、加強公務用車監督檢查
把(ba)公(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che)配(pei)備(bei)和(he)(he)運(yun)行維護費(fei)用(yong)(yong)(yong)(yong)、交通補(bu)(bu)貼發(fa)(fa)放、車(che)輛處置情況等(deng)納入日常和(he)(he)專項審計監督(du)及(ji)政務(wu)(wu)(wu)(wu)公(gong)(gong)(gong)開范圍。黨政機關(guan)不(bu)(bu)得(de)(de)以(yi)特殊用(yong)(yong)(yong)(yong)途(tu)等(deng)理(li)(li)由變相超(chao)編制、超(chao)標準配(pei)備(bei)公(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che),不(bu)(bu)得(de)(de)以(yi)任(ren)(ren)(ren)何方式(shi)換用(yong)(yong)(yong)(yong)、借(jie)用(yong)(yong)(yong)(yong)、占用(yong)(yong)(yong)(yong)下屬單(dan)位(wei)(wei)或其他單(dan)位(wei)(wei)和(he)(he)個人(ren)的車(che)輛,不(bu)(bu)得(de)(de)接受企(qi)事業單(dan)位(wei)(wei)和(he)(he)個人(ren)贈(zeng)送(song)的車(che)輛,不(bu)(bu)得(de)(de)以(yi)任(ren)(ren)(ren)何理(li)(li)由違(wei)反用(yong)(yong)(yong)(yong)途(tu)使用(yong)(yong)(yong)(yong)或固(gu)定(ding)給個人(ren)使用(yong)(yong)(yong)(yong)執法執勤(qin)、機要(yao)通信(xin)等(deng)公(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che),不(bu)(bu)得(de)(de)以(yi)公(gong)(gong)(gong)務(wu)(wu)(wu)(wu)交通補(bu)(bu)貼名義變相發(fa)(fa)放福利。公(gong)(gong)(gong)務(wu)(wu)(wu)(wu)人(ren)員不(bu)(bu)得(de)(de)既領取公(gong)(gong)(gong)務(wu)(wu)(wu)(wu)交通補(bu)(bu)貼、又違(wei)規乘坐(zuo)公(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che)。紀檢監察機關(guan)要(yao)強(qiang)化監督(du)檢查,及(ji)時受理(li)(li)群眾(zhong)舉報,依法依紀嚴(yan)肅查處違(wei)反公(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che)制度改革和(he)(he)公(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che)管(guan)理(li)(li)的行為,嚴(yan)肅追究相關(guan)責(ze)任(ren)(ren)(ren)人(ren)的責(ze)任(ren)(ren)(ren)。
4、切實保障公務出行
鼓勵(li)公(gong)務出行(xing)利(li)用公(gong)共交(jiao)通(tong)(tong)服務。各地要采取有效(xiao)措(cuo)施,完(wan)善(shan)城市(shi)公(gong)共交(jiao)通(tong)(tong)服務體(ti)系(xi),探索發展適合公(gong)務出行(xing)的(de)市(shi)場化(hua)交(jiao)通(tong)(tong)定制服務,增加社會化(hua)交(jiao)通(tong)(tong)供給。及時(shi)解(jie)決公(gong)務出行(xing)遇到的(de)實際(ji)問題,確(que)保改革后公(gong)務出行(xing)得到有效(xiao)保障(zhang)。
組織實施
1、加強領導,明確責任
中國公務用車(che)制(zhi)度(du)改革政(zheng)策性強、任(ren)務艱巨,各(ge)地區各(ge)部門要(yao)(yao)高度(du)重視,切實加強領(ling)導,嚴(yan)格(ge)工作(zuo)紀律(lv),明確工作(zuo)責任(ren)。中央和(he)地方分別建立(li)公務用車(che)制(zhi)度(du)改革領(ling)導小組,明確工作(zuo)機(ji)制(zhi),負(fu)責落實各(ge)項改革任(ren)務,確保改革扎實穩步推進,既(ji)要(yao)(yao)改成,更要(yao)(yao)改好。
中(zhong)(zhong)(zhong)國(guo)中(zhong)(zhong)(zhong)央公務(wu)用(yong)車(che)制(zhi)(zhi)(zhi)度(du)改(gai)(gai)革(ge)(ge)領導(dao)小組(zu)(zu)由(you)國(guo)家發(fa)展改(gai)(gai)革(ge)(ge)委、國(guo)管局(ju)、中(zhong)(zhong)(zhong)直管理局(ju)牽(qian)頭,財(cai)政部、人力(li)資源社(she)會保障部、審(shen)計署等部門(men)參加,主要(yao)負責指導(dao)、協調全國(guo)公務(wu)用(yong)車(che)制(zhi)(zhi)(zhi)度(du)改(gai)(gai)革(ge)(ge)工(gong)作,制(zhi)(zhi)(zhi)定(ding)并組(zu)(zu)織(zhi)實施中(zhong)(zhong)(zhong)央和(he)(he)國(guo)家機(ji)關(guan)公務(wu)用(yong)車(che)制(zhi)(zhi)(zhi)度(du)改(gai)(gai)革(ge)(ge)方案及配套政策,會同有(you)關(guan)部門(men)制(zhi)(zhi)(zhi)定(ding)中(zhong)(zhong)(zhong)央和(he)(he)國(guo)家機(ji)關(guan)所屬非參公事業(ye)單位(wei)、中(zhong)(zhong)(zhong)央企業(ye)和(he)(he)中(zhong)(zhong)(zhong)央金融企業(ye)公務(wu)用(yong)車(che)制(zhi)(zhi)(zhi)度(du)改(gai)(gai)革(ge)(ge)方案。
中國各省(自(zi)治(zhi)區(qu)、直轄(xia)(xia)(xia)市)公(gong)務(wu)(wu)用(yong)車(che)制(zhi)(zhi)度改革(ge)領(ling)導小(xiao)組(zu)要(yao)根據本(ben)地(di)區(qu)實際情況,負責(ze)制(zhi)(zhi)定并(bing)組(zu)織實施本(ben)省(自(zi)治(zhi)區(qu)、直轄(xia)(xia)(xia)市)黨(dang)政(zheng)機(ji)關、事(shi)業單位、國有企業和國有金融(rong)企業公(gong)務(wu)(wu)用(yong)車(che)制(zhi)(zhi)度改革(ge)方案及(ji)配套政(zheng)策。各省(自(zi)治(zhi)區(qu)、直轄(xia)(xia)(xia)市)黨(dang)政(zheng)機(ji)關公(gong)務(wu)(wu)用(yong)車(che)制(zhi)(zhi)度改革(ge)方案報中央公(gong)務(wu)(wu)用(yong)車(che)制(zhi)(zhi)度改革(ge)領(ling)導小(xiao)組(zu)批準(zhun)后實施。
2、精心組織,扎實推進
中國各地區(qu)各部門(men)要(yao)健全工(gong)作(zuo)機(ji)制(zhi),深(shen)入調查研究,細致統計測算(suan),周密制(zhi)定(ding)公(gong)務用(yong)車制(zhi)度改(gai)革方案,明確時限(xian)要(yao)求(qiu),加強監督(du)檢查,及時有(you)效解決改(gai)革中遇到(dao)的新情況新問題(ti),確保各項工(gong)作(zuo)落到(dao)實處。中央和(he)國家機(ji)關及各省(自治區(qu)、直轄市(shi))要(yao)盡快啟動公(gong)務用(yong)車制(zhi)度改(gai)革工(gong)作(zuo),確保在(zai)規定(ding)時限(xian)內(nei)完成改(gai)革任務。已先行開(kai)展公(gong)務用(yong)車制(zhi)度改(gai)革的地區(qu)和(he)部門(men)要(yao)按本意見(jian)進(jin)行規范。
保障措施
1、加強(qiang)保留公務(wu)用(yong)(yong)(yong)(yong)(yong)(yong)車(che)管(guan)(guan)(guan)(guan)理。中國中央和國家機(ji)(ji)關(guan)各(ge)部(bu)門各(ge)單(dan)位(wei)根據(ju)(ju)編(bian)制總量和工(gong)作(zuo)(zuo)性質可保留5輛以內的(de)機(ji)(ji)要通信、應急公務(wu)用(yong)(yong)(yong)(yong)(yong)(yong)車(che),由公務(wu)用(yong)(yong)(yong)(yong)(yong)(yong)車(che)主管(guan)(guan)(guan)(guan)部(bu)門實(shi)行編(bian)制管(guan)(guan)(guan)(guan)理,編(bian)制數量和配備標(biao)準要根據(ju)(ju)各(ge)部(bu)門各(ge)單(dan)位(wei)實(shi)際工(gong)作(zuo)(zuo)情況科學確定(ding),優先選用(yong)(yong)(yong)(yong)(yong)(yong)新能源汽車(che)。執(zhi)(zhi)(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)(zhi)(zhi)勤(qin)用(yong)(yong)(yong)(yong)(yong)(yong)車(che)配備應當(dang)嚴格限制在一線執(zhi)(zhi)(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)(zhi)(zhi)勤(qin)崗位(wei),機(ji)(ji)關(guan)內部(bu)管(guan)(guan)(guan)(guan)理和后勤(qin)崗位(wei)以及(ji)(ji)機(ji)(ji)關(guan)所屬事業單(dan)位(wei)一律(lv)不得配備。財(cai)政部(bu)要會(hui)同有關(guan)部(bu)門按規(gui)定(ding)對執(zhi)(zhi)(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)(zhi)(zhi)勤(qin)用(yong)(yong)(yong)(yong)(yong)(yong)車(che)進行核定(ding)和規(gui)范。除(chu)涉(she)及(ji)(ji)國家安全、偵查辦(ban)案(an)等有保密要求的(de)特(te)殊工(gong)作(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong)(yong)車(che)外,執(zhi)(zhi)(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)(zhi)(zhi)勤(qin)用(yong)(yong)(yong)(yong)(yong)(yong)車(che)應當(dang)噴涂明顯的(de)統(tong)一標(biao)識(shi)。國管(guan)(guan)(guan)(guan)局(ju)會(hui)同中直(zhi)管(guan)(guan)(guan)(guan)理局(ju)負責修訂(ding)公務(wu)用(yong)(yong)(yong)(yong)(yong)(yong)車(che)使用(yong)(yong)(yong)(yong)(yong)(yong)管(guan)(guan)(guan)(guan)理辦(ban)法,加強(qiang)公務(wu)用(yong)(yong)(yong)(yong)(yong)(yong)車(che)規(gui)范化管(guan)(guan)(guan)(guan)理。進一步精簡公務(wu)用(yong)(yong)(yong)(yong)(yong)(yong)車(che)管(guan)(guan)(guan)(guan)理機(ji)(ji)構。
2、嚴格(ge)(ge)財務(wu)管理。財政部(bu)要嚴格(ge)(ge)交(jiao)通費用(yong)預算管理。各單位要加強財務(wu)管理,按照在編在崗(gang)公(gong)務(wu)員數量和職級核定補(bu)貼(tie)(tie)數額(e),嚴格(ge)(ge)公(gong)務(wu)交(jiao)通補(bu)貼(tie)(tie)發(fa)放,不得(de)擅自擴(kuo)大補(bu)貼(tie)(tie)人員范圍、提(ti)高補(bu)貼(tie)(tie)標準。
3、加(jia)強公(gong)(gong)(gong)(gong)(gong)務(wu)用(yong)車(che)紀(ji)律(lv)檢(jian)查(cha)(cha)和審計。嚴肅公(gong)(gong)(gong)(gong)(gong)務(wu)用(yong)車(che)紀(ji)律(lv),各部(bu)(bu)門各單位(wei)不得(de)(de)以(yi)特殊(shu)用(yong)途(tu)等理(li)由(you)變相超(chao)(chao)編制(zhi)、超(chao)(chao)標準配(pei)備(bei)(bei)公(gong)(gong)(gong)(gong)(gong)務(wu)用(yong)車(che),不得(de)(de)以(yi)任(ren)何方式換用(yong)、借用(yong)、占用(yong)下屬單位(wei)或其他單位(wei)和個(ge)人(ren)的車(che)輛,不得(de)(de)接(jie)受企事業單位(wei)和個(ge)人(ren)贈送(song)的車(che)輛,不得(de)(de)以(yi)任(ren)何理(li)由(you)違反用(yong)途(tu)使用(yong)或固定給個(ge)人(ren)使用(yong)執(zhi)法(fa)執(zhi)勤、機要通(tong)(tong)信(xin)等公(gong)(gong)(gong)(gong)(gong)務(wu)用(yong)車(che),不得(de)(de)以(yi)交(jiao)通(tong)(tong)補(bu)貼(tie)(tie)名義變相發放福利。公(gong)(gong)(gong)(gong)(gong)務(wu)人(ren)員不得(de)(de)既(ji)領取公(gong)(gong)(gong)(gong)(gong)務(wu)交(jiao)通(tong)(tong)補(bu)貼(tie)(tie)、又(you)違規乘坐公(gong)(gong)(gong)(gong)(gong)務(wu)用(yong)車(che)。紀(ji)檢(jian)監察(cha)機關負(fu)責(ze)對公(gong)(gong)(gong)(gong)(gong)務(wu)用(yong)車(che)制(zhi)度改(gai)(gai)(gai)革(ge)執(zhi)行(xing)情況進行(xing)監督檢(jian)查(cha)(cha),糾正和查(cha)(cha)處(chu)違紀(ji)違法(fa)行(xing)為(wei)。審計部(bu)(bu)門要對公(gong)(gong)(gong)(gong)(gong)務(wu)用(yong)車(che)改(gai)(gai)(gai)革(ge)情況進行(xing)監督,并將改(gai)(gai)(gai)革(ge)后公(gong)(gong)(gong)(gong)(gong)務(wu)用(yong)車(che)配(pei)備(bei)(bei)和運行(xing)維護費用(yong)、交(jiao)通(tong)(tong)補(bu)貼(tie)(tie)發放、車(che)輛處(chu)置情況等納入日常和專項審計監督。
4、切(qie)實保障公務出(chu)行。北京市(shi)要采(cai)取(qu)切(qie)實措施,健全城市(shi)公共交(jiao)通服務體系,完(wan)善出(chu)租車市(shi)場化運營(ying)管理(li)方式,增加社會化交(jiao)通供(gong)給(gei)。及時(shi)解(jie)決公務出(chu)行遇(yu)到的(de)問題,保障中央和國家機關普通公務出(chu)行。
