公車改革存在的問題及對策
改變背景
1949年新中(zhong)(zhong)國成立至(zhi)2014年,中(zhong)(zhong)國公務(wu)(wu)用(yong)車(che)一(yi)直實行(xing)(xing)實物供給制度,對保障公務(wu)(wu)出(chu)行(xing)(xing)發揮了作(zuo)用(yong)。隨著(zhu)中(zhong)(zhong)國社會主義市場經濟體制不斷(duan)完(wan)善,中(zhong)(zhong)國傳(chuan)統(tong)公務(wu)(wu)用(yong)車(che)制度越來越難以適應形勢(shi)發展(zhan)需要,車(che)輛(liang)配備范圍(wei)過(guo)大、運行(xing)(xing)管(guan)理成本偏高、公車(che)私(si)用(yong)等(deng)問題日益(yi)突(tu)出(chu),社會對此反映強烈(lie)。
改革目的
為中國(guo)(guo)黨(dang)(dang)政機關有效(xiao)節(jie)約(yue)經費(fei),遏(e)制(zhi)“車(che)輪上的(de)腐敗”,重(zhong)(zhong)樹政府廉潔形(xing)象。為解決(jue)中國(guo)(guo)公(gong)務(wu)用(yong)(yong)車(che)領域存在的(de)突出問題,中國(guo)(guo)習近(jin)平總書(shu)記、李克強(qiang)(qiang)總理作出重(zhong)(zhong)要指示(shi),中國(guo)(guo)黨(dang)(dang)中央、國(guo)(guo)務(wu)院專門作出部署,強(qiang)(qiang)調要全(quan)(quan)面推(tui)(tui)進公(gong)務(wu)用(yong)(yong)車(che)制(zhi)度(du)改(gai)革。全(quan)(quan)面推(tui)(tui)進公(gong)務(wu)用(yong)(yong)車(che)制(zhi)度(du)改(gai)革,是加強(qiang)(qiang)黨(dang)(dang)風廉政建設、厲行節(jie)約(yue)反對浪費(fei)的(de)重(zhong)(zhong)要舉措,是轉變(bian)中國(guo)(guo)政府職能、推(tui)(tui)進后勤服務(wu)社會化改(gai)革的(de)重(zhong)(zhong)要內容(rong),是順應民意、維護中國(guo)(guo)共產黨(dang)(dang)和中國(guo)(guo)政府形(xing)象的(de)迫切要求。
按照中國中央關于(yu)厲行節約反(fan)對浪費的要求,堅(jian)持社會(hui)化(hua)、市場化(hua)方向,推進中國公(gong)務(wu)用車制度改(gai)革(ge),合(he)理有效配置公(gong)務(wu)用車資源,創新公(gong)務(wu)交(jiao)通分類(lei)提供方式,保障(zhang)公(gong)務(wu)出行,降低(di)行政(zheng)成本,推進廉潔型(xing)(xing)機(ji)關和節約型(xing)(xing)社會(hui)建設。
基本原則
1、創(chuang)新制(zhi)度(du)、分類保障(zhang)。改(gai)革公(gong)務(wu)(wu)用(yong)車(che)實物(wu)供給(gei)方(fang)式(shi),取消一般(ban)公(gong)務(wu)(wu)用(yong)車(che),普通(tong)(tong)公(gong)務(wu)(wu)出(chu)行(xing)實行(xing)社會(hui)化提供并適(shi)度(du)補貼(tie)交通(tong)(tong)費用(yong),從嚴配備定(ding)向化保障(zhang)的公(gong)務(wu)(wu)用(yong)車(che)。
2、統(tong)籌協(xie)調、政(zheng)策配套(tao)。妥善處理(li)公務(wu)用車制(zhi)度改革涉及的各種利益(yi)關系,科學制(zhi)定改革方案(an)和配套(tao)政(zheng)策,確(que)保(bao)新舊(jiu)制(zhi)度平穩過渡、有機銜接。
3、統一部署(shu)、分步實(shi)(shi)施(shi)。各地區各部門按照中(zhong)央確(que)定的改革方向和原則制定改革實(shi)(shi)施(shi)方案,中(zhong)央和國家(jia)機(ji)(ji)關(guan)(guan)先行示范,地方黨政機(ji)(ji)關(guan)(guan)加快實(shi)(shi)行,事業(ye)單(dan)位(wei)、國有企(qi)業(ye)和國有金融企(qi)業(ye)有序推進(jin)。
主要任務
1、改革中國公務交通保障方式
改革(ge)(ge)中(zhong)國(guo)黨(dang)(dang)政(zheng)(zheng)機(ji)(ji)關(包(bao)括各(ge)級黨(dang)(dang)委、人大、政(zheng)(zheng)府(fu)、政(zheng)(zheng)協(xie)、審判、檢察(cha)機(ji)(ji)關,各(ge)民主(zhu)黨(dang)(dang)派和(he)工(gong)商聯,參照公(gong)務(wu)(wu)員法(fa)管理(li)的(de)人民團(tuan)體、群(qun)眾團(tuan)體、事業單位,下(xia)同)公(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)實物供給方式,取消(xiao)一(yi)般公(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che),保留必要(yao)的(de)機(ji)(ji)要(yao)通(tong)(tong)信、應急、特(te)種專業技術用(yong)(yong)(yong)(yong)車(che)(che)和(he)符合(he)規(gui)定(ding)的(de)一(yi)線執法(fa)執勤崗位車(che)(che)輛(liang)及其他車(che)(che)輛(liang)。改革(ge)(ge)后(hou),行(xing)(xing)政(zheng)(zheng)區(qu)(qu)域(城區(qu)(qu)或規(gui)定(ding)區(qu)(qu)域)內普通(tong)(tong)公(gong)務(wu)(wu)出(chu)行(xing)(xing)方式由(you)公(gong)務(wu)(wu)人員自(zi)行(xing)(xing)選(xuan)擇,實行(xing)(xing)社會(hui)化提供,適(shi)度發放公(gong)務(wu)(wu)交(jiao)通(tong)(tong)補(bu)貼。公(gong)務(wu)(wu)交(jiao)通(tong)(tong)補(bu)貼保障(zhang)(zhang)范(fan)圍(wei)(wei)要(yao)與差旅費保障(zhang)(zhang)范(fan)圍(wei)(wei)搞好銜(xian)接,對(dui)邊遠地區(qu)(qu)和(he)交(jiao)通(tong)(tong)不(bu)便地區(qu)(qu),要(yao)做好遠距(ju)離公(gong)務(wu)(wu)出(chu)行(xing)(xing)的(de)差旅費保障(zhang)(zhang)。鼓(gu)勵省(自(zi)治區(qu)(qu)、直(zhi)轄市)所屬廳(局)正職主(zhu)要(yao)負(fu)責人和(he)市(地、州、盟)、縣(市、區(qu)(qu)、旗(qi))及鄉(鎮)黨(dang)(dang)政(zheng)(zheng)主(zhu)要(yao)負(fu)責人參加改革(ge)(ge),確(que)因環境所限和(he)工(gong)作需要(yao)不(bu)便取消(xiao)公(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)的(de),允許以適(shi)當(dang)集中(zhong)形式提供工(gong)作用(yong)(yong)(yong)(yong)車(che)(che)實物保障(zhang)(zhang),但(dan)須嚴格規(gui)范(fan)管理(li),不(bu)得再領(ling)取公(gong)務(wu)(wu)交(jiao)通(tong)(tong)補(bu)貼,具體范(fan)圍(wei)(wei)由(you)各(ge)地根據本意(yi)見(jian)研究確(que)定(ding)。
規(gui)范(fan)事(shi)(shi)(shi)業(ye)(ye)單(dan)(dan)位(wei)、國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)和(he)國(guo)有(you)金(jin)融企(qi)(qi)(qi)業(ye)(ye)職務(wu)待遇和(he)業(ye)(ye)務(wu)消費(fei),對原符(fu)合車(che)輛配備條(tiao)件的(de)(de)崗位(wei)和(he)人員,逐步按規(gui)定納入改(gai)革,改(gai)革后不得再配備車(che)輛;對保留(liu)的(de)(de)必要(yao)(yao)的(de)(de)國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)、國(guo)有(you)金(jin)融企(qi)(qi)(qi)業(ye)(ye)經營用車(che)和(he)事(shi)(shi)(shi)業(ye)(ye)單(dan)(dan)位(wei)業(ye)(ye)務(wu)用車(che)實行集中(zhong)管理;取(qu)消與經營和(he)業(ye)(ye)務(wu)保障無(wu)關的(de)(de)車(che)輛。事(shi)(shi)(shi)業(ye)(ye)單(dan)(dan)位(wei)、國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)和(he)國(guo)有(you)金(jin)融企(qi)(qi)(qi)業(ye)(ye)公(gong)務(wu)用車(che)制(zhi)度(du)(du)改(gai)革要(yao)(yao)與年薪(xin)制(zhi)、崗位(wei)津貼(tie)及國(guo)家相關財務(wu)管理制(zhi)度(du)(du)等統籌考慮、相互銜接。
2、合理確定中國黨政機關公務交通補貼標準
各級(ji)黨政機(ji)(ji)關(guan)要(yao)從實(shi)際出發,綜合(he)考慮公(gong)務(wu)(wu)(wu)出行(xing)成本(ben)、經濟發展水平、社會承(cheng)(cheng)受能力、轄區(qu)(qu)面(mian)積、自然地(di)(di)(di)理環境(jing)、公(gong)務(wu)(wu)(wu)出行(xing)次數(shu)和(he)(he)(he)距離、行(xing)政級(ji)別和(he)(he)(he)實(shi)際承(cheng)(cheng)擔(dan)的(de)(de)(de)工作(zuo)職責(ze)等(deng)(deng)因素(su),按照節約成本(ben)、保證公(gong)務(wu)(wu)(wu)、便于操作(zuo)、簡化檔次的(de)(de)(de)要(yao)求,確(que)定(ding)(ding)本(ben)地(di)(di)(di)區(qu)(qu)公(gong)務(wu)(wu)(wu)交(jiao)通(tong)補(bu)(bu)(bu)貼標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)。根據交(jiao)通(tong)成本(ben)等(deng)(deng)相關(guan)因素(su)變化情況,公(gong)務(wu)(wu)(wu)交(jiao)通(tong)補(bu)(bu)(bu)貼標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)可(ke)適時適度進行(xing)調整。允(yun)許參(can)(can)改單位(wei)根據實(shi)際情況,從公(gong)務(wu)(wu)(wu)交(jiao)通(tong)補(bu)(bu)(bu)貼中(zhong)(zhong)(zhong)(zhong)劃(hua)(hua)出一(yi)定(ding)(ding)比例作(zuo)為單位(wei)統籌部分,集中(zhong)(zhong)(zhong)(zhong)用于解決不(bu)(bu)同(tong)崗位(wei)之間(jian)公(gong)務(wu)(wu)(wu)出行(xing)不(bu)(bu)均衡等(deng)(deng)問(wen)題,統籌資金使用須(xu)公(gong)開透明,具(ju)體管(guan)理辦法(fa)由各單位(wei)制(zhi)(zhi)定(ding)(ding)。對特別重大搶險(xian)救災、事故處(chu)理、突發事件處(chu)置等(deng)(deng)不(bu)(bu)可(ke)預測(ce)的(de)(de)(de)特殊事項,各地(di)(di)(di)可(ke)從實(shi)際出發在(zai)應(ying)急預案中(zhong)(zhong)(zhong)(zhong)另行(xing)制(zhi)(zhi)定(ding)(ding)特殊情況下公(gong)務(wu)(wu)(wu)用車(che)保障辦法(fa)。地(di)(di)(di)方(fang)(fang)公(gong)務(wu)(wu)(wu)交(jiao)通(tong)補(bu)(bu)(bu)貼標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)不(bu)(bu)得高于中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)和(he)(he)(he)國(guo)(guo)家機(ji)(ji)關(guan)補(bu)(bu)(bu)貼標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)的(de)(de)(de)130%,邊疆民族地(di)(di)(di)區(qu)(qu)和(he)(he)(he)其他邊遠地(di)(di)(di)區(qu)(qu)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)不(bu)(bu)得高于中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)和(he)(he)(he)國(guo)(guo)家機(ji)(ji)關(guan)補(bu)(bu)(bu)貼標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)的(de)(de)(de)150%。各省(自治(zhi)區(qu)(qu)、直轄市(shi))之間(jian)補(bu)(bu)(bu)貼標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)差距不(bu)(bu)宜過大,同(tong)一(yi)省(自治(zhi)區(qu)(qu)、直轄市(shi))內(nei)不(bu)(bu)同(tong)地(di)(di)(di)區(qu)(qu)補(bu)(bu)(bu)貼標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)差距不(bu)(bu)得超過20%,同(tong)一(yi)市(shi)(地(di)(di)(di)、州、盟)實(shi)行(xing)統一(yi)的(de)(de)(de)補(bu)(bu)(bu)貼標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)。地(di)(di)(di)方(fang)(fang)補(bu)(bu)(bu)貼標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)層級(ji)劃(hua)(hua)分可(ke)不(bu)(bu)與(yu)中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)和(he)(he)(he)國(guo)(guo)家機(ji)(ji)關(guan)層級(ji)完全對應(ying)。駐地(di)(di)(di)方(fang)(fang)的(de)(de)(de)中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)垂(chui)直管(guan)理單位(wei)補(bu)(bu)(bu)貼標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)按屬地(di)(di)(di)化原(yuan)則參(can)(can)照所在(zai)地(di)(di)(di)區(qu)(qu)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)(zhun)執行(xing),經費由中(zhong)(zhong)(zhong)(zhong)央(yang)(yang)財政負擔(dan)。
3、妥善安置中國司勤人員
各(ge)級(ji)黨政機(ji)關(guan)根據(ju)改(gai)(gai)革(ge)后的(de)實際需要,合(he)理(li)設置(zhi)司(si)勤人(ren)員(yuan)(yuan)崗(gang)(gang)位,采取(qu)公開、平(ping)(ping)等、競爭、擇優(you)的(de)方式確(que)定(ding)留用(yong)人(ren)員(yuan)(yuan);未聘人(ren)員(yuan)(yuan)原則(ze)上以內部(bu)消(xiao)化(hua)為主,通過內部(bu)轉崗(gang)(gang)、開辟新的(de)就業(ye)(ye)崗(gang)(gang)位、提前離崗(gang)(gang)等措施妥善安(an)置(zhi)。依(yi)法做(zuo)好(hao)未留用(yong)人(ren)員(yuan)(yuan)聘用(yong)合(he)同(tong)或勞動合(he)同(tong)的(de)終止、解除工作(zuo),維護(hu)其合(he)法權益,相關(guan)必(bi)要支出由各(ge)級(ji)財政安(an)排專項經費予(yu)以保(bao)障(zhang)。各(ge)級(ji)人(ren)力資(zi)源(yuan)社會保(bao)障(zhang)部(bu)門會同(tong)有(you)(you)關(guan)部(bu)門組成工作(zuo)組,負(fu)責指導參(can)改(gai)(gai)單位做(zuo)好(hao)司(si)勤人(ren)員(yuan)(yuan)安(an)置(zhi)工作(zuo),確(que)保(bao)改(gai)(gai)革(ge)平(ping)(ping)穩推(tui)進。參(can)改(gai)(gai)事業(ye)(ye)單位、國有(you)(you)企業(ye)(ye)和國有(you)(you)金融(rong)企業(ye)(ye)要依(yi)法做(zuo)好(hao)司(si)勤人(ren)員(yuan)(yuan)安(an)置(zhi)工作(zuo)。
4、公開規范處置中國公務用車
取(qu)(qu)消的(de)公(gong)(gong)(gong)務(wu)用(yong)車,由各級(ji)相(xiang)關(guan)(guan)職能(neng)部門統一(yi)規(gui)范處置(zhi)。對(dui)取(qu)(qu)消的(de)一(yi)般公(gong)(gong)(gong)務(wu)用(yong)車,要制定處置(zhi)辦法(fa),公(gong)(gong)(gong)開招標評(ping)估、拍賣(mai)(mai)機(ji)構,通過公(gong)(gong)(gong)開拍賣(mai)(mai)等方式公(gong)(gong)(gong)開處置(zhi)。取(qu)(qu)消車輛(liang)處置(zhi)要防止甩賣(mai)(mai)和(he)賤賣(mai)(mai)現象,避(bi)免國(guo)(guo)有(you)資產流失。黨(dang)政(zheng)(zheng)機(ji)關(guan)(guan)公(gong)(gong)(gong)務(wu)用(yong)車處置(zhi)收入(ru),扣除有(you)關(guan)(guan)稅費后全部上繳國(guo)(guo)庫。參改事業單位、國(guo)(guo)有(you)企業和(he)國(guo)(guo)有(you)金(jin)融企業車輛(liang)處置(zhi)收入(ru),按國(guo)(guo)家有(you)關(guan)(guan)財務(wu)管理制度執行。各地(di)可根據實(shi)際情況(kuang),對(dui)未能(neng)及時(shi)處置(zhi)的(de)車輛(liang),采取(qu)(qu)設立(li)過渡性(xing)車輛(liang)服務(wu)中(zhong)心或社會化車輛(liang)租(zu)賃公(gong)(gong)(gong)司的(de)方式,進行市場化運營(ying),減少車輛(liang)閑置(zhi)浪(lang)費,過渡期由各地(di)確定,政(zheng)(zheng)府(fu)不得變相(xiang)為其提供財政(zheng)(zheng)性(xing)補貼(tie)。
健全中國公務用車管理和保障制度
1、加強定向化保障中國車輛管理
中國(guo)各級黨政機關(guan)公務(wu)用(yong)(yong)(yong)(yong)車(che)(che)(che)主(zhu)管(guan)部門要(yao)(yao)會同有(you)關(guan)部門嚴(yan)(yan)格核定(ding)定(ding)向化保(bao)(bao)障(zhang)公務(wu)用(yong)(yong)(yong)(yong)車(che)(che)(che)的(de)(de)(de)編制(zhi)和標(biao)準,車(che)(che)(che)輛(liang)(liang)配(pei)備(bei)(bei)優(you)先選用(yong)(yong)(yong)(yong)新能源汽車(che)(che)(che)。執(zhi)(zhi)(zhi)法(fa)(fa)執(zhi)(zhi)(zhi)勤(qin)用(yong)(yong)(yong)(yong)車(che)(che)(che)配(pei)備(bei)(bei)應(ying)當嚴(yan)(yan)格限制(zhi)在(zai)一線(xian)執(zhi)(zhi)(zhi)法(fa)(fa)執(zhi)(zhi)(zhi)勤(qin)崗(gang)位(wei),機關(guan)內部管(guan)理(li)和后勤(qin)崗(gang)位(wei)以(yi)及機關(guan)所屬事業單位(wei)一律不(bu)得配(pei)備(bei)(bei)。除(chu)涉及國(guo)家安全、偵查辦案等(deng)有(you)保(bao)(bao)密要(yao)(yao)求(qiu)的(de)(de)(de)特殊工(gong)作用(yong)(yong)(yong)(yong)車(che)(che)(che)外,執(zhi)(zhi)(zhi)法(fa)(fa)執(zhi)(zhi)(zhi)勤(qin)用(yong)(yong)(yong)(yong)車(che)(che)(che)應(ying)當噴涂明顯的(de)(de)(de)統一標(biao)識。機要(yao)(yao)通信、應(ying)急等(deng)車(che)(che)(che)輛(liang)(liang)要(yao)(yao)充分考慮不(bu)同部門的(de)(de)(de)工(gong)作差異,根據實際(ji)需要(yao)(yao)合(he)理(li)配(pei)備(bei)(bei),保(bao)(bao)障(zhang)到位(wei)。按規定(ding)保(bao)(bao)留的(de)(de)(de)公務(wu)用(yong)(yong)(yong)(yong)車(che)(che)(che)實行集中管(guan)理(li),逐(zhu)步探索(suo)社會化監督的(de)(de)(de)有(you)效(xiao)形式和具體辦法(fa)(fa)。在(zai)從嚴(yan)(yan)控制(zhi)總量(liang)的(de)(de)(de)前(qian)提(ti)下(xia),各地可根據實際(ji)情況確定(ding)和優(you)化配(pei)置相關(guan)一線(xian)執(zhi)(zhi)(zhi)法(fa)(fa)執(zhi)(zhi)(zhi)勤(qin)崗(gang)位(wei)車(che)(che)(che)輛(liang)(liang),鼓勵(li)各地建立跨部門綜合(he)性執(zhi)(zhi)(zhi)法(fa)(fa)用(yong)(yong)(yong)(yong)車(che)(che)(che)平臺。進一步精簡地方公務(wu)用(yong)(yong)(yong)(yong)車(che)(che)(che)管(guan)理(li)機構。
2、完善財務管理
黨政機關公(gong)(gong)務(wu)(wu)交通(tong)補(bu)(bu)(bu)貼屬于改革(ge)性補(bu)(bu)(bu)貼,統(tong)一(yi)納入(ru)財政預算,在(zai)交通(tong)費中列支(zhi)、按(an)月發放,用于保障公(gong)(gong)務(wu)(wu)人員普通(tong)公(gong)(gong)務(wu)(wu)出行。各單位要(yao)加強(qiang)財務(wu)(wu)管理,按(an)照在(zai)編在(zai)崗公(gong)(gong)務(wu)(wu)員數量(liang)和職級核定補(bu)(bu)(bu)貼數額,嚴(yan)格公(gong)(gong)務(wu)(wu)交通(tong)補(bu)(bu)(bu)貼發放,不得擅自擴大補(bu)(bu)(bu)貼范圍(wei)、提(ti)高補(bu)(bu)(bu)貼標準。
3、加強公務用車監督檢查
把公(gong)(gong)務用(yong)(yong)(yong)(yong)車(che)(che)配備(bei)和運行維(wei)護費用(yong)(yong)(yong)(yong)、交通補(bu)貼發放(fang)、車(che)(che)輛(liang)處(chu)置情況等納入日常和專項審計監(jian)(jian)督及(ji)政務公(gong)(gong)開范圍。黨政機關不(bu)得(de)以特殊用(yong)(yong)(yong)(yong)途等理(li)(li)由變相超(chao)編制、超(chao)標準配備(bei)公(gong)(gong)務用(yong)(yong)(yong)(yong)車(che)(che),不(bu)得(de)以任(ren)何方式(shi)換用(yong)(yong)(yong)(yong)、借用(yong)(yong)(yong)(yong)、占用(yong)(yong)(yong)(yong)下屬單位或其他(ta)單位和個人(ren)的(de)(de)車(che)(che)輛(liang),不(bu)得(de)接受企事業單位和個人(ren)贈送的(de)(de)車(che)(che)輛(liang),不(bu)得(de)以任(ren)何理(li)(li)由違(wei)反用(yong)(yong)(yong)(yong)途使(shi)用(yong)(yong)(yong)(yong)或固定(ding)給(gei)個人(ren)使(shi)用(yong)(yong)(yong)(yong)執法(fa)執勤、機要通信等公(gong)(gong)務用(yong)(yong)(yong)(yong)車(che)(che),不(bu)得(de)以公(gong)(gong)務交通補(bu)貼名義變相發放(fang)福(fu)利。公(gong)(gong)務人(ren)員不(bu)得(de)既領取公(gong)(gong)務交通補(bu)貼、又違(wei)規乘(cheng)坐公(gong)(gong)務用(yong)(yong)(yong)(yong)車(che)(che)。紀(ji)檢監(jian)(jian)察機關要強化監(jian)(jian)督檢查,及(ji)時(shi)受理(li)(li)群眾舉(ju)報,依(yi)法(fa)依(yi)紀(ji)嚴(yan)(yan)肅查處(chu)違(wei)反公(gong)(gong)務用(yong)(yong)(yong)(yong)車(che)(che)制度改革和公(gong)(gong)務用(yong)(yong)(yong)(yong)車(che)(che)管理(li)(li)的(de)(de)行為,嚴(yan)(yan)肅追(zhui)究相關責任(ren)人(ren)的(de)(de)責任(ren)。
4、切實保障公務出行
鼓勵公(gong)務(wu)出(chu)行(xing)利用公(gong)共(gong)交通服(fu)(fu)務(wu)。各地要采(cai)取有效(xiao)(xiao)措施,完善城市(shi)公(gong)共(gong)交通服(fu)(fu)務(wu)體系(xi),探索發展(zhan)適合(he)公(gong)務(wu)出(chu)行(xing)的市(shi)場化交通定制(zhi)服(fu)(fu)務(wu),增加社會(hui)化交通供(gong)給。及時(shi)解決公(gong)務(wu)出(chu)行(xing)遇(yu)到(dao)的實際問題(ti),確保改革后(hou)公(gong)務(wu)出(chu)行(xing)得到(dao)有效(xiao)(xiao)保障。
組織實施
1、加強領導,明確責任
中國公(gong)務(wu)用車制度改(gai)(gai)革(ge)政策性強、任(ren)務(wu)艱巨,各(ge)地區各(ge)部門要(yao)高度重視,切實(shi)加強領導(dao),嚴格工(gong)(gong)作紀律,明(ming)確工(gong)(gong)作責任(ren)。中央和地方分別建立公(gong)務(wu)用車制度改(gai)(gai)革(ge)領導(dao)小(xiao)組,明(ming)確工(gong)(gong)作機制,負責落(luo)實(shi)各(ge)項改(gai)(gai)革(ge)任(ren)務(wu),確保改(gai)(gai)革(ge)扎(zha)實(shi)穩步推進,既要(yao)改(gai)(gai)成(cheng),更要(yao)改(gai)(gai)好。
中(zhong)國(guo)(guo)中(zhong)央公(gong)務(wu)用(yong)車(che)(che)制度改(gai)革領導小組(zu)由國(guo)(guo)家(jia)發(fa)展(zhan)改(gai)革委、國(guo)(guo)管(guan)(guan)局(ju)、中(zhong)直(zhi)管(guan)(guan)理局(ju)牽頭,財(cai)政(zheng)部(bu)(bu)、人力資源社(she)會(hui)保障部(bu)(bu)、審計署等部(bu)(bu)門參加,主要負(fu)責指導、協(xie)調(diao)全國(guo)(guo)公(gong)務(wu)用(yong)車(che)(che)制度改(gai)革工作,制定并組(zu)織實施(shi)中(zhong)央和國(guo)(guo)家(jia)機關(guan)公(gong)務(wu)用(yong)車(che)(che)制度改(gai)革方(fang)案及配(pei)套政(zheng)策,會(hui)同有關(guan)部(bu)(bu)門制定中(zhong)央和國(guo)(guo)家(jia)機關(guan)所屬非參公(gong)事(shi)業單位、中(zhong)央企業和中(zhong)央金融(rong)企業公(gong)務(wu)用(yong)車(che)(che)制度改(gai)革方(fang)案。
中(zhong)國各(ge)省(sheng)(自(zi)治區、直(zhi)轄市(shi))公(gong)務(wu)用(yong)車(che)(che)制度(du)改(gai)革領導(dao)小(xiao)組(zu)要根據本地(di)區實(shi)際情(qing)況,負(fu)責制定并(bing)組(zu)織實(shi)施本省(sheng)(自(zi)治區、直(zhi)轄市(shi))黨政機關、事業單位、國有企業和(he)國有金融企業公(gong)務(wu)用(yong)車(che)(che)制度(du)改(gai)革方案及配(pei)套政策。各(ge)省(sheng)(自(zi)治區、直(zhi)轄市(shi))黨政機關公(gong)務(wu)用(yong)車(che)(che)制度(du)改(gai)革方案報中(zhong)央公(gong)務(wu)用(yong)車(che)(che)制度(du)改(gai)革領導(dao)小(xiao)組(zu)批準后實(shi)施。
2、精心組織,扎實推進
中國各(ge)地區各(ge)部門要健全工(gong)作(zuo)機制(zhi),深入(ru)調查研究,細致統計測算,周(zhou)密制(zhi)定公務(wu)用(yong)車制(zhi)度改(gai)革(ge)方(fang)案,明確(que)(que)時(shi)限(xian)要求,加強(qiang)監(jian)督檢查,及時(shi)有(you)效(xiao)解決改(gai)革(ge)中遇(yu)到的新(xin)情況(kuang)新(xin)問題(ti),確(que)(que)保各(ge)項工(gong)作(zuo)落到實處(chu)。中央和國家機關(guan)及各(ge)省(自治區、直轄(xia)市)要盡快啟動公務(wu)用(yong)車制(zhi)度改(gai)革(ge)工(gong)作(zuo),確(que)(que)保在(zai)規定時(shi)限(xian)內完成改(gai)革(ge)任務(wu)。已先行開展(zhan)公務(wu)用(yong)車制(zhi)度改(gai)革(ge)的地區和部門要按本意見進行規范(fan)。
保障措施
1、加強(qiang)保留公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)(che)管(guan)理(li)。中(zhong)國(guo)中(zhong)央和(he)國(guo)家(jia)機(ji)關(guan)各(ge)部門(men)(men)各(ge)單位(wei)根(gen)據(ju)編(bian)制(zhi)總量和(he)工作性(xing)質可保留5輛以內的機(ji)要(yao)通信、應(ying)急公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)(che),由公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)(che)主管(guan)部門(men)(men)實(shi)行(xing)編(bian)制(zhi)管(guan)理(li),編(bian)制(zhi)數量和(he)配備標(biao)準要(yao)根(gen)據(ju)各(ge)部門(men)(men)各(ge)單位(wei)實(shi)際工作情況(kuang)科學(xue)確定,優先選用(yong)(yong)(yong)(yong)新能源汽車(che)(che)(che)。執(zhi)(zhi)法執(zhi)(zhi)勤用(yong)(yong)(yong)(yong)車(che)(che)(che)配備應(ying)當(dang)嚴格限制(zhi)在一線執(zhi)(zhi)法執(zhi)(zhi)勤崗(gang)位(wei),機(ji)關(guan)內部管(guan)理(li)和(he)后勤崗(gang)位(wei)以及機(ji)關(guan)所屬(shu)事業(ye)單位(wei)一律(lv)不得配備。財政部要(yao)會同有關(guan)部門(men)(men)按規(gui)定對執(zhi)(zhi)法執(zhi)(zhi)勤用(yong)(yong)(yong)(yong)車(che)(che)(che)進行(xing)核(he)定和(he)規(gui)范。除涉及國(guo)家(jia)安全、偵(zhen)查辦(ban)案(an)等(deng)有保密(mi)要(yao)求的特殊工作用(yong)(yong)(yong)(yong)車(che)(che)(che)外,執(zhi)(zhi)法執(zhi)(zhi)勤用(yong)(yong)(yong)(yong)車(che)(che)(che)應(ying)當(dang)噴涂(tu)明顯的統一標(biao)識。國(guo)管(guan)局(ju)會同中(zhong)直管(guan)理(li)局(ju)負責修訂公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)(che)使用(yong)(yong)(yong)(yong)管(guan)理(li)辦(ban)法,加強(qiang)公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)(che)規(gui)范化管(guan)理(li)。進一步(bu)精簡公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)(yong)車(che)(che)(che)管(guan)理(li)機(ji)構。
2、嚴(yan)格財(cai)務管(guan)理(li)。財(cai)政部(bu)要嚴(yan)格交通費用預算管(guan)理(li)。各(ge)單位(wei)要加強財(cai)務管(guan)理(li),按(an)照在(zai)編在(zai)崗(gang)公(gong)務員(yuan)數(shu)量和職級核定補貼數(shu)額(e),嚴(yan)格公(gong)務交通補貼發放,不得擅自(zi)擴(kuo)大補貼人(ren)員(yuan)范圍、提高補貼標(biao)準。
3、加強公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)車(che)紀(ji)律檢(jian)(jian)查和(he)審計。嚴(yan)肅公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)車(che)紀(ji)律,各部(bu)門各單位(wei)(wei)不得(de)以(yi)特殊用(yong)(yong)(yong)途(tu)等(deng)(deng)(deng)理由變相超(chao)(chao)編制、超(chao)(chao)標準(zhun)配備公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)車(che),不得(de)以(yi)任(ren)何(he)方式換用(yong)(yong)(yong)、借用(yong)(yong)(yong)、占(zhan)用(yong)(yong)(yong)下屬單位(wei)(wei)或(huo)其他單位(wei)(wei)和(he)個(ge)人的(de)車(che)輛,不得(de)接受企事業單位(wei)(wei)和(he)個(ge)人贈送的(de)車(che)輛,不得(de)以(yi)任(ren)何(he)理由違(wei)反用(yong)(yong)(yong)途(tu)使用(yong)(yong)(yong)或(huo)固定給(gei)個(ge)人使用(yong)(yong)(yong)執法執勤、機要通(tong)(tong)信(xin)等(deng)(deng)(deng)公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)車(che),不得(de)以(yi)交通(tong)(tong)補貼名義變相發放(fang)(fang)福利。公(gong)(gong)務(wu)(wu)人員不得(de)既領取公(gong)(gong)務(wu)(wu)交通(tong)(tong)補貼、又違(wei)規乘坐公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)車(che)。紀(ji)檢(jian)(jian)監(jian)察機關負責(ze)對公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)車(che)制度改(gai)革執行(xing)(xing)(xing)情(qing)況(kuang)進行(xing)(xing)(xing)監(jian)督(du)(du)檢(jian)(jian)查,糾正和(he)查處違(wei)紀(ji)違(wei)法行(xing)(xing)(xing)為(wei)。審計部(bu)門要對公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)車(che)改(gai)革情(qing)況(kuang)進行(xing)(xing)(xing)監(jian)督(du)(du),并將改(gai)革后公(gong)(gong)務(wu)(wu)用(yong)(yong)(yong)車(che)配備和(he)運行(xing)(xing)(xing)維護費用(yong)(yong)(yong)、交通(tong)(tong)補貼發放(fang)(fang)、車(che)輛處置情(qing)況(kuang)等(deng)(deng)(deng)納入日(ri)常和(he)專項審計監(jian)督(du)(du)。
4、切實(shi)保障公務出(chu)行。北京市要采(cai)取切實(shi)措施,健全城市公共交通服務體系,完善出(chu)租車市場化運營管理方式(shi),增加社(she)會化交通供給。及時(shi)解決公務出(chu)行遇到的問(wen)題,保障中央和國家機關普通公務出(chu)行。
